Hierdie eenheid word die babas en mammas se tweede huis. Só sê dr. Haseena Hasan, neo-natale pedia- ter van die hospitaal. Sy sê dit is van kardi- nale belang dat die babas se ma’s by hulle moet wees, sodat hulle borsmelk kan kry, hulle ’n band met mekaar kan vorm en dat die babas sogenaamde “kangeroe-versor- ging” kan kry. Party van die babas in eenheid J3 weeg selfs so min as 600 g met geboorte. ’n Groep vroue van Durbanville het nou met die hulp van borge een van die kamers van eenheid J3 só ingerig dat tien ma’s met babas gemaklik daar kan woon. “Ons het besluit om borge te betrek om die saal op te knap. “Die saal is oorgeverf, nuwe beddens, ma- trasse, beddegoed, bedkassies, ’n TV, Chris- telike CD’s en DVD’s en heelwat toiletbeno- digdhede is geskenk,” sê Sulet Fourie, wat die projek begin het. “Een van die vroue van ons kerk se ‘moms group’ werk ook hier en sy het ons gevra vir ekstra speelgoed en kombersies om die saal mee mooi te maak,” vertel Sulet.     Daar is nou sagte matrasse op stewige bed-

    Een van di vroue is Khuselwa Sonkosi

    (28), wat tot onlangs in Johannesburg ge-

    woon en gewerk het. Maar in die laaste paar

    jaar het sy vyf miskrame gehad voor sy 28

    weke swanger was.

    Iemand het my van die Tygerberg-hospi-

    taal vertel toe ek die sesde keer swanger

    word, s sy.

    Sy het haar werk bedank en met n bus

    Kaapstad toe gekom om vir hulp te kom vra

    by die hospitaal.

    Sy is dadelik opgeneem en vir twee weke

    gemonitor. Op 4 Oktober is haar dogtertjie,

    Linathi Azania Sonkosi, op 26 weke en 5 dae

    gebore. Linathi het die geboorte oorleef,

    maar het skaars 700 g geweeg.

    Daar is babaswat dit kan oorleef, ten spy-

    te vandie beperktehulpbronnewat onshet,

    s Hasan.

    Sy s volgens wet moet die hulpbronne

    soos ventilators wat daar wel vir die neo-na-

    tale eenhede beskikbaar is, geprioritiseer

    word vir babas wat n 28 weke gebore word.

    Maar party van hierdie heel klein baba-

    tjies het ongelooflike veggees, soos Linathi.

    Ek is baie tevrede met haar en in ses weke

    het haar gewig al meer as verdubbel, s sy.

    Sy s een van die redes waarom n baba

    soos Linathi kan oorleef, is omdat hulle in

    J3 daarop aandring dat die babas net bors-

    melk gevoed word. En as die mas gemaklik

    is, is dit net makliker.

    Khuselwa is een van die mas wat nou die

    nuwe kamer saam met nege ander vroue

    deel elkeenmet tenminste een vroeggebo-

    re baba.

    Eenheid J3 is toegerus om 25 babas te kan

    akkommodeer, maar Hasan s daar is op die

    oomblik 33.

    Ons kapasiteit is lankal bereik. Ons wys

    niemand weg nie, maar die personeel is on-

    der ongelooflikedrukendaar is n tekort aan

    verpleegsters met gespesialiseerde oplei-

    ding, s Hasan, wat al vir 13 jaar by Tyger-

    berg werk.

    Sy s die implikasies is dat infeksiebeheer

    moeilik raak en dat die personeel oorwerk

    is.

    Sodra n vroeggebore of siek pasgebore ba-

    ba in di eenheid stabiel is, word hulle ver-

    skuif na n hospitaal nader aan die familie.

    As die baba 1,8 kgweeg en die dokter tevrede

    is, kan sy of hy huis toe gaan.

    Fourie s hierdie een kamer is nou klaar

    en al wat sy nou nog wil doen is om opvoed-

    kundige programme oor babasorg te kry

    waarna die vroue kan kyk, terwyl hulle wag

    dat hul babas sterker word.

    Khuselwa Sonkosi met die kleine Linath,i wat

    op 26 weke gebore is. Linathi het al 700 g

    opgetel sedert sy op 4 Oktober haar eerste

    lewenslig gesien het. Sonkosi voer haar net

    borsmelk uit n koppie, omdat sy nog nie kan

    suig nie.

    DVDvan rakke verwyder

    Die 2014-DVD van die Gospel-Skouspel

    wat in Oktober uitgereik is, is weens n

    tegniese fout van alle winkelrakke

    verwyder. Die drukkersduiwel het by

    die reproduksie van die DVD ingesluip

    en daartoe gelei dat die volledige reeks

    DVDs voorlopig aan die mark onttrek

    word totdat die nuwe DVDs vroeg in

    2015 gereed is, het die eienaars van die

    Gospel-Skouspel-handelsmerk, ges.

    reated water from the Athlone waste

    water treatment plant will soon be

    used to irrigate sports fields, schools

    and parks in Parow and Goodwood.

    The Parow Link pipeline project has re-

    cently been completed and launched on 24

    November.

    This six kilometer-long pipeline extends

    from Thornton to the Parow pond at the

    Parow golf course.

    Here, the water is already filling the dam

    and with existing infrastructure, be used to

    irrigate the golf course and adjacent sports

    fields.

    Various beneficiaries were identified and

    connected along the pipeline route.

    The pressure still needs to be boosted,

    and for that a booster pump and reservoir

    will be erected, says Gert van Niekerk,

    president of the golf club.

    Construction of these important two ele-

    ments have already been approved and will

    take place in 2015.

    VanNiekerk says two years ago, the pond

    at the golf course dried up completely, all

    the carp died and so did the grass surround-

    ing the water feature.

    The dam, which was initially built to

    manage flood water through Parow, has its

    own pump station and treatment plant.

    Now this supply of water will be enhanced

    by the Parow Link effluent.

    Two thirds of the citys water consump-

    tion ends up in more than 20 treatment

    works across the city from where the final

    effluent is dischargedback into the environ-

    ment. The City of Cape Towns objective is

    to offset the use of potable water by supply-

    ing treated effluent for irrigation purpos-

    es, says Clive Justus, chairperson of sub-

    council 4 about this and other Water De-

    mand Management (WDM) projects that

    commenced across the city in 2007 in order

    to offset potable water.

    The users will also be saving money as

    the tariff for treated water is less than pota-

    ble water, and the additional benefit is the

    added fertiliser, which comes gratis, Jus-

    tus said at the launch.

    mart in Eversdal van ongeveer R66 000 be-

    roof. Die rowers het in n swart BMW ge-

    vlug. Niemand is tydens die voorval beseer

    nie. Niemand is nog in hegtenis geneemnie.

    Another police officer stationed at the

    ParowPolice Stationwas arrested on 21No-

    vember for defeating the ends of justice,

    and fraud.

    Police spokespersonFCvanWyksaid this

    was the 12th arrest of employees and former

    employees at this station in the past two

    weeks.

    On 21 September, slightly after mid-

    night, the neighbourhood watch of Parow

    Park patrolled the area and found a suspect

    in possession of 15 mandrax tablets.

    They notified this constable who re-

    sponded to the complaint. The suspect and

    packet with drugs were handed to him. The

    neighbourhood watch members later made

    enquiries, only to discover that no case

    docket was registered, the suspect was not

    detained and the drugs not handed in as ex-

    hibit, Van Wyk said.

    The same policeman also allegedly forged

    a sick certificate recently.

    Van Wyk says the case was discussed

    with the seniorpublic prosecutor andawar-

    rant of arrest authorised for him. A notice

    of possible suspension was served on him.

    He appeared in the Bellville Magistrates

    Court on 24 November.

    Ten other members of the Parow police,

    and one former employee, were also arrest-

    ed on charges of fraud and corruption earli-

    er in November.

    Responding to this at the recent sub-coun-

    cil 4 meeting, Clive Justus, chairperson,

    predicted more arrests.

    I trust the SAPSs anti-corruption unit,

    as well as the intelligence gathering by the

    drug and gangs task team set up by the sub-

    council consisting of SAPS, the department

    of justice, the asset forfeiture unit, home af-

    fairs and the SouthAfricanRevenue Servic-

    es will soon lead to further arrests and pros-

    ecution of criminals.

    I however would like to emphasise that

    there aremore dedicated, diligent and loyal

    cops than the few bad apples. Goodwood po-

    lice have for the past two years been ac-

    knowledged as the best performing station

    in the Western Cape, Justus said.

    Another cop arrested for fraud

    A small wooden desk was hurriedly car-

    ried from entrance 2 of TygerbergHospital

    last week, when Seskhona Peoples Rights

    Movement leader Andile Lili was dischar-

    ged and met with more than 500 cheering

    supporters.

    Lili survived an attack on his life two

    weeks earlier when hewas shot four times

    in the stomach and arm.

    Walking with some effort, Lili was hel-

    ped onto the desk that was placed next to

    a public order police vehicle to greet his

    fans and tell them about his ordeal.

    Lili is a former ANC councillor in the

    Western Cape and one of the ringleaders

    of the so-called poo protesters who dum-

    ped human faeces at the Western Cape le-

    gislature and Cape Town International

    Airport. He was acquitted for this in July.

    he penguin stood forlornly in the shal-

    low surf staring at the water washing

    rhythmically over his feet.

    So this is it, he thought to himself.

    His short life would end on this beach.

    He turned around, barely able to keep his

    balance, and looked at Robben Island dip-

    ping below the waves on the horizon.

    His parents left him to fend for himself too

    soon.

    Behindhimpeople start gathering innum-

    bers, perhaps to join the funeral march.

    For amoment his heart beat faster and the

    urge to flee gripped him.

    He of course didnt know he was standing

    on the shore of Melkbosstrand and that so-

    meone would soon rescue him from certain

    death.

    Regardless, he is a penguin, and during

    the brief period his parents looked after him

    they explicitly told him to be wary of hu-

    mans.

    The fledgling, who has been christened

    Happy Feet by one of the onlookers and local

    community police forum chairman John

    Taylor, was just hours away from dying of

    starvation.

    Scared

    Happy Feet will one day tell his children

    about the time whenMelkbosstrand Private

    Schools teacher, Liezl Bestbier, lovingly

    took him from Melkbosstrand to Table

    Views SouthernAfrican Foundation for the

    Conservation of Coastal Birds (Sanccob).

    But late on Saturday afternoon, he was

    scared.

    About 10 people were looking at him trap-

    ped between the beach and the wide ocean.

    And then, during his darkest moment, he

    saw someone jogging towards the group of

    uncertain onlookers.

    The self-assured woman, who would tem-

    porarily become a mother to him, talked

    briefly to the onlookers and then slowly mo-

    ved towards Happy Feet.

    She had awelcoming look in her warm ey-

    es.

    Bestbier held out her hand, pickedupHap-

    pyFeet and tenderlywrappedhim ina towel.

    Days later Bestbier told TygerBurger she

    has rescued birds before, but never a pen-

    guin.

    I knew that if a penguin stands there and

    just looks and blinks at you then there is no

    fight left in them, says Bestbier.

    The people there said they phoned Sanc-

    cob, but therewas doubtwhether the organi-

    sation could come and collect the penguin,

    so I decided to take him there myself.

    Happy Feet was then carried to Bestbiers

    house, only every now and again peeking at

    the busy world through the towel.

    He saw others staring curiously at Best-

    bier and him then before he knew it he was

    placed in a box and put in a bigger box.

    He might later have deduced that the big-

    ger box was a car.

    The drive to Sanccob was quite awkward

    for a bird notorious for awkwardness.

    During the trip the penguins namemight

    just as well have been Flappy Feet.

    Once the twoarrived inTableViewhewas

    immediately taken in, weighed, and tho-

    roughly embraced.

    He weighed just one kilogram, which is

    much lighter than a bird his age should

    weigh, says Bestbier.

    Global warming

    I was told by Sanccob that the chick sea-

    son and the moulting season of the parents

    are overlapping because of global warming

    and human interference. The adults fatten

    themselves up, but then theres nobody loo-

    king out for the chicks.

    Going to sea is then the most hazardous

    time of a fledglings life and only about half

    of themwho go out for the first time ever re-

    turn home.

    Sanccobs development andmarketing co-

    ordinator, Francois Louw, says it is quite

    common during chick season for them to co-

    me to the rescue of starving and dehydrated

    penguins.

    He continues: The penguin was very un-

    dernourished, but he was very strong none-

    theless.We suspect hewas abandoned by his

    parents. During this three week process

    when the parents replace their plumage

    with a brand new set of waterproof feathers,

    they are unable to hunt for fish and feed

    their young. The chicks that are not yet rea-

    dy to fledge are abandoned and face starvati-

    on.

    Happy Feet will show the world that he

    can survive without the help of his parents.

    He will take to the sea as if it is his oyster,

    completely reinvigorated by the caringBest-

    bier and Sanccob.

    One dayhewill have chicks of his ownand

    he will tell them of the wide world out there

    and about his brush with death.

    There are people out there who can be

    trusted, he will tell them, and then when

    they are big enough to feed themselves, he

    will leave.

    Right now, he is sure he will keep an eye

    on them from a distance.

    Happy Feets chicks will never be comple-

    tely alone.

    Aweek from now, perhaps even a few ye-

    ars, I will think of the penguin I saved, says

    Bestbier. I hope I made a difference.

    The National Institute for Crime Preventi-

    on and the Reintegration of Offenders (Ni-

    cro), Arrive Alive and South African Bre-

    weries have joined forces to reduce drunk

    driving andkeep SouthAfricans safe on the

    road this festive season with the Road Of-

    fence Panel Programme.

    People arrested for road traffic offences,

    will be able to accessNicro support and ser-

    vices via a 24-hour hotline (072 184 6483). As

    a start the hotline will only servicing the

    Western Cape.

    This campaign will run until the end of

    January next year, aiming at heightening

    awareness of road safety and holding offen-

    ders accountable for their behaviour.

    With police figures showing that some

    195 people are arrested daily driving under

    the influence (DUI), and that 71 065 arrests

    were made in 2012, drunk driving is one of

    the greatest threats to road safety in the

    country.

    The Road Offences Panel Programme is

    aimed at tackling the challenge of drunk

    driving through a behavioural programme

    and has seen tangible results.

    Nicro believes the programme is a more

    effective long-term solution than senten-

    cing someone to imprisonment for drunk

    driving, as prison is not necessarily the

    best option for all DUI offenders.

    However, it is up to the discretion of ama-

    gistrate to decide whether to impose the

    course as opposed to a jail sentence or a fi-

    ne. The course can also be imposed in com-

    bination with other interventions, which

    then strengthen the long term behavioural

    change results.

    Programme started to

    change drivers behaviour

    Acat show, the last for the year,will be held

    on Saturday 29 November from 09:00 to

    16:00 in the Durbanville town hall.

    The event spans three international

    championship cat shows, each held by a dif-

    ferent cat club. There will be two visiting

    judges from Gauteng.

    Special focus will be on semi-longhair

    cats like the maine coon, birman and rag-

    doll.

    Entry fees are R20 for adults, R10 for

    children and R10 for pensionars. Families

    Requests formedical assistance continue to

    dominate calls to the City of Cape Towns

    107 Public Emergency Communication

    Centre (PECC).

    Statistics for the previous festive season

    showed the highest number of calls to the

    PECC came from Dunoon in Milnerton.

    The call centre was established over 10

    years ago to provide a single point of con-

    tact where people can report an emergency.

    Between July 2013 and September 2014,

    call centre staff created 401 140 incident re-

    cords from themore than 780 000 calls recei-

    ved.

    Of these, 54% were for medical assistan-

    ce, ranging from assault to maternity cases

    and abdominal pain. Callers requesting as-

    sistance for crime and law enforcement is-

    sues accounted for the second highest cate-

    gory of calls.

    On average, 90% of all calls were answe-

    red within 10 seconds.

    The city doesnt necessarily provide all

    the services that callers require, specifical-

    ly medical responses. For example, we are

    not in charge of the ambulance service, but

    we have a formal system that allows the

    agent to patch the caller through to Metro

    EMS who is then responsible for ensuring

    the response. The same would apply where

    a South African Police Service response is

    required.Fromaconsumerperspective, its

    a single number to remember or save in

    their contacts, instead of the number for

    each individual service provider, said ci-

    tys mayco member for safety and security,

    JP Smith.

    The PECC expects an increase in the

    number of calls from early December until

    the end of the festive season.

    Unfortunately, there also tends to be an

    increase in prank calls during this time of

    year, when children on holiday have unsu-

    pervised access to telephones at home.

    It might seem harmless, but those preci-

    ous seconds spent on a prank call couldme-

    an life or death for someone else who has

    to wait in the queue to speak to an agent.

    So parents, please discourageyour children

    fromengaging in this behaviour although,

    experience has shown that children are not

    the only culprits, says Smith.

    family to the V&A Waterfront marina for

    the fourth annual Oxford-Cambridge Padd-

    le to Read dragon boat race on Saturday 29

    November.

    yet fierce competition as the two university

    publishing houses compete to raise funds

    for reading from 09:00 to 12:00.

    The event kicks off with a school vs

    school race, followed by two charity races.

    The publishing houses then gear up to go

    paddle-to-paddle in the tradition of the Ox-

    ford-Cambridge boat race themajor inter-

    national sporting occasion which draws

    millions of viewers from around the world.

    All proceeds generated will be used to

    purchase reading books for children.

    When one walks into any store

    or shopping centre, it is clear

    the festive season is here.

    Everywhere you look, you see

    Christmas trimmings and

    decorations and stores adver-

    tising special offers.

    The final touches are being

    put on end-of-year work

    functions.

    People are preparing for the

    holidays; whether they are

    going away or staying at home,

    it is obvious that they are

    looking forward to a much-

    needed break from work.

    But with the festive season

    usually comes a spike in

    crime, debt and accidents. And

    we often forget about the real

    meaning of Christmas, as it

    has been over-commercialised

    over the years.

    So try to do things a little

    differently this year. If you are

    going away, ensure that your

    home is burglar-proof, hire a

    house sitter or ask your

    neighbours to keep an eye on

    your property.

    When you sit down for

    Christmas lunch or dinner

    with your family, remember

    the value and story behind the

    day appreciate the opportuni-

    ty you have with your loved

    ones and enjoy every minute of

    the festive break.

    And if you are travelling be

    sure to triple check whether

    your car is in working order,

    do not drive if you are too

    tired and always pray for

    travelling mercies.

    Lionel Latigan (Stats show

    guns deter criminals, Tyger-

    Burger, 5 November).

    More than 150 years of global

    empirical evidence has shown

    Guns needed to

    keep crime at bay

    that gun control is a miserable

    failure to control crime, always

    leads to an escalation in violent

    crime and frequently precedes

    genocide.

    The worst genocides of the

    previous century all followed

    gun control and the concomi-

    tant disarmament of civilians.

    The saying if guns are out-

    lawed only outlaws will own

    guns is as true as ever.

    Based on the proven fact that

    more firearms in civilian hands

    leads to a decrease in violent

    crime and the governments

    proven inability to rid our

    society of crime, civilian

    firearm ownership should be

    encouraged and promoted on all

    possible levels.

    A grandmother and her

    grandchild were robbed at

    knifepoint in Parow, a woman

    on her way to Avondale Station

    was robbed at knifepoint and in

    two incidents women were

    robbed at knifepoint by cowards

    waiting for them in cars along

    the road.

    In one case, two attackers

    turned and fled when the victim

    merely produced a firearm.

    Now some stupid fools want us

    to believe that by banning the

    law-abiding from owning

    firearms these type of crimes

    would have been prevented?

    How foolish could one be?

    Until government gets its act

    together to permanently and

    effectively rid us of crime by

    permanently removing them

    from society, the law-abiding

    will increasingly have to arm

    themselves to protect that

    which is near and dear to them.

    I refer to the letter Dodgy tax

    in foreign shops (TygerBurger,

    5 November). This is something

    that has been bothering my

    husband and myself for some

    time. We are fitting the tax bill

    for these hangers on. I was

    chased out of a store in Brack-

    enfell for insisting on a till slip

    for my purchase. Our greatest

    concern is that when you order

    a take-away from one of their

    restaurants, they refuse to give

    you a slip as proof of purchase.

    Should you get sick as a result

    of the meal, you have no

    recourse. It is time the authori-

    ties did what they get paid to

    do: protect the citizens of this

    beautiful country.

    There are often situations of

    faunal road mortalities around

    nature reserves in the city

    (Animals under siege, Tyger-

    Burger, 19 November).

    While these fatalities are

    difficult to manage, signs have

    been erected to remind motor-

    ists to slow down as they need

    to be aware that they are in an

    area where animals are likely

    to be crossing the roads.

    The exact number of deaths

    is unknown.

    Animals naturally move

    between food sources and

    territories. We also have

    natural animal fatalities such

    as baby tortoises, which are

    dropped by crows to break

    their shells, or natural hunting

    of small rodents or guinea fowl

    by caracal.

    Egyptian Geese are indige-

    nous and their numbers,

    similar to the Hadeda Ibis, are

    increasing due to the increased

    number of green open spaces

    which provide perfect habitats

    across the city.

    The only manageable way to

    prevent animal cruelty is to

    form societal partnerships

    which combat errant social

    behaviour. Residents abutting

    nature reserves need to be

    especially careful. We encour-

    age residents to take the needs

    of animals into consideration

    and to report any abuses to the

    relevant authorities.

    survey of street people conducted in

    shelters and on the streets of Cape

    Town showed significant numbers in

    the northern suburbs.

    The first phase of the surveywas recently

    completed after 220 trained field workers

    for the citys Social Development and Early

    Childhood Development Directorate collec-

    ted data over a four-day period in June.

    Asample of 2670 street people over theage

    of 18 was taken, a headcount done and ques-

    tionnaires completed by these respondents.

    The data established how long they had

    been on the streets, their communities of

    origin, what they do to survive on the

    streets, and whether or not they use shel-

    ters and services within the city.

    The highest numbers of street people we-

    re counted in the Cape Town city bowl, but

    large numbers lived in the northern su-

    burbs.

    The larger part of Durbanville, Vrede-

    kloof, Protea Heights, Philadelphia, Klip-

    heuwel, Fisantekaal, Richwood, Bloekom-

    bos and a small portion of Wallacedene we-

    re home to 6% of respondents.

    At Goodwood, up to De La Rey Road, Pa-

    row and Ravensmead, (as far as Vanguard

    Drive), the number was at 7%.

    AtEersteRiver andMfuleni (as far asMa-

    cassar and the western part of Somerset

    West), 17% of respondents slept on the

    steets.

    ons inplace, saidSuzetteLittle, citymayco

    childhood Development.

    Little said the citys data was outdated,

    so they decided to gain a better understan-

    ding over time of how many people we are

    dealing with and look to repurposing our

    interventions if need be.

    The survey found women would more li-

    kelybe found in shelters andmenmore like-

    ly on the streets.

    A third of the respondents were between

    26 and 35 years old.

    Of the 1593 who reported on the length of

    time that they have been on the street, 17%

    had been homeless between one and five ye-

    ars, 15% for less than a month to six

    months, and 7% had been on the street 16

    years or more.

    Approximately 15% of respondents re-

    ported being on the street out of choice,

    with most reporting lack of housing (26%),

    the loss of family (18%), substance abuse

    (15%), and unemployment and poverty

    (15%) as reasons for homelessness.

    The survey showed income on the streets

    was predominately generated frombegging

    (45%), temporary or contract employment

    (37%) and social grants (2%).

    Those in shelters hadmore access to tem-

    porary employment (43%), social grants

    (29%) and fewer than 8% resorted to beg-

    ging.

    This is only the beginning of the process

    for us. I have to stress that this is not a defi-

    nitive figure of the number of people living

    on the street, but it is a start, Little said.

    The next phase of the project is to compa-

    re the latest data with the findings of previ-

    ous surveys and establish trends that could

    further shape the directorates street peo-

    ple interventions.

    he City of Cape Town plans to provide

    free Wi-Fi at 61 of its buildings by the

    end of June 2015.

    This free servicewill be provided both in-

    side public buildings via the citys 102

    SmartCape Computer facilities and outs-

    ide via 61 public access hotspots where peo-

    ple congregate and queue for services, a sta-

    tement said.

    These amenities include clinics, admini-

    stration buildings, traffic departments, fire

    stations and public transport interchanges,

    said Hayley van der Woude, the citys me-

    dia coordinator.

    She said certain areas will be serviced by

    December, with the remaining completed

    by the end of June 2015.

    Connected

    The buildings to be connected this year

    include the Bellville Clinic, Civic Centre in

    Cape Town, Hillstar Administration Buil-

    ding, Mitchells Plain and Nyanga Swit-

    ching Centres, Parow Community Health

    Clinic, Plumstead Administration Buil-

    ding, Robbie Nurock Clinic and Site B Yo-

    uth Clinic.

    Each access point will cost between

    R60 000 and R100 000 to install, she said.

    The city partnered with service provi-

    ders MWEB, Internet Solutions and Oran-

    ge, a French telecommunications company.

    (Orange) will offer a free 200 MB data

    bundle per day. Internet Solutionswill offer

    a free data bundle of 50 MB per day, while

    MWEB will provide an uncapped data

    bundle for the trial period, Van derWoude

    said.

    Plans to provide Wi-Fi on MyCiTi buses

    are being investigated, she said.

    Broadband connectivity and digital in-

    clusion are fundamental to creating an

    enabling environment for business deve-

    lopment, economic growth and social cohe-

    An application for extension of liquor tra-

    ding hours for off-consumption for ColCac-

    chio Durbanville at Spiros Corner was re-

    commended for approval at the subcouncil

    7 meeting last Monday 17 November.

    ColCacchio motivated its application for

    extension from Monday to Saturday from

    18:00 to 20:00 now that themajority of its bu-

    siness is either take-away collections or ho-

    me deliveries.

    The pizzeria has an existing off-consump-

    tion licence which enables customers to

    buy a bottle of wine or beer to take away

    with their meals.

    According to the conditions of the exis-

    ting off-consumption licence, the identity

    number of a client must be recorded when

    liquor is ordered, and must be verified on

    delivery.

    Furthermore, the current licence stipula-

    tes that liquor may only be delivered with

    a food order.

    GerhardFourie, chairpersonof sub-coun-

    cil 7 (Koeberg), said the same conditions im-

    posed on the existing licence must also be

    applicable on the extension of liquor tra-

    ding hours.

    The City of Cape Towns festive season co-

    ordinating committee has drafted a plan to

    ensure thehighest level of preparedness for

    the busy holiday period.

    The plan focus areas include emergency

    response, policing, ensuring safety at pub-

    lic amenities such as beaches, road safety,

    cleansing, enforcement of by-laws, and sub-

    stance abuse.

    The city will make the following services

    available over the festive season:

    . 1 430 Metro police, law enforcement

    and traffic officers patrolling roads and

    beaches and conducting operations

    . 900 firefighters available for anymajor

    incidents

    . 240 firefighters on shift at any given

    time at the citys 30 fire stations

    . An additional 120 seasonal firefighters

    . 250 lifeguards available on a rotational

    basis; on average there will be about 70 life-

    guards manning city beaches every day

    . 1 864 temporary staff members to en-

    hance the cleansing services capacity

    This year, Transport for Cape Town will

    pilot a plan for theAtlantic Seaboard on the

    Day of Goodwill (Friday 26 December) and

    New Years Day (Thursday 1 January),

    which will see a dedicated team of 20 traffic

    officers deployed to manage traffic flow on

    the two major beach days.

    The community services directorate will

    ensure blue flag beaches are kept pristine,

    andwill prioritise the safety of beachgoers.

    The city has partnered with Lifesaving

    Western Province, who will deploy 250 life-

    guards in addition to their volunteer serv-

    ices at all popular beaches.

    In order to deal with the increased de-

    mand on services during this period, the

    citys plan provides for top-up cleaning

    services covering all business areas, scenic

    routes, and beaches throughout the metro.

    A total of 1 864 temporary staff from the Ex-

    panded Public Works Programme (EPWP)

    will be deployed to various areas and will

    provide the added capacity needed.
