ue to drastic maintenance work at the

    Durbanville library, library goers will

have to use other libraries in the nort-

hern suburbs from Tuesday 29 April.

Due to maintenance work costed at R500

000, the Durbanville library will be entirely

closed for two-and-a-half months, only re-

    opening on Monday 14 July.

ries are in the Tygervalley Centre, Bellville,

    Brackenfell and Kraaifontein.

    BelindaWalker,mayoral committeemem-

ber for community services and special pro-

jects, said the nature of the work necessita-

tes the closure, as it could endanger the sa-

    fety of library users.

    Repairs

The ceilings in the reference area will be

repaired as these are now becoming proble-

    matic and leakageshaveoccurred, she said.

The skylight above the main circulation

desk will also be replaced due to leakages,

    according to Walker.

The library will also be painted throug-

    hout.

The final cost of the maintenance work

will depend on the final work done, she said.

All of the libraries in the City of Cape

Town undergo maintenance work within a

five-year cycle. An allocated number of li-

braries are therefore scheduled for these up-

grades every year and Durbanville is part of

that schedule for this year, she said in an-

swer to a question why this work was neces-

sary following recent construction work at

    the library.

The Durbanville library was newly reno-

vated and extended in 2009 after R12 million

was granted by the Shuttleworth Foundati-

on R6 million each towards the Durbanvil-

    le and Fisantekraal libraries.

A new double volume foyer of 105 m with

glass and a floating roof was built at the en-

trance of the library. More parking bays we-

    re also added.

The upgrade included the donation of

R58 000 worth of books, including the pur-

chase of two additional sets of encyclopaedi-

as for the reference and study areas, as well

as new furniture for the teenage and child-

    rens book sections.

    years ago.

    This constructionwork added sections to

the library, but did not extend to the existing

library at the time, whereas the upcoming

    ANDR BAKKES

    @andrebakkes

Some starve, some die from exposure, de-

hydration, or suffocation, and others try to

    chew through their own limbs.

    Mankinds cruelty towards animals is

    undeniable.

After a Phoenix resident witnessed the

slow and painful death of a rodent, she is

now attempting to get rodent bait banned.

The resident, who prefers to remain ano-

    nymous, said: Having witnessed first

hand the suffering of these creatures, it

will haunt me forever. I want to redeem

myself for my bad decision to use these

    baits (sheets of glue).

The resident doesnt knowwhy there are

somany rats andmice in Phoenix recently,

but she guesses that it could be the canal

    that was closed, overcrowding in

neighbouring Joe Slovo Park, or overflo-

    wing sewerage.

She just knew the time had come to start

    ridding the suburb of rodents.

She turned to baits but now she is haun-

ted by the picture of the rat squirminig

and crying for hours until it died a painful

    death.

Her neighbour saw a rodent chewing off

    its own limb.

    SPCA spokesperson Lise-Marie Greeff-

Villet says baiting rodents is a difficult to-

    pic.

The mandate of the SPCA is to prevent

cruelty to all animals, and none of us want

to see even a rat experience the painful de-

    ath of poisoning.

    TheAnimals ProtectionAct (APA) states

that a personwill be committing an offence

if the person lays or exposes any poison

or any poisoned fluid or edible matter or

    infectious agents except for thedestruction

of vermin or marauding domestic animals

    or without taking reasonable precautions

to prevent injury or disease being caused

    to animals.

    Greeff-Villet continues: According to

theAPAone is allowed to use poison to des-

troy vermin if you do it responsibly and ta-

ke all reasonable precautions to prevent

the poison from affecting any other animal

(or human). However, the reality is that for

the layman to use poison in a controlled

and zero risk environment, is almost im-

possible. Death by poisoning is arguably

the most cruel and inhumane way to kill

an animal, and the Cape of Good Hope

SPCA strongly advises that more humane

    methods of trapping be used.

Since starting their Brick in the Wall

    fundraising campaign, the Uitsig Animal

Rescue Centre has sold 3 109 bricks so far.

The much-needed funds will go toward

acquiring new premises for the organisa-

tion to house rescued animals, as they ha-

ve to vacate the land they currently occu-

py due to it having been earmarked for de-

    velopment. (see www.tygerburger.co.za).

We still have a longway to go, but with

all your wonderful support we know that

we will get there, says a spokesperson at

    the organisation.

    Another fundraising event to support

this very worthy cause is the Boerie Dan-

    Eiesoortige nuwe park, waar ge-

saam kan baljaar, het verlede week

    in Brackenfell geopen.

Die inklusiewe Thibaultpark is n eerste

    vir die Stad Kaapstad.

    Die park, met rolstoel-vriendelike speel-

apparaat, sal dien as n proefprojek, en, in-

    Belinda Walker, burgemeesterskomitee-

lid vir gemeenskapsdienste, het inhaar ope-

    ningsrede Donderdagoggend genoem dat

openbare parke n baie belangrike deel van

    enige kind se grootword is.

Die plaaslike parkie waar jy as kind ge-

speelapparaat vir kinders in rolstoele be-

uitgevoer.

    regskoste.

Dit kan groot sosiale en persoonlike ont-

wrigting veroorsaak as n gesinweens nala-

    geen omstandighede aanmanings oor agter-

    @linnertmb

A part of the Citys draft budget proposal

currently under review is its policy restruc-

turing including that on relief to its poorer

    residents.

Johan van der Merwe, head of the citys

    finance portfolio committee, explained in

which format this help from the city would

be administered in the next fiscal year star-

ting 1 July, just as soon as the provisional

    budget is accepted.

Part of the concept budget is the concept

policy on indigent relief. When the concept

budget is approved at the end ofMay,wewill

have concrete figures to consider for appro-

val regarding policy for poverty alleviati-

    on, he said.

The figures in the draft policy reflect that

that which can be revised following public

    participation processs, has been completed,

and will be effective as of the new financial

    bookyear.

We care for the poor and vulnerable, he

    said.

He said the financial form this care

would take, once the provisional budget and

policies were accepted, were as follows:

VFree basic services to those with proper-

ties valued at less than R400 000.

VFree basic services to those with a gross

monthly household income of R3 500.

VSenior citizens qualify for rates rebates

if their gross monthly household income is

less than R12 000 per month.

VIndigent grants provide a 100% rates re-

bate, an additional 4,5 kl of water and a free

240 litre refuse bin for all households with

a gross monthly income of R3 500 or less.

V75% rates rebate for residents with an in-

    come between R3 500 and R4 000.

V50% rates rebates for residents with an

    income between R4 000 and R4 500.

V25% rates rebate for residents with an in-

    come between R4 500 and R5 000 for

    2013/2014.

Van der Merwe said in general the electri-

city tariff blocks apply per calendar month

and not per purchase. He advised consumer

to only purchase the necessary amount of

energy they need in a month.

This will keep the amount paid as low as

    possible.

    Bazaar to assist the elderly

    The Fisantekraal Animal Welfare (FAW)

has launched its 2014 Kennel Drive, in

which people can sponsor a kennel for a

dog in need for only R250 per kennel.

The organisations motto is you cannot

change theweather, but a kennel can chan-

ge the life of a dog that lives outside, rain

    and shine.

People may also donate used kennels.

Some adoring dogs in the care of the

FAW are available for loving new homes.

Phoenix is a two-year-old Border Collie

mix with medium energy levels and needs

    a calm, stable home.

Hes a bit shy at first, but warms up very

quickly to become a quirky and gentle,

    loyal, loving and intelligent companion.

Phoenix is ideal for a home with teen-

agers and adults and other dogs, but no

    cats.

Fiela is a female German Shepherd-Col-

lie mix with ears like a bat and a heart of

    gold. Shes a slightly-built medium-sized

dog with beautiful soft fur and gorgeous

    markings.

She loves going for walks and gets on

with other dogs, people of all ages, and ca-

me from a home with cats.

Fiela will be both an excellent watchdog

and guardian for those she loves.

    The Fisantekraal Animal Welfare has

many other dogs and cats ready to fill your

    home with love. Visit www.faw.za.org.

We have a small business. We

work day and night to keep

    our business going. Most

months we earn enough for a

    basic living, but sometimes we

do not have food on our table.

I just read in a local newspa-

per about a company a small

    business like ours that was

sued by a client for not doing

the work the way the client

wanted it done. The client says

within 24 hours the owner of

the business was there to do

the job. But after it was done,

he struggled to get the busi-

ness owner back to fix minor

    things.

As customers we are told to

    complain about everything.

But, we are forced to start

    small businesses because we

are unable to find work in our

    country.

We have to jump at every

    work opportunity that comes

our way. We do not always

have money to go back to

completed jobs, as we have to

jump to the next job to sur-

    vive.

    The business owner I men-

tioned had to pay a large sum

back to the client. He did not

    pay until the client threatened

    with further legal action.

I bet he did not have the

cash to pay straight away. We

also live from one job to the

other, with no cash in between.

    Please consider small busi-

    ness owners positions. Do not

    fight and threaten legal action

on every little aspect. We want

    to make you happy, but

    sometimes things go wrong.

Help us grow and do not try

your utmost to break us down.

Our economy is bad and, as

    small business owners, we are

the first to feel the impact.

    Small business

    feels the pinch

    Please pick up

    after your dog

I have been fortunate to live in

    paradise opposite Amandel

Close and Fynbos dams for the

past 22 years. Lately, a lot of

people who do not live in the

    area have discovered the

    beautiful spot. They live in

    Protea Valley, Riebeeckshof or

Oude Westhof to name a few.

There is no problem with that.

    They come here with their

    dogs also no problem, but

they let their dogs use the place

as a public toilet and do not

clean up after them. We never

had a problem with flies, but

    now we have flies throughout

    the year.

I take walks there and have

only seen one woman with a

plastic bag in her hand. She

ties the bag over her hand and

picks up what her dog leaves

behind. I spoke to her and she

was also upset that people just

leave the dog mess behind. She

said in the country she came

    from, people would never think

of being so careless. If they did,

    they would get a fine.

If your dog gets sick, you take

him to the vet because you love

your dog. So why not clean

after him? If you dont like to

take droppings in the bag home,

throw it in the bins provided.

Come on people, bring back the

    magic to the Magic Forest.

    Zelda Versveld, in jou laaste

paragraaf vra jy dat die publiek

    navorsing moet doen en sirkus-

    se boikot (Boikot sirkusse wat

    diere inspan in TygerBurger,

    16 April). In hierdie tegnologie-

McLaren-sirkus

    se diere is byvoorbeeld aange-

    koop by geregistreerde telers,

    dus is dit werkverskaffing.

Dan noem jy soms op die

wreedste maniere af te rig om

die mens te vermaak en om

    McLaren se diere afgerig word

    slegs deur positiewe benade-

    ring en vergoeding. Slegte

    gewoontes word nie gestraf of

Die lat wat die temmer in die

    Daar is soveel negatiewe

    dinge waaroor julle moet berig,

    waarvoor niemand julle kan

kwalik neem nie. Tog is daar

    koopbedryf in n rooi Valentynsgewaad

    getooi.

Toe die dag van behartjiede sellofaan

en rooi-van-alles verby is, is die Paasbol-

letjies en Paaseiers uitgepak. n Mens

loop jou steeds in enige kettingwinkel vas

    in n sjokolade-haas.

En nou gaan ons weer op Moedersdag

fokus, want die verkiesing het nie juis

verkoopwaarde nie. Die plakkate teen die

lamppale dra gesigte wat meer en minder

esteties is, maar beslis nie tot groter

aankope in winkels sal bydra nie.

word? Ons voel of ons nie goed genoeg

is nie, ons hou dan nie by nie.

Ons voel heeltyd ons is agter. Reeds

Jeugdag of iets nie. Dis n. En die hede,

hierdie oomblik, is waar jy nou ten volle

moet wees. Dit is al wat saakmaak.

Al wat jy moet doen, is om hr te wees

met jou hele wese en verstand. Die

volgende uur, dag of maand of vakansie-

as tema vir vanjaar se argiefweek.

    Dit is verdernoemenswaardigdat dieher-

denking ook saamval met die grondlegging

    van die eerste parlementsitting gedurende

die Britse koloniale tydperk op 30 Junie

    1854 160 jaar gelede.

    Uitstallings

Tydens vanjaar se argiefweek sal die uit-

    stallingdaaropgemikweesomdienouever-

bintenis tussen die argief en die parlement

    te illustreer, s Hendrich.

    Die argiefbewaarplek beskik oor nmag-

dom argivale rekords rakende die ontwik-

    keling van die parlement. Daarbenewens

    werksessies in familienavorsing.

Daar sal ook n skyfievertoning van die

    Ravenscroft-fotoversameling plaasvind,

    plek. Vergrote prente van tatoeermerke

hang die mure vol. Dan kom die legendarie-

se Johnny Salmonsen in. Hy is in die volks-

mond net as Johnny Tattoo bekend.

Johnny is reeds 42 jaar n tatoeerkunste-

sagte stem. Ek het toe saam met Jimmy

Adams begin werk en my skills geslyp.

Jimmy Adams was die eerste bekende ta-

    toeer-kunstenaar in Kaapstad.

    Mobiele eenheid

been gebring en so ver as Durban en die

Suidkus gereis om sy kuns te pleeg. Hy is

    wacht.

Hy en sy jarelange vriend, Donnie Hey-

denrych (54), werk saam. Donnie s hy het

as 14-jarige na n deurklokkie gestaar en ge-

dink dit werk nogal baie soos n tatoeerma-

sjien. Ek het die deurklok afgehaal en my

eie masjien gebou. Daarna het ek dit naMis-

ter (Jimmy) Adams gevat. Dit was vir my n

groot eer toe Mister Adams my masjien vir

    n kunswerk gebruik, vertel Donnie.

Hy s die regte groot aanvraagna tatoeer-

merke het in die negentigs begin. ToeMan-

toe feetjies. Vandag is dit meer persoonlike

    tatoeermerke waarna mense soek.

Dan waarsku hy teen te persoonlike kuns-

werke. Moet nooit jou meisie of vrou se

naam op jou lyf sit nie! Ek s altyd virmense

verhoudings hou nie. Sit eerder jou kind se

    naam of jou eie op.

Ook s Donnie, doen hulle nie bende-te-

kens nie. S nou ek doen vandag n kuns-

    hande stil, verseker Donnie.

    rieWes-Kaapse projekte is goedgekeur

    omdeur te dringnadie volgende ronde

    vanSolidariteitHelpendeHandsePro-

    jek van die Jaar-kompetisie.

    Die projekte is:

V Projek CCC in Table View: Die projek

V Projek Taakmag in Kraaifontein: Dit is

n werkskeppingsprojek wat n uitpak- en

    skoonmaakdienste aan vervoeragentskappe

lewer. Skeepshouers word binne 24 uur by

    sorg.

V Projek Wedloop in Tygerberg: Die wed-

    vraekryoorhoedaar in nbepaaldebehoefte

Ek is baie opgewonde

stuur. Die gemeenskap se SMS-stemme be-

jek ontvang. As die projek 500 SMS-stemme

ontvang, befonds Helpende Hand die projek

    met R45 000.

Die gemplementeerde projekte sal in Ju-

    lie 2014volgensbepaaldekriteria gevalueer

    Wes-Kaap stem:

de PROJEK CCC na 34388 om vir hierdie

    projek te stem.
