    VERVOLG VAN BLADSY 1

Die begroting is nie n kwessie nie. Ons

    moes die kontrakteur vervang.

Sodra dit afgehandel is, sal die werk

    voortgaan, het De Villiers ges.

    Majidie Abrahams, proporsionele ANC-

raadslid, wou weet watter stappe gevolg is

om die kontrakteur aan te stel.

Inwerklikheid het n volle jaar nou reeds

verloop. Die projek het in Junie 2013 begin,

nou hoor ons dit sal eers in Februarie 2015

voltooi wees weens die kontrakteur, het

    Abrahams ges.

    Brett Herron, burgemeesterskomiteelid

van vervoer, het by navraag ges sowat

R660 000 is nodig om die projek te voltooi.

Die befondsing wat ons benodig, is nog

nie beskikbaar nie. Onswag nog op die goed-

    keuring van bykomende befondsing voordat

ons kan voortgaan met die tenderproses,

    het Herron ges.

    Watch holdsmeeting

The De Kuilen Neighbourhood Watch will

host a meeting on Tuesday 9 December.

    Member, Michael Samuels, said all

residents in the De Kuilen area are

    welcome to attend.

The meeting starts at 19:00 and will be

held at the Kuils River police station at

the detective branch boardroom on the

corner of Energy and Industry Street.

    DESIRE RORKE

    @dezzierorke

    L

ocal residents are fretting over the im-

pending excavation of the old asbestos

    dump in Brackenfell.

Seven years after the asbestos ban in

    South Africa, developers are considering

constructing a new industrial park on the

oldEverite dumpsite to the utter shock and

    horrorof the local business community,who

are petitioning to halt the development.

The Everite factory in Brackenfell pro-

duced asbestos products since the early

1940s and only stopped using asbestos in

their products in the early 2000s thanks to

    stringent new legislation.

The factory closed down and moved to Jo-

hannesburg where it forms part of Group

    Five.

Internationally, asbestos is seen as a kill-

er andno investor, developer ormining enti-

ty has ever taken responsibility for health

issues or death due to asbestos related infec-

tions. When the land in question was reha-

bilitated, it was intended and agreed upon

by the then municipality and land owner

Group Five, that this landwill be untouched

for a minimum of 30 years. Land buyers

were also promised this landwill be donated

to theCity of CapeTownas a green area after

    itwas sealedoffwith clayand soil, saysNeil

Williams, a land owner adjacent to the

planned new development in Brackenfell In-

    dustria.

Williams is one of almost 100 property

owners and tenants who signed the petition

last week. They all operate their businesses

in Brackenfell Industria, where Duro Brick

is planning to develop some 50 additional

units consisting of warehouses and work-

    shops.

Today the Asbestos Regulation 2001, pub-

lished by the department of labour, still con-

trols the exposure to asbestos in the work-

place and requires employers to protect em-

ployees from exposure to asbestos and to

conduct regular health and dust surveil-

    lance.

How can the city of Cape Town or any de-

veloper guarantee that our health or that of

our workers or residents in the nearby sub-

urbs of Brackenfell or Kraaifontein will not

be affected? When excavation starts, what

guarantees do we have the asbestos will not

be airborne? asks Gerrit VanWyk, another

local business man in the area.

    The regulations stipulate that anyemploy-

er must ensure the release of asbestos dust

    into the environment com-

    plies with the provisions of

    the Atmospheric Pollutions

    Prevention Act, the Envi-

    ronment Conservations Act

    and the National Water Act.

    According to Williams

    and Van Wyk, neither the

    implications of the excava-

    tions nor adherence to the

    applicable legislation, were

    explained to the business

    community.

    What is more, according

    to Williams, only business

    owners directly neighbour-

    ing the new development

were notified by the city of

    the impending develop-

    ment.

Not even land owners and tenants across

the street received letters, not tomention the

thousands of residents who live a stones

throw away. Why were they not informed?

Peter Sutter of the Brackenfell Ratepayers

Association said the asbestos is found be-

tween one and threemeters deep on average,

but in some places as shallow as 30cm.

The danger lies inwhatwill happen if the

asbestos is exposed and lifted by the strong

winds. That old dumpsite is one of the most

dangerous areas in the city, he says.

    Kushil Maharaj, managing director of

    GroupFiveproperties, said the sitewasused

    to legally consolidate asbestos materials

when the old factory closed down in 2000.

All old materials, which mainly consist

of old pipes and sheets, were buried and

properly covered with imported top-soil to

avoid any exposure to the elements, sur-

rounding businesses and people, he said.

Currently the land is secured and activi-

ty on the site is limited to the control and

    management of above ground vegetation.

He says Group Five has submitted an En-

vironmental Assessment Report to the city

in April this year, notifying them of intent

    to develop the site.

    There are currently ongoing discussions

within the City of Cape Towns planning de-

partments and with Group Five and our en-

    vironmental consultants on responsible and

    environmentally acceptable development

options for possible future development of

    the site, he says.

At this stage Group Five is still at an ear-

ly pre-feasibility stage of a potential develop-

er such development will in fact be viable to

pursue or not. Should this be pursued,

Group Five will interact directly with all in-

terested and affected parties through the

    public participation platforms.

A spokesperson at the City of Cape Town,

said that they are looking into the matter.

    Anger over asbestos site

    Thehealth implications of exposure to

    airborne asbestos fibres were

highlighted in the 1930s and specific

links to certain cancers were first ma-

de in South Africa in the early 1960s,

which led to the national asbestos

summit in 1998 and the ultimate ban

of the use of Asbestos in 2008. In 2002

    Everite company statistics showed 15

people had died of asbestosis, 39 of me-

sothelioma and 14 of lung cancer. A

    former spokesperson at Everite stated

that it was common knowledge that

    Everite employees have contracted as-

bestos related diseases over the past 50

years. The last mentioned illness is a

rare form of cancer that develops from

cells of the protective lining that co-

versmany of the internal organs of the

    body.

    Mesothelioma is most commonly

    caused by exposure to asbestos.

    RICHARD ROBERTS

    @richardjohn_rj

    n

    Sakesentrum die sogenaamde

Uluntu Plaza in Happy Valley wat

    ekonomiese groei moet bevorder

word stuk vir stuk weggedra. En daar is

    niks wat belanghebbendes daaromtrent

    kan doen nie.

Dt is die mening van n gemeenskaps-

    werker en Happy Valley-inwoner, Doreen

    Welkom,wat gehelp bouhet aandie duursa-

me projek, die HappyValley Business Hive.

    Kaapstad gebou.Winkels, insluitende n in-

    ternet-kafee, is voorheen hiervandaan be-

    gebou bedryf.

reen verlede week in n onderhoud ges.

18November. Voor dit is daar tweeweke ge-

    lede ingebreek.

    Kol. Luyanda Damoyi, bevelvoerder van

dieMfuleni-polisie, het di inbraak- en dief-

stalvoorval bevestig, maar ges geen ander

    sake is aangemeld nie.

Doreen het ges die inbrekers is meestal

plaaslike tieners.

    aam.

    Plaza

    Valley is.

Ek vra al my hele termyn vir inligting

Stad neemnie. Di plaza is teen n koste van

    R2 miljoen opgerig.

Hy het ges inwoners moet eienaarskap

neem van projekte en openbare geboue as

    hul eie beskerm.

    N jare as inwonerhetDoreenonlangsbe-

Volgens

    gesteel. FOTO: RICHARD ROBERTS

The National Institute for Crime Preventi-

on and the Reintegration of Offenders (Ni-

cro), Arrive Alive and South African Bre-

weries have joined forces to reduce drunk

driving with the Road Offence Panel Pro-

    gramme.

People arrested for road traffic offences,

will be able to access Nicro support and ser-

    vices via a 24-hour hotline (072 184 6483).

Thes campaign will run until the end of

    January next year, heightening awareness

    of road safety andholdingoffenders accoun-

    table for their behaviour.

The Road Offences Panel Programme is

aimed at tackling the challenge of drunk

    driving through a behavioural programme

    and has seen tangible results.

Nicro believes the programme is a more

    effective long-term solution than senten-

cing someone to imprisonment for drunk

driving, as prison is not necessarily the best

    option for all DUI offenders.

    RICHARD ROBERTS

    @richardjohn_rj

    People occupying council owned property

and sub-letting it, have this week been de-

scribed as a big issue in sub-council 21.

Speaking on Wednesday during a sub-

    councilmeeting,ward 108 councillorThem-

ba Honono, who is responsible for areas

    such asMfuleni, FountainVillage andFair-

dale, said the issue is a sensitive matter.

Councillors were discussing the draft al-

    location policy for housing opportunities

report when Honono raised his concern.

The report seeks to obtain comments from

subcouncils on the housing allocation poli-

    cy.

    Honono suggested the municipality em-

bark on proper training to educate people

    about their rights.

The law is clear no owner can sublet

if the property is not in his or her name.

Some people are doing it, however, and

    it needs to be addressed.

He said property owners who reside in

hostels and flats in Mfuleni rent out their

    homes and are benefiting illegally.

This is a big issue in my area, Honono

    said.

Another issue is so-called non qualifi-

ers. Those people who are not even South

Africans but who qualify for a house when

South Africans do not have homes.

The policy does not address this, Hono-

    no added.

Ward 21 councillor Bert van Dalen said

he is fighting a similar battle in Happy Val-

    ley.

People come to Cape Town, they have a

house somewhere else, they apply for a sec-

ond house and they end up getting it. All

our backyard dwellers in Cape Town are

    impacted by this, he said.

Wilma Brady, ward 17 councillor, said

another issue the council faces is the trans-

fer of council-owned property onto the

names of the occupant after a few years.

Often people pass away without ever hav-

ing owned a house, she said.

Chair of the council, Steven Vuba, said a

committee should be formed to address all

of these issues and a meeting should be set

up with a representative from the depart-

    ment of human settlements.

The closing date for comments on the re-

    port is Wednesday 3 December.

    RICHARD ROBERTS

    @richardjohn_rj

meer as net gestraf. Hy is n tweede kans

    wil deel.

Hier is so baie potensiaal in die gemeen-

    in Doresstraat ges.

ling by Pollsmoor by die departement van

    korrektiewe dienste se blaasorkes aange-

sluit.

    hede gebied.

Oral waar die departement van korrek-

tiewe dienste bedrywig was, het ons opge-

    tree. Selfs by die begrotingsrede.

jy is eerder n bendelid, of jy draai jou rug

daarop. Dit wat jy in die gevangenis leer,

kan jy in iets positief omskep.

    Mense het hom begin respekteer.

Nie omdat ek gewelddadig was of die

verkeerde goed aangevang het nie, het hy

    bygevoeg.

Dis di soort ervarings wat hy by ander

been te bring.

    ondersteuning.

Wayne is egter deur hulle aangeraai om

by n bestaande program in Blackheath

dit hier aanpak, dis hier waar so iets n ver-

    ganisasie Happy Valley Rainbow.

rektiewe dienste hulp beloof.

    BrandonVerrooi, kordineerder vanont-

    wikkelingprogrammebyMedium-B inPoll-

smoor, het aan TygerBurger vertel dat hul-

le sulke inisiatiewe wil steun deur daarby

    betrokke te raak.

Hy het ges die meeste gevangenes wat

in die blaasorkes deelgehadhet, het positief

    uitgedraai.

Daar is nie een negatiewe storie nie. Ek

kon sien hoe diemusiek hulle aangemoedig

het om n positiewe leefstyl te volg.

hy should residents travel far to en-

    joy fireworks?

This was a question raised last

week at the subcouncil meeting by ward 17

    councillor, Wilma Brady.

Brady, who oversees areas such as Mali-

bu Village, Tuscany Glen, Forrest Heights,

    Rosedale and Kleinvlei Town, recommen-

    dedpublic spaces closer tohomebe conside-

red when celebrating Guy Fawkes, Diwali

    andNewYearsEve.Bradymade the sugges-

tion last week when the review of current

recommended sites for thedischarge of fire-

    works were discussed.

    Alternative sites

It is recommended that the current ap-

proved eight sites be reviewed by subcoun-

cils and alternative sites be proposed, after

    consultation with their respective wards.

Fire andRescuewill then inspect the propo-

sed sites to ensure that they comply with

relevant legislation, before approval can be

    granted.

Brady said residents in her ward often

have to travel to Macassar to enjoy fire-

    works.

WhyMacassar, why not the Blue Downs

    Sports Field?

Macassar is 20 kilometres away. I amon-

ly suggesting that these activities be here

    too, she said.

    ANC PR councillor Majidie Abrahams,

said it is not entirely clear how many sites

each sub-council is allowed to recommend.

    Recommendations

The site are often far and people cannot

travel there, that is why they discharge

their fireworks in their areas, Abrahams

    added.

    Municipal manager Pieter Grobler, poin-

ted out that the report is open to recommen-

    dations.

The current eight sites include the Theo

Marais Park in Milnerton, the Bishop La-

vis, Westfleur and Swartklip Sports Fields,

Maidens Coves parking area, Athlone Sta-

dium as well as the parking areas at Sunri-

se Beach andMacassar Beach the area ne-

    A

    safety hub which will allow

    neighbourhood watches to ensure a

safer environment will soon open its

    doors in Eerste River.

The safety hub a pilot project of the City

of Cape Town and other role players will

be based at the Hillcrest Clinic, ward 17

    councillor Wilma Brady, said.

The hub will be made available to

    neighbourhood watch groups from across

Eerste River. It will be used as a basewhere

neighbourhood watches will be able to ope-

rate from as well as report emergencies,

    Brady said recently.

The neighbourhood watches will also ha-

ve the assistance of the citys metro police

    and law enforcement.

Brady said the initiative is the result of

    a partnership between herself, neighbour-

hood watches, the city and the CPF.

This hub initiative began three years

ago with the Tuscany Glen neighbourhood

watch where we interacted with other

    neighbourhoodwatch groups to see howwe

could alleviate our problems, Brady ex-

    plained.

Brady said crime has increased in the

area over the years and as a result the deci-

sion was taken to establish the hub.

The aim of the satellite station is to de-

crease crime, Brady explained to a group

    of concerned residents last week.

    Most residents in attendance complained

about the unsafe vacant plots, bushes and

    defective street lights.

Other crimes plaguing the area, Brady

said, include learners being robbed of their

personal items on a regular basis, learners

being forced to sell drugs at schools, and yo-

    ung girls being sexually harassed.

    Housebreakings have also become the

norm of the day, and residents are being hi-

    jacked in their drive-ways.

A new crime trend is also emerging, she

warned. Someone knocks on your door.

When you open the door, you are robbed at

    gunpoint.

Drug dealers utilising play parks is ano-

ther reason why the safety hub is being es-

tablished. It is still unclear when its doors

will open, but the hub is set to operate as

    from early 2015.

    The outstanding work that our

neighbourhood watches do at their own

risk is greatly appreciated and as a commu-

nity we really appreciate what they do, but

we have realised they cannot do it alone.

I understand the police cannot be eve-

rywhere and it is for this reason the project

is of vital importance, to keep our commu-

    nity safe, Brady said.

A total of R40 000 from the ward allocati-

on fund has been allocated to the project.

Thiswill assistwith the training and equip-

    ment for the neighbourhood watches.

A similar hub have already been establis-

    hed in Fish Hoek.

Hanlie doen tuisskoling met kuns as een

as kunstenaar heelwat verder te vat.

    waterbasis.

    Hanlie is opgelei deurMakkie Schoeman,

kunsonderwyser by Jan Kriel. Sy het my

gehelp ommy liefde vir kunsgeskiedenis te

    vestig.

    Hanlie se kunswerke is vandeesmaand

by die Tygerberg-kunsskool, sowel as by

Jan Kriel, uitgestal waar Willie Bester die

    eregas was.

When one walks into any store

or shopping centre, it is clear

    the festive season is here.

    Everywhere you look, you see

    Christmas trimmings and

    decorations and stores adver-

    tising special offers.

    The final touches are being

    put on end-of-year work

    functions.

    People are preparing for the

    holidays; whether they are

going away or staying at home,

it is obvious that they are

    looking forward to a much-

    needed break from work.

    But with the festive season

    usually comes a spike in

    crime, debt and accidents. And

we often forget about the real

    meaning of Christmas, as it

    has been over-commercialised

    over the years.

So try to do things a little

differently this year. If you are

    going away, ensure that your

    home is burglar-proof, hire a

    house sitter or ask your

neighbours to keep an eye on

    your property.

    When you sit down for

    Christmas lunch or dinner

    with your family, remember

the value and story behind the

    day appreciate the opportuni-

ty you have with your loved

ones and enjoy every minute of

    the festive break.

And if you are travelling be

    sure to triple check whether

your car is in working order,

do not drive if you are too

    tired and always pray for

    travelling mercies.

    Happy festive season!

I refer to the letter Dodgy tax

    in foreign shops (TygerBurger,

    5 November). This is something

    that has been bothering my

husband and I for some time.

We are fitting the tax bill for

    these hangers on. I was

chased out of a store in Brack-

enfell for insisting on a till slip

    for my purchase. Our greatest

concern is that when you order

a take-away from one of their

    restaurants, they refuse to give

you a slip as proof of purchase.

Should you get sick as a result

of the meal, you have no

recourse. It is time the authori-

ties did what they get paid to

do: protect the citizens of this

    beautiful country.

Ek het die sentrum n paar

    weke gelede gekontak en hulle

    beweer dat iemand se handdoek

    in die roltrap vasgehaak het.

Nou wonder ek net hoe lank

dit nog gaan vat vir die roltrap

om weer te werk. Dit is uiters

ongerieflik en ek is seker daar

is baie ander mense wat dit net

    so frustrerend soos ons vind.

Aangesien dit nie help om die

    sentrumbestuur te kontak nie,

sal die brief hulle miskien laat

    wakker skrik.

    MOEG GESUKKEL

    E-pos

    I wholeheartedly agree with

    Lionel Latigan (Stats show

    guns deter criminals, Tyger-

    Burger, 5 November).

More than 150 years of global

    empirical evidence has shown

that gun control is a miserable

    failure to control crime, always

leads to an escalation in violent

    crime and frequently precedes

    genocide. The worst genocides

    of the previous century all

    followed gun control and the

    concomitant disarmament of

    civilians. The saying if guns

    are outlawed only outlaws will

own guns is as true as ever.

Based on the proven fact that

    more firearms in civilian hands

leads to a decrease in violent

    crime and the governments

    proven inability to rid our

    society of crime, civilian

    firearm ownership should be

    encouraged and promoted on all

    possible levels. A grandmother

    and her grandchild were robbed

    at knifepoint in Parow, a

woman on her way to Avondale

    Station was robbed at knife-

    point and in two incidents

    women were robbed at knife-

    point by cowards waiting for

them in cars along the road.

    In one case, two attackers

    turned and fled when the

    victim merely produced a

    firearm. Now some stupid fools

want us to believe that by

    banning the law-abiding from

    owning firearms these type of

    crimes would have been pre-

    vented?

    How foolish could one be?

    Until government gets its act

    together to permanently and

effectively rid us of crime by

    permanently removing them

    from society, the law-abiding

    will increasingly have to arm

    themselves to protect that

which is near and dear to them.

    SLICE OF LIFE

    Seisoen van

    blydskap het

    ook hartseer

Die feestyd is om die draai. Gewoonlik is

gepaard gaan waar mense n welver-

diende blaaskans n n dolle jaar kry.

Maar ongelukkig hou die feestyd ook

    sekere negatiewe vooruitsigte in.

paaie vervierdubbel. Mense se haas om

by hul vakansiebestemmings uit te kom,

knip baie keer hul lewens kort.

Jaarliks kom bykans 2 000 sterftes,

    geduld in swaar verkeer.

wiger as ooit vantevore is. Hoeveel

Most children think of their school shoes as

a burden completing a dreary uniform.

It represents 12 years of slog and for many

the first sign of freedom is to relegate them

to a pile of discarded clothes immediately af-

ter writing that last matric exam.

But imagine you didnt have those shoes

to carry you through all the seasons espe-

cially during cold winters when you have to

negotiate puddles of rain? In some families

children have to share a pair of shoes, with

siblings taking turns to wear them.

This is the reality formany children from

    less fortunate backgrounds. Their parents

simply dont have money for school shoes.

You can help by simply leaving your

school shoes at your desk after you have

written your last exam for the year. Please

do so. The shoes need to be in usable condi-

Receiving beer at your front door with the

An application for extension of liquor tra-

ding hours for off-consumption for ColCac-

chio Durbanville at Spiros Corner was re-

commended for approval at the lastmeeting

    of cubcouncil 7 last Monday.

    The extensionwas fromMonday to Satur-

    day from 18:00 to 20:00.

ColCacchio said most of its business is

either take-away collections or home deli-

veries. The pizzeria has an existing off-con-

sumption licence for beer and wine, which

enables their customers to buy a bottle of

wine or beer with their take-away meals.

    However, in itsmotivation letter ColCac-

chio stated the majority of their business is

    between 18:00 and 20:00.

According to the conditions of the exis-

    ting off-consumption licence, the identity

number of a client must be recorded when

liquor is ordered and must be verified on

    delivery. Liquormayonlybedeliveredwith

    a food order.

    GerhardFourie, chairpersonof sub-coun-

cil 7 (Koeberg), said the same conditions im-

posed on the existing licence must also be

applicable on the extension of liquor tra-

    ding hours.

    vanjaar vir die

    vierde keer aan-

    gebied word.

    Klassieke

    Kersfees van

    2014 spog met

    vyf van die land

    se top-kunste-

    naars, almal

    met unieke

    stemme. Jannie

    Moolman en

    Zanne Stapel-

    berg is reeds se-

    dert die eerste

    jaar deel van die

    konsert. Vir Co-

    bus Snyman sal

dit die tweede keerweeswat hy sy buiging

maak by Klassieke Kersfees. Hy was die

groot verrassing by verlede jaar se kon-

    CorleaBotha enRobbieWessels sal sorg

treffers. In baie gevalle sal dit slegs by

Klassieke Kersfees wees waar di kunste-

naars saam as groep sal sing.

    heelwat tydlose treffers.

    bied. Klassieke

    Kersfees is alles

    behalwe net vir

    die connois-

    seur, s Jannie.

    Die klassieke

    treffer Va Pen-

    siero, wat Jan-

    nie die aand on-

    der meer gaan

    sing, beloof om

    n staande toe-

    juiging te kry.

    Hy gaan ook n

    paar liedjies

    saammet Corlea

    en Zanne sing.

    Corlea en

    Zanne het albei

ongelooflike stemme en dit is altyd n

voorreg om saam met hulle te s
