    Volgens lt. Wayne Theunis, polisie-

    motorhuis oopmaak. Toehydie deur

maklik sy gereedskap afstaan, het hy

    hom lelik misgis, s Theunis.

    toneel, volgens Theunis.

house break-in in progress in Murray

    Street, Goodwood.

On his arrival at the scene, Lesiea saw

the suspect runningwith a blue bag in his

hand. When the suspect saw Lesiea, he

dropped the bag and fled on foot, jumping

    fences.

Lesiea chased and arrested the suspect

a few houses away from the scene.

Back at the scene he found two laptops

    inside the blue bag.

The laptops were later identified by the

    owner as his property.

According to an eyewitness who called

the police, he saw how the suspect, wear-

ing rubber gloves, broke a window and

    entered the house.

    Goodwood police thanked the resident

who did not turn a blind eye to crime.

    Without his intervention the suspect

Vrou van Bothasig en n man van

Goodwood is in hegtenis geneem n

    vang.

Volgens lt.kol.

    Vergadering

    Jacobs.

my aandag te bring, s Jacobs.

    Volgens die ondersoekbeampte, kapt. Ne-

lis Franken, sal die aangeklaagde nie om

    borg aansoek doen nie.

    Misdaad

In Goodwood het n man, wat byna n slag-

offer van misdaad was, self n verdagte ge-

    skyn.

    Die 39-jarigemanhet verledeweekgeluide

    in syagterplaas gehoor, syvuurwapenuitge-

pluk en n skoot afgevuur.Hy is toe aangekla

weens die afvuur van n vuurwapen.

    Volgens lt. Wayne Theunis, polisiewoord-

voerder, moes die man net die klag aanvaar

het en in die hof verskyn het.

    Terwyl die ondersoekbeampte die man

ondervra het, het hy weggestap en R1 700 op

die lid se lessenaar gelos. Die lid het hom te-

ruggeroep, maar die man het net aangestap.

n Paar dae later is die man in hegtenis

geneem en weens bedrog aangekla. Hy het

drie verskillende stories vertel oor hoekom

daad. Die man het reeds weens bedrog in

    diehof verskyn,maarhetnognie gepleit nie.

    Water to costmore than electricity

    ESM ERASMUS

    @erasmusemse

    W

ater will become more expensive in

    the future, as more expensive

schemeswill be needed to supply ad-

    ditional water to Cape Town.

This was said by Paul Rhode of bulkwater

planning of the City of Cape Town at a dis-

cussion of water supply, which was recently

hosted by the Durbanville Community Fo-

rum andWard 21 of Subcouncil 7 (Koeberg).

The discussion was presented by Rhode

and Pierre Maritz, manager of water reticu-

    lation of the City.

Everyone is now very concerned about

water supply, with restrictions having been

    implemented. People suddenly realised they

can run out of water, Rhode said.

The City gets its water from the dams

around Cape Town. These dams are the

    Volvlei, Berg River and Theewaterskloof

dams, as well as Wemmershoek, Steenbras

Upper and Steenbras Lower dams, he ex-

    plained.

With the low rainfall over the past win-

ter, we have less water to use. Thus, water

    restrictions were implemented to ensure

that we will have sufficient water over the

coming two to three summers, Rhode said.

Since the year 2000, we realised we need-

ed to manage water demand, which weve

done in a number of ways. We have encour-

aged water conservation by, for example,

    recommending water wise gardening, in-

stalling water saving shower heads and du-

    al-flushing toilets.

We have also instituted pressure man-

agement to reduce the pressure on pipelines

    to reduce leaks.

We also focused on pipeline replacement

to prevent bursts and education at schools

on how to conserve water, he continued.

As a result of these efforts, in the last 10

years the per capita water use by Capetoni-

    ans has decreased.

    Weknowwecurrentlyhaveadrought sit-

uation. The rainfall during 2015 was among

the lowest in the 100 year rainfall record at

the Steenbras dam andwas also low atWem-

    mershoek dam, Rhode said.

TheVolvlei damwas only 50% full at the

end of the winter last year. In response, the

City minimised use from the Volvlei dam

afterwinter. Ifwe did not do this, some areas

in the surrounding Swartland area could be

running out ofwater beforewinter, he said.

Restrictions are our planned way to deal

with short term shortages caused by

    droughts. Elsewhere, new infrastructure

has sometimes been built in response to

droughts admittedly out of necessity, but

once weather patterns return to normal, the

additional infrastructure is not needed or

    used, he said.

According to Rhode it already looks like

residents are responding to water restric-

tions and that the City is using less water.

    Currently thewaterdemand is about 10%

lower than the same time last year.

Regarding the way forward, we will need

to build new water supply schemes and in-

frastructure when the capacity of the cur-

rent system is fully utilised. There are long

lead times needed for planning and con-

struction of new water supply infrastruc-

ture. We are looking 25 to 30 years ahead

with our planning for water infrastructure

supply, tomake surewe can build new infra-

    structure in time, he warned.

The national Department of Water and

Sanitation is proceedingwith the first phase

of augmenting the Volvlei dam. The City is

    currently conducting feasibility studies on

three other water supply options and will

    use the results of

    these studies to de-

    cide what future wa-

    ter supply infrastruc-

    ture will be built,

    Rhode said.

    The City is grow-

    ing rapidly inanorth-

    erly direction and

    that is where we will

    need additional wa-

    ter to supply the

    growing areas in

    Kraaifontein and

    Durbanville.

In the next six to eight years we will be

constructing the new bulk water augmenta-

tion scheme, which will supply water from

    the Theewaterskloof andBergRiver dams to

the City. This bulk water augmentation

    schemewill comprise anewwater treatment

    plant, bulk reservoirs andpipelines. Thewa-

ter treatment plant and a reservoir will be

    built in thevicinity ofMuldersvlei,while an-

other bulk reservoir will be built north of

    Durbanville, he said.

Pipelines will be built between the Berg

River dam and the new water treatment

plant, and from thewater treatment plant in-

to the bulk water distribution system sup-

plying water into the City. The total cost of

the scheme will be R1,7 billion.

Regarding climate change, we are not yet

seeing a significant change in long term

rainfall patterns in the catchment areas of

our dams, and it is difficult to say if the cur-

rent drought is linked to climate change.

    This is somethingwe arewatching carefully

    in our long term planning.

    Another pos-

    sibility in future,

    with growing

    water demand, is

    the increasing

    competition be-

    tween urban us-

    ers and agricul-

    tural use and dif-

    ferent urban

    centres for wa-

    ter. This will

    have to be care-

    fully managed to

    ensure both eco-

    nomic growth and food security.

In Cape Town we will face growing de-

mand into the future and will have to build

more expensive resources, which will also

contribute to water being more expensive.

Currently we pay more for electricity

than water, but that will change in future.

The City will not be able to provide water

    cheaply anymore.

    Desalination, in which reversed osmosis

is used to purify sea water, for instance, is

    very expensive, Rhode said.

A lot of our existing infrastructure is also

getting old. Some parts of our system are

more than 100 years old. Refurbishment and

maintenance will drive the price of water

    upwards, Rhode said.

    Weknowwe currently

    have a drought situa

    tion. The rainfall during

    2015was among the

    lowest in 100 year rain

    fall record at the

Tygerhof residents are reeling in shock after

brazen thieves allegedly stormed the home of

two elderly women and attacked one of them

    during a house robbery.

News of the incident quickly spread across

the quiet suburb on Friday. According to re-

ports, awheelie binwas used and robbers cut

the spikes on top of a boundary wall. Resi-

dents say the men were armed and entered

the home during the early hours on Friday

and allegedly assaulted one of the women

with the spikes before stealing various val-

    uables.

    Milnerton police confirmed the incident

but said one of the women was injured with

the spikes as she tried to pull one of the sus-

pects from the wall while he tried to escape.

    Police spokesperson Warrant Officer

    Daphne OReilly said electrical equipment

was taken, which included a television and

a laptop. In addition robbers made off with

jewellery, car keys and a wallet.

The suspects fled the scene in an old box

    shaped Toyota Corolla.

According to a message shared by resi-

dents, the womens dog was drugged but

OReilly said while the dog is alive, she can-

not confirm whether or not it was drugged

    as no tests were done.

She said there were three robbers and one

of the men had a firearm.

At this stage no suspects have been identi-

fied and no arrests have been made.

    O

ne of the suspects who robbed a man

stuck on Fransie van Zyl Drive on

    Sunday had been caught.

On Sunday night at about 22:30 the com-

plainant was driving in the vicinity of Bea-

convale when his vehicle broke down and

he tried to restart it without success. While

still trying to start the car he noticed three

    suspects walking in his direction.

    According to police spokesperson War-

rant Officer Wayne Theunis, all three sus-

pects got into his vehicle without permis-

sion. While one of them pulled out a fire-

arm and pointed it at him, the other two

robbed him of his property. They removed

his car radio, Blackberry cellphone, wallet

and ID card. They then left the victim in his

car. The victim sustained no injuries. Dur-

ing the initial investigation the victim

could not positively identify his robbers to

    the investigating officer, says Theunis.

The investigating officer assigned to this

armed robbery case is Detective Warrant

Officer Johan Baksteen Louw. He inter-

viewed the victim again and showed him

police photos of previous suspects for possi-

    ble identification.

    Thanks to the follow-up investigation

and getting information from his inform-

ers, the one suspect was positively linked

to the armed robbery and arrested. The sus-

pect is a 23-year-old man from Elsies River.

He was charged with armed robbery and

will appear in court today (Wednesday).

    MONIQUE DUVAL

    @monique_duval

    A

    29-year-old man from Melkbosstrand

has had three operations following a

    collision onContermanskloof. The in-

cident occurred on Friday 4March at about

22:53 and the biker collided with a dark col-

oured Volkswagen vehicle. The family of

biker JP Coetzer are now offering a R10 000

reward for information leading to the iden-

    tification of the driver.

According to a statement by Coetzers

mother, Karen Hoffmann, the accident oc-

curredwhen themotor vehicle hit the biker

from behind and on the right along Tyger-

valley Road. This happened about 100m

    from the new robots.

The motor vehicle approached at a high

speed, estimated 140km/h in a 80 zone from

Bothasig/Richwood area in the direction of

Durbanville. The biker saw the fast ap-

proaching lights of the motor vehicle and

remained in the yellow lane for the vehicle

to pass. The vehicle thenhit the biker in the

yellow lane and sped off. The whole right

side of bike is smashed from the edge of

the rear number plate right through to the

speedometer at front. JP was left bleeding

in the road in the dark, with serious inju-

ries, almost lost his right foot, broken ribs

and no skin on his back.

Hoffmann says he was found by motorist

Natalie Reynolds and two more cars

    stopped to assist.

Thank you so much to these wonderful

people! They saved my sons life.

JP is in hospital and has had three opera-

tions. Hoffmann says several more opera-

tions are planned as he needs skin grafting.

JP is self-employed and will not be able

to work for quite some time. The trauma,

both physical and psychological, is im-

mense. All we can do now is to take one day

at a time and learn from this.We thankGod

    that JP is alive.

    Durbanville police spokesperson Lieu-

tenant Marchell Rhode confirms they are

    investigating the case.

Hoffmann says they are offering a cash

reward of R10 000 for any information lead-

ing to the driver of themotor vehicle. While

the exact model is unknown, the family has

asked panel beaters andmechanics to be on

the lookout as they suspect the vehicle has

    substantial damage.

No questions will be asked about your

identity. The cash reward goes to the per-

son whose information leads to the arrest

of the driver who was involved.

V If you have information call Hoffmann on

    076 792 8710.

    top sending your unwanted

animals into areas such as Fis-

    antekraal and Morningstar, is

the outcry of the Fisantekraal Ani-

    mal Welfare (FAW) after another

dog thatwas given as a gift to an em-

    ployee, was mutilated.

    The male Yorkshire Terrier,

which was given to a domestic

    worker by her Durbanville employ-

er, arrived in Morningstar with a

bow tie in his hair, along with his

    Dachshund friend clearly a pam-

    pered, well-groomed pooch then.

    On Saturday morning, FAW was

called for help after the Yorkie was

attacked by two Pitbulls in the

street. His skinwas ripped open and

he had severe internal injuries, in-

cluding a punctured lung and perfo-

    rated abdomen.

    Not the first time

He was in severe shock and

    struggling to breathe.Whenourvol-

unteer carried him into the vet, her

arms were drenched in his blood.

She had to hold back her tears and

ragewhen the vet said theres noth-

ing we can do his injuries are too

    severe.

She had to hold him in her arms

and comfort him while he was put

to sleep, says Jennifer Davies of

FAW. We are not blaming the cur-

    rent owners. Although they could

have made more effort, they are

very poor with many children to

    care for too.

    The original owners should not

have blithely sent this little dog

(and his Dachshund friend) into the

township to people who couldnt af-

ford to care for themproperly orhad

the knowledge needed for the specif-

ic needs of delicate little purebred

lapdogs and who do not have a

    fenced-in property,allowing the

dogs wander on the street, she

    said.

It was not the first time the FAW

    had to help him.

    The poor dog was previously

treated on separate occasions for a

dislocated leg, a severe flea infesta-

tion and overgrown fur and claws,

    Davies said.

Every week now we are coming

across animals sent into the town-

ships from the suburbs, most of

    them small-breed dogs and pups.

Very, very often they are injured,

    sick, terrified, poorly groomed and

    chained up, she said.

    Recently a Cocker Spaniel, also

donated to a domestic worker, was

killed when it was hit by a rock.

The list of donated animals in-

    clude labradors, dachshunds, bor-

der collies, and cats, even bunnies,

    hamsters and parrots.

The cats sent in there usually get

killed by dogs or they run away and

are never seen again, Davies said.

Yes, the person you give the dog

tomay be a kind, loving personwho

adores animals. But the problem is

    that impoverished communities are

known to be hotbeds for crime.

Even the people who live in the

township say it isnt a safe place for

    them or for their animals.

    Better to put them down

Drugs and abuse and theft are

    sky-high. Many residents even give

up their animals to us, because they

    arent safe there, she said.

    The average township home

doesnt have a wall or fence, and,

even if it does, people dont ring a

doorbell and wait to be let in peo-

ple are in and out all the time, and

    dogs get out.

Even if they are cared for, these

    donated dogs are not accustomed

to the rigours of township life. They

    arenot streetwise.Theycannot look

    out for themselves.

    There are already more than

enough animals in there. The peo-

ple often cant afford another pet

    they are struggling already.

    Everyweekwe treat dogs for dog

bites or being hit by cars, stabbed,

burnt, or worse. Many are such

hand me down dogs, Davies said.

    We know that sometimes there

    are extenuating circumstances.

Just do the right thing, even if it

takes time or you feel judged or

    youre embarrassed.

    Sometimes putting that animal

to sleep, is kinder than sending it in-

    to a township.

    slowed down just about 500m

    called the number, gave them

the logistics of where I was

    n Eenvoudige oplossing is

    om van twee valbome gebruik

    te maak, wat een voertuiglengte

    van mekaar geplaas is.

    Voertuig A maak die eerste

valboom oop, ry deur en moet

    dan wag totdat die valboom

    agter hom gesak het, alvorens

    die tweede valboom dan sal

    he Greater Tygerberg Partnership

(GTP) is calling out all social innova-

tors across the Tygerberg region to

help find creative solutions to challenges

    facing this area.

The organisation has announced a com-

petition to identify and help launch two so-

cial innovation projects to the value of

R32 000 each. Like many urban areas in

South Africa, Tygerberg faces a number of

    challenges that require out-of-the-box

thinking to deliver creative and workable

solutions, said GTP CEO Chris OConnor.

Our innovation challenge is a great way

to identify and assist social innovation pro-

jects that will benefit and improve the re-

    gion.

Some of the mentioned challenges in-

    clude unemployment, homelessness,

crime, drug abuse, urban grime, limited

    transport and accommodation.After an ini-

tial selection process, the top projects will

be presented to a panel of judges.

Think of social innovation meets the

Dragons Den, OConnor said in a refer-

ence to the popular television series where

    entrepreneurs vie for investors financing.

Entry forms can be downloaded at

    www.gtp.org.za and an initial submission

is required by 13 April with the five final-
