Van die goed wat ingesit is, is skeef. Die seeprak is heeltemaal skeef, terwyl daar teëls oor die luggat gelê is. Hoe moet vog nou die bad- kamer verlaat? Die seephouer in die stort is ook te hoog,” sê ’n hoogs ontstelde Clifford. Hy sê wat dit nog erger maak is die feit dat die ou wat die bouwerk gedoen het, naby hulle woon. “As dit nog iemand was wat verder gebly het. Die ou het sommer sy werker alleen gelos om die teëls te lê. Wie sê daai ou het geweet wat hy doen? Ek het nog nie alles uitgewerk nie, maar dié gemors kan my tot R25 000 uit die sak jaag,” sê Clifford. Sy vrou sê hulle wag ook nog dat Sarel van der Westhuizen ’n kas kom installeer, waarvoor reeds betaal is. “Elke keer was dit net geld, geld, geld. Die Stad se ECD-beleid is in lyn met die EenKaap2040-visie van kennisoordrag, waarvolgenselke persoon toegang tot ’n goeie opvoeding sal hê wat sal verseker dat hy of sy oor dietoepaslike vaardighede beskik om geleenthede te kan benut. Die volgende kriteria moet nagekom word wanneer die aansoek ingedien word:

• Afskrifte van sonering-, omgewingsgesondheid- en brandveiligheidsertifikate• Registrasie as organisasie sonder winsbejag (NPO) by die departement van maatskaplike

ontwikkeling• Klaringsertifikaat van die Suid-Afrikaanse Inkomstediens• Registrasie as ’n gedeeltelikesorg-instansie (ECD-sentrum) by die provinsiale departement

van maatskaplike ontwikkeling• Die organisasie se grondwet• Gesertifiseerde afskrif van die aansoeker se Suid-Afrikaanse identiteitsdokument• Bestuurstruktuur van die NPO en die jongste notule van die bestuurskomitee-vergadering• Geouditeerde finansiële jaarstaat• Afskrif van die jongste munisipale rekening (moet tot op datum vereffen wees)• Die daaglikse ECD-leerprogram• Getal en ouderdomskategorieë van kinders wat die gedeeltelikesorg-sentrum (ECD-

sentrum) bywoon

The “increasing wave of lawlessness sweep-ing the City of Cape Town, from not adher-ing to traffic regulations to littering anddumping and a general disregard for thelaw”, prompted ward 5 councillor HelenCarstens to take action.

“In my initial discussions with law en-forcement, I was looking at initiating asweep through the area that would addressall of these issues. The discussions then in-

cluded the Metro police, traffic departmentand the Bothasig police.

“The result was Operation Sweep whichtook place last Wednesday from 06:00 to12:00. Thedepartment of social developmentalso assisted with educating people on theCity’s Give Responsibly campaign that en-courages us to give to different causes rath-er than to beggars. Both the Edgemead andBothasig Neighbourhood Watches also par-

ticipated,” says Carstens.They patrolled the area and set up a road

block on Vryburger Avenue in Bothasig.“This is not something that I plan to haveas a once off – it will be a regular occurrenceandalternatebetweenadaytimeandanighttime operation. The next one will be atnight. Operation by operation, we will aimto bring back the law and eventually moveto a zero tolerance attitude,” adds Carstens.

“We grew up playing in the streets;this is so wonderful,” says Ven-da-born Gumani Ramaliba

about Open Streets, a first ever event forBellville on 4 October.

Here people across borders of age and racehad the opportunity to, for one day, chal-lenge their perceptions and enjoy a car-freesection of Voortrekker Road and KruskalAvenue.

They played cricket with special gueststheCapeCobras cricket team, listened to sto-ries, had their faces painted, made super he-ro capes for some extra awesome powers,played chess and witnessed the making of ahuge graffiti panel. The roadwas abuzz withthe wheels of skateboards, rollerblades, bi-cycles and even some custom-made Fly-wheel chariots.

Oneof thehighlights for somewasabreak-dance performance by different artists,some as young as three years old.

Chalk was handed out to all who wantedto write and draw on the Voortrekker Roadstreet surface, an area that was once used bytravellers on horseback when this was stillthe only road from Cape Town to the coun-tryside.

Now, on a normal day, pedestrians havetowait at designated road crossings for a gapin the relentless traffic that will hardly everstop for them to cross this busy road.

Open Streets Cape Town, an organisationbased on a Colombian model, wants to openroad sections in busy areas to the communi-ty on a regular basis to encourage people toconnect. The event, a fourth for Cape Town,was facilitated by the Greater TygerbergParnership (GTP).Says Marcela Guerrero Casas, co-founder

and director of Open Streets Cape Town: “Itis an experiment in which everyone in CapeTown will have a chance to challenge theirperceptions, witness the amazing changesthat history has brought to this place anddiscover new gems.”

about three incidents at the Bizzy Kids Ear-ly Development and Learning Academy.“The first was early in the year when my

daughter, Riley, came home with flea bites.I took her to a doctor who mentioned it wasthe school sand pit. The next day I told theprincipal that it was the sand pit and theyshould have it cleaned more often.“She was very aggressive and I told her

it was the doctor who said so, not me.“In the second incident my daughter told

me that a teacher called Tarryn had hit herand I complained about it. What kind ofmother would I be if I didn’t complain?”The next incident was three months ago

when Madden lost her access tag.“I asked Riley’s class teacher to get me a

new tag and gave her themoney for it. Laterthat day, when I fetched Riley, the teachersaid I had to tell the secretary that my tagwas lost. The next morning when droppingoff Riley at her class, the secretary walkedinto the classroom and I asked her to getmea new one as I had lost mine. On Tuesday

29 September I fetchedmy daughter at 17:15and rang the school bell for 10 minutes andeventually asked my husband to call theschool and tell them I was outside in thepouring rain. When he called, the principalanswered and according tomy husband shewas very rude. She finally came to the doorand because I was very upset, I just rushedin to get my child. We ended up having aconfrontation,” says Madden.On Thursday last week Madden was

called in to ameetingwith the principal andthe secretary. “I was told by the secretarythat I have too many issues with the schoolso I must find another school for my child.“She said ‘this school is not for your fami-

ly’. I then mentioned that it was 1 Octoberand almost the end of the year and suggest-ed that my daughter stayed there until theend of the year, but they refused. When Imentioned Riley’s concert at the end of theyear, the principal said she cannot take partand had to leave immediately.”Madden is extremely upset and says her

daughter, who did nothing wrong, now hasto bear the brunt.The principal, Bev Conlon, said the par-

ents can come to see her if they are not hap-py. “She was not expelled. It is just that theparents didn’t come to the party. If theyhave a problem they can take it up withme.Other than that I have no comment.”

Child ‘expelled’ afterparents complain

A first of its kind trilingual terminologybooklet was launched in Cape Town lastweek by the Western Cape minister of cul-tural affairs and sport, Anroux Marais.This is a crucial step in the ongoing devel-

opment of the province’s three official lan-guages – Afrikaans, isiXhosa and English.The booklet has created new official

words for use in the language of govern-ment in theWesternCape, and standardisesterms across the three languages.Marais said this is an important contribu-

tion to our provincial language heritage.

“The booklet consists of terms and stan-dard phrases used by theWesternCape gov-ernment, which are not available in exist-ing dictionaries. This is a systematic wayof maintaining the balance between thethree official languages of the province. Itis a crucial step in the development of theisiXhosa language and the standardisationof terms between Xhosa, Afrikaans and En-glish,” she added.“We should never underestimate the im-

To ensure better road safety for schoolchildren, the City of Cape Town willprovide part time traffic attendants

on condition that the various local sub-councils fund their salaries with respec-tive ward funds.

A report informing subcouncils to thiseffect was tabled at the September meetingof subcouncil 2,.

Although local councillors are in agree-ment that these additional safety measuresbe taken, they are adamant that salariesshould not be allocated from the limitedward funds, but rather from the central

city budget.A ward fund is allocated to each ward

councillor, with the purpose for that coun-cillor to support and initiate micro localprojects such as park beautification for in-stance.

The aforesaid report states that a largenumber of children need to walk to andfrom school each day, and that parents arenot always available to accompany theirchildren.

“There are a number of requests for theCity to employ part time traffic attendantsto assist children at school crossings, how-ever this is budget reliant.

“If a subcouncil so wishes, it can providefunding for part time attendants who can

then be deployed to a crossing of the sub-council’s choice,” read the report, com-piled by the safety and security director-ate.

The projected amount for the cost of onepart time attendant would come to R40 721for a period of 12 months. This was calcu-lated at an hourly rate of R38 for four hoursper day over 232 days and includes uniformand equipment.

Marian Nieuwoudt, ward councillorfrom Brackenfell, and Simpiwe Nonkeyi-zana, ward councillor for Wallacedene,both questioned the sensibility of this pro-posal.

“As it is, ward allocations are the small-est funds, yet the City insists that the funds

be taken from here,” said Nieuwoudt.“It makes sense that services such as

these be paid by the City’s operational bud-get and that ward funds should not carrythis additional pressure,” he added.

Upon a media enquiry by TygerBurger,executive director for safety and security,Richard Bosman, said the City’s safety andsecurity directorate has a limited budget.

He said that the report should be viewedas a proposal only.

“We tabled the various options availableto subcouncils in view of our limited bud-get,” he said.

However, upon scrutinising the report,TygerBurger could not find these “options”referred to.

As with most forms of abuse, bullies areoften victims themselves.

“Many bullies suffer from anger or frus-tration due to their circumstances at home,and some do it to look good and assert them-selves. In some cases bullies often aren’teven aware that they are being bullies,”says Riverside College high school princi-pal and counsellor Dave Swart.Bullying is not limited to physical vio-

lence such as teasing, taunting, threaten-ing, hitting and stealing. It also comes in in-direct forms such as social isolationthrough intentional exclusion and cyberbullying. “Tackling bullying at schools isnever easy; more often than not, it is diffi-cult to prove and often it goes unreporteddue to the fear of repercussion,” says Swart.

Schools need to create a platform for opencommunication, which engages with thebullies and thevictims, saysSwart. “We runregular workshops to create awarenessaround negative, harmful behaviour andencourage our learners to speak out if theyfeel they are being targeted. Bullying hasthe potential to do a lot of harm. It is some-thing that we take very seriously. As aschool, we support Bullying AwarenessMonth and collectively say no to bullies.”

Each year learners and teachers alike atRiverside College sign a manifesto againstbullying.

Nominations for high school learners toserve on the Junior City Council (JCC)opened last week.“The JCC is an initiative run by the City

of Cape Town. The programme aims to ex-pose high school learners within the regionto the workings of the City,” explains a Cityspokesperson.

The JCC is a non-political programmeseeking to foster a spirit of civic responsibil-ity among the youth.

Running over two years, the objective ofthe programme is to represent all 111 wardsand 24 subcouncils within the city on theJCC.

A recruitment drive is held before eachterm and invitations have been sent to al-most 250 state and independenthigh schoolsacross the city.

Local schools are invited to nominatelearners in Grades 8, 9 and 10 to participatein the programme.

Membership is entirely voluntary andlearners will have to devote time and effortto attend to socio-economic issues affectingthe youth.The purpose of the JCC is to make the

I would never have been ableto comprehend the difficultiesand sadness linked to theextreme effects of poverty ifnot witnessing it for myself.

One could not imagine thatonly a stone’s throw awayfrom the place I call homethere are the voices of those inneed crying out for a littlemercy, for a helping hand, forjust a piece of bread to consoletheir hunger pains.

Meeting a mother of fourchildren made me realise howmuch I have to be thankful for.After being invited into herhome, it made me look at mylife in a deeper sense, and Irealised that life should not betaken for granted.

I am deeply saddened afterwitnessing her family in suchdistress because of poverty. AsI look at her children – theirinnocent little faces smiling atme – I am touched by theirchild-like beauty, but as I lookbeyond their smiles I see theeffects of malnutrition on theirlittle bodies.

Om ’n klompie duisend kilometer per vlieg-tuig na jou bestemming af te lê en dan voordooiemansdeur te kom, is ’n gebeurlikheidwat jy niemand toewens nie.

En tog is dit wat die afgelope naweek gebeurhetmet die Renostertjies – die onder 19-rugby-span wat vroeër vanjaar ná afloop van die To-ny Stoops-rugbytoernooi in Parow saamgestelis.

Toe die span, met die benaming Rhino’s,verledeweek in Ierland aankomvir ’n beplan-de kort toer van drie wedstryde, het die gas-heer vir die eerste kragmeting, die Leinster-klub, botweg geweier om die junior afdelingvan sy klub teen die Suid-Afrikaners te laatspeel.

Dit nadat hulle maande gelede al deur ’ntoermaatskappy in verband met die wedstrydverwittig is.

Dit blyk nou dat die Iere gans en al te bangwas om die Renostertjies aan te durf, want, sêhulle, ’n klubspan kan mos nie teen ’n “vol-bloed-nasionale span” speel nie!

En dit is hier waar die lagwekkende sy vandie Ierse treurmare opduik.

Hierdie “nasionale” Rhino’s-span is bloot ’nuitnodigingrugbyspan bestaande uit 24 vry-willigerswat aan dieApril-toernooi op die vel-de van die HS Tygerberg deelgeneem het.

Daar is 14 spelers van Tygerbergse skole indie toerspan, met die sterkste verteenwoordi-ging deur De Kuilen (5 spelers), HS TygerbergenHSParow (3 elk), asook spelers van Stellen-berg, Tableview en Jan Kriel-skool.

Die ander 10 spelers is grootliks vanBoland-se skole.

At the age of 17, Kyle Appel Haupt(Brackenfell High School) is mak-ing his mark as a sprinter on the

world stage.Kyle is the TygerBurger Sportstar of

the Month winner.Earlier this year Kyle ran the 200m in

a timeof 20:57 at theWorldYouthAthlet-ics championship inColumbia,winninga silver medal. What makes thisachievement even more remarkable isthe fact that this time was the secondfastest time (youth) in the world everand the eighth fastest time in historyoverall, with Jamaican icon Usain Boltthe world record holder with 19:19.

“Running that time was massive formy confidence. It showed me that I amgood enough to compete with the best inthe world and it only drives me to workharder and improve on my times.

“I have to thankmy coach, Marcel Ot-to. We train five days a week. We makea good team and it shows in the results.It makes things easier when you havea good support structure at home aswell. I am truly blessed,” said Kyle.

Kyle represented Western Province

junior rugby, but soon realised that thetrack was his forte.

“I do the 100m and 200m, and at ourschool meetings I also do the 400m forfun, but my focus is the shorter dis-tance. I would have to say that the 200mismy favourite as I alwayspickup speedlate in the race.

“This year has been a good one forme.At theAthletics SouthAfrica champion-ship earlier this year in Bloemfontein Iwon silver in the 100m and gold in the200m and the 4x100m relay. At the Afri-can Youth Championship in MauritiusI won silver in the 100m and I am veryproud of our gold medal in the relay.

“It is an honour to be chosen as theTygerBurger Sportstar of the Month; Iam truly humbled. Thank you!” he said.

Kyle dreams of representing SouthAfrica at theOlympics andwin gold, butfor now his focus is on the World YouthChampionship in Russia next year.
