MAN BESWYK N AANVAL: POLISIEONDERSOEKBEAMPTE SE HARDE WERK BELOON
Moordenaar sit 30 jaar
BRENDEN RUITER
@ruitervaniewind
D
ie harde werk deur n ondersoekbe-
ampte van die Goodwood-polisie het
daartoe gelei dat n moordenaar vir 30
jaar effektief tronk toe gestuur is.
Die 31-jarige moordenaar vanManenburg
is verlede week in die Parow-streekshof tot
20 jaar vir moord en 20 jaar vir huisroof,
waarvan10 jaar opgeskort is, gevonnisnhy
in 2013 n bejaarde egpaar in hul huis oorval
pitaal geneemmoes word, waar die man on-
gelukkig gesterf het. Die verdagte het toe
weggekom, s Theunis.
Die dossier is vir ondersoek aan ao. Ri-
chard Botto oorhandig.
Op 4 Julie 2013 het Botto, deur baie harde
en noukeurige speurwerk, die verdagte in
Manenburg opgespoor. Hy kon hom deur
middel van vingerafdrukkemet diemisdaad
verbind. Botto het borgtog suksesvol teenge-
staan en die oorledene se vrou was n haar
herstel n sterk getuie, s Theunis.
Hy s Botto is n man wat sy werk deeglik
en sonder fieterjasies doen. Hy is gedissi-
plineerd enhardwerkend endi saak isweer
eens n bewys van watter soort speurder hy
is. As leiersfiguur by die speurtak is hy n
inspirasie vir die jonger lede. Kol. Hansia
Hansraj, die stasiebevelvoerder, was vol lof

mense aangeval is. Hy het hulle soos n be-
Hoe kan jy be-
jaardes so slaan? vra Botto.
Ekhet toe besluit omdie vingerafdrukke
gespeel.
di saak n so n lank tyd deurtrek, s n
tevrede Botto.

Afgekeur
straat. TygerBurger het onlangs berig
(Tweespalt oor skool, 17 Februarie) oor
ges hy probeer net sy belegging, sy eie
huis, beskerm.
ging kon beskerm. Een daarvan was dat
die huis nie naby n skool of winkelsen-
trum moes wees nie. My huis se waarde
het onmiddellik geval toe die kleuterskool
oopmaak.
eerste keer dat ek hoor daar was n beslis-
sing. As ek nou iets s, sal dit oningeligte
kommentaar wees en ek wil my eers van
die feite vergewis. Ek is seker as die regte
prosedure gevolg word, sal die crche
moet toemaak en die hofsaak was maar
net een proses, s Casswell.
Applkomitee
weke haar saak moet aanhoor. Sy was in
ekstase oor die uitslag.
Ek vertrou dat die volle waarheid sal
uitkom ten opsigte van al die ongerymd-
hede wat teen my gepleeg is.
Hof beslis in crche se guns

MICHELLE LINNERT
@linnertmb
A
proposal to see vagrants across the
broader Tygerberg area concentrated
into one safe haven, will come into
fruition before the onset of winter.
So says local ward councillor Ruan Ben-
eke, who is at the helm of a project called
Safe Spaces, with which he and local social
development partners hope to bring digni-
fied relief to the often unwelcome vagrants
of the northern suburbs.
Having the constitutional right to roam
freely, vagrants are often at the receiving
end from their roofed neighbours, be-
cause of criminals lurking in their midst
and causing havoc in their surrounds.
As if to emphasise the need for such an
alternative for street people, a group of at
least 72 vagrants were evicted from their
temporary safe sleeping space in front of the
Bellville police station last Saturday on the
orders of a visiting police general. This
cameafter theywere given the right to sleep
there by the local police commander.
Projects coordinated
The Safe Spaces idea was first introduced
in December of 2014.
A Joint Operations Committee (JOC)
comprised of role players to deal with the
street people issue, has since been estab-
lished and mandated to coordinate all joint
efforts regarding street people in the north-
ern suburbs especially Bellville and Par-
ow, but also Goodwood, Durbanville, Ken-
ridge and surrounding areas.
Beneke and the social development arm
of the local city improvement district of
Bellville and Parow, the VRCID, as well as
a local Bellville charitable organisation, the
Metro Evangelical Services (MES), are
steering the Safe Spaces project. MES offi-
cially applied to create Safe Spaces in July
2015.
But getting the Safe Spaces proposal be-
fore subcouncil has been riddled with de-
lays, including a hold-up with advertising,
followedbya rezoning issue, thenaproblem
with the fact that the proposal was not ta-
bled in three official languages.
Beneke is adamant though that all these
problemswould be ironed out by the winter
of 2016. It is important to note that the first
application for a safe space was made by
MES for AJ West Street in July 2015.
The Tygerberg Property Management
office which serves the areas of subcoun-
cils 1, 3, 4, 6 and 7 and portions of subcoun-
cils 2, 5 and 15 went through very trying
times, he said. Not only did they lose their
departmental head, but staff numbers were
also affected by retirements, resignations
and maternity leave. The newly appointed
applicant then also withdrew at a very late
stage and the process had to be started all
over.
Beneke added the report to be presented
to subcouncil has been drafted and will
serve on the agenda of 14 March.
This leaves us three and a half months
of the financial year to do some upgrades
to the building (proposed to be at the old
Scouts building in AJ West Street, behind
Bellville Library). We should have the
building operating well before the coldest
winter months.
The Citys Mayco member for social de-
velopment and early childhood develop-
ment, Suzette Little, said they would sup-
port an initiative like this.
The City works very closely with non-
profit organisations that provide the same
basket of services outlined in our mandate,
including interventions for street people.
We would thus be more than willing to en-
gage the organisation on its objectives and
see how we can create partnerships that
will benefit street people in this area once
the centre is up and running, she told Tyg-
erBurger.
Bellville police also strongly support this
initiative.
This would definitely bring some sort of
relief concerning the street people issue.
The sooner the building is operational, the
better, saidMajor FienieNimb, spokesper-
son of this police station.
Insufficient space addressed
In their draft report, the JOC touted the
proposed safe space as a spacewhere digni-
ty is restored, positive values are nurtured,
human potential is developed and hope is
possible ...
In practical terms, the space will mean
that the insufficient space available at night
shelters and street peoples ability to pay for
these services will be addressed.
There are more or less 500 street people
in theVRCIDarea and evenmore in the sur-
rounding northern suburbs. Bellville Night
Shelter can accommodate 54 people and
Elim Night Shelter can accommodate 70,
according to a statement issued by the JOC.
Another challenge to be tackled is the
lack of safe ablution services for the chron-
ic homeless person who is not interested in
a shelter accommodation, but who needs
protection from the criminal elements, as
well as daytime job seekers.
Visitors will also be given an opportunity
to integrate into MESs God Restores Our
World (GROW) work rehabilitation pro-
gramme and other initiatives.
The proposed solution and motivation
for MES to create safe spaces within the
boundaries of the Northern suburbs, where
street people can sleep safe, is that they
have access to ablution facilities and social
relief and enter the development cycle.
It will also mean a safe haven where day-
time street people can participate in work-
shops and other activities.
Safe haven on the cards

Learners restore
pride, deter crime
ASTRID FEBRUARIE
@febastrid
M
ore than 100 learners from Good-
woodCollege inRuyterwacht armed
with paint brushes, dirt bags and
gloves took toElsiesRiver canal inRiverton
Estate to get rid of the grime in an effort to
deter crime.
The learners in partnership with Opera-
tion Restore Pride and the City of Cape
Town engaged in a transformation of the ca-
nal fromChelsea to PaulKruger avenues on
Friday 19 February.
Operation Restore Pride was established
by the Riverton Estate Residents Associa-
tion (Rera) in an effort to uplift, unite and
secure the community.
Thanks to various community projects
andpartneringwith other community orga-
nisation, schools and the City they have
transformed their community.
Several City departments supported the
initiative which included safety and securi-
ty, City Parks and environmental resource
management which supplied the paint,
paint brushes, dirt bags and gloves.
SteveRoss, chairpersonofRera, says they
are proud to partner with a school that has
vision and passion to take ownership of its
surroundings.
We applaud the principal of the school,
as well as her staff who came out with their
learners to make a visible difference in the
neighbourhood, he says.
After encouraging speeches by ward
councillor Clive Justus and the principal
the learners were enthusiastic and full of
energy as they covered more than 500m on
either side of the canal in less than an hour.
The learners wasted no time in cleaning
up the banks of the canal and painting its
concrete edges. It was important for us to
get the learners involved so they too could
realise the impact they canhave on the com-
munity and environmentwhen taking own-
ership of their surroundings, Ross says.
Ross says they took on the work as crimi-
nal activity along the canal and bridge is of
great concern to residents as many people
cross the bridge to get to the station and
many robberies have been reported there.
Painting the bridge white will make pe-
destrians crossing the bridge more visible
and creates a sense of safety.
Clean surroundings deter criminal ac-
tivity. We often have cleaning projects
where the community is involved. The ca-
nal is a hotspot for dumping and robberies
and therefore we wanted to beautify the
space. Where there is community involve-
ment there is less crime, Ross believes.
Learners from Goodwood College in Ruyterwacht ready to get to work on the Elsies River Canal
with paint and paint brushes in hand.
The learners
took on the
task of
painting the
bridge and the
concrete blocks
along the
canal. They
also picked up
litter and
covered an
area of up to
500m on
either side of
the canal.

ie polisie in Goodwoodwil motorhan-
delaars waarsku teen n nuwe modus
operandiwatmotordiewe gebruik om
motors by handelaars te steel.
Volgens lt. Wayne Theunis, polisie-
dwyn binne sekondes, s Theunis.

speurders by die Goodwoodpolisie by 021 597 1760

C
ity of Cape Town mayor, Patricia de
Lille, wanted more than birthday
wishes last week when she visited the
Stodels Garden Centre in Kenilworth she
demanded water wisdom.
There was a buzz at the busy centre last
Wednesday when she arrived and custom-
ers welcomed her by singing happy birth-
day with gusto, but there was a serious
side to her visit.
The visit in Kenilworth was to promote
waterwise gardening, an initiative by the
City that will see water saving ambassa-
dors employed in all garden centres
around theWestern Cape to help customers
learn to save water and reduce their water
bills.
With dams currently at 42%, environ-
mental awareness is at the top of the may-
ors agenda in terms of water saving after
the announcement of Level 2 water restric-
tions inDecember last yearwith a concomi-
tant 20% increase in the water price.
Time for water wise gardening
De Lille feels now is the time to kick-start
an action plan to save water, starting by
talking to gardeners about water wise gar-
dening. During this informal visit she chat-
ted to customers about water wise garden-
ing and promoted ways to save water not
just for theWestern Cape and South Africa,
but also for the planet.
This waterwise initiative is considered a
partnership between the City of Cape Town
and Stodels Nurseries.
Themayor also usedher visit to highlight
some important strategies.
It is vital thatwe start changing peoples
behaviour in terms of water usage and edu-
cating themabout globalwarming, the ram-
ifications of water shortages such as in-
creased food and water prices and the very
real possibility that if we dont reduce wa-
ter consumption, this resource could run
out.
People must be informed of the current
water restrictions, the reasons they have
been put in place and the importance of ad-
hering to them, she said.
Nick Stodel, MD of Stodels Nurseries,
was delighted the mayor chose Stodels as
the venue for this drive about water saving
and waterwise gardening, which is also
high on his agenda.
Restrictions set to continue
As part of this water saving programme
the Expanded Public Works Programme
(EPWP) at the City is utilising unemployed
citizens to act as water saving ambassadors
within various garden centres in the West-
ern Cape.
The EPWP has a large database of unem-
ployedpeople andany subcouncil can enlist
them to carry out short term work.
Stodels Nurseries has been running a
campaign since the beginning of February
to educate gardeners about waterwise gar-
dening including the use of waterwise
plants, water saving granules, mulching to
stop evaporation, adapting gardens to the
existing water restrictions and generally
offering tips about saving water and main-
taining a beautiful garden.
The water restrictions are set to contin-
ue and it is up to each of us to contribute
to a reduction in consumption not only to
save onwater bills, but to save this precious
resource and our planet, said De Lille.

Dear Talitha, with reference to
your letter in TygerBurger
(Another bone to pick with
parlour, 17 February) as
regards to the infection that
you imply your dog contracted
at Loving Care, I have the
following to share:
Impetigo is a skin disease of
dogs characterised by non-fol-
licular bacterial micro abcessa-
tion, usually caused by staphy-
lococcus pseudintermedius.
The dog is a natural host
and not the parlour!
The staphylococcus pseudin-
termedius will naturally reside
on canine skin.
Wishing you best of luck

With reference to the commen-
tary in the TygerBurger of 17
February, Wag nog vir ek is
jammer, in which a caustic
blast of acrimonious blamewor-
thiness was levelled at the
owner and staff of the Loving
Care Doggy Parlour for gross
negligence in the care of the pet
entrusted to them by the writer:
I feel most strongly that the
entire matter demands a
counter balance of sentiment, in
which a greater perspective is
imparted to what actually
happened.
My reason for this insistence
is based on 10 years of utilisa-
tion of the services of the
Loving Care Doggy Parlour
during which time I have never
entertained a wisp of suspicion
of any abuse inflicted on my pet
during her visit.
Precisely, to the contrary, I
have detected an unmistakable
tendency in my pet, of an
obvious joy at seeing the owner,
Barbara Rees, and her staff
when she is entrusted to them
for grooming.

On 19 January between 8:00 and
8:30, my son was travelling
from Bellville to Durbanville.
He must have dropped his

Mavis Billy noticed it on the

to the taxi driver or the sliding

know in whose hands it may
end up.

T
here seems to be no satisfactory an-
swers when it comes to money simply
disappearing from the accounts of Sas-
sa beneficiaries.
Every week TygerBurger and our sister
publications receive numerous complaints
from the public about money that mysteri-
ously finds its way out of their accounts.
While the amounts that disappear might
not sound likemuch, they are certainly a big
chunk out of the budgets of the elderly and
other vulnerable people who receive these
grants.
In one of themost recent cases, R280 disap-
peared from the account of an elderly man
from Bellville. He and his wife are in their
70s. Hiswife phonedTygerBurger in a panic,
as this amount was part of their meagre
monthly grocery budget.
The woman complained that, not only
were they treated poorly by the staff at the
Sassa branch in Bellville, but they were also
questioned about the probability that the
money might have gone to airtime purchas-
es. The couple do not own cellphones.
My husband sat there from 08:00 that
morning until 15:00, but they could not give
him any answers. They treated him like a
pig as if he were uneducated and poverty-
stricken, she said.
The woman behind the counter asked
him if he had bought airtime. He said no, he
didnt own a cellphone. Then she wanted to
know if he had bought electricity, and he
said no. We do not buy electricity using our
Sassa cards.
Every month we draw our full pension
and put the money into a little bag. Then we
work from that bag as we needmoney. I can-
not believe people would steal from us like
this.
Bellville police confirmed fraud cases
were being opened against Sassa.
Yes, there is money disappearing from
Sassa accounts. Yesterday (last Thursday) we
opened three cases of fraud made by elderly
people, said Bellville police spokesperson
Major Fienie Nimb.
The allegation is that money had been tak-
en from their Sassa account that they had not
given permission for, such as for airtime,
she said.
Any person who has received confirma-
tion from Sassa that money had been taken
from their account, without their permission,
can open a case at their nearest police station
for investigation.
No control
Sassa Western Cape spokesperson Shivani
Wahab said they were aware of money being
taken via electronic fund transfers (EFTs),
but that they had no control over what hap-
pens to grants once deposited.
Contractor Cash Paymaster Services (CPS)
handles these deposits.
Once themoney is deposited into the card,
Sassa has no control over how the money is
utilised.
She said that the card system meant EFT
debits could take place, but that these could
technically only take place after the money
has left Sassas hands, and payment has al-
ready occurred.
The only deduction which can take place
before the social grant is paid, is a deduction
for funeral policy premiums, on request of the
beneficiary, in terms of Regulation 26A of the
Social Assistance Act, 2004, she said.
Sassa is aware of the numerousEFTdebits
which are taking place, and has instituted a
number of actions, together with the Depart-
ment of Social Development (DSD), she said.
This includes a task team to investigate
how to protect beneficiaries from being ex-
ploited.
Many of the EFT debits are in fact not ille-
gal if itwere so, itwouldbe relatively easy
to stop the activity. However, the actions
are certainly immoral andnot supported in
any way by either the DSD or Sassa, Wa-
hab said.
She added there was a dispute resolution
mechanism in place to deal with the proc-
esses Sassa staff can follow to help grantees
when unauthorised EFT debits occur.
All social grant beneficiaries are sus-
ceptible to ... marketing of financial prod-
ucts, not only the elderly.Wehave received
numerous complaints fromcaregiverswho
receive the child support grant who have
also experienced this challenge, she said.
Sassa is doing everything it can to en-
sure that any social grant beneficiary who
complains about EFT debits off their social
grant is promptly assisted.
She said beneficiaries should not make
any financial commitments by responding
to cellphone marketing that encourages
them to key in numbers, or to agree tele-
phonically for the purchase of products.
Beneficiaries should also avoid taking
loans or policies, especially where they do
not understand the terms of the repay-
ments, she said.
Call Sassa helpline
She added beneficiaries should not use
their Sassa card as security to loans, re-
spond to cellphone SMSes offering prod-
ucts such as airtime, electricity and other
financial products, or authorise any deduc-
tions except for the single legislative and
Sassa approved funeral policy that
shouldnt exceed 10% of the entire grant
value.
To see the money being eroded through
financial service providers whose purpose
is financial gain, is extremely concerning.
V Beneficiaries can call the Sassa helpline on
0800 60 10 11, and should not go directly to CPS
or Grindrod Bank.

Various roadworks to alleviate congestion around Century City have
been completed.
Upgrades
will improve
traffic flow
P
eak traffic flow at Century
City has improved with
the recent completion of
major infrastructure upgrades
including the widening of Sable
Road.
Infrastructure projects re-
cently completed at a cost of
aroundR22million by the devel-
oper of Century City, Rabie
Property Group, include the
creation of an additional left
turn only lane from Bosmans-
damRoad intoCenturyAvenue,
the creation of an additional
permanent left lane out of the
new Bridgeways precinct into
Sable Road, a queue jump lane
for the MyCiTi Bus on Sable
Road and a free flowing left
hand turn from the N1 Exit 10
off-ramp into Sable Road going
west towards Century City.
Chris Blackshaw, CEO of the
Century City Property Owners
Association (CCPOA), the non-
profit organisation responsible
for the day to day running of the
Century City precinct, said
these road upgrades have made
a significant difference particu-
larly to peak hour traffic on Ra-
tanga/Sable Road and morning
peak hour traffic on Bosmans-
dam Road.
It has also made a difference
to traffic flows under the steel
bridge as many motorists are
opting to exit Century City via
Sable Road even when they are
travelling in a northerly direc-
tion.
He said there were still areas
of concern, most notably the
Bosmansdam/Montague
Drive/Century Avenue inter-
section in the afternoon peak
traffic.
We understand this is due to
hardware issues with the sig-
nals and it is being addressed by
the engineers as a matter of ur-
gency.
The afternoon traffic conges-
tion is also due to the volume of
traffic exiting from Montague
Gardens. A wider macro Traffic
Impact Assessment (TIA) has
indicated the need for a new in-
terchange off the N7 at Link
Road, which will provide a sec-
ond access/egress point for
Montague Gardens and will sig-
nificantly alleviate traffic con-
gestion on Bosmansdam Road,
he explained.
Blackshaw said the associa-
tion has been taking additional
measures to alleviate peak hour
traffic congestion which were
also having a positive impact.
Our CCTV operators keep a
special lookout for anything out
of the ordinary on the Century
City and surrounding road net-
work and response vehicles are
immediately dispatched to deal
with any problems that are
identified.
In addition the timing of the
traffic signals is constantly
monitored and any required ad-
justments are immediately re-
ported to the City of Cape
Towns Traffic Management
Centre (TMC) for attention. The
eight CCTV cameras that were
erected in 2014 to focus on traffic
management have greatly im-
proved the Century City Con-
trol Centre visibility and re-
sponse times.

Meeste mense wat enigiets van nuuskan-

daardie inligtingsgrotte ontsnap of oor-en-
weer gegooi word. S was dit ook toe n
klomp in die TygerBurger-kantoor op die
drukspertyd oor koeksisters begin redeneer

siale media.
Lionel Adendorf vat dadelik raak: Koek-
klapper bestrooi.
Jannie Hennop (toevallig ook n Vrysta-
ter), s: Geen verskil nie albei is water-
tandlekker.
Meer plaaslik stem Theresa Olivier
100%metAdendorf saam: Dishoe ekhom
ook ken. My mond water nou vir die koesis-
per.
Ingrid Jones se antwoord is doodeenvou-
dig: koeksisters word gevleg. Punt.
stroop in.
Vir Kupido Baron gee die uitspraak die
deurslag: Die uitspraak het te doen met
hoeveel tande jy nog oor het. .. en volgens
LizeMulder: Ooee,Michelle Linnert, by die
Groenpunt-dagkliniek waarnatoe ek my ma
een keer n maand vat, is daar koesisters
soos net n engel dit kanmaak! Jy sal my nie
met n koeksister vermaak nie, maar met
daai taai, soet anys en klapperbolle ... Ai
man, dan vergeet ek gerieflikheidshalwe
van diabetes en vetrolle en alles anders!
Volgens Wilma Paulse, n gerekende Mos-
Eersterivier gebak.
we. Ek eet enige dag eerder n curly.
Volgens Anena is die beste plek in die hele
wreld omwatertand-koeksisters te kry, ook
in die Kaap.
Koesister of curly het net so een of twee
draaie, waar n koeksister gevleg is. n Koek-
Ek
s jou, joumond sal oophang.Hulle vleg daai
koeksisters sommer so met een hand en so
vinnig ...
En op di trant het die koeksister-kantoor-
kaskenade toe nog n hele ruk lank aange-
hou.
Sondag verkoop is.
Ja n, ons voeg speserye by amper alles.
Dis n amper genetiese geurbasis wat ons
kan onthou. Dis iets waarnamense smag. O,
Daar is baie
verhaal.
