    Anew free cellphone application inwhich

    parents can track their teenagers or loved

    ones in public places, was recently devel-

    oped during a Hack-a-thon over a week-

    end in March.

    The idea for the application was trig-

    gered by KFM Breakfast Show host Ryan

    OConnor following the spate of brutal

    crimes affecting teenagers.

    Ryan appealed to IT specialists to work

    together on a solution that could track

    people using public spaces and share this

    information with their loved ones.

    Elizabeth Senger of Hamba Safe, who

    arranged the Hack-a-thon, explained how

    it came about: We certainly heardRyans

    plea and based on whats happened over

    the last few weeks we felt that we needed

    to do something to help.

    People came together fromall overCape

    Townandall communities andworked for

    48hours to build a functioningapp. People

    came together to take action, and they

    even worked over the Easter weekend to

    improve the app.

    TheBeta version is currently being test-

    ed and the appwill be available to the pub-

    lic in May.

    New app developed to track children

    t is how you view a student that

    makes the difference in terms of

    what they can do, not what they

    cant do, said Professor Jonathan Jansen,

    vice-chancellor andrector of theUniversity

    of the Free State, in his keynote address at

    the Rachels Angels Trust Youth Mentor-

    ship Symposium last week.

    Held at the Stellenbosch Institute for Ad-

    vancedStudy, the symposiumwasattended

    by relevant roleplayers, which included

    university staff and school principals from

    Kraaifontein schools who formed part of

    the Rachels Angels mentorship pro-

    gramme.

    A Media24 initiative, the programme is

    aimed at Grade 11 and 12 learners at Berna-

    dinoHeights andEbenDnges high schools

    to enable them to improve their academic

    ability and life skills to ease the transition

    from school to university. Thiswas also the

    main theme of the day.

    Speaking on the topic, Jansen, renowned

    as a leadingvoice inhigher education, iden-

    tified the primary problem in the South Af-

    rican school system.

    Teacher expectation is lower than

    learner ability. Thus, a childs intellectual

    ability will remain relevant as long as the

    teachers expectation of that child remains

    low. Research has proven it over and over

    when you make a kid feel dumb he will

    live up to that expectation, he said.

    Effective mentorship is the key

    Jansen is of the opinion that effective

    mentorship is the key, when transitioning

    to university.

    Formentorship to be effective, a holistic

    approach need to be followed tomeet the in-

    tellectual, emotional and physical well-be-

    ing of young people, he said.

    For Jansen, it is vital thatwe, as anation,

    increase our ability to recognise the poten-

    tial that all young people have.

    Wifred Taylor, principal of Eben Dnges

    High School in Kraaifontein, agreed.

    We do not easily see the potential of all

    our youth. Often we have judgmental atti-

    tudes based on our personal racial growth

    path. Some people need to be treated differ-

    ently because of their unique challenges

    and barriers, he said.

    Mentoring creates a caring environment

    and space for us to move forward as a na-

    tion, said Dr Vincent Bosman, and educa-

    tion and ethics specialist from the Cape

    Peninsula University of Technology.

    Professor Charl Cilliers, retired director

    of StellenboschUniversitys Centre for Stu-

    dent Counselling and Development said

    mentorships should be embedded in

    schools where teachers should be coached

    to act as mentors. Just as with leadership,

    mentorship starts with oneself, said Adri

    Marais, co-founder and chief executive offi-

    cer of TSiBA.

    She said at TSiBA mentors are seen as

    travelling partners.

    If you want to walk fast, walk alone; if

    you want to go far, walk together, ex-

    plained Marais.

    Not everyone can be a mentor

    The power of the mentor needs to be un-

    derstood it canmake or break thementee.

    Not everyone can become a mentor, espe-

    ciallywhendealingwith vulnerable adoles-

    cents. Thiswas the caveat of ELouiseBotes

    who recently completed her Masters de-

    gree in industrial psychology at Stellen-

    bosch University. Her thesis focused on the

    development of a youth mentor competen-

    cy mode. In her concluding remarks, Prof

    Rachel Jafta, chairperson of the Rachels

    Angels Trust, encouraged all stakeholders

    to keepmoving forward and think of practi-

    cal ways to reach out tomore young people.

    Share the knowledge you have gained

    from this symposium and also celebrate

    small victories along the way, she urged.

    . The Rachels Angels Trust was estab-

    lished in 2006 when Rachel Jafta, econom-

    ics professor at Stellenbosch University,

    Koos Bekker, managing director of Nas-

    pers, and the late Professor Jakes Gerwel

    formulated the concept for mentorship to

    learners of previously disadvantaged com-

    munities in the Western Cape.

    danmetmyvingerpunte kan lees, verduide-

    lik sy. Dis soms bietjie moelik as die inlig-

    ting in Engels deurkom en ek dit blitsvinnig

    in Afrikaans moet vertaal, s sy.

    Sy lag weer. Hoe sou jy nou n woord soos

    multi-vehicle pile-up in minder as n sekonde

    vertaal?

    Bonita is blind gebore en het in Hanover

    Park grootgeword. Daar waar hulle eers

    skiet en dan vrae vra, s sy.

    Sy het haar skoolloopbaan by die Athlone-

    skool vir blindes voltooi en haar daarna as

    joernalis bekwaam aan die Kaapse Skierei-

    landse Universiteit van Tegnologie (KSUT).

    Sy het verlede jaar terug verhuis Kaap toe

    nadat sy vir sewe jaar in Johannesburg

    werksaamwas as n sosialemedia-fundi by n

    bekende maatskappy.

    de vasgegryp.Hoekomnie? Ek voel passievol

    oor wat ek nou doen en dis n groot nuwe uit-

    daging. Ek het baie om te leer!

    Cape Town pensioner died while

    waiting in line at a Sassa service

    point in Kraaifontein lastWednesday

    morning.

    Willem Jaars (63), along with his wife,

    Magrieta, had just spent the night outside

    the Scottsdene Youth Centre in order to get

    a front row position in the hall the next

    morning, says his heartbroken sister, Sarie

    Davis, from Phoenix.

    The doors had just opened and they both

    scurried in to get a chair in the front.

    Minutes later he died in this very chair.

    He had just eaten a piece of bread and

    taken a sip of the coffee they had brought

    with them, before he slowly slumped down

    next to her.

    His wife called out to him in vain.

    White foamappeared aroundhismouth,

    but he was dead, says Davis.

    According to her, her brother was a first-

    time pension applicant.

    Everybody in the area visits this office

    to apply for government grants and the

    lines are unbelievably long. It is always

    jam-packed and often scores of people are

    sent home when the day comes to an end

    before they can reach the front of the line.

    There is not enough staff to help every-

    body.Davis believes this iswhatprompted

    the elderly couple to spend the night out-

    side the office.

    He was declared dead when Kraaifontein

    police arrived at the Youth Centre.

    When I got there later that morning, the

    hall was still crowded. My brothers body

    was carried to the adjacent kitchen where

    it was neatly covered with a sheet.

    According to his wife he made no com-

    plaints of pain or discomfort during the

    night. It came as such a shock to her and

    she is devastated.

    A post mortem was performed, of which

    the family is awaiting the results.

    Ward councillor Grant Twigg was in-

    formed of the incident shortly afterwards.

    People come as early as possible to be

    helped and the problem persists from week

    to week. Something will have to be done,

    he said.

    According to Shivani Wahab, spokesper-

    son for Sassa in the Western Cape region

    this service point, which is linked to the

    Eerste River office, is opened once a week

    where approximately 200 clients are

    served.

    There is oftenahigh influxof clients and

    in turn, a high demand for services at this

    point. All screening and applications for so-

    cial grants are done in line with the Sassa

    standardised business processes, meaning

    a one day turnaround, she said in a state-

    ment to TygerBurger on Monday.

    All clients who access Sassa contact

    points for services are assisted on the day

    and it is not necessary for any client to have

    to sleep over at any Sassa contact point in

    order to access services.

    It is unfortunate that the client passed

    away at the service point last week and our

    condolences go out to the family of the de-

    ceased.

    According to the clients spouse, he was

    unwell during the course of the week.

    Clients who are unwell need not access

    a Sassa contact point for services. A home

    visit canbe scheduledat thenearest contact

    point, where Sassa will ensure that the re-

    quest for thehomevisit is honoured and the

    social grant application can be conducted

    at the clients home.

    pate in theWeifang andBeijing kite festi-

    vals.

    On Monday they were officially sent

    off by the Department of Cultural Affairs

    and Sport (DCAS), along with CapeMen-

    tal Health.

    DCAS has an on-going partnership

    with the ShandongSportsBureau inChi-

    na. Through this partnership, local ath-

    letes are given the opportunity to partici-

    pate in sporting events in China, while

    theWestern Cape also hosts Chinese ath-

    letes, explains Ingrid Daniels, director

    of Cape Mental Health.

    Cape Mental Health are the official or-

    ganisers of the annual Cape Town Inter-

    nationalKite Festival, whereAshley and

    SarahMariahave been actively involved

    for a number of years.

    Our kiting advisors will show the

    world how we use the symbol of the kite

    as a message of hope for people with in-

    tellectual and psychiatric disabilities,

    she says, adding the Cape Town Interna-

    tional Kite Festival has become the big-

    gest mental health awareness event in

    South Africa and has been raising funds

    and awareness for more than two dec-

    ades. It is Africas biggest kite festival.

    ter of cultural affairs and sport, says her

    department is committed to supporting

    local athletes.

    In conjunction with Synchronize Systems,

    the Daniel and Friends Fund recently host-

    ed its annual CPR course at the Alta du Toit

    School for learningdisabilities inKuilsRiv-

    er.

    Synchronize Systems provides occupa-

    tional health and safety training courses to

    companies and families in Cape Town.

    Trainer Michelle Phillips showed no

    mercy, and every participant had to earn

    their certificate, by practising on the differ-

    ent sized dummies provided, ranging from

    babies, children to adults. She emphasised

    how important it is to know the emergency

    number of the different ambulance services

    byheart, saysKateLaurie fromDaniel and

    Friends.

    The morning was attended by private in-

    dividuals and groups from schools and

    crches, along with parents involved with

    Daniel and Friends.

    As these parents all have special needs

    children, most with rare medical condi-

    tions, the CPR course proved to be of utter-

    most importance to them. You can never

    say it cannot happen to you.

    Strange objectmystifies resident

    s it a plane, is it ameteor or is it a satellite?

    Or could it perhaps be the International

    Space Station (ISS)?

    Brackenfell resident Martin du Toit was

    mystified by the strange light he spotted in

    the night sky last Friday.

    It was late night, possible 23:00, when I

    looked out my window, which has a pano-

    ramic view on Table Mountain. We spotted

    a light travelling pretty fast and very high

    up in the night sky. It was too high to be a

    Boeing and it travelled from east to west

    across the sky, he says.

    The object, says Du Toit, resembled a sil-

    ver marble ghoen, but appeared to flicker

    different colours.

    He grabbed his camera with a 42 optical

    zoom lens and captured the image.

    Zooming inyoucould clearly see themar-

    ble ghoen form but on the photo a darker

    spot appears in the middle and a green line

    on the edge, he says.

    It did not appear to be a normal satellite

    as it wasnt flying dead straight, but rather

    with a sudden sharp turn to the left and then

    right again.

    Green fringe

    Physicist and astro-photographer Dr Bru-

    no Letarte took a look at the photos and

    made an educated guess.

    The photos are very out of focus with a

    long exposure (one second), but looking at

    the first image it could verywell be the inter-

    national space station, he told TygerBur-

    ger.

    The first image he says is in focus, unlike

    the second one that is clearly out of focus

    making it impossible to speculate.

    The green fringe on the edge of the topic

    indicates chromatic aberration, which is

    typical of an out of focus image of a light

    source, he says.

    According to information obtained from

    theNasawebsite, the space station looks like

    an aeroplane or a very bright star moving

    across the sky, except it doesnt have flash-

    ing lights or changes direction. It will also

    bemoving considerably faster than a typical

    aeroplane and is so bright it can also be seen

    from the centre of a city. Then, just as sud-

    denly as it appeared, it disappears.

    The ISS circles the Earth every 90 min-

    utes. It travels at about 28 000 kilometres per

    hour, which gives the crew 16 sunrises and

    sunsets every day. In themore than 15 years

    that people have been living on board, the

    station has circumnavigated the Earth tens

    of thousands of times.

    Reflecting the light of the sun

    According toNasa, all sightingswill occur

    within a few hours before or after sunrise

    or sunset. This is the optimumviewing peri-

    od as the sun reflects off the space station

    and contrasts against the darker sky.

    The space station is visible because it re-

    flects the light of the sun the same reason

    we can see the moon. However, unlike the

    moon, the space station isnt bright enough

    to see during the day... as such, it can range

    from one sighting opportunity a month to

    several a week, since it has to be both dark

    where you are, and the space station has to

    happen to be going overhead, says Nasa.

    Viewing opportunities in Cape Town are

    possible from now until 21 April.

    Two full-time arts and craft traders are

    sought for a new economic development

    project, launchedby theCity ofCapeTown.

    Brackenfell and Kraaifontein ward

    councillor Carin Brynard last year estab-

    lished a formal crafters market whereby

    three entrepreneurs were given the oppor-

    tunity to trade on a permanent basis.

    Two trading premises are still availa-

    ble, as one stall has already been allocated

    to a trader who trades in beautiful baby

    bedroom bedding and accessories, she

    told TygerBurger last week.

    The kiosks are on the corner of Paradys

    Street and Old Paarl Road in Brackenfell.

    Only high-end art, craft, specialised

    clothing or unique packaged or bottled

    foods will be considered, she adds.

    Rental will be minimal and very afforda-

    ble in order to ensure feasibility of the new

    market and to assist traders inminimising

    risk and overheads.

    My vision is to grow the market in the

    future, but it needs to be done in phases be-

    cause of budget limitations. In the mean-

    time, three people will at least have the op-

    portunity to trade and earn a living. It is

    my intention to establish something simi-

    lar to the permanent market in Hermanus.

    It is important for traders to sell the right

    product to not only ensure their own suc-

    cess, but also that of the market, she says.

    A Saturday market for crafters is also in

    the pipeline for the same area and will be

    showcased in near proximity of the perma-

    nent traders. Another opportunity that is

    available is that of an organiser of the in-

    formal trading market.

    Council will make the space available

    at no cost and the income derived out of

    space sales will be that of the organiser.

    Anyone interested in either these oppor-

    tunities is invited to apply to the Koeberg

    Subcouncil.

    Blind capable of taking the lead

    orrest Gump had it wrong. Life is not

    a box of chocolates, its a kaleidoscope.

    With the flip of a wrist realities are

    shredded and the world takes on a totally

    new shape.

    Fitting words to depict the experience of

    the blind; spoken by executive head Freddie

    Botha last Wednesday evening when the In-

    stitute of the Blind celebrated its 135-year

    history.

    To mark the occasion the institute, for the

    first time ever, changed its name. It will now

    be known as Kaleidoscope, changing its fo-

    cus to being a commercially viable entity,

    with a rousing pay-off line: Let the blind

    lead.

    This, according to Hein Wagner, Kaleido-

    scopes brand ambassador, places the focus

    onvisually impaired persons as complete citi-

    zens in the community capable of taking the

    lead in society.

    Dinner to mimic blindness

    The point was powerfully illustrated with

    a Dinner in the Dark event, unlike any this

    journalist has ever seen.

    The windowless dining hall at Langver-

    wacht Wine Estate in Kuils River was pitch

    black, entered into through a heavily draped

    black tunnel to eliminate every point of light

    and shade. This attempted to mimic complete

    blindness and organisers made very sure

    they missed nothing when cellphones,

    cameras and anything that could possibly

    provide light were confiscated at the door

    in a somewhat fascist manner.

    Wagner, who has been blind since birth,

    explained total blindness as not only the

    absence of light, but also a complete loss of

    depth perception, the ability to determine

    distances between objects and see the

    world in three dimensions, with no option

    of reprieve.

    If this was not immediately understood

    by diners when they entered the hall, it

    soon became very clear. A menacing noth-

    ingness pitch black, heavy and flat

    wrapped up your entire consciousness to

    threaten your very existence.

    For some, strangely thiswas a cue to give

    way to their inner boisterousness, whereas

    for most, I imagine, the darkness was op-

    pressive.

    It is hard to say exactly when ones other

    senses kick in, but mercifully they do, and

    when this happens you can somewhat re-

    late to Wagner when he says welcome to

    the magical world of the blind.

    Wagner, despite his blindness, has many

    accomplishments to his name and lives by

    the motto that Impossible is Nothing.

    He ran the Antarctica, Two Oceans and

    New York marathons, completed several

    Cape Town Cycle Tours, tackled the white

    waters of the Zambezi River, not to men-

    tion climbing the ten highest mountains in

    the Western Cape. He was the perfect host

    in a most bizarre setting sighted people

    having fun at being blind.

    Diners enthusiastically piped out at how

    magnificent it was to actually smell the in-

    gredients in the salads they were eating, as

    if feta cheese suddenly tasted better sar-

    donic, but true.

    A crew of blind and partially blind wait-

    ronswereouronly salvationand in thepro-

    verbial land of the blind, Erasmus' one-

    eyed man was truly king.

    These waitrons expertly guided every

    lost soul to their exact seats at the tables,

    to the restrooms when needed, passed the

    wine, found the cutlery and served a plated

    three course meal. Astonishing.

    Blind people in themodernworld are of-

    ten unseen; invisible to a sighted society,

    and we want to change that because the

    blind have such unlimited potential and so

    much to offer to the world, said Botha.

    Human awareness can be likened to a ka-

    leidoscope and we know that with a simple

    twist of perception so much can be re-

    vealed. This is what has led us to the new

    name for the refreshed, revived Institute

    for the Blind.

    The institute presently receives only

    15% of government aid and is therefore

    solely responsible for the generation of

    85% of the total operational expenses.

    It is therefore important that we should

    strive to become more self-sustainable to

    ensure a future for our persons who are vi-

    sually impaired, Wagner explains.

    He says the institute is settingupsustaina-

    ble partnerships with local and internation-

    al business entities to strengthen the brand

    and grow its product offering.

    97% of visually impaired unemployed

    Wagner says the name change reflects an

    international character and opens doors to

    new opportunities, projects and funding.

    A few of our goals include the develop-

    ment of a one-stop resource centre for blind

    and deaf-blind persons at our information

    centre, the establishment of a modern tech-

    nology training centre at our adult career

    development department, the marketing of

    the institute as one of the best tourist attrac-

    tions in South Africa, and to establish more

    viable partnerships with the corporate sec-

    tor and businesses as well as to enhance ex-

    isting partnerships.

    Employment is one of the biggest challen-

    ges the blind face in South Africa this is

    evident in light of the fact that 97% of the

    visually impaired are unemployed.

    It is also our goal to create more opportu-

    nities for job placement of visually impaired

    persons in the open labourmarket, he adds.

    Public ignorance and societys general

    lack of knowledge of the blind, expensive as-

    sistive devices and training, inaccessibility,

    school training and provision of Braille text

    books are othermajor challenges the institu-

    tion faces.

    Peadar Hegarty, whoworks with the team

    as a strategic advisor, says that thenewposi-

    tioning will help Kaleidoscope change how

    the world sees the blind.

    Kaleidoscope projects inspiration, ema-

    nating from this wonderful community of

    blind and deaf blind persons who, far from

    seeing themselves as disabled, actually live

    their lives as people of unimaginable abili-

    ty.

    The Miggie Challenge will once

    again take place on Wednesday 27

    April at the Paarl dam to raise funds

    and awareness for cystic fibrosis and

    organ donation.

    This family event with the only

    rule that youmusthave fun, is hosted

    by the Cape Town Angling Club

    (CTAC), of which 85% of itsmembers

    are based in the northern suburbs.

    The Miggie Challenge was started

    in 2014 as a fun event to celebrate the

    21st birthdayof Stefan MiggieKing

    fromBrackenfell, a well loved angler

    in the fishing world who suffered

    from cystic fibrosis.

    He passed away just two months

    after the Miggie Challenge was

    founded.

    CTAC has since made the compe-

    tition an annual event to honour the

    life and positive spirit of Stefan,

    says Miggies father, Malcolm King,

    who is also the chairperson of the

    CTAC.

    This year the funds raised are in

    aid of Damian Wolf (19) from Fish

    Hoek, who was diagnosed at the age

    of 13 with cystic fibrosis and an adre-

    nal tumour.

    Cystic fibrosis is a life-threaten-

    ing genetic disease that causes per-

    sistent lung infections and progres-

    sively limits the ability to breathe. In

    the lungs, the mucus clogs the air-

    ways and traps bacteria leading to in-

    fections, extensive lung damage and

    eventually, respiratory failure. In

    the pancreas, themucus prevents the

    release of digestive enzymes that al-

    low the body to break down food and

    absorb vital nutrients. There is cur-

    rently no cure for cystic fibrosis,

    says King.

    Cystic fibrosis patients have a

    short life expectancy with many pro-

    longed stays inhospitalmaking them

    put their life on hold.

    With the Miggie Challenge we

    aim to give a beneficiary the funds

    that could help them make at least

    one of their dreams come true, King

    says.

    Challenge to honour Brackenfell angler

    ollowing the hijacking

    of a cigarette delivery

    vehicle in Brackenfell

    on Thursday morning, a 20-

    year-old man was arrested.

    According to information

    provided toTygerBurger, the

    vehicle was making deliver-

    ies at Fairbridge Shopping

    Centre when the hijackers

    struck.

    A gold colour Honda Bal-

    lade with four unidentified

    armed suspects suddenly

    stopped next to the vehicle.

    Two of the suspects got out,

    one pointing a firearm at the

    driver. They bundled him in-

    to the back of the delivery ve-

    hicle and drove off, a police

    spokesperson said.

    They then stopped after a

    short distance alongWilliam

    Isuzu LDV, Toyota Camry

    and the gold Honda, occu-

    pied by an unknown number

    of suspects, surrounded the

    vehicle.

    They emptied the delivery

    vehicle of its contents being

    an undisclosed amount of

    cigarettes. The suspects fled

    the scene leaving behind the

    driver and his vehicle.

    He managed to flag down

    help from a private security

    vehicle in the vicinity of the

    mall, who patrolled the area

    in search of the suspects.

    The Isuzu was spotted

    and chaseddownby the secu-

    rity vehicle, leading to the

    apprehension of one sus-

    pect, said police.

    According to eye-witness

    reports the occupant jumped

    out of the moving vehicle

    and ran in the direction of

    Ferndale, while the vehicle

    crashed into the middle isle

    in Old Paarl Road.

    A security guard fired one

    shot in the direction of the

    suspect.

    The Brackenfell police

    could not be reached to con-

    firm this information.

    The other suspects man-

    aged to get away on foot, but

    several boxes of cigarettes

    were recovered.

    The suspect will appear in

    the Kuils River Magistrates

    Court in due time facing

    charges relating to hijack-

    ing.

    It annoys me as an animal

    lover that when the circus

    comes to town, the very next

    day one receives in the post

    box a letter from some organi-

    sation condemning them for

    using animals in their shows.

    The circus has on average ten

    wild animals which cannot be

    rehabilitated in the wild

    anyway.

    We have in our area an

    organisation called the Karoo

    Animal Protection Society who

    is desperately looking for help

    to rescue thousands of dogs,

    cats, etc. in the rural commu-

    nities of SA and do so on a

    volunteer basis. All monies,

    time etc. go to the animals.

    Maybe the municipality

    should consider a license fee

    for non-spayed bitches only,

    that would encourage owners

    to do the right thing. The

    funds collected should be

    directed to the various animal

    welfare organisations. This

    may reduce the unwanted

    animal population and the

    need to exterminate so many of

    mans best friends.

    kan maak, reken ek dat mense ouer as 35

    of 40 nog goeie maniere geleer is, maar

    die jongklomp sukkel daarmee. Ek s

    glad nie dat alle ouer mense goeie

    maniere het of alle jongmense slegte

    maniere het nie, maar dit lyk of goeie

    maniere nie noodwendig meer aan die

    orde van die dag is nie.

    Goeie maniere beteken nie net om

    asseblief en dankie te s nie dit is veel

    meer. Goeie maniere beteken ook om

    bedagsaam en galant te wees; om mense

    met respek en

    hoflikheid te

    hanteer en om te

    verseker dat mense

    gemaklik voel in n

    verskeidenheid van

    situasies.

    Dit beteken onder

    meer om jou

    kollegas te groet

    wanneer jy by die

    werk opdaag en

    wanneer jy weer

    die pad vat, en om

    jou base (maar ook

    jou Klase) te

    respekteer. Mense

    met goeie maniere gooi ook nie n

    telefoon in die ander persoon se oor neer

    nie, al is jy hoe kwaad. Mense met goeie

    maniere skree ook nie op ander mense

    nie. Dit beteken ook dat jy nie met kos in

    jou mond praat nie (al sien jy dit op TV)

    en dat jy jou selfoon wegpak wanneer jy

    n ete-afspraak bywoon of gaan fliek.

    Mense van n ander kultuur of geloof

    (veral kollegas) waardeer dit baie wan-

    neer jy hul geloof en kultuur respekteer

    by die werk en dit wys dat jy goeie

    maniere het. Iets wat sosiaal aanvaarbaar

    is by n braai saam met vriende n die

    rugby, is nie noodwendig sosiaal aanvaar-

    baar by die werk se jaarafsluiting nie.

    Goeie maniere is ook om nie die

    middelvinger te wys vir die motoris wat

    voor jou insny nie en ook om nie daardie

    motoris te wees nie. Dit beteken ook om

    te stop by n stopteken en nie te jaag

    wanneer die verkeerslig na oranje toe

    oorslaan nie. Goeie maniere sal jou ver

    neem; en dit beteken ook dat jy nie

    mense laat wag nie, al is niemand n

    The City of Cape Towns rates estimator,

    which is available on its valuations web-

    site, is now available to residents to calcu-

    late their rates.

    This is to help property owners to assess

    the proposed change on the rates portion

    of theirmunicipal bill as part of the general

    valuation process for 2015, the City says.

    The City recently tabled its draft budget

    for the 2016/2017 financial year.

    This year however, due to the latest gen-

    eral valuation, the proposed cent-in-the-

    randonwhich theproposed rates increases

    are calculated, has also been tabled.

    The City is now proposing that the cent-

    in-the-rand reduces by 7% for residential

    properties.

    This is largely due to the total value of

    the latest general valuation that has gone

    up significantly, City bosses explain.

    Although there is still a valuation objec-

    tion process under way and the final value

    could be somewhat lower, on the residen-

    tial side we have essentially seen a growth

    of approximately 18% since the last valua-

    tion in 2012, says deputy mayor Ian Neil-

    son.

    In addition, the Citys latest general val-

    uation shows that the total valuation of all

    rateable properties has increased from

    R911 billion in 2012, to R1156 billion in 2015,

    which is an important reason for the de-

    crease in the rate-in-the-rand or the rates

    portion of a municipal bill.

    He says the City sets a budget that is

    needed from rates income for essential ser-

    vices such as fire and disaster risk servi-

    ces, street lights and traffic lights which

    benefit all residents but which do not gen-

    erate an income.

    The total value of all properties within

    the municipal boundary, according to the

    valuation roll, is then used to calculate

    what portion of a cent out of the rand value

    of the property is needed to achieve the set

    budget needed from the rates income. If

    property values increase, the cent tariff

    will decrease, says Neilson.

    He adds that property valuations are

    therefore not done to chase a surplus or to

    make money out of ratepayers.

    The budget needed for these municipal

    services is carefully calculated and proper-

    ty rates contribute to this budget, Neilson

    says.

    The objection process for the latest gen-

    eral valuation is still under way and if a

    property owner disputes the valuation of

    their property, a well motivated objection

    may be submitted to the City valuer by no

    later than 29 April. In this objection, the

    property ownermust showwhy themarket

    valuation is incorrect.

    Track Five to

    launch fifth CD

    ive-voice vocal group Track Five is set

    to treat audiences to an evening of jazz

    when they launch their fifth CD, Love

    youMadly, at theDrostdyTheatre in Stellen-

    bosch on Saturday.

    One of these voices is baritone singer, di-

    rector, composer and arranger Gavin Ful-

    lard, from Durbanville.

    Growing up in Stutterheim in the Eastern

    Cape, Fullard spent his evenings listening to

    the sounds of Big Bands like the Glenn Mil-

    ler orchestra, drifting from the old record

    player on the verandah of his family home.

    This music, together with the influence of

    his sisters both pianists would be the cat-

    alyst to a career in the music industry that

    has spanned four decades.

    Today the 83-year-old Fullard spends his

    days writing arrangements to mesmerise

    and delight audiences, he says for his vo-

    cal group Track Five.

    The group, which was established in 1995,

    will be joined by the RamonAlexander Trio,

    Saxit and Engela Fullard on flutes when

    they introduce their new release on Satur-

    day 16 April.

    Our latest CD has a diverse range of mu-

    sical content and features tracks such as the

    10-voice combination of Track Five and Ar-

    thur Pietersens A5 vocal group. It also in-

    cludes a few classical sounds,with two origi-

    nal compositions, a couple of Afrikaans

    songs and several well-loved jazz classics,

    explains Fullard.

    While Fullard may be the only member

    left of the original Track Five group, he has

    been performing with fellowmembers Mon-

    ique Hellenberg, Michelle van Zyl and Ar-

    thur Pietersen for several years, with Am-

    ber Kruger recently joining the group.

    While most vocal groups undergo

    changes in personnel, the character of the

    music defining each group prevails, he

    says, recalling the various singers he has

    performed with in the past.

    Many former members of Track Five

    have gone on to pursue solo careers.

    Over the years, Track Fives repertoire

    has includedwell-known jazz and contempo-

    rary songs and romantic ballads and, says

    Fullard, is influenced by the sounds of great

    vocal groups like Four Freshmen, Manhat-

    tan Transfer, Take 6, New York Voices, the

    Real Group and Accent.

    Before becoming a full-time musician,

    Fullard travelled and taught overseas and

    formed and performed with a vocal quartet

    in the UK and a double mixed quartet of 15-

    year-olds in Utah in the USA. After nearly

    38 years of teaching mathematics and sci-

    ence at high school, Fullard started his first

    vocal group, Tangerine, in 1975.

    In 1976 Tangerine performed in the Ste-

    phan Grappelli show with Gerry Bosman of

    the famous Gerry Bosman Big Band.

    Today Track Five has five albums under

    their belt and has performed at various ve-

    nues in and around Cape Town, including

    Oude Libertas in Stellenbosch, the Nassau

    Centre inNewlands, the Cape Town Interna-

    tional Convention Centre, and have sung

    with the JonnyCooperOrchestra for several

    years.

    Recently they were invited for a private

    performance at a 40th birthday party of a

    family member of Craig Hinds, leader of the

    popular South African pop rock band, Wa-

    tershed, where they also had the privilege

    of performing a special song with the band.

    Track Fives future looks really bright

    and promising. We recently won the vocal

    group category of the Talent Africa regional

    (Western Cape) competition and look for-

    ward to thenational finals at the end ofApril

    here inCapeTown.With ourmore diversify-

    ing repertoire, collaborations and experi-

    ence, we are also now focusing on corporate

    function performances as well as private

    functions and fundraisers.
