An estimated 800 jobs were created over only a couple of months by means of national government’s Extended Public Works Pro- gramme (EPWP), subcouncil manager Grant Twigg revealed at last week’s sub- council meeting. This is hoped to contribute to halving un- employment in the country by 2014, through the delivery of public and community serv- ices. ROWENA HENDRICKS

    A nine-year-old boy recently had a real-life

firefighting experience when he was shown

the ropes by real firemen in action while

they were busy extinguishing a veld fire in

    Kuils River.

    According toDhanr Smitsmom, Jacquie

Esterhuyse, they were driving home from

Stellenbosch when they saw a veld fire blaz-

ing near the houses in St Dumas and Jagter-

    shof.

They decided to approach the scene only

because their son just learned about the 107

    numberat school andhewanted to seewhat

a real fire engine, firemen and a fire scene

    looked like, says Jacquie.

She says the firemen on duty were very

friendly and said they could watch from a

    safe distance.

They even said we could later take pic-

tures of our son in one of the fire engines.

She says that after the firehoses were se-

cured one of the firemen quickly explained

to them what the different pieces of equip-

    ment were.

    He (the fireman) thenhelpedDhanr into

the fire truck, gave him a firefighters hat

and even posed for a photo, says Jacquie.

It was an all round amazing experience.

She says her son now looks up to these

friendly and caring firemen and the family

would like to thank themall formaking such

a huge difference in their boys life. All he

now really wants to be is a fireman, she

    says laughing.

He even said: Oom het my hele lewe ge-

    maak.

After telling the firemen that he gets bul-

lied and that no one will believe him at

school when he tells them what had hap-

pened, they said he was welcome any time

to bring his friends to the fire station for a

    tour, says Jacquie.

Itwas an emotional sight, but it truly rep-

resented what firemen should be like, car-

ing, in a sometimes thankless profession.

I believe if we make these good services

and heroic and kind deeds public, more

young people will look up to and strive to be

like these firemen, policemen and others in-

stead of fictional characters such as Ben10,

    she says.

The City of Cape Town has introduced the

Wally 107 mascot as part of their public edu-

    cation and awareness programmes. The

mascot has been visiting schools, shopping

malls and exhibitions to inform the public

of the special 107 emergency number for

emergency calls from a Telkom landline.

They also warn children about the danger

of making hoax calls and putting other peo-

    ples lives in danger.

The emergency services canbe reached on

    MIV-positief is, salwaarskynlik einde Julie

    vanjaar sy deure sluit.

Wanneer dt gebeur sal daar vir pasinte

    van die Sothemba-vigsaksie geen vangnet

meerwees nie. Die kans is goed dat n ander

uitweg ooknie betyds sal komvir dimense

nie. Dt is die harde werklikheid wat werk-

    nemers van di maatskaplike diensorgani-

sasie die afgelope tyd in die gesig staar.

N 20 jaar se ondersteuning aan vigslyers

    enmense watMIV-positief is, sal Sothemba

n Ongelooflike lojaliteit bestaan by ons

    drie permanente werknemers, s Elmien

Grobbelaar, bestuurder. Hulle is veral be-

kommerd oor die mense wat van Sothemba

se dienste gebruik maak. Ons weet nie of

daar dienste iswat di leemte gaanvul nie.

    Elmien s genfekteerde persone neem

    verhouding verlore sal gaan.

    n skok.

    In 2011 is n tweejaarpro-

    jeksie gedoen en t reeds

was die skrif aan die muur:

    as n ankerskenking nie

    sou plaasvind nie, sou die

    beskikbare fondse slegs ge-

    noeg wees tot 2013.

    Ons het deurentyd fond-

    se probeer bekom, maar dit

    was klein donasies, s El-

    mien. Ondersteuning is

    ontvang van entiteite soos

    Community Chest enM-Sat

    (munisipale gesondheids-

    dienste), asook verskeie

    kerke in die noordelike

    voorstede.

    D donasies was uiters

me.

    VerledeDesember isweer

n projeksie gedoen en in Ja-

    nuarie is n strategiese be-

    planningsessie gehou.

    Ons het geweet indien

ons nie R35 000 per maand

insamel nie, sou ons nie die

    organisasie se deure kon

    oophou nie, s Elmien.

Elmien s tot drie jaar ge-

    ledewas befondsing vir pro-

    gramme wat MIV en vigs

    aanspreek n spesiale fokus-

    gebied van die staat. Alle

    befondsingsmoontlikhede

    vir MIV/vigs raak al hoe

minder.

    skil.Dit is oordie tydperknJulie waaraan

hulle eerder nie wil dink nie.

    Sewe belangrike

    aspekte in n huwelik

    I

    belangrike aspekte in n romantiese

    verhouding of n huwelik.

Die eerste aspek is di van volwassen-

heid. Natuurlik verskil twee mense in n

    verhouding ten opsigte van verskeie

    aspekte soos agtergrond, persoonlikheid,

    belangstellings en standpunte. Wanneer

jy toelaat dat hierdie verskille in die

    verhouding oorheers, dan ontstaan daar

spanning. Twee mense in n verhouding

behoort die volwassenheid te h om

mekaar te akkommodeer en te respek-

    teer.

    doodsteek in menige verhouding.

Enigeen behoort in n verhouding sy

    of haar gevoelens, bekommernis, aspira-

    sowel as luister.

mense is in n verhouding om as n span

huwelik is soos twee bome in n tuin. As

Jy moet by jou geliefde die nodige

ondersteuning kry. Indien jy dit nie by

n ander plek gaan soek.

ondersteuning nodig. n Huwelik is nie

Laastens moet daar liefde wees. Sonder

liefde is n romantiese verhouding n

barre landskap sonder ren. Liefde is

seker die grootste krag in die heelal.

Liefde maak alles moontlik. Liefde maak

aanraking moontlik, laat jou toe om te

vergewe, gee aan jou verhouding n

kwaliteit van vreugde en vrede en

    intimiteit.

    Concrete flies

    as Sanral and

    city take task

    with tolling

Despite a pending review in the high court

and a previous agreement not to do so, the

    South African National Roads Agency

(Sanral), gave the City of Cape Town, no-

tice of intent to start work.

In November 2011, in response to the

    citys urgent interdict application, Sanral

agreed that it would take no further steps

towards implementing the toll road project

pending the citys review application be-

ingheard and that itwould provide the city

with 45 days notice of its intention to start

    working on the toll project.

Such notification was received on 6

March 2013, which means that Sanral

could commence work on the project by 20

April 2013 without first resolving the citys

    concerns.

The city does not believe that Sanral

has been transparent in its engagement

with the city and hence we will ask the

court to compel Sanral to provide all infor-

mation necessary regarding this project as

a matter of urgency. This will allow the re-

view process to be concluded fairly and

    speedily, said Councillor Brett Herron,

    mayoral committee member for transport,

    roads and stormwater.

According toHerron, Sanral has thus far

refused to share information relating to

the cost of the tollroads, the magnitude of

the toll fees and impact on road users with

    the city.

The city does not want a similar situa-

tion to arise here that arose in Gauteng,

that the toll roadwas built before residents

had a full understanding of the fees and

    cost implications, he said.

    The abovementioned court application

to review the decisions of Sanral and the

    ministers of transport and environment,

which will make the toll roads possible,

was made to the Western Cape High Court

    in March last year.

This review has not yet been concluded

and the city believes that Sanrals decision

to go ahead with this project before the

court has decided to the review applica-

tion, undermines the right of the city and

its people to have the court determine the

lawfulness of the project before it com-

    mences.

The City of Cape Town has made every

reasonable effort to resolve the dispute re-

garding the tolling of the N1 and N2 into

    Cape Town through the inter-governmen-

tal dispute process. We believe the deci-

sions which authorise the tolling of the N1

and N2 are unlawful, unreasonable and

    procedurally unfair, said Herron.

In its notice to the city on 6 March, San-

ral indicated its intention to conclude a

    concession contractwith the preferredbid-

der the Protea Parkways Consortium or

if necessary the reserve bidder, at an un-

specified time after 20 April 2013.

Sanral has also notified the city that it

    intends commencing with construction

work, but it refuses to tell the city what

work it plans to do or when it will do it.

The city will therefore seek to have its

    interdict application heard urgently.

Sanral has not been forthcoming with

how much this project would cost the resi-

dents of Cape Town and going ahead with-

out this information is unfair on the resi-

dents of Cape Town and our local econo-

    my, said Herron.

In turn Sanral, on Friday stated that it

never said it intends to start with the

project or to conclude the concession con-

tract on the 20 April 2013.

Sanral, through its lawyers, did send a

letter to the city on 6 March 2013 notifying

it of its intention to take steps to advance

or implement the N1/N2 Toll Highway

    Project, a statement read.

According to Sanral, Only after the ap-

pointment of a concessionaire, and once

funding has been secured, can the neces-

sary works under the project be carried

out...Sanral is thus not in a position to con-

    clude a concession contract... Statements

(from the city) in this regard are mischie-

vous and intended to influence public opin-

    ion in a particular direction.

Wont stop helping others despite cancer

Lucy Greenwood continues to serve the

community despite her own fight against

    cancer. PHOTO: LEON STEENKAMP

    LEON STEENKAMP

ucy doesnt mind not having breasts so

much, but it iswalking aroundbald that

    really irritates her.

Lucy Greenwood who lives in Edgemead

was first diagnosed with breast cancer in

    2006.

I received the news just before the Easter

weekend and that following week my left

breast was removed, says the outgoing 43-

    year-old.

At that time she was working as a driver.

    When shewent back toworkher employer

gave her the option of taking an office job

    instead, which she did.

I hated it. It was very precise and admin-

istrative. I wasnt allowed to motivate and

encourage the people aroundme. I wasnt al-

lowed to be what God made me to be, she

    says.

    Field worker

It was this need to be of help to others that

saw her get involved as a volunteer during

the xenophobic incidents in Du Noon.

Today she works as a full-time field work-

er for Salt, a non-profit organisation that

helpswith thevast needs of the local commu-

nities of Table View, Milnerton, Du Noon

    and Joe Slovo settlements.

Salt currently supplies 900 food parcels

every month to a number of projects and

clinics which include the Keep a child in

School project, Child Welfare, TLC (helping

street children) and other community based

    charity projects.

I am on the road a lot, and network be-

tween clinics and people who need help. Im

really all over the place, Lucy says.

In a community of 60 000 there are many

people who are taking strain. They can go

to the clinic but their needs are not necessar-

ily being met. I try to find those people and

    help them, she elaborates.

    Service

And sometimes it is not a big thing they

    need.

As is the case with so much in life, it is

a matter of perception and context. What

might not be something big for Lucy,

could make her a miracle worker in the

    eyes of those she helps.

It is Lucys kind heart to continuously be

of service to others, that has prompted Col-

leen Pietersen (founder of TLC), to start an

initiative to help Lucy, after her cancer re-

    turned last year.

    She received chemotherapy yesterday

but here she is, ready to go to work today,

Colleen says, pointing to her dear friend

whose right breast has also now been re-

    moved.

I have known many people with cancer

but Lucy has really touched my heart. She

is such a humble sweetie-pie. She always

gives of herself in helping others.

God has placed it onmy heart to do some-

thing for this woman who has impacted the

community so much and I want her to live

the lifestyle that God wants for her. She

shouldnt have to shoulder the financial bur-

den of the terrible sickness alone, Colleen

    says.

    Following her second mastectomy, Lucy

also had to have her gall bladder removed.

The port inserted into her chest to facilitate

the easier administering of the chemothera-

py saw her developing a blood clot as well.

The end of last year was rough, with all

this happening in a short space of time, Lu-

cy says, sittingwith a green Ireland baseball

cap to cover her hairless scalp.

When asked to elaborate on her practical

and financial needs, the tears start flowing.

It is because the attention is on me, Im

not used to it, she explains in an emotional

response as she dabs at her cheek with a

    cheerful Mickey Mouse napkin Colleen

    handed her.

VAnyone would like to help Lucy can con-

    tact Colleen (083 658 4032) or Lucy

    Very longwalk for the animals

    Terrence Olivier and

    Jimmy Collins, SAs

    own Rainbow

    Warriors, walked the

    walk.

    PHOTOS: DESIRE RORKE

    DESIRE RORKE

Not once onour long journeydidwe come

across an aggressive animal. Weve fallen

    into swamps, crawled through boomslang

infested forests, walked through game re-

serves and over farmlands and never did

one animal harm us or did we feel threat-

ened by them. I wish the same could be

said about the people we encountered

along the way, says Terrence Olivier.

    Terrence (53) from Amanzimtoti and

    Jimmy Collins, his 70-year-old walking

    buddy from Johannesburg, arrived in

Cape Town last Wednesday after a gruel-

ling 2 000 km walk from Amanzimtoti, to

raise funds for several animal charities

across the country. Together they are

known as the RainbowWarriors and liter-

allywent a longway to raise awareness for

    this cause.

One of the 24 charities they supported is

the Cape Town based Uitsig Animal Res-

cue Centre in Fisantekraal, with whom

they met at a fundraising event on Thurs-

    day.

The event, a scrumptious high-tea was

hosted by Zomerlust Guest House in Paarl

and attended by the centres volunteers,

supporters and members of the communi-

    ty.

The two intrepid warriors started their

70-day journey in January when Terrence

came to realise the urgency of the plight

    of animal charities.

Every day I hear of charities asking for

financial help and the idea came to me to

do this long walk. It would afford me the

opportunity to raise funds and spread the

    message, he says.

At that that stage Jimmy, a family friend

came down from Johannesburg for a visit

and decided to take up the challenge with

    Terrence.

The two of them travelled through 70

towns and walked between 25 and 35 kilo-

    metres a day, every day.

Many days I got up and thought that I

wasnt going to make it and had to push

myself, mentally and physically to get up

and walk on, says Jimmywhile he shows

off his walking shoes that had to be re-

    treaded twice along the way.

One of the core ideologies of themessage

the warriors spread with their journey, is

a simple one: cruelty against domestic ani-

mals can be prevented by education and

    sterilisation.

    Uitsig Animal Rescue Centre, currently

has 500 animals living on their farm. Of

these 300 dogs, 100 cats, chickens and hors-

es, most have been abandoned our found

stray and neglected in townships in and

    around Cape Town.

We try to find homes for these animals

but many of them will not be adopted and

staywith us until they die, aswe by princi-

ple do not euthanise animals, says Denay

    Saunders of the rescue centre.

In one township we did a survey which

showed that only three out of 189 of the

    dogs living there was sterilised.

    EarthHour

    loses sparkle

    in the dark

Those of us who honoured Earth Hour

Saturday night by switching off our

lights, may have found that it was

probably one of the longest hours this

    year.

Uniting people to protect the planet

seemed to lose its glamour after about

    half an hour.

One is not equipped for a power outage

any more, even when created by your

own free will. After about 15 minutes, the

romantic atmosphere created by all the

candles in the house started to wear off.

Then the urge for coffee kicks in, oh

yes, but we cant put the kettle on. And

the small gas stove used during the last

season of load shedding, is packed away

    somewhere where one would definitely

not find it in the dark. Especially not

with the torch batteries that have run

    down for no reason.

Sooo what shall we do then? Watch a

bit of TV? Or not. That also operates on

electricity, remember? Half an hour to go.

What do people who can only rely on

candle or paraffin lamp power? Play

cards? (Where did we put those again?)

They probably just sit down and chat.

Do families still have simple conversa-

tions or does it interfere with their TV or

cellphone time. Now 20 minutes to go

20 minutes to ponder on the real value of

electricity, our dependence on it and

also what it took away from us. Weve

given too much power away, it seems,

and that does humankind no good, never

    mind the planet.

    Wees sterk en hou

    goeie moed! Ja,

    vertrou op die

    Here!

    If people bothered to take

    analytical notice, one will find

    trolley transporters do not

stand and beg or become a

    nuisance at your doorstep. All

    they are doing is desperately

trying in another way like me

and you to make a living with

    the end survival strategy to

    put food on the table.

    The latest complaint now is

    these trolleys transporters are

an obstacle in the road and

    therefore should be banned

    from our highways and by-

    ways.

    Even better, the trolleys are

    used to transport stolen

    property and therefore another

    justification call to ban the

    trolleys from the neighbour-

    hood.

If that is the case, then we

have to ban all modes of

    transport as criminals may get

    away.

    The other issue is the

    ownership of that trolley.

    If a company can positively

    identify particular trolleys due

    to a proper identification

process then by all means let

    the wheels of justice turn.

I appeal to people to donate

    trolleys to justified, identified

    users in our never-ending

    quest for employment, where

    the donated trolley is properly

    registered, marked and num-

    bered to an identified user

    with a code of conduct.

God is wreed en gevoelloos, is

    wanneer ek sien die eienaars

    wat Hy honde gee.

    Hierdie twee aanhalings hoor

ek male sonder tal in my kop

elke dag wanneer ek so rond-

    Nie iets soos slegte

    honde, net eienaars

om my kyk en sien hoe mense

    hul honde behandel, eintlik

    mishandel. Onthou, om n

hond af te skeep en te verwaar-

    loos, is ook mishandeling. En

dan onthou ek goed wat iemand

van die DBV eendag aan my

ges het: Maklik 90% van die

    sogenaamde hondeliefhebbers

    moet nooit naby n hond

    toegelaat word nie!

    Die tragiese waarheid is dat

    die oorweldigende meerderheid

    mense honde aanhou om

    selfsugtige redes, om hul

    onvoldoende persoonlikhede aan

te vul, en nooit die moeite doen

om vas te stel wat die betrokke

ras se behoeftes ten opsigte van

    oefening, dissipline, aandag en

voeding is nie. Sien, die arme

dier moet mos van meet af

    geneties geprogrammeer wees

om die perfekte hond te wees.

    Ons word so dikwels warm

    onder die kraag wanneer die

    bure se honde aanhoudend blaf

vir hul eie skaduwees, en dan

    kom die een moordgedagte na

die ander in mens se kop op.

En eintlik is dit nie die arme

honde se skuld nie. Hulle blaf

    tien teen een omdat hulle

    gefrustreerd en neuroties is

    omdat hulle nie genoeg oefening

    en dissipline kry nie. Kortom,

    dis hul slegte, selfsugtige en

    onverantwoordelike eienaars

wat voor stok gekry moet word!

    WARE HONDELIEFHEBBER

    Much has been written and

    reported in this newspaper and

    other news media regarding

    motorists who disobey stop

signs and red traffic lights and

I share the sentiment of the

    writer of last weeks article.

(Please stop your car at the

    stop signs, Tygerburger, 20

    March.)

The City of Cape Town has a

plan in place to recruit more

    traffic inspectors for the

northern suburbs, but this is a

    long way off.

It may be time that we who

    are concerned and who obey

    Makedatabase of

    their registrations

For the past few weeks we have

    been receiving calls on both

    our landlines asking us to

    check out our computer man-

    agement.

    Your computer sends out

error reports and we are calling

from Microsoft to clear out the

    error reports. They then ask

    for remote access to your

    computer! Alarm bells? Yes!

    Naturally we declined and

    asked for contact details. They

    gave us this number

    0017602831718. So whilst my

    husband was chatting to

    Microsoft I called from the

other line and the phone was

    answered. Possibly enough to

    reassure the less stressed.

    However, its a bogus call

    centre that answers as Micro-

    soft (apparently they change the

number and are thus hard to

    trace).

    We called Microsoft and they

    said that categorically they

    would never call you.

    Apparently they put a reader

    on your computer allowing

    them access to your passwords.

    Whats worrying is that they

    are very convincing.

    However, being security

    conscious, as our family is,

    whenever we have questioned

    them, they simply hang up.

    They specifically asked for

Mrs Miles, so they are working

off a database. They are defi-

nitely targeting this area and it

would be good for people to be

    aware.

    In fourth overall position, Helena-

    Helena-Michelle and the other winners

of the Nedbank, Western Cape Provincial

Treasury and the Western Cape Depart-

    Competition were announced last week-

    end.

Held since 2008, the awards strive to de-

velop the next generation of mathemati-

    cians, accountants, economists and busi-

    ness decision-makers in the Western

Cape, says Alan Winde, minister of fi-

    nance, economic development and tourism

    in the Western Cape.

The competition was opened in July last

year to Grade 11 learners taking econom-

ics, mathematics or accounting as subjects

from all of the 213 secondary schools in the

    Western Cape.

Entrants were required to answer the

following question in an essay of a mini-

    mum of 2 200 words:

    Global economic growth slowed down

during 2011, marked by a slower growth in

    both developed and emerging markets.

Global growth is expected to moderate fur-

ther over the short termowing to the conta-

gion risk for the Eurozone emanating from

the Greece sovereign debt challenge. Al-

though the growth prospects in the West-

ern Cape economy are positive there are

still a number of socio-economic challeng-

es that need to be addressed.

    Targeted government interventions and in-

vestment in respect of improving education

outcomes of the labour force, skills develop-

ment and increasing wellness amongst the

population are expected to support long term

and sustainable growth, which in turn will

add in reducing unemployment and alleviate

    poverty.

According to Winde, the 2012 competition

    elicited great participation from learners,

    teachers and curriculum advisors.

    Iwant to encourageall learnerswhohave

a talent and interest in maths, accounting

and economics to enter this competition

    Register

    your lands

    boreholes

    The city is

    encouraged by the

    response to

    boreholes and

    well-point regis-

    tration drive. The

    city appeals to

    those with

    boreholes or

    well-points on

    their properties to

    register or

    re-register on its

    database, in the

    spirit of Water

    Month.

    The information

    obtained during

    the borehole/well-

    point registration

    process is re-

    quired for statisti-

    There has been

    trations across

    the city espe-

    cially during

    March this year,

    point sign which

    must be promi-

    nently displayed

    on the boundary

    of the premises,

    upon registration.

    The effective

    use of boreholes

    and well-points

    for non-drinking

    purposes, such as

    irrigating gar-

    dens, reduces the

    demand on

    drinking water

    from the citys

    water mains, and

    is therefore

    encouraged.

    We would like

    to appeal to those

    who have these

    water resource

    applications on

    their premises to

    please register

    them with the

    citys water and
