Sadly, for a Bellville couple from Voor- trekker Road, this is exactly what came to pass last Thursday around 18:00 when their 13-year-old left the family flat to run an er- rand to the shop for her mother. The parents were still too traumatised to speak to TygerBurger, but Bellville police spokesperson Captain Fienie Nimb told of the tenacity of one of the detectives in the sexual offences (FCS) unit, who went beyond the call of duty to find the girl’s attacker. Nimb picks up the story where the par- ents, worried sick when their daughter didn’t return from the shop, reported her as missing around 20:00 that evening. This is about the same time the couple re- ceived a very strange telephone call, Nimb said. “When they answered the phone, the call was disconnected. The parents returned the call and were informed by the receiver that ‘they can talk business’,” Nimb said. At that point, police knew they were deal- ing with a kidnapping and a case was opened, Nimb said. The investigation started with the police viewing video footage of the kidnapping in front of the shop. The girl had gotten into a green car, it showed. A tracker was then placed on the phone to try and find its loca- tion. It indicated a location somewhere in Delft and Blikkiesdorp, Nimb said. The next day around 14:30, the family re- ceived another shocking call when a pastor phoned the parents to inform them that their daughter had just arrived at the church . Warrant Officer Avron Petersen, the de- tective in charge, picks up the story: “The man told the child in front of the shop that he knew her mother. He said he sells lotion and had some products her mother had ordered, and that she must accompany him to fetch it. The child believed him and got into the car.” The telephone call her parents received around 20:00 was from the girl herself. “As the man drove towards Delft, he stopped at a café and went inside, so the child took a chance to call her parents. Just as they answered, he returned and snatched the phone from her hands, ending the call,” Pe- tersen said. The child explained to police that the man took her to a shack where he raped her.     to walk alone, as the reality of rape

    and kidnapping is a very real one

    even if a child is just sent to buy bread at

    the corner shop.

    Sadly, for a Bellville couple from Voor-

    trekker Road, this is exactly what came to

    pass last Thursday around 18:00 when their

    13-year-old left the family flat to run an er-

    rand to the shop for her mother.

    The parents were still too traumatised to

    speak to TygerBurger, but Bellville police

    spokesperson Captain Fienie Nimb told of

    the tenacity of one of the detectives in the

    sexual offences (FCS) unit,whowent beyond

    A

    recent Changing Lives for Good sum-

    mit held at the Parow civic centre re-

    solved that to manage and overcome

    the homelessness, street people and vagran-

    cy crisis in the northern suburbs, a whole

    of society approach is needed.

    Five speakers of key organisations deliv-

    ered presentations on how they tackle this

    dilemma daily and on a practical basis.

    According to Wilma Piek, head of the

    VRCID social development programme, it is

    not easy to help a homeless person because

    they have complex needs. But, she said, it

    is crucial for organisations to be on the

    same page in order to make a difference.

    The main aim, she said, is to get the street

    person to a spacewhere he can act responsi-

    bly to the opportunities offered and added

    that in the Bellville and Parow areas, there

    are currently up to 700 destitute people.

    We need shelter, reunifications with

    families, ID books, more rehabilitation ser-

    vices and employment opportunities with

    skills development, she said.

    Weneed to acknowledge that themost ef-

    fective solutions will often be designed and

    delivered at a local level by being proact-

    ive, said Clive Justus, chairperson of sub-

    council 4, who hosted the summit.

    He referred to organisations such as

    Meals onWheels that have made more than

    1,3millionwarm, balancedmeals since 1969

    with the help of volunteers and donors.

    Cornelia Finch, who leads the Citys Give

    Responsibly campaign, said by now it was

    common knowledge that handing out mon-

    ey to the homeless sustains the cycle.

    Many people feel that it is their Chris-

    tian duty to help in this way, but there are

    other ways of giving.

    She said there were many organisations

    where financial support can help the home-

    less to be rehabilitated and reintegrated.

    These include:

    . The Bellville Haven night shelter in

    South Street.

    Instead of giving someone money, you

    can buy him or her a Haven passport for

    R50. With this passport they can come and

    shower, get a toiletries pack, have a warm

    meal and sleep in a bed. We also offer a so-

    cial and a rehabilitation service, says Ge-

    orge Narkedien of the shelter.

    He says this is a basic service, but they

    havemany positive outcomes. Still they are

    very poorly supported by the community

    and bed space is limited.

    We canuse anything fromcleaning prod-

    ucts to old clothes and what we do not use,

    we recycle or give to other organisations,

    .Metro Evangelical Services (MES) have

    offices in Davies Street, Bellville and in

    Voortrekker Road, Parow. They cook close

    to 1 000 meals per week, of which most is

    bought with a meal voucher. They mainly

    offer job rehabilitation through their Grow

    projects. Grow is a participation process

    where one can work as a general worker in

    a team and can move on to become a fore-

    man or supervisor. There is opportunity to

    better yourself and to earn money.

    You canmove to the next level if you had

    sessions with the social workers and made

    certain goals. In the last six months we had

    2 210 shifts, 1 620 opportunities to get cash

    in hand, 93 street people benefitted and 59

    new people entered the programme, Ilse

    Els from MES said at the summit.

    Els says MES needs cleaning and mainte-

    nance contracts for their Grow workers.

    .Elimnight shelter in 3rdAvenue, Elsies

    River Industrial, has evolved into an assess-

    ment and skills development centre assist-

    ing with access to rehabilitation pro-

    grammes, job placements and the integra-

    tion of the individual back into society.

    Liza Ortell, house mother of Elim, says

    what they primarily need is for people to de-

    liver on their promises.

    Many people say they want to help, but

    then we never see them again. We always

    need food. We have a wonderful gardener,

    but we need seeds. We need wood such as

    pallets for our furniture workshop.

    . The Tygerberg Association for Street

    People (Tasp) in Charl Malan Street, Bell-

    ville, aims interventions at retaining the

    family unit by encouraging breaking bad

    habits and providing support for those in

    crisis by working toward an exit strategy .

    Whole approach needed

    TheParowpolice released a crime alert noti-

    fication to the public.

    We are experiencing an increase in cer-

    tain crime categories and need to mobilise

    the community to be on alert when they op-

    erate in or near these places, says Lieuten-

    ant Kevin Williams of the Parow police. He

    says theft out of cars usually take place on

    Fridays from about 15:00 to 21:00.

    The areas that are targeted are the Parow

    CBD, ParowEast, Parow industrial area and

    Glenlily. The suspects break the car win-

    dows and force the doors open, Williams

    says and adds that the groups responsible

    for these crimeshavenot yet been identified.

    Williams says common robberies have al-

    so increased and usually takes place on

    Thursdays between 12:00 and 15:00, mainly

    inParowCBD,VoortrekkerRoadandParow

    Valley. He says typically suspects threaten

    the victims to give their property or just

    grab it. The groups responsible for these

    crimes have been identified and operate in

    and around the station and at Aartappel-

    draai under the bridge near Tygerberg hos-

    pital, he says.

    Business burglaries have also seen an in-

    crease, especially onThursdaysaroundclos-

    ing time.

    The man took her to a nearby taxi rank and

    gave her money for a taxi ride back to Bell-

    ville. When she arrived, she went to the fami-

    ly church immediately, Petersen said.

    The girl was medically examined at Karl

    Bremer and it was confirmed that she had

    been raped.

    An off-duty Petersen decided to look for the

    suspect over the Saturday and Sunday.

    I have teenage daughters myself. I could

    not bear to think what those parents had to

    be going through. This is my passion, the de-

    tective said.

    He has been in the FCS unit for 17 years.

    Petersen picked up the child and her father

    and they drove towards Delft.

    Iwas trying tohelp jog the childsmemory.

    I knew she probably wouldnt remember the

    place, because she doesnt know Delft, but

    maybe she could point out something famil-

    iar, he said.

    As we were on Robert Sobukwe Road, be-

    tween the TelkomandEskombuildings direc-

    tion Delft, the girl got very excited. She had

    spotted her attacker.

    I stopped the car and got out, confronting

    the suspect.

    He resisted arrest and a short power strug-

    gle ensued. The childs father assisted and we

    managed to subdue the suspect and get him

    into the police vehicle, Petersen said.

    The man was arrested.

    Charge one is kidnapping and charge two

    is rape.

    The suspect appeared in court on 20 Octo-

    ber. At his next appearance bail will be set,

    Petersen said.

    Nimb said the suspect is a 28-year-old for-

    eign national.

    With the 16-day campaign of no violence

    towards women and children around the cor-

    ner, I would like to stress the fact once more

    that we need to be much more vigilant of the

    actions of our children.

    Teaching them to be street smart and hav-

    ing an attitude of your child is my child, can

    save many children from severe trauma.

    The girl is receiving counselling.

    raffic law enforcement entities should

    compare notes about taxis breaking

    the law and use the information to

    crack down on them.

    This is the message from Clive Justus,

    chairperson of subcouncil 4, when he called

    on the Citys traffic services to meet with

    law enforcement officials who operate at

    the taxi parkingareanorthofParowstation.

    The August traffic report by the City of

    Cape Town traffic department shows an in-

    crease of almost 2 000 interventions by offi-

    cials in Elsies River, Goodwood, Parow,

    Ravensmead andRuyterwacht compared to

    the same calender month in 2014. This in-

    crease was highlighted at the 22 October

    subcouncil 4 meeting. Chairperson Clive

    Justus told the subcouncil that this in-

    crease is heartwarming as it indicates that

    officials areworking smarterwith fewer re-

    sources.

    In August 2014 almost 4 000 traffic offen-

    ces were reported in these areas. This year

    it came to close to 6 000. The bulk of the in-

    crease is because of speeding fines issued

    in Ravensmead, which rocketed from zero

    in August 2014 to 2 700 in August this year.

    No other category fluctuates that much.

    With the presentation of these statistics,

    some councillors suggested thatmoremini-

    bus taxis be impounded for the contraven-

    tions they commit. According to the report

    only one taxi has been impounded in Au-

    gust this year, despite many public trans-

    port offences.

    According toArno Schronen of the traffic

    department, impounding a taxi can only

    happen if it does not have a permit.

    If a driver has no licence, he gets a fine.

    A licensed driverwill have to fetch the vehi-

    cle, he told the sub council.

    A taxi driver also needs a professional

    driving permit. If he does not have that, we

    still cannot impound the vehicle. He can

    drive the vehicle, but cannot pick up pas-

    sengers, he said.

    The question was then raised why, while

    many taxi drivers are being fined for not

    having this permit, not more can be done

    to enforce the law.

    No warrants of arrest for traffic offences

    were executed in August.

    Weekly feedback from law enforcement

    officers and rent-a-cops who work around

    the Parow station shows the large number

    of unlicensed and unroadworthy taxis that

    have contravened road ordinances.My fear

    is thatwe are constantly issuing tickets and

    we do not have rectifications, Justus said.

    I want us to coordinate effort so that we

    can weed out continuous transgression. A

    large number of fines are issued (to taxis).

    I want to know: is it the same taxi that is

    contravening and just blatantly ignoring?

    Schronen answered that information can

    be passed from law enforcement to the traf-

    fic department and that operations can be

    planned based on that.

    Such an operation would be the issuing

    of warrants, especially in the Parow area.

    If any warrants are issued, your licence

    cannot be renewed, he said.

    Justus asked the sub council manager to

    set up a meeting between the different law

    enforcement parties soonest so that they

    can compare traffic contravention reports

    of taxis at the Parow station over the past

    three months.

    We live in a society where people just

    break the law.Weneed to get back to a place

    of law enforcement, he said.

    baarheidsveldtog in Parow. Polisie-sektor-

    bestuurders, GPF-bestuurslede, wetstoe-

    passingsoffisiere, sekerheidslede en 55

    buurtwaglede het aan die veldtog deelge-

    neem.

    Daardie aand was daar n roof, n sake-

    roof en 12 dronkbestuur-sake aangemeld te

    danke aan die verkeersdepartement, wat

    net buite die polisiekantoor n blokkade ge-

    had het, s Schoeman. Sy s normaalweg

    word daar ongeveer 60 sake per naweek

    aangemeld, maar dat daar daardie naweek

    minder as 35 sake (buiten dronkbestuur-ar-

    restasies) by die Parow-polisie aangemeld

    is. Dit op sigself is baie positief en ons kan

    dit gedeeltelik toeskryf aan die impak van

    die projek, s sy.

    DieGPF is trots op die samewerking van

    al die rolspelers. Ons het bevestiging van

    ons polisievennote ontvang dat ons dit defi-

    nitief weer gaan doen, s sy.

    Sy s in die toekoms wil die GPF n soort-

    gelyke veldtog begin om te fokus op die

    minagting van munisipale verordenings,

    spesifiek in Voortrekkerweg.

    otorists whose cellphones were im-

    pounded before October 2014, can

    get themback now for half the price,

    but only for a limited time, the City of Cape

    Town said in a press statement last week.

    As the Citys traffic service prepares to

    auction the first 500 cellphones, the safety

    and security directorate has decided to give

    motorists one last opportunity to reclaim

    their devices before the hammer falls, said

    mayoral committee member JP Smith.

    Officials have impounded thousands of

    cellphones in terms of the Citys traffic by-

    law since its introduction in July 2012, in

    instances where motorists have been

    caught driving while holding a mobile tele-

    phone or other communication device in

    their hands or with any part of their body.

    Smith says there are around 6 000 cell-

    phones at the Citys traffic pound.

    By law, the City is allowed to sell any im-

    pounded property within three months of

    the impoundment date. However, there has

    been a delay with the disposal of cellphones

    primarily because the City had to wait for

    the processes relating to the fines attached

    to the contravention to run their full course

    in the courts, as well as the need to effect

    the removal of personal data before the de-

    vice can be sold on auction.

    The first auction is likely to take place by

    the end of the year.

    Motorists whose devices were impound-

    ed between 1 July 2012 and 30 September

    2014 will be charged a reduced impound-

    ment release fee of R550 should they wish

    to reclaim their property. They are not re-

    quired to pay the accompanying fine to re-

    claim their phones.

    The offer is valid until the end ofNovem-

    ber, by which time we should be ready to

    have our first auction, he said.

    Unclaimed cellphones will be disposed of

    either way, or donated to a charity.

    VMotorists can reclaim their cellphones on presen

    tation of the receipt or fine issued at the time of

    the impoundment. They can contact Principal In

    spector Long or Principal Inspector Grobbelaar on

    021 444 3361/4 at the Citys traffic service to deter

    mine where their phone is being stored.

    Charity run for Jessica at Kenridge

    A

    n annual institution to raise funds for

    the physical freedomof kids tookplace

    at Kenridge Primary School in Bell-

    ville on Friday.

    The event started in 2011 when the cross-

    country captain at the time, Emma Ross-

    ouw, launched a campaign to raise money

    for children who cannot experience free

    movement due to a physical handicap.

    This was so successful that it has become

    an annual institution for Kenridge learners

    to show that they are a caring generation of

    kids, the school said.

    The first recipient was Nicky Abdinor,

    born without arms and shortened legs, who

    needed adjustments made to a car so she

    couldbecome independent anddriveherself.

    In 2012 the healthy 12-year-old Brooke

    Kleinsmith found herself paralysed when

    she awoke one morning. We were able to

    assist her in her long road to recovery,

    which is still ongoing, the school said.

    In 2013 two toddlers, Reani and Riley,

    needed our help for the purchase of expen-

    sive machines to sustain and improve their

    lives. Kenridge pupils did it.

    In 2014 the school helped five-year-old Ti-

    aanLouw, aquadriplegicwith cerebal palsy.

    His only means of transport was an old

    pram,the school said. The Kenridge pupils

    came out in full force and ran up a storm to

    buy him an electric wheelchair to use at

    school, a manual wheelchair to use at home

    and a standing frame, and pay for therapy.

    This year one of our own learners, 12-

    year-old Jessica Bullman, needs help.

    Jessica and her 11-year-old brother, Marc,

    haveType 3 spinalmuscular atrophy (SMA).

    Jessicas condition has deteriorated. Her

    muscles throughout her body are wasting

    away and she is no longer able to walk.

    Jessica needs an electricwheelchair to en-

    able her to get around by herself and into the

    teachers to run as many laps as possible

    from 14:30 to 15:30 in order to raise funds for

    Jessica for a new electric wheelchair.

    n fantastiese plek in my lewe. Ek

    kan nou my liefdes uitleef en doen

    wat k wil doen.

    maak. Ekt ook besef wie my ware

    vriende is. Ek omring myself dees-

    dae met positiewe mense.

    Vanjaar gaan Kevin en sy twee kin-

    ders Mosselbaai toe vir die Kersva-

    kansie. Kersdag sal jy ons op die

    strand kry. Virmiddagete gaan Ke-

    vin iets kouds voorberei.

    nic hospital in Durbanville,

    Panorama Mediclinic, the

    Heart and Stroke Foundation

    and a few other numbers I

    Googled, and have yet to find a

    stroke support group.

    Yes, support groups for heart

    attack victims are catered for,

    but for some strange reason

    nothing for stroke victims.

    real and debilitating physical

    and mental/emotional

    skadelik is. Vleis wat teen n ho tempe-

    ratuur verhit is, gerook is of oor n warm

    oppervlak of oop vlam gaargemaak is,

    bevat chemikalie wat DNS-skade aanrig.

    Net die gedagte daaraan dat om n

    skaaptjoppie of sappige biefstuk op die

    kole te gooi, net so skadelik is as om met

    n sigaret in die hand by n asbesfabriek

    sonder n masker te werk, is n uitklop-

    hou vir elke ware Suid-Afrikaanse

    Die navorsers het gevind n mens se

    evening in aid of a young woman

    fighting a rare form of cancer.

    Melanie Adams (26) fromKraaifontein

    needs to cover 25% of her medical costs

    towards treatment of metastatic melano-

    ma, which amounts to an enormous

    R288 000, out of her own pocket.

    Chemotherapy has not helped. The

    cancer has spread, and her doctors have

    confirmed just how dire her condition

    is, said her colleague at a financial ser-

    vices company, Andrea Talmakies.

    The treatment regimen is such that

    she cannot work during treatment, but

    Im told she asks every day if she can re-

    turn to the office. That is remarkable,

    given the severity of the treatment, An-

    drea said.

    She and a number of colleagues set up

    a committee which is now organising a

    fund-raiser to helpMelanie andher fami-

    ly reach this goal.

    gest home schooling suppliers.

    Dots Learning Centre in Edward Street,

    which offers tutoring services to learners

    from Grade 1 to 12, is the brain child of Dot

    Nortj, a special needs teacher with more

    than 35 years experience.

    Just more than three years ago Dot saw

    a need for learners who are not coping in

    main streamschools, to be taught in smaller

    groups. She then started the CAPS regis-

    tered school.

    Last Tuesday Impak suppliers awarded

    the centre with their Centre of the Year

    award.

    The centre specifically caters for learners

    he second annual Young Talent art

    competition, hosted by TygerBurger

    and the Lindy van Niekerk art gallery,

    took place recently.

    The theme of this years competition was

    Picture the face and the judgeshada tough

    time determining the winners. More than

    120 children entered this years competition.

    The winners were announced at an in-

    formal event at the gallery in Eversdal on

    Thursday evening.

    The Baxters Zabalaza theatre festi-

    val is calling for applications from

    theatre-makers, directors, script

    writers, community groups and thea-

    tre companies to participate in the

    2016 Zabalaza theatre festival.

    The sixth Zabalaza theatre festival

    will take place from 11 to 19 March

    next year.

    Productions which are selected

    from applications received for 2016

    will first be auditioned and will then

    be invited to participate in the Zaba-

    laza mini-festivals, which are

    planned for January, when the final

    selection for the 2016 line-up will be

    made.

    The festival organisers are looking

    for one or two-handers, childrens

    theatre productions, puppetry, musi-

    cal theatre, drama, comedy, physical

    theatre and storytelling.

    Previous festival participants are

    also welcome to apply, provided that

    they bring an entirely different pro-

    duction.
