The proposed development by Rosdev Trust on the circular shaped 5 151 m² erf in the centre of Rosedale will consist of 18 dou- ble storey housing units with one access road, which will be named Via Valtellina. The proposed new development will have 114 m² (two bedroom units with patio and ga- rage) and 165 m² (three bedroom) units. A historic manor house stands on the land eyed by the developer, as well as some out- buildings, a swimming pool and several ma- ture trees. Consent was granted by Heritage Western Cape to demolish the old house, as it is not regarded as a significant heritage resource. Many of the trees will also be re- moved. This development is the final phase within Rosedale and would be known as Rosedale Manor. Access is proposed via Sonneweelde Street, via the existing security access to Ro- sedale. The applicant said the proposed density is supported by the City’s policy vision for that area. However, the item, which was on the mu- nicipal agenda for recommendation by the subcouncil, was referred back so that the de- veloper can liaise with residents to come to an agreement. A total of 58 objections from surrounding property owners, the Rosedale Home Own- ers’ Association and the Durbanville com- munity Forum were received against the de- velopment.     ville are up in arms over a proposed

    high-density development in the heart

    of their security estate.

    More than 40 residentswere present for an

    interview with objectors and the applicant

    at the subcouncil 7 (Koeberg) meeting last

    Monday.

    The application is applying for rezoning

    and subdivision approval of the site in order

    to permit a private group housing develop-

    ment between Sonneweelde Street and Via

    our motor vehicles have been damaged

    by bricks thrown along Langeberg

    Road near Morningstar in Durbanville

    last Sunday evening.

    Residents now fear a recurrence of the in-

    cident and some now drive on alternative

    routes to avoid another incident.

    The bricks were allegedly from building

    rubble illegally dumped on a regular basis

    on vacant land on the corner of Pikkewyn

    Street and Langeberg Road in Morningstar.

    It is alleged the bricks were thrown at pass-

    ing cars by children.

    In the lastmonthTygerBurger reportedon

    illegal dumping occurring on land ear-

    marked for a housing development.

    Four municipal houses on the land were

    demolished last year tomakeway for the de-

    velopment. Neighbouring residents now

    complain about rats, vagrants, and drug

    dealers at the site.

    Gerhard Fourie, chairperson of subcoun-

    cil 7 (Koeberg), announced at a subcouncil

    meeting lastMonday that the City hasman-

    aged to clamp down on some illegal dump-

    ers.

    Information is also being followed up on

    another incident of illegal dumping which

    was reported by a resident at Morningstar.

    The eye witness wrote down the registra-

    tion number of the bakkie from which a

    load of building material was dumped.

    In the meantime, the Citys housing de-

    partment indicated they would have start-

    ed to clean up the illegal dump site last Fri-

    day.

    According to Francois Rode of Sonstraal

    inDurbanville, thebrick throwing incident

    occurred on Sunday 19 April between 20:00

    and 21:00 more or less between Welling-

    ton Road and the circle at Lords Walk

    in Langeberg Road. The windscreen of

    his car was shattered and the cost of the

    damage amounted to R15 000.

    He said he knew about four cars were

    hit by bricks.

    I did not stop, but another person

    stopped and chased the children, said

    Rode.

    He said he heard the police only ar-

    rived about an hour later, but by then

    four cars had already been hit.

    Rode said he was caught completely

    off guard.

    One expects such an incident on the

    R300 or N2. I now avoid driving in Lang-

    eberg Road. If the shattered glass came

    into my eyes, it could have damaged my

    sight, he said.

    Fourie said members of the CGW

    neighbourhood watch had shone bright

    lights at the children, after which they

    ran away.

    He said a request will be motioned for the

    City to clear away the rubble and secure the

    premises as a matter of urgency.

    Fourie reminded residents in his chair-

    persons report at the monthly subcouncil

    meeting that the City offers cash rewards

    for information leading to the prosecution

    of illegal dumpers.

    The Citys safety and security director-

    ate has extending its informant reward sys-

    tem to clamp down on illegal dumping.

    The City has incorporated its informant

    reward system into the fight against illegal

    dumping.

    He appealed to the public to report illegal

    dumping to the Citys call centre on 0860 103

    The home owners objection is primarily

    against the incredible scale of densification

    put forward and the subsequent impact this

    will have on Rosedale Estate, he said.

    In an earlier advertisement to sell the pro-

    perty, it was indicated the land was suitable

    for amaximum five housing units, he added.

    Other concerns include demolition of the

    existing manor house, felling of mature

    trees, loss of bird life, reduction of property

    values, privacy invasion, loss of tree views,

    density, security, noise, services capacity

    and shortage of open space provision.

    Cawdry said the concerns raised have

    been swept under the carpet. A total of 80%

    of the residents are against the submission.

    Several of the property owners who did not

    respond are known to be out of the country

    on contract or live abroad for part of the ye-

    ar.

    Due to expansions in Goedemoed and

    surrounds, traffic has becomehectic, especi-

    ally at peak times. Major traffic jams and

    congestion are apparent in Madeliefie and

    Hartebees streets. With the opening of Brac-

    kenfell Boulevard, Zandkloof has now beco-

    me extremely busy and is a high accident

    risk area, he said.

    Most people bought property in the area

    due to quality schools close by. However, a

    10 minute trip to school has become a 25 to

    40 minutes due to increased traffic.

    Cawdry said Rosedale Estates current se-

    curity entrance was insufficient for the

    number of vehicles entering and exiting dai-

    ly and thenewdevelopmentwould exacerba-

    te the existing traffic jams.

    The introduction of the double storey

    units proposed, would also impact privacy.

    The Rosedale community is not against

    development. Residents have requested that

    development be limited to a well considered

    and mutually beneficial development that

    could enhance their sense of place and peace

    of mind, he concluded.

    Gerhard Fourie, chairperson of the sub-

    council, said the Durbanville Heritage So-

    ciety should be consulted about the histori-

    cal manor house and value thereof. He pro-

    posed the item be sent back for a

    consultative process and a historical over-

    view from theDurbanville Heritage Society.

    suspected robber was caught on Ed-

    ward Street after swift reaction from

    armed response officers last Wednes-

    day.

    A local security company stated one of

    their officers was approached by two pas-

    sengers in a white VWPolo, citing they had

    just been robbed.

    The armed response officer had been fill-

    ing up his car at a petrol station on Carl

    Cronj Road at 04:56.

    They explained they had just been

    robbed by a male suspect in Edward

    Street, the security company stated.

    The officer helped search for the suspect

    in the field behind garage, they then

    searched the surrounding areas.

    The suspect was found near the premises

    of an adjoining business and detained,

    while the armed response officer waited for

    backup and police to arrive.

    When the suspect was searched, the offi-

    cer and a colleague who had arrived, found

    money and two knives in his possession.

    The Bellville police arrived at 06:35 and

    took the suspect into custody.

    a suspect was caught after breaking into a

    car in Edward Street.

    The door of a car was forced open and

    a case of theft out of motor vehicle was re-

    ported, she said.

    The suspectwas chased andarrested.He

    is 24-years-old and has previous convic-

    tions for theft from cars.

    People should never leave any items of

    value in plain sight in their cars, she said.

    De Villiers Drive, De Villiers Avenue, De

    Villiers Road, De Villiers Street this is qui-

    te confusing, especially as none of these

    streets in Durbanville are distinguished

    with the correct suffix.

    To solve this Babel confusion, Theresa

    Uys, councillor for ward 21, submitted a mo-

    tion of exigency at the last meeting of sub-

    council 7 (Koeberg) last Monday.

    In her motion she stated that due to a his-

    torical decision by the previous City of Ty-

    gerberg, Durbanville had a policy of not dis-

    playing the correct suffix on road signs.

    The street naming policy adopted in 2014

    has standardised the policy in the City by

    stating that suffixesmust be displayed on ro-

    ad name signage, she said.

    Durbanville has three roads named De

    Villiers: De Villiers Drive connecting Wel-

    lington Road and Durbanville Avenue; De

    Villiers Road from Fairtrees Road to Brac-

    kenfell Boulevard, which is now also exten-

    ded as De Villiers Street to link with De Vil-

    liers Drive; and De Villiers Avenue in Ken-

    ridge.

    With the current extension of De Villiers

    Drive, the potential to create greater confu-

    sion exists as the difference between De Vil-

    liersDrive,DeVilliers Street andDeVilliers

    Avenue is not clearly indicated and display-

    ed on the current signage, Uys said.

    A recommendation was accepted that

    Transport forCapeTown (TCT) be requested

    to erect appropriate signage to indicate the

    different suffixes linked to the street name

    of De Villiers within the subcouncil 7 area

    to avoid any confusion.

    A recommendation was also accepted that

    any financial implications be determined

    and sufficient budget be allocated towards

    this project.

    soekbeampte van die polisie se direktoraat

    vir prioriteitsmisdaad-ondersoeke (DPCI)

    getuig in die formele borgtogaansoek van

    Sandra Robinson (44) verlede Woensdag in

    die Bellville-landdroshof.

    Haar borgaansoek kom

    nadat sy inFebruarieweer

    in hegtenis geneem is n

    sy na bewering haar borg-

    voorwaardes verbreek het

    deur wr bedrog te pleeg.

    Sy is in Augustus laasjaar

    in hegtenis geneem op ver-

    skeie bedrogklagte en op

    borgtog van R15 000 vryge-

    laat. Di aanklagte hou

    verband daarmee dat sy

    mense na bewering onder

    vals voorwendsels gewerf

    het om geld in haar soge-

    naamde vleisversprei-

    dingsmaatskappy, Nulo-

    gix, te bel en dan winsde-

    ling belowe het.

    Robinson het verlede Woensdag aange-

    voer symoet op borgtog vrygelaat word, om-

    dat die sel wat sy met 38 tot 50 vroue deel,

    onhiginis is, die kos oneetbaar is en sy nie

    haar chroniesemedikasie vir ho bloeddruk

    kan ontvang nie. Sy is ook bekommerd oor

    diewelsyn vanhaar 15-jarige seun, het sy ge-

    tuig.

    Sy is egter borgtog geweier en sal in Polls-

    moor-gevangenis aangehou word.

    Haar man, die bekende koorleier Phil Ro-

    binson, wat tans in Brackenfell by n vrien-

    din bly, is ook verlede Woensdag voor die

    hofverrigtinge in hegtenis geneem as haar

    medepligtige. Hy het verskyn op klagte

    van onder meer geldwassery en sameswe-

    ring ombedrog te pleeg.Hy is dieselfde dag

    op borgtog van R5 000 vrygelaat. Die twee

    afsonderlike sake van die Robinson-eg-

    paar is ook saamgevoeg.

    Phil is die koorleier van die SA Jeug-

    koor, wat in Durbanville gesetel is. Hywas

    ook tot Oktober laasjaar koorleier van die

    Horskool Tygerberg, asook tevore vandie

    Horskool Durbanville se koor.

    bewering ook op 19 De-

    sember verlede jaar aan

    n persoon voorgegee het sy het n kontrak

    met die Namibiese regering om 550 Magi-

    cooka-potte aanhulle te voorsien,maardat

    sy geld benodig vir die aankoop van die

    potte. Sy het hom n vals e-pos aangestuur

    as bewys en hom oorreed om haar R95 000

    te gee. Sy sou hom in Januarie R120 000 te-

    rugbetaal het, wat nooit gebeur het nie.

    Ek het haar tevore vermaan dat sy geen

    geld mag neem van die publiek as n voor-

    waarde van haar borgtog, het hy getuig.

    Die staat het n baie sterk saak teen

    haar. As sy op borg vrygelaat sal word, is daar

    geen ander manier hoe sy n lewe sou kon

    maak as om die publiek te benadeel nie. Ons

    kan nie toelaat dat sy buite komnie. As sy uit-

    gaan, gaan sy dieselfde misdaad pleeg.

    Hy het voorts getuig sy het nou geen vaste

    adres, aangesien die kontrak van hul huur-

    huis in Vierlanden einde Februarie beindig

    is. Hy het ook getuig dat hy bankstate van Ro-

    binson van Maart 2009 tot Januarie 2015 be-

    kom en dit laat ontleed het. Daaruit kon hy

    aflei dat sy die geld wat sy ontvang het, hoof-

    saaklik vir haar eie daaglikse uitgawes ge-

    bruik het om haar lewensstyl te handhaaf

    onder meer sowat R397 000 se aankope by

    Woolworths, R105 000 se aankope by Edgars,

    R171 000 by 7-Eleven, R173 000 vir haar sel-

    foonrekening enR66 000 aanLotto-kaartjies.

    Die enigste vleisaankope wat sy gedoen

    het, was vir die altesame R350 000, het hy ge-

    tuig. Sy het onder meer ook R2,1 miljoen na

    haar man se bankrekening oorgeplaas.Van

    die R9,4 miljoen wat sy valslik bekom het,

    het sy in totaal slegs sowat R4 miljoen aan

    beleggers terugbetaal, het hy getuig.

    Syhet ondermeerR400 000 van ndominee

    ontvang. Sy het ook op mense se emosies ge-

    speel en as hulle druk op haar geplaas het

    om hul geld terug te betaal, het sy hulle ver-

    tel sy het kanker.

    House of Grace received a cheque to the
