This, he noted, had been based on a collection rate for property rates and service charg- es of 96%. “Yet our collection rate is only 89%, which means that further pro- vision for bad debt should have been made in the Adjustments Budget, but instead there is no provision at all.” There also appears to be confusion with regard to the increase in the cost of employees, with two figures of R5.4 million and R13.24 million having been provided. In oppositing the additional costs based on the figure of R13.24 million, Cawood said his party could not sup- port this as it would mean that the municipality’s staff costs would rise to 40% of the municipality’s own in- come which was “way too high”. By comparison, neighbouring Nel- son Mandela Bay’s staff costs were 23% of total operating income at the end of last year. Cawood said the DA was also con- cerned that R2.1 million had been cut from the “already lean” budget for Repairs and Maintenance. “Our roads are in a serious state of disrepair, there are regular water leaks, the sewage infrastructure is in danger of collapse and more funds should have been allocated for the maintenance budget, not less.” In addition, he said, it was still not clear how the Kouga Municipality in- tended to settle its outstanding bill for water with Nelson Mandela Bay – R22.6 million was owed at the end of last year and NMB Mayor Zanoxo- lo Wayile has now written to Finance Minister Pravin Gordhan to request that he intervene to ensure the mo- ney is paid. KOUGAMayor Booi Koer-at presented a R5.8 mil-lion Adjustments Budg-et to Council this week,

pushing the municipality’s totalexpenditure for the current finan-cial year to R527 million.

The Adjustments Budget, how-ever, has been met with outrage bythe Democratic Alliance that said ithad opposed the measure because itcontained “glaring mistakes”.

Volgens ’n polisiewoordvoerder, ao. ArchieCronje, het die ongeluk omstreeks 19:00 plaas-gevind, by die boonste draai van Ravelskloof,sowat 16 km buite Jansenville.

Die oorledene, Chéri Nel (26), en haarvriend, albei van die motorfietsklub The Syn-dicate van Jeffreysbaai, was onderweg na dieSouth Riot-motorfietssaamtrek op Graaff-Rei-net.

Cronje het gesê die bestuurder het ver-moedelik beheer oor die motorfiets verloor.

Volgens Gary Hamilton van The Syndicateis almal nog baie geskok oor Chéri se dood.“Sy was ’n baie goeie mens en het ’n goeie sinvirhumorgehad. Syhet almal seharte aanger-aak en dit was ’n plesier om haar te ken.”

DIE polisie op Jeffreysbaai ondersoek diemoord op ’n 37-jarige man van Oceanview.

Volgens ’n polisiewoordvoerder, ao. GerdaSwart, het die slagoffer, Vuzumzi Martins, ensy vriendin Sondag omstreeks 02:00 ’n geklopaan sy voordeur gehoor. Martins het glo gaanondersoek instel en kort daarna sy vriendingeroep. Sy het hom op die vloer gekry met ’nsteekwond in sy bors. Hy is op die toneeloorlede. THE 138 MW Jeffreys Bay WindFarmMondayofficially celebratedthe start of construction.

The groundbreaking event was attendedby guests representing the community, in-dustry, international and local organisa-tions, lenders, and members of the govern-ment and local municipalities.

The project is one of the first and largestwind facilities in the country to start con-struction as part of the South African Go-vernment’s RenewableEnergy IndependentPower Producer Procurement Programme(REIPPPP).

The Jeffreys Bay Wind Farm is owned bya consortium of experts dedicated to provi-ding clean, renewable energy to the peopleof South Africa consisting of Globeleq,Mainstream Renewable Power, Old Mutu-al, Thebe Investment Corporation, engi-neering firms Enzani Technologies andUsizo Engineering and a local communitytrust.

The 138MW Jeffreys Bay Wind Farm willconsist of sixty Siemens SWT 2.3 MW windturbines and is located between the townsof Jeffreys Bay and Humansdorp, in theKouga Municipality on the Eastern Cape.The site is situated across a total of eightfarms and spans almost 3700 hectares ofland. The location was chosen due to thegood wind resource, relatively flat topogra-phy, minimal environmental constraintsand proximity to a 132kV Eskom grid line.On November 5, 2012 the Jeffreys Bay WindFarm project company signed a 20-yearPowerPurchaseAgreementwithEskom, anImplementation Agreement with the De-partment of Energy and reached financialclose with a syndicate of lenders led byABSA.

Speaking at the ceremony, MainstreamRenewable Power’s Chief Executive Ed-die O’Connor said: “This is a great mile-stone for South Africa’s burgeoning re-newable energy industry. Siemens Wind Power will provide exper-tise and technology for the supply, installa-tion, and erection of turbines. The civil andelectricalworks – including construction ofa new substation - will be completed by ajoint venture between Murray & RobertsConstruction and Consolidated PowerProjects. The project is expected to supplyenergy to the national grid by mid 2014.Construction will be jointly managed byMainstream and Globeleq, with Siemensmaintaining the turbines for a period of 10years.

During the construction period an aver-age of 200 jobs are expected to be created.The number of jobs will vary from monthtomonth depending on the stage of the con-struction work on site. More indirect jobswill be created or sustained at local manu-facturers and suppliers. The contractorsresponsible for building the wind farm arecommitted to employing as many peoplefrom the local community as possible andprocuring goods and services from the lo-cal community where feasible. During thetwenty year operation of the wind farm,approximately 11 long term jobs will becreated to operate and maintain the windfarm.

NMMU is the higher educationinstitution of choice for morethan 40 000 prospective first-years.

Applications and admissions tothe university soared with close to7 000 more applications received asat January 31 compared to those ofa year ago.According to NMMU spokesper-

son, Roslyn Baatjies, the universityhad a 6.7% increase in students be-ing admitted as compared to 2012 - re-

ceiving 41 247 applications for 2013as opposed to 33 733 the previousyear.A total of 6979 first-years were ad-

mitted this year compared to 6541 in2012.Leading the admissions growth is

the Faculty of Business and Econom-ics Sciences with 2 705 compared to2380 last year; reflecting growth of13.7%.This is followed by Health Sci-ences with 941 admissions comparedto 684 in 2012.The close to 7 000 first-years in-

clude those starting new pro-grammes like the higher certificatesin Pharmacy Support and BusinessStudies; the diploma in ChemicalProcessing and the four-year Dietet-ics degree.According to Baatjies, NMMU is

the first university in South Africato train pharmacy technical assist-ants and to offer a qualification inchemical processing.The latter focuses on industrial

processes that convert rawmaterialssuch as crude oil, natural gas, coal,

and chemicals into a wide range ofproducts.“The new degree in dietetics will

teach students how to cope with peo-ple who may be difficult to convinceto change their lifestyles. The degreewill form part of the courses on offerin the Faculty of Health Sciences un-der the new School of Lifestyle Sci-ences,” said Baatjies.Students who successfully com-

plete the four-year BSc Dietetics de-gree will also qualify to register withthe Health Professions Council of

Dít was die reaksie van Wayne Er-lank, streekbestuurder van die wes-telike gebiede van die Oos-KaapseParkeraad, nadat die betrokkeprokureur, Neil Gellman, adverten-sies in dié verband uitgestuur het.

“Net vyf Cites-permitte per jaarvir die skiet van probleem-luiperdsword aan die Oos-Kaap uitgereik.Sover is daar nog geen permit uit-gereik nie,” het Erlank uitgewys.

Cites is ’n internasionale oor-eenkoms vir die beskerming van be-dreigde diere en plante in die natuur.Die luiperd is ’n bedreigde dier.

Gellman se advertensie komdaarop neer dat die boer om ’n jag-permit vir ’n probleem-luiperd aan-soek sal doen. Volgens die adverten-sie sal die jagter na die plaas, “ge-woonlik” in die Baviaanskloof ofLangkloof, moet reis.

Hy noem dat dit “krioel” van lui-perds in die gebied en dat daar jaar-liks tussen twee en drie permitte uit-gereik word om luiperds hier te jag.

Erlank het gesê die Oos-KaapseParkeraad gaan Gellman skriftelikversoek om uit te wys waar en hoehy die permitte gekry het, “want ditmoes deur ons departement gegaanhet. Ons dra nie kennis hiervan nie”.Die Baviaanskloof is ook ’nWêrelderfenisgebied.

“Ongelukkig kan enigiemand eni-

giets op die web sit, en in hierdiegeval kan dit tot gevolg hê dat inter-nasionale vrae rondom dié statusgestel sal kan word.”

In sy telefoniese onderhoud metDie Burger wou Gellman nie sê pre-sies hoeveel boere of grondeienaarsin watter gebiede wel toestemmingvir sy “luiperd-onderneming” gegeehet nie. Ook nie of daar formele oor-eenkomste tussenhulle aangegaan isnie.

“Ek loop nie met getalle en lystename in my sak rond nie. Daar hoefnie ’n formele ooreenkoms te weesvoordat jy adverteer nie,” het hygeantwoord.

Die meeste boere, wie se vee ge-reeld roofdiere soos die luiperd, jak-kals en rooikat in dié bergagtige ge-bied ten prooi val, het al hul boer-derye begin afskaal ter wille vannatuurbewaring en eko-toerisme.

“Hierdie ou is besig met ’n dingwat nie in die Baviaanskloof bestaannie,” het Chris Lamprecht, voorsit-ter van die Baviaanskloof-boereve-reniging, gesê.

“Hy bel al minstens ’n jaar lankrond hier by ons om klandisie tesoek.Hyhetmyook gebel. Ekhet toe,net soos al die ander, gesê ons stel niebelang nie en die volgende wat onshoor is dat die luiperdjag-adverten-sies uitgestuur is.

“Dit maak ons bitter kwaad, wantweer eens kry die Baviaanskloof ’nswak naam.”

geskenk.“Die ruimhartige skenking gaan

THEJeffreys Bay Classic Car Club,that rolled into action in Augustlast year,will have their firstmeet-ing of the year at the Super TubesPicnic Area on Saturday, Fe-bru-ary 9 from 14:00 to 17:00.

One of the cars that is guaranteedtobe the centre of attraction is the 1965Volvo 1800 S, owned by JanSteenkamp from Jeffreys Bay.

His great love for old cars stretchesthree decades ago, when he was firstintroduced to the Milligan VintageTrail as a sponsor in 1982. It was, how-ever, only in 1994, that the buyer’s buggot firmly hold of him.

The itch to own a vintage car be-came so overwhelming that Jan ac-quired a 1930 Ford Model A in thisyear. This was followed by a 1939Dodge Coupé, as well as a 1957 FordFairlane 500.

The reason for this specific selec-tion of cars can be found in the man-ner in which the South African Veter-an and Vintage Association (SAVVA)classifies cars by, for instance, agegroups.

Jan, was now the proud owner of acar in the Vintage Class (before 1930),one in the Post-Vintage Class (1931 -1939) and a car in the Post War Class(1946 - 1960).

There was only one more car left tocomplete the age classifications of hiscollections - the Post 60 (1961 - 1970).

The car to fill the last spot is noneother that the 1965Volvo 1800S.Trans-lated from Latin, “Volvo” means “Iroll”. When the first 1800 came on themarket in 1961, it was the product ofSweden engineering, Italian (Frau)design and assembled by Jensen inEngland. It was warmly welcomed asthe Volvo P1800, with a shape conced-

ed to be of “timeless simplicity”.Strong reservations about the qualityof the early British-built cars, and ad-ditional assembly plant capacity be-coming available in Sweden, led to thetransfer of production to Sweden.

The product was renamed 1800Sand given a new tail badge - the “S”next to the 1800 referring to Swedenand not Sport.

In certain quarters themodel is stillreferred to as P180S. The 1800cc en-gine and four speed gearbox was re-tained from 1961 to 1969 with an im-portant update in 1970 when the 1800Ecoupéwitha 2-litre engineandelectro-nic fuel injection was introduced.

Production of the 1800E coupé sadlycame to an end in 1972 after a total of39 414 cars of all types from 1961 - 1972had been manufactured.
