Dangerous The El Shaddai Trust started as early as 2001 to try and draw the city’s attention to the dangerous intersection, asking for speed bumps, a traffic circle or traffic lights to calm the traffic. Gavin Brent, operations manager of the El Shaddai Church, was the main force behind negotiations the last few years. Several accidents have happened at the in- tersection. Ten tonne vehicles, sometimes at high speed, use Lord’s Walk as the entrance to the municipal works depot. In 2004 a pupil of the school was hit by a municipal vehicle in Lord’s Walk. In anoth- er accident a motorcyclist, a former pupil of the school, was killed in a collision with a municipal vehicle. In March 2010 a woman (39) of Durbanville broke her right wrist and her right leg in two places when her motorbike collided with a car. In September 2010 a teacher from El Shaddai Christian School was injured in an accident at the intersection at the entrance of the school. No funds The problems at the intersection were ac- knowledged by the authorities in 2009, but up until this financial year there were no funds available. The turning point came when the El Shaddai Christian School submitted a site development plan for extensive extensions to the school and church last year.     Several petitions and letters were handed

    over and written in the past to the City of

    Cape Town by parents and teachers of the

    El Shaddai Christian School and church.

    Dangerous

    The El Shaddai Trust started as early as

    2001 to try and draw the citys attention to

    the dangerous intersection, asking for speed

    bumps, a traffic circle or traffic lights to

    calm the traffic.

    Sections of the sewerage network in Ken-

    ridge will be replaced by the City of Cape

    Towns water and sanitation department.

    The city has awarded two separate con-

    tracts for this civilwork to be done in these

    areas at a total cost of R2,3 million.

    The affected roadswhere sewerage pipes

    will be replaced, are De Villiers, Kenridge,

    Tafelberg and Vineyard roads.

    The work has already started and is ex-

    pected to be completed bymiddle June this

    year, said Farouk Robertson, communica-

    tion officer for thewater and sanitation de-

    partment of the City of Cape Town.

    The sewerage upgrades form part of the

    citys pipe replacement and infrastructure

    programme for its water supply network,

    for which an annual budgetary allocation

    is made.

    The implementation of a sewerage up-

    grade is determined by a specified set of

    criteria that is identified upfront as the

    sewerage system is monitored for issues

    such as the occurrence of blockages, sub-

    sidence, cracks, root growth, sand and

    stormwater ingress.

    The water and sanitation department

    has consistently replaced sections of its

    sewerage infrastructure where necessary

    across the city, Robertson said.

    Carp Civils was appointed as the con-

    tractor for the project and is carrying out

    work on two sections of the network in the

    Kenridge area.

    The work involves the replacement of

    sections of the sewerage network using

    trenchless technology, which will consid-

    erably reduce the inconvenience to resi-

    dents and traffic alike for the duration of

    the project.

    Trenchless technology is less disrup-

    tive as it only requires excavation at stra-

    tegic locations along the installation

    route, according to Robertson.

    The city has specifically opted for the

    trenchless technology approach as it is not

    as disruptive as open trench excavations

    and it has a reduced environmental im-

    pact, he said.

    The occupants of the premises along the

    installation routes will be informed of the

    progress on the projects in their area, par-

    ticularly at the point that it directly im-

    pacts on their premises.

    City upgrades

    its sewerage

    The hot issue of who is responsible for

    maintaining the portal entrances at the

    eastern and western entrance to the DUr-

    banvale neighbourhood inDurbanville, has

    been postponed to the February meeting of

    Subcouncil 7 (Koeberg) for a decision.

    It was decided that the matter must be re-

    ferred back to try and find the original

    building plans for the structures at the

    Blaauwberg municipality.

    DUrbanvale was previously, when the

    development was built, regarded as part of

    the Blaauwberg municipality.

    This issue came after residents com-

    plained about the shoddy appearance of

    the entrances and requested the City of

    Cape Town to do maintenance work.

    However, itwas then found that the grand

    entrances to this neighbourhood were built

    illegally on the road reserve by the develop-

    er years ago, thus onmunicipal and not pri-

    vate land, without any building plans.

    The structures were erected in 2001 to de-

    fine the entrances to this development of

    about 400 residential units.

    DUrbanvale was also then advertised as

    a security neighbourhood and the impres-

    sion was falsely created that the neighbour-

    hood, which is included with a boundary

    wall, would be gated at a later stage.

    According to the report building plans

    must be submitted for approval, which was

    not done at the time of construction.

    Retrospective efforts to get approval for

    the structures were not approved by the en-

    gineering department.

    The reasons for this was that the facade

    structures were built right up to the kerb

    line. Good engineering practice requires a

    minimum free space of 600 mmto accommo-

    date the overhang of trucks, according to

    the report.

    It was also concluded that the building

    structure will prohibit further road widen-

    ing and services expansion.

    The structures encroach on the road re-

    serve, but a portion of the structure falls on

    private property, the report reads.

    In terms of legislation, the city cannot

    perform work on private property or on an

    asset that does not not belong to the city.

    If any further infrastructure upgrades

    are required in future, the structures will

    have to be demolished to accommodate the

    widening of the road, was stated in the re-

    port.

    In the municipal report it was recom-

    mended that as a first option the portal en-

    trances be demolished to eliminate future

    maintenance and risk to the city.

    The alternative is that the Durbanville

    Community Forum (DCF) form an associa-

    tion with the residents of DUrbanville to

    monitor the structures themselves and in-

    demnify the city against any liability. All

    costs involved in themaintenance and safe-

    guarding of the structures will be for the as-

    sociation.

    Portal problems

    The QuadPara Association of South Africa

    (QASA) was the beneficiary of a fundraising

    project in which Johann Odendaal under-

    took a long walk from Pretoria to Cape

    Town.

    Odendaal, who left Pretoria on 1 Decem-

    ber towalk toCapeTown inaid of the organi-

    sation, arrived at the Jan van Riebeeck stat-

    ue in Cape Town on Sunday 20 January.

    His goal with his venture, Project Cape

    Town,was to raise awareness and funds for

    QASAs road safety awareness campaigns to

    prevent spinal cord injury.

    The 2012/2013 festive and holiday season

    has witnessed more than 1 300 deaths and

    thousands of injuries from road accidents.

    QASA implemented a road safety cam-

    paign to encourage motorists to use their

    seatbelts and also create awareness of the

    risks of texting and driving.

    The final amount of money raised was not

    known at the time of going to press.

    When Odendaal arrived in Cape Town, he

    was welcomed by the Cape Town communi-

    ty, Rotarians, politicians, road safety offi-

    cials and people with disabilities among

    them residents of the Durbanville Quadri-

    plegic Centre.

    At the finish Odendaal said: Imwalking,

    because I can. Im walking, because I have

    to. Im walking, because there are people

    who cant, but I can.

    A resident of a private retirement home for

    frail patients in Durbanville was held at

    knife-point in her bed last Tuesday and

    robbed of her cellphone, while her room-

    mates were asleep in the same room.

    Thewoman (63) was getting ready for bed

    in her room in Villa Shalom care home in

    Regent Street, when the incident occurred,

    her daughter, Stacey Liversage, who lives

    in Johannesburg, told TygerBurger.

    Just when hermother, who wants to stay

    anonymous, got into bed at about 12:45, she

    quickly checked her cellphone for the time.

    She was about to put it under her pillow

    for safe keeping, when the sliding security

    door was pulled open by a man. The door

    was closed, but not locked.

    The man held a big kitchen knife above

    her head, threatening to stab her.

    She jumped out of bed and realised that

    hewantedher phone.He leant over her bed,

    grabbed the phone from her hand and dis-

    appeared out of the sliding door.

    Her two roommates were already asleep

    and did not wake up from the incident.

    The suspect is described as a bald, col-

    oured man in his mid 30s.

    According to Liversage her mother and

    the other residents are very upset by the in-

    cident.

    My mom got an awful fright and is still

    struggling to come to terms with this. She

    was hysterical when she called me at 01:30

    after the incident.

    This is a home for elderly patients, some

    with dementia, others very frail and some,

    like my mum, have some health complica-

    tions and need to have care on hand.

    It is aprivate residenceandoneassumes

    that the security of your parents is of para-

    mount importance. How on earth can this

    kind of thing happen? Liversage asked.

    Maybe this is an inside job, but surely

    security of the patients needs to be stepped

    up.

    The BlackBerry cellphone was my

    moms pride and joy. Her three-year-old

    grandson lives in Durban and her phone is

    the only way she communicates with him.

    All of her photos of him on the phone

    have now gone, she said.

    LieselNel, owner ofVilla Shalom, said af-

    ter the incident a man was appointed to

    keep guard for two nights until a perma-

    nent guard could be appointed. Their

    armed response also made regular visits. A

    security guard started on Friday.

    Nel said it is most unlikely that it is an

    inside job. She said the woman must have

    forgotten to lock the slidingdoor againafter

    she went out to smoke.

    She said she has already requested the

    owner of the house to have stricter security

    measures implemented.

    The tuition offered covers all symphonic

    instruments, piano, singing and harp. Mu-

    sic theory is taught from entry level up to

    Unisa Grade 7 and includes preparation for

    the Trinity College and Royal School exam-

    inations.

    Pupils are given the opportunity of expe-

    riencing all the variations of musical per-

    formance, such as solo playing, chamber

    music and orchestral playing. In fact, play-

    ing in an orchestra or ensemble forms an

    integral part of learningwith no fewer than

    nine orchestras in full swing at the music

    centre.

    More advanced students can participate

    in the symphony orchestra, one of but a few

    in the bigger Cape Town.

    start listening

    to real needs

    Cease fire! one wants to scream. Can

    everyone just put their guns, sticks,

    stones, posters, and yes, pens down, shut

    up and listen to each other? Can we stop

    destroying our surroundings and saddest

    of all, each other?

    Everywhere everyone is yelling for

    this, demanding that. Youll swear every

    single soul is being denied even the most

    basic of rights. Who doesnt want more

    money, a better house, better services,

    better education and more opportunities?

    This need is insatiable the more you

    have, the more you want especially

    political power.

    In a democracy nobody gets what they

    want. Everything is a compromise. We

    strive towards being sort-of satisfied. To

    get to this point, we should listen. Not

    just shut up to reload the word gun, but

    put you in the other partys shoes the

    real party understand their concerns

    and their real needs, and stop focusing

    on your own screwed up urge to get to

    the top.

    What is prevalent everywhere, is people

    trying to wipe each other out, whether by

    weapons or words. Nobody is listening.

    Least of all is anyone listening to the real

    victims of all these egoistic wars and

    struggles for power. Who are listening to

    honest people just trying to get on with

    their lives, doing their jobs, raising their

    children? They are the people who have

    to live with this dodge the bullets,

    bearing the brunt of others greed.

    I am a cyclist and from your

    letter I assume that you are

    not and never were.

    The death of Burry Stander

    had me questioning myself if I

    should continue to cycle or

    rather take up another sport

    which I rather can do on a

    field or indoors.

    I cycle almost every day and

    when I get home, I thank the

    Lord that I got back safely. I

    agree with you that we as

    cyclists have to look after our

    own safety, but surely you as a

    motorist also has a responsibil-

    ity to look out for me.

    Numerous times we have

    near misses of trucks and cars

    that pass us within the safe 1,5

    metre zone.

    Some cars will pass you just

    to turn right in front of you so

    that you have to slam on the

    brakes.

    You say that cyclists ride

    outside the yellow line and

    that you have to sit behind

    them. We have just been to

    Ireland in December there

    the cars do sit behind the

    cyclists, where there is no

    yellow line, and wait for a gap

    to pass them safely without

    putting anybodys lives in

    danger. And that is the norm,

    because they respect each

    others right to be on the road.

    You mention that you have

    to drive into the oncoming

    traffic, but if you regard a

    cyclist as just another road

    user, you will wait until it is

    safe to pass like you will do

    with another motor vehicle.

    You also mention that

    government should make it a

    law that all cyclists must be

    registered and display a

    registration number. A big

    number of mountain bikers in

    the Western Cape already

    belong to various clubs, like

    the Tygerberg Mountainbike

    Club (TBMC) and everybody

    displays their own specific

    I am both a cyclist and

    motorist and have travelled the

    Bottelary Road many times on

    both of these forms of trans-

    port.

    I do agree that there are

    large groups of cyclists that use

    this very popular cycling route

    from time to time, and also

    agree that some are misbeha-

    ving by riding three or four

    abreast. The various Western

    Cape cycling clubs and regional

    bodies are working hard to

    address these problems.

    Cyclists, like all other

    vehicles, are not supposed to

    ride inside the yellow lines,

    they do so out of courtesy to

    faster vehicles and for self

    preservation to some extent.

    There needs to be a serious

    paradigm shift in the way all

    road users in SA think

    motorists, cyclists, taxis, the

    whole lot, towards a mentality

    of live and let live.

    The Argus Cycle Tour is

    coming up soon and the roads

    are going to be flooded with

    cyclists, so perhaps, if only for

    two months, motorists can

    accept them with some grace

    then perhaps some lives can be

    saved and stress levels eased.

    Your statement that cyclists

    should take responsibility for

    their own safety is correct, but

    I have a few concerns.

    I am a cyclist myself and use

    the Bottelary Road regularly. I

    always ride as far left on the

    shoulder of the road as possi-

    ble. At stop streets and robots I

    go to the front, but always

    ensure that I stay out of the

    way of cars not to delay or

    obstruct them when they pull

    away. Even though I am a very

    considerate cyclist, I have an

    unpleasant incident every

    single time I go riding and not

    once has it been my fault.

    What your article does not

    mention is the motorists total

    disregard of road rules, the

    impatience, intolerance and

    general lawlessness on our

    roads the cause of death and

    serious accidents on our roads.

    The solution is, we all need

    to obey the rules of the road, to

    have respect for other road

    users, to be more patient and

    tolerant towards one another.

    Die Stad Kaapstad se direktoraat toerisme, geleenthede en bemarking wag aansoeke in om

    befondsing van kunsorganisasies/-inrigtings binne die grense van die Stad vir een of meer

    1. Produksies vir n uitvoerendekunste-fees in Julie 2014 wat deur die Stad Kaapstad

    vir Wreldontwerphoofstad 2014 genisieer word. Maatskappye en groepe in die

    uitvoerende kunste (drama, dans, musiek, opera en die gesproke woord) word genooi

    om voorleggings vir oorspronklike produksies voor te l.

    2. Geleenthede met n nasionale en/of internasionale impak (Julie 2013 Junie 2014).

    Slegs aansoeke vir bestaande geleenthede wat in Kaapstad plaasvind en n

    ontwikkelingskomponent bevat, sal gunstig oorweeg word.

    Aansoekers moet aandui:

    a) die bywoningsgetalle vir die geleentheid oor die afgelope 2 3 jaar,

    b) die mediawaarde wat verkry is, en

    c) die ekonomiese impak (indien moontlik)

    Alle aansoekers moet oor bewese ervaring van minstens 2 3 jaar beskik. n Portefeulje,

    insluitend persverklarings, word verlang.

    Die Stad Kaapstad verwag van alle aansoekers om veelvuldige bronne van inkomste te h en

    sal nie grootmaat-befondsing verskaf of voorstelle in die geheel finansier nie. Bewys moet

    gelewer word van fondse wat ingesamel is of dat die instansie in die verlede suksesvol was

    met die insameling van fondse.

    Ondersteunende dokumentasie moet bewys van bankbesonderhede, geldige sertifikaat

    as organisasie sonder winsbejag, belastingklaringsertifikaat, jongste munisipale

    belastingrekening en mees onlangse geouditeerde finansile state insluit. Alle dokumente

    moet gesertifiseer word.

    The SAMA-winning Sterling EQs picnic

    concert at Nitida has become an annual

    highlight on the Durbanville events calen-

    dar, and this year they are performing on

    Valentines Day.

    Cassia, signature restaurant at the

    award-winning Nitida wine estate, will

    spoil lovebirds with a delectable picnic of-

    fering, to perfectly complement the roman-

    tic open-air ambiance of Sterling EQs con-

    cert around the dam on 14 February.

    The quartet, fresh from releasing their

    third studio album Pulse, will perform

    songs from the new album, as well as hits

    from their previous award-winning releas-

    es Nova, Sterling EQ Live in Concert, and

    Sterling Speel Afrikaans.

    Sterling EQ comprises four classically

    trained virtuosos: Carina Bruwer on pop

    flute, Eriel Huang and Renate Riedeman on

    electric violins, and Ariella Caira on elec-

    tric cello.

    Ariella gave TygerBurger some Valen-

    tines advice. Valentines Day may be a

    commercial holiday, but it is still a great op-

    portunity to set some time aside and really

    spoil your significant other, she says, add-

    ing: Just steer clear of the generic fluffy

    teddies, ps. I love you chocolates and those

    awful single fake roses in tacky cellophane

    and give something personal and truly from

    the heart.

    An original poem, a classic mix tape or

    a home-cooked dinner for two will never go

    out of style. Prepare their favourite dish

    and dine alfresco in warm February.
