Despite a pendingHighCourt challenge,the full council of the City of CapeTown last Thursday approved the Uit-

kamp residential development on the farmClara Anna Fontein adjacent to the Auroraneighbourhood in Durbanville.This development will see the constructi-

on of 646 houses, a retirement village, a highschool for Chesterhouse School, a small pri-vate nature reserve, and the upgrading ofthe existing conference centre.

The city council approved the applicationfor the amendment of the Cape Town SpatialDevelopment Framework and the rezoning,subdivision and consent use, subject tostrict conditions.

Ongoing sagaThis is the latest decision in an almost 14-

year saga involving efforts to have part ofthe farm developed. The proposed develop-ment has been met with severe objectionsover the years.The first application by the farm owner

and trustee member of AFM Louw Trust,

Boetie Louw, was submitted in 1997, but wasrejected by the then City of Tygerberg.The final decision by the city council last

week led to a grievance being lodged withthe federal chairperson of the DA against alocal DA councillor - who was at the time-wearing his party’s t-shirt - after he allegedverbally assaulted George Sieraha, chair-person of the Durbanville Community Fo-rum (DCF), on Saturday 26 April.

It was the DCF that applied for aHigh Court order in August last ye-ar to have the provincial govern-ment’s decision to grant environ-mental authorisation on 25 Novem-ber 2011, as well as the decisionmade thereafter on 27February 2013to dismiss the appeal submitted bythe DCF against the environmentalauthorisation, reviewed and set asi-de.After dismissing the appeal, the

application to amend theCapeTownSpatial Development Framework toallow the proposed Uitkamp deve-lopment, was then referred back bythe Spatial Planning and Land UseManagement (Spelum) committee.Garreth Bloor, the city’s mayoral

committee member for economic,environmental and spatial plan-ning, said the mayoral committeedecided to ask council to considerthis proposed development, as theongoing court case is a matter bet-ween theWestern Cape governmentand the DCF – not the City.

“The risk of the legal reviewof theenvironmental authorisation rela-tes to the information used in the as-sessment. The court processes thushave to take its course.“The proposed layout – including

a new access road – was done speci-fically to have the least impact onthe wetland and its surrounds. Thiswas agreed to by all the departmen-tal specialists who assessed the ap-plication impacts,” he said.“Theapplicationhasbeen suppor-

ted by the full sitting of council andis subject to strict conditions, inclu-ding the approval of detailed site de-velopment plans that must delinea-te the wetland exactly and will besigned off by the city’s environmen-tal resource management depart-ment. This will also include a land-scaping plan.“The City has therefore sought to

strike a balance between the needsof the wider community, residents,creating an enabling environmentfor economic development and liste-

ning to and addressing some of theconcerns of various communities,”Bloor stated.In his address at the Council mee-

ting, Christo Kannenberg, Spelumportfolio committee chairperson,said “the urban edge is not cast instone”.“It is a citywide policy of Cape

Town and this council can amend itas and when new, more detailed in-formation becomes available,” hesaid.The property is bordered ontwo sides by urban development,with smallholdings on a third. Newstudies conducted at a local level ha-ve shown that the urban edge can beamended in this instance,” he said.The approval is, among others,

subjected to several improvementsto the road network, which will betotally funded by the developer.This includes widening of secti-

ons of Vissershok Road and TindaleRoad, aswell as the upgrading of theintersections with St. John’s Road,Racecourse Road and other roads.

Engen has threatened the City of CapeTown with court action following thecity’s decision not to approve a redeve-

lopment application.Engen Petroleumwants to redevelop cur-

rent premises on the corner of TheHills Ro-ad andDurbanAvenue in the quietDurban-ville Hills neighbourhood.While Engen has slammed the city, objec-

ting residents and the Durbanville Commu-nity Forum (DCF) accuse the applicant ofnot “caring about the residents”.The subcouncilresolved on 21 October

last year to deny the application for theamendment of the rezoning condition res-tricting use to service station only in orderto permit ancillary uses to the existing fil-ling station.The city’s decision came in the wake of

vehement objections by neighbouring resi-dents, despite town planning department’srecommendation that the application be ap-proved.

Proposed developmentEngen wanted to develop the current

small-scale service station into a new dou-ble-storey service station, including a trai-ning centre and 24 hour convenience store.The premises are currently rented toHill-

sideMotors for a filling station, a workshopand a car wash.The reasons for the subcouncil decision

was that the application is not in line withthe forward planning for the area, that pro-vision is made for business uses in othersuitable areas, that the proposed develop-ment could have a negative impact on theresidential character of the area, and thatthe proposed development constitutes com-mercial creep into the residential area.In their appeal letter, Terraplan Town

and Regional Planning and Urban Develop-

ment Consultants acting on behalf of EngenPetroleum, stated the subcouncil failed toapply itsmind to themerits of the applicati-on and wrongly interpreted the policy forthe area.“It is clear that the reasons provided by

theSubcouncil for thedecisionnot to appro-ve the application, are at best vague andam-biguous and reflects serious inconsistencyand capricious decisions on the part of themunicipality,” the appeal stated.The consultancy firm stated that Engen

considered the subcouncils reasons “un-substantiated” which justified “immediateintervention by the municipality” and thedecision should be subjected to “judicial re-view”.Residents and community organisations,

as well as the subcouncil, have until 2 Mayto submit comment on the appeal letter.“Nowhere (in the appeal document) does

the applicant take the residents into consi-deration,” said George Sieraha of the DCF.“The applicant keeps stressing that there

will be no negative impacts. What in effectthis proposed development will do is createa commercial node, which will attract a lot

of vehicles and trucks. The surroundingcommunity does not want more influx intothis area,”said Sieraha.

Neighbourhood character“What I find very disturbing is the fact

that the applicant states that they will takethe decision to the court. Does Engen carefor this community?”Ian Flint of the Kenridge The Hills Rate-

payers’ Association said the area is “com-pletely residential”.“The ratepayers, who have invested their

lives and capital in their homes, have aright to an expectation that the municipali-ty will uphold the character of the area,” hesaid.“The applicant makes frequent reference

to the financial feasibility for ‘upgrading’,implying that unless the convenience shopand training centre are allowed there willbe no money for improving the look of theservice station.“This approach simply ignores the alter-

native option of refurbishing the existingstructure – an option that the applicantshould have undertaken anyway,” he said.

Business theft warningThe Durbanville police warned businessowners there is an increase in businesspremises break-ins.Burglars target business mostly over

weekends from Thursday afternoon toMonday morning, said communicationsofficer Marchell Rhode.She advised business owners to

After fleeing Rwanda, Albert Mpazaya-bo found himself working as a par-king attendant in Cape Town. But he

had bigger dreams.Albert now holds a trio a tertiary qualifi-

cations: a degree in Psychology, a postgra-duate diploma in HIV/Aids Managementand, most recently, received his Master’sdegree.Albert was one of 685 students in the Fa-

culty of Economic and Management Scien-ces at StellenboschUniversity (SU)whowe-re awarded their degrees on 1 April.“He already holds a Postgraduate Diplo-

ma in HIV/AIDS Management from SU, aBPsych degree from the University of theWestern Cape and he is currently doing hisPostgraduate Diploma in Monitoring andEvaluation Methods, also at SU,” MartinViljoen from the university stated.The 51-year-old, who hails from Kigali,

was a training officer in productive healthcare for the Red Cross in Rwanda, but whenthe war started in 1990, he had to flee forhis life, Martin said.“He ended up at a refugee camp in the

DRC and from there came to South Africain 1997. Once in South Africa, he startedworking as a security guard, then as a par-king attendant at various shopping centresin Cape Town.”These days, Albert, a father of three, is in

charge of placing other parking attendantsat shopping centres in Brackenfell andDur-banville.While this is not Albert’s ideal job, he

struggles to find employment suited to hiseducation.“It’s tough being a foreigner. I’m legal he-

re, and I’m allowed towork in SouthAfrica,but unfortunately most jobs are for SouthAfrican citizens only,” says Albert.“Over the years I have often felt discoura-

ged. I have the skills that are needed, butthe system does not allow me to be useful

or add value to those who are in need. Butdespite the many setbacks I will never giveup. As long as I’m still breathing, I have ho-pe.”Albrt says he plans on registering with

the Health Professional Council of SouthAfrica, then setting up a consultancy thisyear where he can work as a communitymental health worker – finally putting hisBPsych degree to good use.In the meantime he’ll continue with his

studies and next year plans on tackling aPhD in the field ofMonitoring andEvaluati-on. “I’ve decided that if nobody wants to gi-ve me a job, I will create work for myself.”he says.“The fact that I’m not in my motherland

forces me to do better. Here I have no momor dad or aunt or uncle to help me out, soyou realise quickly that in order to succeed,you must do things for yourself. And thisiswhat I’m doing here – pushingmyself.Myhardworkmust also serve as an inspirationto my children.”

Through his love of horses and his mu-sical talents, local singer Gerald Clarkhas found a way to help others.

Touched by the work that groups likeEquitots in Durbanville are doing for child-ren with Foetal Alcohol Syndrome (FAS),Gerald and retailer Jade & Velvet startedthe The FASt Forward Fund last year to fi-nancially help organisations working withFAS children.Their main focus is to afford young FAS

sufferers the chance to work with horsesand ponies in a therapy environment.FAS is the result of mothers consuming

alcohol during pregnancy. Their childrenoften experience physical, behavioural, de-velopmental and cognitive difficulties.But children receive physical and cogni-

tive benefits from working with horses.It was seeing these benefits thatmadeGe-

rald want to get involved.“The one little girl, Abigail, stood out for

me in particular,” he recalls. Abigail wasborn prematurely and it was expected shewouldn’t be able to walk due to FAS.“I was there during a session when she

was put on a horse and within a few minu-tes I could see her orientating herself andgetting interested in her surroundings.”Besides physical benefits like improved

balance, posture and muscle tone, workingwith horses also seemst to help with “atten-tion span, reasoning skills,memory retenti-on and a host of other cognitive functions”.“The other day I sawher running around,

dancing and laughing,” Gerald says ofthree-year-old Abigail.“This is a very effective way of helping

these kids develop,” he says.

The FASt Forward Fund works togetherwith the Beyers Truter Foetal Alcohol-Syn-drome and Interrelated Treatment HelpFund (FAITH). FAITHFund’smain focus isawareness and warning mothers about thedangers of drinking while pregnant.Gerald has roped in friends in to help rai-

In an historical event about 14 churches inDurbanville recently joined hands in acampaign to spread the gospel over fiveweeks in May and June.The D4 campaign will be launched on

Sunday 4 May during a fun-filled day.This campaign resulted from friendship

between pastors fromvarious denominati-ons in Durbanville. Numerous meetingsand conversations resulted in the establis-hement of the Durbanville Forum.One of the pastors then suggested they

all join “The Good and Beautiful Commu-nity” drive presented by the DurbanvilleDutch Reformed Church this year.The Durbanville Forum was renamed

the D4 Movement and the D4 campaign re-sulted from this.“The D4 movement encompasses any lo-

cal church dedicated to the gospel of JesusChrist and is thus designed to bring aboutunity in thebodyofChrist inDurbanville,”said Darin Martini of the Durbanville Fa-mily Church.“The name D4 is a proclamation of faith

and Kingdom living. In English we pro-claim that Durbanville is For (4) God andHisKingdom, and inAfrikaans ‘vier (4) onssy teenwoordigheid en Koninkryk in Dur-banville’,” Martini explained.After the campaign, the D4 Movement

will continue monthly meetings, he said.“We aim to introduce unchurched peo-

When his song, “Love Can” exploded onSouth African airwaves, few people realisedthe man behind the anthemic song wasSouth African.

Shaun Jacobs was amazed by the song’ssuccess, but says the band had worked hardfor it.

They were a little worried about how localstations would receive it. “It’s a little diffe-rent,” says Shaun, but “that’s a chance thatyou take when you try to stretch the bounda-ries a little bit.”

“Love Can”, the title track off his newestalbum, catapulted the career of the multi-in-strumentalist from Johannesburg into thelimelight, but it wasn’t his first hit.

In 2012he released thealbum,PaperWingsand the single “With You”, became one of on-ly 16 South African songs to make it onto theKia top 100 chart that year.

In studio, Shaun is a one man army. Hewrites, plays all the instruments and hand-les recording, mixing and production him-self, but on stage he is joined by drummerAndrew Sowter and bassist Craig Sparks.

The three showcased their energy to localaudiences in December when they opened

for Nickelback’s South African tour afterShaun’s agent sent their music to Big Con-certs, who sent it on to Nickelback.

“They came back to say they love the stuff,they’d love us to be a guest artist for them.

“The concerts themselves were just betterthan we could have dreamed. The way theaudiences responded to us was incredible, italmost felt like it was our show.”

When it comes to writing and producing,he says the band is “trying to be mains-tream, but we’re trying to find a unique wayof doing it”.

The band is currently working on newsongs and jamming a lot. “We love workingthings out in the band room and finding outthings we could do live on stage that are inte-resting.”

“We’re feeling inspired at the moment cre-atively.” He is mum on a tentative releasedate for the new album though.

Lloyd Harris (17) is the number one ran-ked u-18 junior tennis player in Africaand the only player from the continent tobe ranked amongst the top 100 juniors inthe world.

This achievement earns him theTyger-Burger Sportstar of the month award inconjuction with SuperSport’s Let’s Play,Bosman, McNulty and du Toit Optome-trists and Shihan Hennie Bosman of theWelgemoed dojo.

Lloyd is currently ranked 77th on theworld junior rankings. He was a finalistin the singles during the Africa Cup anda winner in the doubles with fellowcountryman Brandon Laubser.

The ITP (International Tennis Federa-tion) invited him to tour Italy and playin the Junior French Open.

“I amreally excited about playing over-seas. There is also a chance that I canplayin the Junior u-18 Wimbledon tourna-ment. That will most certainly be one ofthe highlights of my career thus far. Asfar as I know if you play at Wimbledon

you get to share the same cloakrooms andplay on the same courts as the top profes-sionals. It will be awesome just to watchhow they go about their business,” saidLloyd.

He gets home tutoring with the help ofCurro in Durbanville.

He has quite a hectic daily schedulewith his coach Anthony Harris in SeaPoint.

“I train six days aweek.My daily routi-ne basically consists of two hours on thecourt, one hour gymnasium training, onehour fitness andanother twohourson thecourt.

“Yes, it is hard work and I need to bedisciplined, but in the end it is all worthit and the results are proof that I am onthe right track.”

When it comes to a player he admires,it is Roger Federer.

Northern suburbs local Kosie Weyers, whois currently hot property on the stock cartrack, is aiming to again burn up the Killar-ney oval during the exciting V8 races on Sa-turday.

After a magnificent national season lastyear that resulted in him crowned SouthAf-rican Engen Volkswagen Champion, theflamboyant Kosie has decided to remain onhome turf this season and concentrate onwinning the coveted Tygerberg Engine Re-builders big V8 title.
