    TO BE HELD ON 16TH JANUARY 2015 AT WRPC MUMBAI

    ITEM No. 1: CONFIRMATION OF THE MINUTES

    Minutes of 466th meeting of Operation & Coordination Sub-Committee of WRPC

    held on 9th December 2014 at Jabalpur were forwarded vide letter No.

    WRPC/OPN/OCC-Minutes/2014-15/1586 dated 23.12.2014.

    Chief Manager WRLDC vide Email dated 31.12.2014 sent a comment in Item

    No.9.4 :

    Quote:

    "The sub-committee discussed the matter and suggested to hold a meeting on

    17th January 2015. Constituents agreed to furnish the nomination within a week

    time."

    Unquote:

    She requested the following correction may be incorporated regarding date.

    It was decided to conduct a one day workshop on TTC/ATC on 17.12.14 and the same

    was successfully conducted at WRLDC wherein representatives from SLDC, MPPTCL,

    SLDC and STU, GETCO, SLDC and STU, MSETCL and WRPC were participated.

    Committee may discuss & confirm the minutes accordingly.

    ITEM NO.2: REVIEW OF SYSTEM OPERATION DURING THE MONTH OFDECEMBER 2014.

    2.1 Frequency Particulars

    The average frequency during the month of December, 2014 was 49.98 Hz. The

    maximum instantaneous frequency was 50.58Hz at 0:00hrs on 15-Dec-14 while

    minimum instantaneous frequency was 49.54 Hz at 08:40hrs on 30-Dec-14. The

    frequency profile during December, 2014 was as under:

    2.2 ITER-REGIONAL EXCHANGES

    There was a net inter-regional export of 3593.00 MUs by WR against net export

    schedule of 3135.00 MUs.

    2.3 Voltage Profile

    Voltage profile at some of 765/400 kV sub-stations during the month of

    December 2014 furnished by WRLDC is enclosed at Annex-2.3.

    The Sub-Committee may like to discuss.

    2.4 U/F Relay Operations

    As per WRLDC records during December 2014 the system frequency didn’t touch

    49.2 Hz and no UFR operation has been reported by WRLDC.

    The UFR operation status reported by constituents is enclosed at Annexure-2.4

    The Sub-Committee may like to note.

    2.5 Power Cuts / Load Restrictions

    Details of Power Cuts and Regulatory measures during December 2014 as furnished

    by the state utilities are given in Annex. 2.5.

    2.6 Details of Generating Units under Forced outages

    Details of generating units under forced outages during December 2014 are given inAnnex-2.6.

    2.7 Details of Generating Units under Planned outages

    The details of generating units under Planned Outages during December 2014 are givenin Annex-2.7

    ITEM NO.3: OPERATIONAL PLANNING

    3.1Proposed Planned maintenance programme of generating units.

    The maintenance programme of generating units for January 2015 & February2015 is given in Annex 3.1.

    The Sub-Committee may discuss and finalize the outage schedule ofgenerating units for the above period.

    3.2 A. OUTAGE PROGRAMME OF TRANSMISSION LINES/ELEMENTS

    Maintenance programme for transmission lines during the months of January 2015& February 2015 is given in Annex 3.2.

    Proposal for emergency outage to attend hot spot / oil sample collection / attendingsnapped jumper etc are received. In many cases coordination of these outages are achallenge in the absence of the even the basic information. In order to streamline theprocess, it is proposed that the outage proposal should have the following information.

    1. Name and Voltage level of the Element required to be taken underemergency outage

    2. Requesting Agency3. Element owner4. Date and duration of the outage5. Reason of Emergency outage

    In 466th OCC the above emergency format was finalized. But, the outage underemergency in the month of Dec’14 and Jan’15 were not received in the above format.It is once again requested to submit the emergency outage in stated format for bettercoordination and timely clearance of outages.

    The Sub-Committee may discuss and finalize the maintenanceprogramme proposed above.

    3.3 ANTICIPATED POWER SUPPLY POSITION FOR THE MONTHS – JANUARY 2015 &FEBRUARY - 2015

    Details of anticipated restricted & un-restricted demands for the months of January 2015

    & February 2015 are given in Annex 3.3 (A).

    Constituents may furnish the anticipated station wise Availability & Energy for the months

    of January 2015 & February 2015.

    ITEM NO. 4: OPERATIONAL STATISTICS FOR THE MONTH OF DECEMBER 2014

    The details of actual generation, demand, drawl of power from grid; exchanges etc.

    ITEM NO. 8: MISCELLANEOUS OPERATIONAL ITEMS

    (A) FOLLOW-UP

    ITEM NO. 8.1 QUARTERLY REVIEW OF CRISIS MANAGEMENT PLAN

    All the constituents are requested to submit the CMP report for the Third quarter

    (October 2014 to Decemebr 2014) for the year 2014-15.

    Healthiness of DG set at Black Start Capable Stations in Western RegionWestern Region has 29 stations capable of black start. As per section 5.8(b) of IEGC,

    “…the Diesel generator sets for black start would be tested on weekly basis& the test

    report shall be sent to RLDC on quarterly basis.”

    The list of stations in WR for black start with current status is enclosed at Annexure 8.1.It was informed in 465th OCC that there is no DG set at KDPH, Eldari, RGPPL in

    Maharashtra and no DG set at Mini Hydro in Gujarat. SLDC Maharashtra and Gujarat

    may share the plans for procurement of DG sets at these stations.

    Healthiness of remaining DG set / battery bank from following Blackstart station are

    awaited.

    In addition to the above Blackstart stations, there is need of continuous checking of

    DG sets at various load dispatch centers. The status is as under.

    1. WRLDC – being checked on weekly basis. Healthiness ok

    2. Maharashtra SLDC – during last OCC in 465th, it was informed that an order

    has been placed for procuring DG set at SLDC Kalwa.

    Present status to be reviewed.

    3. MP SLDC- Checked and detail of status upto Sep’14 submitted to WRLDC.

    4. Gujarat SLDC- being checked on weekly basis. Healthiness ok5. Chhattisgarh SLDC - Present status to be reviewed

    The Sub-Committee members may like to note and furnish details in respect ofabove.

    ITEM NO. 8.2 STATUS OF PHYSICAL & CYBER SECURITY IN POWER SECTOR

    Status of physical & cyber security in Power Sector for the Third quarter (October

    2014 to December 2014) have not been received from some of the constituents.

    The Sub-Committee may like to note and furnish details in respect of above.

    ITEM NO. 8.3 UNRESONABLE SCHEDULING OF NTPC VINDHYACHALGM(OS), NTPC Mumbai vide letter no WR-I HQ/OS-COMML/GM/2015 dated 08th January, 2015

    requested to discuss the unreasonable schedule at NTPC Vindhyachal station.

    1. NTPC units are being given unreasonable schedules for operation. In spite of

    repeated requests by NTPC, the schedules are observed to be very low during

    night hours and exceeding the capacity of On-Bar units during day hours.

    Constituents are giving requisitions ranging from 0 to 100% of their entitlements

    resulting into a huge gap between maximum and minimum generation levels.

    Because of such un-reasonable schedules, unintentional over-injection as well

    as under-injection is taking place (the trend did not improve even after the

    withdrawal of 2 units of Vindhyachal St-I of 6 x 210 MW).

    2. Considering such operational difficulties, the decision was already taken in 24th,

    25th & 26th WRPC meetings regarding Technical Minimum scheduling and

    methodology for declaration of RSD. The same needs to be ensured.

    3. Operationally reasonable schedules and ratio between minimum and maximum

    generation levels are required to be ensured as envisaged in IEGC (cl. 6.5.14

    of IEGC regulation). This will ensure the integrated operation of the power

    system as envisaged in regulation 2.3.1 of IEGC.CE9SLDC), GETCO vide letter dated 06.01.2015(copy enclosed at Annexure-8.3) submitted their

    view.

    The Sub-Committee may like to discuss.

    ITEM NO. 8.4 CONVERSION OF NON SWITCHABLE 50 MVAR LINE REACTOROF BINA CKT. 1&2 WITH SWITCHABLE LINE REACTORS AT SHUJALPUR SS

    Chief Manager, WR-II, PGCIL vide email dated 07.01.2015 requested for conversion

    of non switchable 50 MVAr line reactor of Bina ckt. 1&2 with switchable line reactors

    at Shujalpur S/s.

    He informed that in the recent trippings of 400kV Bina Shujalpur 1&2 D/C line, it is

    observed that during the Dead Time of Auto Reclose cycle, heavy voltage of

    magnitude almost equal to normal phase voltage is getting induced in the de-

    energised phase. This line is having fixed 50MVAR line reactors at 400Kv Shujalpur

    end, whereas at Bina end, 63MVAR switchable reactors are available.

    400kV Bina - Shujalpur D/C Line has been commissioned after LILO of 400kV Bina-

    Nagda D/C Line at Shujalpur S/s. It appears that after LILO resonance/ over

    compensation is taking place. In this regard, it is required to convert 50MVAR line

    reactor at Shujalpur end into switchable reactor. The same shall be taken up for

    approval of WRPC separately. However, till such time, it is proposed to keep the

    50MVAR Line reactors of 400kV Bina Shujalpur#1&2 out of service at Shujalpur end,

    as resonance may cause damage to the reactor.

    ITEM NO. 8.5 : REPLACEMENT OF 66 KV CT OF KANSARI-DIU LINE AT DIU S/S:

    Executive Engineer, DD vide letter dated 08th January,2015 informed that 66 kV CT of

    Kansari-Diu line at DIU S/S failed on 29.05.2014. Electricity Department Diu tried to

    replace it with new one in presence of GETCO representative; however GETCO

    refused for replacement due to missing of ERDA certificate.

    Presently the CT is bypassed & metering & protection function is not in operation at

    Diu S/s. He requested to discuss the matter.

    2. Western Region Recovery Procedure-2015

    WRLDC informed that a workshop on System Restoration Procedure of Western

    Region was organized on 15-Dec-2014 in Mumbai. Around 125 representatives from

    Generating Stations, Transmission Utilities, State Utilities, SLDCs, RLDCs, WRPC

    and Railways attended the workshop. The healthiness of black start facilities in

    Western Region as well as the restoration procedure of the State and WR Regional

    power system was reviewed. The summary and action points that emerged from the

    workshop are as under:

    a. In Gujarat the generating units of AECo and Korba (E) in Chattisgarh

    have been de-commissioned. In Maharashtra RGPPL units are under

    long outage. SLDC Kalwa representative stated that Koyna Dam Power

    House also is not capable of blackstart. Thus AECo, Korba (E), RGPPL

    and KDPH may be deleted from the list of stations capable of supplying

    black start power supply. (Action: WRLDC / SLDC-Gotri/SLDC-

    Kalwa/SLDC-Raipur)

    b. In Gujarat, the Mini hydro plant located at lower bank canal (LBC) ofUkai would not be capable of extending start up supply to other thermal

    power station in Gujarat. However, the hydro m/c can self-start and feed

    auxiliaries of Ukai (H) if the black start DG set of Ukai (H) fails to start

    during restoration. Thus Mini Hydro would be designated as a back-up of

    Ukai (Hy) hence may be retained in the list of stations identified for

    supplying Black start power supply. (Action: WRLDC / SLDC-Gotri)c. Black start Diesel Generator is the most critical equipment for System

    Restoration. Therefore, reliability and redundancy of the DG set at the

    power stations identified for black start is of extremely important. Even

    the existing DG sets may be very old or are unhealthy and may fail at the

    time of black start. Thus the respective utilities shall initiate actions to

    ensure at least two DG sets at the stations identified for black start.

    (Action: All WR utilities)

    d. In Mumbai system, Tata Power reported that the black start mock drill of

    with an islanded separate sub-system could not be conducted because

    of non-availability of permission for bus shut down and power supply

    interruption (that may be required for a short duration during the drill).

    However Tata Power confirmed that the healthiness of the DG sets are

    regularly checked on weekly basis. SLDC Maharashtra may coordinate

    with ALDC TPC to conduct black start mock drill at the earliest

    opportunity, when the shut-down of the bus is taken for maintenance.

    (Action: SLDC Maharashtra/ALDC TPC)

    e. CGPL_UMPP (830 MW units) is connected only at 400 kV level. CGPL

    may explore the possibility of drawing auxiliary power supply through

    220 kV Nanikhakar s/s of GETCO. Similarly, the new IPP thermal

    generating stations located in Chattisgarh are mostly at EHV level. In the

    absence of connectivity at lower voltage level and large distance from

    the black start sources, severe high voltage constraints may be

    experienced while extension of start-up supply to these stations over the

    400 kV lines or 765 kV lines. These power stations may explore the

    possibility of having a contingency connection at lower voltage level that

    could be used to avail power supply for unit auxiliary under system

    restoration. The concerned generators may also explore possibility of

    availing black start supply from with Captive Power Stations (in their

    vicinity) having islanding scheme or Black start generator. (Action:

    CGPL/IPPs in Chhattigarh area/SLDC-Gotri/SLDC-Raipur/WRLDC)

    f. Several generating station having black start facility are Gas based

    stations availing Gas feed from Gas pipelines of GAIL/ONGC/Others.

    During a total blackout the availability of gas at appropriate pressure

    may be a constraint which may delay/stall the system restoration

    process. The respective Gas Stations shall therefore examine this

    aspect in coordination with the gas supplier. (Action:

    Kawas/Jhanor/Uran/GIPCL/Sugen/ SLDC-Gotri/SLDC-Kalwa)

    g. Railway traction was identified as priority load during SystemRestoration. Traction supply being single phase 25 kV AC may pose achallenge due to unbalancing/Negative Phase Sequence Currents. Aseparate discussion shall be initiated with representatives of CentralRailways, Western Railways and South-east Central Railways and Stateutilities/SLDCs/WRLDC/WRPC to deliberate on this issue. (Action: AllWR constituents/WRLDC/WRPC).The revised Recovery Procedure forWestern Region is available on the WRLDC website.

    3. Mock Black Start Exercise in Western Region

    As mandated by IEGC the black start capable units need to conduct mock blackstart exercises once in every 6 months. Western Region has 29 generatingstations with black start capability. As per the information available with WRLDConly 10 stations have completed the Mock exercise in the full year 2014. Tentativeschedule for all stations have been made for the period Jan’15 to June’15 which isenclosed at Annexure- 9.4

    4. Extension of start-up supply to power stations located in remote areas

    During the 465th OCC meeting contingency arrangement for availing start up power byCGPL Mundra from 220 kV Nanikhakar was discussed. It was decided that a jointteam of GETCO, WRTS-II and CGPL officials would visit the site and assess thefeasibility of connectivity between CGPL Mundra and 220kV Nanikhakar line fordrawing start-up supply under contingency situation.It was again emphasized in 466th OCC to have a visit by joint team of GETCO, WRTS-II and CGPL officials and find the feasibility of connectivity between CGPL Mundraand 220kV Nanikhakar line.Further in 465th and 466th OCCM, the SLDCs were advised to identify captive powerplants which could extend the start-up supply during blackout.The required format was shared by WRLDC with all SLDCs. The details of captivepower plants in Gujarat and Chhattisgarh are received but the same is pending fromMadhya Pradesh and Maharashtra.

    Though Western region has substantial potential of total1840 MW of capacity, only

    Ghatghar of 250 MW pump storage plants are operating. Since the energy gained

    from Pumped Storage Plants is less than the energy input, it is necessary that off-

    peak power to be used as input may be available at reasonable tariff for making the

    Pumped Storage Plant commercially viable.

    6. Review of Limiting constraints for Import from Grid by Western RegionStates

    During the past OCC meetings it was decided to have joint study with other SLDCs to

    identifying measures to enhance import/export limits from the grid. Study of

    Maharashtra system was conducted by WRLDC and forwarded to SLDC, Kalwa.

    Likewise WRLDC has also forwarded a preliminary study report on 11th November

    2014 to SLDC, MPPTCL regarding Import Capability of Madhya Pradesh control area.

    The need for assessment of import ATC was also emphasized in a meeting taken by

    Member (GO&D), CEA on 29th Oct 2014. Relevant extracts are as under:

    held on 11-Dec-14. Wherein all SLDC members of FOLD and member from RPC were

    present. The relevant extract from Minutes of meeting given below:-

    TTC of their control area as well as provide periodic feedback regarding intra-

    state congestion. It was also suggested that TTC/ATC of each state control areacan be discussed in the respective OCC meeting so that the constraints in any

    transmission corridor are identified and highlighted so that its mitigation

    receives due attention.”

    Consequently, one day workshop on TTC/ATC was conducted with nominated

    representatives from SLDCs and WRPC on 17-Dec-14 at WRLDC, where

    methodology of TTC/ATC computation was explained and the need for computing

    TTC for each state control area was emphasized. A hands on training was given to all

    participants on the study cases prepared for ATC computation of Maharashtra and

    Madhya Pradesh.

    It was proposed that nominated persons would compile the data required and conduct

    the simulations for computing TTC/ATC for each state control area and may approach

    WRLDC on suitable dates for joint sessions and finalizing the ATC.

    7. Real time security desk at SLDC.

    Enquiry Committee on Grid Disturbance on 30th and 31st July 2014 had

    recommended for one real-time security desk in all the shifts at each RLDC and

    NLDC. Subsequently, the task force on Power System Analysis under Contingencies

    had also recommended load despatchers at regional and national level to carry out

    load flow, contingency and stability studies corresponding to real time network

    conditions. Accordingly, a real time security desk has been made operational at NLDC

    and each RLDC with following functions:

    i. Offline simulations in real time

    ii. Steady State and Dynamics

    iii. Assessment of real time transfer capability under normal conditions and

    under contingencies

    iv. Tuning of state estimator and topology correction in Energy Management

    System (EMS)

    v. Real Time Contingency Analysis

    It was suggested in 13th FOLD held on 11-Dec-14, that each SLDC shall also make

    real time security desk operational in each shift. PSS/E simulation software is

    available with each SLDC which should facilitate both operational planning and

    studies in real time.

    Subsequently, One day workshop on Tuning of state estimator and topology

    correction in Energy Management System (EMS) was conducted on 8-Jan-15 at

    WRLDC by Dr NDR Sarma, ERCOT. SLDC,GETCO representatives attended at

    WRLDC and SLDC, MP and Chhattisgarh representatives attended through VC.

    8. Testing of SPS envisaged for SR-NEW grid operation

    The matter regarding inadequate participation of generators envisaged for SPS

    related with SR-NEW grid synchronization was discussed in previous OCC as well as

    in PCM. POWERGRID representative intimated in 27th TCC/WRPC that the signal had

    been extended to the envisaged generators in Chattisgarh. A mock trial of SPS was

    conducted on 01st December 2014 wherein signal was sent from 400 kV Raipur and

    result was shared with the members in 466 th OCC.

    B) Gujarat: As per the latest information submitted to CERC the non-availability oftelemetry data from Gujarat as on 08.01.15 is 2.5% for sub-stations.

    As per the information available with WRLDC,Telemetry is not available form 2 number of 220 kV sub-stations viz.

    Bhatiya Mokha.

    Gujarat intimated in 462nd OCCM that these sub-stations were ready but lines were inconstruction phase.Also telemetry is intermittent from the following S/S in Gujarat: PLCC tuning needs tobe done.

    220 kV Navasari (GETCO) s/s,SLDC GETCO may expedite & resolve the issue for the above stations at the earliest.

    C) MPPTCL : Telemetry from 4 stations is not available at WRLDC Julwaniya 400 KV Chichli 220 KV Dhar 220 KV Panagar 220KV

    D) Goa: As per the latest information telemetry is not available form 2 number of220 kV sub-stations viz. Amona & Cuncolim. Telemetry is intermittent from 220kV Tivim, Ponda, Xeldam & 110 kV Kadamba & Verna. Thus Non availabilityof telemetry from Goa is 100%. Goa to resolve the issue on war footing.

    E) DD: Telemetry is not available form 1 number of 220 kV sub-station viz.Magarwada. Thus availability of telemetry from DD is NIL. DD representativeintimated in 460th OCCM that RTU was being installed at 220 kV MagarwadaS/S under the new SCADA/EMS up gradation project & it would take 3 monthsto complete the work. DD representative was absent in 461st OCCM soinformation on progress in this matter is yet to be received from DD. DD toexpedite the issue for the above station(s) on war footing.

    F) DNH: Telemetry is not available form 2 number of 220 kV sub-station viz.Kharadpara & Khadoli. Thus availability of telemetry from DNH is NIL. DNHrepresentative was absent in 460th & 461st OCC meetings to comment on theissue. DNH to resolve the issue for the above station(s) on war footing.

    G) POWERGRID: The non-availability of telemetry data from Power Gridsubstations as on date is 11.1 %. Telemetry is intermittent from the followings/s.

    o 765 kV Kotra S/So 765 kV Dharamjaigado 765 kV Tamnar S/So 400 kV Navasari S/S

    PGCIL has informed in 465th OCC that Kotra and Tamnar would be resolved byDecember 2014 and that for 765 kV Dharamjaygarh and 400 kV Navsari would beresolved by January 2015.Again in 466th OCC it was stated that Kotra and Tamnar would be resolved byJanuary’15 and that for 765 kV Dharamjaygarh and 400 kV Navsari would be resolvedby February 2015.

    Additional points:a) In the report available on the WRLDC website, it is clearly indicated that

    Communication link between all SLDC to WRLDC is in radial mode(without redundancy) and any failure in any equipment / Fibre leads tototal data black out. Power Grid to ensure that links are on two channels.

    A. IPP: As per the latest information submitted to CERC the non-availability oftelemetry data from IPP generating stations as on date is 18.2 %. Telemetry isintermittent from Jindal & Essar Mahan, GMR Raipur. JPL, JP Nigrie toexpedite.

    B. PMU data: The issue of Communication link from Satna to WRLDC was raisedin 458th OCC held at Mumbai, and then WRTS-II has informed that work isunder progress for laying of OPGW from Satna 220 kV (MPPTCL) to Satna 765kV (PG) and it may take 3-4 months’ time. It was suggested that till such timethe OPGW operation is in place, WRTS-II may explore leased line connectivityat the earliest.In 466th OCC POWERGRID has confirmed that work will be completed byJan’15.This issue is now pending since almost a year and WRTS-II has notexplored the connectivity through leased line .

    POWERGRID may update the status regarding the actions taken after the lastOCC meeting.

    Aurangabad node (PGCIL) – In the last two OCC, the importance of 2nd channel forcritical necessity stations was emphasized. Data is sometime intermittent from such acritical node like Aurangabad. Powergrid WRTS-1 to indicate the present status ofavailability of 2nd channel to insure redundancy at Aurangabad.

    11. ADMS(Automatic Demand Management Scheme) Implementation as per Sec.5.4.2 of IEGC:

    The format for reporting the progress of implementation of the ADMS in WesternRegion States was given as part of MoM of the 460th OCC meeting. All utilities arerequested to come out with such list and action plan for its implementation.

    14. Mock testing of SPS for 765 AGRA- GWALIOR on 24th December-14Mock Testing of SPS for 765 AGRA- GWALIOR was done on 24-Dec-2014 at 14:15

    hrs. During the testing it was advised to block the automatic backing down in Western

    Region. However no test signals were received at KSTPS, VSTPS and CGPL.
