THEREFORE and acoordingly this Municipal Council pray the Quebec Municipal Commission to aŒthorize the contracting with the Provincial Bank of Canada, Aylmer, Quebec, of a Revolving credit not exceeding $ 4.~55.20 as for exclusive payment of direct relief, in cash, during the future, and as guarantee against this credit, Counbil promises to rremit to said Bank ail grants receivable from the Provincial and Federal Governmehts, for all expenses of direct relief after date of the present decis ion;

It i6 further res olved that the Mayor and the Secretary-Treasurer be atItborized to sign documents' or notes that may require signature after first having this reso luti on legally approved;

It ia further asked that the Bank be asked to make the afore~entioned loan at a rate of 4t% interest;

THAT whereas the Aylmer Athletic Association operates a publie skating rink in the Town af Aylmer for the sole purpose of enterta1n ing the young people of the Municipality;

TBAT whereas the revenue derived from the rentals etc. of said r1nk is not suffic1ent to permit the Association ta meet expenses;

THAT whereas this rink is operated without expense ta the Mun icipality:

THAT whereas s uch an enterprise is in the best interests of the. Mun icipalitYl

THEREFORE this Munic1pal Council does hereby anthorize a grant of $ 50.00 (fifty dollars) for the year 1939-1940. The amount of gr~t ta be applied as a credit ta the account of the Asso,ciat10n for outstœding taxes and rates.

THAT whereas, Mr. Arthur Guertin has fyled an affidavit to the effect that he has been charged for 3 dogs in the fiscal year of 1937 and that he had, but 2 dogs ln the year of 1937:

THAT whereas, as a consequence the 1937 dog tax should be an amount of ~ 5.00 instead of that of $ 9.00 a difference of $ 3.00:

THAT WHEREAS, Mr •. Guertin has paid all his dog taxes with the' exception of this sarne $ 3.00;

THEREFORE, this Municipal Council does hereby authorlze the Accountlng department ta credit the 1937 Dog Tax account of Mr. Guertin with the sum of $ 3.00.

It is hereby resolved that a request be made to the authorities of the Board of, Econpmic Reconstruction or the Province of· Quebec and the Quebec Munioipal Commission for a grant to the amount of $4,678.80 made up as followa:-

THAT wbereas, in accordance with instructions duly received from the Quebec Municipal Commisaton, under date of October 17/1939, to the effect that Council shall adopt monthly, a resolution to borrow temporarily, for relief purposes, an amount equal to the amount duly aathorized by the Board of Economie Reconstruction of the Province of Quebec.

THAT whereas. the.Board of Economie ReconstructiDn has been requested under d~te of December 4th, 1939, meeting number 449, resolution number 12, this Municipal Council to authorize a grant of $ 4,678.80 to cover the distribution of relief in the Town of Aylmer for the month of January, 1940; . '

~REFORE and accordingly this Municipal Council pray the Quebec Muni~ip,al Commission to authorize the contracting with the Provincial Bank of Canada, Aylmer, Quebec, of a Revolving credit not exceeding' $ 4.678.80 as for exclusive payment of direct relief, in cash, during the future, and as guarantee against this credit, Council promises to - remit to aaid Bank a11 gr~a receivable from the Provincial and Federal Governments, for all expenses of direct re1ief after date of the-present decision;

It is further r aeo 1 ved thet the Mayor and the Secretary-Treasnrer be authorized to sign documents or notes .that may reqUire s Ignat ure after first having this resolution legally approved:

It ia further asked that the Bank be asked to make the afore-ment ioned loan at a rate of 4t% interest.

It is further ask ed that the Q.uebec Municipal Commission pray the Board of Economie Reconstruction to pay the 4t% interest on all the necessary direct relief loens.

THAT whereas, MX. McLean is in arrears of taxes am rates; l'hat whereas, MX. MeLean has proposed a plan of payment as follows:

Down payment of ~ 25.00 (twentySfive dollars) balance to be paid in monthly instalments of $ 12.50 (twelve dollars and fifty cents) plus the payment of current taxes.

THEREFORE this Municipal Council does hereby authorize the Housing Soheme Dwelling Administration Commission to negotiate with Mr. McLean and accept a proposal to pay arrears of taxes at an amount not less than above stipulated.

THAT whereas, the Municipality of the Corporation of the Town of Aylmer, as the result of maey tax sales, is the owner of a great number of immoveable properties;

THAT whereas and whil'st these immoveables remain under Municipal ownership, the Municipal Council and the respeotive School Boards recelve no revenue;

THAT whereas, the respective taxes and rates accrue and accumulate nevertheless, whil'st under Municipal ownership;

THAT whereas. in many instances, the present accumulation of taxes and rates exceeds to a considerable degree, the real value of the immoveable property; ,

THAT whereas, thie Municipa~ Couhcil ia not unmlndful of th~s c ondi tion;

THAT whereas, of this condition, this Municipal Council is unable to interest prospective purchasers of tax sale immoveable properties;

THAT whereas, this Municipal Counoil has met with the Members of the Roman Catholic School and the Protestant School Boards to discuss this situation;

THAT whereas. from this ~oint meeting, this Municipal Council has worked out the fore-going plan, in principle of which, both of the School Boards are agreed and are ready to endorse the plan to read as followa:-

b} THAT the nominal priee accepted by the Municipal Council as the Selling price of an immoveable tax sale property, be diatributed between the Municipal Council and the respective School Boards, on a basis of 75% of the Selling price to the Municipal Corporation and the remaining 25% of the 'Selling priee to the respective Schoel Boards.

TEAT, in view of the Unemployment relief situation locally and the present Winter outlook, this Municipal Council is of the opinion that the 1940 Snow removal operatioJns for Uain Street, Aylmer wi th Messrs~ the Hull Electbic Company should be similar to the working plan of 1936 and 1937;

THEREFORE be i t resol ved: THAT t his Municipal Council appr o vea of the following working plan for 1940 Snow removal operations, as follows: ' l The Hull Electric Company shall supply the teams. sleighs and

boxes for drawing away the snow. 2 The Town of Aylmer sha1l furnish relief labour to load the snow

boxes. 3 The Working agreement s bal l be for the Winter of 1940 only and is

terrninable with the cessation of the peyrnent of Unemployment relief. 4 Foll~ling the cessation of the payment of Unernployment relief

during the Winter of 1940, Messrs. The Hull Electrie Corn. shall bear all the costs of snow removal from Main St. Aylmer in the same manner as heretofore.

5 The present working agreeoent for 1940 snow removal operations is entirely without prejudice ta the prOVisions of a~ present agreement or contract which may exist between the Hull Electric Company and the Town of Aylmer.

Ltd., whose priee quotation of 1.55 per 100 pounds has been found to be the most economic and to meet the local requirements.
