Regardless, he is a penguin, and during the brief period his parents looked after him they explicitly told him to be wary of hu- mans. The fledgling, who has been christened Happy Feet by one of the onlookers and local community police forum chairman John Taylor, was just hours away from dying of starvation. Happy Feet will one day tell his children about the time when Melkbosstrand Private School teacher Liezl Bestbier lovingly took him from Melkbosstrand to Table View’s Southern African Foundation for the Con- servation of Coastal Birds (Sanccob). But late on Saturday afternoon, he was scared. About 10 people were looking at him trap- ped between the beach and the wide ocean. “How did it come to this? Dad? Mom? Whe- re are you?” whimpered the penguin. And then, during his darkest moment, he saw someone jogging towards the group of uncertain onlookers. Days later, Bestbier told TygerBurger shehas rescued birds before, but never a pen-guin.“I knew that if a penguin stands there and

just looks and blinks at you then there is nofight left in it,” says Bestbier.“The people there said they phoned Sanc-

cob, but that there was doubt whether theorganisation could come and collect the pen-guin, so I decided to take him there myself.”Happy Feet was then carried to Bestbier’s

house, every now and again peeking at thebusy world through the towel.He saw others staring curiously at Best-

bier and him and then before he knew it hewas placed in a box and put in a bigger box.He might later have deduced that the big-

ger box was a car. Then again, maybe pen-guins are lucky enough not to complicatetheir lives with deductive logic.The drive to Sanccob was quite awkward

for a bird notorious for awkwardness.During the trip the penguin’s name might

just as well have been Flappy Feet.Once the two arrived inTableViewhewas

immediately taken in, weighed, and tho-roughly embraced.“He weighed just one kilogram, which is

much lighter than a bird his age shouldweigh,” says Bestbier.“I was told by Sanccob that the chick sea-

son and the moulting season of the parentsare overlapping now because of global war-ming and human interference. The adultsfatten themselves up, but then there’s nobo-dy looking out for the chicks.”Going to sea is then the most hazardous

time of a fledgling’s life and only about halfof themwho go out for the first time ever re-turn home.Sanccob’s development andmarketing co-

ordinator, Francois Louw, says it is quitecommon during chick season for them to co-me to the rescue of starving and dehydratedpenguins.He continues: “The penguin was very un-

dernourished, but he was very strong none-theless.We suspect hewas abandoned by hisparents. During this three week processwhen the parents replace their plumage

with a brand new set of waterproof feathers,they are unable to hunt for fish and feedtheir young. The chicks that are not yet rea-dy to fledge are abandoned and face starvati-on.”Happy Feet will show the world that he

can survive without the help of his parents.Hewill take to the sea as if his oyster, com-

pletely reinvigorated by the caring Bestbierand Sanccob.One dayhewill have chicks of his ownand

he will tell them of the wide world out thereand about his brush with death.There are people out there who can be

trusted, he will tell them, and then whenthey are big enough to feed themselves, hewill leave.Right now, he is sure he will keep an eye

on them from a distance.Happy Feet’s chicks will never be comple-

tely alone.“A week from now, perhaps even a few ye-

ars, I will think of the penguin I saved,” saysBestbier.“I hope I made a difference.”

Requests for medical assistance continue todominate calls to the City of Cape Town’s107 Public EmergencyCommunicationCen-tre (PECC).Statistics from the previous festive sea-

son show the highest number of calls to thePECC came from Dunoon in Milnerton.The call centrewas established over 10 ye-

ars ago to provide a single point of contactfor members of the public who need to re-port an emergency.Between July 2013 and September 2014,

call centre staff created 401 140 incident re-cords from themore than 780 000 calls recei-ved.Of these, 54%were formedical assistance,

ranging from assaults to maternity casesand abdominal pain. Callers requesting as-sistance for crime and law enforcement is-

sues accounted for the second highest cate-gory of calls.On average, 90% of all calls were answe-

red within 10 seconds.“The City doesn’t necessarily provide all

the services that callers require, specifical-ly medical responses. For example, we arenot in charge of the ambulance service, butwe have a formal system that allows theagent to patch the caller through to MetroEMS who is then responsible for ensuringthe response. The same would apply wherea South African Police Service response isrequired. From a consumer perspective, it’sa single number to remember or save intheir contacts, instead of the number foreach individual service provider,” says theCity’s mayco member for safety and securi-ty, JP Smith.

ThePECCexpects an increase in thenum-ber of calls from the beginning of Decemberuntil the end of the festive season.Unfortunately, there also tends to be an

increase in prank calls during this time ofyear, when children are on school holidaysand have unsupervised access to telephonesat home and even public telephones, kno-wing that it is a free call.“It might seem harmless, but those preci-

ous seconds spent on a prank call could me-an life or death for someone else who hasto wait in the queue to speak to an agent.So parents, please discourage your childrenfrom engaging in this behaviour – although,experience has shown that children are notthe only culprits and that some grown-upsapparently need to be reminded about thissort of thing too,” adds Smith.

Prank calls snag emergency line

The City of Cape Town coordinated a highvisibility law enforcement operation re-cently as part of their integrated approachto marine law enforcement.The operation involved the City’s mari-

ne and environmental law enforcementunit, the Table Mountain National Parkmarine unit, police border control unit andthe department of agriculture, forestry andfisheries.The West Coast rock lobster fishing sea-

son opened on 15November, but rough seasand windy weather kept most fishermen athome. Officials inspected 31 vessels andchecked 64 recreational fishing permits.“The operation was deemed a success,

er.They will try anything to drown out the

sound of that incessant alarm.Is it coming fromSinenjongoHigh School

as one anonymous resident claims?Is it coming fromMarconi Beam Primary

School or the community hall as the princi-pal of Sinenjongo High believes?Right now the anonymous resident

doesn’t even care any more. She just wantssome peace and quiet when she gets homefrom work.“The alarm goes off every night, every so

often and this has been going on formonths!Sometimes it goes off within fiveminute pe-riods. During weekends it goes off through-out the day as well,” she exclaims.“Does the rates we pay not entitle us to

a little peace when we get home at night?And so we wait, and wait and wait and lis-ten. Will the alarm get fixed? Is it burglars?When will we get a siren-free sleep?”The resident swears it is Sinenjongo’s

alarm.Principal of the high school, Khuselwa

Nopote, says people have complained to herbefore about the alarm, but she denies it’semanating from the high school.Instead, she says it could belong to thepri-

mary school or the community hall.“Why do the people think it’s ours? Re-

gardless, they can’t expect us or any otherplace to switch off the alarms, because welive in a high-risk area.“Therewas a timewhenwe switched ours

off, but this turnedout tobeverydangerous.We have come to the conclusion that itshould be on all the time,” says Nopote, be-fore adding that she herself has never heardthe alarm that some members of communi-ty go on about.The deputy principal of the primary

school, Fundifwa Sigenu, says it is definite-ly not their alarm.She has never heard the alarm herself,

but upon enquiries she said the alarm goesoff regularly and does indeed come fromSinenjongo.“It is driving the community to distrac-

tion. To say the least,” continues the anony-mous resident.She has phoned the department of educa-

tion and law enforcement, but to date no-one seems to be able to do something aboutthe alarm.“It’s a joke! Surely someone has to be held

accountable?Eachdepartment, from thepo-lice to law enforcement to the education de-partment, passes the buck. I miss the dayswhen municipalities ruled the city bylawsand allowed residents to live without thesenoise nuisances,” she concludes.Until someone finally owns up, the com-

munity will have to get used to a sound thathas become synonymous with Joe SlovoPark.

By Saterdag se begrafnis het sowat 250roubeklaers geluister na huldeblyke aan dieontslape Liam. Beurtkrag het gedreig om ’ndemper op die verrigtinge te plaas, maar násowat ’n uur se gesukkel met ’n kragopwek-ker kon die diens voortgaan.

A murder scene in Gie Road, described as“highly sensitive” had Table View andParklands residents aghast on social mediaon Sunday.

A 24-year-old woman was found by TableView police with severe injuries. She wasdeclared dead on the scene, in all probabili-ty as a result of stab wounds to her throat,head and arms.

On Monday morning the police, aided bycomplex patrols, arrested a 24-year-old manin connection with the murder.

The suspect’s motive is still unknown.In the first press release by the local com-

munity police forum (CPF), the event wasdescribed as a domestic incident.

CPF spokesperson Gemma Rede-lingshuys says the situation prompted po-lice and over 19 Table View NeighbourhoodWatch (TVNW) volunteers into swift actionafter the victim’s neighbours notified theauthorities.

Access was restricted on the busy roadwhile police investigated the scene.

“As this is now currently a crime under

investigation by the South African Police,and a sensitive one at that, we cannot di-vulge any more information at this stageunless given permission to do so, read thestatement.

In a matter of hours over 100 commentson the two Facebook pages emphasised howthe incident affected the community.

A lot of questions were asked about thevalidity of providing vague informationdue to the apparent sensitivity of the situa-tion.

A debate sure to continue, one personreckoned “those with integrity, valour andhonour, will as they always do, uphold thecode of ethics”.

Another wrote: “It would help so much ifinfo could be given earlier. Many peoplestress and worry due to the crime lately inour area. I can understand the sensitivityof the situation but some considerationmust be given to the public with regards totheir safety.”

TVNW emphasised they can only relayinformation to the public after the policehas given them permission.

Redelingshuys continued by thankingthe police for their swift action.

Residents aghast at murder

Masikhululeke began in 1990 when Vivi-an Nuxola Dlabantu, a mother of two anda qualified teacher, started looking afteryoung children in Joe Slovo. With her ownmoney she bought a rusty, windowlessshipping container, a paraffin cooker andpots, and single-handed educated and fed 40

pre-school children.Running her “school” with an admirable

balance of good discipline and fun, demandsoon outgrew the facilities.

Vivian received assistance in leasingground, registering a pre-school and erect-ing a two-room building. In 2009 a thirdclassroom followed. Today Masikhululeketeaches 90 children and includes a regis-tered Grade R class. The Table View Lionsplan the construction of the sick room as re-quired by the education department.

The third annual inter-disaster risk mana-gement volunteer unit first-aid competitiontook place recently and local units did notdisappoint.

This year the competition incorporated afirefighting aspect for the first time sinceit started.

The units that participated in the compe-tition were from Atlantis, Athlone, Belhar,Fish Hoek, Milnerton (defending champi-ons who had two first-aid teams participa-ting) and Plumstead.

The winning team for the firefightingcompetition was Atlantis, and in the first-aid was Milnerton A.

The fire teams comprised four persons.Each had to perform a drill of a simulatedsituation within a specified time period.Any infringements resulted in penalty timebeing added to their overall time. The drill

included setting up a hydrant point, run-ning out three lengths of hose and hittinga target with the correct nozzle setting andthen rolling up all hoses and securing allitems used.

The first-aid team competition followeddirectly after the firefighting one as the si-mulated scenario was such that three cas-ualties had been injured in the “fire”.

The teams had to treat one casualty whohad a severe bleeding wound to his arm andthen went into cardiac arrest; the secondpatient who had severe burns to her chest,arm and hand; and the last patient who hadan open fracture to her lower leg.

The aim of the competition is to test theskills and preparedness of the volunteers inany disaster situation, as part of our com-mitment to work together to create a safecity.

The City of Cape Town’s festive season co-ordinating committee has drafted a plan toensure thehighest level of preparedness forthe busy holiday period.

The plan focus areas include emergencyresponse, policing, ensuring safety at pub-lic amenities such as beaches, road safety,cleansing, enforcement of by-laws, and sub-stance abuse.

The city will make the following servicesavailable over the festive season:

. 1 430 Metro police, law enforcementand traffic officers patrolling roads andbeaches and conducting operations

. 900 firefighters available for anymajorincidents

. 240 firefighters on shift at any giventime at the city’s 30 fire stations

. An additional 120 seasonal firefighters

. 250 lifeguards available on a rotationalbasis; on average there will be about 70 life-guards manning city beaches every day

. 1 864 temporary staff members to en-hance the cleansing services capacity

This year, Transport for Cape Town willpilot a plan for theAtlantic Seaboard on theDay of Goodwill (Friday 26 December) andNew Year’s Day (Thursday 1 January),which will see a dedicated team of 20 trafficofficers deployed to manage traffic flow onthe two major beach days.

The community services directorate willensure blue flag beaches are kept pristine,andwill prioritise the safety of beachgoers.The city has partnered with LifesavingWestern Province, who will deploy 250 life-guards in addition to their volunteer serv-ices at all popular beaches.

In order to deal with the increased de-mand on services during this period, thecity’s plan provides for top-up cleaningservices covering all business areas, scenicroutes, and beaches throughout the metro.A total of 1 864 temporary staff from the Ex-panded Public Works Programme (EPWP)will be deployed to various areas and willprovide the added capacity needed.

Primary schools countrywide are gearing upto debut at next year’s Shakespeare SchoolsFestival.

The festivalwill be at theArtscape Theatrefrom 22 to 24 June and at the Somerset Play-house in Somerset West from 2 to 14 August,along with dates in other provinces.

The Shakespeare Schools Festival SouthAfrica was initiated by Educape, with theaim of providing an equal opportunitywherethere are no boundaries for participation,and is a fantastic opportunity for youth see-king opportunities to explore their potential.

The festival will be in its fifth consecutiveseason and has reached over 1 000 highschool learners and educators in theWestern

Cape, Gauteng and Kwa-Zulu Natal.Prior to the festivals, workshops will be

held in various regions, allowing partici-pants to meet each other, engage in generaldrama activities and some specific exercisesthat are examples of rehearsal moments thatthey can use at their own spaces.

Schools gear up for Bard’s fest

As Spud fans across the country preparefor the release of Spud 3: Learning to Fly,at the end of the month, Spud’s Rambois enjoying being a big fish for a while.

Lansdowne’s Sven Ruygrok plays therole of Rambo, a member of “the CrazyEight” in the movie based on the booksby South African au-thor John van de Ruit,but says he was “notprepared at all” for thesuccess of the films.

“We were all youngkids then, coming to-gether to shoot our firstever feature film. Thesuccess of the film wasnot even a synapse inour minds.”

Sven originally audi-tioned for the role ofPike, the school bullyand Alan “Boggo”Greenstein, anothermember of “the CrazyEight” before being cho-sen as the film adapta-tion’s Robert ‘Rambo’Black.

“I first auditioned forthe role of Pike and thengot a callback for therole of Rambo,” Sven re-calls.

“I remember in theaudition room the di-rector and producers were concerned Iwas too short. So they made me read forthe role of Boggo as well. A few weekslater I got the call I was to play Rambo.”

His involvement in the first film ignit-ed a passion for film and put him “on theacting map so to speak”.

He’s since been involved with filmslike City of Violence which was releasedinOctober, where he co-starred oppositeOrlando Bloom and Forrest Whitaker.

He will also be seen in the sci-fi movieOutpost 37, set to be released next year,and the Ellen DeGeneres film, SophiaGrace and Rosie’s Royal Adventure.

Theatre-lovers will have seen Sven onthe Maynardville open-air theatre stagewhere he played Puck in AMidsummersNights Dream and he performed in Alicein Wonderland directed by Fred Abra-

hamse.While he has work lined up, Sven says

he isn’t always busy, something he feelsis important for fans to know.

“Often people can glamorize this in-dustry. It’s not glamorous at all.”

Instead, Sven says, the film industryis filled with “unpredictability, instabil-ity and long dry patches”.

In a ground-breaking initiative, medicalstudents of Stellenbosch University cannowundergo part of their training at accre-dited Mediclinic hospitals.

This initiative was announced last Mon-day between Stellenbosch University (SU)and Mediclinic Southern Africa.

The programme was tested as a pilot pro-ject this year at Mediclinic Durbanville, inpartnership with the SU Faculty of Medici-ne and Health Sciences (FMHS).

Fourth and fifth year students completedtheir four-week internal medicine rotati-ons at the hospital, and received clinicaltraining from private sector doctors.

Based on the success of the pilot project,the FMHS and Mediclinic agreed to expandthe programme to three other hospitals inthe Mediclinic group.

They are Mediclinic Cape Gate, Medicli-nic Louis Leipoldt and Mediclinic Panora-ma.

The project was the initiative of Profes-sor Rafique Moosa, executive head of thedepartment of medicine of the FMHS, Pro-fessor Elvis Irusen, chairman of the under-graduate programme in general internalmedicine of the FMHS, and two specialistdoctors with practices at Mediclinic Dur-banville – Dr René Truter, a radiologist,and Dr Rust Theron, an internal medicinespecialist.

“The pilot project was very carefullyplanned and we are pleased it has been re-ceived so positively. We have to give creditto all the stakeholders for being so braveto go on this journey with us. I wouldhighlight two of the success factors as thewonderful support of Mediclinic Durban-ville and the specialists coming on board,”said Moosa.

“It is the first time such a programme forthe formal training of undergraduate stu-dents in the private sector has been succes-sfully implemented,” he said.

The specialists at Mediclinic Durbanvil-le received accreditation by the FMHS totrain students.All participating staff atten-ded a short course to ensure they are equip-ped to transfer the appropriate skills andknowledge to the students.

Health MEC Theuns Botha said it is theprovincial government’s objective to effectlegislative changes to enable the privatesector to become involved on a considera-ble scale in the training of doctors.

“Atpresent it is not possible, becauseme-dical training is public sector driven. It isnot reasonable to expect the private sectorto accept co-responsibility for health care,but prohibit them from participation intraining.

“The private sector is involved in thetraining of nursing staff, and I see no rea-son why this cannot be expanded to medi-cal doctors.The issueof the shortageof doc-tors in South Africa is well-known, as wellas is the dire need to improve public healthcare,” said Botha.

The City of Cape Town plans to provide freeWi-Fi at 61 of its buildings by the end of June2015.

This free service will be provided both insi-de public buildings, via the city’s 102 Smart-Cape Computer facilities, and outside via 61public access hotspots, where people congre-gate and queue for services, a statement said.

These amenities include clinics, admini-stration buildings, traffic departments, firestations and public transport interchanges,said Hayley van der Woude, the city’s mediacoordinator.

She said certain areas will be serviced byDecember, “with the remaining completedby the end of June 2015”.

Buildings to be connected this year includethe Bellville Clinic, Civic Centre in CapeTown, Hillstar Administration Building,Mitchell’s Plain and Nyanga Switching Cen-tres, Parow Community Health Clinic, Plum-stead Administration Building, Robbie Nu-

rock Clinic and Site B Youth Clinic.“Each access point will cost between

R60 000 and R100 000 to install,” she said.The city partnered with service providers

MWEB, Internet Solutions and Orange, a Pa-ris-based telecommunications company.

“(Orange) will offer a free 200 MB databundle per day. Internet Solutions will offera free data bundle of 50 MB per day, whileMWEB will provide an uncapped data bundlefor the trial period,” van der Woude said.

Plans to provide Wi-Fi on MyCiTi busesare being investigated, she said.

The digital inclusion project is part of aR1,3 billion programme to complete the roll-out in support of economic development.

beer at its best, was launched by South Afri-can Breweries (SAB) at The Long Street Ca-fe on Wednesday, one of only four pubs tostock the beer - for now.

Previously only available to SAB brewmasters themselves, Brewery Fresh Castle1895 Draught Tank beer is piped directlyfrom Newlands Brewery’s tanks into a dedi-cated “Fresh Beer Truck”, straight to 500Lcopper tanks and in to your glass, all in amatter of hours after it has been brewed.

“Nearly all South African beer is pasteu-rised to afford it a longer shelf life, but du-ring this process some of beer’s lively cha-racteristics can be diminished,” said SABtrade brewer Denis da Silva.

“However, with good hygiene and shortdelivery lead times, pasteurisation is notnecessary, making it the freshest beer you

will ever drink,” he says.The date of when the beer was brewed will

be written on the tap and the tank will haveto be consumed within a few days of filling.

To transport unpasteurised beer underthe strict hygienic conditions, a speciallyengineered brewery beer truck was develo-ped to ensure the beer is kept between twoand four degrees Celsius.

“There is no need for the use of dispensinggas like carbon dioxide, as compressed airis used.

The beer thus has no contact with air un-til it hits your glass,” he said.

Long Street Café is one of the four CapeTown bars to be unveiled as a venue whereCastle 1895 Draught’s Brewery Fresh TankBeer will be served.

In addition to Ferrymans Tavern, Fores-ters Arms and Long Street Cafe, which havealready launched the product, by the end ofNovember Quay Four will also be included.

But is it the most distinctive tasting beeravailable in South Africa, as claimed bySAB?

Smooth it definitely is, with a unique fullflavour - at R38 a pint.

The team behind One FM94.0 met with business andcommunity leaders recentlyto celebrate receiving a com-munity broadcast license andintroduce the station to roleplayers who could help getthem on air.Once live, the station will

connect the neighbouringcommunities of Milnerton,Parklands, Table View, Sun-ningdale, Blouberg, Dunoonand Joe Slovo.The brainchild of local ra-

dio personality, Ian Ward,One FM has been five years in the making.“Radio is still the cheapest form to com-

municate to the masses,” he says, andpoints out there’s no system in place at themoment that allows immediate communitycommunication in the area.A community radio station

will help keep residents educa-ted and informed and create aspace for community develop-ment opportunities.One FM will also aid in

In January this year an ex-Ty-gerberger woke up one mor-ning and was blind in her righteye due to retina detachment.

The retina in MarindaHoltzhausen’s left eye was han-ging by a thread and by Juneshehadonly 30%blurredvisionleft in her remaining eye.

Matthew is working on a follow up to his re-cord-breaking debut release.He became the first SouthAfrican to enter

theWesternCapePoliceTeam to participate intheNational PoliceAth-letics Championshipsduring 2013 which washeld in Nelspruit, whe-re she participated incross country, 800m, 1500m and 5 000m.She was awarded a

silver medal for cross country, a silver me-dal for the 800m, gold medal for the 1 500m.Louw also won gold in the 5 000m, and set

a national record in the process.Amongst her achievement is the fact that

she has been chosen to represent the SAPSWestern Cape for the past 12 years.She was also chosen to represent Western

Cape Police at the National Half MarathonChampionships in Durban, KwaZulu-Natal.

She won the overall ladies division for theSAPS National Half Marathon Champions-hips andwas also the 1st veteran police lady.During the 2013/2014 season Louw also
