With all the crime in Summer Greens and the condition of the ar- ea, I thought of a way to get people to start taking back their suburb,” says Lloyd. She explains the main crimes affecting the suburb are drugs, hijackings and burglaries. Lloyd says while there is an active neigh- bourhood watch, residents are concerned about the increase of violent crimes. “You see, we can sit back and watch all of this or we can stand up and take our commu- nity back. It’s time for people to say enough and start working together to make Summer Greens a safe place for families to live. Our children cannot even walk in the streets be- cause of all the strangers loitering around the shops,” she says. Lloyd has teamed up with Abrahams and together they are planning a march for Sat- urday 14 November. The march is planned to commence in Summer Greens Drive and end at the community Centre. Here Abrahams explains they are hoping to have information stands from various or- ganisations and government departments like the Department of Community Safety and the City of Cape Town. Fed up with rising crime levels and thedecay of their suburb, two SummerGreens women are marching for

change and calling on residents to standwith them.

Residents Bridgette Lloyd and Jane Abra-hams explain the idea for a communitymarch was spurred on by a recent conversa-tion on community chat groups after a wom-an was held up by gunpoint.

“At that moment I thought why don’t westart taking action? With all the crime inSummer Greens and the condition of the ar-ea, I thought of a way to get people to starttaking back their suburb,” says Lloyd.

She explains the main crimes affecting thesuburb are drugs, hijackings and burglaries.Lloyd says while there is an active neigh-

bourhood watch, residents are concernedabout the increase of violent crimes.

“You see, we can sit back and watch all ofthis or we can stand up and take our commu-nity back. It’s time for people to say enoughand start working together to make SummerGreens a safe place for families to live. Ourchildren cannot even walk in the streets be-cause of all the strangers loitering aroundthe shops,” she says.

Police in the Milnerton cluster, whichincludes Table View, Melkbosstrandand Milnerton police stations, have

lauded the effort of crime fighting organi-sations in the reductionof property-relatedcrimes.

This follows the release of the annualcrime statistics for the period betweenApril 2014 to March 2015.

Contact crimesAccording to the statistics, Milnerton

had the highest murder rate with 48 mur-ders reported during this period. TableView had 17murder cases whileMelkboss-trand had four cases compared to zero cas-es reported the year before.

During this period, Milnerton and TableView managed to reduce the amount of at-tempted murder cases by one, bringingtheir totals to 34 and seven respectively. InMelkbosstrand attemptedmurder cases in-creased by six cases.

Property­related crimesInMilnerton andTableView, residential

burglaries decreased significantly withboth stations collectively recording morethan 300 cases less.

Commenting on the statistics, TableView station commander Colonel DirkVosloo says whether the statistics are atrue reflectionornot, hasalwaysbeendiffi-cult to answer as they only deal with re-ported cases.

“Should somebody decide not to reportan incident, we would not know. HoweverI am of the opinion that people in generaldo report crime in our area. We have alsourged the public to report crime via thevarious engagements we have in the com-munity.”In the past financial year, Table View

has reduced the amount of residential bur-glaries by 286 cases, but Vosloo says bur-glaries remain one of the highest reportedcrimes in the precinct.“Throughout the past financial year we

were very fortunate to see how the partner-ships between residents, neighbourhoodwatches, other law enforcement agencies,private security companies and police re-sulted in a general decrease of 19%over thetotal spectrum of property cases, as almost500 less property crime cases were report-ed,” he explains.

And while burglaries decreased, the sta-tion saw house robberies almost double to66 cases. Vosloo explains house robberiesare mainly burglaries where there is con-frontation between the burglar and thehouse owner.

“Once there is a threat of violence by theburglar towards the occupant, in terms ofthe law the burglary becomes a robbery.Despite the big increase in this crime cate-gory, I can report that we did not have anymajor violent cases reported, but the trau-ma going hand in hand with such an inci-dent, is massive. We are very fortunate tohave the Crime Intervention Centre (CIC)that assists victims in these horrificcrimes. In most of our reported cases, no

fire arms were involved, he says.InMelkbosstrand, residential burglaries

increased by 14 cases and no cases of resi-dential robberies were reported for the pe-riod between April 2014 and March 2015.Milnerton station commander Brigadier

Marius Stander believes the statistics arean accurate reflection. Residential burgla-ries in the Milnerton precinct, which cov-ers various communities fromBrooklyn toDunoon, decreased by 96 cases.

“For us – and the client – all crime is seri-ous. With co-operation from the communi-ty we did achieve successes in property re-lated crimes. This is due to good partner-ships, and where neighbourhood watchesare specially active in hot spot areas, thisresulted in a decrease. Robberies still re-main the biggest concern,” he says.

Stander explains Milnerton central ismostly affected by burglaries.

Milnerton also recorded an increase inresidential burglaries.

DrugsAccording to the statistics, Melkbos-

strand was the only station among thethree that managed to increase arrests fordrug related crimes.In the category concerning crimes de-

tected as a result of police action, Melk-bosstrand police increased their arrests by46 cases, bringing the total to 164 cases.Table View recorded a decrease of 90 casesand Milnerton recorded a decrease of 351cases. In the past 10 years, Milnerton hasrecorded the highest amount of arrests fordrug-related crimes with highest number

arrests being recorded for the period be-tween March 2011 and April 2012. Therewere 1 380 cases during this time.

According to Stander, drug hot spots arespread across the precinctwith the highestincident rates in Dunoon and Joe Slovo.

Current trendsCommenting on some of the current

crime trends, Stander says in recentmonths there has been a slight increase inresidential burglaries.According to Vosloo property crimes for

the period betweenApril to September thisyear have stabilised.

“Overall if we look at the April to Sep-tember picture, assaults and sexual offen-ces are showing an increase. These are dif-ficult crimes for police and officers are reli-ant on other government departments toassist is these types of crimes. With as-saults, domestic violence remains the big-gest issue. We will continue with aware-ness programmes, but this sometimesleads to an increase in the reporting of thistype of socio-economic crimes.“We are therefore also glad to see the in-

crease, because it is an indication thatthere is trust in our police to do somethingabout it,” he says.Speaking during the Street Watch cam-

paign launch in Melkbosstrand last weekCaptain Ronita van der Toorn raised thealarm about property crimes which shesaid had almost doubled in the last sixmonths. She encouraged residents to joinstreet watches and report all persons seenacting suspiciously.

ACity of Cape Town councillor stormedout of a community meeting in TableView this week after residents called

for a vote of no confidence after she labelledresidents as “violent” and other issues in-cluding the Blouberg festival disaster.Tempers flared at the monthly Table

View Ratepayers’ Association (TVRA)meeting onMonday as residents aired theirviews about various issues including anemail sent by ward councillor Nora Grosewhich they claim implied the communitywas violent.This stemmed from the email, which was

sent ahead of the Blouberg Festival to Cityof Cape Town director for safety and securi-ty, Richard Bosman, warning him of a“threat” of violence by the TVRA.Speaking at themeeting, TVRA chairper-

son Leon Alhadeff explained the event wasapproved by theCity and the association re-quested festival goers to be safe.The festival was later cancelled and the

TVRA blamed for being responsible.However, in a written response to the

TygerBurger, City mayoral committeemember for tourism, events and economicdevelopment,GarrethBloor, said as serviceproviders had pulled out, the event wasfound to be non-compliant with safety andsecurity requirements and the permit with-drawn.

In her email, Grose indicated that theTVRA planned to embark on a protest andbreak down stalls if the event went ahead.At the time TygerBurger questioned Grosewhether or not she had verified this threat,but no response was received. Her email al-so mentioned she had requested the Park-lands Neighbourhood Watch (PNW) bepresent. At the time a member of PNW alsoconfirmed they were asked to patrol due topossible violence.Table View Neighbourhood Watch

(TVNW) chairman Justin Croucher con-firms they were also asked to patrol andsays he received the same email.Residents said they took exception to be-

ing labelled as thugs or violent.Resident Alex Lepnik said in the past 10

years, he had not once witnessed TableView residents being violent. He said he be-lieved the claim of violence was false.Resident Michael Wilson also voiced his

concerns about this claim and called for avote of no confidence in Grose.In her response, Grose launched a scath-

ing attack on executive members of theTVRA claiming they had political ambi-tions. She confirmed sending the email,which she says was based on a Facebookpost. She said shewould send the post to theTVRA the next day.Residents, however, demanded she gave

them the details. “Well, she can’t call us vio-lent or claim we wanted to protest and thenprovide no proof,” one resident was heard

saying. “Tell us!” others shouted.According to Grose, she attended a meet-

ing with police and other law enforcementagents ahead of the festivalwhere these offi-cers produced the Facebook post.She said she had to escalate the concerns

because if something had happened, shewould be held responsible.During themeeting, residents proposed a

community festival to the benefit of com-munity organisations be organised. Severalpeople volunteered and said proceedswould go to community organisations in-stead of one individual. Grose also criti-cised this proposal.According to Grose, there were many

truths and “untruths” at the meeting andshe indicated that she would be leaving.Tempers flaredwhenGrose left,with resi-

dents accusing her of being a coward. Someclaimed she made various accusations,then did not allow them to respond.TVRA executive member Des Palm said

he found it peculiar thatCity officialswouldmiss all the Facebook posts about the lackof service delivery and taxi issues, yet man-aged to find a “post about violence”.In a statement the next day, Alhadeff said

the vote of no confidence was not attendedto at his discretion.“Tempers had flared and emotions were

high, which are not ideal for such a motionto bemanaged. This will be carried forwardat our next meeting, if so supported at thattime,” he wrote.

Interesting questions arose during aninformation seminar hosted by TableView police in Site 5 last week.Focussing on domestic violence and

other related issues, the seminar washosted in the community hall.

Sanja Bornman from the Women’s Le-gal Centre in Cape Town was the guestspeaker and explained with the Domes-tic Violence Act various aspects of abusebetween partners, parents and childrenhad consequences.

Among some of the common miscon-ceptions, Bornman explained, was thatthe act only focussed on violence againstwomen and children. She said in a do-mestic situation where there is abuse,partners or family members could be vi-olating the act without even realising it.

“The abuse that occurs is not onlyphysical. The act looks at sexual, psycho-logical, verbal and economic abuse. Butit’s important to remember that womenare often the perpetrators of this abuseas well,” she said.

In the question session, a man stood upand asked what he should do if he israped. And while Bornman informedhim he should be treated the same as awoman at the police station, residentsquestioned the practicality.

“When a man goes to the police andsays this woman beat me or raped me,the officers will just laugh at him. Theywon’t take him seriously,” one womansaid.

In response, Table View police com-mander Colonel Dirk Vosloo explainedofficers have received training on the actand therefore were required to deliver a

service and treat all people reportingcrimes of this nature with dignity and re-spect. “If they don’t you can report themto me and I will take action,” he said.

Warrant Officer Theo Steyn from theMilnerton Family Violence, Child Pro-tection and Sexual Offences (FCS) unitgave a presentation on the reporting ofsexual crimes and the court process.

He explained while each station in thecluster had a victim support room wherevictims of sexual crimes are taken to, of-ficers will often request police officersfrom the FCS unit take the statement.

“That’s because we are speciallytrained to take these kind of statements.In our unit we do not have many women,so in many of these cases a male officerwill take the statement. When it comesto children often while we know some-thing has happened, we need to take thechild for counselling to get them tospeak.”

According to a resident, a 17-year-oldgirl was raped and the case reported. Theperpetrator was arrested and a friend ofhis later threatened to also rape the vic-tim.

Vosloo explained the victim could nowlay intimidation charges against thefriend. Milnerton police cluster com-mander Brigadier Aneeqah Jordaan alsolaunched her Blow the Whistle Cam-paign and all women present were givenwhistles.

She explained thousands of whistleswill be distributed to women across thecluster which covers nine police pre-cincts to help keep them safe.

“We want you to use them when youare walking to the bus stops or to work.If you feel unsafe blow the whistle anddraw attention to yourself,” she said.

Traffic safety of children at stakeDESIRÉE RORKE

To ensure better road safety for schoolchildren, the City of Cape Town willprovide part time traffic attendants

on condition that the various local sub-councils fund their salaries with wardfunds.

A report informing subcouncils to thiseffect was tabled at the September meetingof subcouncil 2, and although local council-lors are in agreement that these additionalsafety measures be taken, they are ada-mant that salaries should not be allocatedfrom ward funds, but from the central city

budget.A ward fund is allocated to each ward

councillor for that councillor to supportand initiate micro local projects such aspark beautification for instance.

The aforesaid report states that a largenumber of children need to walk to andfrom school each day, and that parents arenot always available to accompany theirchildren.

“There are a number of requests for theCity to employ part time traffic attendantsto assist children at school crossings, how-ever this is budget reliant. If a subcouncilso wishes, it can provide funding for parttime attendants who can then be deployed

to a crossing of the subcouncil’s choice,”read the report, compiled by the safety andsecurity directorate.

The projected amount for the cost of onepart time attendant would come to R40 721for a year. This was calculated at an hourlyrate of R38 for four hours per day over 232days and includes uniform and equipment.

Marian Nieuwoudt, ward councillorfrom Brackenfell, and Simpiwe Nonkeyi-zana, ward councillor for Wallacedene,both questioned the sensibility of this pro-posal.

“As it is, ward allocations are the small-est funds, yet the City insists that the fundsbe taken from here,” said Nieuwoudt.

“It makes sense that services such asthese be paid by the City’s operational bud-get and that ward funds should not carrythis additional pressure,” he added.

Upon a media enquiry by TygerBurger,executive director for safety and security,Richard Bosman, said the City’s safety andsecurity directorate has a limited budget.

He said that the report should be viewedas a proposal only.

“We tabled the various options availableto subcouncils in view of our limited bud-get,” he said.

However, upon scrutinising the report,TygerBurger could not find these “options”referred to.

A Table View police captain appeared in theKuils River Magistrate’s Court last week ona charge of defeating the ends of justice.

Provincial police say the 43-year-old policewoman allegedly interfered during an arrestin Scottsdene on Saturday 26 September atabout 19:30, where Kraaifontein police offi-cers were busy with an arrest for possessionof an unlicensed firearm.

“While they were busy a police captain

from Table View SAPS arrived in her privatevehicle accompanied by an unknown male incivilian clothes. She was dressed in full po-lice uniform.”

The captain reportedly demanded policerelease the suspect and when they refused,she pulled the suspect free and instructedhim to run away. Officers managed to recov-er the firearm and it was established that itwas stolen in Manenberg last month.

Police captain thwarts arrest

Two people were injured following a colli-sion in Blaauwberg Road last week wherea truck reportedly lost control and collidedinto several vehicles parked at the MyCiTipark-and-ride.

According to a statement by the City ofCape Town, the accident happened shortlyafter 08:00 on the corner of BlaauwbergRoad and Wood Drive in Table View.

“According to the latest information, thetruck driver allegedly lost control of the ve-hicle after a collision with a motorist whoapparently failed to stop at the intersec-tion.”

The statement further explainsthe truck crashed into vehicles atthe park-and-ride facility.

“Two occupants of the sedan vehi-cle that collided with the truck havebeen slightly injured. No MyCiTibuses were involved in this acci-dent. The South African Police Ser-vice is in charge of the investigationand will contact the owners of thevehicles that were damaged thismorning.”

According to a statement fromER24 Paramedics, on arrival para-medics found numerous wreckedvehicles in a parking lot.

“On assessment, paramedics found thatone person had sustained moderate injuriesin the collision. Paramedics treated the per-son for his injuries and thereafter trans-ported by another to a nearby hospital forfurther treatment,” says ER24 spokesper-son Russel Meiring

The City also says they will assess thedamage to the facility over thenext fewdaysand it will remain open for use by MyCiTicommuters to park their private vehicles.

Do you have a voice for radio and pas-sionate about community news andissues? Well, this could be your time

to shine as Blouberg’s very own communi-ty radio station is calling on individuals toaudition to be the voice of One FM.

Launched earlier this year, the radio sta-tion was started by non-profit organisationBlouberg Development Foundation andservices Table View, Blouberg, Parklands,Milnerton and surrounding areas.

The project is the brainchild of local resi-dent Ian Ward who explains the station willfocus on local events and issues and spread-ing the word about community initiatives.

Ta-ble View Shopping Centre on Pentz Drivewill be host to the auditions, which will beheld on Saturday 10, 17 and 24 October,with the finals culminating on Saturday 31October in conjunction with the mall’sSpring market day.”

Ward explains every radio station needsa voice which listeners can identify withthe station. This voice will be used for jin-gles, drops and promotions.

“One FM 94.0, a community radio stationservicing the needs of Bloubergstrand andsurrounding areas, is looking to find avoice that will be used on One FM for theabove purposes. One FM is a communityradio station, and we believe that the voiceof One FM should be sourced locally.”

According to the competition rules, en-trants must be 18 and older and need to re-side in Blouberg, Table View, Sunningdale,Parklands, Milnerton, Bothasig, BurgundyEstate, Dunoon, Joe Slovo Park, Melkbos-strand and areas in between.

Judges will be able to inform entrantswhich areas are excluded upon request.

All participants must be fluent in En-glish and Afrikaans, and Xhosa is a bonus.

The radio station is looking for a maleand female voice and entrants are requiredto practice a script provided on the website.

There will be public auditions at TableView Shopping Mall.

“Each finalist’s recording will be upload-ed to Facebook, and the public will have achance to vote for their favourite voice.This will also be included in the final votestowards the decision of choosing a winner.The judges’ decision is final. At the age of 17, Kyle AppelHaupt (Brackenfell HighSchool) is making a name for

himself as a sprinter on the worldstage.Kyle is the TygerBurger Sportstar

of the Month winner.Earlier this year Kyle ran the

200m in a time of 20:57 at the WorldYouth Athletics championship inColumbia, winning a silver medal.What makes this achievement evenmore remarkable is the fact that thistime was the second fastest time(youth) in the world ever and theeighth fastest time in history over-all, with Jamaican icon Usain Boltthe world record holder with 19:19.“Running that time was massive

formyconfidence. It showedme thatI am good enough to compete withthe best in the world and it only

drives me to work harder and im-prove on my times.

“I have to thankmy coach,MarcelOtto. We train five days a week. Wemakeagood teamand it shows in theresults. It makes things easier whenyouhave a good support structure athome as well. I am truly blessed,”said Kyle.

Kyle represented Western Prov-ince junior rugby, but soon realisedthat the track was his forte.

“I do the 100m and 200m, and atour school meetings I also do the400m for fun, but my focus is theshorter distance. I would have to saythat the 200m is my favourite as I al-ways pick up speed late in the race.

“This year has been a good one forme. At the Athletics South Africachampionship earlier this year inBloemfontein I won silver in the 100m and gold in the 200m and gold inthe 4x100m relay. At the African

Youth championship in Mauritius Iwon silver again in the 100m and Iam very proud of our gold medal inthe relay.“It is an honour for me to be cho-

sen as the TygerBurger Sportstar ofthe Month; I am truly humbled.Thank you!” said Kyle.It is a dream for Kyle to represent

his country at the Olympic Gamesand to win a gold medal.For now, the focus is on theWorld

Youth championship in Russia nextyear.Bosman,McNulty andDuToit Op-
