THE Mthatha business communityhas outlined their concerns at abusiness breakfast meeting withtheORTamboDistrictMunicipal-ity at Dan’s Place in Mthatha last
Thursday.
ORTambohosted the business breakfast inan endeavour to find out the concerns andviews of business owners in the region. Busi-ness Chambers from all local municipalitiesunder the OR Tambo region were represent-ed at the event.The business community pinpointed Mt-
hatha, where OR Tambo District Municipali-ty headquarters are based, as a problematictown, stating that its deteriorationmaychaseaway investors. Mthatha is the capital city ofTranskei and itwaswell known for its beautyand neatness, but now it was a mere shadowof its former image.Water and electricity cuts, sanitation prob-
lems, gigantic potholes in town roads and itsoutskirts, a high rate of crime, and the invisi-bility of policing topped the agenda at themeeting. It was also stated that buildingswere deteriorating because there were no in-spectors. Parking was also sighted as a hugeproblem, even to the people who owned busi-nesses in town. It was also revealed that theproblem of sanitation was not only prevalentin Mthatha but also in some of the othertowns of the OR Tambo region like Flagstaff.The business community said if these prob-lems persisted, it would hamper the progressand development of business in the region.Disobedience of bylaws, particularly by the
foreign business community, was also high-lighted. Business stakeholders appealed tothe municipality to deal with the matter orrelocate businesseswhichwere not supposedto be in the Central Business Development(CBD) to the relevant areas.“Like for instance Sprigg Street has about
33 hardware stalls which sometimes blockthe road and create traffic congestion. Suchbusinesses should be relocated to an areawhich is suitable for that particular busi-ness,” said Phakamile Siwudla, one of thebusiness people who attended the event.The issue of traffic congestion in Mthatha
was also raised and business people called onthe municipality to construct more roads toease traffic congestion.The chairperson of theNafoc inORTambo,
Vuyisile Ntlabathi, stressed that it was time
now that the district municipality imple-mented what had been discussed and agreedupon.“We used to have meetings with the same
municipality, but after talks there would be
no implementation. No more talking now.They must implement the solutions we cameup with during this meeting,” said Ntlabathi.District Mayor Nomakhosazana Meth
vowed that as the OR Tambo municipality
they would take the matter forward.“During a follow-up meeting we will pro-
vide answers. We are going to sit down ascouncil and comeupwith solutions to the con-cerns raised,” said Meth.

DRAFT REQUEST FOR PROPOSAL FOR ACASINO LICENCE
Notice is hereby given that the Draft Request for Proposal (“the Draft RFP”)for a Casino Development in Zone 4 of the Eastern Cape will be available from26 November 2014 daily between 09:00 - 15:00 (Mon - Fri) at the offices of theEastern Cape Gambling and Betting Board (“the Board”) situated at Quenera Drive,Quenera Park, Beacon Bay, East London, upon payment of a non-refundable fee ofR1 000.00, intended to cover printing, administration and other related costs.
The purpose of the Draft RFP is to invite written comments from all interested partiesand potential bidders in preparation of the final RFP for the Casino Licence in Zone 4.The Board intends to conduct a market analysis of the socio-economic developmentrequirements of the Zone 4 area, with the focus on Mthatha, to determine whetherthere is potential for a casino development in Zone 4 and the nature and extent of anyancillary complementary development to the casino that could be supported.
Further take notice that a Bidders’ Conference will be held during or about February2015 for all parties who purchased the Draft RFP (“the Bidders”). The purpose of whichwill be to consider issues raised in the written comments, to present the outcome of themarket analysis, to clarify matters that bidders may raise and to answer any questions.Admission to this conference will be limited to three delegates per bidder on paymentin advance of a non-refundable fee of R5 000.00, intended to cover costs related tothe preparations for the conference. The Board will inform the prospective bidders ofthe date of the Bidders’ Conference.
Please note that the final RFP will constitute the basis of any evaluation for anyproposal for the Casino Development in Zone 4 and not the Draft RFP. The DraftRFP may substantially change in format and content when it reaches the final RFPstage and no liability for any change, damage or loss that may be incurred by anyperson as a result of this will accrue/lie to the Board. Purchase of the final RFP will becompulsory in respect of each application to be submitted.
The Essential Minimum Requirements, the evaluation criteria and other objectivesset by the Board will also be available and downloadable from the ECGBB website:www.ecgbb.co.za with effect from 26 November 2014.

MORE than 500 tavern owners from the Mthatha and Butter-worth regions gathered at the SavoyHotel last week for a PeakRun hosted by South African Breweries (SAB).
With this gathering, SAB seeked to build and enhance tav-ern owners’ trading skills.“SAB aims to raise trader awareness of their obligation to
trade responsibly, a requirement to maintain their licence tooperate and to help minimize the harmful effects of alcoholin society,” said Area Manager, Clarence Sibiya.He said that as the Festive Season was fast approaching, it
was very important for their customers to trade responsibly,tomake good sales andmost importantly to retain their licenc-es.“Through the plays and activities on the day, our customers
were told many wrong things they should never commit, in-cluding selling alcohol to pregnantwomen and children under18 years of age as well as trading beyond the legal times ontheir licences.This is done tominimize the harmful effects of alcohol abuse
within the society,” added Sibiya.SAB also took the opportunity to introduce its new brands
to the owners including Castle Lite Lime, Flying Fish fla-voured beer and Indlamu beer.

THE Port St John’s (PSJ) Local Municipalityhas already commenced with preparations toaccommodate thousands of visitors who willflock to this Wild Coast town during the Fes-tive Season.
Recently, PSJ hosted one of their biggestevents, the Isingqi Sethu Wild Coast Cul-tural festival, which was a big success.Port St John’s Mayor, Manyamezeli
Mangqo, said visitors should come to PSJ,because they were more than ready totreat them with care.Even though PSJ’s Second Beach is
known for shark attacks, Mangqo saidthey were fully equipped to deal with theissue.He said they had hired 42 life savers for
all the beaches of Port St John’s and nofewer than eight will be deployed at Sec-ond Beach.He said a tower at Second Beach from
which life savers will be able to observethe area, is in place, as are other rescueservices.Mangqo revealed that in this endeavour
to make beaches of Port St John’s safe theyare working hand in glove with the ORTambo District municipality, the Depart-ment of Health, Disaster Management, De-partment of Environmental Affairs andthe South African Police services.“We will make sure that our security is
tight wherever our visitors go and we want
to call on people to avoid dark places,” saidMangqo.He called on tavern owners to adhere to
their prescribed business hours.Mangqo also appealed the visitors and
residents to behave and avoid swimmingwhile under the influence of alcohol.As part of the preparations for the holi-
day period in PSJ, a R16 million project,reconstructing the road at the entrance ofthe town, is expected to be finished beforethe start of the Festive Season.

MINING giant, Anglo American’s enterprisedevelopment arm, Zimele, hosted a roadshowat Mthatha Plaza last Wednesday to show-case its Zimele Sebenza Fund to offer oppor-tunities to locals to benefit from this equityand loan funding.
Zimele Managing Director, Hlonela Lupu-wana, said the Sebenza fund was establishedlast year to offer an economic injection to thecommunities where they mine and also tothe labour-sending areas in the Eastern Capein particular.“We have set aside an amount of R500 mil-
lion over a period of 5 years and our maincriteriawhen giving out funds iswhether thebusiness will create jobs. Already the fundhas created 2 450 jobs since its inception last
year,” said Lupuwana.She said they funded all kinds of busi-
nesses as long as they proved to be sustaina-ble, bankable business with job creation po-tential.One of the beneficiaries, Banele Nopasika
Mguqa, from Corana in Libode, managed torun her own braai place in Mthatha and inMatatiele with the help of Sebenza fund.“Together with the two co-owners, broth-
ers Anele and Olwethu Nogwebela, we ap-plied for and got R500 000 last year whichhelped a lot,” said Mguqa.She said through the funding, they have
managed to open shop in Matatiele and theywould be attending a business managementworkshop next year, courtesy of the Sebenzafund.Young entrepreneurswere also assisted by
Anglo American during the roadshow.

A NEW substation at Nonkobe in Mthathawas opened recently by Eskom to strengthenthe electricity backbone in the Eastern Cape.
This R392 million project consists of twotransformers and six 132 feeder bays that sup-ply power in the Southern region of the East-ern Cape, being OR Tambo, Amathole and Al-fred Nzo Districts.
The Vuyani Substation was officiallyopened by the Deputy Minister of Public En-terprise, BulelaniMagwanishe, alongside theSpeaker of the Legislature Noxolo Kiviet.
Magwanishe said this power boost in theprovince would assist it to do away with pow-er outages and strengthen electricity trans-mission.
“This area normally had load shedding dur-ing windy days and due to the high demandof electricity.
“This would now be a thing of the past,”said Deputy Minister.
Magwanishe further urged the communitymembers of Nonkobe to look after the stationand to make sure that it is not vandalized.
Mongezi Ntsokolo, Group Executive at Es-kom Group said the station consisted of twotransfomers which could pick up a lot moreload, ensuring there was consistent powersupply for the region.
“This is a major power input in the prov-
ince which will provide reliable and secureelectricitywith access capacity,” saidNtsoko-lo.
He added that with three districts suppliedby this substation, when one of the districtshad a problem, the other two could easily pickup and the matter would then be resolved inno time.
Eskom has contributed a substantialamount of money to the community trust ofNonkobe as compensation for the land used.

AN Mthatha mother is over the moon follow-ing successful cochlear implant surgery onher 2-year-old daughter, GinaAmyoli Ngewu.
The operation was done at the Zuid Afri-kaans Hospital in Pretoria andwasmade pos-sible through donations from different GoodSamaritans throughout South Africa. TheGood Samaritans rose close to R200 000 to-wards Gina’s life-changing operation.
The implant has an internal portion that issurgically placed under the skin and an exter-nal portion that sits behind the ear.
“I am excited to report that my daughterAmyoli’s cochlear implant surgery was a suc-cess and cannot express to you how excitedI was when I witnessed her ‘switch-on’ the de-vice.”
“This has by far been one of the most chal-lenging times of my life, waiting outside theoperating theatrewhilemy little baby girl un-derwent a 4-hour long operation,” Gina’smother Samkelo Ngewu (23) said to Express.
Gina, was diagnosed with auditory neurop-athy spectrumdisorder (ANSD)whenshewasa few months old. Her audiologist, Nicolize
Cass, of the Pretoria Cochlear Unit, based atthe University of Pretoria, said without a co-chlear implant, the little girl would neverhave been able to hear, because of the severi-ty of her condition.
Cass said at least 10 percent of all deaf peo-ple had ANSD.
Samkelo confirmed in an interview withExpress that her daughter’s hearing has im-proved since the implant. She said she wastold that in the next six weeks Gina’s hearingwould completely improve.
“I would like to thank all those who dugdeep into their own pockets to change the lifeof my baby,” she said. After her experiencewith her child, Samkelo has decided to estab-lish a foundation that would help childrenwho have hearing problems especially invery remote rural areas. She said most chil-dren became totally deaf because their par-ents did not notice the problem while he orshe was still young due to a lack of informa-tion.
“As a foundation we would like to educatepeople and assist patients and parents wherepossible.” she concluded.

ONE suspect waskilled and two in-jured when policefoiled an allegedplanned armed rob-bery at the Post Of-fice in the MampumeAdministrative Ar-ea (A/A).
This follows lessthan a month afteran armed robbery atAmapondo Back-packers on Satur-day, October 25.
According to thePort St John’s SAPSthey received infor-mation about aplanned attempt torob the PSJ Post Of-fice in the MampumeA/A.
The Postmasternoticed a suspiciousvehicle drivingaround in the vicini-ty of the post officeseveral times andalerted the Police.
SAPS membersfollowed the suspi-cious looking vehi-cle as described andall exit routes fromtown were closed.After the police fol-lowed the suspiciousvehicle they in-structed the driverto pull over.
Police spokesper-son LieutenantKhaya Tonjeni saidthe driver refused toobey the lawful in-struction and did notstop his vehicle.
“The suspectsstarted shooting inthe direction of thepolice vehicle andpolice returned fire.One suspect was fa-tally wounded whilethe other two menwere injured. Thedriver and one pas-senger and three oth-ers were arrestedunharmed. The twoinjured suspects areunder police guardin hospital,” saidTonjeni.
Police recovered aMercedes Benz sus-pected to be stolenand confiscatedfrom the suspects,three 9mm pistolswith ammunition,one big hammer anda collection ofknives, a police uni-form and pepperspray.
He said a case of il-legal possession ofstolen property, andattempted murder,as well as an inquestin connection withthe death of one sus-pect were opened.
The suspects willappear in the Port StJohn’s Magistrate’sCourt soon and thecase is under inves-tigation.

DESPITE infrastructural challenges, foot-ball continues to develop in the rural are-as of the Eastern Cape.
Sixteen soccer teams locked horns in theIntsika annual football tournament thispast weekend at the Sthebe Sports ground.The tournament was unconvincingly
won by the Brown Eleven FC from Ganxovillage near Sthebe Great Place, defeatingCrusaders FC on penalties.The annual cup tournament began in
2012, and established by die-hard soccerlovers from the area, Lungisa Mooi and
Philiso Dakie, sponsored by independentbusinesses, namely Metropolitan, Sparand Coca Cola.All teams showed great determination
as they were fighting for a Coca Cola three-piece kit and a winners’ trophy.However, the pitch wasn’t that friendly
to the players as they struggled to controlthe ball on the bumpy ground, resultingin the final match being decided on penal-ties.Crusaders’ cruising ship was stopped on
penalties by Brown Eleven’s shot-stopper,Zozo Menziwa.
