THE nearly decomposed body of amurderedman was recovered at Gwexintaba localityin Lusikisiki on Tuesday after a three-daysearch by a police search and rescue team.

The search started last Sunday afternoonafter a tip-off from Gwexintaba communitymembers about a missing man believed tohave been killed and dumped in a deep cavenot far from the area.Three suspects, the dead man’s sister and

her two sons, were arrested in connectionwith the murder and, according to Lusikis-iki police spokesman Captain MduduziGodlwana, they cooperated with the policeand pointed out the crime scene.“It is alleged that the man was stabbed to

death and dumped in thenearby deep caveby the three suspects on September 9 aftera quarrel over the ownership of their homeafter the sudden return of the deceasedfrom Gauteng, where he had spent most of

his life,” Godlwana said.He said the dedication of police officers

from across the province had contributeda lot to the investigation.“A team of police search and rescue mem-

bers from Port Elizabeth, East London,King William’s Town and Mthatha workedday and night to retrieve the body and wealso had to make use of a helicopter to gainaccess to the deep, dark cave.”He said the helicopter had been unable to

land, but a team of dedicated officers hadgone down with ropes and made the recov-ery.The three suspects have appeared in the

Lusikisiki Magistrate’s Court on charges ofmurder.

BAD weather prevented Deputy PresidentCyril Ramaphosa from presenting a memo-rial lecture in honour of former ANC presi-dent Oliver Tambo at the Walter SisuluUniversity’s Nelson Mandela campus lastweek.

Ramaphosa was supposed to deliver thelecture at 3pm, but had still not arrived by6pm.ANC members registered to attend the

ANC provincial general council meeting atthe university also attended the lecture.The memorial lecture ended up starting

at 7.17pm, with Eastern Cape Premier Phu-mulo Masualle standing in for Ramaphosa.Masualle said the deputy president had

failed to land at Mthatha Airport becauseof bad weather.“He ended up landing in East London, but

the IVP protection unit decided not to drivehim to Mthatha for security reasons.“Nevertheless, he knows that he owes us,

so on one of the days of OR Tambo Monthhe will come and address us in this region,”Masualle said. Tambo was fromNtantolo inBizana and the OR Tambo region wasnamed after him.Comment was not forthcoming from the

deputy president’s office.

IMPORTANT infrastructure improve-ment programmes in the Amathole Dis-trict Municipality have been suspendedonly temporarily, because of a shortage offunds, Eastern Cape Premier PhumuloMasualle has said.

He was responding to questions fromthe DA leader in the legislature, AtholTrollip, regarding the suspension of theprojects.Masualle said some projects had pro-

gressed faster than expected and this hadresulted in the municipality spending its

2014/15 Municipal Infrastructure Grantallocation before the end of the financialyear (April 15).This had affected the 2015/16 budget and

plans and requests had been made to theprovincial Treasury and the CooperativeGovernance and Traditional Affairs De-partment for additional funds, but no posi-tive feedback had been received.“The projects are not terminated, they

are suspended for a while until themunic-ipality is in a better financial state to con-tinue with them.“Service providers already appointed

will continuewith projects until theyhavebeen completed,” he said.

Masualle clears air on suspension ofAmathole projects

COOPERATIVE Governance and TraditionalAffairs MEC Fikile Xasa has vowed that the de-partment’s focus during the forthcoming cir-cumcision season will be on the OR Tambo re-gion.Xasaannouncedthisinaninterviewrecently,

with the summer season for circumcisionaround the corner.His utterances follow the high number of

deaths recordedby theORTamboregionduringthe past winter season.It was also reported that 23 initiates were res-

cued recently in Eastern Pondoland.The region is leading in the province with 20

deaths out of 28 throughout the province lastwinter season.In those 20 deaths, eight initiates had their

manhood amputated.Xasa said theywanted to strengthenmonitor-

ing, especially in the OR Tambo region, and en-sure that each district strengthened its forums,

government is ready to put money into rescuecentresacross theprovince, includingcircumci-sion doctors.“We need to be tough now and ensure that we

strengthen the laws todealwith illegal surgeonsand traditional nurses,” Xasa said.They wanted to put strategies in place to en-

sure that iingcibi andamakhankatha (tradition-al surgeons and traditional nurses)were closelywatched by experienced people and experts inthis custom.“Culture does not kill. The problem is the peo-

ple who have seen this custom as a business.Care no longer exists during the process of thiscustom.”Hesaidabillwasbeingpreparedwhichwould

see surgeons who killed boys in the mountainsbeing sentenced.He said the bill was being discussed in parlia-

ment and in the provincial legistures.At the end of the winter season in July, tradi-

tional leaders in the ORTambo region, Imbum-ba Yamakhosikazi Akomkhulu, all governmentdepartments, forumsandother stakeholders in-volved hosted a two-day summit to act swiftlybefore the next season to avoid more tragedy.This was followed by a recent summit hosted

by Cogta in Mthatha, which was also attendedby traditional leaders, boyswhoaregoing to thecircumcision schools this season and the com-munity at large.Last winter season, 189 initiates were admit-

tedtohospitalsacrosstheORTamboregionand1 590 were rescued.TheDepartment ofHealth’s report on last sea-

son said there had been 643 legal schools and219 illegal schools had been discovered andclosed down.The report also said that 7 397 initiates had

gone to various legal initiation schools and 1 437had attended illegal ones.

There were 5 178 boys who were able to bescreened before going to initiation schools.Thepolice reported that 37 cases related to cir-

THE Department of Education in the Li-bode District has intervened to bring anend to a drama over an “evil spirit” at thePort St Johns Senior Secondary School.

Violent protests by pupils over the al-leged spirit and the failure of the princi-

pal to act brought trial exams to a stand-still.Pupils, particularly girls, were collaps-

ing and some stopped using the pit toilets,saying there was an evil presence there.District deputy director Mongezi

Mkhentane said they had already held ameeting with parents and another wouldtake place tomorrow (Friday, October 9).

Mkhentane was reluctant to divulgerecommendations made at the last meet-ing with the parents, saying everythingwould be decided at the next meeting asthe pupils had not been part of the previ-ous one.He also gave no clear answer about the

whereabouts of the principal.Reliable sources have said that the prin-

cipal was told to stay at home and the dep-uty principal was acting in her place.ButMkhentane denied that, saying a de-

cision would be taken at the next meeting.The sources said that although the

South African Democratic Teachers’ Un-ion supported the principal, the parentshad said she must leave the school be-cause of fears for her safety.

FARMERS in the rural village of Ntshiqo, be-tween Tsolo andMaclear, are working with theInstitute of Natural ResourcesNPC (INR) to testrainwater harvesting techniques in their home-stead gardens.

This participatory action research is part ofa Water Research Commission-funded projectentitled: “Up-scaling of rainwater harvestingand conservation on communal crop and range-land through integrated crop and livestock pro-duction for increased water use productivity”(Project no. K5/2177/4/).The project is investigating how rainwater

harvestingandwater conservationcan improvecrop and livestock water productivity.Waterproductivity is avaluable tool formeas-

uring how effectivelywater is used. Itmeasuresthe total beneficial outputs in relation to theamount of water used. This is particularly im-portant because South Africa is a semi-arid andwater-scarce country.“Rainwater harvesting is any system that col-

lects and stores water; for example, a dam is arainwater harvesting system, as is a roof watercollection tank (‘JoJo’ tank),” says JonMcCosh,project leader, Institute of Natural Resources.“Thebasicelementsofarainwaterharvesting

system are a collection area (for example, a wa-ter catchment or a roof top) and a storage area(a dam or a tank),” says McCosh.With so many different techniques to choose

from,theresearcherssatdownwithfarmersand

discussedthedifferentoptionsavailabletothemand selected the preferred technique in partici-pation with the farmers.The farmers chose contour rainwater har-

vesting, probably because this is what they arefamiliar with. Working with four farmers tostart with, they implemented micro-catchment(in-field) rainwater harvesting and conserva-tion. This means that the field itself is used tocollectandstorerainwater.Contoursarespacedat two- to three-metre intervalsontheslope.Thespace between the contours generates runoffwhen it rains. The water collects on the con-tours and goes into the soil, where plant rootscan use it.To test the effect of rainwater harvesting on

yield, farmers divided their fields and plantedaportionof thefieldthewaytheywouldnormal-ly plant (the control) and the other portion wasplanted using the rainwater harvesting tech-nique. Results from the first year of researchshow promise.BaweniSokhombela,whosegardenis0.2hain

size, almost doubled his yields by introducingrainwaterharvesting (440kg ofmaize comparedwith 264kg using his normal practice – this isequivalent to an increase from 1.2t/ha to 2.0 t/ha).Gloria Quvile farms 0.3ha of land near her

homestead. Her harvest from the control was1 500kg, while her harvest from the rainwaterharvesting treatmentwas 2 300kg. This is equiv-alent to an increase from 5.1 t/ha to 7.8t/ha, anincrease of more than 50%.“Unfortunately not all farmers got good re-

sults. Weeding fields is difficult work and somefarmers couldn’t control weeds adequately, re-sulting inpooryields.Ata farmers’day, success-ful farmers showed off their fields and sharedtheir experiences with rainwater harvesting.This generated a great amount of interest withfarmers and the farmers who did not get goodresults were encouraged to try again, said MrNongcawula of the Eastern Cape Department of

Rural Development and Agrarian Reform.“The results from the first year of research

suggest that rainwater harvesting in fields candramatically increase crop yields for farmers.By intercropping with fodder plants, soil healthis improved and there is additional feed availa-bleforlivestockinwinter.Ourresearchwillcon-tinue to double-check that the results from thefirst year are repeatable,” says McCosh.

The top 25 finalists for the Miss SA 2016pageant were announced last week andMngonyama is one of those who secureda spot among thousands and thousands ofentries from around South Africa.

Luyolo is studying at the Nelson Man-dela Metropolitan University (NMMU) inPort Elizabeth towards a bachelor of artsdegree, majoring in psychology and soci-ology.“I still can’t believe that I was chosen

as a finalist. It’s an amazing feeling,” shesaid after being asked how she felt aboutbeing chosen as one of the girls in the Top25.“I want to try to uplift the youth. I want

to encourage and serve the people.”She also holds the crown for Miss Ma-

melodi Sundowns 2015, and this has ena-bled her to build stronger bonds with peo-ple.“If I get the opportunity to take the Miss

SA 2016 crown, I will not only empowerwomen,“I will empower men to, as they are the

The founder and chief executive officer of EC-MAS, Koko Godlo, said the workshop had beenabig success, even though theweatherhadbeenvery bad.“Almost all themusic genres, including kwai-

in different fields, including the rights of the art-ists.

yandaPotwana, said the artistsmust know thatdrug dealers followed them because of theirfame, so they must try by all means to protectthemselves from doing things that would de-stroy their talent.“It is painful to see an artist destroyed by

drugs or alcohol, because at the end of the dayyourmusic and your name go down,” Potwanasaid.One of the gospel artists who attended the

workshop, NcebaMahlanza, said hewas happyto take part because there were a lot of thingsthey had not known, but now their eyes wereopened because of the information they had gotfrom this workshop.“Forinstance,regardingtheissueof thesongs
