MINUTES OF 448th MEETING OF OPERATION & COORDINATION SUB-COMMITTEE OF WRPC HELD ON 13th JUNE 2013 AT DAMAN MUMBAI.

The 448th meeting of Operation & Co-ordination Sub-Committee of WRPC was held on 13th June 2013 at Daman hosted by WRTS-II, Power Grid Corporation of India Ltd. The list of participants is enclosed at Annex-I-A.

GM, WRTS-II, PGCIL, welcomed all the participants of 448th OCC meeting and thanked WRPC for providing an opportunity to host 448th OCC meeting.

Member Secretary, WRPC welcomed all the participants of OCC & thanked PGCIL for making excellent arrangements towards hosting the 448th OCCM. He informed that most of the important operational issues were discussed in 23rd TCC/WRPC meeting held on 11th & 12th June 2013 at SILVASSA and therefore requested participants to concentrate on current situation of grid and follow decision in the WRPC meeting.

He informed that during April 2013, the frequency remained between 49.7 to 50.2 Hz for 87.05 % of the time and below 49.7 Hz for 0.96 % & above 50.2 Hz for 11.99 %. He further informed that frequency didn’t touched 48.8 Hz during the month.

He then requested to SE(Operation), WRPC to take up the regular agenda items.

ITEM No. 1: CONFIRMATION OF THE MINUTES

SE(Operation), WRPC stated that Minutes of 447th meeting of Operation & Coordination Sub-

Committee of WRPC held on 17th May 2013 at Reliance, Mumbai were forwarded vide letter No.

WRPC/OPN/OCC-Minutes/2013-14/6625 dated 28.05.2013 and no comments have been

received.

Minutes of 447th OCCM were confirmed without any modifications. ITEM No.2: REVIEW OF SYSTEM OPERATION DURING THE MONTH OF

MAY 2013 SE(Operation), WRPC requested WRLDC to brief the Committee on Grid Operation during May 2013.

Deputy Manager, WRLDC in the presentation concentrated broadly on the performance of the grid for month of May 2013 as below:

Frequency Particulars

During May 2013 the system frequency was below 49.7 Hz for 0.96 % of time against

3.24 % of time during April 2013. The system frequency was within the IEGC range of 49.7 Hz

-50.2 Hz for 87.05 % of the time against 89.76 % of time during April 2013. The average

monthly frequency was 50.05 Hz during May 2013 and in April 2013 it was 50.03 Hz.

Regarding operation in high frequency range, frequency during the month of May 2013 was

above 50.20 Hz for 11.99 % of time against 7.00 % of time during April 2013.

He further informed that Maximum inst. Freq. was 50.94 HZ on 12.05.13 at 17:40:00 Hrs

and Minimum inst. Freq. was 49.25 on 07.05.13 at 10:10 hrs.

Member Secretary, WRPC asked the any specific reasons of maximum and minimum

frequency.

WRLDC representative explained the reasons for maximum & minimum frequency as

follows:

Maximum frequency: 50.94 Hz on 12.05.2013 at 17:40hrs.

The Talcher – KolarHVDC bipole tripped on line fault which was carrying 1913MW. The flow

came down to 593MW and then to zero MW after two minutes. The frequency of NEW grid

increased from 50.71Hz to 50.94Hz. The frequency was already running high in NEW grid

before the event in the range of 50.6Hz to 50.7Hz due to scheduled load shedding, load change

over, hydro pick up etc. taking place at 17:30 hrs. As the SPS-1000MW is under armed/

activated condition at Talcher, U-6 at Talcher tripped on SPS operation.

Minimum frequency: 49.25HZ on 07.05.2013 at 10:10hrs

It was observed that since 10:00hrs on 07.05.2013, the export to NR had been on increasing

trend and the import from ER was on reducing trend. The frequency dropped to 49.35 Hz at

10:08 hrs. from 49.78 Hz at 10:00 hrs due to increasing load trend. Then the frequency

suddenly dropped to 49.25 Hz due to tripping of APL unit 3 (330MW) on low vacuum.

The detailed frequency particulars are enclosed at Annex- 2.1.

The Sub-Committee noted the detailed frequency particulars. DEMAND PROFILE: During the presentation WRLDC representative intimated that maximum regional catered

demand in May 2013 was 38760 MW and unrestricted demand was 39597 MW. Regional

demand met was 249 MW less to the month of April 2013 and un-restricted demand increased

by 57 MW. Unrestricted demand growth 0.36% compared to last year. Demand met was

maximum of 38760 MW on 07.05.13 at 20:00 hrs. Load growth- 3.74 % against last year.

Maximum energy requirement in a day was 906 MUs were as maximum energy available in a

day was 894 MUs.

Member Secretary, WRPC enquired about the load shedding in Goa and intimated Goa

representative to analyzed the reasons of load shedding despite good frequency profile and revert

back in next OCCM.

SE(O), pointed out that inspite of available URS power, why load shedding state are not

requisitioning the available power.

Goa representative assured that he will come out with proper reasons in next OCCM.

The Sub-Committee noted. 2.1 Operational Discipline

Inter-regional exchanges status:

• WR-ER Link : Total import of 530 Mus from ER against import schedule of 655 Mus. Maximum overdrawal by ER was 14.26 Mus on 4th May,2013.

• WR–NR Link : Maximum Overdrawal by NR was 7.19 Mus on 3rd May, 2013. Total export of 1396 Mus to NR against export schedule of 1567 Mus.

• WR–SR Link : Export of 706 Mus against export schedule of 702 Mus.

Total WR net export in the month of May’13 was 1572 Mus against net export schedule of 1615 Mus (April’13 was 1454 Mus against net export schedule of 1635 Mus).

Operational messages (A/B/C) issued to WR constituents during the month of May 2013 were as below:

No TTC MESSAGES issued to Regional & interregional Entities of WR during May 2013. The Sub-Committee noted as above. 2.3 Voltage Profile

As per the data received from WRLDC, Voltage profile at some of 765/400 kV sub-stations

during the month of May 2013 as furnished by WRLDC is enclosed at Annex-2.3. He stated that

voltages beyond the stipulated limits in IEGC were observed at certain S/S, the deviations of

voltages from the accepted limit on either side were recorded at the following locations in WR grid

which were noted by Committee:-

* - Minimum voltages were above the permissible limits. Member Secretary, WRPC intimated that TCC/WRPC extensively discussed on over voltage

problems and it was decided that WRLDC would prepare list of lines to be opened without

affecting security of grid during over voltage and discussed in OCC.

WRLDC submitted final list of lines to be opened during over voltage. The same was finalized

after detailed discussion in the meeting and is enclosed at Annexure – 2.3(A).

The Sub-Committee noted as above. 2.4 U/F Relay Operations

As per WRLDC records during May 2013 the system frequency didn’t touched 48.8 Hz. The details of UFR status received from constituents for the month of May 2013 is enclosed at Annexure-2.4.

2.5 Power Cuts / Load Restrictions The committee noted the details of Power Cuts and Regulatory Measures during May

2013 as furnished by the state utilities as per the enclosed Annex.2.5.

2.6 Details of Generating Units under Forced outages

Details of generating units under forced outages during May 2013 were discussed. The modified details of force outages programme of Generating units are given in Annex-2.6.

2.7 Details of Generating Units under Planned outages

The status of planned outage is modified as per intimation by concern members. The modified details of generating units under Planned Outages during May 2013 are given in Annex-2.7.

The Sub-Committee discussed and finalized the planned outages.

ITEM No.3: OPERATIONAL PLANNING 3.1 Proposed outage programme of generating units

The maintenance programme of generating units for June 2013 & July 2013 was discussed. The Sub-Committee finalized the outage schedule of generating units for the above

period and the modified outages plan is placed at Annex 3.1.

3.2 A. Outage Programme of Transmission Lines/elements

SE(Opn), WRPC informed that for the 449th OCC transmission elements outages planning

data, must be submitted on or before 03.07.2013. The Committee discussed the maintenance

Programme for transmission lines/elements for the months of July 2013.

The Sub-Committee discussed and finalized the planned outages.

B. Line outages planned vs. implemented:

The status of lines planned vs. lines availed and any deviation from planning or emergency

outages was submitted by WRLDC for the month of May 2013. Accordingly in the next OCC,

WRLDC would furnish the status of complete list of line outages during the month of June

2013 planned vis-à-vis implemented.

The Sub-Committee noted as above. 3.3 Anticipated Power Supply Position for the months – June 2013 & July- 2013 Anticipated Power Supply Position for the months of June 2013 & July 2013 were discussed. The

There was no major grid disturbance in the Western Region during the month. The

consolidated list of other grid disturbances as furnished by WRLDC is attached at Annexure- 5.

8.2 Status of Physical & Cyber Security in Power Sector regarding

Status of physical & cyber security in Power Sector for the Fourth quarter (January 2013 to March 2013) have not been received from some of the constituents. The constituents/utilities may like to furnish the status.

8.3 DIVERSION OF 125 MVAR REACTOR TO SOLAPUR:

In 447th OOC meeting PGCIL representative intimated that the reactor from Itarsi has been

already shifted to Sholapur. As the reactor at Itarsi is meant for replacement of faulty

reactor, it could not be commissioned at Solapur as associated bay equipments is not ready.

Award for bay equipment at Solapur is under tendering & may take 5 to 6 months whereas

for Damoh SS award is already placed. As such, the reactor may be retained at Damoh SS.

Member Secretary, WRPC intimated that in 23rd TCC/WRPC meeting, it was decided that

125 MVAR reactor at Itarsi will be installed at Damoh PGCIL S/S as Damoh PGCIL is

facing sever over voltage problem.

8.4 FREQUENT OUTAGES OF KORBA-BIRSINGHPUR LINE-I:

VP-Power, BALCO vide letter dated 18.05.2013(Copy enclosed), intimated that there are

frequent outages of 400 kV Korba - Birsinghpur line-I LILOed at Balco. He further intimated

that Balco Power Project evacuation is solely dependent on this line, therefore requested for

corrective possible measures/actions, to improve the stability of line.

Member Secretary, WRPC Mumbai intimated that above line outages is due to over voltage

problem and remedial actions are thoroughly discussed under item voltage profile above.

8.5 PROPOSAL FOR MODIFICATION IN EXISTING ARRANGEMENT FOR SMOOTH EVACUATION OF SSP GENERATION

CE, SLDC,GETCO vide letter dated 20.05.2013 have intimated that when all SSP machines

(RBPH - 6 x 200 MW + CHPH - 5 x 50 MW) are on bar, much of the power flows towards

Gujarat only. The flow on 400 KV S/C SSP- Asoj & 400 KV S/C SSP-Kasor lines is observed

around 450-550 MW while other 400 KV lines (400 KV D/C SSP-Rajgarh & 400 KV D/C

SSP-Dhule) connected to SSP remains under loaded. As a result, it becomes very difficult to

avail outage on any of the lines from SSP to Asoj and Kasor.

Presently, 400 KV D/C Asoj-Indore & 400 KV D/C SSP-Rajgarh lines cross each other

between location Nos. 309 & 310 of 400 KV D/C Asoj-Indore line. It is proposed to

interconnect these lines at the crossing in such a way that it would enable to get one more

circuit from SSP to Asoj so that reliability would improve and also, outage can be easily

availed. The present and proposed configurations are as below :

ANY OTHER ITEMS

9.1 EMERGENCY OUTAGES AVAILED DURING MAY’2013:

As per IEGC 5.7, WRPC is planning outages for next month, in every OCC meeting, in

consultation with WRLDC and constituents. However, constituents are also availing emergency

shutdowns. As discussed in various OCC forums, the agency availing emergency shutdown has to

explain the emergency in next OCC. The list of major outages availed under emergency category

are listed at Annexure-9.1.

The Sub-Committee noted as above.

9.2 OPERATIONAL PLANNING FOR THE UPCOMING MONSOON SEASON

The following situations are anticipated during the monsoon.

i. Reduction in agricultural load

ii. Sudden reduction of load due to tripping of 11kV/lower kV lines

iii. High frequency

iv. High voltages

v. Unpredictable demand profile, low frequency during peak hours.

vi. Violation of flow gates, ATC/TTC of inter-regional corridors

vii. Breaking of important paths ( many lines kept out on high voltage and other parallel circuits trip)

viii. Tripping of large generating unit at source side would result in further rise of voltages.

ix. Tripping of lines in polluted area ( experienced in CGPL area in the previous season)

x. Tripping of trunk lines on tower collapse

xi. Dry spells

xii. Less requisition at all ISGS units during all the day except for 2-3 hours during peak where the requisitions are maximum.

xiii. Frequent revisions of schedules

SUGGESTION TO TACKLE THE ABOVE EXPECTED SCENARIOS:

i. Ensuring all L/Rs and B/Rs to be healthy and in service.

ii. MVAR absorption at all units to machine capability

iii. Review of GT taps

iv. Coordination of taps of GTs, UATs and STs

v. Review of ICT taps at load centres

vi. Ensuring that MVAR does not flow towards 400kV/765kV side from lower kV levels

vii. Controlling of under drawal and over injections

viii. Declaration of ATC/TTC of intra-state corridors and monitoring the same

ix. Actions may be initiated at 90% of ATC limit or 80% of loadability limit hitting

x. Following weather forecast closely and thereby forecasting of demand to avoid wide variations in frequency and voltages.

9.3 CRITICAL LOADING ON VAPI ICTS:

WRLDC representative stated that messages are being received from WRTS-II, POWERGRID, regarding critical loading of 400/220 kV Vapi ICTs (455 amps for most of the time) on several occasions. It was observed that the huge MVAR loading on ICTs is further aggravating the situation. Each one of these ICTs on such occasions were found carrying about 255MW and 115MVAR on 400kV side and 90 MVAR on 220kV side. The voltage on 400kV side remained about 380 kV to 390kV and on 220kV side about 212 kV to 220 kV. The tap setting of ICTs had been kept at position 12 (i.e, voltage ratio of 385/220 kV ).

The tripping of one ICT may eventually lead into tripping of other two ICTs, i.e., ‘N-1‘ criteria was not satisfied. A letter was written to Gujarat, DD and DNH on this matter. A copy of the letter has been attached at Annex-9.3.

WRLDC gave following suggestions for improving the situation:

1. The voltage at Jhanor, Sugen, Uno-Sugen, Tarapur and Kakrapar stations may be maintained at 1.025p.u (410kV/226kV) by generating more reactive power (MVARs) at running units.

2. The bus reactor (B/R) at Jhanor may be switched off .

3. Though the commissioning of 400kV Kala and Magarwada S/S may improve the situation, as a short term solution some quantity of low p.f. load (say 100 MW total in DD and DNH) may be switched off to reduce the critical loading on ICTs.

4. An inter-tripping scheme to implement the above suggestion (at sl. no.3) may be provided in case of tripping of any one ICT at Vapi.

5. GETCO lines draw about 35-40 MVR on 220kV lines from 220kV Vapi(PG), hence GETCO may provide capacitive compensation or shedding of low p.f. loads at Vapi and Bhilad.

9.4 MOCK EXERCISE OF MVAR ABSORPTION :

GM, WRLDC stated that a mock exercise of MVAR absorption by the generators was carried out at18:30hrson 20th April 2013. It was seen that many generators absorbed MVAR (indicated at Annex-9.4(a), (b) and (c)) and the voltage profile has been satisfactory. This clearly demonstrates that generators can absorb maximum reactive power and this capability has to be fully harnessed to control high voltage problem and to reduce the expenditure on Reactors etc. and to improve security levels by avoiding opening of EHV lines. The GT, ST, UAT tap co-ordination would facilitate reactive absorption throughout the monsoon. MS, WRPC advised the constituents that generators should continue the practice to absorb maximum VAR to control high voltages.

9.5 COORDINATION OF TAP CHANGING GT, UAT, ST.

While discussing the high voltage problem, GM, WRLDC stated that a proper coordination of taps of GT, UAT and ST will result in optimal absorption of MVAR by the generating units which further results in reduction in the voltages. He stated that a study was carried out to demonstrate proper coordination of TAPs considering generators at NSPCL. The fault levels at Raipur, Raigarh, Bhilai are very high which are nearer to the NSPCL generator. Hence, provision of shunt reactors has alittle effect i.e. 1.5 to 2.5 KV voltage reduction takes place by providing a 125 MVAR reactor. Also clause 9.9 of the recommendation of the enquiry committee for analysis of grid disturbances of 30th& 31st July 2012 states that the regulatory provisions regarding of absorption of reactive power by generating units needs to be implemented.

The studies for NSPCL generator indicated that by changing the taps of GT, ST and UAT in a coordinated manner resulted in maximum absorption at a particular combination (125MVAR absorption with GT tap:4, ST tap:6, UAT tap:3 and another combination resulted in maximum generation of reactive power(99MVAR generation with GT tap:2, ST tap:6, UAT tap:4).

GM, WRLDC further stated that a study also has been carried out for Birsighpur generators for coordination of GT taps at 400 kV bus and GT taps for generators at 220 KV bus. It

was observed that by increasing the tap position of the unit-5 connected to 400 kV bus, the MVAR absorption by Unit5 was satisfactory, but the MVAR absorption at GT 1,2,3&4 (connected at 220 KV bus) was insignificant and hence proper tap settings are required for an optimum absorption of MVAR at the generators connected to the 220 KV buses. The results of studies for both NSPCL generators and Birsinghpur generators are enclosed at Annex-9.5(a) and Annex-9.5(b).

SE(P&C), WRPC stated that similar studies for all the generators to absorb maximum MVAR to control the high voltages shall be carried out by WRLDC and the desired tap settings to be provided to WRPC & the constituents for implementation.

9.6 INSTALLATION OF BUS REACTORS

The priority of reactors required by WRLDC and discussed in 23rd WRPC Meeting held on 26th Feb’2013 has been provided at Annexure-9.6. The concerned agencies may indicate present status of installation of the reactors.

9.7 NEW ELEMENTS IN MAY 2013

WRLDC submitted list of new elements synchronized in Western Region, which is enclosed at Annexure 9.7.

Annexure-5.1 TRIPPING DETAILS IN WESTERN REGION FOR THE MONTH OF MAY‐2013 

1. Grid Disturbance at APML Tirora on 30-05-2013: Due to tripping of 400 kV

Tirora-Warora I and II lines on R phase to earth Fault, APML unit 1 and 3 tripped.

This led to generation loss of around 1000 MW.

2. Grid Disturbance at Padghe S/s on 30-05-2013: Due to Y phase-PT of 220 kV Bus-

B burst bus fault crated on Bus B. The PT was blast circle radius covered the Bus A

element causing bus fault on Bus A. This led to tripping of all elements connected

with Bus A and B. total load loss observed was around 750 MW.

3. Grid disturbance at Deepnagar S/s on 24-05-2013: 220 kV Main Bus-I & Main

Bus-II get tripped due to 220 kV “B” phase CT of 400/220 kV 501 MVA ICT-I burst

& flash over of 220 kV “R” phase CT of 400/220 kV 501 MVA ICT-II, resulting into

tripping of all elements of 220 kV Main Bus-I & II. Deepnagar GT-4 tripped on

Class “A” protection opted leading to generation loss of 393 MW.

4. Grid Disturbance at 220 kV Bina (MP) on 24-05-2013 :Due to bus fault at 220 kV

Bina ,all the connecting feeders tripped leading to load loss in range of 300 MW. Due

to load loss, Bina(PGCIl) voltage increased leading to tripping of 765 kV Satna –Bina

I on Over voltage.

5. Grid Disturabance at Deepnagar S/s on 22-05-2013 : Bus fault occurred at at 400

kV Deepnagar s/s due to burst of R-phase CT blast of Unit 5 . This led to tripping of

both the buses at deepnagar.

6. Grid Disturbance at 220 kV Nasik GCR S/s on 02-05-2013 : R-phase CT of

220kV Bus section II between Bus section I and II burst and fallen on the ground

creating the bus fault at Nasik GCR S/s. By sensing the bus fault, the bus bar

protection of Bus section I and Bus Section II operated and isolated the fault by

tripping the elements connected on them. This led to generation loss due to tripping of

Unit 3 and 4 which were on section I and section II respectively. While at the same

time, operator hand tripped the 220 kV Nasik - Bableshwar II circuit which was on

section III. This led to tripping of Unit 5 on over fluxing protection.

7. Grid disturbance at 132 kV Deepnagar s/s on 11-05-2013 :132 kV Main Bus I of

Deepnagar got tripped on Bus Bar trip relays 96 due to this defective wire & D.C.

leakage . this led to generation loss of 174 MW.

Tripping and GI in May’13

1. GI II at Choronia S/s on 06-05-2013 : A grid incident of 400 KV Bus-1 & Bus-2

tripping at 400 KV Chorania S/s occurred at 19:07 Hrs. on 06/05/13. R-phase breaker

interrupter pole of 400 KV Bus-Reactor at Chorania S/S blasted which resulted into

immediate tripping of ICT-1, 2 and lines connected with 400 KV Bus-1 & Bus-2.

Immediately generation rescheduling of CGPL Generating plant was done to control

the loading on other evacuation lines from CGPL.

2. Tripping of 765 kV Sasan-Satna II and 765 kV Satna Bina II on 01-05-2013

3. Tripping of 400 KV Raipur Wardha I on 26-05-2013

4. Tripping of 400 kV Raipur Wardha I on 07-05-2013 due to unsuccessful A/R

5. Tripping of 765/400 kV Sasan ICT I due to LBB mal-operation on 07-05-2013
