At the event, held at the Hu- mansdorp Country Club, Jeffreys Bay brick-makers Do It Well re- ceived two brick-making machin- ery, while sewing groups Lap- hum’ilanga from Humansdorp and Hankey’s Uzuko Lwethu each got sewing machines. The intervention follows visits to the various projects by the East- ern Cape Legislature portfolio committees, accompanied by Kou- ga officials, during the Taking Legislature to the People pro- gramme last year. Capa said people must make use of opportunities that government presented them and they should make use of the Local Economic Development in the municipality for information on how to access government departments for eco- nomic opportunities. We don’t want this machinery to become furniture. That is why we are first going to focus on train- ing of participants in order for them to be truly productive and self-sustaining,” she said. Capa added that her department and the municipality were going to facilitate a process of finding markets for the projects in order to ensure sustainability. “We cannot be dictated to by external monopolies. We must ensure that we keep some money circulating in our area to boost the local econ- omy,” she concluded. THREE Kouga communityprojects received a majorboost when Rural and

Agrarian Reform MEC ZolekaCapa handed them state-of-the-art equipment for their opera-tions on Monday.

At the event, held at the Hu-mansdorp Country Club, JeffreysBay brick-makers Do It Well re-ceived two brick-making machin-ery, while sewing groups Lap-hum’ilanga from Humansdorpand Hankey’s Uzuko Lwethu eachgot sewing machines.

The intervention follows visitsto the various projects by the East-ern Cape Legislature portfoliocommittees, accompanied by Kou-ga officials, during the TakingLegislature to the People pro-gramme last year.

Capa said people must make useof opportunities that governmentpresented them and they shouldmake use of the Local EconomicDevelopment in the municipalityfor information on how to accessgovernment departments for eco-nomic opportunities.

BARELY escaping with her life, yet another cat be-came the victim of a pellet gunwielding thug on Jan-uary 8 in Hummingbird Crescent, Aston Bay.Now 15 stitches and almost R10 000 later, the Bas-

tos-family is grateful that their pet-child survivedthis onslaught.MarietjieBastos,who rescuedDaisywhen shewas

only 6 months old, aptly named after her white andblack spots, is now offering a R2 000 reward for posi-tive information leading to the identity and arrestof the person responsible for shooting her cat.According to Bastos, the 2-year-old Daisy was shot

at close range andwith a high impact gun at approxi-mately 20:00 that Tuesday night.“We became worried when Daisy, who promptly

comes home every night no later than 19:30, did notreturn thatnight.Wewent looking forher at approxi-

mately 20:45 and found her sitting under a bush inour garden,” said Bastos.“We immediately realised that something serious-

ly was wrong, but we could only find a small bumpon her side. We phoned the local veterinary clinicwho advised us to monitor her closely through thenight. The next morning we rushed her to the clinicwhere theveterinarianorderedanx-rayafter discov-ering a bullet entry wound on Daiy’s side.”According to Bastos, the pellet went straight

through Daisy’s midrif and perforated her spleen atthree places. “She had to undergo an emergency op-eration and received 14 stitches on her belly and oneat the entry wound. The bump we felt the night be-fore, was the bullet that got stuck beneath her skin.”Bastos said that another cat was shot with a pellet

theymay be too embarrassed to ask inclass can connect and get answers,”said Memela-Khambula.There are several ways to narrow

this gap between secondary and ter-tiary education, said Memela-Kham-bula. “Firstly, teachers should focuson teaching and be passionate aboutthis calling. They must understandthat they have a responsibility to-wards the children in their care.“Secondly, we must take a look at

the pupils themselves. I witness acertain entitlement attitude amongthe ‘born-frees’ – the generation bornafter the attainment of democracy in1994. The older generation under-stands that hardwork pays off. In con-trast to this, today’s youngsters seemto view tenderpreneurs as rolemodels– people who are not highly educated,but who seem to have money. We needto find better rolemodelswho canhigh-light the importance of education foryourself, your family, the economy,andour nation,” said Memela-Khambula.A third problem area is the lack of

career guidance, she said. The resultis that they arrive on campuswith on-ly the faintest idea ofwhat is availableto them. “Kids need to get exposed tothe world. They need to become in-formed about what is required for acertain career.”Memela-Khambula said the per-

ception that universities of technolo-gy or colleges of Further Educationand Training (FETs) are not goodenough is false. “What we need mostare people with practical skills – likeplumbers and artisans – people whocan become self-employed and createjobs for others.”Memela-Khambula has a personal

message for students. She comes froma poor background, with her motherbeing a domestic worker. “She told usthat the only thing that could end thecycle of poverty was education. I be-lievedher. I learnedfirst-handthatyouget education wherever you can. Ifyour family has no money, that is noexcuse. Work by day, and study bynight.”

HUNDREDS of residents havesigned petitions and submit-ted letters with regard to theproposed banning of dogs fromthe beaches in the Kouga.This follows after themunic-

ipality made their decision toprohibit dogs on certainKougabeachesknown to thepublic onDecember 20 last year.This decision has already

MET die ekonomie wat druk en alleen-spaaral hoe moeiliker, het plaaswerkers van Bo-plaas net buite Jeffreysbaai by suksesvolle en-trepreneurs van die skoner geslag kers opge-steek.

Nou, net meer as ’n jaar later, glimlag diéagt mans van die Top Eight Spaargroep al diepad bank toe.

Die Spaargroep, gestig in samewerking metMpendulo Savings en Ekwip Employees, hetonlangs hul eerste aandele uitbetaal.

Dié unieke spaargroep is die eerste sukses-

volle mansspaargroep in die Kouga en die heeleerste plaaswerker-spaargoep wat deur Mpen-dulo opgelei is en in 2012 gegradueer het.

Die Amerikaner, Jill Thompson, wat meeras vyf jaar gelede Mpendulo - die “anderste”stokvel - vir die eerste keer na Pellsrus in Jef-freysbaai gebring, sê: “Dit is seldsaam datmans bymekaarkom vir die doel om geld tespaar, siende dit dikwels as die rol van die vrouin die houshouding gesien word.

“Die mans het egter die sukses van onsspaargroepe bemerk en dit het hulle gemo-tiveer om ook by só ’n groep aan te sluit.

“In 2008 was slegs 5 van ons lede mans; nouvyf jaar later, bestaan 15% van ons lede uit

mans. Twee van ons meer as 100 spaar-groepe bestaan slegs uit manlike lede.”

Sy het al talle ander mikro-finansierings-projekte elders in Afrika help vestig.

Mpendulo is die Xhosa-naam vir “DieAntwoord”, en dit is presies wat Thompsonin gedagte gehad het toe sy die unieke-groep-spaarplan op die been gebring het.

Volgens Thompson beywer Mpendulohomself om die impak van armoede, HIV/VIGS en werklooshied te beveg deur ge-meenskapsbeheerde spaar-en leengroepe opdie been te bring. Mpendulo het tans 125spaargroepe met meer as 1 400 lede in dieKouga gebied.

Die uitleen van geld - net tussen die ledevan ’n Mpendulo-spaarklub - en die rentewat daarop verdien word, is twee van die be-langrike hoekstene van dié groepspaarplan.Anders as jou normale stokvel kry groe-plede nie om die beurt die volle bedragsaamgegooide geld nie. Die spesifieke groep

bepaal die minimum en maksimum bedragwat ’n lid elke maand moet inbetaal. Dié be-drag bepaal dan die lid se presentasie van dierente uit die groot totaal wat aan die einde vandie jaar onder die lede verdeel word.

Ekwip Employees is betrokke by gemeen-skapontwikkeling en werkerwelstand deurprofessionele berading en fasilitering. Hulle isveral betrokke op plase, asook plaaslike be-sighede in die Kouga-area.

PROCESS ACTION PLAN FOR 2012/2013 FOR THEINTEGRATED DEVELOPMENT PLAN AND BUDGET

REVIEW 2013/2014The Kouga Local Municipality is preparing to embark on a process toreview its Integrated Development Plan (IDP) and Budget for the 2013/2014financial year, as required in the Municipal Systems Act (MSA) No 32 of2000, Section 28 (1,2 &3). This Section requires that the municipalityshould, within a prescribed period after consultation with its community,adopt a process, set out in writing, to guide the planning, drafting, adoptionand review of its Integrated Development Plan.

Copies of the Draft IDP/Budget Process Action Plan are available atmunicipal offices and libraries for inspection.

The community of Kouga, the civil society, various interest groups (e.g.youth, women, elderly, people with disabilities, sport structures, etc) andall other key stakeholders, including government stakeholders, are herebyinvited to make:
