ABellville South resident claims that il-legal dumping in the community iscausing disastrous conditions.

Dhakir Christians, a community workerof Bellville South, is now calling on the com-munity to help curb these acts of illegaldumping.“The community’s assistance is essential

to catching and deterring illegal dumpers,”he says.Christians says it is the unlawful disposal

of old appliances, furniture, as well as gen-eral household, commercial and industrialwastes in places other than permitted facili-

ties such as landfills and transfer stations.“Dumpers usually dump their garbage on

vacant lots, along utility right-of-ways, onpublic and private lands, and at other nor-mally unattended locations,” he says, add-ing that “the evil” is also taking place on theplay parks.“Dumpers should know that these illegal

dumps diminish the quality of our lives andthe surrounding area. Illegal dumping canthreaten human health, those of our petsand the environment,” he says.Christians adds that dumps canpollute lo-

cal waterways and groundwater, and most

importantly, cause injury to children play-ing in or around the dumps.“If anyone observes someone illegally

dumping anything, please write down thedate, time and location of incident, descrip-tion of the vehicle and licence plate number, description of person(s) dumping, whatitems or materials were being dumped andif at all possible, take a photo as well, hesays. With adequate information the City can

pursue prosecution.“Let’s stand together for a clean and safe

community,” Christians says.

ABonteheuwel resident is up inarms as gangsters continue to fightover territory and drugswhile put-

ting the lives of innocent people at risk. This is according to Sadia Agulhus

who raised her concerns during a walk-about with Western Cape Minister ofCommunity Safety, Dan Plato, in Bonte-heuwel yesterday.

About 60 people gathered along thewalkabout to listen to the minister whoaddressed residents about the ongoinggang violence and drug distribution andabuse in the community.

Agulhus informed Plato that residentscannot evenwalk towork anymorewith-out the risk of being robbed, whilelearners are also targeted.

“Working people are being held up andstripped of their possessions and whenwe call the police to assist we wait forhours for them to respond. We cannotcontinue to live like this,” she says.

Agulhus says the crime was not as badas it is now and now that more gangs arebeing formed they seenoend to the crimeand the drug abuse and sale thereof inthe community.“Sometimes they fight and shoot at

each other and we don’t know wherethey get these guns from. That is one ofour biggest concerns – the guns. Whogives it to them? Where do they get itfrom?” she asks.

Agulhus further says that police needto play their part too in fighting crime, but when they are called out they areslow to respond.

“Should someone first die before theycome out? I pay tax and I feel that I donot get the service delivery from the po-

lice as I should. We need them as muchas they need us in this fight and we urgethem to take our concerns seriously,”she adds.

Plato says he is perturbed by the situa-tion inBonteheuwel andhopes to find so-lutions by working and communicatingwith residents.

“I am currently visiting all gangsterand violence stricken areas and Bonte-heuwel forms part of it. We cannot leavethe violence for the community to dealwith alone – we need to assist them asmuch as we possibly can,” he says.Plato is also concerned about the lack

of reports on the CCTV cameras as thesecameras have been placed strategicallyin crime hotspot areas.“The community is floodedwithCCTV

cameras, yet there are no reports of thecameras picking up on gang violence. Iam calling on theMetro and national po-lice to answer to this as I want to knowwhat the issue is,” he says.He further explains that the CCTV

cameras play a very important role in de-terring crime, but also in capturing evi-dence and in some cases have assistedpolice in apprehending suspects in com-munities where similar cameras are in-stalled. “We have the resources righthere yet crime remains high in Bonte-heuwel. Something must be wrong andsomething needs to be done to establishwhere the problem lies,” Plato says.

Plato further says those responsiblefor the violence are in the minority andneed to be contained as the majority ofthose living in the community are lawabiding citizens.“Our aim is to not only take on the mi-

nority that contribute to crime, but to seethe gang leaders brought to book,” hesays.

Aconcerned Bellville South youth isready to take a stand against crimein his community and now wants

to establish a neighbourhood watch toensure extra eyes and ears on the streets.

Jeandre Strauss (24) says he cannotstress the importance more for the needfor another neighbourhood watch in thecommunity.

“It is important to me because not onlyarehousesbeingbroken into; schoolkidsare also being robbed of their posses-sions during the day. It frustrates methat during the day we are not even safein our own area. Safety for all is one ofmy main concerns,” he says.

Strauss says although he is not cur-rently involved in any crime preventionorganisations at this stage, he is tryingto garner the support from the communi-ty to form one.

Getting started“The idea is still fresh and needs prop-

er planning. As I am working, it makesgiving my full attention to this idea a bitdifficult, however this will not stop mefrom helping my idea to manifest,” he ex-plains.

Establishing another neighbourhoodwatch would mean that more feet will beon the ground and more eyes and ears onthe road.

Strauss has had two requests alreadyto get together and discuss starting an or-ganisation. He is sure that the two peoplewho are also interested have the sameproblem with crime as he does or might

have been affected by crime or know peo-ple who have been.

“My main aim and ultimate goal is toget the community safe and for crime todecrease dramatically. My main focusareas are the neighbourhood itself andalso the subway at the train station,” hesays.

How difficult can it be?Strauss makes use of the train station

and still has to walk home while its dark, and so do many others living in the samearea.

“I cannot understand how difficult itcould possibly be for protection servicesto just patrol the subway until the lasttrain departs at night and for commutersto walk home safely,” he stresses.

Strauss has had the idea of starting aneighbourhood watch for some time al-ready but does do not have the resources, equipment or even the correct contactpeople to speak to, and hopes to get thesupport he needs.

Do something about it“It is pointless for people to complain

until they are blue in the face. If theywant change, they should do somethingabout it. If we have everyone rooting forone idea, we could bring change, ourcommunities would be safer, our homeswill be safer while we are at work andpeople could walk around without hav-ing to look over their shoulders all thetime,” he says.

Strauss urges anyone interested instarting up another neighbourhoodwatch to contact him at [email protected].

Officers from Bothasig police recently madevery good arrests when they captured twosuspects from Delft for robbery before theink on the docket was completely dry.

According to Warrant Officer Dean New-man, he and colleague Constable JonathanKriel were called out to attend a robbery

complaint in Bothasig. When they got to thescene they interviewed the two complain-ants who indicated that they had beenrobbed in an alley near Vryburger Avenue.

According to them they were walkingwhen they were approached by an unknownman who asked them for a cigarette. When

they indicated that they could not help him,he threatened them and forced them into analley where two other men assisted in rob-bing them from their cellphones, clothingand wine.

When they gave a description of the sus-pects, the policemen could not believe their

luck as they remembered that they hadpassed people who fitted the description onthe way to attend to the complaint. One ofthem was seen running across an open field.

After completing the docket they wentback to the area where they had seen the sus-pects and found two of them.

The two 18-year-old suspects, who werelater identified by the complainants, werearrested and detained.

Our Future Fund. The fund was recently launched by the

University of the Western Cape’s StudentRepresentative Council (SRC) and isaimed at raising funds for tuition and ac-ademic support for deserving studentswithin the institution.

With an initial pledge of R2m from theUWC and the SRC committing R350 000of their own annual budget, the studentleadership body has been overwhelmedby the outpouring support from the insti-tution and its alumni.

“With the commitment firmly etchedthe development of future leaders havingan active role in the campaign that is

aimed at raising R15m for the SRC in2016, was a no-brainer. In the pursuit ofpersonal and national economic empow-erment, few things – if any – play sucha pivotal role as education. The UWCSRC Ikamva Lethu Fund has my full sup-port,” Nene says.

Encouraged by the former minister’ssupport, the UWC SRC is continuing toengage with more of their alumni to en-sure more support.

SRC President Akhona Landu says forthem this is a legacy project.

and others in the community as well asthe upgrade of Kasselsvlei Road, PeterBarlow Road and the sidewalks.Ward councillor Mercia Kleinsmith

says as a strategic investment plan sheaims to invest, maintain, repair and up-grade the parks and roads to keep the ex-isting systems, services and infrastruc-ture oi good working order.“I have set aside R140 000 of the ward

allocation for the installation of a fenceat Frank Louw Avenue Park which is al-ready completed. The fence will ensurethat less vandalism occurs and that ille-gal dumping can be deterred,” she says.Once completed, the park will be open

at 05:30 and closed at 20:00 by two resi-

dents who have agreed to take turns inensuring the facility is secure.Kleinsmith further says the equip-

ment forms part of the transport depart-ment’s budget. The department will in-stall gym equipment, the groundswill betarred, new seating installed, the skatepark will be restored and games will bepainted on the grounds.“We want to make it as user friendly

as possible so that everyone in the com-munity and visitors to the area can enjoythe space as it is there for them to makeuse of,” Kleinsmith says. She also spent about R200 000 on Lorna

Play park in Glenhaven which was iden-tified as a World Design Capital Project.“We also spent about R100 000 on the

play park in Industry Street and fencedthe park as well and the residents theretoo have taken responsibility of openingand locking the gates to the park.”Kleinsmith adds that the upgrade of

parks enhance the community and it issafe for children to play and for parentsto sit and keep a watchful eye.“In future I will upgrade more parks

fromward allocation andhope that thesefacilities will be used daily by the com-munity,” she says.

The City of Cape Town’s rates estimator, which is available on its valuationswebsite, is now available to residents.

This is to help property owners to assessthe proposed change on the rates portion oftheir municipal bill as part of the generalvaluation process for 2015, the City says. The City recently tabled its draft budget

for the 2016/2017 financial year. This year however, due to the latest gener-

al valuation, the proposed cent-in-the-randon which the proposed rates increases arecalculated, has also been tabled.TheCity is nowproposing that the cent-in-

the-rand reduces by 7% for residential prop-erties.

This is largely due to the total value of thelatest general valuation that has gone up sig-nificantly, City bosses explain.“Although there is still a valuation objec-

tion process under way and the final valuecould be somewhat lower, on the residentialside we have essentially seen a growth of ap-proximately 18% since the last valuation in2012,” says deputy mayor Ian Neilson.“In addition, theCity’s latest general valu-

ation shows that the total valuation of allrateable properties has increased from R911billion in 2012, toR1156 billion in 2015,whichis an important reason for the decrease inthe rate-in-the-rand or the rates portion ofa municipal bill.”

He says the City sets a budget that is need-ed from rates income for essential servicessuch as fire and disaster risk services, streetlights and traffic lights which benefit all res-idents but which do not generate an income.

“The total value of all properties withinthe municipal boundary, according to thevaluation roll, is then used to calculate whatportion of a cent out of the rand value of theproperty is needed to achieve the set budgetneeded from the rates income. If propertyvalues increase, the cent tariff will de-crease,” says Neilson.

He adds that property valuations aretherefore not done to chase a surplus or tomake money out of ratepayers.

“The budget needed for these municipalservices is carefully calculated and propertyrates contribute to this budget,” Neilsonsays. The objection process for the latest gener-

al valuation is still under way and if a prop-erty owner disputes the valuation of theirproperty, a well motivated objection may besubmitted to the City valuer by no later than29 April. In this objection, the property ownermust

showwhy themarket valuation is incorrect.V Residents can visit www.capetown.gov.za/proper-tyvaluations for access to the rates estimator andinformation about the ongoing valuations objectionsprocess.

Researchers at Stellenbosch Uni-versity are looking for personswithproblemsrelated to their gam-bling behaviour andwho are inter-ested in taking part in a study ongambling disorder.

The study is conducted by the de-partment of psychiatry.

Several myths surround gam-bling, one of the most common be-ing that the longer you play a slotmachine without a big win, thehigher the chances it will pay outthe next time. Fact is, the slot ma-chine generates a number at ran-dom each time –whether it is a slotmachine at a casino or a limitedpay-out machine at a pub. It mayseem as though the jackpot is paidout at regular intervals, but thesenumbers cannot be influenced bya series of previous rounds, ex-perts say.

Another myth is believing thatby keeping a record of your previ-ous results, you can predict futurewins and losses.

The fact is that every bet is an in-dependent, random event withouta “memory”, and previous resultscannot influence future results.

Some also believe that with a for-mula theyuse to play roulette, they

are sure to win. However, the oddsare always in favour of the house.Every bet on the roulette table isan independent, coincidentalevent. There is no formula that candetermine results or favour onegambler. One other myth is people who

think that by knowing the rules ofthe game, increases their chancesofwinning.Knowing the rules onlyhelps you tomake decisions. It can-not increase your chances of win-ning. The cards you are dealt willdetermine if you win or lose – andyou do not have control over these, the experts believe. Some signs of a gambling prob-

lem include spendingmore time ormoney than planned on gambling, gambling to chase your losses, ne-glecting responsibilities at work, school or at home because of gam-bling, feeling worried, anxious ormoody when not gambling, bor-rowing money or stealing to gam-ble, crumbling relationships be-cause of debt and dishonesty andhiding your gambling, yet youcan’t stop.V For further details call Professor Chris-tine Lochner on 021 938 9179 or [email protected].

(tuisspan eerste) is: (Afdeling A) Tygerbergt Brackenfell, Durbanville-Bellville t Uni-versiteit van Kaapstad, Universiteit vanWes-Kaapland t Noordelikes/Northlink-kol-lege, Belhar t Valsbaai, Primrose t Kuilsri-vier; (Afdeling B) Goodwood t Villager,Hands & Heart t Macassar, Kraaifontein tHelderberg, Violets t Unimil.

SAREL BURGER EN STEHAN SCHOEMAN

Stellenberg se manne is hoogs tevredehuis toe ná hulle D.F. Malan die afgelo-pe Saterdag behoorlik met 78-3 gekar-

nuffel het.Die Stellies het 12 puikdrieë in dié oorwin-

ning gedruk.“Ons voorbereiding vir die seisoen was

baie goed.

Brackenfell het so byna ’n eersterangse

verrassing gelewer in sy wedstryd teen Bis-

koppe.

(23-12 t The Settlers), Kasselsvlei (16-6 t Ex-celsior) en Parow (26-10 t Westerford). Maarheelwat selfondersoek is die voorland vanFairmont (16-19 t Bonnievale), J.G.Meiring(3-24 t Dirkie Uys), Milnerton (5-49 t ParelVallei) en President (7-19 t Swellendam).
