    MERRY CHRISTMAS!

    BRENDEN RUITER

    @ruitervaniewind

    T

he police in Bothasig believe burglars

responded to an ad on a website when

they broke into a house in Richwood.

The owner of thehouse advertised a televi-

sion set online and it is believed this brought

the burglars to his door. The good news is

    the perpetrators were arrested.

    According to police spokesperson War-

rant Officer Jacques Mostert, Warrant Offi-

cer Hendrik Taljaard was informed by his

    colleagues that a

    house robbery had

    occurred in Rich-

    wood.

    Information re-

    ceived from the com-

    plainant indicated

    that two vehicles had

    been used during the

    crime a silver Toyo-

    ta Avanza and a

    white Volkswagen

    Caddybakkie.Anoth-

    er officer informed

Taljaard that he had actually seen these two

vehicles travelling in the direction of Plat-

tekloof while responding to the complaint,

but did not have a description at that time.

    The officer said the bakkiewasbeingpushed

by a male wearing a white cap and T-shirt,

    says Mostert.

    Taljaard observed Plattekloof Road and

noticed a silver Avanza going past him.

In the distance he saw a white bakkie be-

ing pushed by a person fitting the same de-

scription. As he approached the vehicle it

started and drove in the direction of Parow.

Taljaard followed the vehicle while waiting

for backup. An officer from Goodwood as-

sisted, the vehicle was pulled over and Tal-

jaard proceeded to interview the occupants

of the vehicle. The one occupant fitted the

description given by the complainant and

while searching the vehicle, he found items

similar to those taken during the robbery,

    according to Mostert.

The two suspects, males aged 30 and 29

were arrested and detained. Police also

seized the Volkswagen Caddy bakkie they

    were using.

    Nelis Franken,

    head of detectives,

    urged people not to

    invite buyers to

    come to their houses

    when they are selling

    goods online.

    Where possible

    rather pick a safe

    place to conduct the

    deal, he suggests.

    Lieutenant Colo-

    nel Patrick Jacobs

    says he is very proud

of the good work done by the members, but

    that thegooddescriptionby the complainant

also enabled the police to make arrests.

    I suggest community members raise

their level of awareness during the festive

season and care about each other. We found

that burglaries, theft out of motor vehicles

aswell as theft ofmotor vehicles have shown

    an increase. When communitymembers see

suspicious activities, they must call the po-

    lice immediately as potential shoppers

could be stopped before committing a

    crime, says Jacobs.

Leonardo Ganci, a well-known resident in

the northern suburbs, sadly passed away on

    Sunday this past weekend.

Ganci died at the age of 85. Described as

a much loved man in the community, Ganci

celebrated his birthday three weeks ago on

26 November. This was the first time in 18

years the entire family sat together at a ta-

    ble, daughter Nina Ganci say.

Ganci was a very prominent businessman

in the northern suburbs and known for the

houses he built in the 1970s to 1990s. He

    helped develop Durbanville, Monte Vista,

    Table View, Edgemead and Bothasig.

In fact, every road in Monte Vista has a

house built by him, Nina says.

He passed away peacefully in the presence

of his wife, children and grandchildren.

Ganciwill be laid to rest tomorrow,Thurs-

day 17 December at the Immaculate Concep-

tion Catholic Church in Parow, at 14:00.

ie stoep van n Bostonse prokureurs-

firma word as toilet gebruik deur n

groep straatbewoners wat op die sy-

    paadjie voor die Bellville-polisiekantoor

    slaap.

George Barkhuizen, met sy praktyk in

    Clevelandstraat n dwarsstraatjie vanuit

    Voortrekkerweg, skuins oorkant die poli-

    siekantoor is raadop.

kantore tref n mens soos n klam waslap.

    Barkhuizen s die probleembegin bydie

straatbewoners wat snags hul intrek voor

die polisiekantoor neem. Daar is geen toi-

letgeriewe vir diegene nie, hoewel hulle

die geriewe by die polisiekantoor kan be-

    nut.

    Parkeerplekke

    slaap.

    Sowat vierweke geledewas daarnet so-

    we slegs deur toegangsbeheer toeganklik

is. Barkhuizen se kantore is n klipgooitjie

like muurtjie waaragter die mense hul be-

    sigheid kan doen. My alarmmaatskappy

bel my gereeld in die nag as die sensors af-

gaan. Die afgelope Sondagnag het daar

drie sensors afgegaan, s hy. Barkhuizen

het ook n spuitstelselmet sensors teen die

dak buite aangebring: Dit spuit enigie-

binne hul bereik sit, draai hulle selfs di

Barkhuizen

spreek. Die VRCID en Groter Tygerberg-

    vennootskap kan nie vennootskappe aan-

trek as ons sulke situasies het nie.

    Solankdiemense op sy drumpel slaap,

    meen die Bellville-polisiehoof, brig. Andre

vanDyk, dat hul veiligheid eerstens n pri-

oriteit is. Haweloses is n sosiaal-maat-

skaplike aangeleentheid wat deur die rele-

    vante staatsdepartemente, VRCID en die

    Stadhanteermoetword.Dit isni npolisi-

    eringsaangeleentheid nie.

Die polisie het ook n verantwoordelik-

heid om hawelose mense teen misdaad te

beskerm.

    bare geriewe.

kry. Die klagtes van Beirowski Proku-

    reurs geniet aandag.

    Vrotkol

    J.P. Smith, burgemeesterskomiteelid

vir veiligheid en sekuriteit van die Stad,

s di gebied word as n vrotkol beskou.

Die gebied onder bespreking is n vrot-

kol en geniet die voortdurende aandag van

    ons wetstoepassingseenheid in terme van

dieStad se ordonnansie oor strate, openba-

re plekke en die voorkoming van geraas-

    las. Wetstoepassing patrolleer gereeld in

    s Smith. Dtmaak onswerk soveelmoei-

    liker en is baie frustrerend.

Smith se eweknie in die portefeulje vir

    maatskaplike ontwikkeling, Suzette Lit-

Daar is n hele aantal potensile oplos-

sings. Die polisie kan toelaat dat die groep

op sy perseel slaap en sy ablusiefasiliteite

    binne die polisiekantoor gebruik.

    Alternatiewelik kan die polisie mobie-

le toiletfasiliteite op sy perseel oprig, aan-

gesien dit private eiendom is, s Little.

maak, n boonop veilig sal wees.

Op medium- tot langtermyn is daar eg-

ter n meer volhoubare oplossing nodig.

    hen Tygerberg Hospital was

    built, it was never designed

to treat the type of cases and

accommodate the patient load which the

hospital is experiencing now, says Lati-

cia Pienaar, spokesperson for this hospi-

    tal.

This week, more people spoke up about

long hours they had to wait in the trauma

unit before they were treated for injuries.

TygerBurger reported on a man that had

to wait 60 hours to be seen by a specialist

    there last week.

However, no patient is turned away at

any public health facility without receiv-

    ing medical assistance, says Pienaar.

She says the trauma unit treats up to

2000 patients per month, but there are on-

ly three doctors and six nurses per shift,

and two shifts every 24 hours.

    Wedonot havebeds in the traumaunit

as it is regarded as an outpatient activity.

We make use of trolleys to assess the pa-

    tients on.Wehavea smallwardwhich can

house 10 patients for overnight purposes.

Depending on the type of injury some pa-

tients will be discharged immediately but

in the event of special examinations,

    some patients will require radiology

scans and will undergo special investiga-

    tions.

She says the unit is particularly full

over weekends, but this is not just isolat-

ed to Tygerberg Hospital as all hospitals

in the Cape Metro experience the same

    pressures.

She says feasibility studies are being fi-

nalised for the new Tygerberg Hospital.

According to the health minister of the

    Western Cape, Dr Nomafrench Mbombo,

emergency centres (ECs) face the brunt of

the pressure when dealing withmotor ve-

    hicle accidents and other trauma-related

incidents. They are built to perform their

core function, which is to render quick

    and efficient emergency medical care,

    and are staffed accordingly.

Mbombo says the current pressures at

Western Cape health facilities across the

    service platform,not only athospitals and

    emergency centres, are real.

    When less-than-

    urgent cases flood

    the ECs, it causes a

    reduction in effi-

    ciency of both the

    emergency service

    and the routine

    medical care pro-

    vided, simply be-

    cause the facility is

    not built to deal op-

    timally with non-

    emergency cases.

    Clients with non-

    urgent and non-life

    threatening inju-

    ries or illnesses can

visit their local primary health care

(PHC) facility such as a 24-hour communi-

ty health centre (CHC) or clinic where

they can been assisted much quicker,

makingmore efficient use of the system,

    she says.

She adds one reason for thosewith inju-

ries not attending the PHC facilities could

be the perception that using anEC facility

results in faster turn-around-times for pa-

tients, when often the opposite is the case.

We urge people to find out the details

of their nearest health facility most ap-

propriate for their needs. Our facilities

are overburdened and because of the tri-

age system it is the clients with the non-

life threatening state that end up waiting

for long hours because the patient whose

life is at risk, automatically gets treated

    immediately. Emergency centres are for

    emergencies, Mbombo says.

The clients coming through the doors

of the ECs are a reflection of the burden

of disease within the larger population,

she says, such as inter-personal violence,

road traffic accidents, risk factors for

    chronic diseases

    such as smoking,

    alcohol abuse,

    lack of exercise

    and unhealthy

    diets, substance

    abuse, lack of

    proper housing

    and overcrowd-

    ing.

    There is al-

    ways a tensionbe-

    tween the escalat-

    ing demand for

    services and the

    available resour-

    ces. Shortage of

beds is always relative to the demands on

the service. To equip ECs to function opti-

mally the department has in the past few

    years systematically improved the infra-

    structure within ECs New Somerset

    Hospital, Karl BremerHospital, Khayelit-

sha Hospital and the new Mitchells Plain

Hospital are cases in point. Emergency

    medicine specialists have been perma-

nently placed in emergency centres to

    strengthen clinical governance and quali-

ty of care. The challenge is not shortages

of medical equipment, but shortages of

    specialist doctors and nurses, Mbombo

    says.

    Just 3 doctors per 2000

    When lessthanur

    gent cases flood the

    ECs, it causes a re

    duction in efficiency

    of both the emer

    gency service and

    the routinemedical

    care provided.

azzart, one of Africas oldest contem-

    porarydance companies, presented an

    energetic and impressive production

with local trainees at the Artscape Arena

    from 10 to 12 December.

The group of 17 dancers, who hail from

areas such as Goodwood, Eerste River,

    Belhar, Heideveld and Gugulethu, started

their training in July under Sifiso Kwey-

ama, artistic director for Jazzart Dance

    Theatre.

Jazzart is about exposing our trainees

to a diversity of teachers, choreographers

and dance styles so they can learn tomove

easily from popular to traditional dance

    and find African contemporary move-

ments in music, art and everyday life,

    says Kweyama.

    The production, called Time, was

packed with a two-hour long dance pro-

gramme with elements of hip-hop, tap

    dance, ballet and theatre.

2015 marked the sixth intake of the

    training programme which is artistically

crafted to celebrate this strength of the

youth with the youth and for the youth.

Its the right time for choreographers

to collaborate so that we can work togeth-

er to empower our youth in the arts. We

want our trainees to understand where

they come from and how they got their

freedom, so that theydonot take their free-

    dom for granted, says Kweyama.

The City of Cape Town says it is upping

its fight against contractors who sell City

    issued refuse bags.

Hawkers have been selling the bags at

intersections all over the northern sub-

    urbs, especially Bellville, Goodwood and

Parow. The bags are marked as not for

sale but this is no deterrent.

    According to Ernest Sonnenberg, May-

co member for utility services, the City

    carries out ongoing investigations into

this each time such matters are reported.

Various people have been arrested in this

regard and cases are ongoing. The depart-

    ment of solidwastemanagement: loss con-

trol branch regularly undertakes sting op-

erations in efforts to eradicate this prob-

    lem, says Sonnenberg.

He says theCity is experiencing a reduc-

tion in cases of this kind. The tenders

awarded to the contractors who use the

blue bags (most of which are the ones

found for sale) nowcarryavery stiff penal-

ty per bag to the contractor should his or

her bags be found for sale, thus enforcing

better controls. We have noticed a reduc-

tion in the numbers of bags for sale since

the change. Be assured that the City con-

tinues to give this matter ongoing atten-

tion so as to eradicate the theft of its bags,

    according to Sonnenberg.

Dramatiese jaagtog het op 11 De-

    sember oor middagete in Bellville

    en Parow-Noord plaasgevind toe die

polisie n wit Polo Playa sonder nommer-

    plate probeer vastrek het.

Volgens kapt. Fienie Nimb van die Bell-

ville-polisie het die voertuig met drie mans

daarin die polisie se aandag in Oakdale ge-

trek, vanwaar dit deur hulle agtervolg is.

Ons vermoed hulle wou by n huis in-

breek.

jaag, waar hy in n stadium n U-draai teen

die verkeer gemaak het. Ons het hom daar

verloor.

Noord afgesper, n padblokkade in McInty-

restraat opgerig en nagenoeg 20 ondersteu-

    nende polisievoertuie, asook n polisieheli-

kopter, het hulle na die omgewing gehaas

om na die voertuig te soek. Di het spoor-

    loos verdwyn.

Dit is heeltemal moontlik dat die voer-

    tuig in nmotorhuis inParow ingetrekhet,

s Zander van Rooyen van die Parow-GPF,

    wat ook in Parow-Noord woon.

    Verledeweek is nwit Golfmet driemans

opgeneem toe hulle met n koevoet by n

    huis in Thealstraat, Parow-Noord inge-

breek het. Op 10 Desember het vier mans

in n blou Polo met getinte vensters in Nel-

    sonstraat, Goodwood probeer inbreek.

    Hulle het diemotorhuisdeur oopforseer,

my man se bakkie uitgestoot en blykbaar

die tracker gesien en dit toe gelos.

Daarna het hulle die veiligheidshek van

die huis oopgebreek. Hulle is gesteur deur

my buurman en toe spring almal in die kar

    en jaagweg, skryf die inwonervandihuis

    op Facebook.

Op 10 Desember was daar nog n inbraak

    in Caledonstraat, Goodwood.

gevolg. Ek is eintlik n plaasmeisie. My

man was in dieselfde skool as ek en ons het

altyd saam gestap.

Nee, ek

    T

he implementation of level 2 water re-

strictions was approved at the City of

Cape Towns final council meeting of

the year. The committee approved the step-

up to level 2 water restrictions after an

amendment wasmade to cases pertaining to

    alternative water source users.

The amendment states that when water-

ing gardens, parks and open spaces with al-

    ternative water sources (rainwater harvest-

    ing, greywater reuse, treated effluentwater,

well points and bore-holes) residents are en-

couraged to do so only before 09:00 or after

18:00 on Tuesdays, Thursdays and Satur-

days, and to display the appropriate signage

which must be clearly visible from a public

    thoroughfare. Usersmust be registeredwith

the City in order to do so.

Thiswas in response to customerswho ex-

    pressed dissatisfaction with the stringent

measures being applied to those who have

already taken steps to use alternative water

sources in the interests of reducing their

    consumption.

    Level 2 restrictions 20% saving

    AsCapeTown is situated in awater-scarce

region, the City imposes level 1 restrictions

(10% water savings) at all times. Because

dam levels are lower than the norm for this

time of year, it was proposed that the City

implement level 2 restrictions (20% savings)

to preserve the long-term sustainability of

    the resource.

Customers should note that from 1 Janu-

ary 2016 they will be charged according to

a tariff designed to be revenue neutral when

applied to the 10%reduced consumption lev-

els. In other words, if the customer reduces

their consumption by 10%, their bill should

remain at a similar rand value. Indigent cus-

tomers free allocation will not be affected,

norwill the free first 6 kl amonth for all resi-

    dents.

For example, if a resident normally uses

24 kl of water every month at a cost of

R294.62, and they reduce consumption by

10%, they will continue to receive a bill for

a similar amount. However, if implementa-

tion of the level 2 tariff is passed by Council,

24 kl will cost them R344,75, says Ernest

Sonnenberg, Mayco member for utility ser-

    vices.

Furthermore, if passed by Council, resi-

dents will have to abide by the following,

    more stringent regulations:

.Nowatering (e.g. using buckets) of a gar-

den, sports field, or other grassed area using

potable water between 09:00 and 18:00

. No watering (e.g. using buckets) will be

permitted within 24 hours of rainfall that

    provides adequate saturation. Facilities/

customersmaking use of bore-holes or other

    alternative sources are not exempt

    . Irrigation (e.g. hose pipe/sprinklers) is

only to take place on Tuesdays, Thursdays

and Saturdays during approved hours, and

for no longer than an hour in total. Facili-

ties/customers making use of bore-holes or

other alternative sources are not exempt

. If alternativewater sources are utilised,

customers should ensure that they display

signage to this effect clearly visible from a

    public thoroughfare

.Where a hosepipe is used for irrigation,

it must have a controlling device attached

    at the end

.Nowashing or hosing down of hard-sur-

faced or paved areas with potable (drinking

    water from tap) water

. A hosepipe used for washing vehicles

In addition, the City would like to inform

residents that changes to the bulk water dis-

    tribution system could intermittently im-

pact onwater pressure, clarity or taste with-

in some areas of the northern and central

suburbs of the city. These changes became

necessary due to the low level of theVolvlei

    Dam.

Water might have a different taste

Resultant flow changes in some of the wa-

ter pipelines may temporarily cause cloudi-

ness or a slight discolouration in the water.

Residents with sensitive palates may also

notice a slight change in the taste of their

water as it will now be coming from a differ-

    ent mix of sources.

Water consumers in several parts of the

city may have also experienced an earthy

taste and odour to their drinking water

caused by low levels of Geosmin in dam wa-

ters. We would like to reassure residents

that this is a naturally occurring compound

and is neither toxic nor harmful to health.

    Water quality is monitored continuously

and all water supplied will be entirely safe

    for human consumption, Sonneberg says.

    Headds that theCity isworkingproactive-

ly to manage available water resources and

reduce the effects of geosmin in the source

waters concentrations of which are antici-

pated to increase with lower dam levels and

    hot, windy conditions.

The City would like to remind residents

that these are not punitive measures, but

rather the City taking steps to protect our

water supplies and guard against a full-

blown crisis, as has been the case in other

    municipalities, Sonnenberg says.

I was overjoyed when I re-

    ceived a phone call from

    Zayaan of TygerBurger to let

me know that I was one of the

    ten lucky winners of double

    tickets to the Hot Summer

    Groove concert, which was

    held at the Grand Arena,

    Grand West on Saturday 5

    December.

Wow, what a show, and what

    a wonderful line-up of talented

    artists. One forgets just how

    many world class artists we

    have in South Africa.

    Although we have lived in

the Cape for many years, and

we have been to Grand West

    on numerous occasions, we

had never been to a show at

the Arena, so this was a first

for us, and a real treat.

    As always Soli Philander

    with his wonderful sense of

    humour kept the audience in

fits of laughter, as did Emo

Adams with his body moves. I

sometimes think that he has to

be double jointed to move the

    way that he does on

    stage.Steyn and the Steyners

started off the show, and the

    Steyners Band also backed

    Andr Venter (formerly with

    Boy Band Romanz). We thor-

    oughly enjoyed listening to

    Andr singing, and him paying

    tribute to both Taliep Pietersen

    and Zayn Adams. The crowd

    gave Andr a standing ovation

at the end of his performance.

    Then the Rockets, whom we

    have never seen, appeared on

    stage and got the audience

    swinging, livening up the

entire show as well as paying

    tribute to Ricardo who had

    passed away during that week.

    As Soli said, he always

leaves the best for last, which

was so true we love the

music of Dr. Victor and the

    Rasta Rebels, who also rocked,

and got the audience on their

    feet.

    The concert finished after

    midnight, and we decided to

cup of coffee to allow the

    LEWENSKIEKIE

    Neem kennis

    vanmag van

    sosialemedia

Die mag van sosiale media kan deesdae

    nie meer onderskat word nie.

n Goeie voorbeeld hiervan was die

debakel rondom die minister van finan-

sies van die afgelope klompie dae. Nog

selde voorheen selfs nog meer as tydens

    die Oscar Pistorius-hofsaak het die

twiete in Suid-Afrika s gefluit en die

    Facebook-boodskappe s gevlieg oor net

    n onderwerp.

Binne n japtrap was daar talle #Zuma-

    MustFall-veldtogte op sosiale mediaplat-

forms van stapel gestuur wat deur

    derduisende ondertekenaars gesteun is.

En hoewel die president uiteindelik tot

ander insigte gebring is deur onder meer

    n paar nugtere ANC-kamerade en

    bekommerde sakelui om sy ondeurdagte

    Van Rooyen-aanstelling ongedaan te maak

en nadat die randwaarde soos n ton

stene na benede getuimel het moes die

heftige reaksie op sosiale media hom ook

goed skrikgemaak het. Hierdie was nie

    kenmerkende hoonlaggie tydens vraetyd

nie.

eet Lakheni, a Grade 9 learner

from Mthatha, who, at the age of

15 came home from school one

day to the news that his father had sud-

    denly passed away.

His world is turned upside down and

being the eldest of three children, Lakhe-

ni knew that he was now considered to

be theman of the house. Hismother nev-

er had a formal job and his siblings were

still in primary school. Without any

warning, this child goes from having the

challenge of passingGrade 9 to taking re-

sponsibility for helping his mother put

    food on the table.

Under the guidance of the African

Scholars Fund (ASF), he registered at a

public FET College for NCV level 2 in

    electrical infrastructure construction.

    Working, studying

Three years later, despite having to

    work over weekends, Lakheni complet-

ed his NCV level 4 and is now 18 years

    old.

    He courageously decided to leave

Mthatha for Port Elizabeth and buckled

down for a further 18months to complete

    hisN4 toN6.Thishedid successfully and

    soon thereafter found himself gainfully

    employed.

When I arrived at PE College, my life

was already sorted by the ASF from

    registration tuition fees, books and

transport, he says. All I had to do was

to present the acceptance letter I re-

ceived from the ASF so I could complete-

ly focus and concentrate onmy studies.

    Amazing opportunity

He says that when the ASF team visit-

ed the college to present a student sup-

port workshop at the beginning of the

year, it was an amazing opportunity to

finally have met them after supporting

him for the rest of his school career right

    through college.

The ASF, through awards and gui-

    dance assists promising young school-

    children fromdesperately poor homes to

complete their secondary (Grades 8 to 12)

    or technical vocational education train-

ing college education. Lakheni is an ex-

ample of the kind of bursar thatASFwel-

    comes into their family.

They operate within the Free State,

    Western, Eastern and Northern Cape.

The R1 000 per year they make available

to the learners they support might not

seem like much, but it affords them the

opportunity to complete their basic edu-

cation with a sense of dignity.

We urge all residents to use water sparingly and avoid wastage. If you reduce

your consumption by just 10%, your water bill should remain the same.

Limit your and childrens tech time

Howmuch time should a child spend in front

of a screen? This is a question asked not just

by worried parents, but also psychologists,

    health organisations and even govern-

    ments.

Wanting our children to be tech-savvy is

understandable, and the need to keep them

entertained will also make sense to many a

parent. But parents should alsoweighup the

risks associated with children having too

    much screen time.

    While television, interactive video games

and the Internet can be excellent sources of

    education and entertainment for children,

toomuch screen time can lead to bad health,

    obesity and behaviourial problems.

TV and other tech gadgets are easy baby-

sitters, says primary school principal at

    Riverside College, Lynne Arbuckle.

This is especially tempting during the

school holidays when there is somuchmore

free time and boredom inevitably sets in.

A2012 report onmedia consumption in the

UK estimated that the average three to four-

year-old spends three hours a day in front

of a screen. This rises to four hours for ages

five to seven, 4.5 hours by ages eight to 11

    and 6.5 hours for teenagers.

Technology is not going to go away; par-

ents need to manage and control their chil-

drens consumption and use, says Arbuck-

le. The reality is that most kids can use a

smartphone before they have learned how to

write their name down or tie their shoes.

Tech time needs to be especially well man-

aged during the holidays, with experts

strongly suggesting that it should not inter-

fere with traditional playtime. Limits on the

amount of time spent playing on gadgets and

tech free zones (such as no iPad during din-

ner time) should be enforced by parents,

who need to respect the same rules imposed

on their children (that call can wait).

    Good old-fashioned parenting comes into

    play, says Arbuckle.

Impose rules about the amount of time a

week your children are allowed to spend on

their electronic devices. Go on family out-

ings and spend quality time with your chil-

dren. As a parent, setting personal limits on

your own technology use is a very good

    start.
