Local Eastern Cape surfer, Emma Smith from Jeffreys Bay, claimed the title of u.20 South African SurfingChampion in the girls division of the Cool Shoe South African Surfing Championships 2013 in Durban thisweekend. The Billabong junior surfer, who represented South Africa at u.18 level in Panama, competed inthe final heat against surfers Chanelle Botha (SKZN), Anoush Zakarian (Boland) and Nicole Pallet (KZNC),who all represented South African at the recent ISA World Junior Championships in Nicaragua. Smith wonwith a 7’5 and 6’8 on the scoreboard at full time. THE Eastern Cape Gamblingand Betting Board (ECGBB)has given the green light for the
operation of a Bingo hall in JeffreysBay.
Under the management of Ritz Bin-go Gaming & Entertainment, the Bin-go hall will be operated from the Seav-iew Mall in St Francis Street.
This forms part of six licencesgranted to operate Bingo halls in vari-ous towns in the Eastern Cape. Bingohalls have also been approved for PortElizabeth, East London and Mthatha.
Mabutho Zwane, CEO of ECGBB, issatisfied that the approved applica-tions meet the stringent require-ments set at the outset of the applica-tion process.
“We are impressed with the stand-ard of the applicants that we haveawarded, and wish all the newly-ap-pointed operators all the best in theirnew business ventures.
“We look forward to building thebusiness and tourism capacity of ourprovince, and of the gaming indus-try,” said Zwane.
According to the final Request ForProposal (issued in 2012) applicantshad to show that they had the abilityto properly manage a Bingo hall, butalso that they had access to the neces-sary experience and expertise in theindustry.
Furthermore, theyhad to showhowthey planned to develop their sur-rounding communities.
Once operational, 1 per cent of theBingo halls’ gross gaming revenuewill have to be directed towards socio-economic development initiatives forthe duration of the licence period.
The newly-appointed Bingo opera-tors will now be required to establisha Bingo hall of up to 300 gaming seats,with accompanying dining, childminding and parking facilities.
Jenny Winter, Seaview Mall CentreManager, said that it has taken sixmonths to reach an agreement withthe ECGBB. “The inal planning for theconstruction of theBingohallwill takeplace nextweek. TheBingo hall will besplit into two halves. One half will bereserved for Bingo, and the other halfwill include an electronic gaming cen-tre for children and tenpin bowling.”
They also need to do project infra-structure investments of no less thanR5 million per Bingo hall - excludingthe cost of equipment - which willhave benefits for the local economy.
“Now that the successful operatorshave been announced, work on theground can commence immediately,”said Zwane.
Winter said that other tenants atthe Seaview Mall are excited aboutthe prospect of additional clients theBingo hall could bring.

THE Kouga Municipality is not theworst-performing municipality finan-cially in the Eastern Cape.
This follows after an article appeared in aleading english newspaper, stating that theKouga Municipality has been rated the worstmunicipality in the Eastern Cape by RatingsAfrica Municipal Financial Stability Index(MFSI).According to the report, the Kouga Munici-
pality is at the bottom of the barrel, obtaininga mere 21 points out of a 100 - down from 75in 2008.However,municipal spokesperson,Mfundo
Sobele, said the the report is outdated as itslast assessment of municipalities, includingKouga, was in 2011.“The report further states that assessment
was only made on 102 municipalities ‘with in-teresting results’, when we know that thereare more than 260 municipalities in the coun-try. It is not clear what this ‘interesting re-sults’ mean, but it obvious thatmore than halfof the country’s municipalities in the countrywere not assessed by the agency. It is not evensaid how many were assessed in the EasternCape for that matter,” says Sobele.“We know that we have not been the worst
municipality during the said period as therehave been a fewmunicipalitieswithDisclaim-er and Adverse opinions in our province dur-ing that very period. It is mind boggling howthe agency came to its conclusions.“Kouga has continued to acknowledge its
shortcomings and with that has continued tomake improvements.”Mfundo continues that all vacancies at sen-
ior management have been filled since 2011,giving the municipality a sense of direction.“We have improved from a Disclaimer

HUNDREDS of people from Patensie and sur-rounding areas braved the rainy cold weatherto attend the provincial launch of the HIVCounselling and Testing (HCT) campaign -three years after it was first initiated.
Patensie was identified as an ideal area asthe campaign is now driven to reach out tofarming communities and with the area large-ly rural.
The National Department of Health’s HCTManager Norman Britz said farmworkers andthe farming communities at large did not al-ways have access to public services.
“We will feel that we have done justice in ourcampaigns of saving lives only if we are con-vinced that we have covered all sections of ourcommunities, and our people on the farms havesomewhat been neglected,” said Britz.
He added that the department had identifiedchallenges of alcohol abuse, teenage pregnancyand lack of family planning services, and hisdepartment needed to address these.
Kouga portfolio councillor Thandeka Masetithanked the DoH and the Eastern Cape AidsCouncil for reaching out to communities likePatensie.
“HIV/Aids affects everyone, irrespective oflocation, and as a municipality we will contin-ue working with all stakeholders to get the mes-sage across,” she said.
ECAC Head of Secretariat Vuyisa Dayile saidthe programme will be focusing on Patensie forthe next three years and that his organisationwas looking at establishing Aids Councils in allthe wards.
Testing for HIV, high blood pressure andblood sugar levels could be done on thegrounds with the department of health and itsstakeholders offering the services free ofcharge.
Other government department such as HomeAffairs and Sassa also have their stalls, assist-ing the public with identification and socialgrant applications.

IN an effort to put a stop to cattle roam-ing at night in the Humansdorp area,the SPCA Assisi Humansdorp erected
a temporary cattle pound on theirgrounds.
The SPCA hopes that this pound willcreate awareness among cattle owners ofthe dangers of letting the animals roamfreely.
The biggest problem the SPCA faces isthe presence of free-roaming cattle in andaround townships. “The cattle graze nextto roads and in make-shift dump siteswithin the townships. They graze on plas-tic materials, such as plastic bags andwrapping, which cause severe healthproblems. The cattle are often brought tothe SPCA, battling to breathe and suffer-ing from asphyxiation,” says SPCAspokesperson Jessica Naudé.
“Our biggest concern is the safety of thecattle. A cattle pound has been built at theHumansdorp SPCA, where cattle are im-pounded over night to keep them off theroads. Owners of the cattle have to pay
R500 to have their cattle released from thepound, which workers easily pay, as thecattle are very valuable to them.
“A good compromise would be to fence offan area, outside of the township’s residen-tial area, that people can keep their cattlein. The cattle will be safe and the ownerswon’t have to pay fines to release their cat-tle from the pound.”
According to her, some dairy farmersare unknowingly contributing to theproblem they currently experience. “Anumber of dairy farmers do not pay theirworkers with money, but pay them withbull calves, some of which are not weanedand try to suckle on the other calves. Wesee farmers with bakkie loads of calvesdropping them off for workers.”
Currently only cattle in the Hu-mansdorp area are being impounded, be-cause the SPCA does not have the equip-ment required to transport cattle fromother areas such as Ocean View.”
However, Naudé says that the KougaMunicipality is now working with themto provide them with a cattle trailer totransport the cattle of surrounding areasto the pound.

THE Kouga Council will be investingmore than R1-million into projects aimedat boosting local economic developmentin the 2013/2014 financial year.
Kouga Executive Mayor Booi Koeratsaid that more than R1,3 million of the Mu-nicipal Infrastructure Grant (MIG) alloca-tion for the year would be put towardssupporting the development of informaltraders, small businesses and emergingfarmers.
The priority projects are still being fi-nalised, but the list includes the fencingof commonages at Erf 17 (Hankey, Soetk-loof and Zwartenbosch) and Erf 300 (Pat-ensie).
Also on the list are communal shelterswith hawkers’ facilities for informal trad-
ers at taxi ranks in areas such as Thorn-hill, Weston, KwaNomzamo, Oyster Bayand Patensie.
Informal traders and emerging farmersare also the targeted beneficiaries of a pro-posed one-stop trading complex off the N2which will include a fresh produce mar-ket.
Following the recent donation of brick-making machinery to local communitygroups, the municipality is also exploringthe possibility of supplying these groupswith safety containers and security fenc-ing.
The Mayor said management planswere being developed and that all relevantsectors would be approached for compli-ance and support purposes.

BBRENTON Williams is often synony-mous with council meetings and tripsto the municipal offices.
However, he will be showcasing a differentside this month as he takes on the responsi-bility of organising and swimming in themaiden Jeffreys Bay Cold Water Swim Clas-sic on July 6.
Williams, who is a formidable open waterswimmer, holds the South African record forthe longest distance butterfly swim of 17km.He is also the only person in the world tohave completed the Robben Island crossingin butterfly style. Williams says: “Many
open water swimmers push to go faster, fur-ther and colder, however I wants to introduceanother aspect to open water swimming: vari-ation of styles.”
Williams’ future plans are to swim from StFrancis Bay to Jeffreys Bay main beach,which will equal his previous South Africanrecord of 17km. “I would also like to under-take a swim from Cape Town to Robben Islandto Bloubergstrand, which will trump my pre-vious South African record,” says Williams.
Williams, who has been involved in orga-nising the classic, will be competing in the2.5km swim, in the traditional gear of a speedoand goggles. “Marina Martinique is the per-fect setting for the cold water classic as it isprotected from natural elements and from
wildlife,” says Williams. “Cape Town is re-nowned for its cold water swims, but what weare trying to achieve with the cold water clas-sic being held at the Marina is to establish aspot in the Eastern Cape that can be heldequivalent to the cold water swims of CapeTown.”
According to Williams the best way to preparefor a cold water swim is conditioning, spendingas much time in cold water as possible.
“However, swimmers who are thinking oftaking on the cold water, should be aware ofthe threat of hypothermia. There will be anambulance at the event, a heater available forthe swimmers to warm up after they have fin-ished, and safety boats on the water. If swim-mers look like they are struggling or are in

The classic will start at InFood Blu in Ma-rina Martinique; having the restaurant asa setting ensures the comfort of spectators.
“Normally at cold water swims there isnothing for spectators to do, so hopefully thecold water swim classic will also be knownfor its good spectator point. As spectatorscan eat, drink and enjoy some warmth whilewatching the swimmers take on the cold wa-ter,” says Williams.
Registration for the event can be done on-line at www.swimmingplus.com with regis-tration closing on Friday afternoon at noon.Late registration will take place on themorning of the classic.
ANGLERS can ‘reel in’ R1 000 an hour at theinaugural Jeffreys Bay Winter Festival SkinsCompo on Saturday, July 6.
Competition hours will be from 08:00 to14:00. The fishing area will be from DolphinBeach to the far side of the Kabeljous lagoon.
The competition will be fished on a ‘skins’system, with anglers competing for a R1 000cash prize every hour of the competition. Thisnew approach promises to make for an excit-ing day where any fish could be a potentialprize-winner.
In addition to the R6 000 cash, there will bea main prize for the biggest edible fish of theday. The prize is a weekend’s luxury accom-modation and a deep-sea fishing charter forfour people. There will be many other prizesand lucky draws such as the best catch for ajunior (under 18), ladies and species draw.
This competition will be ‘fished’ on a catchand release basis in order to promote respon-sible angling, and there will be 12 weigh mar-shals on duty to record catches.
July can be a very productive month for an-gling in Jeffreys Bay, with some quality edi-ble fish around. Depending on the conditionson the day, catches should include MusselCracker, Steenbras, Kob, Elf and Leerfish.Winter months are not the best time to targetsharks and rays, but under the right condi-tions anglers could look at targeting Smoot-hounds, Spotties, Cowsharks and SpearnoseSkates.
Officials will be available from 06:30 on theday at the Kabeljous grass parking area to as-sist all entrants before the competition starts.

Reel inR1000 an hour at skinscompetition
AN exciting sideline to the main J’Bay Openof Surfing event from July 9 to 13 will be theFFFF Friction Free Session.
The FFFF Friction Free Session is a demon-stration of surfing without fins, orchestratedby the leading exponent in this discipline,Derek Hynd.
While this form of surfing is challengingand hard to master, Hynd has developed hisFriction Free skills on the waves of Super-tubes over the last few seasons and will leadthis demonstration. Hynd will be joined by afew selected local surfers and possibly someinternational guests.
Surfingwithout fins at J’Bay
AN impressive line-up of surfers has beeninvited to take part in the inaugural Jef-freys Bay Open of Surfing at Supertubesthis month.
Among the invitees are former Associa-tion of Surfing Professionals (ASP) worldchampion Mark Occhilupo and free surf-ing phenomenon Dave Rastovich, as wellas South African legends Sean Holmes andFrankie Oberholzer. Included in the listare WQS campaigner Dale Staples from StFrancis Bay, fellow campaigner and ISAWorld Champion Shaun Joubert fromMossel Bay, and fellow ISA World Champi-on and former WCT surfer Greg Emsliefrom East London.
The contest is set to run from July 9 to13 and is rated as an Invite Only SpecialitySurfing Event. Along with the main eventthere will be a girl’s event, with eight girlsselected to surf in the tournament.
July is one of the best periods for surf atJ’Bay and the organisers are confident ofgood waves and conditions for the contest.
The ASP, the world-governing body ofprofessional surfing, has given the contestits full support.
“Jeffreys Bay is a world-class wave andthe ASP is 100% committed to returningit as a venue on the elite World Champion-ship Tour,” said ASP spokesperson DaveProdan. “The wave and the local commu-nity have been huge supporters of the ASPfor several decades and we’re happy tocontinue this relationship. We wish theJBU Surf Club the best of luck with theirevent this year and look at this as a step-ping stone to returning Jeffreys Bay to theASP dream tour in the coming years.”
The event, which is also sanctioned bySurfing South Africa, has over R100 000 inprizes and cash. The first prize is R30 000.
Big names for J’BayOpen of Surfing
THE Flamingo Trail Run takes place on Sun-day, July 14, as part of the first Jeffreys BayWinter Festival.
The 12km run will take participants alongthe town’s golden beaches towards the Kabel-jous Estuary before they head through bushyand riverside terrain.
The route starts and finishes at Supertubes,Pepper Street. Entries /registration will be onthe day at Supertubes before the race from 12noon till 1:45pm. Sonnette Liebenberg, a memberof the DirkEllis Volkswagen team for the past 14 years,scooped the prestigious Best Service Awardfor 2012 at Volkswagen’s 62nd Dealership ofthe Year Awards in Johannesburg.
She secured this coveted prize in the C-classcategory, and was also crowned the nationalwinner - winning many hopefuls from acrossSouth Africa. This award is a first for DirkEllis’ service division.
Liebenberg scored an impressive 93.7% forher excellence in providing of customer serv-ice for 2012. The next best score was 93.2% bya service provider in the A-class category.
Liebenberg says the award is particularlyvaluable as customers themselves rate it. “Itis a fantastic award on the basis that it is yourown customers who rate you. It does not getany ‘purer’ than this.
“This award serves as motivation to workhard throughout the year to ensure that theaward will once again come home with menext year.”

THE Volkswagen Rally, round four of theSouth African National Rally Championship,will break new ground in the Jeffreys Bay,Uitenhage Bay and Port Elizabeth areas onJuly 19 and 20.
The organisers, the Algoa Rally Associa-tion, have announced a number of changes in-cluding six new special stages, but emphasisethat the rally, one of the most popular andtoughest on the eight-event calendar, has lostnothing of its unique character. “It will stillbe a blend of demanding gravel special stagesand short tar stageswith theLongmoreForestinland from Jeffreys Bay amajor factor,” saidclerk of the course Joe Fourie.There will be a total of 14 stages, seven on
each day, with nine on gravel (five in theLongmore Forest), four on tar and one a com-bination of gravel and tar. Total special stagedistance is some 190 kilometres out of a totalrally route distance of around 450 kilometres.
“We have two new tar stages at the end ofday one in Jeffreys Bay, where we will over-night, as well as a new tar stage in Uitenhageon day two,” said Fourie. “In addition, wewillhave the traditional finish on tar at King’sBeach in Port Elizabeth, but this time it willbe a completely different layout with a cross-over bridge on the northern side of the park-ing area.“There’s a new 25-kilometre gravel stage
called Blouberg in the Longmore Forest onthe Friday and this will be repeated on Satur-day. In addition, the forest will host the tradi-tional 34-kilometre Kingsview stage (whichwas washed out last year in unseasonalrains), the 25-kilometre PPC stage and a new11-kilometre stage called Hangpad.“The other gravel stages will be the 10,5-ki-
lometreMelon stage in theGamtoosValley onFriday, which will be repeated in the reversedirection on Saturday, the 19-kilometre Cul-turama stage, which will also be reversed on
Saturday and called Sinkdam.”Commenting on the effect that rainy
weathermight have on the event, Fourie reit-erated that it was unusual to experience rainin the region at this time of the year. “Lastyear’s flash flood was a bit of a freak occur-rence and fortunately only affected one stage.Any rain we might have before the rally willbe helpful, in fact, in preparing the roads.Wedon’t anticipate any problems unless wehave a repeat of last year.”The rally, the 31st to be sponsored by
Volkswagen, will have a ceremonial start at12:00 on Friday (July 19) from the VW Au-toPavilion outside the VW factory in Uiten-hage. The first special stage, on tar and grav-el, will be at the 4,3-kilometre VW test trackand the daywill end in Jeffrey’s Baywith thetwo tar stages. The first will be over a shortcourse of about twokilometres in theparkinglot of the Fountains Mall alongside the N2highway, while the day’s finale will be over
a similar distance in the streets of JeffreysBay. There will be a 45-minute overnight ser-vice stop between the two J-Bay tar stages andthe cars will be impounded in the town over-night.Saturday’s action starts at 08:00 from the
FountainsMall and ends alongside the IndianOcean at PE’s King’s Beach from around14:15. There will be a podium ceremony andprize-giving at the finish at 15:45.

The open day will run from 10:00 to 13:00with registration starting at 09:30. There is alimit of 40 children for theday.Parents shouldtherefore secure par-ticipation for theirchildren in advance.The event is
hosted by theNelson MandelaMetropolitanUniversity (NMMU)Kouga CricketPerformance Centreand its home basepartner VictoryChristian School.This initiativeforms part of theircommitment todevelop cricket inthe Kouga throughexposing youngboys at a grassrootslevel.The boys will be
coached by CricketSouth Africa (CSA)qualified coaches.They will be shownthe correct basictechniques and tips.The purpose of thisopen day is toexpose new cricket-ers at grassrootslevel to the joys ofthe game of cricket.Furthermore it willserve as a talentidentification day,
for the Kouga performance centre toidentify potential players for theirperformance squad.The open day will consist of skills ses-
sions, fielding drills and fitness tips, but themain focus will be on the boys playingmatches amongst each other for fun. A softball will be used as the open days are purelyan introduction to cricket.If parents want more information, or
