Dit wil vir ons lyk of die liggaam op die spoor ge- plaas is om ’n moord te verdoesel. Dit gebeur soms dat iemand elders vermoor word en die lyk op die spore geplaas word om die polisie om die bos te lei,” sê Mihi. Mihi sê hoewel dit blyk of die man reeds dood was toe die trein oor hom gery het, sal die drywer steeds berading ontvang. “Ons prosesse vereis dat die drywer bera- ding ontvang, want iets soos dit kan nogal ’n impak op ’n mens hê. “Hy sal ook vir ’n tyd lank met verpligte verlof gaan om dit wat gebeur het te ver- werk. Intussen gaan ons die polisie help om agter die kap van die byl te kom,” sê Mihi. Sy het ’n beroep op pendelaars gedoen om versigtig te wees wanneer hulle by ’n stasie is. “Hierdie is ’n ander soort geval, maar ons wil dit tog gebruik om pendelaars te waar- sku oor die gevare van ’n trein. ’n Trein is nie soos ’n motor wat skielik kan stop nie, so mense moet nie oor spore loop nie.     he simple act of putting your munici-

    pal bin out on the street the morning

    instead of the evening before was clear

    to be seen in Edgemead last week.

    According to the chairperson of the

    Edgemead Neighbourhood Watch (ENW),

    Mark Richards, their patrollers noticed a

    huge decline in the droves of bin scratch-

    ers they used to see from late afternoon on

    the day before the refuse collection days.

    Collection days are on a Tuesday and a

    Wednesday.

    Last week just five street people were no-

    ticedwandering around the neighbourhood

    during the night, where other weeks this

    number fluctuated between 40 and 50.

    It makes a considerable difference to

    those patrolling our streets when we dont

    have people aimlessly roaming around,

    says Richards.

    Bin scratchers have been a thorn in the

    sideofmanyneighbourhoods foryearsnow.

    TygerBurger reported on what appears to

    be a mass migration of vagrants from sub-

    urb to suburb always in sync with refuse

    collection trucks. Their numbers inevitably

    started increasing the day before collection

    because of people leaving their bins out

    overnight.

    The plight of bin scratchers invoke empa-

    thy in all but a few.

    Its a tough life, Richards explains.

    This empathy, in a way, is part of the

    problem. People with bleeding hearts try to

    help the vagrants, which just invites more

    into the suburb. Sometimes they are asked

    to go to homeless shelters, but many prefer

    not to because there

    are too many rules.

    Richards says

    According to him

    Law Enforcement

    can only be involved

    when someone is

    breaking a bylaw, so

    the unwritten rule is

    that neighbourhood

    watches urge va-

    grants to move

    along.

    The plight of bin scratchers dawns on one

    after talking to them. One of these people,

    who is only willing to give his first name

    as Trevor, says he scours bins every day

    for old soft drink cans and newspapers.

    He puts all these items in bags and deliver

    it to scrap yards and recycling plants.

    I get 60 cents a kilo for the cans and 50

    cents a kilo for newspapers, he says.

    With this money he would buy himself a

    peanut butter sandwich for R3. Trevor says

    for the rest of the day he eats whatever edi-

    ble food he can find in the bins.

    Richards says many of the bin scratchers

    choose the life they lead, and Trevor agrees

    that some do, but not him.

    Some like it; not me. If I could choose I

    would live in one of those houses, he says,

    pointing towards modest looking flats on

    the side of the road.

    While he tries to make a living, others

    are trying to make it harder for him.

    He concludes: We are not all thieves.

    This is the problem for Edgemead and

    countless of other suburbs. Some vagrants

    are thieves, and they often hide under the

    banner of bin scratchers.

    Says Richards: One day I arrived at the

    scene of an attempted burglary. The perpe-

    tratorswere trying to lift a gate to gain entry

    to a property. The domestic worker told me

    she recognised them. Apparently they were

    hanging out with bin scratchers.We are not

    saying they were bin scratchers, but that

    these guys unwittingly provide the perfect

    cover for them.

    ENW will continue to spread pamphlets

    into the suburb to remind people to only put

    their bins out on collection days.

    To all those who have heeded the watchs

    continued efforts to reduce the number of

    vagrants, Richards says: On behalf of the

    ENW I would like to say a big thank you.

    The majority of bin scratchers are simply trying to make a living, but they

    provide the perfect cover for criminals. This leaves organisations such as

    the Edgemead Neighbourhood Watch no option but to implore residents

    Bothasig police had a major breakthrough

    when they swooped in on premises where

    a dagga cultivation plant was being operat-

    ed.

    Local police received information that

    suspicious behaviour had been noticed at a

    residence in Richwood. The information

    was followedupwith the result that ahydro-

    ponics facility was discovered where dagga

    was being cultivated.

    The officers followedup onmore informa-

    tion receivedandarresteda 45-year-oldman

    at anaddress inBothasig,which is frequent-

    ly raided by local police as a result of drug

    activities.

    Dagga plants estimated to have a value of

    R152 000 were found on the premises and

    seized as well as all the equipment used to

    cultivate the plants.

    A case of cultivation or dealing in dagga

    has been opened and is under investigation.

    The suspect will appear in court next

    week.

    A never say die attitude led to the arrest

    of two suspects weeks after a business rob-

    bery.

    On Tuesday 24 May one suspect was ar-

    rested by Goodwood detectives after a con-

    venience store in Hugo Street in Goodwood

    was robbed at gunpoint on Friday 20 May.

    On Thursday 9 June at 12:00 Warrant Of-

    ficer Jacques Pieters and Constable Steven

    Drury unsuccessfully followed up informa-

    tion about the outstanding suspects in

    Mitchells Plain.

    Back inGoodwood themembers received

    more information and rushed back to Carol

    Crescent,MontrosePark, andwhile search-

    inga secondhousePietersheard something

    behind a door, where he found one suspect.

    At a third address in Montrose Park the

    members found the other suspect, dressed

    in the same clothing he wore on the day of

    the robbery.

    The suspects, aged 30 and 33, appeared in

    the Goodwood Magistrates Court.

    he simple act of putting your munici-

    pal bin out on the street the morning

    instead of the evening before was clear

    to be seen in Edgemead last week.

    According to the chairperson of the

    Edgemead Neighbourhood Watch (ENW),

    Mark Richards, their patrollers noticed a

    huge decline in the droves of bin scratch-

    ers they used to see from late afternoon on

    the day before the refuse collection days.

    Collection days are on a Tuesday and a

    Wednesday.

    Last week just five street people were no-

    ticedwandering around the neighbourhood

    during the night, where other weeks this

    number fluctuated between 40 and 50.

    It makes a considerable difference to

    those patrolling our streets when we dont

    have people aimlessly roaming around,

    says Richards.

    Bin scratchers have been a thorn in the

    sideofmanyneighbourhoods foryearsnow.

    TygerBurger reported on what appears to

    be a mass migration of vagrants from sub-

    urb to suburb always in sync with refuse

    collection trucks. Their numbers inevitably

    started increasing the day before collection

    because of people leaving their bins out

    overnight.

    The plight of bin scratchers invoke empa-

    thy in all but a few.

    Its a tough life, Richards explains.

    This empathy, in a way, is part of the

    problem. People with bleeding hearts try to

    help the vagrants, which just invites more

    into the suburb. Sometimes they are asked

    to go to homeless shelters, but many prefer

    not to because there

    are too many rules.

    Richards says

    According to him

    The plight of bin scratchers dawns on one

    after talking to them. One of these people,

    who is only willing to give his first name

    as Trevor, says he scours bins every day

    for old soft drink cans and newspapers.

    He puts all these items in bags and deliver

    it to scrap yards and recycling plants.

    I get 60 cents a kilo for the cans and 50

    cents a kilo for newspapers, he says.

    With this money he would buy himself a

    peanut butter sandwich for R3. Trevor says

    for the rest of the day he eats whatever edi-

    ble food he can find in the bins.

    Richards says many of the bin scratchers

    choose the life they lead, and Trevor agrees

    that some do, but not him.

    Some like it; not me. If I could choose I

    would live in one of those houses, he says,

    pointing towards modest looking flats on

    the side of the road.

    While he tries to make a living, others

    are trying to make it harder for him.

    He concludes: We are not all thieves.

    This is the problem for Edgemead and

    countless of other suburbs. Some vagrants

    are thieves, and they often hide under the

    banner of bin scratchers.

    Says Richards: One day I arrived at the

    scene of an attempted burglary. The perpe-

    tratorswere trying to lift a gate to gain entry

    to a property. The domestic worker told me

    she recognised them. Apparently they were

    hanging out with bin scratchers.We are not

    saying they were bin scratchers, but that

    these guys unwittingly provide the perfect

    cover for them.

    ENW will continue to spread pamphlets

    into the suburb to remind people to only put

    their bins out on collection days.

    To all those who have heeded the watchs

    continued efforts to reduce the number of

    vagrants, Richards says: On behalf of the

    ENW I would like to say a big thank you.

    The majority of bin scratchers are simply trying to make a living, but they

    provide the perfect cover for criminals. This leaves organisations such as

    the Edgemead Neighbourhood Watch no option but to implore residents

    Bothasig police had a major breakthrough

    when they swooped in on premises where

    a dagga cultivation plant was being operat-

    ed.

    Local police received information that

    suspicious behaviour had been noticed at a

    residence in Richwood. The information

    was followedupwith the result that ahydro-

    ponics facility was discovered where dagga

    was being cultivated.

    The officers followedup onmore informa-

    tion receivedandarresteda 45-year-oldman

    at anaddress inBothasig,which is frequent-

    ly raided by local police as a result of drug

    activities.

    Dagga plants estimated to have a value of

    R152 000 were found on the premises and

    seized as well as all the equipment used to

    cultivate the plants.

    A case of cultivation or dealing in dagga

    has been opened and is under investigation.

    The suspect will appear in court next

    week.

    A never say die attitude led to the arrest

    of two suspects weeks after a business rob-

    bery.

    On Tuesday 24 May one suspect was ar-

    rested by Goodwood detectives after a con-

    venience store in Hugo Street in Goodwood

    was robbed at gunpoint on Friday 20 May.

    On Thursday 9 June at 12:00 Warrant Of-

    ficer Jacques Pieters and Constable Steven

    Drury unsuccessfully followed up informa-

    tion about the outstanding suspects in

    Mitchells Plain.

    Back inGoodwood themembers received

    more information and rushed back to Carol

    Crescent,MontrosePark, andwhile search-

    inga secondhousePietersheard something

    behind a door, where he found one suspect.

    At a third address in Montrose Park the

    members found the other suspect, dressed

    in the same clothing he wore on the day of

    the robbery.

    The suspects, aged 30 and 33, appeared in

    the Goodwood Magistrates Court.

    Angry parents of learners were up in

    arms recently because a teacher at the

    school called black children with braids

    mop heads.

    The parents complained that the school

    was discriminating against black girls with

    braids. One parent even went as far as call-

    ing a slip that children with braids must

    show before entering the school premises a

    dompas.

    Several e-mails to the school requesting

    comment remained unanswered for two

    weeks.

    On Monday the Western Cape Education

    Department (WCED) acknowledged they

    were aware of the complaints and engaged

    with the school regarding the issue.

    According to Millicent Merton, spokes-

    person for the WCED, a school governing

    bodiesmay decide, in terms of the SouthAf-

    rican SchoolsAct, on dress codes, including

    hair styles, as part of their code of conduct.

    The matter has been dealt with. The

    school haddiscussionswith the parents and

    it was made clear that the teacher in ques-

    tion never intended to humiliate, offend or

    insult any learner. Both parents accepted

    the apology, says Merton.

    The slip that learners have to carry is, ac-

    cording to Merton, just to show that the

    learners are familiar with and understand

    the schools dress code.

    Dit is ongelukkig nie die moeder van alle

    soetpatatte nie, wat volgens Guinness 37 kg

    Andr se patat sal aan die anderkant ten

    minste n tannie van alle soetpatatte wees

    as nmens dit vergelykmet ander nuuswaar-

    dige patatte. Verskeie koerante in Engeland

    A group of young Capetonians is encour-

    aging South Africans to get involved

    with local government through their

    #SwingYourVote campaign.

    The youth leaders, working under the

    Educoafrica banner, hail from Langa,

    Kraaifontein, Delft, Khayelitsha and

    Hanover Park, and hope to inspire

    young people to build relationships with

    local government through accountabili-

    ty and active citizenship.

    In the past seven months a diverse

    group of youth from different areas of

    Cape Town has been undergoing a

    course on public governance, explains

    the groups Anele Wondo.

    The programme is called Making Lo-

    cal Government Work (MLGW) and

    looks at betterways of engagingwith our

    local government for the betterment of

    service delivery and holding them ac-

    countable for their actions.

    Anele explains that their hashtag,

    which they are hoping will be shared on

    social media platforms, will not only

    challenge citizens to vote but also be in-

    volved in the process and structures of

    democracy by claiming spaces they oc-

    cupy and not just complain and burn

    tyres and facilities.

    The campaign also aims to engage

    young people in conversation about

    their concerns or the issues they might

    face.

    Anele invites young Capetonians to

    photograph themselves with a #SwingY-

    ourVote poster and upload it to their so-

    cial media profiles or their SwingYour-

    Vote Campaign Facebook page to help

    them spread their message of civic

    awareness and start a dialogue.

    eing a drug addict has been lik-

    ened to wearing a mask.

    At first you find the seeming-

    ly self-confident person looking back

    at you in the mirror intriguing, but

    before too long you cannot even re-

    call the real you.

    You become themask, andwithout

    it you feel incomplete. Every now

    and again a drug addict will experi-

    ence a moment of clarity and yearn

    to be free. But this is the exception

    rather than the rule.

    According to Ramots manager,

    Lettie Visser, the vastmajority of pa-

    tients who walk through their doors

    are there because of someone else.

    More often than not a loved one

    or an employer demands that the pa-

    tient comes for treatment. It is rare

    that patients realise themselves that

    their addiction actually hurts those

    closest to them the most.

    With Drug Awareness Week from

    24 to 28 June just around the corner,

    TygerBurger spoke to one of the re-

    habilitation centres operating in the

    northern suburbs.

    Ramot Treatment Centre for Sub-

    stance Dependence in Parow was es-

    tablished in 1964 by the Dutch Re-

    formed Church and has since guided

    thousands of addicts from all over

    South Africa to a full recovery.

    By far the twomost commonaddic-

    tions they treat are alcohol and tik

    dependence.

    Every week on a Tuesday and

    Thursday people from all walks of

    life are admitted and subjected to an

    intense and professionally managed

    rehabilitation programme, consist-

    ing of one week of detox and four

    weeks of structured in-patient pro-

    grammes. Some try to escape, some

    try to coerce a friend into smuggling

    drugs onto the premises and others

    try to fill the void with overeating.

    Ultimately, all of the patients will

    be completely drug-free by the time

    they are discharged.

    At Ramot, once patients are out of

    detox, they dont just lie in bed. We

    have many programmes designed to

    assist them in their recovery. We

    provide structure, a good diet, a crea-

    adolescents. We have had patients

    here in their thirties with themental

    and emotional capacity of teenagers.

    Their sense of responsibility is so far

    removed from reality that it seems

    almost a lost cause. Some may even

    become psychotic with regular use,

    she elaborates.

    As with all organisations of Ram-

    ots ilk, sufficient funds will always

    be an issue.

    The money we receive from the

    government, medical aids and pri-

    vate funding is never enough. We

    have been trying to buy new mat-

    tresses for years now. So donations

    from the public are invaluable and

    serves an incredibly great cause.

    Ek is n ligte slaper. So

    wanneer ek n geluid hoor,

    word ek wakker en kyk by

    die venster uit. Toe ek die ge-

    luid hoor het, het ek dadelik

    gereageer en tot my verba-

    sing was my motor nie waar

    ek dit gelos het nie, s hy.

    Hy het oor die balkon ge-

    sien sy motor staan in die

    straatmet tweemansdaarby.

    Ek het my sleutels gegryp

    en oor die balkon gespring

    toe ek sien hulle probeer n

    eing a drug addict has been lik-

    ened to wearing a mask.

    At first you find the seeming-

    ly self-confident person looking back

    at you in the mirror intriguing, but

    before too long you cannot even re-

    call the real you.

    You become themask, andwithout

    it you feel incomplete. Every now

    and again a drug addict will experi-

    ence a moment of clarity and yearn

    to be free. But this is the exception

    rather than the rule.

    According to Ramots manager,

    Lettie Visser, the vastmajority of pa-

    tients who walk through their doors

    are there because of someone else.

    More often than not a loved one

    or an employer demands that the pa-

    tient comes for treatment. It is rare

    that patients realise themselves that

    their addiction actually hurts those

    closest to them the most.

    With Drug Awareness Week from

    24 to 28 June just around the corner,

    TygerBurger spoke to one of the re-

    habilitation centres operating in the

    northern suburbs.

    Ramot Treatment Centre for Sub-

    stance Dependence in Parow was es-

    tablished in 1964 by the Dutch Re-

    formed Church and has since guided

    thousands of addicts from all over

    South Africa to a full recovery.

    By far the twomost commonaddic-

    tions they treat are alcohol and tik

    dependence.

    Every week on a Tuesday and

    Thursday people from all walks of

    life are admitted and subjected to an

    intense and professionally managed

    rehabilitation programme, consist-

    ing of one week of detox and four

    weeks of structured in-patient pro-

    grammes. Some try to escape, some

    try to coerce a friend into smuggling

    drugs onto the premises and others

    try to fill the void with overeating.

    Ultimately, all of the patients will

    be completely drug-free by the time

    they are discharged.

    At Ramot, once patients are out of

    detox, they dont just lie in bed. We

    have many programmes designed to

    assist them in their recovery. We

    provide structure, a good diet, a crea-

    tive workshop and a gym, to name
