“Ons was woedend!

Sondag teruggevlieg Nederland toe, n n

suksesvolle operasie en behandeling by die

    Mediclinic Cape Gate.

Victor, wat meervoudig liggaamlik en se-

rebraal gestremd is, is n lewensreddende

trageostomie geweier deur twee groot aka-

demiese hospitale in Nederland, omdat hy

    ondergaan.

    n obstruksie.

    Omdat genadedoodwettig is inNederland,

    maklik wou maak, vertel Alida.

of bene gebruik nie.

sorgeenheid opgeneem, waar hy verdoof is

    was gekant daarteen.

In Essen was daar een hospitaal wat be-

Ons was woedend!

milie oopgegaan toe prof. Fourie vir haar n

    SMS uit Kaapstad gestuur het.

Ek sal dit nooit vergeet nie.

Hy het ges hy kom Victor haal. Hy sal

prof. Fourie ontmoet toe hulle Suid-Afrika

    in 2008 besoek het.

Sy het haarman, Martin, hier ontmoet en

later, n hul troue, Nederland toe verhuis.

Prof. Fourie het Victor ook as baba on-

Prof. Fourie het hulle by Kaapstad Inter-

nasionale lughawe ingewag, waarna hy na

Mediclinic Cape Gate vervoer is waar sy be-

    handeling sou begin.

Onswas geskok toe prof. Fourie onsmee-

    homtoegedienhet terwylhyaandieventila-

    tor gekoppel was.

Op 10 Januarie het hy die operasie onder-

gaan om die lewensreddende meganisme te

plaas. Die operasie was suksesvol enVictor

    het vinnig aangesterk.VolgensAlidawas sy

    beterskap verbysterend.

hulle almal verkeerd bewys en my kind le-

    wevandag.Daar is niewoordewatmydank-

baarheid aan hom kan verwoord nie.

Lianie le Roux, n geregistreerde suster

verbonde aan prof. Fourie se praktyk, het

Alida geleer hoe om die trageostomie-buis

daagliks om te ruil. Sy is ook n direkteur

van die Daniel and Friends Fund.

Die Daniel and Friends Fund, waarvan

prof. Fourie ook die hoof- uitvoerende be-

ampte is, is sowat twee jaar gelede gestig om

staan.

    nesburg woon.

Prof. Fourie s dat in sulke komplekse ge-

valle dit nie gaan oor hoeveel mediese ken-

nis of ervaring jy het nie.

Dit gaan oor krisisbestuur en oor kon-

    sensusbesluitneming. Jy is saammetdie pa-

jy luister weer totdat jy honderd persent se-

    volgende krisis.

    Suspects

    spotted in

    burglaries

    Two house break-ins were reported

    in Brackenfell on Thursday last

    week.

The first took place in Arauna,

    near the schools.

A resident in the area spotted a

suspicious vehicle, a silver Golf IV,

in Skakel Street, says police spokes-

    person Warrant Officer Erica Crous.

The resident saw one man in the

vehicle and two other men in the

yard of a house in the street.

The men waved at him as he

passed. He turned his vehicle around

and went back to the premises, but

the vehicle and its occupants had

    gone. said Crous.

The man then saw that the safety

gate at the house had been broken

open and he immediately reported it

    to the police.

It was later confirmed that the

premises had been broken into and

a television set had been stolen.

    In another incident in Endive

    Street, Ferndale, a resident returned

home to find that the front door of his

    house was forced open. Electronic

    equipment was stolen.

In both incidents, cases of house

break-in and theft were opened and

    are being investigated by Bracken-

    fell police.

A teenager was arrested by Brackenfell

police on Wednesday, when spotted on a

stolen scooter on the Botfontein Road.

    Newly appointed sector 3 commander

Warrant Officer Terence Nortj was doing

patrols in the rural area when he spotted

the 16-year-old sitting on a red Motomia

scooter on Klein Akker farm, near Kraai-

    fontein, says police spokesperson Warrant

    Officer Erica Crous.

When he tested the scooter registration

number he found that it had been stolen

    in Parow.

The youth was arrested but released in

the care of his parents. He appeared in the

    Kuils River court on Friday.

ie Kraaifontein-polisie is warm op die

spoor van n windbuks-skieter wat la-

    erskoolkinders by die Laerskool

    Northpine in sy visier het.

Twee sulke skietvoorvalle is onlangs aan-

gemeld. In die laaste voorval is twee seuns

beseer.

vriend in diemaag.

s Muller. Die twee seuns is nie ernstig be-

    n

    Plaaslike politikus wil die publiek

weer eens daarop attent maak om

deurentyd in hul pasoppens te wees

    vir identiteitsdiefstal.

    Marian Nieuwoudt, wykraadslid in Brac-

kenfell en voorsitter van die Stad Kaapstad

    se menslike nedersettingskomitee, was self

onlangs n slagoffer van di misdaad.

Dit was so n skok.

Ek het my ys-

koud geskrik! By verdere navraag het sy

ontdek dat die selfoonreus MTN haar aan

die kredietburo gerapporteer het vir der-

    duisende rande se uitstaande skuld.

Daar was ses rekenings op my identi-

was nie.

rekte rympie luister, waarna jy doodeen-

    kry?

    Syhet uiteindelikmet behulp van iemand

    anders se MTN-nommer kontak gemaak

    met die maatskappy se regsafdeling.

N drie weke se gewag is sy uiteindelik

    selfoonrekening kon oopmaakmetmy iden-

titeitsnommer en dat MTN geen adresveri-

fikasies gedoen het nadat die rekening ag-

terstallig begin raak het nie. Sekerlik moes

    hulle talle prokureursbriewe uitgestuur

het? Symoedig die publiek aan om elke ses

maande n kredietnavraag oor hulself te

trek.

jy jouself baiemoeite spaar sou enigiemand

n rekening onder jou naam oopmaak, om-

    dat die inligting maandeliks opgedateer

    word.

    Identiteitsdiefstal is baie algemeen in

Suid-Afrika en makliker as wat die meeste

mense dink, sManie van Schalkwyk, hoof-

uitvoerende beampte van SAFPS (South Af-

    rican Fraud Prevention Service).

Ons het tans 100 000 sake op ons databa-

    sis, s hy.

    Identiteitsdiefstal vind plaaswanneer jou

persoonlike inligting soos jou naam of iden-

titeitsnommer gebruik word om bedrog te

pleeg. So n misdadiger bekom jou identi-

teitsnommer en vervals dan n identiteits-

boekie en selfs vals adresdokumente om re-

keninge op jou naam oop te maak. Dis be-

Van Schalkwyk s verbruikers moet be-

wus wees daarvan om nie hul persoonlike

dokumente te laat rondl nie. Versnipper

dit eerder. Di misdadigers krap selfs in as-

blikke rond op soek na dokumentasie. As

    hulle byvoorbeeld op jou water-en-ligtere-

kening afkom, kan dit baie maklik gebruik

word as bewys van adres. Nou moet hy net

    jou identiteitsnommer kry. Van Schalk-

wyk s sy hare rys soms as hy dink hoe

    maklik mense hul identiteitsnommers uit-

gee. By sommige maatskappye moet jy

selfs jou ID-boekie ingee sodat n kopie daar-

binnegaan. Ek wonder soms wat word van

    daardie inligting, s hy.

    teitsdokument verloor, sal daar waarsku-

    n misdaad.

    @richardjohn_rj

    F

or years now motorists in Kuils River,

    Brackenfell and Kraaifontein have

been moaning and groaning about bad

    traffic congestion something that could

soon be a thing of the past.

All of this is thanks to a development

    along theR300 freewaywhere thenewR300/

    Bottelary interchange is being built.

The construction process is set to last un-

    til mid 2017.

A sod turning ceremony was held at the

site a week agomarking the start of the con-

struction process. It was attended by sever-

al role-players, including officials from the

City of Cape Town, the Provincial Govern-

ment of theWestern Cape and the South Af-

    rican National Roads Agency (Sanral).

    The constructionwill provide quicker ac-

cess for motorists from Bottelary Road to

the R300 to connect to, and from the N1 via

two new lanes on either side of the new in-

terchange, the City said in a statement.

    Development worth R60 million

The development, worth R60 million, is

one of many set to be undertaken in the city

    over the next five years.

One of those at the sod turning event on

Thursday morning was Cape Town mayor

    Patricia de Lille.

As a means to respond to the influx into

Cape Town, the municipality decided to in-

vest a total of R750 million which will be

spent over the next five years to tackle con-

gestion issues across the city, De Lille,

wearing a hardhat and reflector jacket, told

TygerBurger at the construction site last

    week.

The R750 million for roads and upgrades

form part of the Citys congestion relief pro-

gramme. Kuils River is one of the areas in

the city prioritised for this programme.

The traffic congestion here, De Lille says,

is the worst in the city.

The City of Cape Town contributed 52%

(R31 million) towards the project, and the

    Provincial Government of the Western

Capes Department of Transport and Public

    Works 48% (R29 million).

A portion of the money was donated by

the private sector, said De Lille. Three local

    private companies donatedR5million each.

    More such partnerships

I am looking forward to have more such

    partnerships, she said.

    DonaldGrant, theWesternCapeMinister

of Transport, shared De Lilles sentiments.

For us in transport its really about link-

ages and the partnership that has been facil-

itatedwith themajor partner being the City

of CapeTown, ourselves, Sanral and the pri-

    vate sector, Grant said.

He said in order to achieve goals such as

the current development, a partnership is

important and often the onlywayof answer-

ing the needs of the people.

Cape Town is one of the fastest growing

cities. We need to pool our resources in

terms of meeting the demand from the vari-

    ous communities, Grant said.

He described the partnership and subse-

quent development as a happy result.

These projects take time. This does not

    happen overnight.

There are different spheres of govern-

ment working together with their budget

process in different cycles. Its a great

project and it will help this area, he con-

    cluded.

    Other congestion alleviation projects in

Kuils River and surrounding areas include

the recent widening of Amandel Road at a

cost of R18million, thewidening of VanRie-

beeck Road at a cost of R8.5million and Sax-

downe Road which is currently under con-

struction at a cost of R32.5 million.

    ndividuals with Parkin-

    sons disease (PD) are in-

vited to participate in a re-

    search study focused on gait

    retraining.

    People with PD have ab-

    normally high postural insta-

    bility, especially during

    backward actions. This

    means that daily activities

    such as stepping back from

the sink or stepping back to

close a car door is a very un-

    stable action.

    They have a distinctive,

    compensatory walking pat-

    tern that presents with re-

duced arm swing and a shuf-

    fle gait pattern with short,

    quick steps. Therefore, gait

    training is very important

    during rehabilitation ap-

    proaches.

    Studies have shown that

    anti-Parkinsons medication

    improves their mobility con-

    straints, but its effectiveness

    decreases as the disease pro-

    gresses. Other forms of inter-

    ventions also have limited

    impact on walking patterns

    and balance over time.

    Therefore, a need to explore

    alternative rehabilitation ap-

    proaches for individuals

    with PD exist.

    For this study starting in

    April, participants will fol-

    low a physical training pro-

    gramme that will be focused

    on forward or backward gait

    retraining.

    EASTER COMBO

    Water to costmore than electricity

    ESM ERASMUS

    @erasmusemse

    W

ater will become more expensive in

    the future, as more expensive

schemeswill be needed to supply ad-

    ditional water to Cape Town.

This was said by Paul Rhode of bulkwater

planning of the City of Cape Town at a dis-

cussion of water supply, which was recently

hosted by the Durbanville Community Fo-

rum andWard 21 of Subcouncil 7 (Koeberg).

The discussion was presented by Rhode

and Pierre Maritz, manager of water reticu-

    lation of the City.

Everyone is now very concerned about

water supply, with restrictions having been

    implemented. People suddenly realised they

can run out of water, Rhode said.

The City gets its water from the dams

around Cape Town. These dams are the

    Volvlei, Berg River and Theewaterskloof

dams, as well as Wemmershoek, Steenbras

Upper and Steenbras Lower dams, he ex-

    plained.

With the low rainfall over the past win-

ter, we have less water to use. Thus, water

    restrictions were implemented to ensure

    that we will have suf-

    ficient water over the

    coming two to three

    summers, Rhode

    said.

    Since the year

    2000, we realised we

    needed tomanagewa-

    ter demand, which

    weve done in a num-

    ber of ways. We have

    encouraged water

    conservation by, for

    example, recom-

    mending water wise

    gardening, installing water saving shower

    heads and dual-flushing toilets.

We have also instituted pressure man-

agement to reduce the pressure on pipelines

    to reduce leaks.

We also focused on pipeline replacement

to prevent bursts and education at schools

on how to conserve water, he continued.

As a result of these efforts, in the last 10

years the per capita water use by Capetoni-

    ans has decreased.

    Weknowwecurrentlyhaveadrought sit-

uation. The rainfall during 2015 was among

the lowest in the 100 year rainfall record at

the Steenbras dam andwas also low atWem-

    mershoek dam, Rhode said.

TheVolvlei damwas only 50% full at the

end of the winter last year. In response, the

City minimised use from the Volvlei dam

afterwinter. Ifwe did not do this, some areas

in the surrounding Swartland area could be

running out ofwater beforewinter, he said.

Restrictions are our planned way to deal

with short term shortages caused by

    droughts. Elsewhere, new infrastructure

has sometimes been built in response to

droughts admittedly out of necessity, but

once weather patterns return to normal, the

additional infrastructure is not needed or

    used, he said.

According to Rhode it already looks like

residents are responding to water restric-

tions and that the City is using less water.

Currently the water demand is about

10% lower than the same time last year.

Regarding the way forward, we will

need to build new water supply schemes

and infrastructure when the capacity of

the current system is fully utilised. There

are long lead times needed for planning

and construction of new water supply in-

frastructure. We are looking 25 to 30 years

ahead with our planning for water infra-

structure supply, to make sure we can

build new infrastructure in time, he

    warned.

The national Department of Water and

Sanitation is proceeding with the first

phase of augmenting the Volvlei dam.

The City is currently conducting feasibili-

ty studies on three other water supply op-

tions and will use the results of these stud-

ies to decide what future water supply in-

frastructure will be built, Rhode said.

The City is growing rapidly in a north-

erly direction and that is where we will

need additional water to supply the grow-

    ingareas inKraaifonteinandDurbanville.

    In the next

    six to eight

    years we will

    be construct-

    ing the new

    bulk water

    augmentation

    scheme, which

    will supply wa-

    ter from the

    Theewaters-

    kloof and Berg

    River dams to

    the City. This

    bulk water

    augmentation schemewill comprise a new

    water treatmentplant, bulk reservoirs and

pipelines. The water treatment plant and

a reservoir will be built in the vicinity of

    Muldersvlei, while another bulk reservoir

    will bebuilt northofDurbanville, he said.

Pipelines will be built between the Berg

River dam and the new water treatment

plant, and from the water treatment plant

into the bulk water distribution system

supplying water into the City. The total

cost of the scheme will be R1,7 billion.

Regarding climate change, we are not

yet seeing a significant change in long

term rainfall patterns in the catchment ar-

eas of our dams, and it is difficult to say

if the current drought is linked to climate

change. This is something we are watch-

ing carefully in our long term planning.

    Another possibility in future, with

growing water demand, is the increasing

competition between urban users and ag-

ricultural use and different urban centres

for water. This will have to be carefully

managed to ensure both economic growth

    and food security.

In Cape Town we will face growing de-

mand into the future andwill have to build

    more expensive resources, whichwill also

    contribute to water beingmore expensive.

Currently we paymore for electricity than

water, but that will change in future. The City

will not be able to provide water cheaply any-

    more.

    Desalination, inwhich reversed osmosis is

used to purify sea water, for instance, is very

    expensive, Rhode said.

A lot of our existing infrastructure is also

getting old. Some parts of our system are

more than 100 years old. Refurbishment and

maintenance will drive the price of water

    upwards, Rhode said.

    Weknowwe currently

    have a drought situa

    tion. The rainfall during

    2015was amongst the

    lowest in 100 year rain

    fall record at the

    Steenbras dam

oewel Kraaifontein se goue klong die

    afgelope naweek wreldgeskiedenis

    in Bloemfontein voltooi.

Sy ma, Odessa Strauss, was n naelloop-

    kampioen onder die destydse nasionale

    amateur-atletiekraadwat op Vygieskraal en

    die Athlone-stadion hul byeenkomste gehou

    het onder die Sacos-vaandel.

Sy pa, wyle Wayne van Niekerk, was n

    hoogspring-atleet. Dis juis in hoogspring

Way-

nou sommer namens haar, vertel Wayde.

    top sending your unwant-

    ed animals into areas such

    as Fisantekraal andMorn-

ingstar, is the outcry of the Fis-

    antekraal Animal Welfare

    (FAW) after another dog that

was given as a gift to an employ-

    ee, was mutilated.

    The male Yorkshire Terrier,

which was given to a domestic

    worker by her Durbanville em-

    ployer, arrived in Morningstar

with a bow tie in his hair, along

    with his Dachshund friend

    clearly a pampered, well-

    groomed pooch then.

    On Saturday morning, FAW

was called for help after the

Yorkie was attacked by two Pit-

bulls in the street. His skin was

ripped open and he had severe

    internal injuries, including a

    punctured lung and perforated

    abdomen.

He was in severe shock and

    struggling to breathe.When our

    volunteer carried him into the

vet, her arms were drenched in

his blood. She had to hold back

her tears and rage when the vet

said theres nothing we can do

    his injuries are too severe.

She had to hold him in her

arms and comfort him while he

was put to sleep, says Jennifer

    Davies of the FAW.

We are not blaming the cur-

    rent owners. Although they

    could have made more effort,

they are very poor with many

    children to care for too.

    The original owners should

not have blithely sent this little

    dog (and his Dachshund friend)

into the township to people who

couldnt afford to care for them

    properly or had the knowledge

needed for the specific needs of

    delicate little purebred lapdogs

andwho do not have a fenced-in

    property, allowing the dogs

    wander on the street, she

    said.

It was not the first time the

    FAW had to help him.

    The poor dogwas previously

    treated on separate occasion for

a dislocated leg, a severe flea in-

    festation and overgrown fur

    and claws, Davies said.

    Several outraged people com-

    mented onFacebookon the inci-

    dent.

    Everyweek nowwe are com-

ing across animals sent into the

    townships from the suburbs,

    most of them small-breed dogs

and pups. Very, very often they

    are injured, sick, terrified,

    poorly groomed and chained

    up, she said.

    Recently a Cocker Spaniel, al-

so donated to a domestic work-

er, was killedwhen it was hit by

    a rock.

    The list of donated animals

    include labradors, dachshunds,

    border collies, and cats, even

    bunnies, hamsters and parrots.

The cats sent in there usual-

ly get killed by dogs or they run

    awayandarenever seenagain,

    Davies said.

Yes, the person you give the

dog tomay be a kind, loving per-

    son who adores animals. But

    the problem is that impoverish-

    ed communities are known to

be hotbeds for crime. Even the

people who live in the township

say it isnt a safe place for them

    or for their animals.

    Drugs and abuse and theft

    are sky-high. Many residents

    evengiveup their animals tous,

    because they arent safe there,

    she said.

    The average township home

doesnt have a wall or fence,

and, even if it does, people dont

ring a doorbell andwait to be let

in people are in and out all the

    time, and dogs get out.

Even if they are cared for,

these donated dogs are not ac-

customed to the rigours of town-

ship life. They are not street-

wise. They cannot look out for

    themselves.

    There are alreadymore than

    enough animals in there. The

    people often cant afford anoth-

er pet they are struggling al-

    ready.

    Everyweekwe treat dogs for

dog bites or being hit by cars,

    stabbed, burnt, or worse. Many

are such hand me down dogs,

    Davies said.

    We know that sometimes

    there are extenuating circum-

stances. Just do the right thing,

even if it takes time or you feel

    judged or youre embarrassed.

    Sometimes putting that ani-

mal to sleep, is kinder than

    sending it into a township.

    A

n aerial picture of 1228 learners was

    taken recently at Eversdal Primary

School as they celebrated a huge in-

take of non-perishable items by the

    learners.

More than1 500 tinsof foodwere received,

as well as more than 780 empty tins. The

tinned food was taken to Alpha Primary

School that runs a food programme for their

children, Eversdal announced in a state-

ment. From early morning beneath one of

the floodlights the schools crest slowly

started taking shape. The credo was visible

first and the end product surprised every-

one when the number 40 was packed out

    in tins, the statement read.

The school started arranging the learners

into their position on the rugby field from

10:00, with each Grade 7 class allocated one

of the letters in the schools name and the

last two allocated to two Grade 6 classes.

We then started filling these letters with

the rest of our pupils. After every single

learner present at the school was packed

in, it was quite a challenge to remain sit-

    ting cross-legged.

The personnel stood behind the learners.

The drone took off, the Evers smiled and

the first unedited picture was taken it was

    amazing! according to the school.

With every kilogram of bottle tops collected,

enoughmoney can be raised to give one child

that was born with a cleft lip or palate a life-

    changing operation.

This year, Operation Smile has partnered

with a number of local libraries and Fair

Cape Dairies to raise money for these opera-

    tions.

Last year theymanaged topay for four chil-

drens operations. This years campaign ends

on World Smile Day in October and the aim

of Operation Smile is to double the amount

    of money raised last year.

The public can help by collecting plastic

bottle caps from Fair Cape Dairies products

as well as any other plastic bottle caps and

dropping it off at selected libraries.

Each operation costs R5 500 and every kilo-

gram of bottle tops collected will be recycled.

Independent auditors will ensure that the

money raised will go towards paying for the

    vital surgery.

Every three minutes, a child is born with

a cleft lip and/or a cleft palate. Children born

with cleft conditions may suffer torments,

    malnourishment anddifficultywith speech,

says Adva Brivik from Operation Smile. It

is estimated that two billion, or one quarter

of theworlds population, lack access to care.

Billions more lack access to safe and well

timed surgery. Only 4% of an estimated 234

    million surgical procedures performed each

year go to thepoorest third of the global popu-

    lation.

    drie maande skoolgehou is.

    PROMOSIE

Die Laerskool Brackenfell, wat vanjaar 110

jaar oud is, het n beskeie begin gehad.

Op 22 Januarie 1906 het 18 leerlinge hul

    skoolloopbaan aanhuis vanmnr. C.M.Nagel,

    n skoolkomiteelid, in Brackenfell begin.

daar was wel n dringende be-

hoefte om n skool in Brackenfell

    te stig.

    Mnr. Jan Odendaal (afgetrede

    kringbestuurder) het in sy fees-

boodskap met die skool se 100ste

    herdenkingdie volgendegeskryf:

Die karakter en waardes van n

    gemeenskap word vergestalt in

die kwaliteit van onderrig wat hy

    aan sy kinders verskaf.

Mev. A.N. Brink het straks ook

110 jaar terug so gedink toe sy die

morg grond waarop die skool ge-

    boumoesword, aandie Brackenfell-gemeen-

bleem was. In 1912 is n sementtenk gebou,

dr. A. van der Merwe aangebring.

res moet insamel.

skool in 1964 as n sekondre skool heropen.

Aangesien die laerskool so vining groei, be-

Maart 1990 plaas. Johan Groenewald (huidi-

ge hoof) voeg nog beter fasiliteite by die be-

Eintlik raak n skool

nooit oud nie, want hy hernu homself jaar-

liks met nuwe gesigte, nuwe metodes, nuwe

    geriewe en nuwe stuurmanne.
