THE newly appointed traffic law en-forcement head in the King Sabat-haDalindyebo (KSD)municipality,TsepoMachaea, ismakinghispres-ence felt in Mthatha.

As a result of his ap-pointment, streetswhere drivers used topark recklessly havealready been cleared,with incorrectly-parked vehicles towedaway and their ownershaving to pay largefines to the traffic de-partment to get themback.Machaea was pro-

vincial spokespersonfor the Eastern CapeDepartment of Trans-port for some years be-fore he tendered hisresignation towardsthe end of last year.Now he is facing a

huge mountain toclimb in trying to con-trol lawlessness on Mthatha’s roads.People here say that if you don’t have a dent

in your car you have not yet driven in theMthatha CBD.The town is notorious for reckless driving,

non-compliance, parking anywhere in theroad even if the vehicle blocks the traffic, ig-noring traffic signals and other illegal practic-es by car users.NeverthelessMachaea vowed that he would

curb allwrongpractices on the roads ofMthat-

ha and enforce the observance of the rules ofthe road at all times.“We need a free flow of traffic and safety on

our roads. We need to reinstate a sense of re-sponsibility and if people fail to comply, wewill force them to do so.”He said dealing with the non-wearing of

seatbelts and use of cellphones while drivingwere at the top of the agen-da in his mission to bringback compliance in Mthat-ha.“You will see people tex-

ting while they are drivingand we need that to stopimmediately.”He said they wanted to

clear the intersections attraffic lights and thosewhoenter them, even thoughthey see they cannot passthrough,were going to facethe music.“Keep the intersections

clear or else you are goingto face the consequences.”He said they were also

going to be keeping an eyeon drunken driving.“We are in talks with the

provincial Department ofTransport and the police on establishing a sys-tem to deal with the escalation of drunkendriving.“The issueof overloading isalsoon theagen-

da because we are concerned about vehiclestransporting schoolchildren being overload-ed. We will deal with it accordingly.“Bydoing these things I amnot aftermoney.

Mtirara, whowas the cousin of the late Nel-son Mandela.Mandela grew up in Mqhekezweni under

the guardianship of Chief Jongintaba Mtir-ara, who was Justice’s father.Justice and Nelson grew up together, but

later Chief Jongintaba organised a wife forhis son (ukuzekelwa).Nelson and Justice, avoiding Jongintaba

to organisewives for themselves, sold a cowin the nearest shop and left for Johannes-burg. But Justice came back home becauseof the difficulties he faced in Johannesburgand tied the knot with Nozolile. They hadsix children.Addressing the mourners, Chief Ngang-

omhlaba Matanzima, speaking on behalf ofAmadlomo elders, called for respect withinthe royal family and said people must stop

using the media to divulge internal mattersof Amadlomo.He said every member of the royal family

must ensure he or she maintained peace andunity among the family. The funeral was at-

A YOUNG man who pleaded guilty to raping a75-year-old woman was sentenced to 10 years’imprisonmentbytheTsomoRegionalCourt lastweek.Samkelo Tshayisa, 21, waylaid and raped the

elderly woman while she was going alone fromher locality to another one.

The incident happened onMay 24 last year atDudumashe locality in Ngqamakhwe.Police spokesperson Captain Jackson Ma-

THE Willlowvale police are investigatingthe alleged rape of an elderly woman atEsithawini location inWillowvale on Jan-uary 30.

Police spokesperson Captain JacksonManatha said the victim had been asleepwith her 10-year-old granddaughter on thenight of the incident.“The suspect, who is known to both the

victim and the granddaughter, kicked the

door open,” Manatha said.“He allegedly attacked the victim and

raped her. The victim cried loudly andthis caused the perpetrator to run away.”Manatha said police officers were ex-

pected to arrest the suspect very soon.Butterworth cluster commander Briga-

dier Stanley Sibidla condemned the be-haviour of men who continued abusingwomen.“The police will try by all means to ar-

MNQUMA Municipality mayor Baba Gan-jana has condemned individuals who hesays are trying to bring instability to theday-to-day operations of the institutionthrough unfounded allegations of corrup-tion and mismanagement.

Ganjana’s attack followed a recent threatby a group claiming to be members of theSouth African Communist Party (SACP) tomarch to the municipal offices to call forthe heads of Ganjana, municipal managerSindile Tantsi and speaker ZibutheMnqwazi, whom they accused of financialmismanagement and irregular expendi-ture.

Ganjana was speaking during an “en-gagement session” with stakeholders inthe municipality, who included oppositionpolitical parties, labour unions, business,the taxi industry, hawkers’ associations,sector departments and the banking sec-tor.

The session was held at the Belles Con-ference Centre.

He emphasised the municipality’s open-door policy and called on all citizens to ap-

proach the institution to scrutinise its fi-nancial books.

Ganjana also outlined the municipali-ty’s expenditure over the past two finan-cial years.

He insisted there was no corruption ormismanagement of funds in the munici-pality.

“We are here to draw the line,” he said.“At no stage are we going to allow anar-chists to bring instability to the munici-pality. We want stability here all the way.

“Our position is that any resident whohas proof of any wrongdoing against anyof our officials must approach law enforce-ment agencies and lay formal charges sothat an investigation can be instituted.”

The Ward 4 chairperson of the South Af-rican National Civics Organisation,Ntombentsha Mdingi, said they were con-cerned about illegal marches to demandthe removal of municipal leaders.

“We have heard that some of the peoplebehind these illegal marches are fromWard 4.

“We are the leaders there and we haveno knowledge of where they get their man-date. We don’t know where they comefrom,” Mdingi said.

“This is testimony to the popularity andsuccess of the Express brand of local newspa-pers, which has been a favourite read in peo-ple’shomessincethefirsteditionofPortEliz-abeth Express was published in November1983 – more than 32 years ago,” said BettieGiliomee,regionaleditorofEPMediaanded-itor of Queenstown Express.QueenstownExpresswill be distributed to

20 000 homes in Queenstown every Thurs-day.

The launch of the newspaper was cele-brated at a special function at the HeritageGuest House in Queenstown on Wednes-day,February3.Theeventwasattendedbykey roleplayers in the Queenstown com-munity.

Staff of the paper took to the town’s streetson the launch day to hand out newspapers.A cake cutting ceremony was held in the cen-tre of town and was attended by the town’sformer acting mayor and portfolio head ofthe technical services department, MzolisiGwantshu.

The newspaper has a staff of four, two re-porters and two advertising representatives,who are based at the newspaper’s offices inQueenstown. Production and printing of the

Queenstown Express is done in PortElizabeth.

EP Media is part of Media 24 and publishes7 local newspapers throughout the EasternCape. A total of 310 000 free copies of Expressnewspapers, i.e. Port Elizabeth Express, Ex-press Indaba, Kouga Express, UD News,Mthatha Express, Isolomzi Express andUvoLwethu Express, are distributed everyweek, door to door.

RURAL Development and Agrarian ReformMECMlibo Qoboshiyane was at Ludeke Pri-mary School in Libode recently as part of hisproject to enable schools to produce pupilswho consider a career in agriculture or ruraldevelopment.

Ludeke is one of several schools adoptedby theMECwith the aimof providing techni-cal support and the maintenance of schoolgardens.The department gave hundreds of seed-

lings for the school and other surroundingschools.Qoboshiyane said he wanted more in-

volvement in agriculture from young peopleand for the country to look at the EasternCape when it came to ploughing.“We want people to return to gardening.

We want to be able to produce our own milk,eggs to help with the schools feedingscheme.”Principal ThulaniGiqwa said hewas hum-

bled by the presence of the MEC at hisschool.He said the efforts by the MEC brought

hope and would inspire many children fromthe location - even the ones who had given

up on education.“These seedlings will assist us greatly. To

have our own garden will assist us in usingour nutrition funds for other things that theschool needs.“We don’t have much and we have to save

every bit we can to make our school better,”Giqwa said.The principal said most of the pupils in

the area were victims of social ills like un-employment.“Most kids here depend solely on grants

which happen to support the whole familyand those situations are demoralising forthe children,” he said.The MEC is working closely with the De-

partment of Education to ensure the successof his adopt-a-school project.Department of Education officials have

been deployed to ensure proper links be-tween the adopted schools and the Depart-ment of Rural Development and AgrarianReform.Qoboshiyane was joined by the Progres-

sive Youth Alliance in also handing out 100pairs of shoes to needy children at theschool.The alliance has embarked on a back-to-

school campaign to supply children fromdisadvantaged schools with school shoes.

SAJONISI Youth Radio (SYR) station man-ager Smiso Shozi is confident that the sta-tion will finally go on air late this year.

The community station based in Port StJohns received its broadcasting licencefrom the Independent Communication Au-thority of South Africa (Icasa) in 2013.The station was supposed to be on air by

early 2014, but a lack of support meant the

station could not broadcast at the earlierdesired date.Shozi said it had been difficult to secure

funding when the station was supposed togo on air three years ago.He did not want to dwell much on the de-

deadline wasmissed and theagency asked foran extension toJune this year.Committee

chairpersonYvonne Phosasaid failure todeliver on thisarea of servicedelivery affectedmany youngpeople and theiremployability.“The committee

is adopting azero-toleranceapproach on thisissue,” she said.“This is about

the lives of thosestudents who areaffected. Theseare people whoare suffering as aresult of poorperformance bythe entity despiteall the efforts thegovernment ismaking to in-crease access toeducation,” Phosasaid.“The failure to

clear the backlogstalks to a lack ofresponsiveness tothe needs ofyoung SouthAfricans andreflects badly onthe entity.”She asked SITA

to feel my left side, I was dizzy and my mouthwas twisted onone side. Iwasdischarged fromhospital on Tuesday last week,” she said.Mnyaka thanked her friends who had sup-

ported her all the way.“I was seriously ill, but their support made

me strong and defeated the stroke.”Her experience has led to her deciding to

commence a stroke-awareness campaign.“I went through hell and I don’t want to see

other people to go throughwhat I have experi-enced.

“I need to give them information about themalady.“Soon after I have fully recovered I will go

on the streets of this country to make peopleaware of the dangers of suffering a stroke.”She vowed that she would beat the stroke,

no matter what.She promised to release a track which

SUBJECT advisors from the Department ofBasicEducation (DBE)and subject specialistsand change agents from the National Educa-tion Collaboration Trust (NECT) are workingtogether to ensure the curriculum is com-pletely covered by teachers in the MountFrere district.

Falling behind on curriculum coverage hasbeenamong themain reasons for thepoorper-formance of many schools in the EasternCape, indicating that teacher professionalisa-tionand support arekey to improved learningoutcomes in these schools.To achieve this, the DBE’s English first ad-

ditional language subject advisors, alongwith maths and foundation phase specialistsand change agents from the NECT, recentlycompleted training on curriculum planningand tracking curriculum coverage, and willbe running a series of workshops atMt. Frereschools to orientate the teachers on using theplanning and tracking tools.Lawrence Sithole, Maths G.E.T specialist,

expressed excitement about the upcomingworkshops, saying many of the teachers he

supports at various schools will be glad to re-ceive the tool. “Many of my teachers havetalked about the covering of curriculum in itsentirety and it has been a problem for many.This tool will enable teachers to know exactlywhere they are and where they need to be tofinish the curriculum,” said Sithole.On many occasions, learners have com-

plained that they had been assessed duringexaminations on topics they never studied inclass and thus failed. The planning and track-ing tools will guide both teachers and theschool management team (SMT) in trackingthe progress and the pace at which teachersneed to work.Foundation phase home language special-

ist, Noxolo Skele, noted that the planner andtracker are user-friendly and exciting to use.“These tools are exciting. We have already in-troduced these to the teachers during the 4thtermof 2015 and they are excited about it. Plus,this current tool also has a learner-activitybook,which is alsoCAPS- aligned,” saidSkele.Skele commented that teachers she has spo-

ken to while preparing for the upcomingschool-basedworkshops also sounded excitedabout the tool. “Theymakemention of the 4thterm trackers, which helped them a lot, and

they are looking forward to the coming work-shops,” added Skele.This sentiment was echoed by Phatheka

Mfino of the DBE: “This will bring about a lotof improvement in our schools. We won’t betalking about content gap challenges any-more, because thewhole content of the curric-

ulum would have been covered,” she said.The NECT works to ensure that turn

around processes at schools translates to im-proved performance by the learners, the pro-fessionalisation of teachers and the smoothrunning of the schools by SMTs and govern-ing bodies.
