After 1000 days of attending to the relationship between China and New Zealand, Chinese consul general Tan Xiutian said goodbye recently.

The fi rst consul general in Christchurch, Madam Tan, whose area of responsibility covered the South Island, hosted her farewell party at the Christian Cullen Lounge.

Guests were entertained with cultural performances and a presentation of photography and poetry created by Madam Tan’s husband Zhang Ji Chun, as well as a selection of fi ne food and wines.

Following her career which strengthened the interests of both countries, Madam Tan leaves, as her legacy, a well-established consulate in Canterbury.

Avonhead residents believe they have won a two-year battle with the city council, after get-ting backing from Gerry Brownlee, the Earth-quake Recovery Minister.

The Avonhead Community Group was formed two years ago to fight a land zoning proposal in the Land Use Recovery Plan.

The zoning change would allow industrial development on rural zoned Russley Rd prop-erties.

But Mr Brownlee took the residents’ side at a meeting of the group this month.

“Industrial is not an acceptable use. My per-sonal view is that there should not be any in-dustrial or commercial activity on that land,” he said.

“The mayor and I both disagree with council planners that it should be used for limited com-mercial and industrial.”

spokesman Mark Thomas said residents had been told by city council planners that the chang-es were “foregone conclusions” for the area, as the Land Use Recovery Plan had Canterbury Earthquake Recovery Authority behind it.

But Mr Brownlee told the group that the city council could make changes.

Mr Thomas said it was a wel-come reassurance.

“It very much helps to have the CERA minister clarify the real position and let us know he per-sonally shares the community’s concerns.”

The proposed zoning changes will still be looked at in the city council District Plan Review this year.

But Mr Thomas said the group had the backing of the majority

of the city councillors, so he did not believe the changes would be approved.

The sites marked in the plan for zoning changes were both on the east side of Russley Rd, op-posite the airport.

One of the sites was on the corner of Russley Rd and Memo-rial Ave. The other was a larger area between Russley Rd and Hawthornden Rd, from Avon-head Rd to Avonhead Park.

Both sites are bordered by resi-dential areas.

Mr Thomas said people in the area had already made several thousand submissions to the city council on the issue over the past two years.

He said that the group planned to make another submission to the city council as part of the District Plan Review process.

Submissions on proposed dis-trict plan close next month.

City councillor Jamie Gough has described a plan to form a bigger city council as “death by red tape and bureaucrats”.

Several city councillors would like to divide the city into smaller wards, and appoint extra city councillors to represent them.

They say it would improve democracy, and allow the city councillors to represent communi-ties more effectively.

The idea will be looked at in a city council representation review.

But Cr Gough said he was worried by the plan.

“A decade ago there were 24 councillors around the table, and I don’t know how they got anything done. So I think returning to that would be a terrible idea, an abomi-nation – it would be death by red tape and bureaucrats.

“Admittedly we’re the second largest city in the country and you do need representation, but it’s tough enough already with 14 of us around the table.”

He said the current model wasn’t broken, and he would like to see less councillors rather than

more if changes were made.But fellow councillor Glenn

Livingstone said there had been a feeling of “a lack of democracy” in communities since the earthquake, He believed smaller wards centred around communities would help.

He said he was open to expand-ing the city council to allow for more wards.

“I’m open to having a big-ger council too, not as big as the previous one but slightly bigger. You’ve got to think of the dynam-ics and management of it, but I think 20 councillors would be fine.”

Shirley-Papanui ward council-lor Ali Jones said she would need

more information before she made a stand on either side of the debate.

“Certainly before we do make any move on it I would want to do my own background research, and look at what works and what is done in other cities before I made my mind up. Although, of course, Christchurch is exceptional – that’s why we live here.”

All city councils need to review how their communities are repre-sented at least once every six years.

The review was postponed in 2011 due to the earthquakes, but must be completed by August next year.

Fendalton Rd trafficTraffic is expected to be a lot bus-ier on Fendalton Rd from next week, as the Kahu Rd bridge will be closed for repairs. More than 10,000 vehicles use the bridge each weekday, and most of those vehicles are expected to use Fen-dalton Rd during the closure. Bricks will need to be removed from the bridge and cracks in the structure repaired. The bridge will remain open to cyclists and pedestrians while work is under way.

Car park expansionA plan to expand the Jellie Park Recreation and Sports Centre car park will be discussed at a meet-ing at the Fendalton-Waimairi Community Board tonight. Cus-tomer numbers at the centre have nearly doubled over the past six years. Seven pin oak trees would need to be removed to allow for the extra car parking. About 70 extra car parks could be created if the plan is approved.

Artarama next monthThe Bishopdale Burnside Rotary Club will hold their next Artara-ma event next month. The event will open on Friday, October 10, and run over three days at St Andrew’s College. There will be prizes presented to artists and a charity art auction during the opening on Friday, with funds raised going towards Nurse Maude hospice and care. About $15,000 was raised through the last Artarama for the Canterbury Charity Hospital.

After years of service in their communities, 19 “older but ex-ceptional” Age Concern Canter-bury volunteers have been rec-ognised for their work.

They were presented with awards for their service at the Papanui RSA last Friday. This is what was said about the work of some of the local volunteers.Zoltan (Zoli) Somlyai – Maire-hau

Zoli has been a volunteer visitor for Age Concern Canterbury’s Accredited Visiting Service since 1999, with 15 year’s service and more than 448 visits made. He would contact his clients by phone between visits ensuring that they were well and if they needed anything. When his clients have been hospitalised he would visit them in hospital or rest homes. Not only does he visit Age Concern clients but you will find Zoli visiting members of the Hungarian community plus two Hungarian women who are in care. He was the foundation member of the Hungarian Club which he commenced in 1961 until they brought their own clubrooms in 1975. In 1994 he became a volunteer for Meals on Wheels with the YWCA, this was when they moved to Berwick St, and became the volunteer co-ordinator for the YWCA Meals on Wheels. Zoli has also been a volunteer forhis church for as long as he has been with Age Concern Canterbury.

Myra Barry QSM JP – Red-wood

Myra has been both a strong contributor to the parish of St Joseph’s in Papanui and a tireless worker in the local community and Canterbury for more than 40 years. She has visited the sick for more than 20 years and as-sisted with funerals and visit-ing grieving families. Myra and her late husband Kevin fostered children for a number of years. For 16 years they co-ordinated the ‘toy drive’, receiving toys, cleaning them and delivering them to families all over the city. Myra became an elected member of the Shirley-Papanui Community Board in 1998 and

was re-elected for another two terms serving nine years in total. While on the community board she participated in Children’s Day, cooking 8000 sausages at the Groynes; visiting Christmas homes (those which had decora-tive Christmas lights) and leav-ing letters of appreciation; Gar-den Pride Awards; and worked very closely with schools en-couraging the students with their edible gardens.Mary Blake – Mairehau

Mary has volunteered on reception at Age Concern Canterbury on a Monday afternoon for 17 years. She is our most senior reception volunteer and is a pleasure to

have on hand. She has also been involved with the Harlequin Players for many years, stage managing costumes and props. She comments that she’s a general dogsbody but has played the randmother in Charlie and the Chocolate Factory four times, was a foundation member in 1978 and is a current life member of the group. She is very much a vital member of the team. People like Mary are very hard to find.Kathleen Davies – Papanui

Kathleen has given 40 years of volunteer service to the community by working each week at the St Vincent de Paul shop in Langdons Rd, Papanui.

mile with his clients. Brian will also take on extra visits when other visitors were away, and is always willing to assist with the shopping and visiting clients who were in hospital or rest homes. He would attend the monthly AVS meetings. Over the years Brian would visit the office and share with the AVS staff what was happening with his clients as he liked to com-municate with Age Concern staff in person. Brian has been delivering Positive Ageing Expo pamphlets and posters to residents and rest homes in the St Albans and Papanui area for seven years.

A track for land yachts could be opened by Christmas in the Bex-ley Reserve, if plans are approved this week.

The business has been started by Ian Brown who has lived in South-shore and Sumner for 30 years.

He owns a Muffin Break fran-chise.

Mr Brown said he hoped the new venture would “bring a bit of fun” to the area.

“I’ve been thinking for a while I would like to do something a little bit different. We saw all that land out in Bexley just waiting for something to be done there, and we thought it would be something really positive for the area,” he said.

“There’s no shortage of wind out in Bexley, and I think it’ll be a good, positive step toward revitali-sation in the area.”

He put the idea to the city coun-cil in November 2011, and said the planning process had been a long one.

But he said both the city coun-cil and Environment Canterbury have been consulted through-out the planning process, and he hoped the paperwork could be

approved next month.Once approved, the track is ex-

pected to take about a month to build.

He plans to build a track for BloKarts, New Zealand designed wind-powered land yachts, and another track for electric drift karts.

The Burwood-Pegasus Com-munity Board will decide tonight whether to support his applica-tion for a five- year lease of

part of Bexley Reserve.The application will then go to

the city council for final approval.Mr Brown said he hoped to

provide cheaper sessions for schools in the area, and believed the karts would appeal to families.

“Our kids are 21 and 19, but they’ve sailed Blokarts since they were knee high. I have a relative who is in his 80s and also loves the Blokarts, so we know this will re-ally appeal to anyone.”

Angry volunteers have called thefts from the Riccarton Community Garden a “crime against the com-munity”.

They are upset that about 20 fruit and vegetable plants have been sto-len from the garden.

Volunteer Loretta Te Paa said the plants had been stolen system-atically over a number of nights last week.

“They’ve been disappearing gradually. I think they tried to do it strategically so we don’t notice, but we know.”

She said that the produce from the garden had been intended for the community to use, but the plants had been stolen before they could produce anything.

“We know that they will take the vegetables, but taking the plants is

just selfish. It’s a crime against the community.”

She said that the plants had been donated and tended all winter by volunteers, most of them over 70 years old.

“It has taken a long time going round getting the donations for all the plants, and we’ve been down there all winter just toiling away, through all those cold days. So this is heartbreaking.”

She said the thefts had been re-ported to the police, but she did not expect the plants to be recovered.

The garden had been operating for close to a year, and she believed it was the first time plants had been stolen from the garden.

The volunteers are looking for fruit, vegetable or flower seedlings to replace the stolen plants, and said they would welcome dona-tions.

Four years on from the Septem-ber earthquake, there are new residents moving in to the red zone.

Native pukeko, bellbird and kereru are just some of the birds making their homes in red zone areas, while there have been recent sightings of rare kooka-burra, ibis and bittern in the area.

There are no complaints from the new residents about the state of roads, housing or insur-ance, but local bird experts are concerned they may face bigger problems.

Graham Evans of the Christ-church Bird Club said predators, like feral cats, rats and possums, were also moving into the area.

“One of our concerns is that feral cats and rats could be a threat to the birds as they move in, and their numbers could in-crease just as quickly. Measures need to be looked at to keep those predators away from birds that are moving in, especially when they are vulnerable.”

He said that birds were particularly vulnerable when they were nesting in spring, or moulting in late summer.

“The concern is that if some-thing isn’t done there could be a lot of natives killed by these predators.”

Niall Mugan, founder of the

Birds of Christchurch bird-watching site, agreed.

He said if efforts weren’t made to preserve the habitat for the birds, they could disappear as quickly as they arrived.

“There have been birds seen in the red zone that hadn’t been seen for a long time. Birds are very quick to take up homes, but once the rebuild starts we are likely to lose them again.”

He said that similar things had been seen in other cities after disasters.

“I’ve been told about times after the war, when London was flattened, and some very rare birds came and nested in the rubble.”

He said most rare birds were endangered because of lack of

habitat, and believed setting aside space for a reserve could make a difference.

But he said that the first step towards creating a sanctuary would be identifying which birds were in the area.

The Avon-Otakaro Network, a group formed after the earthquake to look at issues around the river and red zone, has already developed plans for a bird sanctuary.

The group would like to build a pred-ator proof fence around the Travis Wetland and part of the Burwood red

zone, which would be open to the public and could include an education centre.

They estimate the cost of the project at about $7 million, with the fence alone priced at about $200,000 per kilometre.

The Canterbury Earthquake Recovery Authority recently released a report which recom-mended grassing the red zone and grazing sheep on it, as the cheapest way to maintain it.

But growing grass on the cleared red zone land has been costed at about $7.5 million, and concerns have been raised about dog attacks and rustling if sheep were grazed in the city.

The St Andrew’s College first 11 girls’ hockey team finished second at the Audrey Timlin Memorial tournament in Timaru.

Over the week, the girls defeated Trident High School 2-1, Marlborough Girls’ High School 4-1, Greymouth High School 3-0 and Lincoln High School 2-0.

The girls faced Waimea Col-lege in the semi-final winning 4-2 on strokes after a close 2-2 full-time score.

In the final against Columba College, the girls played a well-matched side, narrowly losing 3-2, but still securing their move into the top-tier Federation Cup tournament for next year.

The college’s senior A netball team came fifth at the South Island secondary schools championships in Invercargill, securing a spot in next month’s national tourna-ment in Palmerston North.

After wins throughout the week against Verdon College, James Hargest College 54-26, Lincoln High School 39-25, Christchurch Girls’ High School 38-22 and Wakatipu High School 35-21, the girls suffered a 34-19 loss to South

Otago High School, putting them in competition for fifth to eighth place.

After two convincing wins against Marlborough Girls’ High School and Cashmere High School the girls secured the last spot for the national tournament, a first for St An-drew’s College netball.

Defender Charlotte Elley and shooter Natalie Allen were named in the tourna-ment team after a week of outstanding performances.

Paparoa Street School’s Rippa Rugby team came second in the national tournament in Wellington last week, after competing against more than 20 teams from all over the country.

On Monday, they won three games and lost one, good enough to qualify for the top eight.

Then on Tuesday, they played Thames Valley in the quarter-finals, winning with a try in the final seconds, before overcoming Manawatu in their semi-final in extra time.

They faced tournament favourites Coun-ties Manukau in the final, but couldn’t get the win.

Paparoa girls’ captain Isabella Galvan was given an award for Small Blacks best and fairest girl of the tournament, and the team were lucky enough to meet some of their All Blacks heroes when they dropped in on Mon-day afternoon.

A week for gas. LPG to be more precise. There were two separate incidents that in-volved plenty of work for firefighters and other agencies.

The first, on Monday was just a short stroll from the Sockburn Fire Station at the Wigram Control Tower where a digger managed to fracture a gas supply line.

The incident took well over an hour and in-volved the evacuation of a lot of people in the area. This is a precautionary measure.

Any ignition source and the right mix can be catastrophic, as in Mangere in Auckland on Wednesday when some young folks huff-ing propane were smoking while doing so.

They were critically injured at the time of writing.

The second incident occurred on Wednesday afternoon in Basil Pl, Mt Pleas-ant, when a gas delivery truck left the road and crashed down the hill.

Three fire appliances, and a command unit responded to work with the gas com-pany to ensure no major escape of gas.

More arson in Peterborough St and River Rd earlier this week. These incidents die down and then rise up regularly.

They are a danger to anyone who may be dossing in the empty house targeted, they are a danger to the firefighters attending and they are even a danger to the arsonists themselves.

After 1000 days of attending to the relationship between China and New Zealand, Chinese consul general Tan Xiutian said goodbye recently.

The fi rst consul general in Christchurch, Madam Tan, whose area of responsibility covered the South Island, hosted her farewell party at the Christian Cullen Lounge.

Guests were entertained with cultural performances and a presentation of photography and poetry created by Madam Tan’s husband Zhang Ji Chun, as well as a selection of fi ne food and wines.

Following her career which strengthened the interests of both countries, Madam Tan leaves, as her legacy, a well-established consulate in Canterbury.

With the arrival of spring, the promise of warmer weather is just around the corner.

While some plants like it hot, many of us have plants in our gar-dens that require regular and effec-tive watering.

Plants, like people, need more water over the warmer months.

Moisture is lost through leaves, bark and roots in the soil.

Wind is one of the most moisture-sapping elements we have to deal with.

Symptoms of inadequate plant watering are poor plant perfor-mance, plant death, visible water run-off without penetrating the soil, and dry spots and increased levels of pest and disease.

Weak plants are easy targets for bugs and diseases.

Some soils through the summer get so dry, they actually repel water. When this occurs the soil can be described as hydrophobic.

Water your garden once every few days rather than applying a small amount every day.

By watering a little every day you encourage the plants roots to stay on the soil surface to find water.

By deep watering every few days you encourage the roots to go deep-er into the soil to seek moisture. This benefits the plant as its roots secure the plant further into the soil.

It is wasteful to apply water faster than the soil can soak it in. If you

add too much water too fast it will pond, run off and maybe even wash away the soil.

To prevent run-off, water for sev-eral short periods if you are having trouble getting the moisture into your soil.

Add organic matter like manures, pea straw and composts to your soil.

These help the soil hold onto more moisture and make it avail-able to the plants to take up through their roots.

Remember the golden rule – the more you feed your soil the more it will feed you.

Saturiad is a watering storing product that you will find at your garden centres. You simply add to your soil and it works almost by magic. (This is easier to say than

trying to explain the science behind it!) It enables dry soils to hold onto water and make it available to plants.

Plant groundcover plants in soil that is totally exposed to the air and sun. This exposed soil leeches out the most moisture.

Water early morning or evening, when winds have died down and temperatures are cooler. By doing this you will minimise the amount of water lost to evaporation.

Keeping the weeds down will reduce the number of plants com-peting for water in your garden.

Mulching is also one of the most cost-effective ways of helping con-serve moisture in the garden.

For maximum effect you need to apply about 10cm of organic matter to the soil surface.

Take care when you apply water

A simple kumara rosti

Ingredients1 Kumara1 tsp Salt1 tsp Coconut oil

DirectionsPeel and grate the kumara and mix through the salt. Cover and leave to sit for 15-20 minutes.

When ready to cook, take handfuls of the mixture and squeeze out as much liquid as you can (the more the better to prevent soggy rosti).

Place the squeezed kumara in another bowl and mix through a little pepper.

Heat some coconut oil in a frying pan to a medium heat. Form the kumara into flat rounds and fry until golden on both sides. You want your rosti cooked through, so ensure your pan is not too hot.

Season with salt to taste and top with a fried steak, fillet of fish or egg.

Stir-fried hokkien noodles with chilli prawns and lemongrassServes 4

Ingredients400g Hokkien noodles, fresh400g Prawns, raw, head and shells on1 Tbsp Vegetable oil, plus 1 Tbsp extra½ Tbsp Peanut oil200g Bean sprouts3 Shallots, finely sliced3 cloves Garlic, finely sliced1 Tbsp Lemongrass, minced1 Tbsp Lemongrass, minced (use the in-ner white part of the stalk)1 stalk Celery, finely sliced2 Red chillies, minced2 Tbsp Garlic chives, chopped1 Lemon, quartered to serve

DirectionsPut the noodles into a large bowl. Pour boiling water over then leave for 3 minutes. Drain in a colander.

Shell the prawns but reserve the heads and shells to make a stock. Devein the prawns.

Put the vegetable oil into a hot wok, then add the prawn heads and shells, toss until they turn red. Add 1 cup of water, bring to a boil then cover and simmer for 5 min-utes. Strain the stock and return to the wok.

Mushrooms in mustard sauceServes 4 This unusual salad or hors-d’oeuvre is easy to make and brings out the best in a mush-room. The longer you marinate them, the softer and juicier they become.

Ingredients3 Tbsp Dijon mustard1 clove Garlic, mashed with ½ tsp salt1 Tbsp White wine vinegar1 Lemon, freshly juiced3 Tbsp Extra virgin olive oil2 Tbsp Walnut oil500g Mushrooms, we used brown, white button, and portobello1 Lemon, freshly zested1 handful Chervil, or parsley leaves

DirectionsFor the sauce, to a screw top jar add dijon mustard, garlic, white wine vinegar, lemon juice, extra virgin olive oil, walnut oil and lots of freshly ground black pepper. Shake like mad to emulsify into a dressing.

To marinate, brush off any loose dirt from the mushrooms using your fingers, that’s what they’re for after all! Using a sharp knife, finely slice into a large mixing bowl. Pour the sauce over the mushrooms, toss well and leave to marinate for 1-3 hours.

To serve, toss through lemon zest and chervil (or parsley) leaves. Taste and season accordingly.

Moroccan fish

Ingredients1 Lemon, rind only, cut into thin strips2 cloves Crushed garlic1 tsp Sumac powder2 tsp Ground cumin½ tsp Crushed chilli, paste800g Canned tomatoes, 2 x cans, chopped Moroccan style4 pieces White-fleshed fish fillets, skinned and boned1 to serve Fresh coriander1 to serve Lemon, wedges2 Onions, peeled and finely chopped

DirectionsHeat oil in a large frying pan and add onion, garlic, lemon rind, sumac, cumin, crushed chilli paste and tomatoes.

Cook, stirring often, for 2 minutes.Cut fish into 6cm pieces. Add to tomato

mixture and cook over a medium heat until fish is cooked through.

Serve with couscous and garnish with coriander and lemon wedges.

Drop the shelled prawns into the sim-mering stock and leave until they just begin to change colour. Strain again and reserve the stock.

Heat the second measure of vegetable oil with the peanut oil in the wok. Fry the beansprouts, shallots, garlic, lemongrass and celery until soft and golden.

Add the remaining stock, noodles and prawns. Stir fry for two minutes then serve with plenty of garlic chives and chillies - of-fering lemon wedges on the side.
