Die stadsraad het in Januarie by ’n vergadering om sy begroting aan te pas, die bykomende R3 miljoen vir verkeerskalmering toegewys. Onder die projekte wat vir Dur- banville geprioritiseer is, is ’n ver- hoogde kruising op die hoek van Sondalweg en Fairwinds-straat in Eversdal en ’n verhoogde voetoor- gang en spoedwal in Chantecler- laan in Eversdal, twee verhoogde kruisings, ’n verhoogde voetoor- gang, asook drie spoedwalle in Pa- norama-rylaan. Twee spoedwalle word ook in Schoongezicht beoog, asook ’n verhoogde kruising op die hoek van Dullah Omarstaat en Sta- sieweg in Fisantekraal.     Ondanks n bykomende R3 mil-joen wat aan die Stad se direktoraatvir vervoer, paaie en stormwatervir verkeerskalmeringsprojektereg oor die stad beskikbaar gestelis, is dit steeds nie genoeg om aanal hierdie versoeke te voldoen nie,

    Cheryl Williams van Doorde-kraal is een van verskeie mense watonder di huishulp se streke deur-geloop het.

    Die huishulp gebruik die naamZoreen Counter, maar op haar iden-titeitsdokument word haar naam as

    Magdalene aangedui. Sy het onge-veer vier weke gelede by Cheryl be-gin werk en ingeslaap by haar huis.

    Uit die begin uit het Cheryl aan-gevoel dat dinge nie pluis is nie entoe n waardevolle hangertjie enarmband uit die huis verdwyn, wassy agterdogtig. Ek het gesoek engesoek na die juweliersware en na-dat ek die polisie geraadpleeg het,is ek by haar kamer in, s Cheryl.

    Sy het Zoreen se sakke deursoeken in een van haar handsakke, vanhaar man se hemde en van haar 19-jarige dogter se onderklere gekry.

    n Paar dae later het Cheryl ook op-gemerk dat ng juweliersware vanhaar dogter weg is.

    Cheryl het verlede Maandag tuisgebly om vir Zoreen te wag, maardi het nooit opgedaag nie, maar toesy die voorval by die polisie wouaanmeld, was die sakke reeds ver-wyder. Cheryl beskryf Zoreen as nklein, maer vrou.

    Die volgende dag is Cheryl na nadres wat sy op n posstuk in Zoreense sakke gevind het. Die eienaar hetaanvanklik geweier om met haar tegesels. Die vrou het gedink ek is

    kop in een mus met Zoreen en eersnadat ek verduidelik het hoekom ekdaar was, het die vrou ges sy wilniks weet van Zoreen nie, s Cher-yl. Sy s die vrou het ges sy is baiebang vir wat Zoreen se krel aanhaar kan doen.

    Met opvolgwerk het Cheryl uitge-vind ng mense het onder Zoreendeurgeloop. n Bekende eertydseSpringbok-rugbyspeler en sy vrouwat in Welgedacht woon, het ookdeurgeloop. Juweliersware is ookby hul huis gesteel.

    Your dogs and cats now need to be regis-tered.

    This falls in line with the City of CapeTowns Animal By-law 2010 where all thedogs and cats kept on the property must beregistered.

    The maximum numbers allowed, depend-ing on the size of the dwelling and property,was announced by JP Smith, Mayco memberfor safety and security at a press conference.. In a dwelling unit, like a flat or a duplex

    the maximum amount of two dogs and fourcats is allowed.. In a dwelling house, less than 600 square

    metres, three dogs and four cats are allowed.. In a large dwelling house which is more

    than 600 square metres in size, four dogs andfour cats are allowed.. On agricultural property, six dogs and

    six cats are allowed.The aim of the by-law is to determine the

    population of animals on the property in thecity with information about the type, breedand other statistics which will aid in animalwelfare planning and budgeting, saysSmith.

    It will allow the city to manage the rehom-ing of lost animals more effectively. Resi-

    dents are allowed to keep the number of petsthey have now. Owners are required by theby-law to identify their pets either by meansof a collar and tag, or microchip or both.However this is not a substitute for register-ing of pets and this must still be done. Atpresent it is not the objective of the city tocharge for registration.

    In a bid to make this as easy as possiblefor residents, the registration can be done onthe citys website or physical forms.

    This practicewill alsobringabout job crea-tion as local residents will be employed to gointo informal settlements and help residentswho do not have access to the internet.

    The permit application process com-menced from Thursday 1 March and will endon Thursday 30 August.

    Owners of unregistered pets will be issueda compliance notice, and a fine of R300.

    Failure to adhere will lead to any unregis-tered animals being confiscated and im-pounded under the Animal By-law, saysSmith.

    Is it only cats and dogs that must be regis-tered.

    According to Section 23 of Animal By-law2010 owners of pets other than cats or dogsshould enquire from the Citys Health Direc-torate on the need for a permit regardingsuch animals.

    A Durbanville resident who wishes to re-main anonymous says she has mixed feel-ings over the by-law.

    The citys intention to regulate thenumber of animals and also look at crueltyto animals is a good thing. But at the sametime, they (the city) should be concentratingon bigger issues. There are far more seriousissues than animal legislation and those is-sues should be looked at; which affect peopleseriously.

    Jy wonder seker oor hierdie op-skrif. Jy sou egter nog meer gewon-der het as ek dit volledig gedoen hetsoos ek wou: Ma Emalina Nkwany-ana stuur n boerpampoen uit PietRetief.

    Laat ek hierdie storie, met dubbe-le hande vol hoop, verduidelik:Emalina Nkwanyana was vir lan-ger as 15 jaar ons kinders se Zoeloe-ma. Sy het saam met ons die langpad uit Gauteng Kaap toe gevat, pasn haar dogter se dood, en hier, netso getrou soos altyd, ons huishou-ding met liefde beheer. Dis Emalinawat so lekker kon kook, wat gekeerhet as die kinders raas kry, wat kno-pe aangewerk het sonder dat jy vra,wat n elektriese draad kon uitsor-teer op haar eie. Emalina was dieeen wat vir die elke kerkbasaar dielekkerste krummelpap gemaak het,soos net sy kon. Dit was Emalina sebre glimlag wat elke dag opgevro-lik het. Dit was Emalina wat onsdikwels verseker het dat sy vir onsbid. Ja, dit is ook Emalina se naamwat in n paragraaf Zoeloe metdankwoorde pryk op een van dieeerste blaaie van my doktorale ver-handeling as sy nie soveel koffieen tee aangedra het nie, sou ek dit

    beslis nie gemaak het nie. Kortom,daar is net een Emalina, en jy kenook seker so n spesiale persoon watdie ekstra ma in die huis is of was!

    Di mooi storie het n hartseerdraai gehad toe Emalina siek word,en al sieker word, en toe, nadat haarseun daaraan dood is, ook met TBgediagnoseer is. Sy het al swakkergeword, ten spyte van al die medi-kasie en rondryery en wag by dieklinieke, en moes al meer in haarkamer bly. Ten spyte van die siektehet sy nog steeds getrou haar werkprobeer doen. Dit het egter later sosleg gegaan dat ons iemand moeskry om haar te help werk en ver-sorg.

    Ons was baie hartseer toe Emali-na twee jaar gelede besluit sy wileerder teruggaan na haar plek enmense op Piet Retief, Mpumalanga.Die dag in Julie 2010 toe ons haargaan aflaai het op die lughawe,want toe was sy al n gesoute lugrei-siger, was soos dood in die familie.

    Ons het steeds gereeld kontak ge-had met haar en sy het nooit enig-een van ons se verjaarsdae laat ver-bygaan nie sonder n vroe selfoon-oproep, en Veels geluk gesing inZoeloe. Intussen het sy mooi beter

    geword en heeltemal herstel.n Week gelede het ek onverwags

    n kaartjie van die poskantoor ge-kry oor n pakkie wat te groot is viraflewering. Die adres op die pak-kie, en die bekende skewe hand-skrif, het dadelik vertel dieswaar pakkie, met onbekende in-houd, kom van Emalina, wat onsreeds byna twee jaar gelede laasgesien het. By die huis is die pak-kie oopgemaak. Binne-in was,ongedeerd n n week in die boksen in die pos, n groot, vars boer-pampoen uit Emalina se groente-tuin op Piet Retief. Sy het, uit diebietjie geld wat sy het, byna R60se posgeld betaal om hierdie ge-skenk van liefde by ons te kry.

    Jy kan dink dat ons gesin tranein ons o gehad het. Ek kon bynanie praat toe ek vir Ma Malinabel nie. Sy was so bly om te hoorons is verras en bly. Sy was so trotsom te s ons pakkie pampoen komuit haar tuin waar daar nie netpampoenies is nie, maar ook ta-maties, aartappels en slaai wat syaan ander uitdeel. Ek het die foutgemaak om te s dat ek vir haar ngeldjie sal oorbetaal vir die posgeld waaroor sy natuurlik baie ont-

    steld was omdat n mens nie betaalvir n present nie!

    Hierdie enkelma, Emalina, se ge-skenk uit die hart aan ons, haar fa-

    milie soos sy ons steeds noem, isn les vir almal.

    Emalina se boerpampoen vanhoop uit Piet Retief laat my dinkaan die verhaal van die arm wedu-wee in die Bybel. Dit is Jesus selfwat van haar die volgende s (DieBoodskap, Markus 12:44 e.v.): Aldie ander het gegee omdat hulle so

    baie het. Hulle sal dit nie eens misnie. Maar sy is brandarm en hetniks nie. Die bietjie wat sy gehadhet . . . het sy gegee. Jy kon maar

    net sowel Emalina se naamhier by die weduwee inge-skryf het. Ek hoop Emalinase boerpampoen, byna 2 000kilometer uit Piet Retief,maak jou hande oop omhoop uit te deel aan ander.

    Dis eintlik te ongelooflik,maar met n pampoen kanenige pampoen die wreldverander! Daarom stuur ekvir Emalina saad na Piet Re-tief, vir meer pampoene enander groente, sodat sy kanaanhou uitdeel en hoopbring onder baie van haarmense wat minder as sy het.

    Maak jou o oop en soekna iemand wat jy ook kan

    help, dalk net met n paar pampoen-pitte, en om so handevol (en boksevol) hoop te bring!

    Wine farms of the Durbanville Wine Val-ley are setting the table for about 5 000local and overseas visitors that are ex-pected on Sunday 25 March when theprologue of the 2012 Absa Cape Epicevent is set to take place at MeerendalWine Estate.

    The race will also stretch over the Nitidaand Hillcrest wine estates. Special view-points all around the course will make it pos-sible for spectators to watch the action.

    The Cape Epic is considered one of the big-gest mountain biking events in the world.

    The route will lead a total of 1 200 ridersfrom all over the world through a numberof towns in the Western Cape over a periodof eight days.

    After starting off with the prologue atMeerendal, the following overnight stopswill be at Robertson, Caledon and Elgin.

    An exhausting 781km later, they will fin-ish at Lourensford Wine Estate in SomersetWest.

    Supersport will do live TV broadcasts onthe day of the prologue, as well as the finishat Lourensford.

    The 27km prologue with a 850m verticalascent, starting on Meerendal, will followthe route of the Tygerberg trails over Hill-crest and Contermanskloof.

    It will allow spectators to see teams raceagainst the clock in order to decide whichteam will wear the coveted leaders jerseysat the start of the first stage on Monday 26March.

    At Meerendal preparations are beingmade to cater for the spectators.

    Bennie Howard, marketing manager, saidthey are thrilled that the Epic starts in Dur-banville this year.

    It is a fantastic opportunity for all in thenorthern suburbs to see the worlds 1 200 top

    mountainbike riders in action, he said.The first riders will start from before 07:00

    in 25 second intervals. The prizegiving is at13:30.

    A five hectare piece of farm land behindthe cellar has been planted with grass to ac-commodate the cycling for the day.

    Meerendal is also busy restoring the man-or house into a five-star guest house. An en-trance gate to the farm is also being built.

    Entertainment will be by a Kaapse Klopsetroupe. Entry is free.

    At Nitida the gates will already open at07:00 for spectators. The Cassia Restaurantwill have breakfast paninis, muffins and cof-fee available.

    A big screen and other TV screens inBedouin tents will broadcast the race. Foodand wine will be sold.

    The viewing point will be unsurpassedwith the bikers riding straight past the spec-tator point next to the dam and disappearinginto the vineyards.

    Live entertainment will include guitarvirtuoso Louwtjie Rothman and his pianist/vocalist Chad Zerf.

    Picnic baskets must be pre-booked. Sushi,lamb burgers, footlongs and slush puppieswill also be sold.

    For the kids there will be a jumping castleand canoes on the dam.

    At Hillcrest coffee and muffins will beserved from 07:00. For those needing a moresubstantial breakfast, bacon and egg rollsand boerewors rolls can be enjoyed to therhythms of live music by Benji and Craig.

    The marimba band of Rustenburg GirlsHigh will also perform.

    The prologue can be viewed on TVscreens. A cash bar will be available. Entryis free.

    The SA Post Offices ReturnedLetter Office (RLO) recently heldan auction at Goodwood SportsClub to sell some of the parcelsthat have never been successful-ly delivered.

    Ten percent of all the funds raisedat this quarterly auction will go tocharities and the rest will beploughed back into SA Post Officeoperations.

    According to RLO spokespersonfor SA Post Office, Martie Gilchrist,they raised about R150 000 on theday.

    Thousands of items from clothesand DVDs to kitchen appliancesand books were sold.

    One item, a silver Nelson Mande-la coin, was sold for R9 000.

    Gilchrist elaborates: When a let-ter or parcel cannot be delivered totheir intended recipients due to in-correct delivery addresses and noreturn address, then theses are sentto the SA Post Offices RLO in CapeTown.

    Apparently the RLO can receiveup to 30 000 items a day.

    People who use the post officemust please always ensure thatthey write down the correct ad-dresses, and to add their ownreturn

    address should the package not ar-rive at its intended recipient!

    We hold on to the package for upto a year, but if we are unable to de-liver it then we auction it to the pub-lic, she explains.

    All letters and parcels are alsoopened under strict supervision inan effort to see whether a return ad-dress can be found within the con-tents of the letter or parcel.

    It is also vital to understand thatone should never post highly flam-mable and potentially explosiveitems, live animals or any itemsthat are likely to leak and contami-nate the rest of the contents of amailbag.

    Anger and emotions flared up at the first Bel-lville-based meeting over the proposedchanging of street names in the northernsuburbs, mainly Bellville.

    Tempers soared, not so much over the pro-posed changes being made to the existing streetnames, but because residents see the process asa waste of ratepayers money.

    Why dont you take the money and fix theholes in the road in my suburb; why dont youreplace missing street name signs? asked oneresident at the meeting held at the Bellville Velo-drome last week.

    The man said he has never been able to under-stand the purpose of changing street names. Ihave always thought it was politically motivatedand now you have confirmed that, he said.

    He said everyone was living in good spirit andunderstood each other. Now you are turningpeople against each other and are causingstrife, he said.

    This was part of the responses, following anaddress by Councillor Brett Herron, chairmanof the naming committee.

    The proposed changes are Jip de Jager Driveto Dulcie September, Vanguard Drive to GovanMbeki, Willie van Schoor to Jeff Masemole andHendrik Verwoerd to Beyers Naud.

    Herron said the city was hosting a series ofpublic meetings as part of their public consulta-tion process on the naming and renaming pro-posals.

    He added that the naming policy, which wasadopted by Council in December 2010, providesthat Cape Town belongs to all of its people andhas a long history of human settlement and arich and diverse heritage. He said the names ofplaces should reflect the multicultural societywhich must be easily and equitably recog-nised.

    According to Herron names create a sense ofplace; names are the beginnings and ends of jour-neys; names are place makers and focal pointsthrough symbolism, association and remem-brance and names have powerful positive or neg-ative meanings for people and can pro-mote community harmony or perpetuatehurt and division.

    Georgie Hogarth, chairman of the Ken-ridge Ratepayers Association said resi-dents didnt mind the names being putforward. What we do mind is the moneybeing spent. We want to know why thismoney is spent, he said.

    Stellenberg resident Brian Cox saidthere were hundreds of streets, especial-ly on the Cape Flats that dont havenames at all. Why dont you name themand you can name them with politicalconnotations, he said.

    Jip de Jagers granddaughter, Syrenede Jager, also attended the meeting.

    Jip was the dean at the university for20 years. I understand there are otherpeople to be named, but to change Jip deJager to Dulcie September is upsettingpeople, she said.

    Chairman of the Bellville BusinessChamber Tienie le Roux called on thecity to look at the changes in a sober way.Please take into consideration the com-munitys views, he asked.

    Resident Louis Botha said financialimplications stretched further than onlythe obvious changes. It is street maps,national maps, GPSes and world mapsthat have to change.

    Another resident said he knew Dulciepersonally and that she hailed from thesouthern suburbs. Why dont you namea street there after her? he asked.

    A question was asked about the cost ofthe changes, to which Herron replied thefinal cost was not determined yet. This

    statement was met with scorn. Herron replied bysaying as soon as they know the number of namechanges, a figure could be determined.

    Many suggestions from residents indicatedthat names should be changed to general names,ie that of birds or flowers.

    Piet Badenhorst, chairman of the AfrikaanseHandelsinstituut said one had to realise wewere living in an inclusive city and recognitionhad to be given.

    It is unnecessary to flare up emotions further.The committee has to look at other places thatcan be represented.

    Leonore van der Walt, councillor, said themeeting was not the last opportunity for com-ment, as people were to receive a change for thisat the subcouncil meetings.

    Herron said they were to make sure to addresspeople who are affected directly by knocking ondoors or dropping notices in postboxes.

    Feedback forms on the street names should bereturned to the city by 31 March.

    Those who voluntarily sacrifice theirtime for the safety of others are shining ex-amples of everything that is right in theworld. Human beings are social creatures we need each other when faced withgreat danger. Presently, no danger is moreimminent than theuncompromising crim-inal.

    So why the bad attendance of Communi-ty Policing Forum meetings? Some willask what the point is of going to a meetingwhere people discuss crime? These peopledont see the bigger picture: CPF meetingsare not just a discussion they constitutea war room.

    Ifwe stand together,wecanconquer thisevil. The battle lines have been drawn andvictory is assured, but Tom wants to sleep,Dick wants to braai and Harry wants towatch television.

    But it is up to us. Attend your local CPFmeeting and join your neighbourhoodwatch programme. You can either sitback, complainand secretlyhope someoneelse does the work or you can stand up andbe counted. The time has come.

    the sewerage farm was mentioned in the ar-ticle?

    there are bad smells. Depending on the agesof the learners the city can invite the schoolto visit the KWTW to see its operations. TheKraaifontein WWTW is undergoing upgrad-ing and is a construction site; ScottsdeneWWTW is also a possibility for such a visit.

    Volgende jaar is dit weer presies dieselfdestorie. Ek skryf onder n skuilnaam, want disn feit dat ouers wat by die skool kla, se kin-ders geviktimiseer word.

    Hannes Boshoff (voorsitter: beheerlig-gaam): Genoemde kompetisie is vanjaarreeds in die sesde jaar van sy bestaan en worddeur die Durbie-aksiekomitee, bestaande uitouers, gerel. Die geld wat met die kompetisieingesamel word, word tot voordeel van dieskool in sy geheel aangewend. Die Durbie-ak-sie maak gebruik van verskeie motiverings-tegnieke, waarvan die meeste gemik is op diehele klasgroep. Dit impliseer dat die meeste be-lonings ter sprake, aan die hele klas gegeeword. Die dra van siviele klere was n belo-ning vir enkele individue wat reeds puik ver-kope daargestel het. Die kompetisie is vrywil-lig en geen ouer word gedwing om die kaart-jies te koop nie. Dit is ook n ouer se eie keuseof hulle die kinders toelaat om die kaartjieswyer te bemark as hulle eie gesin.

    Dit is ook nie my persoonlike ervaring datdie skool kinders viktimiseer as ouers sekereaspekte met die skool wil uitklaar nie.

    Ek wil graag die besorgde mamma aanmoe-dig om my te kontak sodat ons die saak in diereine kan bring.

    School looks too close to sewerage

    I refer to the article A slow startto recycling published on 7 March.

    Ms Danetta Smit said she is con-cerned about the lack of interest inthe citys Green Bin project, as only55 percent of the households in thenorthern pilot project collectedtheir bins.

    I dont think its necessarily alack of interest. Many people justdont have thekindof transport thatwill enable them to collect a bin. Ifyou only have a normal family vehi-cle, it will be hard to fit a garbagebin into it.

    If the project managers could findsome way to deliver the bins to inte-rested households, I suspect the in-terest will be much more than55 percent.

    I initially enquired about obtai-ning a bin when I saw the postersduring September last year. Unfor-tunately our home falls just outsidethe pilot area.

    I hope the council does not cancelthis initiative based on the lack ofinterest.

    There many households thatwould like to recycle, but just donthave the necessary transport to ta-ke the items to the council dumpsor buyback centres. This project isperfect for that.

    The amount of money the councilwill eventually make out of it, willmore than cover the price of the binand its delivery.
