National crime statistics, re- leased by the South African police last week, revealed that all catego- ries pertaining to this type of crime have risen significantly between April 2014 and March 2015. Burglary at non-residential prem- ises, mostly referring to business premises, increased from 182 to 238, while robbery at non-residential premises climbed from 20 to 29 re- ported cases within the Brackenfell precinct. Incidences of shoplifting also increased from 291 to 349 cases. “This is a massive concern and needs urgent attention,” chairman of the Brackenfell CPF (Community Police Forum), Sean McCleland told TygerBurger on Monday. According to him this increase could be attributed to the massive influx of criminal elements from neighbouring Kraaifontein, target- ing businesses in Brackenfell, which have become easy targets. McCleland says the crime intelli- gence analysis centre will be estab- lished by the CPF in conjunction with the local business chamber. “Brackenfell has become a mas- sive hub for new business opportu- nities along with capital investment into existing business, which inva- riably resulted in this increase,” he says. By establishing this unit, the CPF will work alongside the police to align itself closer to local business. “By means of this unit we will ac- cumulate information pertaining to crimes against business in Bracken- fell in order to develop strategies to alleviate such crimes.” Moreover, McCleland expressed his concerns over property crimes such as theft of motor vehicles and theft out of motor vehicles. The former decreased from 253 to 175, while the latter increased from 456 to 471 reported cases. Burglaries at residential premis- es decreased from 657 to 396 cases, a feat the CPF ascribes to active neighbourhood watches. Robberies at residential proper- ties climbed with two cases from 10 in the previous year, whereas the murder rate is now on seven – two cases more than last year. “This is worrisome as Brackenfell never had a very high murder rate. It is also a concern that these crimes were not divulged to the community as it should have. “The CPF will continue working on improving communication chan- nels between the police and the pub- lic who has the right to know about serious crimes being committed in their areas.” Alida van der Westhuizen (Brackenfell), Marie Menmuir (Gansbaai) and Nadia van der Westhuizen (Bracken- fell) joined 2500 other runners and walkers in the annual CapeGate Charity run. A

    crime intelligence analysis

centre is in the pipeline for

    Brackenfell, due to the rising

trend of crime against business in

    the area.

    National crime statistics, re-

leased by the South African police

last week, revealed that all catego-

ries pertaining to this type of crime

    have risen significantly between

    April 2014 and March 2015.

    Burglary at non-residential prem-

    ises, mostly referring to business

premises, increased from 182 to 238,

    while robbery at non-residential

premises climbed from 20 to 29 re-

    ported cases within the Brackenfell

    precinct. Incidences of shoplifting

also increased from 291 to 349 cases.

This is a massive concern and

    needs urgent attention, chairman

    of the Brackenfell CPF (Community

    Police Forum), SeanMcCleland told

    TygerBurger on Monday.

    According to him this increase

could be attributed to the massive

    influx of criminal elements from

    neighbouring Kraaifontein, target-

    ing businesses in Brackenfell,

    which have become easy targets.

    McCleland says the crime intelli-

gence analysis centre will be estab-

lished by the CPF in conjunction

    with the local business chamber.

    Brackenfell has become a mas-

sive hub for new business opportu-

    nities alongwith capital investment

    into existing business, which inva-

riably resulted in this increase, he

    says.

By establishing this unit, the CPF

will work alongside the police to

align itself closer to local business.

By means of this unit we will ac-

    cumulate information pertaining to

    crimes against business inBracken-

fell in order to develop strategies to

    alleviate such crimes.

    Moreover, McCleland expressed

    his concerns over property crimes

such as theft of motor vehicles and

    theft out of motor vehicles.

The former decreased from 253 to

175, while the latter increased from

    456 to 471 reported cases.

    Burglaries at residential premis-

es decreased from 657 to 396 cases,

a feat the CPF ascribes to active

    neighbourhood watches.

    Robberies at residential proper-

ties climbed with two cases from 10

in the previous year, whereas the

murder rate is now on seven two

    cases more than last year.

    This isworrisomeasBrackenfell

never had a very high murder rate.

It is also a concern that these crimes

were not divulged to the community

    as it should have.

    The CPF will continue working

    on improving communication chan-

nels between the police and the pub-

lic who has the right to know about

    serious crimes being committed in

    their areas.

Alida van der Westhuizen (Brackenfell), Marie Menmuir (Gansbaai) and Nadia van der Westhuizen (Bracken

n Vrou (25) van Bloekombos in Kraai-

fontein is verlede Dinsdag in hegtenis

geneem nadat sy haar twee kleuter-

dogters met n mes aangeval het.

    Lt. Thembi Gwe, polisie-woordvoer-

skreeu en huil waarna bure gaan on-

dersoek instel het. Hulle het haar en

die twee kinders dadelik na die Kraai-

    fontein-daghospitaal vervoer, waar

n bestendige toestand. Hulle het veel-

voudige steekwonde aan hul koppe en

    liggame opgedoen.

Die vrou sal eersdaags in die Blue

    Downs-landdroshof verskyn.

    gehou. Toegang is gratis.

    Diederik Viljoen (59), n komiteelid

en al 19 jaar lid van die Bellville-filate-

    lieklub, se belangstelling in selversa-

meling is as kind reeds geprikkel toe

    bemande ballonne.

    winding gesorg. Hul landingsplekke was

groot staaltorings waaraan die puntige bal-

    lonne se neus geanker is.

Maar die gasgevulde ballonne was ook n

veiligheidsrisiko, en die einde van die groot

Zeppelins is ingelui toe n verwoestende

brand die Hindenburg-ballon in 1936 binne

    minute verwoes het met tragiese

    lewensverlies.

    Hierdiehele verhaal vandiekoms

en die einde van die balonne as lug-

    vaartuig,wordmet sels enposstuk-

ke gellustreer in Viljoen se versa-

    meling.

    Sport

    Vandag word ballonne net ge-

bruik vir sport en vir reklame, en

ook sulkes word gewys in die versa-

    meling van 48 albumbladsye. Vil-

    joen se gunsteling-versameling is

egter van die 3d-Grootte Schuur van

die Unie van SA, Suidelike Rhode-

si, sowel as sy versameling van Ci-

prus van die jare 1880 tot 1881. Wat

is s n selversameling werd? Dit

    is n baiemoeilike vraag endiemak-

sifieke veld. Dit sluit in tematiese versame-

lings, soos sels van perde, motors, bome of

wyn; n landsversameling waar jy alles van

    n spesifieke land versamel; posgeskiedenis

oor n spesifieke gebeurtenis soos die eerste

    vliegtuigvlugte en die Boere-oorlog hoof-

saaklik koeverte; poskaarte of enigiets van

    koerantuitknipsels, fotos tot munte, maar

ten minste 51% filateliese materiaal met n

    spesifieke tema.

    lmost immediately after an article

was published showing a CCTV cam-

era thief, a rape victim came forward

to identify him as her attacker.

This was the string of events after Tyger-

Burger published a picture of a man the

Bellville police were looking for in connec-

tion with the theft of the camera (Suspect

sought by police, 23 September). A clear

image of a man in a blue hoodie top staring

right into the camera was captured just be-

fore he made off with the equipment.

On Wednesday 30 September the employ-

er of a 28-year-old nannywhowas assaulted

under the Bill Bezuidenhout bridge on 17

August, contacted us to say the victim had

identified the man as her attacker.

    Her employer alerted TygerBurger: Just

to let you know that [the nanny] has identi-

fied her rapist as the man in the article in

your newspaper on 23 September stealing

the video camera, the employer wrote.

I would just like to thank your paper for

    keeping the community informed about

    crime in the area.

This has led to a breakthrough in her

case. It is interesting, as he told her that

this is his area and he seems to be follow-

ing throughwith his statement by targeting

    the area, she said.

    CaptainFienieNimb, spokespersonof the

    Bellville police was contacted.

The suspect hadbeen identified for steal-

ing theCCTVcamera andwas due to appear

in court that same morning (last Wednes-

    day). Then we received TygerBurgersmes-

sage bringing us into contact with the rape

victim who positively identified him as

onsider this the next time you take

the last slice of bread out of the bread

bag and head for the trash bin the

plastic tag youre about to discard, canhelp

    obtain a desperately neededwheelchair for

    a deserving citizen.

Some 60kg of bread tags collected during

the year by learners at Brackenfell High

School in collaboration with Paradys Park

Spar, allowed for the donation of four

brand-new wheelchairs to patients at the

nursing home and Paradys Park retire-

    ment village.

To mark the occasion and promote

awareness about the plight of the disabled,

    the Tygerberg Association for Persons

    withDisabilities (TAPD) visited the Brack-

enfell High School last week Thursday.

They hostedwhat they called the Amaz-

ing Race, which allowed learners and

teachers to race in wheelchairs around the

    school grounds, surmounting several chal-

lenges from accessing bathrooms to visit-

    ing the tuck shop.

We want the kids to experience first-

hand the daily challenges of the disabled,

    said TAPD spokesperson Celista Gerber.

Two teen service organisations at the

    school are actively involved.

Interact, the youth leg of Rotary Interna-

tional, have been collecting bread tags for

four years now, while teens@comm every

year sells sweets at school to raise funds

    for TAPD.

For every 15kg of bread tags we deliver

    to recycling company Interwaste, they

fund one wheelchair. It has become a com-

petition between classes each year to see

who can collect the most bread tags, with

some learners really going the extra mile

to collect every single bread tag they can

lay their hands on. The learners take initi-

ative in driving the project and today they

have the opportunity to see the fruits of

their labour, says teacher Sandra Kotze,

adding that this project has become an on-

    going initiative at the school.

She urges the public to think twice be-

    fore discarding their bread tags.

Collect it in a cup at home or your office

and bring to the school or drop it at Parad-

ys Park Spar, which has become a perma-

    nent drop-off point.

    Roux (Interact president), Almerie Vermeulen

he judgement in the case of themurder

    of Kraaifontein police officer Consta-

    ble RozelleWitbooi, is eagerly awaited

    this week.

The case was postponed to today

(Wednesday 7 October), after it came to

light on Friday, as judgement commenced,

that a third suspect had been arrested in

    connection with Witboois murder.

Witbooi was killed in a shootout in Bloe-

kombos on 13 February 2014 while she and

    her partner, Constable JonathanKoopman,

pursued two suspects who had just robbed

a farm owner in his home on Avondsrus.

Witbooi was fatally wounded in the head.

    Suspects Mbongiseni Sithole and Sicelo

Kwayimani were both wounded, but later

    arrested. The third suspect, Charles

Ndlovu, was arrested a month ago and had

appeared on charges of robbery with aggra-

    vating circumstances.

A first of its kind trilingual terminology

booklet was launched in Cape Town last

week by the Western Cape minister of cul-

tural affairs and sport, Anroux Marais.

This is a crucial step in the ongoing devel-

opment of the provinces three official lan-

    guages Afrikaans, isiXhosa and English.

The booklet has created new official

words for use in the language of govern-

    ment in theWesternCape, and standardises

    terms across the three languages.

The booklet consists of terms and stan-

dard phrases used by theWesternCape gov-

ernment, which are not available in exist-

    ing dictionaries, she added.

We should never underestimate the im-

mense power of language and specifically

    access to ones mother tongue.

tion, appeared in the docks of the

    Kuils RiverMagistrates Court lastweek on

a charge of defeating the ends of justice.

According to a statement sent to the me-

dia by the provincial police department, the

    43-year-old police woman allegedly inter-

fered during an arrest in Scottsdene on Sat-

    urday 26 September.

Provincial police say at about 19:30, Kraa-

ifontein police officers were busy with an

arrest for possession of an unlicensed fire-

    arm.

While they were busy a police captain

from Table View SAPS arrived in her pri-

vate vehicle accompanied by an unknown

male in civilian clothes. She was dressed in

full police uniform, the statement read.

    The captain reportedly demanded police

release the suspect and when they refused,

she pulled the suspect free and instructed

    him to run away.

Officers managed to recover the firearm

from the suspect, whowas later re-arrested,

and it was established that it was stolen in

    Manenberg last month.

The police womanwas arrested at the Ta-

ble View police station on 30 September.

According to a police spokesperson, she

was duly suspended from duty and disci-

    plinary procedures have been instituted.

The case is being investigated by the

    Hawks.

Traffic safety of children at stake

    DESIRE RORKE

    @dezzierorke

    T

o ensure better road safety for school

children, the City of Cape Town will

    provide part time traffic attendants

on condition that the various local sub-

councils fund their salaries with respec-

    tive ward funds.

A report informing subcouncils to this

effect was tabled at the Septembermeeting

    of subcouncil 2,.

Although local councillors are in agree-

    ment that these additional safetymeasures

be taken, they are adamant that salaries

should not be allocated from the limited

ward funds, but rather from the central

    city budget.

A ward fund is allocated to each ward

councillor, with the purpose for that coun-

cillor to support and initiate micro local

projects such as park beautification for in-

    stance.

The aforesaid report states that a large

number of children need to walk to and

from school each day, and that parents are

not always available to accompany their

    children.

There are a number of requests for the

City to employ part time traffic attendants

to assist children at school crossings, how-

    ever this is budget reliant.

If a subcouncil so wishes, it can provide

funding for part time attendants who can

then be deployed to a crossing of the sub-

councils choice, read the report, com-

piled by the safety and security director-

    ate.

The projected amount for the cost of one

part time attendant would come to R40 721

for a period of 12 months. This was calcu-

lated at an hourly rate of R38 for four hours

per day over 232 days and includesuniform

    and equipment.

    Marian Nieuwoudt, ward councillor

    from Brackenfell, and Simpiwe Nonkeyi-

    zana, ward councillor for Wallacedene,

both questioned the sensibility of this pro-

    posal.

As it is, ward allocations are the small-

est funds, yet theCity insists that the funds

be taken from here, said Nieuwoudt.

It makes sense that services such as

these be paid by the Citys operational bud-

get and that ward funds should not carry

    this additional pressure, he added.

Upon a media enquiry by TygerBurger,

executive director for safety and security,

Richard Bosman, said the Citys safety and

security directorate has a limited budget.

He said that the report should be viewed

    as a proposal only.

We tabled the various options available

to subcouncils in view of our limited bud-

    get, he said.

    However, upon scrutinising the report,

    TygerBurger couldnot find these options

    referred to.

As I lay myself down in the

comfort of a warm clean bed, a

    fifteen-year-old boy lays his

head down in a self-built shack

with only the comfort of a

filthy pillow and a worn out

    blanket.

As I feel the satisfaction of a

full belly, he feels the hunger

    pains.

I close my eyes and smile,

for I know tomorrow I am well

    provided for. He lies awake,

    thinking how his family will

    have something to eat tomor-

    row.

    After witnessing the effects

of poverty firsthand, I now ask

    myself a very different and

    honest question how can I

    make a difference?

    I truly believe a small

    difference is better than no

    difference, and with that

thought I realise it could have

been my son in that shack.

I would never have been able

    to comprehend the difficulties

    and sadness linked to the

    extreme effects of poverty if

    not witnessing it for myself.

    One could not imagine that

    only a stones throw away

from the place I call home

there are the voices of those in

need crying out for a little

mercy, for a helping hand, for

just a piece of bread to console

    their hunger pains.

    Meeting a mother of four

    children made me realise how

much I have to be thankful for.

    After being invited into her

home, it made me look at my

life in a deeper sense, and I

realised that life should not be

    taken for granted.

    I am deeply saddened after

    witnessing her family in such

    distress because of poverty. As

I look at her children their

    innocent little faces smiling at

me I am touched by their

child-like beauty, but as I look

beyond their smiles I see the

    effects of malnutrition on their

    little bodies.

It makes me want to cry

because as a mother I am

    What canwe do

    to really help?

I refer to the letter by James

Black with regards to a beetle,

    electrical and plumbing certifi-

    cate (A second opinion always

a good idea, TB Bellville, 23

    September). Some time ago I

    requested a company in

    Bellville for an electrical

    certificate for a friends house.

    They handed me a massive

bill with a long list attached of

all that was wrong and had to

    be repaired before my friend

could move in. They came, did

    the repairs and gave the

    certificate.

    A year later my friend

    emigrated and decided to sell

the same house. I contacted the

    same company who sent

    someone out, and was present-

ed with an even longer list now

which would cost even more to

    repair.

What is a community if we

heres no stopping actor Greg Kriek.

    The 27-year-oldGreg, originally from

Parow, is preparing for his big interna-

tional break as a villain alongside Morgan

Freeman, James Purefoy and ex-Bond girl

    Olga Kurylenko in Momentum.

The movie hits the American cinema cir-

cuit on Friday 16 October before arriving in

    South Africa later this

    year.

    Having had the honour

    of working alongside Hol-

    lywood heavyweights was

    nothing less than a dream

    come true, Greg says. I

    think Ill probably only re-

alise it fully once I see it on

    the big screen.

Hell also be on the big

    screen in the leading roles

in two movies due to be re-

    leased locally in the next

    two months.

    In Last ones Out Greg

    plays an American techni-

    cian (Henry) who is forced

to rely on the help of three

    local strangers as they try

to make it out alive of an

    Ebola virus mutation in-

    duced Zombie outbreak in

of producing the Last ones Outwhich will be

    released on Friday 6 November.

Greg describes his first Cannes experi-

    ence as mind-blowing.

On the one hand youre so proud to be

representing South Africa; on the other you

realise how much you need to grow, learn

and work to make an impact globally.

Greg will make his debut in an Afrikaans

    role alongside local heavyweights Sandra

Prinsloo, Albert Maritz, Neels van Jaars-

    veld, Elma Postma and An-

    toinette Kellerman in n

    Man soos my pa.

    Due to be released on

    Monday 16 November, the

    Audiences may remem-

    Mooirivier. He also has two

    nominations from Ameri-

belt for his role at Dr

    Schmidt in the film Tula

    The past two years have

    been an incredible ride for

me, he says. I do not take

Nominations for high school learners to

serve on the Junior City Council (JCC)

    opened last week.

The JCC is an initiative run by the

City of Cape Town. The programme aims

to expose high school learners within the

region to the workings of the City, ex-

    plains a City spokesperson.

The JCC is a non-political programme

seeking to foster a spirit of civic responsi-

    bility among the youth.

Running over two years, the objective

of the programme is to represent all 111

wards and 24 subcouncils within the city

    on the JCC.

A recruitment drive is held before each

term and invitations have been sent to al-

most 250 state and independent high

    schools across the city.

Local schools are invited to nominate

learners in Grades 8, 9 and 10 to partici-

    pate in the programme.

    Membership is entirely voluntary and

learners will have to devote time and ef-

fort to attend to socio-economic issues af-

    fecting the youth.

The purpose of the JCC is to make the

youth aware of their ability to bemobilis-

ers for positive change in their communi-

ties and towork together to solve their so-

    cio-economic challenges.

V Any high schools in the city that would like to

participate in the JCC and require details on how

to nominate students for consideration as Junior

City Council (JCC) members should contact the

acting JCC coordinator, Levona Africa, on or be

The South African Police Service is once

again appealing to the public to donate

suitable dogs for training as police dogs.

A number of dogs have recently been

retired having served the nation and

their handlers with distinction, says po-

    lice spokesperson Lieutenant Colonel

    Andr Traut.

The unit commander of the Cape Town

    dog unit, Lieutenant Colonel IvanMyers,

is therefore making an urgent appeal to

the public to donate suitable German

    Shepherds (Alsatian), Malinois, Rot-

    tweilers, Jack Russells, Labradors and

Border Collies between the ages of ten

    months and two years.

The dogs, upon being accepted, are is-

sued to thosemembers of the service who

    have undergone a stringent selection

process prior to the four-month training

course, thereby ensuring that the dogs

donated receive the care and attention

that they deserve as four-legged col-

leagues of the service, says Traut.

Traut says dogs are an essential part in

securing the safety and security of the

population and are used in various roles,

    such as apprehending criminals, search

and rescue and explosive andnarcotic de-

tection to name but a few of the roles.

    Lieutenant Colonel Myers or Warrant

Officer Muller can be contacted at the

Cape Town dog unit on 021 506 2077 or 021

506 2063 for an appointment to view the

dogs and evaluate their suitability to be
