lans by Engen Petroleum to redevelop

it current premises on the corner of

The Hills Road and Durban Avenue

with a new double-storey service station in-

cluding a training centre and convenience

store, ran on empty at the meeting of Sub-

council 7 (Koeberg) in Durbanville on Mon-

    day.

The councillor for Ward 21, Theresa Uys,

was applauded by about 25 residents when

she said it is clear neither the training facili-

ty, nor the convenience shop, is desired, en-

    cal community.

    The subcouncil then recommended that

the application not be approved despite the

recommendation by the town planning de-

partment in the agenda that it be approved.

This came after a previous application for

the amendment of conditions and consent

to permit a training centre and a convenien-

ce outlet at the existing filling station was

referred back to the applicant after neigh-

    bours vehemently objected.

    Objections

Another application in June 2010 to deve-

lop a residential home adjacent to the servi-

ce station which also belongs to Engen Pe-

troleum, into a training centre, was with-

drawn after 88 objections were received and

It is not a renovation, and whether it is

an enhancement is subjective. What is indis-

putable is that the applicantwants to expand

the commercial footprint of the site.

He said the application has, like Engens

    previous application, generated an uncom-

monly strong response from the community.

    Public welfare

Flint continued that it is their (the resi-

dents) contention that for policy to be over-

ridden a casemust bemade in terms of bene-

fit to the general public welfare.

Is this the only possible place in the who-

    DESIRE RORKE

    @dezzierorke

    ampsgenote by die Mahikeng-munisipali-

    teit, hoofstad van die Noordwes-provinsie.

    Die munisipaliteit vanMahikeng het ver-

lede week opspraak gemaak toe dit bekend

geword het hulle spandeer sowat R132 585

    in een maand op Nandos-hoender.

Andrea Serritslev, die hoofsweep van die

Stad Kaapstad, het verlede week bevestig

dat sowat R71 000 permaand bestee word op

    etes vir die raad.

Volgens n uiteensetting van die spyse-

nierskoste van Julie vanjaar, wat verlede

week aan TygerBurger bekend gemaak is,

word R27 450 bestee aan n ete vir 450 raads-

    lede by die maandelikse raadsvergadering,

wat gelykstaande is aan R61 per persoon.

Volgens die Stad Kaapstad reflekteer die

    uiteensetting ook die maandelikse gemid-

    deld.

Daar word verder ook sowat R21 000 be-

stee op die etes vir 560 komiteeledewanneer

hulle vergader dis R39 per persoon.

Ander kostes sluit in etes vir ander verga-

    derings, werksessies en koukusvergade-

    rings.

    nie.

    Volgens Serritslev geld dieselfde beginsel

vir ander vergaderings wat oor n middag-

    ete strek.

Serrtislev s die koste van n middagete

teen R61 en R39 per persoon is baie redelik

wanneer dit vergelyk word met die stan-

    daardprys vir n aansit-ete.

    Volgens IanNeilson, onderburgemeester,

is die algemene uitgawekategorie in die be-

groting van 2013/2014 met R103 miljoen be-

    snoei.

Dit sluit ondermeer spyseniering- en reis-

    uitgawes in.

    Terwyl baie ander regeringsdeparte-

    Neilson ges.

In summary, this application, which is ve-

rymuch opposed by the residents, is counter

to city development policy for the area with

no perceivable public benefit to compensate

for the added nuisance value of an enlarged

    commercial operation that will encourage

    the commercial creep, he said.

    Denoon-Stevens said in his presentation

the proposal will improve on the run-down

look of the current service station.

The shop and training centrewill genera-

te no significant extra noise, no regular use

of on-street parking is likely to occur, and

no negative visual impact or negative traffic

    impact will occur, he stated.

Uys said the application is not in line with

the forward planning for the area.

DurbanRoad is a sensitive scenic entran-

ce to the Durbanville winelands and town

    centre.

Provision is made within the planning

framework for business uses in suitable are-

as... she said. The proposed development

could have a negative impact on the residen-

    tial character of the area...

She said the training centre will not be an

economic advantage to any local residents.

The residents have clearly indicated they

have no need for a convenience store, she

    said.

The applicant has the right to appeal

against the refusal of the subcouncil.

    Ouers van kindersmet di

    probleemblameer hulself

    G

    edragversteurings verwys na n

    volgehoue patroon van antisosiale

    gedrag waarin die individu gereeld

sosiale rels breek en aggressiewe gedrag

openbaar. ODD is seker die psigiatriese

versteuring wat die meeste by kinders

    voorkom.

Vir die jonger kind en adolessent kry

ons die kategorie wat bekend staan as

    die teenkantingsteurnis. Die begrip in

    Engels, naamlik Oppositional Defiant

Disorder of kortweg ODD, is meer

    bekend.

Wanneer n kind simptome van die

    teenkantingsteurnis het, maak hy die

lewe vir almal rondom hom n nagmer-

rie. Daar is soveel ouers wat worstel met

die gedagte hulle is slegte ouers, het

gefaal in hul opvoeding, en hulself dan

blameer. Maar kennis van die teenkan-

tingsteurnis help ouers om hul ouerskap

en kind se gedrag in perspektief te sien.

    Simptome

    Simptome van hierdie versteuring is

    die volgende:

    1. Ongewone tantrums en woede-uitbar-

    stings.

    2. Argumenteer dikwels met volwasse-

    nes.

    3. Weier om gesagsfigure gehoorsaam te

    wees en minag rels.

    4. Doen opsetlik dinge om ander mense

    te hinder of te grief.

    5. Blameer ander vir sy eie foute of

    wangedrag.

    6. Is fyngevoelig en word maklik kwaad

    vir ander mense.

    7. Is dikwels kwaad of haatdraend.

    8. Is nydig, vermakerig of wraaksugtig.

Om n diagnose van die teenkanting-

    steurnis te maak, moet bostaande

simptome ten minste oor n tydperk van

ses maande voorkom. Vier van die

    bostaande agt simptome kan voldoende

wees vir n diagnose. Hierdie is dus n

versteuring in die kinderjare en word

gekenmerk deur n patroon van onge-

    hoorsaamheid, vyandigheid, aggressie,

    negatiwiteit, afbrekende en uittartende

    gedrag teenoor ouers en onderwysers.

Meeste kinders toon een of ander tyd

van hierdie gedrag, maar nie tot die

    omvang van n diagno-

    se vir ODD nie. n

    mediese ondersoek

    word dikwels ook

    gedoen om enige

    mediese oorsake uit te

    skakel.

    Wanneer n diagnose

    gemaak word, sal die

    psigiater of sielkundi-

    ge, buiten hierdie

    spesifieke simptome,

    ook na brer simptome

    van gedragversteurings kyk.

Dit sal simptome kan insluit soos

    wreedheid teenoor diere en mense,

    vernielsugtigheid van eiendom, leuens,

beloftes nie nakom, rels oortree, dief-

    stal, brandstigting, boelie van ander

kinders en wegloop van die skool af.

Soms bly hierdie kinders min of meer

binne die rels van die skool. By die

ontaard. Dan toets die kind elke rel en

grens. Hy sal op sy ouers vloek en sy

broers en susters teister. Hy sal weier

om te help en take te doen. Hy bied

weerstand en alles is n stryd en geveg.

Kommunikasie neem die vorm aan van

    uitgerekte argumente wat almal uitput

    en kwaad en gespanne laat.

Hierdie gevegte maak n ouer radeloos

en moeg. Die ouers kan mekaar nader-

    hand beskuldig en blameer.

Dikwels verstaan ander mense nie en

sal raad gee soos: Jy moet net jou kind

    beter dissiplineer.

    Dit laat die ouer

    van n teenkanting-

    steurnis-kind nog

    meer moedeloos en

    gesoleerd voel.

    Soms lei die

    teenkantingsteurnis

    tot die ontwikkeling

    van n anti-sosiale

    persoonlikheidver-

    steuring tydens die

    volwasse jare.

    Onthou, n

    diagnose vir die teenkantingsteurnis

    moet deur n professioneel kundige

    gedoen word.

V In volgende week se uitgawe be-

spreek ons wat ouers kan doen rakende

    hierdie versteuring.

The MTN shop in Wellington Road in Dur-

banville was robbed at about 11:00 last

Thursday 17 October about an hour after

an attempted robbery at an MTN shop in

    Soneike, Kuils River.

Most of the cellphones and equipment in

    the Durbanville shop were taken.

    According to theDurbanville police three

MTN employees were alone in the shop

    when a man entered.

He did not close the safety gate behind

him and apparently refused to do so when

    told to close it.

One of the employees then went to close

the safety gate, and the man allegedly took

out a firearm and ordered them to open the

    gate.

Three more robbers then came into the

shop when the gate was opened, and took

the phones. They fled in a white Bantam

    bakkie with false number plates.

Two employees were taken to hospital

the one was hit on the head with a firearm

and the other was treated for shock.

    Amonthafter ayoungBrackenfellman was

stabbed to death in Blizzards pub in Wel-

lington Road in Durbanville, a 28-year-old

    man has been arrested.

    According to the investigating officer,De-

tective Const Bongani Lali, video footage of

the incident and information received led

to the arrest of the suspect.

The accused admitted to the police that he

had stabbed the deceased, but said he did

not know the victim died on the scene.

    The deceased, Ashley Makerdooj (25)

went to the pub with friends for a last drink

after they were at a friends birthday party

    at a home in Brackenfell.

He was stabbed with a broken bottle or

glass in the left side of his neck and bled to

    death.

This came after an earlier incident in the

pub where a group of men was allegedly in-

terfering with a woman who was at the pub

with Ashley. One of the men allegedly con-

fronted Ashley and was then thrown out of

the pub by the bouncers, butmanaged to en-

    ter the premise again.

The suspect appeared in the Bellville Ma-

gistrates Court last Monday on a charge of

murder. He was held in custody.

Ek weet die storie is al dui-

    send keer aangespreek, maar

    wanneer gaan die fietsryers

leer om die padrels te gehoor-

saam? Gister ry ons terug van

    Malmesbury en dis fietsryers

    oralop die geelstreep, oor die

    motorbane, selfs tot op die

    middelstreep. Waar moet die

motors nou ry? En behoede jou

as jy toet dat hul uit die pad

    moet kom. Arrogansie het weer

    hoogty gevier en hulle het

sommer in bondels van 16 tot

30 gery met geen agting vir die

    motorbestuurders nie. Ons

moes nie minder as sewe keer

stop en wegtrek om nie in

hulle vas te ry nie. Waar is die

    verkeerspolisie tydens sulke

    fietsrenne in 120 km-sones?

Selfs lorries wat in die teenoor-

    gestelde rigting aangery gekom

het, moes in die geelstreep bly

    sodat aankomende verkeer ook

nie te veel verontrief word nie.

Ons moes n paar keer selfs

    stop as vroulief deur die

    motorvenster met hul wil praat

en dan sommer in die motor-

baan stilhou om gou te gesels

met liefie op sy fiets? Ek glo

    in regverdigheid, maar as hulle

nie by die padrels hou nie,

moet hul beboet word, net soos

    die res van ons padgebruikers.

    Bring fietslisensies weer terug

en laat hulle ook boetes betaal

soos motoriste. Hul is gou om

te kla oor motoriste wat soos

padvarke ry, maar wat as hulle

    ry soos arrogante skobbejakke?

    Just a bit of constructive

    criticism to all the store

    managers out there.

    Christmas is supposed to be

a time of joy and relaxation,

however, it is made into a

glimpse of hell when you need

    to go shopping. The managers

use every open space to cram

    Christmas shopping

    far from joyful

    goods into, including the aisles,

    which are narrow in most

    supermarkets, making it

    impossible to pass other shop-

    pers with their trolleys. There

    are already more patrons than

usual, who just want to get

    their goods and get out.

    Managers are obviously

    pressured into stocking as

much as possible, to make as

much profit as they can over

    this period. This leads to

    irritation and annoyance and

    ultimately a dislike of shopping

    at that particular store. With

    planning this can be avoided.

The other issue is the loud

    screeching music played in the

    supermarkets. I dont know if

this is designed to drive the

    turnaround time of the shop-

pers in the store, but it certain-

    ly adds to an unpleasant

experience at this time of year.

    the problem, its the elderly

    She tears into the neighbour-

hood around 17:00 daily in her

    bakkie (she has narrowly

missed me walking on the road

    twice), usually talking on her

    cellphone while driving. She

then parks on the green belt,

    facing the wrong direction, lets

her dogs jump out and they run

    wild in the green belt.

She refuses to use a lead and

this is a problem for the rest of

us with dogs on leads. She then

throws bags of seed all over the

    sidewalk and road. She has

    created a situation where the

    fowls now wait there every

    evening, many milling in the

road in traffic. I am a local

eerste keuses wees wanneer daar n

WP sal hul keer moet ken.

Wie gaan Saterdag die gesogte beker

    omhoog hou?

    besoekers.

The BRCA gene only grabbed international

headlines and therefore public interest, ear-

lier this year when famed actress Angelina

    Jolie, had a double mastectomy.

In truth, testing of this gene formutations

has been done in South Africa for almost 10

years, said Prof Justus Apffelstaedt, head of

the Breast Clinic, Tygerberg Hospital, at a

    charity event on Saturday.

This event in the formof a craft workshop

held at DAria, Durbanville, was the fourth

of its kind sponsored by Pink Lady apples

in conjunction with Tru-Cape to raise

much-needed funds for the Tygerberg Bre-

    ast Clinic Transport Fund.

BRCA1 and BRCA2 are human genes that

    produce tumour suppressor proteins,

which repair damaged DNA, ensuring sta-

bility of the cells genetic material.

However, when these genes are mutated,

DNA damage in cells may not be repaired

properly, leading to a greater risk of cancer.

    According toApffelstaedt, specific inheri-

ted mutations in these genes highly increa-

se the risk of female breast and ovarian can-

    cers.

    A harmful BRCA1 or BRCA2 mutation

can be inherited from a persons mother or

father, giving this person a 50 % chance of

    inheriting the mutation.

Apffelstaedt, advises all women with a fa-

mily history of cancer on either side of their

parents, to have themselves tested for the

    gene as young as possible.

It is not an expensive test and is paid for

by medical aids and even governmental in-

    stitutions, he said.

If tested positive for a mutation the pa-

tient can then discuss options available, he

says. This can include preventative surge-

ry, such as in the case of Jolie or less drastic

    measures such as continued activemanage-

    ment.

A total of R21 000was raised for the above-

mentioned fund with this years event.

Many of our patients live on government

grants with their families; these are only

aboutR 1 200 permonth and transport toTy-

gerberg often costs R 150 for a single visit.

The choice between having enough to eat

for the family and transport for therapy is

    stark, he says.

Plucking up the courage to fight the dise-

ase is one thing in itself but imagine not be-

ing able to go for your treatment because

you do not have the funds to cover transpor-

tation to and from the clinic, saysLizaMat-

thews, marketing manager for Pink Lady.

This is the reality for many women who

    are diagnosed with breast cancer.
