Residents of Richwood are attheir wits end after their backy-ardswere once again flooded fol-

lowing heavy downpours over thepast month.Richwood residents Andrew Ha-

yward and Adrian Commons havebeen sent frompillar topostwith theircomplaints, but it seems no one is wil-ling or able tohelp them.Theyaredre-adinghaving to endure the remainderof the rainy season.“It all started with the development

of a new road on the vacant land be-hind our houses,” says Commons.“Because the road is so high, watercan’t flow away properly and thendams up behind our vibracrete walls.It then starts to flow through the wallinto our properties.”

Passing the buckHayward says during the previous

rainy seasonshis entirebackyardwasflooded. “We couldn’t even see ourpool. After a while the water startedto stink and my house was infestedwith mosquitoes,” complains Ha-yward.Getting the problem investigated

seems to be an uphill battle. Haywardand Commons are still struggling toascertain who is responsible for thedrainage.They have asked for assistance

from the local ratepayers’ associationchairperson, Danny Bolton, reques-

ting him to fight on their behalf.“We have spoken to every person

who we thought might be able to helpthe affected residents, but still not-hing is being done,” says Bolton.The consultant to the road develo-

per, Louise du Toit, stated in an emailthe flooding is not due to the road.“The first flooding event in July 2013was due to a 400mm diameter City ofCape Town water main bursting. TheCity notified our contractor that theline had been shut off to allow the con-tractor to make a connection.“However, when the contractor ex-

posed the line and removed the exis-ting thrust block the bent piece wasblown off the pipe.”

Record rainfallAccording to Du Toit, the City had

not correctly closed the valve and thislead to water gushing from the pipeli-ne until the City could get back to thearea to close the valve properly.“Due to the size of the pipeline, this

event caused flooding of certain pro-perties in Richwood Block C. Whenthe heavy rains occurred in August2013 the same properties in RichwoodBlock C flooded again. The heavyrains in August 2013 was the highestdaily rainfall recorded in years,which might also have played a role.The construction of the road (Carmi-ne Drive) did not cause the flooding,as it has actually decreased the size ofthe catchment draining towardsRich-wood Block C,” stated Du Toit.

Afootbridge between Dunoon andRichwood could curb pedestrian fa-talities along the N7.

This is one of many proposals the pro-vincial transport department is consider-ing, following a public meeting on the is-sue.According to a recent statement by the

department, the portion of the N7 behindDunoon has been declared a hot spot forpedestrian fatalities. Low visibility due tomist, coupledwith bad lighting, wet roadsand speeding motorists are a recipe fordisaster.However, along this stretch of the N7

there is an added risk as pedestrians runacross the busy highway as they maketheir way to work in the morning. Eachmorning bakkies and trucks can be seenparked in the emergency lane as men runacross the road to get to the vehicles.In the afternoon, young boys are seen

running across the N7 as they make theirway to an open field situated between thetwo lanes to play soccer.In a letter to TygerBurger, motorist

Francois Geldenhuys, who travels alongthe N7 regularly, raised his concernsabout pedestrian safety after seeing abody covered in a silver blanket on Tues-day 23 June.“The body was lying in the left lane of

the N7 right opposite Dunoon, travellingtowards Cape Town. Paramedics and po-lice were already on the scene and hadblocked off the left lane. The body wascompletely covered with a silver blanket,bloodwas streaming fromunder the blan-ket. Not something anyone should everhave to see,” he writes.Geldenhuys said inOctober last year he

nearly became a statistic when a pedestri-an ran across the road into the back of hismotorbike causing it to swerve violently

from side to side.After two near misses along the N7,

Geldenhuys has questionedwhen a pedes-trian footbridge will be constructed to re-duce pedestrian fatalities.“How much blood must be spilt before

our government will erect a pedestrianbridge over the N7?” he asks.According to the transport department,

between June andAugust last year 164 pe-destrians died in the Western Cape.Department spokesperson Siphesihle

Dube said of the 164 fatalities, three oc-curred along theN7nearDunoon. This in-cluded an incident involving a nine-year-old boy in July. In August, two men aged32 and 64 also died along this stretch ofroad.Dube explains the road has been identi-

fied as a hot spot due to the high volumeof pedestrians crossing it daily.“Pedestrians cross the road to go to

work. They see it as the shortest route totheir respective destinations. There is al-so a prevalence of people being picked up

on the side of the N7 by motorists, wheth-er they be employers or otherwise.“Most of these pedestrians arenotwear-

ing reflective clothing for motorist to beable to see them. This is an even biggerissue over the winter months when daysare shorter and night time longer,” hesays.Dube says the department will be

clamping down on vehicles parked in theemergency lanes. He said during a recentpublic meeting with Richwood residents,a number of interventionswere proposed.“This includes the construction of a foot

bridgealong theN7asapossible long termintervention. A 25-year-old suspect is behind bars afterrobbing a complainant at gunpoint.

On Thursday 25 June at about 12:00 amanwas walking along Merriman Road, Good-wood, when four suspects approached him.Oneof the suspects threatened themanwitha firearm and robbed him of his two Black-

berry cell phones. The suspects then fled onfoot, with the victim in pursuit.

Goodwood police spokesperson WayneTheunis said Warrant Officers Zahir Smalland Gideon Smit were driving past and sawthe complainant running after one of thesuspects. “The officers chased the suspect

and saw how he threw a cellphone in thegarden of one of the yards. They managedto arrest the suspect and found one of thestolen phones in the garden,” says Theunis.

The suspect will appear in the GoodwoodMagistrate’s Court on a charge of armedrobbery

While a storm is brewing around a viralvideo in which a teacher looks on whilea learner is bullied, a school inBurgundy

Estate has taken precautionary measures.At the start of the school year, learners and

teachers signed a manifesto against bullying.Dave Swart, principal and youth counsellor at

Riverside College, says tackling bullying atschool is never easy. “More often than not, it isdifficult to prove and often goes unreported dueto fear of repercussion. Things become more dif-ficult when the school bully is your child’s teach-er. Teachers who constantly pick on the samechildren, call them names, embarrass them infront of others, belittle and harass learners areno different from bullies on the playground,”says Swart. He says aswithmany forms of abuse,adults know how to stay just on the right side ofthe line, so that when confronted, they are ableto deny allegations as their victims have little orno proof.“Offering pre-primary, primary and high

school education in Cape Town’s northern sub-

urbs, Riverside College has taken a firm stanceagainst bullying. Educational workshops on thetopic are often held and kindness is brought intothe school curriculum.“Teachers are there to protect, guide and edu-

cate our children. They are the adults and prima-ry caregivers at school, they should know howto deal with issues in a mature manner.”While Swart acknowledges the challenges

faced by some teachers in the classroom, he saysbullying, regardless of the circumstance, shouldnever be permitted. “Lack of discipline, respector work ethic, does not validate violent, or pas-sive aggressive behaviour. Destroying anotherperson’s dignity and human spirit is neverokay,” he says.The school’s manifesto states:“I am not a bully!I will RESPECT others and treat them in the

way I would like to be treated. I will show this inthe manner in which I deal with them.I will be PATIENT with others and help where

needed as I respect the fact that we all do thingsat a different pace.I will ACCEPT people as they are and I will not

try to change them.”

Nearly R250 000 in fines has been issuedin the City’s latest week-long crackdownon illegal dumping, says Ernest Sonnen-berg, mayco member for utility services.Since the campaign commenced inMay,

610 fineswith a total value ofR588 520havebeen issued.“These figures demonstrate the City’s

strategy to pull together the resources ofseveral departments in the fight againstlittering and dumping. These include thesolid waste by-law enforcement unit andMetro Police, with support from the City’shealth and traffic services departments,”says Sonnenberg.The campaign includes awareness and

education components.The City of Cape Town has tallied the

figures for its latest illegal dumping cam-paign crackdown and found the combinedefforts of various departments patrolling822 dumping hot-spots over an intensified

one-week period saw 127 fines issued,amounting to R210 000.“This shows we will not be defeated in

the fight against a practice that is unne-cessary and highly expensive to ratepay-ers. Many residents underestimate theimpact illegal dumping has on the City,and believe anti-dumping laws are somet-hing they can ignore, but it affects everyone of us.”The enforcement strategy involves a pe-

Two suspects arrestedOn Thursday 25 June the GoodwoodPolice arrested two suspects for housebre-aking and theft.

At about 00:05 members of the Good-wood Crime Prevention Unit receivedinformation about a housebreaking.

According to Warrant Officer WayneTheunis, spokesperson for the police inGoodwood, a crèche in Dirkie Uys Streetwas broken into earlier in the eveningand the suspects were walking in Gertru-de Street.

“The members found both suspects andtook them to the police station forquestioning. The suspects told themembers that the stolen property wassold at an address in Ruyterwacht. Themembers went to the address and confis-cated two DVD players and one microwa-ve oven,” says Theunis.

The suspects, aged 20 and 36, appearedin the Goodwood Magistrate’s Court on acharge of house breaking.

Volgens hom kan kinders wat sondertoesig rondloop ook slagoffers van mis-daad word. “Boosdoeners kan die kinders

as maklike teikens sien. Kinders stap mosdeesdae met hul selfone in die hand en ditdien as lokaas vir die skelms. Ons wil niehê kinders moet soos kluisenaars in diehuise bly nie, maar ons wil net die veilig-heid van almal verseker,” sê Adams.

Hy sê ouers en kinders moet kreatiefwees om kinders besig te hou. “Ons is be-wus daarvan dat daar nie veel buitemuur-se aktiwiteite in ons dorp is nie, dus moetdaar aan kreatiewe maniere gedink wordom kinders besig te hou. Hierdie is ’n baielang vakansie en mens kan verstaan askinders begin kriewelrig raak. Die buurt-wag gaan soos gewoonlik met sy werk-saamhede voort, maar ons sal veral daar-op uit wees om te kyk dat kinders hulle niemet kattekwaad besig hou nie. As kinders

nie goeie redes kan verskaf hoekom hulleop straat is nie, veral laat in die aande,gaan ons hulle huis toe begelei.”

Sers. Esmirelda Pheifer, woordvoerdervan die polisie in Elsiesrivier, wat Ruyter-wacht bedien, sê die polisie in samewer-king met gemeenskapsorganisasies, biedtydens die skoolvakansie programme aanom kinders van die strate af te hou. “Onsgrootste probleem tydens die vakansie iskinders wat net van die huis af weggaansonder om vir hul ouers te sê waarheenhulle gaan. Danmoet die polisie se beperk-te bronne gebruik word om hulle te soek,net om uit te vind hulle het by vriendegaan kuier. Ons wil graag ’n beroep doenop kinders om nie sonder toestemmingvan hul huise weg te gaan nie,” sê Pheifer.

The Baxter Dance Festival is calling forapplications for their 2015 line-up.

Following the resounding successof the dance festival’s tenth anniversarylast year, the organisers are calling for en-tries from dance studios, schools, compa-nies, groups and independent dance-ma-kers, as well as proposals from choreogra-phers (including a DVD of recent work) forthis year’s event.

The 2015 Baxter Dance Festival will takeplace from Thursday 8 to Saturday 17 Octo-ber. The festival is made up of a main pro-gramme which will consist of invited andcommissioned works, as well as work byestablished professional choreographersand companies.

The off-main programme on Saturday 10October will showcase work by up-and-co-ming choreographers (including studentwork) while the fringe programme on Sa-turday 17 October will include work by yo-uth groups, dance schools, school groups,traditional dance groups and others.

The running time for each dance workis limited to ten minutes for the main pro-gramme, five minutes for the off-main pro-gramme and three minutes (fringe) for so-los, duets or trios. The limit for quartets orbigger ensembles is 20 minutes on themain, ten off-main and seven on the fringe.

Greatestdanger lurksin the homeOne in every two women killed aremurdered by their partner.

Research by the Medical ResearchCouncil, mapping trends over a decade,shows murder by a relative or loved one,often referred to as intimate femalehomicide, has become the leading causeof women being killed. Researchers foundlittle had been recorded in police docketson prior abuse history. This is alarming,as murder is seldom the first act ofviolence against an intimate partner.Perhaps if a history of abuse had beenrecorded, the murder could have beenprevented.

Children don’t fare much better. Morethan two children are murdered in SouthAfrica every day, according to the 2011/12crime statistics. Our rate of child homici-de is more than double the global avera-ge, according to the World Health Organi-sation. Over a third of these murderstake place in the child’s home and morethan a third of children are killed bysomeone they know. There was also ahigh rate of sexual assault in these cases.

In fact, over 50 children are raped dailyin our country, according to the 2013/14crime statistics. And these are just thereported cases.

These statistics should scare you. Theyshould leave you feeling disturbed. Theyshould spur you to action, either to leavea dangerous situation or help those whofind themselves in one.

Hiding behind your curtains is nolonger an option. Preventing theseatrocities is everyone’s concern.

Being the only female cyclist tobe inducted in the Legends ofthe Pedal hall of fame is noth-

ing short of remarkable. But CathyCarstens has had a superb careerthat began back in 1984 and at theage of 52 this Brackenfell residentis still on her bike, with no inten-tion of quitting anytime soon.

“Before I started cycling I was aWestern Province 800m athlete, buta serious knee injury forced me toquit and that is how I started cy-cling,” said Cathy.

Her list of achievements readslike the perfect script. In 1985 sheset the 3000m South African trackrecord and won over 300 fun ridesbetween 1985 and 1990.

In 1985 shewon themixed tandemsection of the Argus Cycle Tour.The following year she broke theArgus record for women bymore orless 30 minutes. “I still rememberthat day, everything was just goingvery well and I can’t remember the

precise time, but I beat the recordby about half an hour. After thatdream race, I won it for the nextfour consecutive years.”

After winning the national cham-pionships in 1990, Cathy took a 12-year break in which she raised hertwo children and started her ownphysiotherapy practice in Bracken-fell where she is still working withtop sportsmen and women includ-ing Mariska Strauss, the 2014 Afri-can XCO MTB champion, Peter-John Waterboer (SA schools hur-dler), Alicia Visser (WP tug of war),ZeekeNorris (K1 kickboxer) and Jo-nathan Forlee (national under-20basketball player), to name a few.

After her 12-year absence shemade a comeback at the age of 41.

Two years later, competing withthe best in the country, she showedher class by being ranked second inSouth Africa.

Further accolades include goldmedals at theSouthAfricanveteranchampionships from 2007 to 2010.She took silver at the World Cup in

Austria in 2005 and 2006 and gold in2009. At the World Veteran UCIRoad Champs in Austria sheclaimed silver in 2005 and 2006 andwon gold in 2008.

One of her proudest moments re-mains her overall Western Prov-ince Cyclist of the Year award backin 2008.

“Whatmade this award so specialfor me was the fact that the awardwas for both men and women. So towalk away with that award beingacknowledged the very best cyclistirrespective of gender was fantas-tic.”

For now, there is no stopping Ca-thy. She is still active on her roadbicycle and the mountain bike bughas also bitten her.

“For me it is all about staying fitand healthy, and with mountainbike events it is a different way ofseeinghowbeautiful our country is.

“I have overcome many injuriesin my life and I have realised if younever give up everything exists asa possibility.”

Cathy Carstens isthe only femalecyclist to beincluded in theLegends of the Pedalhall of fame.
