He is a neighbour of tenants living in a house in Hofmeyer Street, which he de- scribes as “chaotic”. “I don’t want to play policeman, but it’s quite obvious people are selling drugs there. There are also serious health hazards on the property. I’ve heard there is a plague of rats,” says the anonymous neighbour. According to him the broken glass on the front door has been replaced with boards and the vibracrete wall in the front has been decimated over years of neglect. He is not only worried about the effect this house has on property prices in the vicinity, but also the noise coming out of the house day and night and the fact that there isn’t enough parking for the countless people who live there. As a result they have to park on the pave- ment. This house isn’t the only one causing a concern for neighbours in the deteriorating suburb. TygerBurger recently reported on anoth- er, this time in Market Street, that has been the ire of neighbours. The newspaper has received other calls from concerned residents of yet more houses that authorities should look at after the last article. Mayco member for safety and security, JP Smith, said as of April this year 1685 private- ly owned buildings have been declared as problem buildings. On top of this, buildings owned by the City total 35, government-owned land totals 21 and individual cases that have been resolved add up to 421 properties. When asked if there was an increase in the number of problem buildings, Smith an- swered: “By comparison, in August 2015, the statistics were as follows: 1669 privately owned properties, 21 City owned, 46 govern- ment owned land, 29 Prasa owned and 300 cases closed.” He elaborates: “Unfortunately, people of- ten mistake buildings with problems for problem buildings. Overgrown vegetation, unlawful businesses, derelict vehicles on the premises, incomplete buildings and loud noise do not necessarily make the property a problem building.     Alternatively, if it relates to criminal activ-

    ities, the police can investigate. We there-

    fore encourage residents to call the Citys

    call centre on 0860 103 089 and log a service

    request, outlining the situation in detail.

    The call centre will then divert the com-

    plaint to the relevant department(s), such as

    law enforcement, environmental health or

    fire and rescue services. Once an initial in-

    spection has been done, the department will

    determine whether the case should be esca-

    lated to the Problem Building Unit.

    Once the building has been declared a

    problem building, the City will issue a no-

    tice onto the owner and, if ignored, someone

    who is guilty of an offence in terms of the

    relevant bylaw is upon conviction liable to

    a finenot exceedingR300 000 or even impris-

    onment for a period up to three years.

    In addition to any penalty imposed, the

    guilty party shall be liable to pay the cost

    of repair of any damage caused or costs in-

    curred in remedying any damage resulting

    from such an offence.

    A problembuilding includes any building

    or portion of a building that appears to have

    been abandoned by the owner, that is dere-

    lict in appearance, overcrowded or is show-

    ing signs of becoming unhealthy, unsanita-

    ry, unsightly or objectionable, that is the

    subject of written complaints in respect of

    criminal activities, including drug dealings

    and prostitution, that is illegally occupied,

    where refuse or waste material is accumu-

    lated, dumped, stored or deposited with the

    exception of licensed waste disposal facili-

    ties, or that is partially completed or struc-

    turally unsound and is a threat or danger

    to the safety of the general public.

    he Greater Tygerberg Partnership

    (GTP) will be launching their busi-

    ness plan for 2016/17 for Bellville

    and Parow at a business breakfast at Niti-

    da Wine Farm in Durbanville on Thurs-

    day 30 June.

    Since the inception of the GTP our big-

    gest challenge was engaging with all

    stakeholders to create an inclusive regen-

    eration process. We are also trying to in-

    crease the marketing of the GTP and the

    area, says CEO Chris OConnor.

    The other big challenge is the crimeand

    grime issues which need urgent attention

    and a consolidated and coordinated effort

    fromall stakeholders in order tomake the

    area attractive to investment and devel-

    opment.

    To realise ourvision to create an inclu-

    sive, vibrant and economically prosper-

    ous area inwhich to invest, live,workand

    play, we have to achieve certain objec-

    tives.

    We need tomarket the northern urban

    area aggressively by interacting with

    business, health, education and commu-

    nity leaders, as well as the general public.

    We need to plan and develop with the

    City ofCapeTownavibrant andwell coor-

    dinated urban area with emphasis on the

    Bellville and Parow nodes, he says.

    The entire area covered by the GTP

    plans to promote investment by working

    closely with other marketing agencies

    and institutions. This includes mobilis-

    ing City, local and provincial support

    from government and business for the so-

    cial enhancement and economic growth

    plans for the area.

    We will achieve this through a strate-

    gic approachwhich is aimed at unlocking

    opportunity in five steps, says OCon-

    nor.

    A creative and inclusive strategy will

    unlock the significant potential of the ar-

    ea. Residents and businesses alike will

    share the benefits of quality housing, effi-

    cient public transport and recreational

    opportunities near to their places of

    work.

    Successes achieved so far by the GTP

    include the launching of ongoing pro-

    grammes that have made public spaces

    more accessible, safe, and welcoming.

    These include Jack Muller Park, Elsi-

    eskraal Greenbelt, together with Kerk-

    plein, Teddington Road and Kruskal Ave-

    nue in Bellville and Parow Station Ar-

    cade.

    Our Infrastructure and Service Deliv-

    ery Programme has succeeded in attract-

    ing investors anddevelopers into theBell-

    ville and Parow area and our service of-

    fering for investors, developers and

    property owners has been enthusiastical-

    ly received, says OConnor.

    GTP launches business plan

    TheR487million project by the Department

    of Transport and Public Works to upgrade

    9kmof theN1 between Plattekloof Road and

    the Old Oak interchange will disrupt traffic

    for the next few weeks.

    The project is to be completed in Februa-

    ry 2019.

    In a statement issued by the department,

    every effortwill bemade tominimise traffic

    disruption. This part of the freeway carries

    about 120 000 vehicles every day. The addi-

    tion of a third lane in both directions will

    significantly reduce traffic congestion on

    one of Cape Towns busiest roads.

    Shoulder closures for bridge rehabilita-

    tionwork at thePlattekloof intersection,N1

    outbound, will be between 08:00 to 15:00 dai-

    ly. Lane closures for the installation of a

    freeway management system and national

    long distance service route between the

    Durban Road and Old Oak intersections

    will also be closed for the same period.

    There will be minor operations on the side

    of the road daily between 08:00 and 17:00

    Shoulder closures for bridge rehabilita-

    tion work at the Plattekloof intersection N1

    inbound,will be between 09:00 and 17:00 and

    minor operations on the side of the road be-

    tween 08:00 and 17:00. At Jip de Jager Road

    shoulder closures will occur on both the on

    Crystal August depends on the community to

    help her collect blankets, just like people in

    need depend on her to keep them warmer

    this winter.

    n 27 June 1990 Francis August was

    told there were complications in her

    pregnancy and that there was a

    chance that her baby girlmight be breached.

    The doctors were concerned that either

    the baby or Francis life could be in danger,

    but Francis was a fighter and pushed

    through unabated.

    Five hours later Crystal was born.

    Now the 25-year-old Crystal is gearing up

    for her 26th birthday by continuing the ex-

    cellent humanitarian work she has done

    over the last four years.

    Every birthday she spends five hours of

    her time to alleviate the lives of the less for-

    tunate, an initiative she calls Birthday of

    Hope.

    It ismyway of giving back to the commu-

    nity. I amayoungwomanaspiring to inspire

    future generations of young girls to rise

    above their circumstances and achieve

    greater heights. Birthday of Hope provides

    a platform to encourage young ones and give

    themhope for a better tomorrow, she elabo-

    rates.

    This year the Parow Valley resident will

    be distributing blankets to Parow Valley

    Welfare, the Greyton Red Cross Society, Ge-

    nadendal Old Age Home and Huis Martina

    Old Age Home, but she needs everyones

    help to get as many blankets as possible.

    I have alreadymanaged to get 43 blankets

    through a social media drive, but my aim is

    to deliver 200 blankets to the beneficiaries,

    she explains.

    As with her pre-

    vious four birth-

    days she will again

    spend five hours at

    an orphanage or an

    old age home (or

    even both!)

    When asked why

    she feels the need to

    help the less fortu-

    nate and when this

    realisation oc-

    curred, she answers: While I was living in

    the CBD I always walked past droves of

    homeless people. Some of them even had

    children. I realised then and there that I

    need to do whatever I can to help people. I

    cant solve their problems, but I can lend a

    helping hand.

    When Crystal talks about the desperate

    need of others or how much she depends on

    her mother, her pillar of strength, she cries.

    Suffice to say she is very committed to her

    cause, but aswith all things in life themore

    help you can get from others the better.

    have learnt to appreciatewhat I have some-

    thing that is lacking in the world. To have

    a father and a mother who care for you, and

    Hy was n uitblinker op laerskool,

    maar net n skaduwee op horskool.

    Dimanvandiewestelike kusstreekwas

    aan heroen verslaaf toe hy in n ernstige

    motorfietsongeluk betrokke was.

    Ek was altyd siek en vol pyne van die

    dwelms. Ekmoes toemy ouers alles vertel.

    In Januarie 2011 is ek na n kliniek vir

    dwelmbehandeling, s die man.

    Dit is op tye soos Dwelmbewusmakings-

    week van 24 tot 28 Junie dat hy sy eie

    en ander se gruwelstories onthou.

    Ek het begin branderplankry toe ek 10

    was en begin sigarette rook op 13. Op 14 het

    ek enmymaats dagga begin rook. Op hor-

    skool het ek begin raves bywoon saammet

    ouer vriende en kennis gemaak met ander

    dwelms soos LSD, buttons, ecstacy, crack en

    heroen, vertel hy.

    Iemand anders s: Die dwelmprobleem

    het by my al hoe erger geword en ek het

    alle dwelms probeer. Op 40 het heroen am-

    per my lewe gekos toe ek vir dood in die

    hospitaal gelos is.

    Storie agter verslawing

    Daar is n storie agter elke verslawing,

    besef die man van die westelike kusstreek.

    Toe ek in die vroe sewentigs in die

    Kaap komwerk het, het ek nie gedrink nie.

    Nou, soveel jare later, kan ek nie eens

    meer onthou wanneer of hoekom ek begin

    van kleintyd-trauma. Ek was baie sensi-

    tief, was vas aan Ma se rokspante en baie

    bang vir Pa.

    Ekwas ses jaar oud toeMa die huis ver-

    laat het en Pa al sy woede op my uitgehaal

    het. Pa het my baie rondgeruk en gepluk.

    Ek was bang vir alles en my pa het my vir

    alles blameer. Ek het begin sigarette en

    dagga rookenhet baie gedrink, s dieman

    van Namibi.

    Almal van hulle is f verwys na n reha-

    bilitasiesentrum f het self besluit tot hier

    toe en nie verder nie.

    Waar hulle eers dwelms misbruik het,

    het dwelms hulle nou misbruik.

    In die sentrum het almal die woord ver-

    slawing beter verstaan.

    Ver-slaaf-ing. Hulle het slawe geword.

    Hy gaan voort: My ouers het gedink ek

    slaap oor byvriende enhet niks geweet van

    dwelms nie. Ons het nooit daaroor gepraat

    nie.My ouers het altyd geld gegee as ek vra

    enekhet somsgeldbyhulle gesteel en soms

    goed uit die huis verkoop vir n bietjie ek-

    stra geld. Toe ek op 17 verslaaf geword het

    aan heroen, het ek baie gewig verloor. Op

    18 het ek 46 kg geweeg.

    My ouers het iets begin vermoed, maar

    ek het ges dit is van akademiese spanning

    dat ek nie kan eet nie. Hulle het gedink dit

    is gewone adolessente probleme. Ek dink

    hulle was te skaam en bang om te dink dat

    hul kind dwelms gebruik.

    Hy het later vir vier maande opgehou en

    baie goed gedoen. Hy het n motorfiets ge-

    kry en het lang ente gery as hy niks ge-

    had het om te doen

    nie.

    Was verveeld

    Maar toe een Son-

    dag ...

    Ek was verveeld

    en sonder om te

    dinkhet ekweer he-

    roen gaan koop en

    gerook. Tot vandag

    toe kan ek dit nie

    verstaan nie, want

    ek wou regtig nie terugkeer na die ou le-

    wenswyse nie. Ek was toe in n motorfiets-

    ongeluk en my gesig was vermink en ek

    was blind. Dit was n aaklige tyd vol pyn

    en selfverwyt. Ek het geglo God straf my

    oor my dwelmgebruik.

    Die versoeking is altyd daar om terug

    te val in die greep van dwelms, s hy.

    n Ander een s: As ek in die strate in

    Ravensmead stap en ek ruik die dagga-

    walms, dan sper my niesgatte oepe soes n

    pd sn. Dan knyp ek my neus toe en stap

    weg. Die lus duur net n minuut of twee en

    dangaanditweg.Ekdinknet aandie string

    negatiewe gevolge wat wag as ek weer

    dwelms of alkohol gebruik.

    Die man wat in die vroe sewentigs

    Kaapstad toe gekomhet, en bevryding in

    alkohol gevind het, voeg by: Vandag is dit

    nie virmybelangrikomdaardie jare te ont-

    hou nie. Daar is niks wat ek daaraan kan

    verandernie enekkandit nie terugkrynie.

    Wat nou vir my onmeetbaar belangrik

    is, is dat ek vanoggend nugter wakker ge-

    word het en dat ek hopelik vanaand nugter

    sal gaan slaap. N meer as 16 jaar leef ek

    nog steeds een dag op n slag en ekweet dat

    my nugterheid met

    een onbesonne daad

    van my weggeneem

    kan word.

    Ek het nie plan-

    ne om nugter te bly

    nie,maar slegs hier-

    die een wete: dat ek

    nooit weer wil

    drink nie, dat ek nie

    hierdie nuwe ek

    weer in drank gaan

    verdrink nie. My

    nugter lewe is te kosbaar om weg te gooi.

    Voordat jy wegbreek van die dwelm-

    greep kan aaklige ervarings jou elke nou

    en dan nugter laat skrik, soos die man ver-

    tel met die pa wat hommishandel het: Ek

    was op dwelms en het by n prostituut ge-

    kuier. Tien jaar gelede het ek vir n agent-

    skap in Seepunt gewerk, wat toe een aand

    beroof is.

    My hande was vasgebind terwyl die ro-

    wers twee kollegas se kele afgesny het. Ek

    het n hek uit sy skarniere gehardloop. La-

    ter het ek angsaanvalle begin kry en het

    probeer om vigs te kry sodat ek kon dood-

    gaan. Ek het twee jaar op straat gebly.

    Maar elkeen van die bogenoemde mense

    is gerehabiliteer, en kan vir nou met n

    bre bors hul storie uitbasuin.

    Die man van die westelike kusstreek

    sluit af: Hoewel ek julle nie kan sien nie,

    kan ek praat en hoor en die boodskap van

    verlossing verkondig. Jongmense moet

    baie versigtig wees vir dagga, want dit is

    waar my probleme begin het.

    Van my ou vriende is twee van dwelms

    dood en n derde is in die tronk. Ek is blind,

    maar ek lewe en ek is vry.

    A high speed chase ended onMonday when

    two suspects were arrested for possession

    of a stolen motor vehicle.

    At about 03:35 Sergeant PumzaMbobi and

    Constable Justin Mentoor patrolled Voor-

    trekker Road when they drove behind a

    blue Mazda. The officers could see how the

    driver andpassengerbothnervously looked

    back at them. They decided to pull over the

    Mazda, but the driver ignored all the at-

    tempts of the officers. The car sped off in

    Jakes Gerwel Drive, ignoring a number of

    red traffic lights.

    The officers eventually pulled the Mazda

    over in Beacon Valley in Mitchells Plain

    and the car was tested positively as stolen.

    The suspects, 28 and 38, are from Mitch-

    ells Plainwhere the carwas stolen, andwill

    appear in theGoodwoodMagistrates Court

    for possession of a stolen vehicle.

    28-year-old Nigerian man who was

    granted asylum in South Africa, was

    arrested in Parow last week for deal-

    ing in drugs.

    According to local police spokesperson

    CaptainKevinWilliams, the foreignnation-

    als asylum documents expired in 2015.

    Metro Police were on crime prevention

    duties when they received anonymous in-

    formation about drugs being sold from

    someones room, elaborates Williams.

    The police officials responded immedi-

    ately to the building where the alleged ille-

    gal activitieswere taking place. Upon arriv-

    al the police officials went to the second

    floor to a certain room.

    The door was apparently already open

    when the officers walked in and identified

    themselves to the suspect asMetro police of-

    ficers.

    Theynoticed several packets of dagga and

    tik lying scattered on the table and proceed-

    ed to search the premises.

    The officers found 148 packets of dagga,

    three bank bags with dagga, seven packets

    of tik, three scales and cash to the value of

    R1453. They also found the expired asylum

    documents.

    The chairperson of the Parow Communi-

    ty Policing Forum (CPF), Roger Cannon,

    says it ismore often thannot foreignnation-

    als who sell drugs in Parow.

    The police are doing everything they

    can, but they facemany difficulties, such as

    the fact that the suspect needs to be found

    to be in possession of the drugs. Secondly,

    as soon as they arrest someone, another

    takes that dealers place. Yet another obsta-

    cle is that the police arrest someone and

    then they are released on bail the next day.

    Captain Williams thanked the communi-

    ty: We at Parow police extend our appreci-

    ation towards the community members for

    the positive information that resulted in the

    arrest, concludes Williams.

    that 300 members of one party

    in the Western Cape jumped

    ship to join the opposition.

    This tells me one of two

    things:

    They all suddenly had an

    epiphany about the bad

    policies of the previous party,

    or they were promised some-

    benefit of the party gaining the

    comforting that Eskom is

    training its personnel suitably

    to operate its nuclear power

    with the clean-up after decom-

    missioning run into billions, is

    by accident and by which

    consider building another one

    nearby, or anywhere within

    50km of Cape Towns boundary,

    is just plain stupid and irre-

    sponsible. Any new nuclear

    power station should be built, if

    at all, as far from human

    habitation as possible some-

    thing we are certainly not short

    of in this country.

    Its high time we stop being

    starry-eyed about nuclear

    power. It might be cheap, but it

    certainly is anything but cheap

    to build, if properly done, and

    far from cheap to clean up the

    site after use, never mind all

    the safe waste disposal costs

    over the years. A big shroud

    hangs over much of the issues

    associated with nuclear power,

    and the public is being kept

    ignorant on purpose.

    hat some called a shock-tactic ad-

    vertisement campaign, improved

    the overall seatbelt compliance in

    Cape Town by an astonishing 27%.

    The northern suburbs measured the

    highest compliance rate with 72% of all ve-

    hicle occupants wearing a seatbelt.

    Snap surveys were done before the

    launch of the campaign inMarch and again

    on Tuesday 3 May, six weeks into the cam-

    paign.

    In the northern suburbs the surveys took

    place on the corner of Voortrekker and De

    La Ray Roads in Bellville, during two time

    slots in peak-time morning and afternoon

    traffic, with 303 vehicles observed.

    According to the results that were re-

    leased by the Department of Transport and

    Public Works last week, 72% of all the vehi-

    cle occupants were wearing seatbelts in the

    second survey, compared to the 51%compli-

    ance rate of the pre-campaign survey.

    In the CBD post-campaign compliance

    was measured at 66% 10% higher, in

    Mitchells Plain 42% 16% higher, and in

    Khayelitsha it remained 30%.

    The First Kiss campaign was released

    inMarch this year, with a hard-hitting tele-

    vision commercial at the core of it. The com-

    mercial, whichwas the subject of heated de-

    bate levelled at its graphic portrayal, shows

    the consequences of not buckling up.

    Donald Grant, minister of transport and

    public works in theWestern Cape, was elat-

    ed with these results, saying the result of

    the campaigns impact was successful.

    International best practice and in-depth

    research into local audience perceptions

    drove the development and production of

    the ad, with an impact assessment compo-

    nent built into the project. The assessment

    of the campaigns impact has proven that

    the scientific, evidence driven methodolo-

    gies employed to create First Kiss really

    worked, he says.

    According to Grant these improvements

    were driven mainly by behaviour change

    in Belville, the CBD and Mitchells Plain,

    with less impact recorded in Khayelitsha,

    despite a concentration of outdoor advertis-

    ing supporting the commercial in the area.

    This aspect of the campaign has been ex-

    tremely influential in howwe design the re-

    search into our next TV advertising cam-

    paign, which is centred on our #BoozeFre-

    eRoads theme forNovember, December and

    January. It is also driving the development

    of a new activation of First Kiss for Sep-

    tembers #AlwaysBuckleUp theme, he

    says.

    We will also be analysing fatalities and

    injury data as these become available to

    track this impact. So far the data is extreme-

    ly promising, as passenger fatalitynumbers

    from May 2016 (20) were 30% below passen-

    ger fatalities numbers for both May 2014

    andMay 2015 (both 26), although the depart-

    ment cautions against drawing conclusions

    regarding this aspect of the campaign im-

    pact. Muchmore data will need to be accu-

    mulated and analysed, he concludes.

    While TV and cinema airings have now

    wrapped up, First Kiss continues online,

    After an absence of five years,

    the Drger breathalyser will be

    backonour roads as ofMonday 1August.

    TheDepartment of Transport and Pub-

    lic Works in the Western Cape has been

    given the green light to reintroduce so-

    called Evidentiary Breath Alcohol Test-

    ing (EBAT), commonly referred to as

    the Drger, after the National Prose-

    cuting Authority (NPA) confirmed that

    the reintroduction can take place and is

    to be piloted in the Western Cape.

    EBAT uses a machine which can read

    the amount of alcohol on someones

    breath. It is called evidentiary as the

    reading can be produced as evidence to

    prosecute people accused of drinking

    and driving.

    Thismachine, the peoplewhooperate

    it, and the location it operates in, must

    all pass a very specific and demanding

    set of tests in order to be used to prose-

    cute suspects, says Donald Grant, pro-

    vincial minister of transport and public

    works.

    Thrown out in 2011

    The reintroduction of EBAT is the cul-

    mination of years of dedicated work by

    the Department of Transport and Public

    Works and Safely Home, following the

    State v Hendricks judgement in 2011,

    which saw the Drger breathalyser be-

    ing withdrawn from use.

    In the case, the judge found that there

    were problems in some of the ways in

    which the Drger device was used, lead-

    ing to the acquittal of the accused who

    had been charged with driving with a

    breath alcohol level higher than the legal

    limit (of 0,05g per 100ml), says Grant.

    More importantly, however, is that the

    judge also found that breathalysers are

    a reliable means of testing for alcohol in

    a suspect, and that they should be used

    as a tool to eradicate the scourge of

    drunk driving for the betterment of soci-

    ety.

    Using the judgement as a guiding

    tool, the Department of Transport and

    Public Works then created a task team

    to work through and correct all of the

    problems which the court had identi-

    fied, says Grant.

    Ready for full rollout

    The task team included experts from

    the NPA, the national Department of

    Transport, the South African Bureau of

    Standards, the Western Cape Provincial

    Traffic Services and the Gene Louw

    Traffic College in Brackenfell

    The task teamhas completed its work

    and is ready for the full roll-out of EBAT

    across the province. We are confident

    that the reintroduction of EBATwill add

    yet another weapon in our arsenal to rid

    our roads of dangerous drunk drivers.

    I am confident that the reintroduc-

    tion of EBAT will see offenders receive

    swift justice, thereby deterring others

    from engaging in such life-threatening

    behaviour, and refraining from getting

    behind the wheel of a car after consum-

    ing alcohol.

    Dreaded Drger

    gets green light

    The City of Cape Town is preparing to track

    down and prosecute callers who abuse its 107

    Public Emergency Communication Centre

    number.

    Of the 532 682 calls answered by emergency

    operators in 2015, 102 217 or 20% were prank

    calls. A look at themonthly statistics reveals

    an average of just over 8500 prank calls a

    month, with spikes experienced in January,

    April and August.

    The calls range from emergency hoaxes

    to the vilest verbal abuse, but also, more dis-

    turbingly, calls of a very perverse nature. It

    is unacceptable that our operators, who are

    there to do a very serious job, have to endure

    this type of abuse with no recourse except to

    cut the call, says the Citys Mayco member

    for safety and security, JP Smith.

    Our system allows us to pick up exactly

    where the call is coming from. I have in-

    structed the Citys Special Investigations

    Unit to extract information on the top 10 ha-

    bitual offenders and lay charges in terms of

    national legislation that makes such prank

    and hoax calls to an emergency call centre

    an offence. A fewwell-publicised convictions

    will serve as a good deterrent if we can get

    them, adds Smith.

    It is important to apply early for this

    voting right, should you not be able to

    vote on election day onWednesday 3 Au-

    A Type 1 special vote can be applied

    for by any registered voter who forwhat-

    ever reason be it travel, business, or

    work will not be able to vote onWednes-

    day 3 August. They will be able to apply

    for a special vote and if successful, will

    be able to cast their vote at the polling

    station at which they are registered to

    vote, on the special voting days prior to

    the election, she explains.

    Application for this type of special vote

    can be done in three ways: an SMS to

    32249, an online submission atwww.elec-

    tions .org.za, or a submission of form

    MEC35 at the IEC office in Bellville or

    elsewhere.

    A Type 2 special vote is only for the

    sick and housebound. In this instance, a

    voter would apply for an IEC official to

    visit them at their home on special vot-

    ing days because they are notmobile and

    or too sick to vote on election day. People

    requiring a home visit must reside and

    be visited in the voting district in which

    they are registered to vote, she says.
