PAROW: PEDESTRIAN SAFETY SPARKS CONCERN
Robberies on the rise
ANDR BAKKES
@andrebakkes
P
edestrian safety in Parow is a concern
for the local police, with many cases of
theft and robbery reported every day.
According to the police the only way to
combat this type of crime lies in educating
the public.
The Community Police Forum (CPF) says
in an ideal world the police should increase
foot patrols, but a shortage in resources are
preventing this.
The City of Cape Town is in the process
of installing CCTV cameras in the area, but
until that is done they urge people to be
more vigilant.
The challenge of increasing pedestrian
safetywasbrought to the fore after thepolice
arrested a suspect for robbery in Station
Road.
Police spokesperson Lieutenant Kevin
Williams elaborates: The complainant was
walking in Station Road on his way to work.
He was confronted by three unknown men.
Two of the three confronted himwith knives
demanding his property.While the twowere
threatening him, a third suspect grabbed his
bag containing his personal property and
they fled the scene.
In this case a police car patrolling the area
was stopped and informed of the robbery,
and eventually they caught one of the sus-
pects, but this positive outcome are few and
far between.
Any kind of robbery is a concern for the
police, but this happens mainly at specific
areas in Parow. Robbery hotspots are Parow
CBD parallel with Voortrekker Road near
Parow Post Office, Hungry Lion, Station
Road as well as the De Grendel, Tygerberg
and Parow City railway stations, explains
Williams.
He reiterates that the best way to stop
these robberies is through educating the
public.
We regularly have pamphlet drives in
problematic areas to initiate the prevention
of street robberies of pedestrians and regu-
larly educate the community about the hot-
spots, he says.
He adds that it is up to the City to install
CCTV cameras.
Parow subcouncil 4 chairperson Chris
Jordaan answers: The process to install
CCTV cameras has started, but we are first
installing fibre optic cables to roll out these
cameras. Poles for these cameras have al-
ready been erected in Jan van Riebeeck
Drive.
He emphasises that the City needs towork
together with local stakeholders in combat-
ting crime.

As the City we take crime seriously, and
street robbery is of grave concern for sub-
council 4. Every citizenneeds to feel safe.
CPF chairperson Roger Cannon uses
this opportunity to raise another concern.
The recent public announcements of
the shortage of resources in the police has
a negative influence in our community.
We had to endure a service whereby there
has been non-responsive action from our
local police service due to manpower
shortages, he says.
We certainly hope that the wait for in-
creased resources at the police will not be
a long process. Communities are increas-
ingly becoming agitated as it is their right
to be protected from the criminal ele-
ments.
Williams, Jordaan andCannonhave ad-
vice for residents and pedestrians, which
should be adhered to evenwhen theCCTV
cameras have been installed and theman-
power shortages in the police have been
addressed.
SaysWilliams: Where possible walk in
groups of two ormore, walk inwell lit pla-
ces, anddonot publically display valuable
items in or near mentioned hotspots.
Jordaancontinues: I urge every citizen
to always be alert when they walk the
streets. Please report any suspicious peo-
ple or behaviour to 0860 103 089 or 107 or
to your nearest police station. I also urge
the community not to display their gold
items, as these thugs pray on innocent
people.
Cannon reckons people should join
neighbourhood watches and help the po-
lice. We called on the community to be-
come active and join their local watch,
and they have responded well. Visible pa-
trols arranged during the night and day
have benefited some places. Outsiders
coming into the areas are identified and
quickly leave when they become aware
that there are patrols in the area.
Private response companies also play a
vital role in combatting this type of crime.

A
four-month long dispute between a
building contractor and his clients
will be resolved after the former
agreed to pay back the deposit.
The clients, Llewellyn and Tena Johnson
from Parow, asked a local building contrac-
tor to build a wall with palisade fencing and
a pedestrian and drive-in gate.
The contractor completed the wall, but
not the palisade fencing or the gates.
A job which the Johnsons expected to be
finished in January, has dragged on to
April, and by the time they contactedTyger-
Burger, it had still not been resolved.
According to the Johnsons, they paid the
contractor R55 400, of which R15 000 was a
deposit on work still to be done.
Over the weekend the Johnsonswere still
considering taking legal action.
OnMonday the contractor toldTygerBur-
ger he has agreed to repay the deposit of
R15 000 to the Johnsons.
Says Llewellyn: He has made promises
for four months and has not been forthcom-
ing. But if he repays the deposit, we will not
seek legal advice. We feel vindicated and
will be prepared to cut our losses.
According to him the work done to com-
plete thewall was satisfac-
tory, even though it needs
a second coat of paint.
When the contractor
was askedwhy the jobwas
postponed he said its a
long story.
Tena has posted many
complaints about the con-
tractor on Facebook and
the Hello Peter website
and when Llewellyn was
asked if they will remove
the posts if the man pays
up, he said he would have
to speak to his wife.
When Llewellyn was
asked what he would do
differentlywhen looking for a contractor he
responded: I would contact their referen-
ces before I hire them.
The contractor is not registered at theNa-
tional Home Builders Registration Council
(NHBRC), but this is not a prerequisite for
builders who do renovations.
Agnes van den Berg, branding coordina-
tor of NHBRC, verifies this, but adds that
it remains advisable for these type of build-
ers to register nonetheless.
The NHBRC released some tips in a press
release when considering hiring a builder:
Check the reputation of the home build-
er, take time to talk to housing consumers
who havemade use of the builders services
in the past, make sure the builder gives you
a contract that covers the building of your
home, before signing the contract make
sure that you have read it and understand
it, and that the description of the work to
be done and specifications of materials, fin-
ishes and fittings to be provided are in ac-
cordance with your requirements. Varia-
tions to these during the course of the con-
tract can be very expensive.
Contractor woes settled

n Inwoner (70) van Parow Park-woonstelle
het onlangs nbriefie onderhaardeur gekry
vermoedelik geskryf deur n tik-
kop-kind.
Een van Parow Park se ander inwoners
en stigter van die Goodwood-, Parow- enBo-
thasig-Facebookblad, Sissy Oosthuizen-
Volgens haar lewe baie inwoners in
vrees, en hierdie briefie onderstreep net die
situasie. Die gekrabbel is op plekke onlees-
baar, maar lt. Kevin Williams, Parow-poli-
As die ontvanger glo dis n ernstige saak,
moet hy of sy beslis polisie toe kon. Waak-
saamheid moet die prioriteit wees as jy so
n brief ontvang, verduidelik hy.
jou volg tot by jou kar.
The Johnsons have waited four months for their palisade fencing.

Dwelmhandel in Bothasig het die soveel-
ste terugslag gekry toe twee smokkelaars
onlangs aangekeer is.
Aan die voorpunt van die inhegtenisne-
mings was die stasiebevelvoerder, lt.kol.
Patrick Jacobs. In die eerste voorval is n
29-jarige man van Philippi aangekeer toe
hy die dwelms khat en kokaen verkoop
het. Jacobs en sy span het bedekte opera-
sies uitgevoer toe hulle die inhegtenisne-
mings doen.
weens dwelmhandel in hegtenis geneem.
Beide gaan binnekort in die hof verskyn.
Volgens Jacobs gaan hulle volhou met
di soort operasies. Ek wil dwelmhande-
laars waarsku dat dwelms nie in Bothasig
geduld gaan word nie. Ons gaan gereeld
operasies hou en as jy iets onwettigs doen,
gaan jy gevang word. Hierdie euwel gaan
stryd teen dwelms. Al het jy nie al die in-
ligting nie, sal ons die ondersoekwerk
doen, volgens Jacobs.

from ADT Security.
The equipment a gazebo, reflective vests
and pepper spray canisters were handed
over to the chairperson andmembers of the
watch earlier this week.
With this donation, we reaffirm our sup-
port for the people of Plattekloof, Welgele-

it an honour to work with them in their ef-
forts to protect their members and to keep
crime out of the area, said Verena Hulme,
ADTs district manager for Cape Town

The donation was handed over to the
watch earlier this month by ADTs commu-
nity development manager for Cape Town
North, Gavin Robinson.
This watch covers an area stretching
from Bosmansdam Road and the N1 Bridge
to Giel Basson Road and Hannes Louw
Drive. We have a number of active patrol-
lers during the day and are continually
growing in numbers, said watch chairper-
son, Elaine du Plessis.
The watch is a non-profit organisation
and relies on funding from corporate com-
panies and the general public.
This donation helps us to bemore visible
in our areas and creates awareness. Our
main areas of concern are the borders of the
Tygerberg Nature Reserve and other hot
spots such as the park opposite De Kelders
known to our patrollers as Miami and at
the end of Olienhout Road by the duck
pond, said Du Plessis.
She urged residents to join them and im-

An NGO with the motto People help-
ingPeoplewill behosting a play, albe-
it with a somewhat sad twist.
Project 021 uses the performing arts
to bring about social change and to up-
skill youngsters. Their latest stage
production, Given to Fly, is set to hit
the planks on Friday 17 June at the
Bellville Civic Centres theatre, but
manyof the familymembers of the per-
formerswill be unable tomake it to the
performance, says one of the organis-
ers, David Cornelson.
The production has grown in popu-
larity with many young people step-
ping forward to participate in the
showcase. As it stands, this edition
will have the largest number of
learners participating. Unfortunately,
many of the learners will not have any
family members or friends supporting
them on the night, Cornelson says.
We would like to call on the public
to support the event, as we are aiming
for a full house. We promise an excel-
lent production that will be well worth
attending, he says.
While the productionwill acknowl-
edge and address some of the sad reali-
ties of life on the Flats, it is also filled
with lots of humour, streetwise wit
and high-energy singing and dancing.
This production promises to be great
entertainment for the entire family.

a sad twist
After ten years, the founder and director of
the Con Spirito Philharmonic Choir and
Orchestra, Erns Conradie, retired at the
end of last year.
The project will now continue under the
baton of Sjoerd Alkema, with the capable
assistance of Anna-Marie Alkema and the
management committee.
The Con Spirito Philharmonic Choir and
Orchestra started in 2006, the same year
that Mozarts 250th anniversary was com-
memorated.
Four Mozart concerts were presented,
and the public reaction motivated the Con
Spirito Philharmonic Choir and Orchestra
to continue with regular concerts with the
aim of promoting performance arts
through classical music concerts in the
northern suburbs.
VAnyone interested in joining the choir, that is look

maatskaplikediensvennote.
Die eiendomswaarde van eiendomme in
die VRCID-area het wel met gemiddeld 17%
gestyg die hoogste van enige area. Ek is
row besit, s Bock.
Dt sal
Gevra of die toename in
waarde in eiendomme n gelykmatige toe-
name in eiendomsbelasting gaan teweeg-
bring, het Neilson ges die sent-tot-rand-ta-
rief wat deur hul waardasierol bepaal
word, sal eerder afneem.
Hy verduidelik s: As diewaarde van ei-
endomme toeneem, neem die sent-tarief
af. In die 2016/2017-begroting beoog die
Stad omdi sent-tarief virmunisipale dien-
ste af te bringmet 7% vir residensile eien-
domme van 0,6879c per rand in 2015/16 tot
0,6397c per rand in 2016/17.

Many people have complaints or praise for Tygerberg Hospital, but which avenue should they
take to make their voices heard?
Media not the only
complaint avenue
ANDR BAKKES
@andrebakkes
S
ocial media is clearly a potent tool to
makeyourvoiceheard and even some-
times getting a reply from those in
power.
After last weeks Afrikaans TygerBurger
article entitled Arts was onbeskof the sto-
ry was posted on the newspapers Facebook
page. In turn the post was shared 11 times
and reached 7 422 people.
Where many people highlighted their
own strife theyve had with Tygerberg Hos-
pital, others said theyve only had positive
experiences there.
Says Koos Carstens: Last week I went to
this hospital for the first time and I have no
complaints. On every floor the staff was
very friendly.
Margie Meyer agrees with Carstens, but
there are others who have experienced sim-
ilar issues than Esther du Toit, the woman
quoted in the original article.
An incident first reported on Facebook a
couple of weeks ago also came to the atten-
tion of TygerBurger. A man hit out at the
supposed ineptitude of the people in power
to do something about the state of public
hospitals, posting a desperate plea on his
Facebook page during one of his visits to
Tygerberg Hospital.
Oh my goodness, I am speechless. I am
speaking to patients and nowhear there are
patients who had been sitting here formore
than two days ... Noooooo, pleaseeee help.
These people are human beings ...!
His post, as well as the highly critical fol-
low-upposts, reached authorities andhe got
several responses from them.
In one of his next posts he wrote: I have
to acknowledge the Western Cape MEC for
health, Nomafrench Mbombo. She was
alerted about the situation last night and
her office responded immediately. They fol-
lowed up today with me to assure me that
they are paying attention to the issue.
Some still prefer to contact thenewspaper
to make their voices heard.
An article elicited the following response
from a reader: My husband was at Tyger-
berg Hospital for three months in which
time I have witnessed that nurses when
called by patients either take their time
or have abrupt answers, like the patient
needs to wait. When the shift changes at
19:00 half the nursing staff are already at the
bus stop, leaving only one or two toman the
wards ...
The hospital cannot dictate which ave-
nues people should follow when they have
complaints, but hospital spokespersonLati-
cia Pienaar nonetheless highlights the fol-
lowing possibilities: There is a provincial
SMS line where people can SMS Help to

peared in the Goodwood Magistrates
Court for possession of a stolen motor ve-
hicle.
On Sunday 17 April at about 03:00 Con-
stables Steven Drury and Justin Mentoor
were patrolling Voortrekker Road when
they saw awhite Opel Kadett swerving all
over the road. They decided to follow the
vehicle as they thought the driver was un-
der the influence. The officers pulled over
the vehicle and tested it positively on a
Paarl East theft of motor vehicle case.
The suspects, aged 30 and 31, who
claimed they bought the vehicle a month
earlier, appeared in the GoodwoodMagis-

hardest workers for the quarter.
These staffers spend their days clean-

These security and cleansing staff are
worthy recipients of their awards. They
face daily verbal abuse and threats on

The criminal elements target them,

T
he annual Slave Route Challenge,
which sees runners taking on a
route that encompasses an array of
South Africas most historical sites, has
become a favourite on the calendar of
novice and elite runners alike.
The race, of which TygerBurger is a
media sponsor, takes place on Mothers
Day (Sunday 8 May).
Event spokespersonFatimaAllie is ex-
tremely passionate about this race.
Born in the Bo-Kaap, Allie was raised
in Walmer Estate and went to school in
District Six. She is a self-professed defen-
dant of the Cape Malays.
When it comes to the Slave Route
Challenge itself, we look at our ancestors
who came from Indonesia, Java and Ma-
laysia. They were the ones who came
with all the skills; they were the build-
ers. So my ancestors were not slaves per
s; my ancestors were exiled from Indo-
nesia to the Cape, says Allie.
She goes on to say that because the
slaves were forced to work and interact
with other labourers brought to the area,
that is howall the cultures started tomix
and that as a result started to weave the
fabric which meshes South Africas rich
history.
If you look around, the oldest stand-
ing building is the Castle of Good Hope.
The Castle of GoodHopewas built by the
slaves. Look at City Hall and the Grand
Parade all of these iconic and old places
and structures in Cape Town were all
built by the slaves. Then you realise that
there are so many historical sites
throughout Cape Town that people did
not even know of, adds Allie.
Besides the historical aspect the race
affords itself to, Allie says there is an
amazing atmosphere of togetherness on
race day.
It is the spirit ofUbuntu that you feel.
Youwill see a grandmotherwhohas nev-
er everwalked (in an event) in her entire
life. She is nowwalking the 5kmwithher
grandchildrenbecauseher daughter and
her husband are going to be running the
10kmwhile their teenager is running the
21km, so this is a family event. It is about
people coming together from all walks of
life, all religious denominations, from
Cape Town and from out of Cape Town,
from the continent and even overseas,
she says.
Allie reminded those who still wish to
participate in the 21km race to enter on-
line no later than Sunday 24 April. She
confirmed that there will still be oppor-
tunities to enter the other three events
(5km fun run/walk, 10km run and 10km
bigwalk) on Sunday 1May aswell as Fri-
day 6 andSaturday 7MayatCapeTowns
City Hall.
Come and explore this whole journey
of the Slave Route Challenge where you
run through the Castle, District Six, and
Gardens, through the Bo-Kaap and the
Sea Point area and back onto the Grand
Parade where you can see the beauty of
Cape Town. What other country can you
stand on the Grand Parade and look to
see Table Mountain, Devils Peak, and
Signal Hill and then you see Table Bay?
Showme another place that is as perfect
as Cape Town, exclaimed Allie.

Two sides to
every story;
only one truth
There are always two sides to every
story.
Theres the side we see, and then
theres the side we shouldnt.
In a world of capitalism and corpora-
tions, one has to wonder how much of
the information we consume is being
force-fed to us and how much is truly
objective reporting.
In the US, for example, a number of
independent broadcasters have been
gaining momentum with the help of the
internet.
With no influence
from advertisers
(or the presidential
candidates they
support), the
stories they report
on and how they
report on them, are
vastly different
from mainstream
broadcasters.
It was BBC
executive John
Reith who first
outlined the role of
journalists as to
educate, inform and entertain. Education
and information are the two most valua-
ble commodities of the modern age, yet,
very often, we are too busy looking for
entertainment to pay attention to these
elements.
More importantly, as early as 1787,
print journalism is often referred to as
The Fourth Estate, which, in a nut-
shell, refers to a political or social force
that isnt always officially recognised.
The medias role in changing the world
for the better in the past is undeniable.
Here, for example, photographers like
Sam Nzima showed the rest of the world
the reality of Apartheid South Africa,
even when the government was blocking
these images from the local press.
A look at the history books shows that
governmental impact on the media is not
uncommon, often with disastrous effects.
The Nazis ruled their people with the
help of Joseph Goebbels and his propa-
ganda while a string of American presi-
dents tried to control how their citizens
got their news about the Vietnam War.
The only difference between the 1940s,
1970s and now, is the shift of power. As
capitalism started to steadily rise in
popularity and influence after the Second
World War, the business sector slowly
gained more power over the people who
should have been governing them.
A colleague once pointed out that every
news story should be measured by who
stands to benefit most from it. The news
looks a little different when you start
considering it with this question in mind.

n Gesaghebbende onafhanklike
navorsingsentrum, die Centre
of Development and Enterprise
(CDE), het in Januarie
gerapporteer oor The real cost
of compliance: The impact of
South African regulatory
requirements on independent
schools. Hulle bevind onder
meer dat die private skoolsek-
tor hopeloos oorgereguleer is
en veel hor eise aan private
skole gestel word as aan
staatskole; en dat die koste van
die rompslomp om n private
skool te registreer dit feitlik
onmoontlik maak om klein
private skole te registreer.
Hulle bereken byvoorbeeld
dat die werklike koste om n
private skool te registreer
tussen R270 000 en R290 000
beloop, ongeag die grootte van
die skool. Dit vreet hulpbronne
op wat vir opvoeding bedoel is.
Maar dit plaas ook registra-
sie buite die bereik van enige
mikroskooltjie. Dit is n
skending van sulke skooltjies
se wetlike en grondwetlike reg
om te bestaan.
Dieselfde owerheid wat
hierdie laste op private onder-
wys plaas, bedryf een van die
slegste skoolstelsels ter wreld,
volgens sy eie verslae. Die
gevolg is honderdduisende
desperate ouers soos Roelof
Coertzen wie se brief op 13
April (TB Bellville) verskyn
het. Hulle bel en e-pos my
daagliks.
Dit moet ons dus nie verbaas
dat daar letterlik duisende
onwettige private skooltjies
in al die gemeenskappe in die
land is nie selfs in die
armstes. In n vorige ondersoek
het CDE bevind dat hierdie
skooltjies beter resultate lewer
as beide staats- en geregistreer-
de private skole.
n Mens slaan jou hande
saam oor die pronkende
politici en opgeblase ampte-
naartjies wat probeer jag maak
op hierdie skooltjies wat slegs
bestaan omdat dieselfde politici
en amptenare sulke vrot
onderwys verskaf. Wat hulle

reading also reflects exactly
double the amount recorded last
month, amounting to a cost of
over R900 extra. My December

by R1000, so it seems to seesaw
from month to month regard-
less of efforts to contain costs.
R427.13 has been charged for

was R137.25. I know that this is
calculated as a percentage of
the water usage but I am a lone

I have not had diarrhoea nor

the toilet is another luxury I

The meter readings are all
recorded as being actual

Daar gekom, sien
Toe ek vir Pierre (haar man) bel, dink hy
dis net n ystervarkie. Maar ek s toe vir
hom ek weet hoe lyk n otter, en hierdie
s een. Die diertjie was glad nie aggressief
nie, net vasgekeer. Ek vermoed hywas in
die swembad, aangesien dit (in daardie
stadium) baie droog by die natuurtuin
hy so vir ons. Hy was glad nie gelukkig
Later die aand hoor ons so n groot
Ja, dit was seker so n paar duisend
rand se visse, maar hulle was nie so groot
nie.

W
at beteken dit om God se kind
te wees?
Dt is die ondertoon van pas-
toor Lodewyk Spies van Sonstraal se nuwe
boek: Bid s vir n wonderwerk.
Lodewyk het die 40-dag-gebedsuitdaging
in rekordtyd geskryf nadat hy n uitdaging
moes kommunikeer.
Bybel oor waar 40 dae vandaan kom, s Lo-
dewyk.
sisioneer. Hierdie is nie n resepteboek nie;
buis. Lodewyk s die boek praat meer oor
gebedsinfrastruktuur. Een van my gun-
steling-onderwerpe waaroor ek praat is
WhatsApp-gebedskettings hoor God jou
oor jy baie is, of hoor Hy jou omdat jy glo?
Uiteindelik moet jy genoeg selfvertroue
vrymoedigheid is nie. n Mens moet volgens
homdieselfde verhoudingmetGodh aswat
wannneer hy op Saterdag 30 April n Bid an-
ders, leef anders-slypskool by DAria in Dur-
banville aanbied. Die oggend begin om 08:30
vir 09:00. Lodewyk s hy gaan deur die loop
vandie oggendvandie boek se kernbegrippe
bespreek en mense aanmoedig om deur die
uitdaging te werk.
