AFUROREhas erupted among the Democrat-ic Alliance (DA) caucus of Kouga Council aft-er council speaker Magdalene Dlomo used amunicipal vehicle and petrol card for sixmonths.

This despite beingpaid a travel allowance, ac-cording to DA caucus leader Chimpie Cawood.“We deem this misuse of municipal resour-

ces deplorable,” says Cawood.“The Upper Limits of Councillors are prop-

erly gazetted and they clearly spell out the sal-ary and travel allowances of councillors in-cluding that of a Speaker of a localmunicipal-

ity. It does not make provision for a vehicleand additional petrol allowances for a Speak-er in a council of Kouga Council’s grading.”According tomunicipal spokesperson, Lau-

ra-Leigh Randall, Dlomo has never misusedthe vehicle.“Themunicipalitymakes allowance for the

Speaker to use a Council vehicle for her offi-cial duties if there is a problem with her ownvehicle,” says Randall. “The Speaker’s ownvehicle was written-off in an accident. Shewas, therefore, granted permission to use theprevious Mayoral vehicle - an old Opel sedan- on a temporary basis for her official duties.”At present the vehicle is back with the mu-

nicipality.

According to Randall the municipal Coun-cil and administration as a whole is seriousabout eliminating unnecessary expenditure.“Should any irregularities come to light, theywill be investigated and a report submitted toCouncil for deliberation.”Cawood has appealed to the MEC for Coop-

erativeGovernance in theEasternCape, Fiki-le Xasa, to investigate the misappropriationof municipal resources by a senior official, aswell as the alleged accident and the party re-sponsible for the accident and the associatedcosts.“Government cannot afford any more

wasteful and unforeseen expenditure,” saysCawood.

Biosphere reserve forGardenRoute?

THE Garden Route Initiative (GRI) will soonsubmit an application to the Eastern Capeprovincial government for the proclamationof a biosphere reserve for the Garden Route,including St Francis Bay and Humansdorp.

The proposed Garden Route Biosphere Re-serve will extend from George in the west toSt Francis in the East - bridging the gap be-tween environment and development.According to Julie Carlisle from the Gar-

den Route Biosphere Reserve, biosphere re-serves are tools to address environmental, so-cial and economic sustainability. “They defi-nitely do not exclude people, development,towns or farmlands. Rather, they logically de-fine an area that is deemed to be special dueto its ecological and cultural areas of signifi-cance into three zones.“The three zones consists of core zones such

as national parks that have legal protection,and the buffer zones that adjoin or surroundthe core areas and where low impact activi-ties such as ecotourism, education and re-search take place. Lastly there is the transi-tion zones where towns are situated andwhere human activities such as farming andbusiness take place.”TheGardenRoute has all three these zones.

The Fynbos biome found here, is the smallestyet most diverse biodiversity hotspot in theworld andhasbeendeclared aWorldHeritageSite by UNESCO. The region furthermoreboasts Afromontane forests, marine protect-ed areas, the largest land and marine mam-mals, cultural diversity and significant pal-aeo history that dates back to between 120 and180 0000 years.According to Carlisle, the biosphere con-

cept can support and reinforce projects and

programmes to enhance livelihoods; attractfunding for social, education, tourism, cultur-al and environmental projects; provide a plat-form for stakeholder cooperation; reduce theenvironmental footprint and provide the ide-al place for the implementation of pilot pro-jects.The application process is supported by the

Table Mountain Fund. A series of public in-formationmeetingswill beheld.Meetings areset to take place at the Boskor Hall in StormsRiver from 14:00 to 15:00 on August 11 and atthe St Francis Bay Bowls Club in St Francis

Bay from 11:00 to 12:00 on August 13.The first round ofmeetingswill be informa-

THE renewable energy and engineering sectors have re-ceived a ‘green’ boost through a recently launched schol-arship programme, the Renewable Energy ScholarshipFund (RESF).

Over two million rand will be invested to developyoung engineering students for this blossoming energyindustry.The programme is funded by three independent re-

newable energy companies - Jeffreys Bay Wind Farm,Droogfontein Solar Power and De Aar Solar Power - whoinitiated the scholarship to helpmeet the demandwithinthe industry for qualified engineers.“It is our hope that through this programme we will

not only be able to create a skills pipeline for our organi-sation, but also support and contribute to the industryand the country as a whole,” explains Mark Pickering,General Manager of Jeffreys Bay Wind Farm.Five of these students are currently studying mechatro-

nics at the Nelson Mandela Metropolitan University, oneof the five institutions that offer this engineeringdiscipline.Husain Haspatel from Port Elizabeth is one of the 25

scholarship beneficiaries from the province chosen outof 150 applicants. He says: “While I am overjoyed thatI am a recipient of this prestigious scholarship, I am alsohumbled and grateful for this fantastic opportunity.What I findmost interesting about the renewable energy

Wind Farm launches scholarship fund

A fight between suspected rival taxiassociations occurred in the parkinglot of the Tokyo Sexwale stadium, nearthe traffic circle, on July 27.According towitnesses on the scene,

one taxi association began to load pas-sengers, which led to another taxi as-sociation storming down towards thecar park, and a fight broke out.At least two men were injured dur-

ing the fight, one with a possible knifewound. No guns were used during theincident.The Jeffreys Bay Police responded

rapidly and brought the situation un-der control.No further information is available

at this time.

KOUGA will not be home to shark cage diving.

This is according to the Department of EnvironmentalAffairs.

In a statement released earlier this week, the Depart-ment states that they have noted with concern the falseallegations about a pending permit application for awhite shark cage diving operation in Jeffreys Bay, StFrancis Bay and Cape St Francis.

“It is important to note that this region is not designat-ed for white shark cage diving under the regulations re-lating to the management of this activity,” says ZolileNqayi from the Department.

“Permits for white shark cage diving are allocated

every five years from the date of the previous allocation.Thus, a fresh invitation for application for a permit onlyoccurs every five years. Permits are allocated to any per-son who in response to an invitation placed in the Gov-ernment Gazette, satisfies the criteria and objectives setout in the regulations and policy for the management ofwhite shark cage diving.”

According to Nqayi, the current permits only expirein July 2016.

“To date the Department has not entertained any appli-cations on an ad hoc basis. Allegations of the Departmentconsidering any applications and being in the process ofallocating a permit in St Francis Bay or Jeffreys Bay aretherefore false,” says Nqayi.

THE management of the local water supplywill receive a boost this year thanks to an on-going partnership betweenKougaMunicipal-ity and the Department of Water and Sanita-tion.An audit of all water meters in the region

is currently underway. The audit is beingconducted by Resolve, a company appointedby the Department, and is expected to run un-til April next year.Infrastructure Portfolio Councillor Patrick

Kota said the aim of the project was to ensurethat water meters were in place and workingproperly at all properties supplied with mu-nicipal water.“Thebenefits are two-fold,” he said. “On the

one hand, we want to ensure that consumersare being billed correctly for water. At thesame time,wewill be able to verify howmuchwater residents and businesses use. This in-formation is critical in our water-demandplanning process.”

Kota said that bulkmeterswould also be in-stalled at designated zones to measure theamount of water that is supplied to each area.This amount will then be compared to theamount of water which is being billed.“By comparing the amount of water sup-

plied with the amount of water that is beingbilled, we will be able to identify and repairunderground leakages more effectively,” heexplained.“Water is a scarce resource. It is, therefore,

important that measures such as these are inplace to help reduce water losses.”KougaMunicipality and the Department of

Water and Sanitation have been workingclosely together to conserve and improve themanagement of the local water supply. It wasalso through this partnership that a pilot wa-ter treatment plant, aimed at reducing theiron and manganese content of borehole wa-ter, was installed at Jeffreys Bay earlier thisyear.

THE Eastern Cape’s aerospace industry in Nel-son Mandela Bay is taking off thanks to severalnew developments.

The project received an additional boost lastweek when CDC signed a memorandum of un-derstanding(MOU)withtheNationalAerospaceCentre.

“This is an important next step to advance therealisation of job creation and economic growththrough the sky economy,” said Mogamad Sad-ick Davids, CDC Business Development Manag-er.

Earlier this year they announced plans to un-lock a “sky economy” with a R3.67 billion cargoairport and the establishment of an aerospaceand advanced manufacturing industrial clusterat the Coega Industrial Development Zone (IDZ).

Last week CDC released projections of the so-cial and economic impact of the project alongwith the new agreement of cooperation for thedevelopment.

The aerospace industrial cluster will be locat-ed on 2 086 hectares of land in Zone 14 of the Coe-ga IDZ.

The development will take three years to con-struct and is expected to return R2.55 billion inGDP per annum for the SA economy. These pro-jections are based on studies concluded by Nel-son Mandela Metropolitan University (NMMU),based on both direct economic contributions, aswell as indirect contributions through supplychains and other supporting economic struc-tures.

Infrastructure development through foreignand domestic direct investment is projected tobe valued at R257.7 million in year one andR354.6millioninyeartwo.TheCDCprojectsthatin years three and four the investments will ex-ceed the R1 billion per annum mark.

“We believe that 10 080 construction jobs can

becreated,operational jobswilloffer8600oppor-tunities, and indirect jobs will amount to 13 500,”said Davids.

Davids said there had been growing and posi-tive support for the construction of this secondairport in Nelson Mandela Bay and the estab-lishment of aerospace and advanced industrialmanufacturing industries.

“Local investors, such as Western Cape de-fence firms, and international investors, such asgreenfield strategy exploration companies, aswell as letters of intent from other domestic andinternational investors, are fuelling the develop-ment of the project,” said Davids.

“Todate,wehavereceivedinvestmentpropos-als between R300 million in year one to

R1 billion over a protracted period,” he said.Through the newly-formed partnership, Coe-

ga and the NAC will work towards the develop-mentofseveralaeronautical facilities, includingan airfield with a 2 400 m runway/landing strip,amaintenance,repairandoverhaul(MRO)facil-ity for second tier aircraft manufacturers, amanufacturing park that will support researchand development (R&D) through local and inter-national academic institutes, and other projectsrelated to advanced defence and aerospace man-ufacturing industries.

Both Coega and the NAC believe the initiativeis aligned with South Africa’s National Develop-ment Plan and the Industrial Policy Action Plan(IPAP).

“The existing expertise, skilled labour and lo-gistics services from the Eastern Cape’s automo-tive and manufacturing industries are impor-tant strategic advantages supporting aeronauti-cal and aerospace manufacturing in theregion,” said Professor Richard Haines, head ofDevelopment Studies at NMMU.

“The region is well equipped to welcome in-vestors such as Embraer, Bombardier, Beech

DaveLouw, het onlangs 27 leerders onderhul“spaan” geneemendie SeaVista-roeiers, watlede van die St. Francis Paddling Club is, oe-fen weekliks op die St. Francis-kanale.Die roeiers sal voortaan op ’n gereelde ba-

sis teen ander skole en klubs in die Oos-Kaapdeelneem. Hulle mik daarna om vir die jaar-likse SA Skolebyeenkoms in Mei 2016 tekwalifiseer. Slegs die land se top junior roei-ers ding mee in afstande van 200m, 500m,1 000m en 2 000. Alle afstande is verpligtend.
