Dié skool - die enigste hoërskool in die dorp - het sedert einde verlede jaar ’n ernstige tekort aan onderwy- sers en eis nou dat die provinsiale onderwysdepartement dringend by- komende onderwysers aanstel. Die skool moes in 2011 weens ’n rasiona- liseringsproses vyf van die 14 onder- wysers afdank. Dié optog volg na ouers Dinsdag die skool se deure uit protes gesluit het. Volgens die hoof van Hoërskool Patensie, Gregory Prince, is die skool se situasie benard. “Ons moes einde verlede jaar vyf onderwysers aan herontplooiing afstaan, maar nou sit ons self weer met ’n tekort van vier onderwysers.” Die nagenoeg 300 leerders by die skool word álmal negatief geraak, met onderwysers wat vir vakke soos Afrikaans, Kuns- en kultuur, Tegno- logie en Lewensoriëntering kort. Volgens Prince is daar nou nood- gedwonge periodes waartydens leer- ders geen onderrig ontvang nie. “Dit skep ’n groot probleem, want dié leer- ders het nou geen ander keuse as om buite rond te dwaal tot en met wan- neer daar weer ’n onderwyser vir hulle beskikbaar is nie.” Prince het gesê hy is moeg gespook en gesoebat by die departement. Behalwe vir dié leerareas, is daar ook geen bevoegde onderwysers vir Wiskunde, Fisiese Wetenskap en Rekeningkunde nie. “Ons is eintlik geregtig op groei- poste, maar daarvan kom net niks nie.” Volgens munisipale woordvoerder, Mfundo Sobele wat gedurende die op- tog by die skool vasgekeer was, moet daar in ag geneem word dat Afrikaans een van die noodsaaklike vakke vir leerders is om matriek te slaag. “Die vermindering van onderwy- sers het reeds ’n baie negatiewe effek op die leerders gehad. In 2011 was die matriekslaagsyfer van die skool ’n skrale 40%, in vergelyking met die slaagsyfer van 83% in 2010. “Nog ’n groot probleem is dat die hoërskool op die grond van die Laer- skool Patensie geleë is. Die munisi- paliteit het reeds ablusie-fasiliteite vir die leerders opgerig, maar die onderwysers moet nog steeds van die fasiliteite by die laerskool gebruik maak. “Ouers en leerders van die hoër- skool het ook die deure van die laer- skool gesluit. THE Kouga Municipality could facean investigation of financial miscon-duct if the allegation of non-paymentof pension fund contributions provesto be true.

DA Councillor Ben Rheederpressed charges at the Port ElizabethCommercial Crime Unit on Mondayagainst officials of Kouga Municipali-ty for the alleged non-payment of em-ployees pension fund contributions tothe municipality’s provident fundand two pension funds.

These two pension funds are CapeJoint Pension Fund and the Cape Re-tirement Fund.

It is alleged that the municipalityowes substantial amounts to thesefunds.

An officer at the Commercial CrimeUnit confirmed that such a complaintwas lodge and that it will be investi-gated before a decision on prosecu-tion will be made.

“The gravity of the outstandingamount, believed to be well in excessof R6 million, has been hidden fromthe finance portfolio committee aswell as from the Kouga Council. ThePrevention and Combating of CorruptActivities Act prescribes that if onedoes not disclose such serious activi-ties, one could be considered an ac-

complice in such a case,” said DA MP,Elza van Lingen.

“Rheeder, who has been a trusteesince 2000 of the EC108 ProvidentFund for the employees from Hu-mansdorp and St Francis Bay, first

noticed the irregularities of pensioncontributions being deducted, but notpaid over to the fund in May 2011.Since then he has had a continuousbattle to get Kouga to pay on time.When these contributions are not be-ing made within the seven days after

the prescribed period the member orworker loses out on the interest of thesize of his retirement or pension fund.Furthermore, employees can also loseout on benefits such a disability andnormal group insurance.

“There is a very good chance thatdisability claims could be rejected ifmunicipalities like Kouga are in ar-rears with pension fund contribu-tions. The DA will leave no stone un-turned to protect the rights of theworkers.”

According to municipal spokesper-son, Mfundo Sobele, the municipalitywishes to reserve comment until theyhave received official confirmation ofthe charges and have had a chance tostudy them.

In February this year, when theKouga Express inquired about the al-leged non-payment of pension fundcontributions, Sobele said: “Some-times there are delays in payment dueto the difficult financial situation wefind ourselves in. These delays, how-ever, never go beyond a month andare settled before deadline, with ar-rangements made between ourselvesand the fund.

“The outstanding payment is R2,1million for January which is a stand-ard amount that we pay monthly. Thisamount should be settled by the endof the week. About 350 of our employ-ees belong to the Cape Joint fund.”

As die sentrum eers voltooi is, be-hoort dit ook ’n groot toeriste-trek-pleister te wees wat op sy beurt weer’n goeie ekonomiese inspuiting virHankey sal beteken, het sy bygevoeg.

Oor kritiek dat daar wel R168 mil-joen beskikbaar is vir ’n “sosiaal-po-litieke” museum-sentrum terwyl dieSaartjie Baartman-sentrum vir moe-

ders en kinders in Kaapstad weensgestaakte Lotto-finansiering moetsluit, het Randall só geantwoord:

Sentrum in Hankey sal werk help skep

THE doors of the Jeffreys Bay Tou-rism Office will not be closed as it wasfeared at the end of April.

According to Amy-Ellen Vermeulenfrom the Jeffreys Bay Tourism Office,Jeffreys Bay welcomes thousands ofinternational and local tourists on adaily basis and it is therefore crucialto have a tourist information centre asit is the life breath of the town.

Although the Office is in dire finan-cial straits, the new board of direc-

tors - as elected on Friday, May 3 - arecommitted to change the face of tou-rism in Jeffreys Bay. Locals and tou-rists alike can look forward to a newlook and feel.

“It is our vision to provide the bestservice and to keep everyone in-formed, as well as to market JeffreysBay as a leading tourist destination inSouth Africa and to earn back a posi-tive attitude,” said Vermeulen.

To achieve this the Tourism Officewill undergo major renovations, notonly changing the look and

feel of the town but also uplifting thespirit of the community and the mem-bers of the Tourism Office.

“A new logo has been designed andthe website will have a make-over. Withthe make-over, the website promises tobe more interactive and a new bookingsystem will be implemented to provideaccommodations with instant bookingsto drive more business to all our accom-modation providers, activity providers,restaurants and local businesses. Re-structured office hours promise to have

the Jeffreys Bay Tou-rism Office open overweekends and publicholidays,” said Ver-meulen.

Dit is een van die vele borsspeldewaarmee Marion Venter, oud eersteklas sersant majoor by die lugmag,soos ’n trotse dame uit die 1920spronk - sy het immers ’n borsspeldvir elke dag en elke pakkie.

Vir die 74-jarige Marion vanHankey het die aankoop en versame-ling van borsspelde eers as ’n stok-perdjie begin, en deesdae verwondersy haarself oor die wye verskeiden-heid van dié juwele in haar besit.

Uitgesprei oor die kombuistafel isborsspelde van hout, leer, been,papier, mache, materiaal en skulp,handgemaaktes, kosbaar en ‘kitsch’,en elkeen het ’n storie.

En dié borsspelde kom van regoordie wêreld: Holland, Singapore, Skot-land, Taiwan, Amerika, Romenia,Rusland en Egipte om maar ’n paarte noem. Daar is skoenlappes, horlo-sies, cameo’s, ’n skerpioen, honde,dolfyne, ’n pou, strikkies, skulpe, ’neendjie, ’n haaspoot, ’n trossiedruiwe, ’n bossie blomme, ’n kange-

roe en nog vele meer. Kos-bare skatte geskenk deur fam-ilie, vriende, en ‘afvlerk-ge-meente lede’ oor wie sy haardeur die jare ontferm het. Daaris selfs ’n paar borsspelde vandankbare kinders, wie in haarhuis en arms ’n liefdevolle tuistegevind het.

Die borsspeld-gogga het Marion55 jaar gelede gebyt en sedertdienwas sy nog nooit sonder ’n borsspeldnie.

“Ek het my eerste borsspeld by mytannie, wat ook Marion was, gekrytoe ek 19 jaar oud was. Sy het vir mygesê ek betree nou die groot-menswêreld en dat ’n borsspeld my‘kenteken’ is. Sedert daardie dag hetdaar nog nie ’n enkele dag verby ge-

gaan wat ek nie ’n borsspeld aange-had het nie,” het Marion vertel.

“My tannie was nooit sonder haarkrale of ’n borsspeld nie, en ek is nouweer nooit sonder oorbelle of ’nborsspeld nie. Ek kan nie in dieoggend uit my kamer uitstap sonder’n borsspeld nie, dit is soos om opstraat sonder onderklere te verskyn.

“Ek het nou so baie borsspelde -oor die 200 - dat ek nie twee dae namekaar dieselfde borsspeld hoef tedra nie.”

’n Laggende Marion vertel dat syop ’n stadium net 190 borsspelde ge-had het, maar toe sy hoor datMadeleine Albright - voormalige am-bassadeur na die Verenigde Nasies(VN) en later ook minister van buite-landse sake onder pres. Bill Clinton- 200 borsspelde het, daar in alle ywergewoeker is om haar versameling uitte brei. “Ek kan mos nie toelaat datsy meer borsspelde as ek het nie.”

Uitgestal op wit handdoeke, vertelsy kleurvol hoe sommiges in haar be-sit gekom het.

Die borsspeld wat eerste die oogvang, is ’n kloutjie vasgevang met’n helder pers steen.

“Eintlik is dit nie ’n kloutjienie, maar ’nhaaspootjiewaarvan aldie

“Ek het dié borsspeld by my dog-ter, wat dit opgetel het, gekry. Sy hetdie hele Pretoria platgeloop opsoekna oorbelle wat daarby pas, maarkon niks kry nie. ’n Rukkie later hetek vir my seun in Pietersburg gaankuier, en groot was my verbasing toehy my bederf met ’n stel oorbelle watperfek by die borsspeld pas. Hy kontoe nou weer nie ’n borsspeld kry watby die oorbelle pas nie.”

Dan is daar ook die ligblouborsspeld wat sy saam met haar spe-siale blou-pakkie dra, die handge-maakte ruiker van krale wat sy by ’nvriendin gekry het en die skotse dis-sel-borsspeld wat haar aan haarherkoms herinner.

Volgens Marion was haar oorledepa net so lief vir ’n mooi borsspeld.“Hy het dit nou wel nie self gedra nie,maar hy het altyd ’n borsspeld as ’nverjaarsdag- of kersgeskenk gegee.”

Is daar enige borsspeld waarvanMarion nie hou nie? “Nie eintlik nie.Hoewel ek ’n voorliefde vir ’n ligteborsspeld het, hou ek van enigeborsspeld solank dit net nie te swaaris nie.”

Meer as 200 borsspelde later, ver-samel Marion nog steeds dié klein-nood wat haar soveel plesier ver-skaf. KOUGA Municipality is gearing up to train lo-cal young people who would like to become life-savers.

The training programme is an initiative ofthe municipality’s lifesavers at Dolphin Beachand will start in June.

Two of Kouga’s lifesavers, Zweli Mafuta andBruce Macomas, are qualified examiners forLifesaving South Africa.

They will test participants at the end of thetraining. Those who pass the exam will receivea Swimming Proficiency Award (SPA) which isa world-wide recognised lifesaving qualification.

A lifesaving club, the Jeffreys Bay LifesavingClub, has alreadybeenestablished inpreparationfor the training, open to anyone aged 16 to 30.

While participants should ideally be fit, youdon’t need to be able to swim to enrol. Swim-ming lessons, from novice to advanced, will bepart of the training routine.

Registration is free. Those interested can con-tact Zweli at 0 073 872 9943 or Bruce at 0 078 6079206. Alternatively, visit them at the lifesavers’kiosk at the play area at Dolphin Beach, JeffreysBay. The kiosk is open from 9am to 5pm, Mon-days to Fridays, and from 9am to 1pm, Saturdays.

Onderwys verwag om binne dievolgende twee maande die ten-der vir die bou van die skool teadverteer.

Daar word beoog dat dié hoër-skool, wat teen ’n koste van R150-miljoen gebou gaan word, in Junie2014 sal oopmaak. R25-miljoen van

die totale bedrag is vir die huidigefinansiële jaar begroot.

Volgens munisipale woordvoer-der, Laura-Leigh Randall, wil dieDepartement van Onderwys op dielaaste in September die jaar metkonstruksie begin.

“Volgens die ROD (Record of De-cision) wat Omgewingsake in diederde week van April uitgereik het,moet daar aan drie vereistesvoldoen word voor daar met kon-struksie kan begin. Eerstens moetdie Departement van Onderwysaansoek doen vir ’n watergebruik-lisensie omdat daar ’n klein

mensgemaakte vlei op die landgeoormerk vir die skool, is. Dit salna verwagting ongeveer ses wekeneem om die lisensie te kry,” hetRandall gesê.

“Tweedens moet moet al die in-heemse plante uitgehaal en her-plant word. Die Departement vanOnderwys sou graad die plante watuitgehaal word, op die perseel her-plant, maar ’n finale besluit is nognie geneem nie. Laastens moet dieperseel gefynkam word vir fauna,veral vir klein diertjies soos skil-paaie, en moet hulle hervestigword.

“Die Departement van Onderwyshet reeds ’n omgewingspesialis aan-gestel om die drie vereistes te han-teer.”

Aldus Randall finaliseer die De-partement van Onderwys en diemunisipaliteit tans wat nodig is virdie verskaffing van dienste aan dieskool - water-, elektrisiteit, en ri-oolinfrastruktuur. “Reëlings ra-kende die toegangspad, stormwateren die moontlike verbetering vandie aangrensende padinfrastruk-tuur om die verhoogde verkeers-vloei te akkommodeer, word ook ge-fina-liseer.”

Dié skool sal ’n tegnieseskool wees met ’n koshuis, skool-saal en sportgronde..Global Leadership Academy(GLA) is tans die enigste hoërskoolop Jeffreysbaai. Kouga Municipality – Per-formance failure

The Executive Committee of the St FrancisBay Residents Association writes: The StFrancis Bay Residents Association is writingthis open letter to Mayor Koerat and MunicipalManager Mr S. Fadi to highlight the frustra-tions that we are facing in communicating withyou. Mayor Koerat, on taking office in June2011 you appealed to us to give you 100 days toaddress our issues and concerns. Over 300 dayshave now passed and we are still waiting foryour promised action.

At our last meeting (22 February) you in-structed us in future to address all our issuesto the Municipal Manager, Mr Fadi. Mr Fadi,at the first meeting we held with you on March14 you gave a verbal commitment to respond toour tabled issues within two weeks. We are nowin the 11th week since that meeting and nothinghas happened.

The Residents Association is concerned thatKouga Municipality is not living up to its com-mitment to follow a policy of transparency, ac-countability and improved service delivery. Inour correspondence and meetings with you wehave repeatedly said that we are willing to as-sist Council in the efficient running of St Fran-cis Bay. We also advised that we are an apoliti-cal association solely concerned with the well-being of all those who reside within the GreaterSt Francis Bay. It is interesting to note that atthe recent Federation of Kouga Ratepayers &Residents Associations (FEKRRA) meetingwith you, Mr Mayor, which we attended, thepoor standard of performance on the part ofKouga Municipality dominated the discussion.

The situation has become untenable. Accor-dingly, we urge you, once again, to accept ourgenuine offer of constructive co-operation sothat together we can seek out and implement so-lutions to the many grave problems that face themunicipal administration and the community.

gel skryf: Geen wonder Motorsport SA het hulWesbank-tak te Johannesburg toegemaak nie,want ’n nuwe een het geopen, te Jeffreysbaai.

Uasplaaslike inwonerhoef nie ver te soeknie,want groot was my verbasing toe ek sien enigeryding, so lank dit wiele het, kan hier kom jaag!

Ek was stomgeslaan, en ook ‘bevooreg’ om ’ntoeskouer te wees (voor op my stoep). Oumense,vroumense, mansmense en kinders en velemeer ding mee aan die resies.

Jy moet net ’n paar reëls nakom as jy wil deel-neem. Die wegspring punt (daar is twee) enreëls is soos volg: ENIGE TYD VAN DIE DAG.

Die eerste wegspring is by die ruising van DrMike Heroldt en Wonderboomsingel, dan volgdie pad ’n slap draai (hier moet jy met tweewiele om die draai kom) anders word jy gedis-kwalifiseer. Nou moet jy die petrolpedaal plattrap tot en verby Eden Glen (nogal ’n aftreeoord) tot bo by die kruising van Wonder-boomsingel en Pride of Indie.

Hier word dit weer die wegspring punt vir dieterug kom slag, gee pad want oom en tannie ishaastig, twee wiele om die draai verkeerde raten as jou agterstewe ’n hout ratkas was, was diéal lankal vol splinters, Boet toets sy ratte en ref’s1ste, 2de met ’n lyf wat nie aan hom behoort (lankna middernag) en dit back fire so dat jy jou skoonlam skrik - “dit kan dalk geweerskote wees”

Mense wat hulle lewe lank alles opgeoffer het,en maar tevrede was om met die minste klaarte kom, moet nou in hulle bejaardheid weer vanvooraf sukkel. ’n Mens hoop werklik dat die De-partement van Maatskaplike ontwikkelingdringende aandag aan hierdie saak sal gee.

’n Mens wonder tog ook of die makelaar dalkskuldig voel oor hulle oneerlikheid. Het hulleal die moeite gedoen om vir die bejaarde kliënt,wat baie geld as gevolg van onderdagte beleg-gings verloor het, finansiëel by te staan?

Neem ons asselief in ag

Waarom kan mense nie insien dat dit nie regis om ongeskik en lelik te wees en ons self tevloek nie? Ja, ons sal ook daarvan hou om bydie huis te bly. Om skoon te maak, kos te maakof om sommer net niks te doen nie. Maar onsmoet eet en blyplek betaal.

Ons waardeer alles wat mense vir ons gee endoen. En ja, ons kla bymekaar, het al saam ge-huil, gebid en gelag. Ons is ook mense net soosjulle, ons wil ook graag by Checkers of waarookal instap en begin koop sonder om elke sentom te draai.

Net omdat mense geld het, maak dit nie vanhulle beter mense nie. Ek bak ook en as ek ver-voer van my eie gehad het, sou ek ook ’n beterlewe kon skep. Ons “suffer” maar “survive”. Soasseblief, moenie op ons neerkyk nie. Vra jou-self af, of jy die werk sou doen. Deur wind, koueen reën as jy nie geld gehad het nie.

WHENEVER people live in closeproximity to one another, it seemsthat possibilities for conflictabound. This week the PropertyPoser panel considers the conten-tious issue of neighbours over-stepping their boundaries.

A reader writes that her neigh-bour planted a hedge on her own sideof a shared boundary wall but that,over time, the hedge grew and cov-ered the whole wall, including thereader’s portion.

She says she did not have a pro-blem with this because the originalwall was quite low and the hedge ac-tually provided additional privacy.

Unfortunately, the neighbour re-cently decided to trim it down to wallheight on both sides.

The reader is unhappy that her por-tion has also been cut down and feelsthat her neighbour infringed on herproperty rights, as she clearly had to

lean over her wall to reach the hedge.She would like to know what her

rights are in this regard.This situation is slightly different

from the usual boundary issues, saysWanda Hayes from Huizemark Jef-freys Bay.

“Most neighbours complain aboutoverhanging branches encroachingon their properties and demand thatthey be cut down.”

Hayes says, as a landowner, youare entitled to enjoy, use, consume,convert, alter or destroy your pro-perty and what the land produces inany way you please within the limitsof national and local authority regu-lations.

“This is provided you do not inter-fere with the legal rights of others, in-cluding your neighbours’ rights to thesame enjoyment of their property.”

It is helpful to think of the bounda-ry between properties as the pointwhere your rights end and those of

your neighbour begin, says Hayes.“If branches of a tree growing on

an adjoining property overhangyour property, you may ask yourneighbour to saw them off and re-move them from your land.”

If your request is denied, you maysaw the branches off to the extentthat they overhang, although youmay not keep them unless yourneighbour refuses to collect them,says Herman Pieterse from Jan Vis-ser Attorneys in Jeffreys Bay.

“You may then recover from yourneighbour the reasonable expense ofremoving the branches.”

Alternatively, says Pieterse, youmay force your neighbour to removethe offending branches by obtainingan interdict, compelling him or herto do so.

“On the basis of the above princi-ples, it would appear that, in this in-stance, the neighbour may have hadthe right to remove branches and fo-

liage comprising the hedge, insofaras these originated on her side of thewall and encroached on the reader’sproperty.”

However, by doing so, the neigh-bour appears to have infringed on thereader’s property rights by trespass-ing in order to do so, says Pieterse.

“Our reader’s remedy may betricky as, from a civil law perspec-

tive, the damages must be proved andquantifying them could be difficult.”

A criminal charge of trespassingmay be possible but, says Pieterse,the reader should consider whetherpursuing this approach would bene-fit the already difficult relationshipbetween them.

Dié tyd het hom ’n derdeplek in die solo-afdeling waarin hydeelgeneem het, besorg en ’n 9de al-gehele plek. ’n Totaal van 89 kompe-terende fietsryers van regoor Suid-AFrika het dié uitmergelende nag-wedren aangepak.

“Saterdag na ek die wedren

voltooi het, was ek oortuig daarvandat ek nooit weer aan dié wedrensal deelneem nie, maar Sondag hetek geweet: volgende jaar is ek defni-tief terug,” het Kevin gesê.

“ Baie dankie aan al die plaaslikeryers wat my so goed ondersteun het-en aan JBay Cycles wat my fiets virdie wedren reggekry het. Ek wil ookbaie dankie sê aan Colin wat op diewaterpunte vir my gesorg het, metsulke onder-steuning isgeen afstandte ver nie.”
