As of Friday 1 July, Major-General Mpu- melelo Manci, previously the provincial head for Visible Policing in the Western Cape, is the newly appointed cluster com- mander of the Tygerberg police cluster with its seven police stations in Bellville, Brack- enfell, Bothasig, Durbanville, Goodwood, Kraaifontein and Parow. “A high priority on the list of actions is the identifying of crime groups, their arrests and to achieve successful convictions,” he said in an interview with TygerBurger dur- ing a walkabout in Wallacedene township last week. Wallacedene was identified as a crime hot- spot in the cluster from where many crime plans are hatched. “We all know this region in Kraaifontein to be a core area criminals operate from, and that’s why I am here. The police need to infil- trate this community and build relation- ships with its residents. We have to work smart and with the trust and cooperation of the community we can dramatically reduce activity in the hotspot,” he says. In the coming weeks Manci will establish a special provincial task team to stabilise the area. “We will start by identifying crime group- ings, profiling them and dealing with the kingpins. Increased operations, visibility and undercover operations will specifically be aimed at disrupting their activities and not allowing them the space to operate,” he explains. “Criminals, and in particular house and car robbers, will be meticulously linked to all outstanding cases and we will focus on convicting them once and for all.” V To page 2.

He is currently meeting with the manage-

ment teams and detective branches at all

the police stations in the cluster.

I need to familiarise myself with all the

stations to determine the needs on ground

level where service delivery takes place,

    he says.

The welfare and safety of police officers

is another urgent priority as are continued

efforts to build partnership with other de-

    partments, NGOs and community struc-

    tures.

In this respect, social crime drives are al-

    ready in planning.

In partnership with the various commu-

    nity police forums and neighbourhood

watches, wewill work together to stamp out

crime in the Tygerberg policing precinct.

Our mission is to create a safe and secure

environment where citizens feel and are

    safe, he promises.

    Major-GeneralManci joined theSouthAf-

rican Police Service on 17 October 1987 and

    completed his training in Hammanskraal.

His first post was as a Constable at Langa

in 1988 and while here he was promoted to

Warrant Officer and worked as a shift com-

mander in charge of all reliefs at the station.

During 2001 Manci was promoted to the

rank of Captain at the Langa Police Station.

After several promotions, he became dep-

uty area commissioner at West Metropole

as a director in charge of crime prevention

    and crime combatting operations.

He was also the deputy area commission-

er for the Boland area, zone commander of

Nyanga and Delft, station commander of

Nyanga and cluster commander for the

    Overberg cluster.

This office will exact all its efforts to en-

sure that the above objectives are met, he

    concludes.

This is our purpose and together we will

    achieve it.

Arnold de Villiers van Durbanville is am-

per verlede week so ingedoen. Die man het

my vrou verlede Donderdag gebel en gevra

om met ons huishulp te praat. Hy het aan

my vrou ges hy is haar broer, vertel De

Villiers.

Sohethyalhaarbeson-

    derhede gekry, verduidelik hy.

    Dievolgendeoggendhet dieselfdemandie

huishulp vroeg op haar selfoon geskakel,

    foondiensverskaffer skakel. Sy moes glo

dadelik haar foon afskakel vir die volgende

paar uur omdat die netwerk probleme gee.

Daarna het hy my vrou geskakel en weer

    voorgegee hy is haar broer.

dit ontstellende nuus vir my vrou. Maar

eers toe sy hom vra hoekom hy so haastig

ges hy sal haar terugbel. Toe hy n paarmi-

nute later terugskakel, het ek die foon be-

antwoord. Ek hetmymedelye gedeel en aan

hom ges ons sal hom terugskakel.

Hy was weer eens baie ontstig en wou by

De Villiers weet of hy hulle gaan help of

daar. Toe De Villiers die saak by die Dur-

banville-polisie wou aanmeld is hy ingelig

my by die polisiekantoor was, het R5 000

    oorbetaal aan n Vuyo in n e-beursie-reke-

    ning.Die selfoonnommers vanwaar Vuyo

geskakel het, het ook ooreengekom. Dit was

    063 784 7274 en 073 461 2586. Gelukkig het

ek nie n verlies gely nie, s hy.

He is currently meeting with the manage-

ment teams and detective branches at all

the police stations in the cluster.

I need to familiarise myself with all the

stations to determine the needs on ground

level where service delivery takes place,

    he says.

The welfare and safety of police officers

is another urgent priority as are continued

efforts to build partnership with other de-

    partments, NGOs and community struc-

    tures.

In this respect, social crime drives are al-

    ready in planning.

In partnership with the various commu-

    nity police forums and neighbourhood

watches, wewill work together to stamp out

crime in the Tygerberg policing precinct.

Our mission is to create a safe and secure

environment where citizens feel and are

    safe, he promises.

    Major-GeneralManci joined theSouthAf-

His first post was as a Constable at Langa

in 1988 and while here he was promoted to

Warrant Officer and worked as a shift com-

mander in charge of all reliefs at the station.

During 2001 Manci was promoted to the

rank of Captain at the Langa Police Station.

After several promotions, he became dep-

as a director in charge of crime prevention

    and crime combatting operations.

He was also the deputy area commission-

Nyanga and cluster commander for the

    Overberg cluster.

This office will exact all its efforts to en-

This is our purpose and together we will

    achieve it.

Arnold de Villiers van Durbanville is am-

my vrou verlede Donderdag gebel en gevra

om met ons huishulp te praat. Hy het aan

my vrou ges hy is haar broer, vertel De

Villiers.

Sohethyalhaarbeson-

dadelik haar foon afskakel vir die volgende

paar uur omdat die netwerk probleme gee.

Daarna het hy my vrou geskakel en weer

    voorgegee hy is haar broer.

dit ontstellende nuus vir my vrou. Maar

eers toe sy hom vra hoekom hy so haastig

ges hy sal haar terugbel. Toe hy n paarmi-

nute later terugskakel, het ek die foon be-

antwoord. Ek hetmymedelye gedeel en aan

hom ges ons sal hom terugskakel.

Hy was weer eens baie ontstig en wou by

De Villiers weet of hy hulle gaan help of

daar. Toe De Villiers die saak by die Dur-

banville-polisie wou aanmeld is hy ingelig

my by die polisiekantoor was, het R5 000

    oorbetaal aan n Vuyo in n e-beursie-reke-

geskakel het, het ook ooreengekom. Dit was

ek nie n verlies gely nie, s hy.

fter almost seven years an empty and

    unfinished development in Protea

Heights is still causing headaches for

    surrounding residents.

According to these residents, who are

now demanding a meeting with local au-

thorities, the half-built block of flats on the

corner of Dennegeur and Buitekant streets

is an eyesore that negatively affects their

    property values.

But what gripes resident Jan Breedt even

more is the fact that the City of Cape Town

has not responded to their recent requests

    for a meeting.

    Iwrote several letters requesting ameet-

ing but have heard nothing back. For some

    reason building suddenly stopped about

four or five years ago, he says.

    Threeyears agoBreedthad toupgradehis

security systems after the building became

a hide-away for vagrants, criminals and

beggars in the area. During that time he suf-

fered theft from his property and numerous

attempts were made to burgle his house

while the family was asleep at night.

    The police removed various unwanted

people and even dangerous weapons from

    this area, Breedt says.

After these complaints surfaced in 2013,

the owner of the property, Carl Gous, built

a newparameterwall to secure the property

and placed a permanent guard on site. This

followed after the City started court pro-

ceedings against Gous, which were halted

after building work on the new wall re-

sumed. CherylWalters, director of the plan-

ning and building department, told Tyger-

Burger the owner planned to complete the

building before the end of that year.

It is now another three years later and

still the building just stands, says a very

frustrated Breedt, who concedes that al-

though the arrangements made in 2013 ad-

dressed the immediate safety issues, the

    building remains a problem.

    The security guard that latermovedonto

the premises lives there without any servi-

ces, electricity or hot water and his wife re-

cently had to give birth there. It must be

horrible for them and I have on occasion

helped them with hot water to bathe the lit-

tle baby, says Breedt, who lives across the

street. The fact of the matter is, this build-

ing cannot stand incomplete like this for an

undetermined period. Nobody in the area

will be able to put their houses on the mar-

ket, should theywish to, as longas thebuild-

    ing remains unfinished, he says.

Breedt says it is up to the City to resolve

    the problem.

    Weas residents pleadedwith themunici-

pality not to approve the development, but

all in vain. We were later informed that the

    province approved the development and

now all these years later it has become our

    problem. Government approved the devel-

opment andmust now see that it is complet-

    ed.

Gous told TygerBurger that he operates

within the boundaries of the law.

I see to it that the premises are kept neat

and safe. There is no other law that forces

me to do anything else but keep the place

    clean and safe, he says.

    Gous could not provideTygerBurgerwith

a date of completion, but denies that funds

have dried up, as residents believe.

Off course there are plans in place to

complete the building in due time, but I can-

not give you a specific date at this stage. I

am a reasonable man and any of these resi-

dents can approach me if they want to dis-

cuss any problems about the property, he

    says.

TygerBurger is still awaiting a response

from the City of Cape Town.

    ike father, like son.

For Leonard Olivier (52) and his son,

Nicholas (23), these words were recent-

ly realised when Nicholas followed in his

dads footsteps by joining the City of Cape

    Towns Traffic Services.

Nicholas, a Kuils River resident, made

his father exceptionally proud by stepping

out in the recognisable light and dark blue

uniform after graduating from the Gene

Louw Traffic College in Brackenfell last

    Wednesday.

Just like his father, who is a provincial

traffic inspector at the regional office in

    Brackenfell,Nicholas dreamedof becoming

    a traffic officer one day.

My father inspired me to become a traf-

fic officer. I grew up seeing him in the blue

uniform and the respect with which he

dealt with road users, and I thought I want-

    ed to be like him.

    He always spoke passionately about

road safety and traffic law enforcement and

today I still lookup tohimwith that admira-

    tion, Nicholas says.

Leonard is proud of his sons achieve-

    ments.

It wasnt an easy journey for Nicholas.

He was turned down three times, but I told

    him not to give up.

I could see in his eyes that he wanted to

become a traffic officer. I am confident that

he will grow and succeed in this role and

become an officer we all can be proud of,

    he says.

Over the last year, Nicholas and 49 other

    course participants received training ac-

credited by the Safety and Security Sector

    Education and Training Authority which

includes instruction in the Road Traffic

    Management Corporation guidelines on

    road traffic law enforcement.

    Henowholds the 12-monthFurtherEdu-

cation and Training Certificate: Road Traf-

fic Law Enforcement, which qualifies him

to become a traffic officer and act in that

capacity to make our roads safer, says By-

ron la Hoe, spokesperson for the depart-

ment of transport and public works.

    LaHoe saysall theparticipantshave com-

    pleted firearm competency training, driver

    training (including articulated motor vehi-

cle andmotorcycle training), first aid train-

ing and training in fighting fires.

Nicholas reported for duty at the Caledon

traffic centre on Monday and says he looks

    forward working at the centre.

Its an adaption to a new environment,

but I have my fathers support as well as

support from the rest of the family to keep

me focused and encourageme tomake a dif-

ference on our roads, he says.

nalists from the Western Cape to take part

in the recent national Applications Olym-

    piad.

Of the 10 983 who entered the Olympiad,

only ten finalists countrywide reached the

final round, which was held at Bergvliet

High in Cape Town during the winter

    school holiday.

Woodall did his school and province

proud by ending as a runner-up in the com-

    The Olympiad challenges participants

    touse commoncomputer applications such

as word processors, spreadsheets and data-

bases to solve a set of problems, explains

    convener Michael Cameron.

The final round included two one-hour

tests and a four-hour project on the theme

    of the Summer Olympic Games.

The project required them to prepare an

A3 info poster which the Olympic commit-

tee can use in schools to promote the Olym-

    pics, he says.

During the project they also had to teach

themselves a new skill that is not in the

    school curriculum.

For this they were given an eight-page

document headed How to create a pivot ta-

    ble and manipulate it.

Iwas amazed to seewhat computers can

do, Woodall commented after the project.

    At the awards dinner BarbaraMallinson

challenged the participants to see and

    chase opportunity.

he new manager at service organisa-

tion Mould Empower Serve (MES) in

    Bellville has personally witnessed

what difference the organisation can make

    in the lives of individuals.

    Lilly Franks started the new

    challenge on Monday 4 July.

    Before this, she worked at

MES in Kempton Park for six

    years.

I thank the Lord for the sol-

    id foundation that Ilse (Kemp)

has laid down and I realise

that these are big shoes to fill.

    Ilses passion and dedication

    will definitely leave a lasting

footprint in this city. I know

that the MES Cape Town staff

    and supporters will miss her

dearly, but we must now con-

    tinue to change more hearts.

    Together we can take this

branch of MES to the next lev-

    el, she says.

For as long as she can remember, she had

this longing to reach out to people living on

the streets. Because of this longing, she

started at MES Kempton Park and became

a staff member. It didnt take long to realise

she wanted to work with them, especially

after personallywitnessing the change in so

    many peoples lives.

My own heart has also been changed in

the process and it has been remarkable to

    personally witness hope being rekindled,

hunger pains stilled, the lonely befriended

and peoples lives changed for the better. It

was sad forme to leave the staff and support-

ers of the MES Kempton Park as my heart

has been deeply touched by many in the

community that has taken hands to care for

those that are in need, she adds.

She is aware of all thewonderful relation-

ships that have been built in the Cape Town

community and is looking forward to being

part of the positive change that is taking

place there. I trust that I have the necessa-

    ry strength, passion and pa-

tience that is needed, but I will

never cease to pray for wis-

dom and guidance. I have no

    doubt that the Lords goodness

    and faithfulness will be over

    the MES Cape Town branch,

    she says.

    Lilly studied BSC in micro-

    biology and biochemistry and

is adamant that she will make

time to go hiking in Cape

    Town to experience and ex-

    plorewhat nature has to offer

and to absorb the beauty of the

    Cape.

I first want to get familiar

    with all the programmes and

get to know the staff well. I

have no plans to change anything in the

branch for the remainderof theyear. I think

itwill be good to first get a clearunderstand-

ing of how things are operating before I look

at changing or improving anything in the

    branch.

The people working at MES inspired me

to change. The values of the organisation,

commitment and passion for the poor

    touched me deeply, says Lilly.

I have this strong desire to be of service

to others and in the process I discoveredmy

true calling in life.Mywork atMEShas giv-

en my life a new meaning and I am looking

forward to the new chapter in my life, she

    concludes.

I want to explore the use of rhythm

across a range of dance genres, pre-

senting a new generation of choreog-

raphers and the growing wealth of

    dance talent, explains Delia.

Hit me with a Hot Note is designed

to highlight the well-rounded and ver-

    satile disciplines the theatre college

    offers.

Paul Griffiths, partner of the col-

lege, says: The opportunity for young

artists to work in a professional thea-

    tre environment further enriches the

    practical training programme offered

by the college and deepens the under-

standing of the work they are training

    to do.

Some of the students performing in

Hit me with a Hot Note, such as third

year dance major Francois, have al-

    ready gained experience in previous

    Originally from Middelburg,

    Between his dance training and

She majors in dance and musical

theatre and has taken part in various

    performances including the Baxter

    dance talent, explains Delia.

Hit me with a Hot Note is designed

to highlight the well-rounded and ver-

    satile disciplines the theatre college

    offers.

Paul Griffiths, partner of the col-

lege, says: The opportunity for young

artists to work in a professional thea-

    tre environment further enriches the

    practical training programme offered

by the college and deepens the under-

standing of the work they are training

    to do.

Some of the students performing in

Hit me with a Hot Note, such as third

year dance major Francois, have al-

    ready gained experience in previous

    productions.

    Originally from Middelburg,

Francois has performed in Dance Me

your Move and Pirates of Penzance

    (2015).

studying to be a tap andmodern dance

teacher, Francois won the novice sec-

    tion of the choreographic competition

in 2015, while this year also saw him

take home the titles for best tap rou-

    tine and best male choreographer.

Performing Arts Studio, is a second

year student at the Waterfront Thea-

theatre and has taken part in various

    performances including the Baxter

Dance Festival in 2014 aswell as show-

    casing her own choreography.

In addition to highlighting the best

of the colleges dance faculty, Hit me

with a Hot Note is a fundraising event

    for the Waterfront Theatre Colleges

    bursary fund which helps support

    youngartistswhomaynot have the re-
