TRAFFIC: SIGNAL SYNCHRONISATION TO BE IMPLEMENTED IN BRACKENFELL

rackenfell Boulevard is currently be-

ing surveyed by the City of Cape Town

for the implementation of Scoot con-

trol to synchronise traffic signalling.

Brackenfell Boulevard runs from Botte-

lary Road near Kuils River and continues

through Brackenfell and Kraaifontein to

Wellington Road in Durbanville,

The part of the road from De Bron Road

in Brackenfell to Durbanville is also prone

to speeding and heavy trucks use the road

to bypass the Durbanville town centre.

According to a resident, who does not

want to be named, this creates a dangerous

situation for joggers who use the road, espe-

cially between the Pinehurst shopping cen-

tre and the Graanendal shopping centre on

the corner of Wellington Road and Bracken-

fell Boulevard.

Vehicles drive at speeds up to 100 km per

hour. It is especially problematic at the

Graanendal shopping centre where moms

with their babies in prams, houseworkers,

and several other pedestrian groups cross

the road, he said.

Gerhard Fourie, chairperson of subcoun-

cil 7: Koeberg, said the road is currently be-

ing surveyed for traffic signalling.

In a report by Raymond Dick of the TCT:

Network Management directorate of the

city, which was discussed at a sub-council

meeting in September, the signal operations

within the sub-council borders of Bracken-

fell Boulevard and surrounding roads came

under the spotlight.

Brackenfell Boulevard corridor has been

allocated for Scoot control. According to the

report, Scoot is a real time dynamic algo-

rithm that resides on a central computer

situated at the Transport Management Cen-

tre in Goodwood.

Scoot collects volume information from

thevarious intersections anduses this infor-

mation to calculate the optimum signal du-

ration for each movement. Scoot also uses

the traffic information to calculate optimum

cycle times and offsets (settings that deter-

mine the synchronism of signals).

Other roads where the traffic signalling is

being surveyed include the Fairtrees Road

corridor, the Langeberg corridor, the Main

Road in Durbanville, the De Bron Road and

Okavango interchange region, and Race-

course Road in Durbanville.

Fourie said he will request additional at-

tention regarding speeding enforcement.

There are two fourway stop intersections

which control the speedatGraanendal. Iwill

request a pedestrian crossing be painted at

the first fourway stop to ensure the safety

of pedestrians, he said.

Heavy vehicles will hopefully move via

the new Okavango Road intersection

through to Kraaifontein and the N1, he

said.

It is a reality when one lives in a city that

development will continuously take place

and generate traffic. Speed control is sporad-

ically enforced and the new traffic lights at

the Pinehurst shopping centre have made a

big difference in that area.

Brett Herron, city mayco member for

transport, said the citys traffic services con-

duct enforcement operations on a regular

basis on Brackenfell Boulevard between De

Bron and Old Paarl Road.

Traffic services would now need to apply

to the director for public prosecution for per-

mission to enforce the new section of Brack-

enfell Boulevard between De Bron and Wel-

lington roads, said Herron.

Unfortunately, traffic officers cannot be

situated there every day, as they must also

render services in other areas.

During our operations, fines are issued

and outstanding warrants executed to serve

as a deterrent to curb this behaviour.

For this section of road, there were 4 882

cases prosecuted for the year thus far.

Traffic services will intensify its opera-

tions in the area and seek assistance from

the technical teams.

Herron said Brackenfell Boulevard forms

part of the metropolitan road network and

its primary function is to distribute traffic

between destinations.

As part of the design, sidewalkswere also

implemented along the road to cater for pe-

destrians, he said.

The 5,6 km section between De Bron Road

and Wellington Road was implemented in

six phases over the past 10 years to meet the

growing traffic demand from developments

in the area.

The current average cost per km for a road

of this nature amounts to approximatelyR12

million per kilometre.

atepayers living near the Majik Forest

in Bellville believe theres something

suspicious about the lockdown of the

parks gates.

Marc Ruwiel, ratepayer and mountain

biker, said he strongly suspects the va-

grant and crime problem at the forest is be-

ing inflated to achieve a different goal.

Ruwiel said he doesnt understand why

the city overspent on building the fence

around the forest and creating an elite clus-

ter of enclosed homes at Amandel Close, Lit-

tle Welgemoed 1 and 2, and Valleizicht.

I think the elephant in this room is:Make

a huge noise about lawlessness, get the city

to fence the area, and make sure your own

neighbourhood is included (in the fencing

in), he said.

Ruwiel said the city paid at least R2.1 mil-

lion in taxpayers money for the fence, and

Louis Loubser, Tygerberg Mountain Bike

Club president, agrees this was a waste.

Loubser added the fence was more than

three times the necessary length required to

enclose Majik Forest.

GusVenter, ratepayer andmountain biker,

added: We dont understand why we as rate-

payers paid to have the fence around the for-

est installed, but it affords only the residents

on the border of the forest almost exclusive

access, while the rest of us are locked out.

The overall, but temporary locking of the

gates effectively shuts out access to themany

footpaths and mountain bike paths enjoyed

by cyclists, walkers and joggers.

Venter and Ruwiel regularly use themoun-

tain bike trails andbrought out amap to illus-

trate how two strategic entry points into the

park are cut off by the closed gates. This

makes entry to regular routes possible only

at the top of Van Riebeeckshof Road, or via

the Tyger Valley Road (a service way for

trucks) to the N7.

Ward councillor Andrea Crous and the

Valley Committee of local resident forums

had the park locked so law enforcement

agencies could remove vagrants, calling it

Plans are to reopen the gates from 07:00

to 19:00 after the cleanup, with tags cost-

ing R100 allowing entry into the park.

Venter said this was impractical.

From 07:00 to 19:00 doesnt help by that

time sports people are finished with their

routine and on their way to work. In the

meantime we have to use tarred roads and

compete with traffic, he said.

Ruwiel said the fence surrounding the

park was continually cut, with vagrant

footpaths right alongside certain parts.

The lack of gates at the substation also

meant easy access, negating the closure of

the rest of the gates to ratepayers, he said.

Ruwiel said he knows exactlywhere the

handful of vagrants hang out, calling

Crouss estimate of 100 vagrants a gross

miscalculation.

He claims there was no public participa-

tion process.

AndreaCrous said the city could close ac-

cess to any public land it deemed unsafe.

andalism at the Durbanville Cricket

Club, as well as other city properties,

have increased since security guards

were reduced in August this year.

While the cricket season has started in

full swing, the nets at the Durbanville Cric-

ket Club are torn allegedly by children

from the neighbouring community jumping

on them. Two cross poleswere loosened and

removed, as well as six other poles. The fen-

cewas also damaged in a car accident, while

the outfield and pitch were damaged in an

incident in which a car drove onto the A

field.

Vandalism and theft also occurred at the

Fisantekraal Clinic earlier this month. The

clinics door was damaged to such an extent

that it cannot close properly. A part of the

fence was also damaged and a tap outside

was stolen.

Sub-council 7 chairperson Gerhard Fou-

rie said the vandalism was a result of the

security guard being withdrawn.

He said a site visit has been arranged by

Benedicta van Minnen, mayoral committee

member forhealth, forTuesday 2December,

which will also be attended by himself and

Dr Andile Zimba, manager: northern dis-

trict of the city health directorate.

Further concerns in respect of wasteful

expenditure are raised, as any expenditure

on facilities may be of no value.

It is requested that urgent attention be

given to find a solution prior to ward pro-

jects being implemented, Fourie said.

Belinda Walker, mayoral committee

member for community services and speci-

al projects, said a works order for the re-

pairs to the cricket practice nets has been

created and repairs would start soon.

The citys sport, recreation and ameni-

ties department has had to rationalise the

use of security personnel at some of its faci-

lities to remain within the allocated budget

in the current financial year for security

services. As such, the number of security

personnel stationed at the Durbanville

sports fields has been reduced, but there is

still a night and day security presence at the

facility, said Walker.

The sport, recreation and amenities de-

partment has identified hot spots where fa-

cilities are particularly vulnerable to theft

and vandalism and security personnel will

be present at these facilities.

She said the department is closelymonito-

ring these facilities to find themost effecti-

ve and financial sustainable options to secu-

re themagainst theft andvandalism. Itmust

be borne in mind that these facilities are se-

cured in other ways and are not wholly reli-

ant on security personnel.

Considerable investment has been made

throughout the city to increase security at

public facilities through fencing and

alarms. The department is continually ex-

ploring new and innovative ways to combat

theft and vandalism, and consequently re-

duce the cost burden of securing public faci-

lities.

She said communities are encouraged to

take ownership of public open spaces by re-

porting suspicious activity. Other protecti-

ve measures included increasing natural

surveillance of open spaces by encouraging

nearby houses and businesses to face onto

the open space; increasing activity and usa-

ge of public spaces; better lighting and in-

creased digital surveillance via CCTV ca-

meras.

It is important to note that keeping our

public spaces safe is a shared effort and we

need residents to partnerwith us and report

criminal activity, faulty or damaged infra-

structure so that we can create a safer envi-

ronment for residents. We are grateful that

at many of our sports complexes local user

groups have assisted in providing additio-

nal security.She appealed to the local com-

munity to assist the city by reporting any

suspicious behaviour, either to City law en-

forcement on 021 596 1999 or to the police.

data te bekom wat sal help met die monite-

ring en profielsamestelling van armoede-

vlakke in die land. Sonja Wend, Stats SA-

distriksbestuurder in die Weskus, het ges

die invordering van data vir die 2014/2015-

opname het op 13 Oktober reeds begin.

Amptenare van Stats SA sal uitgesoekte

huishoudings in die provinsie besoek om

inligting van lede van di huise in te samel

met behulp van n vraelys. Di data word

dan gebruik om die armoede-vlakke in die

land te bepaal en te monitor. Dit verskaf

ook toepaslike inligting om die nasionale

rekeninge te ontwikkel en instand te hou,

asook om ongelykhede te monitor, het

Wend in n verklaring uiteengesit.

Volgens haar steun die opname ook die

nasionale ontwikkelingsplan in soverre dat

dit die land sal help om die NOP-teiken te

monitor waar daar gepoog sal word om die

Gini-koffisint teen 2030 te laat daal tot

0,60. Diemonitering vanStats SA se doelwit

om die aantal mense wat onder die armoe-

devlak leef te verminder na 0% teen 2030,

sal ook baat deur hierdie opname.

Die huidige Gini-koffisint is 0,69 ge-

grond op die inkomste- en uitgawe-opname

(IUO) van 2010/11. Die syfer is gegrond op

inkomste per capita, insluitend salarisse,

lone en welsynstoelaes.

Volgens Stats SA is die opname gemik op

huishoudings.

Gedetailleerde inkomste- en uitgawe-in-

ligting, sowel as inligting wat verband hou

met opleiding, behuising, maatskaplike

welstand, gesondheid en lewensomstandig-

hede van huishoudings dwarsoor Suid-

Afrika word ingesamel. Die opname word

elke vyf jaar gedoen, het Wend ges.

need a great deal of exercise, says Jennifer

Davies of the Fisantekraal Animal Welfare

(FAW) near Durbanville.

This iswhere adopting the right dog based

on your and their needs comes in.

Instead, consider adopting an adult dog

from an animal welfare organisation that

knows the dogs in their care and can suggest

a lower-energy pooch.

Focus on its nature and not its looks, and

go for a dog that doesnt need lots of exercise

to be content, she advises.

But, dogs (and people) should get some

exercise every day be it a walk around the

block or tossing a ball in the back garden.

It helps them burn off excess energy and

is a good chance for you to bond with your

pet, Davies says.

Some dogs are not suited to a sedentary li-

fe but, just as there are people who arent

fond of exercise, there are dogs who could

think of nothing better than the easy life.

The FAW has several dogs who will be

happy in a loving, happy, stable home.

Lola is a truly laid-back lady. She is a four-

and-a-half year old Labrador-mix who likes

snoozing in the sun and having her ears rub-

bed. She is medium-sized, with a short, low-

maintenance coat and an affectionate natu-

re. She gets onwith other dogs and children.

Kiri is a gorgeous four-year-old German

Shepherd-Collie mix with luxurious soft fur

and a gentle nature. He would be happy as

an only dog or with a calm canine compani-

on. He is ideal for older owners.

Bessie, a Labradormix, grew up on a farm

and is used to being around other dogs, cats,

and people of all ages. She is happy to walk

on lead and explore the great outdoors, but

doesnt need a great deal of exercise.

is in April 2012 gediagnoseer met astrosi-

toom (graad 3) breinkanker. En op Dins-

dag 21 Oktober het di siekte die hoogste

prys geis.

Honderde het op Saterdag 25 Oktober vir

di liefmens vaarwel ges en die lug inge-

kleur met ballonne om haar lewe te vier.

Hester Bergh se Facebook-boodskap vat

honderde ander se menings saam: Sterk,

pragtig en dapper. Sy was hierdie lewe ge-

gee, omdat sy die enigste eenwaswat sterk

genoeg was om dit te leef.

Anina het baie uitreikwerk, onder meer

vir die Alta du Toit-nasorgsentrum in Bos-

ton, Bellville gedoen. Marina van derMeu-

len van di sentrum s: Ons gaan haar na-

gedagtenis eer met ons teetuin elke jaar,

wat ons Anina se Teetuin gaan noem.

Vanjaar gaan n vriendin van Anina die

teetuin vir ons behartig met ons basaar op

29 November spesiaal vir Anina, s sy.

het jy op n swartbord geskryf: Ek is lief vir

Mens) kon altyd staatmaak dat Anina jou

eerlik en objektief sal antwoord oor enige

worsteling wat jy in jou lewe ervaar.

Anneke van As, n vriendin, vertel: Al

haar kollegas het haar met die hoogste re-

spek hanteer. Haar klein en fyn bou het

soms gemaak dat mense haar onderskat,

maar as jy haar eers leer ken het, het jy defi-

nitief na haar menings en raad geluister.

MTBS-dirigent.

Anina het onder meer geld ingesamel vir

n ou skoolvriend, Johan Botes, wat in 2012

ernstige breinbeserings weens n motoron-

geluk opgedoen het, vertel Susan.

Sy het onlangs, toe sy nog haar vinger

kon gebruik om te tik, aan n vriendin n

boodskapgestuur enges dat synie kanver-

staan hoekom God haar nou al wil kom

haal, terwyl sy nog so baie goed op die aarde

wil doen nie.

Haar man het elke dag met Susan uitge-

ruil sodatAninanie n oomblik alleen in die

Mediclinic Durbanville was nie. So ook het

haar pa, Viljoen, haar help oppas.

Anina laat haar man, ouers en broer,

Christiaan (23), en suster, Jana (17), agter.

Susan s Anina se raad aan ander was al-

tyd: Geniet die lewe, want dit is baie kort.

Summer is here and the heat will soon have

everyone looking for ways to cool down.

Blasting the air conditioner isnt always an

option, and it uses a lot of electricity.

Instead of shelling out big bucks to keep

cool, consider these less expensive alternati-

ves.

Choose lightcoloured blinds

Installing window shades or blinds is a no-

brainer. But light-coloured shades tend to be

more effective, since they reflect the heat

back outside. Close all yournorth andwest-fa-

cing curtains during the day to further reduce

heat.

Consider applying window tint too. Win-

dow film can be very effective, not only for

reducing heat, but also for cutting down on

the UV light which fades carpets and fabric.

Use liners with your shades

Bamboo or tightly woven shades are ano-

ther good way to keep your home cool. The

trick is to also install an operational liner that

can be pulled down for sun and heat control.

This is truly the best of both worlds, because

you can see out through the weave whenever

you want, and lower the shade behind it for

sun protection when necessary.

Install ceiling fans

Ceiling fans circulate the air and make a

room feel much cooler. Considering that they

are inexpensive, theyre often an investment

that is affordable but easy to install and use.

Open the windows at night

Ventilate your home on cooler days or at

night to cool down the air flowing through yo-

ur home.

Open windows in all the rooms and place

window fans facing out on the downwind side

of your home. Make sure all interior doors are

open to keep the air moving.

Plant shady trees

Use that your green thumbbyplanting shade

trees around the house. It is a good idea to cast

shadows on the northwestern side of the home

by planting large deciduous trees.

Other ideas include increasing humidity

around the home using layered planting or re-

ducing hardscape.

Allow ivy to crawl up the walls

Ivy provides a buffer between your home

and the sun. Planting a green wall or vines on

the home reduces reflection and absorbs heat.

And its a beautiful addition to your home as

well.

Turn off the TV

Keep heat-generating appliances, such as

lamps and televisions, off or away from your

air-conditioning unit. The air-conditioning

unitworksharder to counter-act nearbyheat,

essentially thinking that your home is hotter

than it really is.

Paint your roof white

Awhite roof will help to reflect heat away

fromyourhomeandhelpkeep it cool, especi-

ally in the attic or top floor.

Get a hood fan

If youdont have a range fan in thekitchen,

consider this investment. Cooking can gene-

rate a great deal of heat throughout the hou-

se, and a range fan helps expel that hot air.

Replace your lightbulbs

Replace incandescent bulbs with compact

fluorescents CFLs can emit up to 75% less

heat.

Update your insulation

Your homes insulationmay need an upda-

te. Replacing insulation in older homes will

definitely reduce the heat indoors.

Cover the north side of your home

Install awnings on north-facing windows

to make up for insufficient roof overhang

and provide additional shade in the summer.

(DCPF) members have made great strides

towards a more cohesive community ap-

proach in addressing crime, says CPF

chairperson Timothy Tomkyns.

The DCPF presents its annual general

meeting on Wednesday 12 November from

18:00 in the Durbanville council chambers,

with an address by community safety MEC

Dan Plato.

Besides the chairmans and station com-

manders reports, a new executive commit-

tee will also be elected.

On the morning of 22 August

my daughter used Engen Rally

Motors in Brighton Road.

She requested the 95 unlead-

ed grade petroleum, because

she is driving an Opel Corsa

Lite petrol vehicle. The attend-

ant who assisted her failed to

issue her with a slip and she

just drove off.

She exited the premises and

the vehicle came to a halt

about 30m away.

She tried to start the vehicle

with no success. I had to tow

the vehicle home and could

only get a diagnosis test done

on the vehicle the following

Wednesday.

The workshop informed me

that the tank was filled with

diesel and they had to drain

the diesel and clean the

system.

I informed Rally Motors

manager Denise and also gave

them the cost of the repairs on

the vehicle. They do not want

to take any responsibility for

reimbursing me because it is

not their fault that their

employees make mistakes.

I no longer use the service

station because of their poor

service and lack of integrity.

I want to warn all South

African drivers of the impor-

tance of asking for a slip when

using any petrol outlet. The

owners and managers do not

want to take responsibility

when their employees make

mistakes.

In Majik Forest het ons n

stukkie erfenis wat bewaar

moet word. Die pogings wat

reeds aangewend is, is prysens-

waardig.

Dis maklik om op die kantlyn

te staan en kritiseer, maar

watter pogings het die fietsry-

ers self al aangewend? Dis

maklik om net n plek te

gebruik en weg te ry.

Ek wandel graag daar en het

self ook al sakke vol rommel

daar opgetel, maar offer graag

my wandeling op in belang van

die park.

Los die negatiewe kritiek en

steek eerder hande uit om n

groot euwel te help bekamp.

n Verdere woord van waar-

skuwing: As die pogings wel

sou slaag, kan dit nie in

isolasie gesien word nie. Hier is

n insypeling van ongewenste

elemente wat ongekende

probleme kan veroorsaak.

Met Majik Forest se toegang

Maar wat ng meer skokkend is, is dat

genl. Riah Phiyega, nasionale polisiekom-

missaris, vandeesweek op n nuuskonfe-

rensie nie wou toegee dat misdaad in

Suid-Afrika, veral kontakmisdade,

krisisafmetings aanneem nie. Dt nadat

sy verlede maand tydens die bekendma-

king van die jaarlikse misdaadstatistieke

aangekondig het dat 47 mense per dag in

di land vermoor word.

In totaal is dit 17 155 Suid-Afrikaners

wat jaarliks hul lewe op di manier

verloor.

Hoewel n mens baie simpatie het met

die vermoorde Bafana-kaptein se familie

en vriende, en net so graag wil sien dat

sy moordenaars vinnig vasgetrap word,

ontstaan daar tog nou ongemaklike vrae.

Hoekom word daar n beloning van

R250 000 uitgeloof aan enigiemand met

inligting wat tot die inhegtenisname en

skuldigbevinding van sy drie aanvallers

sal lei? En waarom het genl. Phiyega n

spesiale taakspan aangestel om di saak

te ondersoek?

Hoekom word ander Suid-Afrikaanse

vermoordes se sake nie ook met soveel

ywer aangepak nie? Landwyd is daar

talle moorddosiere wat maar net skouer-

ophalend weggepak word om stof op te

gaar die vermoorde net nog n nommer

onder die meer as 17 000 slagoffers.

Dis nou tyd vir die polisie om elke

Stadskoor Tygerberg bied

selfstandige konserte aan

ie Stadskoor Tygerberg is al vir die af-

gelope 37 jaar bedrywig in die Kaap-

stad-omgewing.

Lede kom hoofsaaklik uit die noordelike

stadsgebied, die Helderbergstreek en Mit-

chells Plain. Hulle het in die verlede veral

in samewerkingmet ander kore groot hoog-

tes bereik. Sedert 2013 staan die koor onder

leiding van Linda Claassen en saam met

haar het hulle n nuwe strewe om waarlik

n stadskoor te word.

Daar word gepoog om selfstandige kon-

serte aan te bied, en grootskaalse werke

soos misse en oratoriums in te studeer.

Hulle wil ook die gemeenskap bedien

deur gepaste musiek vir die kerkjaar aan te

bied, en het byvoorbeeld in 2013 rondom

Paasfees by drie geleenthede Charles Wood

se St. Markus-passie uitgevoer.

Onder die werke wat die koor onder lei-

ding van Claassen in die afgelope twee jaar

aangepak het, is Saint-Saens se Kersorato-

rium, dieBrahmsRequiem,Orff se Car-

mina Burana enMozart se Kroningsmis

en ReginaCoeli. Die StadskoorTygerberg

beplan om op Vrydag 31 Oktober n Spaan-

banville Garden Club at its monthly meeting

is Daleen Lawrence (tweede prinses), Maya van Zyl (eerste prinses), Quinton Weber (eerste

prins) en Jason de Wet (tweede prins). Die geleentheid, wat op 2 Oktober gehou is, is die

graad 7s se jaarlikse geldinsamelingsprojek.

MetDesember omdie draai di besigste tyd

van die jaar vir gesinsgeweld is Huis Jabes

druk besig om geld in te samel.

Diehuis ontvanggeen staatsubsidienie en

is self verantwoordelik vir die insameling

van geld.

Volgens Adri Klindt, stigter van Huis Ja-

bes, is Desember sonder twyfel die besigste

tydmet nuwe innames van vroue en kinders

wat slagoffers is van gesinsgeweld.

Dit, asook die onkostes in Januarie met

die aankoop van nuwe skoolklere, omdat

sulke kinders dikwels na nuwe skole oorge-

plaas word, plaas baie druk op di organisa-

sie, s sy.

Huis Jabes het onlangs n suksesvolle rug-

by-kuieraand met bekende Springbok-rug-

byspelers in die DAria-funksielokaal ge-

hou.

Vanjaar het kykNET die verrigtinge as n

program opgeneem vir hul program Bravo!

Dit is op Donderdag 23 Oktober uitgesaai.

Die sanger en storieverteller, Andries

Vermeulen, was die seremoniemeester en

het die gaste vermaak met sy vertellinge.

Huidige Springbok-spelers soos Eben Et-

zebeth, Duane Vermeulen, Frans Malherbe

en Tiaan Liebenberg was ook daar.

By Huis Jabes word die slagoffers van ge-

sinsgeweld versorg, bygestaan en bemagtig

totdat hulle weer selfstandig kan funksio-

neer en hul plek in die samelewing kan in-

neem.

Hierdie was ons enigste groot fondsinsa-

melingsprojek vir die jaar en help ons om

kop bo water te hou, s Adri.

Die organisasie het onlangs ook ng n

meevaller gekry toe drie gesinne van Dur-

banville die berg Kilimandjaro ten bate van

Huis Jabes aangedurf het.

Hulle het op 1 Oktober die tog aangedurf

en op Maandag 6 Oktober die hoogste punt

bereik.

Verskeie donasies is in Huis Jabes se

bankrekening inbetaal, s Adri.

Volgens Regardt Nelson was dit n beson-

derse, maar baie uitdagende ervaring.
