Despite wide speculation at ground leveland protests by the community alleging mal-administration, a myriad of potholes andcountless sewage spills, theKougaMunicipal-itywas recognised as the best-performingmu-nicipality in the Eastern Cape by Good Gov-ernance Africa, beating its neighbours to thetop spot.Furthermore, the Government Perform-
ance Index, compiled by research and advoca-cy group Good Governance Africa (GGA),found that Kouga is the 26th best-run munici-pality out of 234 municipalities countrywide.Local and metropolitan municipalities
were ranked according to 15 different criteriaacross three spheres of performance: admin-istration, economic development and service
delivery. The information used was sourcedfrom the 2011 Census, as well as other datafrom Statistics SA, National Treasury, Gaff-ney’s Local Government Yearbook (2013 -2015), Auditor-General reports and the ex-tended public works programme.Service delivery was most heavily weight-
ed, with eight indicators including access topiped water, electricity, sanitation, regularrefuse removal, formal housing, health facili-ties, police coverageandaccess toquality edu-cation measured by how many residents hadcompleted their matric.Municipal capacity, financial soundness
and compliancewere included in the ranking,as were economic development indicatorssuch as poverty, income, work opportunitiesand the area’s unemployment rate.According to Kouga Municipal Manager
Sidney Fadi, staying focused on their ulti-mate objective contributed to the success of
the municipality being named the best in theEastern Cape.“In 2010/2011 Kouga received a disclaimer
from the Office of the Auditor-General. Thereport indicated what we needed to do to turnKouga around. The following year the Audi-tor General himself visited Kouga and alsomade recommendations, specifically aboutthe role of leadership. We took these recom-mendations to heart and focused on imple-menting them. This definitely played a largepart in our success,” says Fadi.“The political and administrative leader-
ship were able to work together well, spurredon by a common vision. We also proactivelyinvolved other spheres of government in-volved to help us strengthen Kouga.“We furthermore engaged our communi-
ties and got them on board as well, so that wewere free to move in communities to do whatneeded to be done.”
According to Fadi they might be the bestin the Eastern Cape, but they are 26th of the234 municipalities countrywide that werescrutinised as part of the survey. “Our aimnow would be to get to the top spot in thecountry by continuing on the roadwe startedin 2011.”According to Fadi, the award, on the one
hand, is encouraging because it gives themthe assurance that they are on the right track.“At the same time it puts more pressure on
us to perform, because we do not want to dis-appoint our communities. At the end of theday it is all about themandbringing basic ser-vices to all who live in Kouga.”
) Swellendam, led by aDA-African ChristianDemocratic Party coalition, was named thetop-performing municipality in the country,while the worst-performing municipality isMbizana in the Eastern Cape.

SMELLY and leaking sewer tanks will soonbe flushed down the toilet.
The Kouga Municipality embarked on aR6.1million project thatwill see the phasingout of the sewer tanks still in use by Wave-crest residents and businesses.According to municipal spokesperson,
Laura-Leigh Randall, there are about 600houses in the whole of Wavecrest that stillmake use of sewer tanks.“The current project – worth R6,1 million
over two years – will see about 100 of these
houses connected to the waterborne sewersystem. This means they will no longer bereliant on suction tankers,” says Randall.“The procurement project is being fina-
lised – the project went on tender last yearand is already in an advanced stagewith thebid committees.”According to Randall, work will com-
mence as soon as the service provider hasbeen appointed.“Some R2.5 million will be funded from
the current budget. The work will continuein the new financial year subject to Councilapproving the remainder of the budget re-quired.”
)Apart from the state-of-the-art R42millionwaste water treatment works, the munici-pality also upgraded four sewer pump sta-tions at a cost of R17.5 million in the previ-ous financial, and another five are currentlybeing upgraded and fitted with generatorsat a cost of R7.3 million.Other townswere not neglected. SomeR3.4
millionwasused to connect the last 87 housesto thewaterborne sewer system inThornhill.The waste water treatment works at Han-
key were upgraded to the tune of R6.9 mil-lion, while those of Weston were upgradedat a cost of R14.2 million. A new R4.7 millionsewerpumpstationwas also built inWeston.
The waste water treatment works at Pa-tensie are being upgraded at a cost of R5.6million, while a newpump station and otherbulk sewer requirements to the tune of R20million are being put in place. Some R12.8millionwill also be used to replace digestersat Patensie and link the houses to the water-borne sewer system.Other projects saw the completion of the
Kruisfontein outfall sewer (R8 million), andthe fencing of the KwaNomzamo Waste Wa-ter Treatment Works (R2 million). The up-grade of thewaste treatmentworks atKruis-fontein are currently underway at a cost ofR60 million over a period of three years.

DIE DA het vroeër vandeesweek verras metdie aankondiging dat Elza van Lingen, lid vandie Nasionale Raad van Provinsies, sy burge-meesterskandidaat vir die Kouga-distrik is.
Van Lingen word wyd bestempel as ’n yweri-ge politikus wat haar deur die jare uitstekendvan haar taak gekwyt het. In sommige kringeis hardop gewonder of die DA haar “afskaal”.
Ook is gefrons oor die aankondiging datEwald Loock, die afgelope 13 jaar burgemees-ter van die Baviaans-munisipaliteit (wat dieBaviaanskloof, Willowmore en Steytlervilleinsluit), die ampsketting aan Samantha Jan-kovich-Besan sal moet oorhandig as die DAin die komende verkiesing in dié streek wen.
Die Baviaans-munisipaliteit was die afgelo-pe 13 jaar die enigste DA-beheerde munisipa-liteit in die Oos-Kaap. Dit lê 30ste op die GoodGovernance Index se lys van die land se beste
munisipaliteite.Loock het gesê hy is nie seergemaak of ver-
bitterd nie en sal nog help waar hy kan, maardie feit is dat die jonger geslag ál meer die ge-sig van die DA is.
“Ek meen, man, ’n ou het nog nou die dagvir my gesê jy is Afrikaans én jy lyk soos ’nou boer! Daar het jy dit – ek het nie die DAse new look nie.”

Alles dui daarop dat dit gaan gebeur. As dieDA dié streek verower, sal Jankovich-Besandié party se burgemeester wees.

“Ons raak te gemaklik in die posisies watons beklee. ’n Mens kan nooit sê dat jy nie diebeleid van die DA op alle gebiede wil toepasnie,” het sy gesê.
In ’n derde verrassende stap het die DA Yo-lande le Roux, ’n gemeenskapswerker metkorporatiewe ondervinding, as sy burge-meesterskandidaat vir die Koukamma-di-strik (wat Kareedouw en omstreke insluit)aangekondig.

Athol Trollip, DA-leier van die Oos-Kaap enburgemeesterskandidaat vir die Nelson Man-delabaai-munisipaliteit, het gister laat blykdat bespiegelings dat die DA dié vroue om ver-kiesingsredes as burgemeesterskandidate ge-kies het, onregverdig is.
“ ’n Kieskollege van 30 lede, wat uit nasio-nale, provinsiale en plaaslike lede bestaan,het die kandidate met vrae gepeper oor wathulle aan die onderskeie munisipaliteite salbied.
“Die DA weet nou dat hierdie kandidate uit-sonderlike burgemeesters sal wees en dat dieinwoners van hierdie onderskeie munisipali-teite hieruit voordeel sal trek,” het Trollip be-klemtoon.

Kouga gives recognition to fire fighters
The Kouga Municipality handed over certificates of recognition to all the brave fire fighters of theKouga Fire Department who risked their own lives in fighting the recent raging fires in St FrancisBay and surrounding areas for days on end. Martin du Preez en sy vriendin, KarlaOosthuizen, se huurhuis in Rooivlakte bui-te Hankey was Sondag die teiken van in-brekers wat ’n ou selfoon, al die mansklereen van Oosthuizen se klere gesteel het.
“Hulle het hulself tuisgemaak, my alko-hol gedrink, kosgemaak én televisie ge-kyk,” sê Du Preez.
Hy en Oosthuizen was by ’n troue op Jef-freysbaai en met hul tuiskoms Sondag ag-tergekom daar is ingebreek.
Die diefwering voor een van die venstersis weggebuig, het sê Du Preez.
Sy versekeringsmaatskappy het ’n seku-riteitsmaatskappy – Smhart Sekuriteit –gekry om die huis te bewaak, terwyl diepaartjie by sy oom, Petrus du Preez, oor-nag het.
“Die sekuriteitsmaatskappy het myMaandag net na 01:00 gebel en gesê die in-brekers is terug. Hulle het glo die res van
die klere kom steel.“Met die ondersteuningsvoertuig se aan-
koms, het hulle weggehardloop, maar eenvan hul eie sakke laat val waarin die ge-steelde Blackberry was.”
Dit is as bewysstuk saamgeneem. Diebattery was pap en toe dit aan ’n laaier ge-koppel en aangeskakel word, verskyn daardadelik ’n foto van een van die inbrekers,duidelik in ’n uitbundige luim en geklee invan die gesteelde klere.
By nadere ondersoek het die polisie ’nhele aantal foto’s op die selfoon gevind van’n paar jong mense, netjies aan die poseermet van die klere aan wat die vorige aanduit die huis weggedra is.
Hulle is Dinsdag by ’n huis in Stofwolkop die dorp deur die gereg verras en met’n groot aantal gesteelde goedere in hul be-sit in hegtenis geneem.
Du Preez het die Hankey-polisie geprysvir hul flink, professionele optrede.

THE dynamic and passionate DAMember of Parliament,Elza van Lingen, is the local Democratic Alliance’s (DA)choice to steer the Kouga as the Executive Mayor shouldthey be victorious in the upcoming local municipal elec-tions.The Kouga Express found out more about Van Lingen,
who has, over the years, instilled confidence among herfellow DA-members and residents by showcasing trueleadership and an unquenching desire to help those lessfortunate.
How long have you been living in Cape St Francis?Wemoved toCapeStFrancis in 2000.Ourvery first visitorwas in fact Chimpie Cawood from the DA. He was doingdoor-to-door campaigning for the party and enrolled usas members.
Why did you get involved with politics?I was first approached to join the world of politicianswhen we still lived in Middelburg many years ago. How-ever, at that stage my children were my biggest priority.When we relocated to Cape St Francis, I complained
madly about the quality of the water. All our white laun-dry had red-brown iron oxide stains.The late Prof. Cas Terblanche asked that I joined the
Cape St Francis Civic Association, which was a great ex-perience. Ourmain focus was on service delivery and theenvironment. We had a huge battle to have our naturereserves declared as such, and I thought that getting intothe official structures would improve our options.In 2002 Ben Rheeder approached me to join the DA’s
team and only after the third attempt was I elected as aDA councillor to the then Cacadu District Municipality(Sarah Baartman District Municipality).
How did you land up in Parliament and being theleader of the DA in Kouga?I served as a district councillor for about six years beforeI was democratically elected by the DA to serve in theNational Council of Provinces (NCOP) during the 2009Elections.In November 2011, I was elected the Leader of the DA
in the NCOP and re-elected again in 2014.When one becomes a Member of Parliament (MP) or
a Member of a Provincial Legislature (MPL) one is allo-cated a “Constituency” to nurture, grow the DA and ad-dress issues from the constituency in parliament.My first constituencywasTsitsi-Kougawhich included
Kouga, Koukamma and Baviaans. The DA support grewphenomenally and in 2014 our MPs and MPLs grew to 19in the Eastern Cape and therewith our Constituenciesgrew smaller. Now my Constituency is Tsitsi-Kougawhich comprises only Kouga and Koukamma.
What was your role in Parliament and how can theKouga benefit from your experience there?In the NCOP we are only 54 permanent MPs and we aresix “delegates” from each province with representationbased on the proportional vote outcome of the last elec-tions. I am the only DA representative for the EasternCape; there are four ANC MPs and one from the UDM.
There are about 38 portfolios to cover each governmentdepartment and in the National Assembly (NA) it is easyto divide 400 MPs into 38 portfolio committees.However, in the NCOP the portfolios are clustered to-
gether and our members are allocated to get fair provin-cial representation in each cluster of portfolios.I serve together with two other DA colleagues on the
cluster for Small Business, Trade and Industry and La-bour for which Jaco Londt from the Western Cape is re-sponsible. Willem Faber handles Transport, Internatio-nal Relations and Tourism. Energy, Economic Develop-ment and Public Works are my portfolios.
How does Kouga benefit from your involvement?TheNCOP is theHouse of parliamentwhere local govern-ment and provincial matters are elevated to a nationallevel, and we drive our issues in all the portfolios in eachof the clusters by asking questions and doing motions inthe house on particular issues.Issues like poor local government performance, sanita-
tion, housing, funding for bulk infrastructure upgrades,energy, provincial andnational roads, education, specificschools with poor results or lack of books or teachers,health, scholar transport, school infrastructure, SAPSmatters, judicial issues and illegal deductions from gov-ernment social grants are driven often as Kouga issuesand some as provincial issues. All these affect Kouga ina direct or indirect way and as one can see, they are notall related to my allocated portfolios.
What is your vision for Kouga?Kouga will under DA governance be caring, offering in-creased opportunities, be well-run, have improved safetyand be inclusive as well as forward thinking.Our vision for Kouga is to dedicate ourselves to ensur-
ing exceptionalmunicipal service delivery andmaintain-ing and replacing old infrastructure for all people, crea-ting a confident climate for investment and jobopportuni-ties as well as building a strong and vibrant inclusivecommunity in Kouga.

Members of the public are hereby notified of and invited to comment on/object tothe proposed new name of the municipality which will be formed as a result of theamalgamation of Baviaans, Camdeboo and Ikwezi local municipalities.
After an intensive stakeholder engagement exercise, the name of Karoo MohairLocal Municipality was initially proposed. A public notice calling for commentsand/or objections was placed in the local newspapers and municipal websites.Social media platforms were also made use of to publicise the proposed name.
The closing date for objections was 22 January 2016. Objections were receivedagainst the name Karoo Mohair Local Municipality, and in the light thereof, thePolitical Name Change Committee (PCMC) decided to withdraw the proposal.
The Name Change Committee and PCMC have reviewed all the alternativesuggestions from communities of the affected local municipalities. The followingname has now been proposed for the new local municipality:

The following guiding principles should be kept in mind by stakeholders whenconsidering the proposal of Beyers Naude Local Municipality:
• The name could represent an Icon of that municipal area, which promotesnational unity and cohesion;

• The name could be a well thought out name that facilitates healing, upholdingsymbolic restitution;
• The name should seek to unite people of the new municipality; and
• The name should have the potential to promote investment and tourism.
