Dié gebou is een van twee wat gekoop gaan word om die gebrek aan voldoende huisvesting vir die sowat 100 000 studente by die vyf groot tersiêre instellings in Bellville en Parow aan te spreek. Só sê Chris O’Connor, uitvoerende hoof van Die Groter Tygerberg-vennootskap (DGTV), oor die gebrek aan huisvesting wat studente hier ondervind. “Private beleggers het reeds aangedui dat hulle bestaande geboue wil aankoop vir her- ontwikkeling of dat hulle hul eie geboue sal herontwikkel as oplossing vir die probleem. “Onderhandelinge is reeds aan die gang om ’n bestaande gebou in Kruskallaan vir studente-akkommodasie aan te koop,” het hy gesê.     Maandag naby die Goodwood-trein-

    stasie onthoof is.

    Volgens die polisie was die trein om-

    streeks 04:00 onderweg uit die stasie toe die

    treindrywer iemand op die spoor sien l.

    Die trein was so 60 meter uit die stasie

    en kon nie betyds stilhou nie. Ons kan nie

    die moontlikheid van selfdood uitsluit nie,

    aangesien daar geen poging was deur die

    oorledene om van die spoor weg te beweeg

    toe die trein aankom nie. n Ander ding wat

    ons moet ondersoek is of die oorledene nie

    reeds dood was toe hy op die spoorlyn gel

    het nie, s ao. Wayne Theunis, polisie-

    woordvoerder.

    Theunis s die oorledene se kop en bene

    is deur die trein afgery.

    In di stadium is hy nog nie gedentifi-

    seer nie, maar dit lyk of dit n buitelander

    kanwees. As iemandmeer inligting het wat

    die polisie met die ondersoek kan help, sal

    ons dit waardeer, s Theunis.

    ZinoMihi,waarnemende kommunikasie-

    bestuurder vir Metrorail, het die voorval

    bevestig. Ons betreur die voorval, maar in

    Dit gebeur soms dat iemand elders ver-

    moor word en die lyk op die spore geplaas

    Mihi s hoewel dit blyk of die man reeds

    dood was toe die trein oor hom gery het, sal

    die drywer steeds berading ontvang.

    Ons prosesse vereis dat die drywer bera-

    ding ontvang, want iets soos dit kan nogal

    n impak op n mens h. Hy sal ook vir n

    tyd lank met verpligte verlof gaan om dit te

    verwerk wat gebeur het. Intussen gaan ons

    die polisie help om agter die kap van die byl

    te kom, s Mihi. Sy het n beroep op pende-

    laars gedoen om versigtig te wees wanneer

    hulle by n stasie is.

    Hierdie is n ander soort geval, maar ons

    wil dit tog gebruik om pendelaars te waar-

    sku oor die gevare van n trein. n Trein is

    nie soos n motor wat skielik kan stop nie,

    so mense moet nie oor spore loop nie. Dit

    kan dalk gouer wees om aan die ander kant

    uit te kom, maar dit kan ook beteken dat jy

    nooit aan die ander kant uitkom nie, s sy.

    he simple act of putting your munici-

    pal bin out on the street the morning

    instead of the evening beforewas clear

    to be seen in Edgemead last week.

    According to the chairperson of the

    Edgemead Neighbourhood Watch (ENW),

    Mark Richards, their patrollers noticed a

    huge decline in the droves of bin scratch-

    ers they used to see from late afternoon on

    the day before the refuse collection days.

    Collection days are on a Tuesday and a

    Wednesday.

    Last week just five street people were no-

    ticedwandering around the neighbourhood

    during the night, where other weeks this

    number fluctuated between 40 and 50.

    It makes a considerable difference to

    those patrolling our streets when we dont

    have people aimlessly roaming around,

    says Richards.

    Bin scratchers have been a thorn in the

    side of many neighbourhoods for years

    now.

    TygerBurger reported onwhat appears to

    be a mass migration of vagrants from sub-

    urb to suburb always in sync with refuse

    collection trucks.

    Their numbers inevitably started in-

    creasing the day before collection because

    of people leaving their bins out overnight.

    The plight of bin scratchers invoke empa-

    thy in all but a few.

    Its a tough life, Richards explains.

    This empathy, in a way, is part of the

    problem. People with bleeding hearts try to

    help the vagrants, which just invites more

    into the suburb.

    Sometimes they are asked to go to home-

    less shelters, butmanyprefernot to because

    there are too many rules.

    Richards says ENWpatrollers often learn

    the names of street people and would ask

    themvery politely at night to leave the area.

    We are never rude and never violent,

    he emphasises.

    According to him Law Enforcement can

    only be involvedwhen someone is breaking

    a bylaw, so the unwritten rule is that neigh-

    bourhood watches urge vagrants to move

    along.

    The plight of bin scratchers dawns on one

    after talking to them.

    One of these people, who is only willing

    to give his first name as Trevor, says he

    scoursbins everyday for old soft drinkcans

    and newspapers.

    He puts all these items in bags and deliver

    it to scrap yards and recycling plants.

    I get 60 cents a kilo for the cans and 50

    cents a kilo for newspapers, he says.

    With this money he would buy himself a

    peanut butter sandwich for R3.

    Trevor says for the rest of the day he eats

    whatever edible food he can find in the bins.

    Richards says many of the bin scratchers

    choose the life they lead, and Trevor agrees

    that some do, but not him.

    Some like it; not me. If I could choose I

    would live in one of those houses, he says,

    pointing towards modest looking flats on

    the side of the road.

    While he tries to make a living, others

    are trying to make it harder for him.

    Trevor concludes: We are not all

    thieves.

    This is the problem for Edgemead and

    countless of other suburbs.

    Some vagrants are unfortunately thieves,

    and they often hide under the banner of bin

    scratchers.

    Says Richards: One day I arrived at the

    scene of an attempted burglary. The perpe-

    trators were trying to lift a gate to gain en-

    try to a property.

    The domestic worker told me she recog-

    nised them. Apparently they were hanging

    out with bin scratchers. We are not saying

    they were bin scratchers, but that these

    guys unwittingly provide the perfect cover

    for them.

    ENW will continue to spread pamphlets

    into the suburb to remind people to only put

    their bins out on collection days.

    To all those who have heeded the watchs

    continued efforts to reduce the number of

    vagrants, Richards says: On behalf of the

    ENW I would like to say a big thank you to

    those residents who are making the effort

    for the greater good of our little village.

    Officers of the Parow Crime Prevention

    Unit practised their wall climbing skills

    last week on Friday afternoon when they

    pursued two burglars from one property

    to the next.

    The 18 and 22-year-old suspects met

    their match, however, when a police van

    cut one of them off in the road and gave

    their pursuers just enough time to make

    two arrests.

    At least ourmale and female members

    are also young, laughs local police

    spokesperson Captain Kevin Williams.

    According to him the chase happened

    over an obstacle laden kilometre.

    The members were searching a house

    in 40 Parow Street when they received a

    tip-off relating to a housebreak-in in

    progress in Hoskins Street, he elabo-

    rates.

    At the premises they looked over the

    wall and spotted two males, who in turn

    saw the police and fled the scene.

    By that time the suspects already stole

    22 five-shilling coins, an Ericsson cell-

    phone, 12 items of custom-made jewellery

    and a gold watch.

    The suspects fled in two directions, so

    the members split up. One group went to

    the van and the other started climbing

    walls.

    All the stolen items were found on the

    suspects, who are both from Nyanga.

    We wish to extend an appreciation to

    the community members who supplied

    the information that led to the arrest of

    both suspects, who were arrested for

    housebreakingand theft, concludesWill-

    iams.

    there are too many rules.

    Richards says ENWpatrollers often learn

    the names of street people and would ask

    themvery politely at night to leave the area.

    We are never rude and never violent,

    he emphasises.

    According to him Law Enforcement can

    only be involvedwhen someone is breaking

    a bylaw, so the unwritten rule is that neigh-

    bourhood watches urge vagrants to move

    along.

    The plight of bin scratchers dawns on one

    after talking to them.

    One of these people, who is only willing

    to give his first name as Trevor, says he

    scoursbins everyday for old soft drinkcans

    and newspapers.

    He puts all these items in bags and deliver

    it to scrap yards and recycling plants.

    I get 60 cents a kilo for the cans and 50

    cents a kilo for newspapers, he says.

    With this money he would buy himself a

    peanut butter sandwich for R3.

    Trevor says for the rest of the day he eats

    whatever edible food he can find in the bins.

    Richards says many of the bin scratchers

    choose the life they lead, and Trevor agrees

    that some do, but not him.

    Some like it; not me. If I could choose I

    would live in one of those houses, he says,

    pointing towards modest looking flats on

    the side of the road.

    While he tries to make a living, others

    are trying to make it harder for him.

    Trevor concludes: We are not all

    thieves.

    This is the problem for Edgemead and

    countless of other suburbs.

    Some vagrants are unfortunately thieves,

    and they often hide under the banner of bin

    scratchers.

    Says Richards: One day I arrived at the

    scene of an attempted burglary. The perpe-

    trators were trying to lift a gate to gain en-

    try to a property.

    The domestic worker told me she recog-

    nised them. Apparently they were hanging

    out with bin scratchers. We are not saying

    they were bin scratchers, but that these

    guys unwittingly provide the perfect cover

    for them.

    ENW will continue to spread pamphlets

    into the suburb to remind people to only put

    their bins out on collection days.

    continued efforts to reduce the number of

    vagrants, Richards says: On behalf of the

    those residents who are making the effort

    Officers of the Parow Crime Prevention

    Unit practised their wall climbing skills

    last week on Friday afternoon when they

    pursued two burglars from one property

    to the next.

    The 18 and 22-year-old suspects met

    their match, however, when a police van

    cut one of them off in the road and gave

    their pursuers just enough time to make

    two arrests.

    At least ourmale and female members

    are also young, laughs local police

    spokesperson Captain Kevin Williams.

    According to him the chase happened

    over an obstacle laden kilometre.

    The members were searching a house

    in 40 Parow Street when they received a

    tip-off relating to a housebreak-in in

    progress in Hoskins Street, he elabo-

    rates.

    At the premises they looked over the

    wall and spotted two males, who in turn

    saw the police and fled the scene.

    By that time the suspects already stole

    22 five-shilling coins, an Ericsson cell-

    phone, 12 items of custom-made jewellery

    and a gold watch.

    The suspects fled in two directions, so

    the members split up. One group went to

    the van and the other started climbing

    walls.

    All the stolen items were found on the

    suspects, who are both from Nyanga.

    both suspects, who were arrested for

    housebreakingand theft, concludesWill-

    significantly reduce the occurrence of pipe bursts and subsequent water losses.

    ment (FCD) near the Durbanville taxi

    rank is not only about economic

    empowerment, but also about equipping

    unemployed people for a meaningful life.

    Jane Gelderman, director of FCD, elabo-

    rates: We equip our students with the nec-

    essary skills that will help them to become

    economically active, as well as developing

    emotional, social and spiritual skills.

    The centre has been running courses to

    support and guide the unemployed and

    semi-employed for a number of years now.

    The aim of the courses is to restore dig-

    nity and improve self-esteem and self-confi-

    dence to those who have lost hope in ever

    finding employment, says Gelderman.

    All students have to complete the job

    readiness course before they can move on

    to any of the other courses. This course pre-

    pares learners for the world of work by

    teaching life skills, basic computer skills

    and a customer service orientation.

    As a Christian based non-profitable orga-

    nisation, the students are also encouraged

    to participate in spiritual development ses-

    sions run by local pastors from five Dur-

    banville churches.

    Imelda Cleaphas, who recently complet-

    ed the course, says the sessions on life skills

    and spiritual development taught me I am

    a work in progress.

    I realised that I need to bemore thought-

    ful when I deal with people, but that I am

    quite good at resolving conflict, she says.

    Another student, Ziyanda Kwinana,

    says: When I started the course I was shy

    and unsure of myself, but now I have more

    confidence and know how to communicate

    with people.

    Once students have completed the job

    readiness course, they have the option to go

    on retail training programmes at a variety

    of businesses. They can also move on to the

    frail care or office basics programmes,

    Gelderman explains. Upon successful com-

    pletion of these work-ready courses, FCD

    offers support in placing their students,

    where possible.

    There are many unemployed people

    running small businesses from home. Our

    courses will help them to grow their busi-

    nesses and to make sure that they run as

    profitably as possible, she says.

    Our bake-for-profit course is very popu-

    lar, she says.

    This nine-week course consists of two

    days of trainingperweek Wednesdays for

    business skills theory and Thursdays for

    baking practicals.

    FCD will also be offering another entre-

    preneurial programme a business skills

    course to help inexperienced business

    owners succeed in their businesses.

    The modules will cover business plan-

    ning, costing and pricing aswell asmarket-

    ing. This course will also be running on

    Wednesdays and Thursdays from 08:00 to

    16:00.

    To attend this course, candidates should

    have Grade 10 and have been operating an

    informal business for a period of at least

    three months.

    There are several ways inwhich the com-

    munity can get involved with this initia-

    tive, continues Gelderman.

    People can identify individuals with tal-

    ent and potential from vulnerable commu-

    nities and introduce them to the services of-

    fered by the centre.

    They can also become job shadow or job

    placement partners for the graduates of the

    courses, or offer their time, services or fi-

    nances to ensure the continuity of this com-

    munity initiative, she says.

    Grade 3 pupil of Kenridge Primary

    School was almost kidnapped this

    past Fridaywhile shewaswaiting for

    her mother to fetch her from school.

    This cameamidst several hoax reports on

    social media of attempted child kidnap-

    pings at various schools around the Boland

    and northern suburbs recently.

    In one of these hoax reports a Toyota

    Quantum minibus was reported as suspi-

    cious, but turned out to be agents of Ozone

    Aqua selling their products.

    But this time, it really happened.

    According to the principal, Sandy Smith,

    the child was standing near the Koos Ek-

    steen hockey field at the stop street on the

    corner ofVanRiebeeckAvenue andRhodes

    Street at about 13:15.

    A white kombi-type vehicle with a man

    and awoman inside stopped next to the girl

    and they told her that hermother had asked

    them to fetch her from school.

    The girl turned around and ran back into

    the school grounds, Smith said. Themother

    came to fetch her child and they reported

    the incident to thepolice and theCNiarmed

    response, but did not lay a charge.

    Captain Marchell Rhode, media spokes-

    person of theDurbanville police, confirmed

    the incidentwas reported to the head of sec-

    tor 3 of the Durbanville police.

    However, he said that it was reported to

    the police that the vehicle in question was

    a white bakkie.

    According to Rhode the sector head said

    they have been doing regular patrols at the

    school since the incident.

    Weve put out a message to our parents

    to collect their children on time after

    school. We have also instructed our chil-

    dren to wait for their parents inside the

    school grounds and have teachers standing

    in our car park at home time to ensure the

    learners safety, said Smith.

    CNi armed response is also patrolling the

    entrances to the school at both sides when

    the school comes out in Tygervalley Road

    and Van Riebeeck Road, says Stephen

    Swartz,managerof the responseunit ofCNi

    armed response. According to him they are

    also on the lookout for suspicious vehicles

    or people in the vicinity of the school.

    In another real incident two girls also es-

    caped kidnapping at the Rusthof Primary

    School in Strand last Wednesday.

    Deputy principal Ikraam Wentzel con-

    firmed the ten-year-old Grade 5 girls were

    approached by an elderly womanwith long

    blonde hair, dressed in black, and a man in

    a blue bakkie.

    The woman tried to force the girls into

    the bakkie, but they managed to break free

    and ran back into the school grounds.

    This came amidst several alleged false re-

    ports of attempts to snatch children or peo-

    ple taking photographs of children at

    schools and elsewhere.

    The rumours of children being targeted

    at schools in the northern suburbs as well

    as in Franschhoek, Strand, Somerset West

    and Paarl started making the rounds a few

    months ago in social media like WhatsApp

    and Facebook.

    A photograph of a Toyota Quantummini-

    bus was distributed on social media as one

    of the suspect vehicles of a kidnapping syn-

    dicate.

    However, it turned out to be false.

    Durbanville police warned that people

    must make sure of their facts before they

    post or distribute alerts on social media.

    A group of young Capetonians is encourag-

    ing South Africans to get involved with local

    government through their #SwingYourVote

    campaign.

    The youth leaders, working under the Ed-

    ucoafrica banner, hail fromLanga, Kraaifon-

    tein, Delft, Khayelitsha and Hanover Park,

    and hope to inspire young people to build re-

    lationships with local government through

    accountability and active citizenship.

    In the past seven months a diverse group

    of youth from different areas of Cape Town

    has been undergoing a course on public gov-

    ernance, explains the groups AneleWondo.

    The programme is called Making Local

    Government Work (MLGW) and looks at bet-

    ter ways of engaging with our local govern-

    ment for the betterment of service delivery

    and holding them accountable for their ac-

    tions. Anele explains that their hashtag,

    which they are hoping will be shared on so-

    cial media platforms, will not only challenge

    citizens to vote but also be involved in the

    process and structures of democracy by

    claiming spaces they occupy and not just

    complain and burn tyres and facilities.

    The campaign also aims to engage young

    people in conversation about their concerns

    or the issues they might face.

    Grade 3 pupil of Kenridge Primary

    School was almost kidnapped this

    past Fridaywhile shewaswaiting for

    her mother to fetch her from school.

    This cameamidst several hoax reports on

    social media of attempted child kidnap-

    pings at various schools around the Boland

    and northern suburbs recently.

    In one of these hoax reports a Toyota

    Quantum minibus was reported as suspi-

    cious, but turned out to be agents of Ozone

    Aqua selling their products.

    But this time, it really happened.

    According to the principal, Sandy Smith,

    the child was standing near the Koos Ek-

    steen hockey field at the stop street on the

    corner ofVanRiebeeckAvenue andRhodes

    Street at about 13:15.

    A white kombi-type vehicle with a man

    and awoman inside stopped next to the girl

    and they told her that hermother had asked

    them to fetch her from school.

    The girl turned around and ran back into

    the school grounds, Smith said. Themother

    came to fetch her child and they reported

    the incident to thepolice and theCNiarmed

    response, but did not lay a charge.

    Captain Marchell Rhode, media spokes-

    person of theDurbanville police, confirmed

    the incidentwas reported to the head of sec-

    tor 3 of the Durbanville police.

    However, he said that it was reported to

    the police that the vehicle in question was

    a white bakkie.

    According to Rhode the sector head said

    they have been doing regular patrols at the

    school since the incident.

    Weve put out a message to our parents

    to collect their children on time after

    school. We have also instructed our chil-

    dren to wait for their parents inside the

    school grounds and have teachers standing

    in our car park at home time to ensure the

    learners safety, said Smith.

    CNi armed response is also patrolling the

    entrances to the school at both sides when

    the school comes out in Tygervalley Road

    and Van Riebeeck Road, says Stephen

    Swartz,managerof the responseunit ofCNi

    armed response. According to him they are

    also on the lookout for suspicious vehicles

    or people in the vicinity of the school.

    In another real incident two girls also es-

    caped kidnapping at the Rusthof Primary

    School in Strand last Wednesday.

    Deputy principal Ikraam Wentzel con-

    firmed the ten-year-old Grade 5 girls were

    approached by an elderly womanwith long

    blonde hair, dressed in black, and a man in

    a blue bakkie.

    The woman tried to force the girls into

    the bakkie, but they managed to break free

    and ran back into the school grounds.

    This came amidst several alleged false re-

    ports of attempts to snatch children or peo-

    ple taking photographs of children at

    schools and elsewhere.

    The rumours of children being targeted

    at schools in the northern suburbs as well

    as in Franschhoek, Strand, Somerset West

    and Paarl started making the rounds a few

    months ago in social media like WhatsApp

    and Facebook.

    A photograph of a Toyota Quantummini-

    bus was distributed on social media as one

    of the suspect vehicles of a kidnapping syn-

    dicate.

    However, it turned out to be false.

    Durbanville police warned that people

    must make sure of their facts before they

    post or distribute alerts on social media.

    Grade 3 girl cries

    A group of young Capetonians is encourag-

    ing South Africans to get involved with local

    government through their #SwingYourVote

    campaign.

    The youth leaders, working under the Ed-

    ucoafrica banner, hail fromLanga, Kraaifon-

    tein, Delft, Khayelitsha and Hanover Park,

    and hope to inspire young people to build re-

    lationships with local government through

    accountability and active citizenship.

    In the past seven months a diverse group

    of youth from different areas of Cape Town

    has been undergoing a course on public gov-

    ernance, explains the groups AneleWondo.

    The programme is called Making Local

    Government Work (MLGW) and looks at bet-

    ter ways of engaging with our local govern-

    ment for the betterment of service delivery

    and holding them accountable for their ac-

    tions. Anele explains that their hashtag,

    which they are hoping will be shared on so-

    cial media platforms, will not only challenge

    citizens to vote but also be involved in the

    process and structures of democracy by

    claiming spaces they occupy and not just

    complain and burn tyres and facilities.

    The campaign also aims to engage young

    people in conversation about their concerns

    or the issues they might face.

    confident person looking back at you in the

    mirror intriguing, but before too long you

    cannot even recall the real you.

    You become themask, and without it you

    feel incomplete.

    Every now and again a drug addict will

    experience a moment of clarity and yearn

    to be free.

    But this is the exception rather than the

    rule.

    According to Ramots manager, Lettie

    Visser, the vast majority of patients who

    walk through their doors are there because

    of someone else.

    More often than not a loved one or an

    employer demands that the patient comes

    for treatment. It is rare that patients realise

    themselves that their addiction actually

    hurts those closest to them the most.

    With Drug AwarenessWeek from 24 to 28

    June just around the corner, TygerBurger

    spoke to one of the rehabilitation centres

    operating in the northern suburbs.

    Ramot Treatment Centre for Substance

    Dependence in Parow was established in

    1964 by theDutchReformedChurchandhas

    since guided thousands of addicts from all

    over South Africa to a full recovery.

    By far the two most common addictions

    they treat are alcohol and tik dependence.

    Every week on a Tuesday and Thursday

    people from all walks of life are admitted

    and subjected to an intense and profession-

    ally managed rehabilitation programme,

    consisting of one week of detox and four

    weeks of structured in-patient pro-

    grammes.

    Some try to escape, some try to coerce a

    friend into smuggling drugs onto the prem-

    ises and others try to fill the void with over-

    eating.

    Ultimately, all of the patientswill be com-

    pletely drug-free by the time they are dis-

    charged.

    At Ramot, once patients are out of detox,

    theydont just lie in bed.Wehavemanypro-

    grammes designed to assist them in their

    recovery.We provide structure, a good diet,

    a creativeworkshop and a gym, to namebut

    a few benefits, says Visser.

    She continues: We are rather unique in

    the fact that we dont have former addicts

    on the payroll, but rather professional,

    qualified and registered staff. We do, how-

    ever, make use of ex-addict volunteers. Be-

    sides ourmedical staff we rely on the thera-

    peutic services of a psychologist, a biokinet-

    icist, social workers, a teacher and a

    spiritual counsellor.

    The enormous drug problem facing the

    Western Cape receives plenty of coverage,

    but according toVisser some of the drug ad-

    dictions are underplayed.

    We see the ugly side of dagga addiction.

    It blocks the normal cognitive and emotion-

    al development of adolescents.We have had

    patients here in their thirties with themen-

    tal and emotional capacity of teenagers.

    Their sense of responsibility is so far re-

    moved from reality that it seems almost a

    lost cause. Somemay even become psychot-

    ic with regular use, she elaborates.

    As with all organisations of Ramots ilk,

    sufficient funds will always be an issue.

    The money we receive from the govern-

    ment, medical aids and private funding is

    never enough.

    We have been trying to buy new mat-

    tresses foryearsnow.Sodonations fromthe

    public are invaluable and serves an incredi-

    bly great cause.
