The Richwood Ratepayers’ Associationwelcomes the City of Cape Town’s an-nouncement that Plattekloof Road will

be turned into a dual carriageway, but havesome reservations.

Transport for Cape Town, the City’s trans-port authority, in collaboration with theRichmond Park Development Company(Pty), will soon embark on a major projectin Bothasig to turn Plattekloof Road into adual carriageway and refurbish the existingroad infrastructure.

Approximately R100 million will be spenton the project – first of all to build a new car-riageway south of the existing PlattekloofRoad and secondly to refurbish the existingroad after the completion of the constructionof the new carriageway. Once completed,this important artery will be a dual carriage-way all the way from the N7 freeway in thewest to the N1 freeway in the east.

Danny Bolton, outgoing chairman of theRichwood Ratepayers’ Association, saysthey welcome the development, but havesome ideas of their own. “The ratepayerswelcome the announcement by the City re-garding the upgrade of Plattekloof inter-

change. The City’s media release does notmake reference to the City’s intention to re-place the Plattekloof traffic circle with a traf-fic light intersection (robots). Though wewelcome speed calming measures we do notwelcome a set of robots between PlattekloofRoad, Bothasig and Richwood. This will setus back another 10 years. Ten years ago weexperienced major traffic congestion whichwas thankfully replaced by the current traf-fic circle. In our opinion the City must intro-duce a public participation process whichinvolves both the Richwood and Bothasigcommunities,” says Bolton.

According to the City’s Mayco member for

transport, Brett Herron, the project shouldcommence within the next three weeks if allgoes according to plan. “The new carriage-way will bring great relief to motorists interms of traffic alleviation in this area andit is also being built as part of the conditionsof approval for the new Richmond BusinessPark development, situated between the N7freeway and De Grendel,’’ says Herron.

Improvements to Tygerberg Valley Road,such as additional lanes and turning lanes,will follow within the next six months or sopending the progress with the developmentof the Richmond Business Park.

The project to turn Plattekloof Road into adual carriageway will be done in three pha-ses.

The first phase is to commence at the in-tersection with Tygerberg Valley Road.Contractors will construct the new dual car-riageway next to (south of) the existing Plat-tekloof Road, all the way to the intersectionwith Bosmansdam Road, covering a dis-tance of about 2.2 km. The second phase ofthe construction of the new carriagewaywill cover the sectionbetweenBosmansdamRoad and Gert van Rooyen Avenue, cover-ing a distance of approximately 1.2 km. Thethird and final phase entails the rehabilita-tion of the existing Plattekloof Road and isonly to commence after the new carriage-way is completed

‘‘We intend to build the new carriagewaywithin 12 months or so and then

to complete the rehabilitation of the exist-ing roadway within the following eightmonths. We will try our best to keep to thesetime frames, but residents should bear inmind that unforeseen challenges and badweather may lead to delays that are beyondour control. Importantly, the existing Plat-tekloof Road will be open to two-way trafficfor the duration of the project while the newcarriageway is being built. Once completed,the traffic will be diverted to the new car-riageway so that the transport departmentcan commencewith the rehabilitation of theexisting road.

As such, road users can expect little dis-ruption to the flow of traffic. Apart from re-placing the road surface and installing newstormwater infrastructure, the departmentwill also build new sidewalks next to the ex-isting road and along the new carriageway.

Furthermore, the road will be wide enoughso that cyclists are able to ride in the shoul-der of the carriageways. “The intersectionswith Vryburger Avenue, BosmansdamRoad and Welgemeend Street will be up-graded as well to suit the new road networkand to ensure road safety of those turninginto and out of the dual carriageway. We areexcited about this project and are lookingforward to the benefits which this invest-ment will bring to the local community.”

“We have recorded a significant increasein our population the past 10 years or so,leading to a bigger demand for road infra-structure and developments such as the onethat is envisioned in Richmond. We mustplan ahead for future growth and I am confi-dent that the Plattekloof Road project willsignificantly contribute to the progress wewant to see in the years to come.’’

The new development at RichwoodPark will create 15 000 new jobs, ofwhich many will be for the claim-

ants.About 400 families were forcibly re-

moved from this land in 1972 and resettledin Atlantis and on the Cape Flats. Thesefamilies today represent around 5 300 peo-ple spanning five generations. They final-ly had the land transferred back to themin December 2014 in the form of a commu-nity trust (the Richmond Park CommunalProperty Association), which has nowleased this prime commercial land to thedevelopers and is also a 25% shareholderin the development company.

Richmond Park will be developed on 84hectares of land as a landmark businesspark and mixed-use precinct consisting ofretail, light industrial, commercial andwarehousing property development. Theproperty has bulk development rights ofaround 300 000m² over the next five to 10years.

According to a release on the website ofAtterbury Property Holdings, some 15 000jobs are anticipated to be created overRichmond Park’s development period.These exclude the permanent jobs createdby the commercial property tenants thatwill take up space and open up businessoperations within the park. “What is also

crucial is creating employment and skillsdevelopment opportunities for the Rich-mond claimants. Some 50% of the claim-ants are unemployed and survive off statewelfare grants. We want to change this sit-uation and see this as a socially consciousproject and a catalyst for positivechange,” reads the statement.

DannyBolton, outgoing chairmanof theRichwood Ratepayers’ Association, saysit is important that jobs are created. “Inthis region there are a lot of unemployedpeople and we all know that unemploy-ment can lead to criminality. The develop-ment will be a big boost to the local econo-my and the overall prestige of the town.”

Goodwood police arrested one suspect forpossession of a stolen motorbike.

At about 20:15 last Thursday constablesSteven Drury and Justin Mentoor visited awell-known drug outlet in Surrey Street,Goodwood. There they found a Moto Miascooter. The officers tested the scooter and

found it to be stolen in Woodstock. Whilesearching anumber of people on the premis-es, one suspect jumped up and walked away.

Goodwood police arrested a suspect fora house break-in after he sold stolenclothes to a friend.On Saturday 2 April at about 18:00 a

complainant of a house break-in inci-dent saw a man wearing his clotheswhich were stolen from his flat.According to available information

the complainant’s flat was broken intoand clothing was stolen.While he was walking in Voortrekker

Road he saw a man wearing some of hisclothes.When he confronted theman, he

was told that the clothes were boughtfrom a friend. The man even accompa-nied the complainant to Goodwood po-lice station.There the police obtained the name of

a well-known burglar.Sergeant Craig Rautenbach later pa-

trolled Voortrekker Road and saw thesuspect. He took the man to the station,where he was identified by his friend.The 32-year-old suspect appeared in

the Goodwood Magistrate’s Court on acharge of burglary.

the latest general valuation that has goneup significantly, City bosses explain.“Although there is still a valuation objec-

tion process under way and the final valuecould be somewhat lower, on the residentialsidewehave essentially seen a growthof ap-proximately 18% since the last valuation in2012,” says deputy mayor Ian Neilson.“In addition, the City’s latest general val-

uation shows that the total valuation of allrateable properties has increased fromR911billion in 2012, to R1156 billion in 2015.”“This is an important reason for the de-

crease in the rate-in-the-rand or the ratesportion of a municipal bill, Neilson says ina statement.

He says theCity sets a budget that is need-ed from rates income for essential servicessuch as fire and disaster risk services,street lights and traffic lights which benefitall residents but which do not generate anincome.“The total value of all properties within

Officers fromBothasigpolice recentlymadevery good arrests when they arrested twosuspects for robbery before the ink on thedocket was completely dry.

According to Warrant Officer Dean New-man, he and his colleague, Constable Jonat-han Kriel, were called out to attend a rob-bery complaint in Bothasig.

When they got to the scene they inter-viewed the two complainantswho indicatedthat they had been robbed in an alley nearVryburger Avenue. According to them theywere walking when they were approachedby an unknown man who asked them for acigarette. When they indicated that theycould not help him he threatened them and

forced them into an alley where two othermen assisted in robbing them from theircellphones, clothing and wine.When they gave a description of the sus-

pects, the policemen could not believe theirluck as they remembered that they hadpassed people who fitted the description onthe way to attend to the complaint. One ofthemwas seen running across anopen field.After completing the docket they went

back to the area where they had seen thesuspects and found two of them. Two 18-year-old suspects fromDelft, whowere lateridentified by the complainants, were arrest-ed and detained.They appeared in the Goodwood court.

Four racewalkers from Bellville AthleticClub competed in the recent WPA track andfield championship.In the 20km event Gideon Cilie headed the

field from start to finish in the open/seniorcategory, without having any serious oppo-sition to contend with, finishing in 1:46:51for a well-deserved gold medal. He wascrowned as 2016WP racewalking champion.The combined open/senior/master event

produced good results from the masterswomen and men.Erdine Burger (55-59 age category) pro-

duced two seasons’ best performances. Fri-day evening, she was timed at 31.33.32 for afine gold medal performance in the 5000mtrack event in Parow. In the 10km race onSaturdaymorning, goldwas just out of reachandErdine had to settle for second place anda silver medal, finishing in 1.05.14 (WesternProvince standard time – WPS).A fantastic seasonwas also enjoyed by Isa-

bel Roux (60-64 age category) in the 5000mtrack eventwhere she came second in a timeof 35.58.12 (WPS) following the nextmorningwith a time of 1.13.48 (WPS) and a silvermed-al in the 10km race.Jurgen Spencer (75-79 age category) set

two new WP and national records.He won a gold medal in the 5000m (WPS,

national time, national record) with a timeof 30.13.82 and in the 10km race on Saturdaymorning received a gold medal with a timeof 1.04.06 (WPS, SAS, SAR).A lot of hard work, dedication and disci-

pline is required, coupled with endlesshours of training.All recorded times obtained and as listed

above are WP standard times, which are re-quired and must be maintained in order tobe awarded and receive provincial colours.Themasters are now preparing for the na-

tional championship to be held in Pretoriaon 13 and 14 May.

Darren Lill took top honours on Saturday atthe 99er MTB Challenge after winning the45km men’s event in a time of 02:06:42.

This popular event was well supported,with over 1000 cyclists taking part, settinga new record for the number ofMTB entries.

The 99erMTB Challenge included a 45km,25kmand12kmMTBrace andakiddies’ bikeride.

Thewomen’s 45km eventwaswon by Can-dice Neethling in a time of 02:28:11 with the25kmmen’s event going to Jamie Penfold in

a time of 01:08:53. Thewomen’s 25kmeventwas won by Miré Herbst in a time of01:41:04.The race is organised and hosted by El

Shaddai Christian School in Durbanville.Together with its sister event, the 99er Cy-cle Tour (which took place in Februarythis year), the race is part of themain fund-raising activity of the school. This year en-tries for the two events reached a newrecord of over 5000.The 99er MTB Challenge took place on

the wine farms of Durbanville, including Al-tydgedacht, Bloemendal, Hillcrest, Conter-manskloof, Morgenster and Ntida. Both the45km and 25km routes were challenging butenjoyable and tested riders’ skill and ability.

The lucky draw prize giving at this year’s99er MTB Challenge had great prizes up forgrabs, which included a fat bike and cyclingkit worth R10 000, sponsored by Giant Dur-banville.
