Minutes of meeting of 27th TCC/WRPC held on 21st & 22nd November 2014 at Bhopal
MINUTES OF THE 27th MEETING OF WESTERN REGIONAL POWER COMMITTEE HELD ON 22nd NOVEMBER 2014 AT BHOPAL
The 27th WRPC meeting was held on 22nd November 2014 at Bhopal, preceded
by the TCC meeting held on 21st December 2014. The meeting was hosted by NHDC.
The list of participants of the TCC and WRPC meetings is placed at Annex 1(a) and 1(b)
respectively.
The TCC meeting was chaired by TCC Chairperson, Shri Manu Shrivastava, IAS,
MD, MPPMCL. In his opening remarks TCC Chairperson emphasized the importance of
the WRPC forum, wherein all the stakeholders sit together and try to resolve the
problems, propose new ideas etc. While it is true that all of us mandatorily abide within
the framework of concerned regulations, still all problems are not resolved till new
regulations are made. Till such time, forums like the WRPC forum, constructively
address the issues framing newer methods to cope up with the challenges faced by all
of us. He cited the example of Reserve Shut Down which was formulated in the last
WRPC meeting as an attempt to address the backing down of costly generation and
simultaneously protecting the interest of all concerned stakeholders. While there was
only one attempt of the RSD in real time, due to erratic nature of the recent monsoon,
the method is still open and is featured to address the problems of low demand. He
hoped that the discussions of the TCC would resolve the problems in the present
meeting. He thanked NHDC, the host of the meeting, for making excellent
arrangements and wished a pleasant stay for all the delegates.
The TCC discussed all the agenda items of the WRPC meeting and put forth the
recommendations of the TCC discussions to the WRPC forum the next day.
The WRPC meeting was chaired by WRPC Chairman Shri I.C.P. Keshari, IAS,
Principal Secretary, Department of Energy, Govt. of Madhya Pradesh. In his opening
remarks, WRPC Chairman welcomed all the participants to the WRPC meeting held in
the ‘The City Of Lakes- Bhopal’. He informed that WR is the most disciplined region,

with a very large generation and highest demand. Many states of WR are already
supplying quality power for all day to their consumers. There is a need to maximise
generation from state generating companies. He stated that WR is the only region
where both the UMPP projects are fully functioning. There is a need to extend the URS
methodology of scheduling to these stations also and POSOCO should consider these
aspects also. The UMPP has been envisaged to have a large generation and these
problems faced by them, require to be addressed. There is a need to keep the
distribution sector financially viable. He requested all constituents to furnish data
pertaining to implementing status of the recommendations of grid disturbance
committee and also the Ramakrishna Committee report in a timely manner to the
concerned authorities. He informed that renewable energy like wind and solar have
picked up appreciably in Gujarat and Maharashtra and in MP it is catching up. The
clean energy is most welcome in the grid. However the renewable pose their challenges
pertaining to balancing and he hoped that WR shall address these mechanisms. He
thanked the host NHDC for making excellent arrangements. He thanked Member
Secretary, WRPC for meticulous follow up of the agenda items.
During the WRPC meetings, Shri K M Singh, CED NHDC welcomed the
delegates. He informed that NHDC Ltd was established in the year 2000 as a joint
venture company of NHPC Ltd & Govt. of Madhya Pradesh and it has created a history
by commissioning of both of its mega projects at Indira Sagar and Omkareshwar in a
record time. With total installed capacity of 1520 MW, NHDC is the largest hydro power
producer in the MP State and plays an important role in catering to the varying peaking
power demand of the MP. Both ISP & OSP are equipped with black-start facilities.
Shri S.D.Taksande, Member Secretary WRPC placed on record the immense
contributions of the following outgoing TCC and WRPC members. He welcomed the
incoming TCC and WRPC members in their place.

ITEM No.1: CONFIRMATION OF THE MINUTES OF THE 26th MEETING OF WRP COMMITTEE
MS WRPC informed that the minutes of 26th meeting of WRP Committee held on 21st
June 2014 at Pune were forwarded to the members vide letter No. WRPC/26th WRPC
Mtg./AS/2014/ 7100 dated 25.07.2014. Following comments were received on the
minutes:
1.1 Executive Director WR-II, PGCIL Vadodara vide letter no. WRTS-2/Comml/3263
dated 19.09..2014 (copy enclosed at Annexure-1.1) commented on item No. 35(III) of
26th WRPC Minutes.
The recording of WRPC on the above item was as follows:

“WRPC decided all elements except at sl. no. 38 & 40 tabulated above were accepted
for CoD. The CoD of elements at sl. no. 38 & 40 was not agreed, therefore WRPC
decided that the above views of beneficiaries and CTU be recorded.”
Unquote
WRPC after discussions decided to modify the para as follows;
“WRPC discussed that all elements except at sl. no. 38 & 40 tabulated above were accepted for CoD. However for elements at Sr. no. 38 & 40, GUVNL/GETCO & MPPMCL/MPPTCL have not agreed for the same. The views of MP, Gujarat & CTU are recorded as above.”
Director(Opn), PGCIL expressed during WRPC meeting the view that these line layout/connections modifications are approved in Standing Committee and now going back on the Standing Committee decisions is setting a wrong example.
1.2 : WRLDC vide letter no. WRLDC/No-I/1551/2014 dated18.11.2014 have requested to modify the table and the recordings of Item No 27 of the 26th WRPC meeting as follows;
Quote:
At Sr.No.1 of the table Annual Price against WRLDC for LTSA SCADA/EMS was inadvertently mentioned as 33,326,607. The same is corrected to 33,826,607. TCC recommended for approval of Rs. 69,716,789 instead of rounded off figure of Rs. 6.9 corers.
TCC/WRPC agreed for the above modifications.
With the above modifications the MoM of 26th WRPC meeting was confirmed.
ITEM No.2: SHUTDOWN OF ISGS UNITS UNDER RSD (RESERVE SHUT DOWN) DURING LOW REGIONAL DEMAND.
Background: The removal of ISGS units during periods of low demand was discussed
in 66-68 CCM meetings and 24-26 WRPC meetings. During the 26th TCC discussion

TCC chairman recommended to give a trial to RSD-RoCU(Reserve shut down-Removal

that the RSD-RoCU may be limited from Mauda to Sipat during trial period. The TCC
discussed the possibilities of taking units under RSD. The major states of MP, Gujarat,
Maharashtra and Chhattisgarh agreed to RSD-RoCU trial operation in principle.
He informed that in the 26th WRPC meeting draft rules for RSD-RoCU was presented
and the principle of the draft points were acceptable to all. However it was suggested
that WRPC may incorporate suggestions if any, circulate the revised draft amongst
beneficiaries and include the same in MOM of the WRPC meeting. The set of Rules for
RSD-RoCU were framed after discussion on the drafts and the same were issued vide
letter dated 04.07.2014 and a copy of the same is attached at Annexure-2.1 TCC Discussion: Member Secretary, WRPC informed that as per the RoCU methodology the RSD was
implemented for 3 days from 17th to 19th July 2014 for Mauda Unit#2 by the nodal
agency (MP SLDC) successfully. However the RSD could not be extended due to pick
up of demand on that occasion. Further the erratic monsoon pattern this season, did not
give confidence that the demand would remain low for 3 days due to rains, and
therefore more opportunities for RSD could not be taken this year. He further stated that
this methodology may be kept open for more trials in the ensuing year. Suggestions for
refinement of the methodology, if any, would be considered after due experience of
RSD operation.
CE, SLDC,MPPTCL informed that on two or three occasions, it looked like another
opportunity for RSD was forthcoming. However since the other SLDCs could not
consent, due to erratic monsoon pattern, it could not be taken.
On behalf of TCC/WRPC MS, WRPC appreciated the efforts taken by MP-SLDC in
coordination during the above instance of RSD-RoCU.
TCC Chairperson concluded that the methodology of RSD-RoCU formulated is fine in
principle and has seen one successful implementation. However this year, it could be

implemented only once. He agreed with the recommendation of TCC to keep the
methodology open for further trials as and when situations arise in future.
WRPC discussion: WRPC appreciated the efforts taken in coordination by MP SLDC for successful implementation of the RSD-RoCU methodology. WRPC also decided that the present methodology would be continued and if required be discussed and modified as per future experience of RSD-RoCU. WRPC decided as above. ITEM NO. 3 : EXCESSIVE ADDITIONAL CHARGES AND CAPPING AMOUNT IN DEVIATION POOL ACCOUNT AFTER IMPLEMENTATION OF DSM.
TCC Discussion: MS WRPC stated that CERC vide No.L-1/132/2013/CERC dtd. 06th
January, 2014 have notified the Central Electricity Regulatory Commission (Deviation
Settlement Mechanism and related matters) Regulations, 2014 and the same came into
force w.e.f. 17.02.2014. The stakeholders including MP SLDC and state utilities had
submitted their comments to Hon’ble Commission on the draft regulations.
He stated that the provisions and implementation of the above regulations was
discussed in the 24th WRPC meeting, wherein it was observed that there are many
concerns in implementing DSM and therefore beneficiaries may forward all their
concerns to WRPC. It was recommended that WRPC shall compile all the concerns on
DSM and submit to CERC for needful. Accordingly concerns received from GUVNL,
MSETCL and NTPC were forwarded to Hon’ble Commission.
He further informed that MP SLDC vide letter No. 07-05/RPC-15/3807 Jabalpur, dated
03.11.2014(copy enclosed at Annexure.-3.1) have requested WRPC to consider
following points for discussion:
1. The deviation volume should be 12% of schedule or 250 MW whichever is higher.

2. The Additional charges for under drawal or over injection below 49.90 Hz frequency should not be applicable since there is a separate regulation to address the issue of congestion on account of under drawal/over injection.
3. As RRF mechanism is kept in abeyance by the Commission, the generators connected to Grid substations prior to this date have stopped forecasting their generation. Therefore, all the wind/solar Generators having collective capacity of 10/5 MW should forecast their Generation irrespective of date of commissioning of pooling station.
4. The Commission may be requested to introduce the Ancillary Services before making stringent provisions to Deviation Settlement Mechanism.
5.The Commission may be requested to introduce Real Time market Operations in the country before making stringent provisions to Deviation Settlement Mechanism.
6. The FGMO/RGMO operation was to be implemented in all qualifying Generating units by 01.01.2011, but very few units in the country have provided the facility. In absence of proper primary response it is not possible to maintain the frequency very close to 50.00 Hz, only by revising schedules.
7. The DSM violates basic principle of one penalty for single violation. If an entity under draws at frequency 50.10 Hz and above it do not get a single paisa for the entire under drawal energy, however a penalty of Rs 1.78/kwh is levied on the entire volume. The Hon’ble Commission may be requested to address this issue to avoid multiple penalties for single deviation.
8. If the infirm power is allowed to be scheduled to its procurers through the regulatory
frame work, the beneficiaries would not be unnecessary subjected to deviation because
of infirm injection.
He requested TCC to deliberate on the agenda. TCC Chairperson stated that the
problems faced by the utilities after DSM has been discussed in the last WRPC
meeting. Further MP has approached the High Court in the matter. In view of this
position he queried the need of discussing the issue again. Members requested on
seeing the present problems, now that almost six months of experience with DSM and
under different seasonal conditions has taken place.

CE-SLDC-Gujarat shared the following concerns experienced in Gujarat system post
DSM. Some of the major concerns are as given below.
(a) Renewable wind contributed to deviation March 2014 of the order of 4 % (@360
MUs) for frequency above 50.1 Hz and about 8% in 49.7 – 50.1 Hz range. In
April 14 to June 14 this was very severe and maintaining 150 MW deviation or
less was impossible for the load dispatcher. For example, on 9th May 2014, 40
blocks were violated with 1900 MW extreme variation from wind energy alone.
With the suspension of RRF mechanism from 7th Feb 2014, the wind generators
are not penalised for wrong prediction, however the state has to suffer. So
controlling deviation within prescribed limits, is very difficult.
(b) Gujarat has APL units (7-9) in which Gujarat does not have any share. However
the schedule of the units is embedded in Gujarat. With the tripping of this unit, till
4 time blocks Gujarat enters overdrawl even though all its DISCOMs are not
violating. WRLDC follows the overdrawl and in some cases message to open
lines are received. Hence to prevent that, SLDC takes action, by picking up
generation. This causes a financial burden that is extremely huge, and
unnecessary as Gujarat state DISCOMs was not violating. Further after four time
blocks, when the schedule is changed to reflect the impact of tripping, they have
picked up generation and now need to back down. Seeing + or – deviations
between two blocks of the order of 500-600 MW due to this quite common.
(c) Variations due to STOA: These schedules cannot be revised if plants trip,
causing further deviation to State.
Constituents were of the view that the charges (capping & additional charges) have
been substantially increased which is resulting in heavy penalisation to DISCOMS.
CE(SLDC) MP stated that the amount of capping and additional charges has
increased many folds, since the inception of DSM as compared to the capping and
additional charges in the UI regime.

Other major concern raised by the beneficiaries was the limit of volume set to 150 MW
or 12% whichever is less, irrespective of the utility size. Beneficiaries were of view that
the limit of volume should be w.r.t. the % of schedule and not in MW terms. A volume
limit of 10-12% of schedule would be a fair limit. There are also penalties even if the
state is helping the power system by under drawing at low frequencies.
With respect to a query, CE (SLDC) MP stated that they have filed petition with high
court and high court directed CERC to look into the matter. MP has already intimated
their views to CERC. It was also understood that Tripura has also filed a petition with
CERC.
Member Secretary WRPC stated problems faced by Gujarat and also other constituents
like MP, Maharashtra etc after DSM. However DSM has to be followed, being regulatory
in nature. So he informed that view of constituents has already been forwarded to the
Commission by MS WRPC as decided in the earlier WRPC meeting.
As a part of a solution to some of the problems faced, GM, WRLDC informed that a staff
paper on Current day exchange is issued by the Hon’ble CERC. He requested the
members to give the views so that some of the above issues can be addressed.
MS WRPC informed that that the views/concerns of constituents have been proposed
as an agenda item in the ensuing NPC meeting.
The wind forecasting is another major issue for which WRPC is working and is a part of
agenda item.
GM,WRLDC informed that the objective of DSM was to restrict the deviation from
schedule and this has been achieved in terms of energy deviation, since the deviations
by pool members across the country have reduced substantially after implementation of
the DSM regulations.

Chairperson TCC observed that since the case is pending in high court and the matter
have been proposed for in the NPC meeting, it would be appropriate to wait for the
verdict of the high court.
WRPC:
MS WRPC appraised the WRPC of the TCC discussions. He informed that matter is
also being put up to NPC agenda. Also MP has taken the matter with High Court.
Chairman WRPC suggested that since all the constituents have more or less same
grievances on the issue. 150 MW is too small a deviation and keeping it at 12% or 150
MW or higher (instead of lower) does not appear to have a major negative impact on the
grid. He suggested that if other constituents are interested and having grievances they
may like to consider joining the petition. ED, MSETCL informed that Maharashtra
Discom have filed a petition with CERC.
WRPC noted as above.
ITEM No. 4 ADDITION OF OPGW LINK AND WIDEBAND NODES IN MASTER COMMUNICATION NETWORK OF MP.
TCC: MS WRPC stated that MP SLDC vide letter No. 07-05/RPC-15/3807 Jabalpur,
dated 03.11.2014 have intimated that the Master communication plan of MP is being
implemented by PGCIL, LD&C along with Master communication plan of WR. The
Master Communication plan was approved in 14th WRPC and subsequently some
modifications to the network plan was proposed and approved by WRPC in its 23rd and
26th meetings. In order to utilize the benefits of SCADA and communication by all state
utilities (DISCOMs/Generators/Transco/Holding Company) MP SLDC has taken up
additional nodes and OPGW links in Project Review Meeting of SCADA/EMS &
Communication project of WR.

He further informed that as approved in 11th and 12th Project Review Meeting,
following additional wideband nodes & OPGW links, are to be included in MP Portion of
Master Telecom project of WR.
(1) Laying of OPGW cable on 132 KV Line between 220 KV Indore SZ – 132 KV Indore
Chambal Sub Station (Approximate Distance 20 Kms)
(2) Establishment of Wideband node at 132 KV Indore Chambal Substation.
(3) Establishment of Wideband node at Shakti Bhawan Jabalpur.
(4) Establishment of Wideband node at Sub LDC Indore.
(5) Establishment of Wideband node at 220 KV S/s Bhopal.
(6) Wideband Node at Regional office of MPPMCL at Arera Colony, Bhopal.
The Wideband Node at Regional Office of MPPMCL is a new requirement and was not
discussed in PRM Meeting. However, the same shall be put up for approval in next
PRM scheduled in first week of November. MP SLDC have requested that the additional
nodes and links may please be approved by WRPC.
CE (SLDC) MP stated that the above proposal was discussed and agreed in the PRM. Member Secretary WRPC stated that since the above has been agreed in the SCADA PRM held on 12th November, 2014, and the cost would be borne by MPPTCL, the above proposal may be approved.
TCC/WRPC agreed on the above proposal of MP.
ITEM NO 05: PERMISSION ISSUE FOR OPGW LAYING ON RELIANCE LINES AS PART OF MASTER COMMUNICATION PLAN:
5.1 Back ground : PGCIL vide email dated 07.10.2014(copy enclosed at Annexure-05) intimated that implementation of Master Communication plan to connect Central

Sector Substations & Power Plants and some of STU substations was approved in the
14th WRPC meeting. Additional requirement to be implemented under the Master
Communication plan was also approved in the 21st WRPC meeting.
As per approval of SCADA O&M committee, the connectivity to Kolhapur and Solapur
substations of POWERGRID is to be provided by installing OPGW on Parli-Solapur and
Solapur-Kolhapur lines owned by “Reliance Power Transmission Limited”, as there is no
other suitable route available. This would also ensure connectivity of Goa SLDC and
Mapusa substations of POWERGRID to WRLDC. At present there is no fiber
connectivity between Goa SLDC and WRLDC.
POWERGRID has taken up with “Reliance Power Transmission Limited” for their
permission to install OPGW on their lines vide letter dated 17.01.2013, 31.01.2013,
11.03. 2013 and 8.05.2013. Reliance in their response has raised the issues such as
payment of tariff on removal of earth wire, insurance, mortgage of assets and
maintenance etc. and has requested WRLDC to discuss this issue in the SCADA
committee.
As the installation of OPGW has the approval of SCADA committee and WRPC,
Reliance was informed accordingly. Considering the Reliance’s reservations certain
changes were proposed in the Master Communication Network of WR in 25th WRPC
which were also approved.
Subsequent to approval of 25th WRPC, the following shortcomings are noticed in the
communication network.
(i) Pune 400KV substation of POWERGRID cannot be connected with Fiber as
part of the line originating from Pune 400KV substation of POWERGRID
(LILO of Lonikand-Kalwa) belongs to Reliance.
(ii) Pune 765 KV substation of POWERGRID can not be connected with fiber
unless Solapur-Aurangabad (756KV) line of PG is completed i.e. by 2016.
Even on completion of this link the alternate path would not be possible.

(iii) Redundant connectivity to Goa SLDC, Kolahapur 765 &400KV, Mapusa
400KV Substations of POWRGRID would not be possible. The connectivity
in one direction to these locations is being provided through Southern Region
through Kolhapur-Narendra Line.
Therefore, in order to provide the fiber connectivity to Goa SLDC, Mapusa
400KV, Pune 765KV and Pune 400KV substations of POWERGRID in two
directions, it is essentially required that the OPGW is laid on following lines of
Reliance.
(a) LILO portion of Lonikand-Kalwa Line at Pune 400KV substation of
POWERGRID (Part of this line belongs to Relaince)
(b) Pune 765KV-Pune 400KV line of Reliance
(c) Solapur400KV-Kolapur 400KV lines.
(d) 400 kV solapur-parli
The above transmission lines of Western Region Power transmission Company
(Maharashtra) Ltd (Subsidiary of Reliance Power Transmission Limited) (IPTC) have
been implemented as per Power Transmission Agreement dated 03.03.09 signed by the
beneficiaries. As per agreement clause 4(iv), the terms and conditions for use of IPTC
lines for installation of OPGW are to be discussed and agreed upon subject to
regulation framed by CERC. It may be mentioned that CERC tariff regulation for block
year 2014-19 has the provision for recovery of tariff for communication system also.
Since the installation of OPGW on the above mentioned lines of Reliance is essentially
required for meeting the communication requirements of RLDCs and NLDC for Grid
operation, the terms and conditions for installation of OPGW on above lines may be
finalized by WRPC and Reliance Power Transmission Limited may be asked to install
OPGW on their above mentioned lines.
MS WRPC stated that the matter was discussed in the 68th CCM and the recommendations of the sub-Committee are as follows:

1. RETL did not have any objection to technical requirement of laying OPGW for
grid requirement.
2. RETL proposed that they are ready to own OPGW asset. However considering
urgent requirement, they are willing to give turnkey work to PGCIL for installing
OPGW and reimburse the cost to PGCIL. This would imply change in project and
corresponding change in tariff for which if beneficiaries agree, then RETL may
approach CERC.
3. EE(GUVNL) did not recommend owning of asset by RETL due to change in tariff
, as the project was awarded to RETL through competitive bidding and changing
of tariff was not desirable and he proposed that PGCIL shall install and own the
asset and Earth wire be retained by RETL. Hence the tariff of project shall not
change.
4. RETL pointed out that the Earth wire retention is not possible by them and
modalities of retention of Earth wire by PGCIL are required to be framed, also
removal of earth wire shall not result in any tariff change. Hence beneficiaries
and lenders shall have to approve even if the asset are to be owned by PGCIL.
5. CCM recommended that there is an urgent need for installing OPGW and matter
may be put up to TCC/WRPC for discussion.
TCC discussions: TCC discussed the issue and decided that a small group would discuss the modalities
and put up same to WRPC.
The group, after discussions suggested the following models to WRPC for decision.
Model-I: OPGW for the project shall be owned by RETL and project implemented by PGCIL on
deposit work basis and cost paid by RETL. In case PGCIL cannot implement the project
then RETL would implement the project.

RETL was agreeable to one time recovery of fixed cost of OPGW or recovery by tariff
approved by CERC.
Fixed cost of line would remain the same even after removing earth wire.
Model II: OPGW for the project owned by PGCIL and recovery of cost for OPGW shall be by tariff
approved by CERC. For this option Line usage cost was demanded by RETL and it
was not acceptable to beneficiaries as nowhere this practice is done and this incident
shall open many such cases. The demand of protection of availability of RETL lines due
to OPGW was acceptable to all beneficiaries. RETL shall get full availability of line, if
there are problems arising due to OPGW. Beneficiaries were also acceptable to fixed
cost of the RETL line project remaining same even after removal of earth wire.
RETL representative desired to inform his management that no charges for line usage cost would be possible.
WRPC discussion: MS WRPC stated that Model –I suggested in the group meeting was acceptable to all. Director (O) POWERGRID informed that it shall not be possible for PGCIL to implement the project in case of Model-1. Further he informed that he had discussed the issue with CEO RETL and CEO RETL has agreed for installation and ownership of OPGW by POWERGRID, as given in Model-2. WRPC asked PGCIL to talk with CEO RETL, (in view of the different position given by RETL in TCC) and confirm to RETL’s agreement for Model-2. In case the confirmation is received, Model-2 can be taken up for implementation. WRPC noted as above.

Subsequently POWERGRID informed that matter was discussed with CEO, RETL and
broadly following points were agreed by RETL on the above matter. The same were
confirmed by POWERGRID vide letter dated 02.12.2014(Copy is enclosed at
annexure-5.1) (i) POWERGRID shall lay the OPGW on Reliance transmission lines.
(ii) The earth wire dismantled from the line shall be returned to Reliance.
(iii) OPGW shall be the property of POWERGRID and the tariff shall be in line
with ULDC charges.
(iv) The tariff of Reliance shall not be reduced because of removal of Earth wire.
(v) Non availability of transmission lines due to OPGW related outage shall not
be on Reliance account.
(vi) No ROW charges shall be payable to Reliance.
In view of POWERGRID’s written confirmation, Model-2 of ownership of OPGW by
PGCIL can be accepted, subjected to confirmation of MoM in the next WRPC
meeting.
ITEM NO 06: NON SUPPLY OF REQUIRED DCD TO NTPC, SIPAT, BY POWERGRID.
6.1 Back ground : WRLDC intimated vide letter dated 10.09.2014 (Annexure-6)
NTPC, SIPAT are facing problem in sending weekly SEM data to WRLDC due to non
availability of enough DCDs. Many requests were made to Bilaspur S/S of
POWERGRID by NTPC, SIPAT and WRLDC. SIPAT is yet to receive the required DCD.
Similar problems were reported from other locations also.
WRLDC informed that POWERGRID is not able to provide required DCDs to stations
due to non availability of the same with them. Since implementation of AMR may take
some time, it is proposed that POWERGRID may procure required DCDs so that the
weekly data transfer to WRLDC will not be effected due to failure of DCDs.

6.2 : MS WRPC stated that the matter was discussed in the 68th CCM. CCM members
pointed out that regularly PGCIL proposals for ABT meters; DCD’s etc including spares
has been approved by WRPC immediately without any hesitation. In view of this, PGCIL
not able to meet the demand of these DCD’s is un-understandable. PGCIL may
therefore explain the policy of meters, spares, DCD’s etc followed by them and how
they propose to remove the difficulties faced by WRLDC in sending weekly data, at
ensuing TCC/WRPC meeting
WRPC/TCC discussions: WRPC requested POWERGRID to ensure that the spare DCDs are available and such issues are planned appropriately and resolved in timely manner. POWERGRID agreed for the same.
ITEM.NO.7: ITEMS FROM 37th SCM OF WR :
MS WRPC informed that following schemes were agreed in the 37th SCM for WR held
on 05.09.2014. The (A) item pertains to sharing of cost following the proposed shifting
of Kahalgaon Stage I and II to curtail short circuit levels at Kahalgaon. The details are
given below:
A) SPLITTING OF KAHALGAON STPS STAGE I AND STAGE II :
A-1) Discussions in the 37th SCM a) Kahalgaon STPS generation project of NTPC in Eastern Region has an
installed capacity of 2340 MW (Stage–I: 4X210 MW, Stage–II: 3X500 MW). In
Stage-I, the constituents of ER, NR and SR have power allocation and in Stage-II
constituents of ER, NR and WR have the power allocation. Standing Committee
on Power System Planning of ER, in its meeting held on 20.09.2010 has agreed
the bus splitting scheme at Maithon, Durgapur, Kahalgaon and Biharshariff
substations in Eastern Region to contain fault level at these substations. The
estimated cost of the scheme of bus splitting of Kahalgaon STPS Stage-I and
Stage-II, to be implemented by NTPC is about 98.94 crores. The scheme was

approved by ERPC in its 24th meeting held on 27.04.2013. The scheme has
been approved by NR in their 29th NRPC meeting and 26th TCC meeting held on
13.09.2013 and 12.09.2013 respectively. The scheme was taken up for
discussion in the 24th WRPC/TCC meeting held in Oct., 2013, wherein, it was
suggested that scheme should be first taken up for discussion in the Standing
Committee meeting of WR.
During 37th SCM as regards to the high cost of bus splitting, NTPC stated that
the implementation of bus splitting arrangement in generating switchyard is more
complex in nature as compared with that of sub-station. In the present case,
scheme envisages operation of Kahalgaon as two electrically independent power
stations each with a separate station power supply system as well as rotating
auxiliaries’ safety. He added that various packages of the scheme are ready for
award and requested for the approval of the scheme.
After further deliberations, the scheme was agreed by the members of 37th SCM.
Regarding the apportionment of the cost of implementation of the scheme
between Kahalgaon Stage-l and Stage-II, WR constituents were of the view that
the same should be on the basis of installed capacity of Kahalgaon Stage-l and
Stage-II.
A-2) MS WRPC stated that the matter was discussed in the 37th SCM held on
05.09.2014, in view of the comments forwarded by WRPC in this regard based on the
decision taken in the 24th WRPC meeting. In the 24th WRPC meeting WR constituents
were not in agreement with the ER constituents’ contention of sharing of the cost of
scheme between Kahalgaon Stage-l and Stage-II in ratio of their annual fixed cost as
agreed in the ERPC meeting. But they were of the view that as per CERC regulation in
vogue, the cost should be apportioned in the ratio of installed capacity.

A-3) TCC discussions:
During TCC discussions, WR beneficiaries retained their stand of sharing the cost of splitting the bus on Installed capacity basis, since this is as per the CERC regulations. It was decided that WRPC secretariat would propose this agenda item for discussion in the ensuing NPC, as there are different views (based on annual fixed cost by ER and as per installed capacity by WR beneficiaries). It was also suggested that NTPC shall put up the above views of WRPC before CERC during filing of tariff.
WRPC agreed to TCC recommendations.
B) PROCUREMENT OF ONE NO. 333 MVA, 765/400 KV AND TWO NOS. OF 500 MVA, 765/400 KV ICTS FOR WESTERN REGION – POWERGRID PROPOSAL:
MS WRPC informed that following issue pertaining to procurement of one 333 MVA,
765/400 kV ICT and two 500 MVA 765/400 kV ICTS for WR was taken up in 37th SCM
as given below. (The TCC/WRPC discussions for items(B), (C) and (D) below are taken
after D . )
Discussions of 37th SCM for WR : Director (SP&PA), CEA stated that at present
seventy two (72) units of 500 MVA, 765/400 kV single phase ICTs and twelve (12) units
of 333 MVA 765/400 kV single phase ICTs are under operation at various 765/400 kV
substations in Western Region.
He added that each of the above sub-station has one single phase unit as spare. These
transformers are manufactured outside India at works of ABB, Hyundai, BTW and
Hyosung. If any of these units fails, it has to be transported to off shore works of
manufacturer for the repair, which is a time consuming process. During the repair
period, failure of second unit may lead to overloading of the other units operating in
parallel and may cause transmission constraint. In view of above, POWERGRID has
proposed to procure two (2) nos. single phase 500 MVA capacity and one (1) no. single

phase 333 MVA capacity 765/400 kV ICT as spare for Western Regional Grid. The
issue was also deliberated in the 35th meeting of Standing Committee on Power
System Planning in WR, wherein the proposal was not agreed by the WR constituents
and POWERGRID was requested to give priority to periodic maintenance and
monitoring of these ICTs.
GETCO and MSETCL were of the view that POWERGRID can procure the spare
transformers as a part of their inventory but the constituents should not be burdened
with the additional tariff on account of capital investment made in spare transformers.
(C) PROCUREMENT OF SPARE 765 KV REACTORS FOR WESTERN REGION – POWERGRID PROPOSAL. MS WRPC informed that following issue pertaining to procurement of 765 kV spare
reactors for WR was taken up in 37th SCM as given below.
Discussions of 37th SCM for WR : Director (SP&PA), stated that POWERGRID has
informed that at present six (6) units of 765 kV, 110 MVAR single phase reactors and
one hundred two (102) units of 765 kV, 80 MVAR single phase reactors are under
operation at their substations in Western Region. The voltage at 765 kV buses in WR is
generally high and failure of any one unit of the reactor may lead to over voltage in the
system. POWERGRID has proposed procurement of one unit of 765 kV, 110 MVAR
single phase reactors and two units of 765 kV, 80 MVAR single phase reactors as spare
reactors for Western Regional Grid.
D) PROCUREMENT OF SPARE 125 MVAR, 400 KV REACTORS FOR WESTERN
REGION –POWERGRID PROPOSAL. MS WRPC informed that following issue pertaining to procurement of 400 kV spare 125
MVAR reactors for WR was taken up in 37th SCM as given below.

Discussions of 37th SCM for WR : Director (SP&PA), stated that POWERGRID has
informed that at present ten (10) units of 400 kV, 125 MVAR reactors are under
operation and fifteen (15) units of 400 kV, 125 MVAR reactors are under various stages
of commissioning at their substations in Western Region. The voltage at 400 kV buses
in WR is generally high and failure of any one unit of the reactor may lead to over
voltage in the system.
POWERGRID has proposed procurement of two unit of 400 kV, 125 MVAR reactors as
spare reactors for Western Regional Grid.
To improve the reliability, members of the Standing Committee agreed with the
proposals at B), C) and D). However, suggested that commercial implication of the
scheme may be deliberated in WRPC forum.
TCC discussions:
With respect to procurement of spares, Beneficiaries were of the view that maintaining
healthiness & reliability of transmission elements and required inventory is responsibility
of PGCIL. Also the system has been planned keeping some inherent contingencies.
Therefore PGCIL may procure the spare ICTs and reactors at B, C & D either through
PSDF fund or through their own expenditure.
CTU representative informed that all other Regions(ER/NR) have already agreed for
similar proposal in their region. He further stated that in case of failure of ICT or
reactors, it takes considerable time to repair/procure the same and therefore the
reliability is sacrificed for such period. He requested beneficiaries were requested to
review their stand on above in the interest of the reliability and quick replacement of
faulty equipment.
WRPC Discussion: Director, POWERGRID stated that there is a need to have adequate spares to meet
n-1-1 contingency. Simultaneous outage of two 1-ph units may lead to large scale (1000

MW to 1500MW) evacuation constraint. WR Beneficiaries reiterated the view that
maintaining healthiness & reliability of transmission elements is responsibility of PGCIL.
WRPC noted that beneficiaries were not agreeing to bear the expenses of spares under items (B to D) and since responsibility of maintaining healthiness and reliability is the responsibility of POWERGRID, PGCIL may suitably decide on procurement of spares or otherwise as beneficiaries would not be sharing the cost of spares.
ITEM NO. 8 : LOAD FORECASTING IN WESTERN REGION
TCC: MS WRPC informed that as per the amended DSM that is effective from 17th
February 2013 the SLDCs, SEB, distribution licensees shall always restrict the net
drawal of the State from the grid within the drawal schedule keeping the deviations from
the schedule within the limits specified in the Deviation settlement mechanism
regulations. Therefore it is imperative that adequate attention may be paid towards load
forecasting. The matter was discussed in the 455th and 456th OCC as well as in the
25th TCC/WRPC board meeting wherein it was decided to create a task force for
exploring development of a software for load forecasting. SLDC GETCO was nodal co-
ordinating agency for the same.
a) In the 26th WRPC meeting, CE, SLDC GETCO informed that DISCOMS had
prepared proposal. Five load forecasting service provider companies (FSP) had
come forward to forecast the load on trial basis for three months. The same shall
be done free of cost for three months. Pilot projects can commence from July
2014 for three months. Upon successful completion of trial run of forecasting,
commercial offers can be taken up.

b) A meeting was held on 03.04.2014 at Mumbai and (SLDC) GETCO, Gujarat was
nominated as nodal agency for implementation of the load forecasting in WR.
Participants agreed that at least two DISCOMs from each state should participate
in pilot project of Load Forecasting. Second meeting on Load Forecasting was
held on 11.06.2014.
c) CE,SLDC GETCO informed the updated status on the pilot project is as follows ;
(i) MP has already awarded contract for load forecasting and the same is expected to be available by year end. Therefore MP will not participate in the present scheme. The pilot project will start functioning from December 2014.
(ii) Chhattisgarh had requested for copy of NDA and same was forwarded to them. Their work is under progress.
(iii) Maharashtra SLDC, conveyed that Maharashtra DISCOMs response is awaited. BEST & TPC is already having such forecasting system in association with IIT-Bombay. SLDC Maharashtra representative informed that data exchange with IIT Bombay will be completed by October 2014 end.
(iv) Due to non availability of coordinator details of GOA, it is not possible to contact them. M/s. Marcadose, load forecasting service provider, has not received any response from Goa.
(v) IIT, Gandhinagar load forecasting service provider for DD & DNH, has not received any response from DD & DNH
CE, SLDC GETCO requested any beneficiary facing any problem with respect to load forecasting in the above pilot project may contact them for any assistance required.
WRPC noted as above.
ITEM.NO.9: IMPACT OF TRIPPING OF UNIT (S) IN APL STAGE-3 ON
GUJARAT:
Back ground : GETCO vide letter SLDC/CE/MIS/27th WRPC-Agenda/T-3401 dated 31/10/2014 have intimated that SLDC-Gujarat is looking after scheduling of 1980 MW (3 x 660 MW units No. 7, 8 & 9 of M/s. APL, Mundra) in which State Discoms have no

share. Even if any of these units trips, there is substantial over drawl at State periphery which attracts penalty for no fault of any of the State entities.
CE SLDC (GETCO) stated that SLDC-Gujarat has to resort to picking up even costly gas based generation or load shedding by a substantial quantum which is not at all in the interest of the consumers of the State. In some cases, WRLDC had initiated actions for opening of EHV lines without waiting for the effect of actions taken by SLDC in the form of picking up generation or resorting to load shedding. He further stated that whenever APL revises the schedule in case of tripping of unit in Stage-3, sudden effect of around 400 to 500 MW change in schedule in one time block is given by WRLDC. At this moment there is a heavy under drawl at State periphery. It attracts penalty on account of under drawl.
He presented the impact of tripping of APL unit No. 7 on 08.03.2014 19:56 hrs which has resulted in huge over drawl and subsequent revision of Haryana schedule after four time blocks resulting in huge under drawl. SLDC-Gujarat has to pick up (soon after tripping of unit to curb over drawl) and back down the State generation (when the schedule is revised from 4th time block) by around 500 MW within one hour to maintain deviation within specified limit.
He further stated that SLDC had taken up the matter with WRLDC for smooth changeover of control area of APL Stage-3 from SLDC Gujarat to WRLDC in homogeneous interest of Western Region and requested that the above matter may be deliberated to find out amicable solution.
TCC discussions:
MS WRPC briefed TCC on the above position. CE (SLDC) GETCO stated that tripping
of large size units(7,8,9) at APL stage-III results in deviation as described above, over
and above this WRLDC is issuing notices to GETCO for deviations during such
occasions. Since Gujarat is not responsible for the deviation and schedule from this
stage is to other beneficiaries out of WR, hence control area of APL stage-3 (7,8,9)
should be with WRLDC.

MS WRPC opined that stage wise control area for generating station is not permitted in
the existing clauses of IEGC, therefore control area of complete station can either be
transferred to WRLDC or the control can be retained by GETCO. TCC agreed to the
view of MS WRPC. WRLDC queried when the deviations by Gujarat (due to tripping of
APL units) are passed on to APL .What is the problem?
GETCO representative informed that the provisions/principles of deviation regulation of
GERC is still as per old UI and different from the CERCs DSM and therefore the
deviation charges applied to Gujarat through DSM are different & much higher than
those passed on by Gujarat to APL. He further informed that the GERC UI regulations
are due for notification in short time, in line with CERC DSM regulations. He informed
that even after DSM of state is in line with centre, the problem persist because WRLDC
follows Gujarat for four time blocks when deviation is yet to be revised due to tripping.
WRPC:
Committee appreciated the problem faced by Gujarat. However WRPC decided that Status quo as regards to control area of APL Mundra shall be maintained. Any change in the same can be taken at NPC/ National level meeting since the present decision to maintain control area with GETCO was taken at National level meeting due to some of the stake holders in CGPL being outside WR.
ITEM.NO.10: ALLOCATION OF URS FROM CGPL UNITS: TCC : MS WRPC informed that GETCO vide letter SLDC/CE/MIS/27th WRPC-Agenda/T-3401 dated 31/10/2014 have intimated that at present, all the Central and State generating stations are governed by the tariff regulations of the respective commissions. CE SLDC Gujarat informed that in case of Central Sector NTPC stations, its beneficiaries are allowed to avail the un-requisitioned quantum surrendered by one beneficiary (ies) to another beneficiary (ies) of the same power station on the requisition by any of these beneficiaries desiring to avail it. In case the original beneficiary requests

back for its share of power, then its schedule and schedule of beneficiary who had availed URS power would be revised.
He stated that the URS of NR constituents in CGPL is not being scheduled to Gujarat in line with the above procedure when there was acute shortage of power. The aim behind the reallocation of URS is to utilize resources in the best possible / in an optimum way and therefore requested that the issue of allocation of URS from CGPL in line with other Central Sector NTPC units may be discussed.
TCC Chairperson stated that the issue can be discussed so that some fruitful decision can be arrived. The discussion however could not converge. Following are the main points raised by WRLDC:
1) WRLDC made a presentation on as to why, in their opinion, URS for CGPL or other than NTPC station is not allowed citing the CERC order dated 11.01.2010 in petition 134/2009 & IA 54/2009 and various provisions of IEGC. GM, WRLDC informed that in case of Sasan which a project under section 63, whether the provisions of the judgement under section 62 for NTPC stations for URS case can be applied. Hence WRLDC had requested them(Sasan) to go to CERC. TCC Chairperson replied that the URS order does not gain strength from the project being under Section 62 but from the merits of the case of URS. These merits/grounds are also applicable to Sasan or CGPL.
2) WRLDC also informed that they do not have objection to URS but certain transmission issues are there that requires clarification.
3) WRLDC informed for NTPC stations, the allocations are deemed LTA. This is not the case for others.
4) The issue comes how to account URS from these stations as LTOA, MTOA or STOA transaction. If it is STOA it can be permitted as per available regulatory clauses.
5) WRLDC were of the opinion that such URS transactions even within the WR beneficiaries cannot be taken up, except under STOA.
The main points of the beneficiaries were:
1) Beneficiaries can always schedule URS power through STOA from any station, for which they do not require any support/suggestion from WRLDC. However

they are the of the view that scheduling of UMPPs is done on the same line and regulatory framework as is done in case of Central Sector (NTPC) stations and therefore scheduling of URS power from these stations (UMPPs) should be allowed on same terms and conditions of Central Sector (NTPC) stations.
2) If beneficiaries within WR want the power from these stations in URS, the same should be permitted, at least to begin with, within the region
WRPC:
Chairperson WRPC observed that CERC or for that purpose any judicial body gives verdict on the prayer made by the petitioner before them. Therefore in the case of petition 134/2009 & IA 54/2009, CERC has given verdict on the prayer made by the petitioner and therefore the verdict should not be read in isolation. The WR beneficiaries are arguing that there is a similarity in scheduling of UMPPs and Central Sector (NTPC) stations and therefore scheduling of URS power in UMPPS should also be allowed. Regulations and CERC orders are therefore required to be read in the proper prospective and relevant provisions put together in Unison.
Chairperson WRPC informed that the petition of URS with Sasan will take its time to be resolved by the Hon’ble Commission. However meanwhile there are numerous instances where URS can be availed with these two existing and working UMPP in the WR for which we must consider doing something in the interim period. TCC Chairperson pointed out that with these two UMPPs, there are situations where beneficiaries in NR surrenders and beneficiaries of WR want power. These do not involve transmission constraints in general, but in the reverse case when NR beneficiaries may want it, there could be transmission constraints issues.
Chairperson WRPC suggested that beneficiaries may file an IA/petition with CERC seeking URS from these stations as is done in case of NTPC stations for the interim period, without applying STOA charges. Subject to outcome of Sasan UMPP petition, if required as per judgement retrospectively STOA charges can be settled. This gives advantage of utilising URS from UMPPs in interim period.

ITEM No.11: IMPLEMENTATION OF AUTOMATIC METER READING IN WESTERN REGION
TCC: MS WRPC stated that the matter was discussed in 66th, 68th CCM, 23rd and 26th
WRPC meeting. In the MoM of 23rd WRPC meeting held on 12th July 2013 at Silvasa,
it was recorded under item no.26-C that, “ recurring cost be included in the fees and charges of WRLDC ”. WRLDC had requested to drop the above text and item 26-C
and last para may be replaced with the following
"The provision for recovery may be taken up in appropriate technical/ commercial forum
for further submission to WRPC for approval"
MS WRPC further stated that the matter was discussed in the 68th CCM and the sub-
Committee was of the view that the MOM of the 23rd WRPC need not be amended. The
sub-Committee agreed to the views of WRLDC that there was no provision for recovery
of these recurring charges of AMR under fees & charges head of WRLDC. Therefore
CCM recommended that the one time capital cost may be recovered (as in the case of
ABT meters by PGCIL) and the recurring cost may be recovered in the O&M charges by
PGCIL.
Beneficiaries retained their stand expressed in the 68th CCM.
POWERGRID representative stated that in case of AMR project the recurring cost is
substantially high and they would come out with a way of addressing recurring charges
in the next CCM.
WRPC in principle accepted the TCC recommendation of recovery of recurring cost should be done through O & M expenses. POWERGRID may give its method regarding recovery of recurring charges (in the forthcoming CCM).

ITEM NO. 12: REPORT OF THE TASK FORCE ON POWER SYSTEM ANALYSIS UNDER CONTINGENCIES HEADED BY SHRI V. RAMAKRISHNA:
TCC: MS WRPC stated that as a follow-up of the recommendations of Enquiry
Committee headed by Chairman, CEA on grid disturbances of 30th and 31st July 2012
that took place in NEW grid, Ministry of Power, constituted a “Task Force on Power
System Analysis under contingencies in Dec 2012”. The Task Force was headed by
Shri V Ramakrishana Ex-Member (PS), CEA New Delhi. The terms of reference broadly
covers analysis of the network behaviour under normal conditions and under
contingencies, review of operation philosophy of protection relays, islanding schemes,
technological options to improve the performance of the grid etc. The brief on the report
is enclosed at Annexure 12 :
He further stated that the report along with its recommendations was discussed in the
122nd PCM. He requested SE(C & P) WRPC to give a presentation on the Task Force
report and its recommendations
SE (C & P) WRPC made a presentation on the Task Force report and its
recommendations vis a vis how WR utilities stands as regards to the recommendations
of the Task Force report.
He elaborated the recommendations of the Task force, pertaining to protection &
system studies and informed that the following action plan was recommended by PCM
in line with the Task force.
1) Formulation of Special groups for studies and protection co ordination.: The above report mentions the need to form specialized groups to study the
system studies, protection, control and stability, identification and training of man
power, etc. PCM recommended that the existing study group and protection
groups would interact and come up with suggestions to implement the
recommendation. PCM recommended that a small group would assess the

requirements in various areas and suggestions would be examined in a special
meeting.
2) Contingency and Stability Studies : a) A study group would be formed at regional level to assess the feasibility of
carrying out real time studies at WRLDC & SLDC requires to be examined in
view of difficulties faced in the SCADA data & accuracy.
b) PCM recommended that the study group shall continue to carry system studies
at regular intervals.
3) Islanding Schemes:
PCM felt that the existing islanding schemes in WR are in line with the
recommendations of the report. WR has therefore complied with the same.
Regarding new islanding schemes under discussion the same shall be formulated as
per the recommendations.
4) Transmission Operational Planning Criteria :
This issue pertaining to restricting dispatches are under review by National Reliabilty council for Electricity formulated under Chairmanship of Member(GO&D), CEA, New Delhi.
5) Frequency Regulation :
The issue is being addressed at national level.
6) Integration of Renewable Energy in the grid:
The issue is being addressed at national level.
7) Controlling High Voltages in grid during periods of low line loadings:
The issue is regularly being reviewed in the OCC.
Low Voltage problem: Planning for application of STATCOM, SVC and other dynamic Var support for better voltage stability, is being addressed by Standing Committee. WR region is not facing acute low voltage problem in the last few years .

8) Tuning of power electronic devices & PSS:
WR has already implemented PSS tunning on 29 generating units in the PSS tuning
initiative. However PCM recommended review of this activity, in view of generation
addition and change in system configuration. Regarding HVDC controllers and
TCSC tuning, the same requires to be taken up by the group to be identified at
Sr.No.1
9) Review & correction of relay settings :
a) PCM reviewed the philosophy of protection and observed that the WR protection
settings are mostly in line with the recommendations. However issues pertaining
to Zone-3 relay settings & its coordination with the Lower voltage level
protections would arise if the Ramakrishna Committee recommendations (time
grading & no compromise on the reach) are to be implemented. PCM felt that
the issue is of very complex nature, requiring tricky coordination and case to

case coordination and requires specialized study possibly involving consultants.
However PCM observed that the existing Zone-3 settings in WR with DEF
backup is found to operate satisfactorily as such protection is not sacrificed.
Hence switch over to the new philosophy (time grading & no compromise on the
reach) may be done only after adequate studies.
b) PCM recommended that the protection audits in future shall be carried out as per the guidelines and formats as given in the recommendations.
WRPC appreciated the fact that WR utilities/constituents by and large are compliant with the recommendations of the Task Force report. Committee noted the recommendations of the Task Force report and suggested to pursue the action plan as discussed in TCC.
ITEM NO 13: COMMISSIONING OF NEW SYSTEM PROTECTION SCHEMES IN CONNECTION WITH SYNCHRONIZATION OF SR AND NEW GRID:
TCC: MS WRPC stated that the activities associated with the synchronization are being
periodically monitored by the Central Electricity Authority and the Ministry of Power.
Commissioning of certain identified System Protection Schemes was one of the prerequisites
for synchronization. The details of the SPS to be implemented in Western Region and the
actions to be taken by different utilities were elaborated vide WRPC letter
WRPC/Protection/SPS/2013/2046 dated 29.11.2013 to all the concerned.
He further informed that concerns regarding the backing down quantum and inclusion of more
generators in the backing down of generations under various schemes were raised by the WR
constituents in the 120th PCM and 25th WRPC meetings. Accordingly WRPC vide letter dated
25.02.14 took up the issue with NLDC including other technicalities involved in the schemes.
NLDC vide letter dated 11.04.2014, forwarded the revised proposal for various SPS related with
765kV Solapur-Raichur circuit. A meeting was held on 29.04.2014 to discuss the above
proposal and the backing down quantum for generators in WR finalized for various security

threats in the. The matter was further deliberated in the 26th WRPC meeting held on 21.06.2014
and NLDC was in agreement to enhance the limits and introduce time delays immediately as
suggested in the scheme. As and when the signals are extended to the newer generators the
quantum of backing down of the already participating generators be reduced on prorate basis.
PGCIL informed that the signals have been extended to all the new generators identified except
Lanco Amarkantak (due to change in system configuration).
MS WRPC stated that in the 122nd PCM, it was suggested that WRLDC may take up the issue
with the generating stations for wiring up of the signals for the backing down. After completion
of wirings mock testing of the SPS would be carried out by WRLDC and the SPS would be
commissioned at these new generators.
MD MSETCL stated that concerns have already been raised by MSETCL over the SPS and a
petition has been filed in CERC, since MSETCL/MSEDCL is the major sufferer due to frequent
operation of the SPS. He further stated that CERC has referred the matter to CEA for further
studies and their views on the SPS. Accordingly CEA conducted studies and the results and
findings were forwarded to MSETCL for comments. MSETCL have forwarded their comments
and suggested that the data considered for the study case is not as per their estimates.
WRPC observed that the SPS should be designed by considering the comments of the utilities involved. It further decided that WRLDC shall coordinate for extending signals to generators and testing of SPS on non-trip mode.
ITEM NO 14: IMPLEMENTATION STATUS OF SPS UNDER PROGRESS:
14.1) Revised Changes in SPS at CGPL Mundra:
MS WRPC informed that the revised SPS(after the occurrence of 12.03.2014) agreed in the
26th WRPC meeting is as follows;

(i) If export is more than 3100MW and any one line out of eight lines trip – reduce generation in
two units to the tune of 800MW.
(ii) If second line trips immediately in addition to (i) –trip one unit immediately.
CGPL have informed that the revised SPS has been implemented.
14.2) SPS at APL Tiroda :MS WRPC informed that a special meeting was convened by
WRPC on 22.08.2014 to review the SPS at APL Tiroda in view of expected
synchronization of 5th unit of APL Tirora and likely scenario of the flows and
commissioning of the transmission system associated with APML.
The contingencies required to be considered and the actions suggested for the SPS are as
follows:
1) Loss of 765kV Tiroda-Akola2 S/C : In this case, APL would backdown the generation to
2200MW ex-bus, through mill trip and control valve closing. Further manual generation
backing down as per instructions of MSSLDC, if felt necessary. The logic for detection of
loss of 765kV Tiroda-Akola2 S/C should be appropriately implemented by APL, to
accommodate tripping of 765/400kV ICT at Akola2 also and the time delay for initiation of
backing down after detection of loss of 765kV Tiroda-Akola2 S/C shall be kept below 1
sec.
2) Loss of 765kV Tiroda-Akola2 S/C and subsequent loss of 400kV Tiroda-Warora S/C:
APL would bring down the ex-bus generation to a level of 1100MW. The time delay for
initiation backing down after detection of the above contingency shall be kept 600 msec.
(Note: The time delays in both contingencies were introduced only to ensure that false
tripping/backing down of units are avoided under transient conditions).

3) The already approved SPS schemes for APL Tiroda (agreed SPS scheme between
MSETCL & APL as intimated vide letter MSLDC/Tech-SO/1198 dated 01st July 2014,
NLDC SPS) beyond Wardha and Akola shall remain unchanged.
Therefore various SPS’s at APL Tiroda are as follows;
A) SPS-1: Envisaged for controlling impact of overloading at Akola & Aurangabad areas :
As agreed between MSETCL & APL as intimated vide letter MSLDC/Tech-SO/1198 dated
01st July 2014.
B) SPS-2: Envisaged for controlling impact of loss of evacuation of lines at APL Tiroda: As
agreed at point-1&2 above.
C) SPS-3: Envisaged by NLDC for SR-WR emergency conditions: As per NLDC letter
NLDC/SR_synch_SPS dated 11.04.2014.
APL Tiroda have intimated that the SPS has been implemented.
14.3) SPS for reliable evacuation of Sipat generation:
MS WRPC informed that the SPS was discussed in the special meeting held on 03.09.2013 at
TAPS 3 & 4 wherein NTPC representative made a presentation on the SPS.
Further the proposal for SPS at NTPC Sipat was discussed and examined by WRPC & WRLDC
in a meeting held on 18.03.2014 and following was decided:
a) If the Ex-bus generation at Sipat is more than 2200MW (which is 110% of the rated capacity
of both the ICTs) and both 765kV Sipat-Bilaspur lines or 765kV Bilaspur-Seoni lines trips,
NTPC shall back down generation quantum equal to (Ex Bus Generation-2200MWs)
automatically. Appropriate unit selection at NTPC Sipat may be decided by NTPC.
b) Even after backing down the above quantum at “a”, the loading on ICTs is above 100%,
NTPC shall manually back down/trip the generation, so that the loading on both the ICTs is
acceptable.

NTPC have confirmed that the SPS has been put in service.
MS WRPC further stated that an SPS for reliable evacuation of SASAN UMPP was discussed and finalised in the 122nd PCM.
WRPC/TCC noted the implementation of the above SPS.
ITEM NO. 15: HON’BLE CERCS ORDERS ON THE GRID DISTURBANCE OF 30.07.2012 & 31.07.2012.
15.1: Status of compliance of the Protection Audit observations (Petition No. 220/MP/2012).
MS WRPC stated that CERC vide order dated 21.02.2014 in petition No. 220/MP/2012
filed by POWERGRID have observed that “since the protection system is a vital
requirement for the safe and secure operation of the grid, we have decided that in
order to implement the recommendations of the Protection Audit, a compliance mechanism with definite time line needs to be put in place”.
The compliance mechanism with definite time line is as under:
(a) Each STU and CTU shall submit its action plan against each deficiency within one
month from issue of this order clearly stating the deficiencies which can be corrected
without any procurement (Category-A) and deficiencies involving procurement of
equipment (Category-B).
(b) The remaining deficiencies, if any, in Category-A shall be rectified by the concerned
STU and CTU within 2 months of issue of the order and compliance report in this regard
shall be submitted to respective RPC.
(c) Each SLDC shall be responsible to monitor the action taken by STU. If any deficiency
in the STU system in regard to the Category-A deficiencies is not corrected after 3 months
of issue of this order, the concerned SLDC may approach the respective State

Commission for appropriate action against defaulting State entity in accordance with State
Grid Code. The Office-in-Charge of the concerned SLDC shall be responsible for

(d) RPCs at the end of each quarter shall prepare a report on the protection deficiencies
and their rectification which shall be sent to this Commission with a copy to CTU not later
than 45 days of expiry of the quarter.

He further informed that the status as received from MSETCL as on Aug14, CSPTCL Aug
14, MP as on March 14 & GETCO(All attended) as on March 14, has been filed with
Hon’ble CERC vide letter Dtd. 26.09.2014 (Copy of which is available on WRPC web site).
The data pertaining to ISGS, ISTS, Goa, DD & DNH is not received by WRLDC and hence
the same could not be filed with Hon’ble CERC. The status was reviewed in the 122nd PCM and constituents informed that all the Category A protection audit deficiencies

ITEM NO. 16: STATUS OF IMPLEMENTATION OF RECOMMENDATIONS OF REPORT ON GRID DISTURBANCE ON 30TH AND 31ST JULY 2012 IN WR
MS WRPC informed that the Status of implementation in WR on Recommendations of Report
on Grid disturbance on 30th and 31st July 2012 as on 31.08.2014 is given at Annexure-16. In
the 120th PCM, it was decided that utilities would submit data to nodal agency/officer and nodal
agency, after compiling the data may submit it to the WRPC for timely submission of the same
to CEA/MoP.
He further stated that MP is regularly submitting this data.
Chairperson WRPC appreciated the efforts of MP and requested other constituents may also submit the data regularly.
ITEM NO.17: DECLARATION OF TRANSMISSION ELEMENTS INTO COMMERCIAL OPERATION BY PGCIL AND BDTCL.
MS WRPC stated that the list of transmission elements commissioned during the period
April-2014 to Oct- 2014 conveyed by PGCIL and BDTCL is given in Annexure-17. He
further stated that CCM discussed and recommended the CODs for elements enclosed
at above annexure.

ITEM NO. 19: GRANT OF MTOA AND LTOA BY POWERGRID. 19.1 : MS WRPC stated that the list of LTOAs/MTOAs received from NLDC and
applicable from the month of Sept-14 for computation of RTA is enclosed at Annexure-
19.
19.2 : Reduction of LTOA in respect of LANCO Amarkantak
PGCIL representative as regards to revision of LTOA quantum of Lanco Amarkantak from 300 MW to 273 MW as requested by PTC, informed that the same has been accepted in SCM. However MOM is awaited.
WR Beneficiaries opined that if Lanco Amarkantak had applied LTOA for 300MW then the quantum of reduction in LTOA may have the financial implications as per the provisions of the relevant CERC regulations.
PGCIL representative informed that before the grant of connectivity 2009 regulations of CERC, it was in general a practice to grant LTOA along with connectivity to a new generator on the proposed installed capacity. Accordingly Lanco Amarkantak was granted connectivity with an LTOA for the gross installed capacity (300MW) and not the ex-bus capacity, though Lanco-Amarkantak has applied a LTOA of 273 MWs.
WRPC agreed for reduction in LTOA quantum of Lanco Amarkantak from 300MW to 273 MW, since Lanco Amarkantak/PTC, originally, has applied for connectivity and LTOA of 273 MW only. ITEM NO.24: PERFORMANCE OF WR GRID DURING JULY 2014 TO
NOVEMBER 2014 24.1 SYSTEM PERFORMANCE
Frequency: During months of July, August, September, October & November 2014, the grid
operated in the IEGC frequency range of 49.9 Hz to 50.05 Hz for 50.16 %, 49.50 %,
55.70 %, 52.94 % and 53.60 % of time respectively. The frequencies below 49.9 Hz
were from 25.54 % to 37.87 % of time during July 2014 to November 2014. In higher
frequency regime, system frequency remained above 50.05 Hz for 15.33 %, 12.63 %,
16.17 %, 21.52 % and 16.46 % of time respectively in July, August, September, October
& November 2014. The monthly average frequency was 49.93 Hz in July & August
2014, 49.95 Hz in September 2014 49.96 Hz in October 2014 and 50.00 Hz in
November 2014.
The detail of frequency profile for the months of July 2014 to November 2014 is placed
at Annexure-24.1(a).
Demand :
The maximum unrestricted demand of Western Region was in the range of 40500 MW
to 45500 MW(Ex Bus) in July 2014 to November 2014 respectively. The region faced
capacity shortage in the range of 400 MW to 1480MW (peak deficit of 1.0 to 3.60 %)
respectively during these months. The details of unrestricted peak demand, demand
met and energy requirement and availability are as furnished at Annexure-24.1 (b).
24.2 Voltage Profile
24.2.1 Overall voltage profile had been satisfactory during the period under review.
However, instances of high voltages beyond the IEGC specified operating range were
observed at some of the EHV sub-stations in the region. Higher voltages in the range of

421 kV to 440 kV were noted at Indore, Itarsi, Karad, Dhule, Kasor, Bhilai, Jetpur, Bina,
Gwalior, Nagda and Khandwa substations. Also the 765 kV Gwalior Substation touched
to 815 kV in the month of February 2014. To contain high voltages WRLDC resorted to
opening of lightly loaded EHV lines on certain days. The detail of voltages at important
400 kV and 765 kV sub-stations during the period of July 2014 to November 2014 is
placed at Annexure- 24.2. In order to control incidences of high voltages during low
load periods, installation of reactors at following locations as planned by various utilities
is in the process as per following schedule:

MS WRPC informed that the month-wise details relating to performance of AUFLS

ITEM No. 25: ANTICIPATED POWER SUPPLY POSITION IN WESTERN REGION FOR THE PERIOD FROM DECEMBER 2014 TO FEBRUARY 2015
The anticipated power supply position in the region for the period from December 2014
to February 2015 is at Annexure-25. The period under consideration is winter season.
The anticipated regional demand is likely to vary between 45000 MW to 47500 MW and
the capacity shortage will be around 1.0-3.0 %. In terms of energy, the unrestricted
requirement is expected to range from 25400 MUs to 26000 MUs with regional energy
deficit of around 0.5 % to 2.5 %.

ITEM.NO.28: WRPC MEMBERSHIP FOR CGPL MUNDRA
CGPL vide letterCGPL/UMPP/CEO/WRPC/1344 dated 25th June 2014(copy enclosed
at Annexure-28) have requested inclusion of CGPL Mundra as a member of WRPC.
Government of India, under the provision of Section 2 (55) of the Electricity Act 2003
vide its resolution F. No.23/1/2004-R&R dated 25th May 2005, amendment dated 29th
Nov.2005 and subsequent amendment dated 9th May 2008 has established the WRPC.
As per the resolution, a representative from every generating company which has

established a generating station more than 1000MW in Western Region shall qualify to
become member of WRPC.
It was perception that Tata Power Company is the owner of CGPL Mundra and Tata
Power Company through its Special Purpose Vehicle (SPV) called CGPL Mundra has
commissioned 4000MW generating station at Mundra Gujarat. Since, Tata Power
Company is already member of WRPC, CGPL Mundra was not considered for
membership of WRPC even though the installed capacity of CGPL Mundra is 4000MW.
CGPL Mundra vide above referred letter have intimated that Tata Power Company
through its Special Purpose Vehicle (SPV) called Coastal Gujarat Power Limited
(CGPL) has commissioned 4000MW generating station at Mundra Gujarat. Above
referred SPV is a separate legal entity i.e. Body corporate incorporated under
Companies Act other than Tata Power Company Limited.
In the TCC and WRPC meeting representative of TPC clarified that since CGPL is
qualified to be a member in its own right, TPC does not have any objection to the same.
Accordingly it was decided to include CGPL as member from the next financial year
onwards(2015-16) . ITEM No. 29: ANY OTHER ITEM

29.1 : Fiber Connectivity to WRLDC :
AGM WRLDC stated that connectivity from SLDC Kalwa to WRLDC is through
underground Fiber Optic cables. The route of the fiber optics is excavated by the
essential services utilities every now and then. Due to this there is always damage to
the fibre optic cables and interruption in the continuous data flow. In the URTDMS
meeting held on 12.11.2014 at WRLDC it was decided that the fibre optic may be laid
on the RETL/TATA transmission lines.

MS WRPC stated that a separate meeting will be held to sort out the issue (in view of
new OPGW connectivity by MSETCL in Mumbai area.) involving PGCIL, RETL Tata
Power and MSETCL.
29.2 : Non charging of 3rd ICT at Pune PG:
PGCIL representative stated that the third ICT at Pune(PG) is ready. However the third
ICT is not being allowed to be charged by MSETCL. The loading on both ICTs is
already quite high. If it trips, then it will result in Pune area being dark. The matter was
discussed and MSETCL informed that 220 kV Urse-Chinchwad only one circuit exists
and the loading on this line is already high. The 2nd Urse-Chinchwad circuit is planned
and shall be expected to be completed in a years time. As such till such time bringing
the 3rd ICT in service would not be possible. SE(P&C), WRPC informed that Pune ring
main is fed from three 400 kV stations. With the commissioning of Pune(PG), the flow in
Pune ring main has become skewed as more power flows from Pune(PG) to Chichwad.
If the third ICT is also charged, this would make Pune area trip often and become dark.
It was informed that till such time the 220 kV Urse-Chinchwad 2nd ckt is commissioned,
only two ICTs may remain in servicein Pune(PG). PGCIL may charge the third ICT for
commissioning purposes if required ( and open the 1st or 2nd ICT so that in total only
two ICTs are in service at Pune(PG)). Also tap position at Pune(PG) may be slightly
changed to lower the flow in 220 kV Urse-Chinchwad line with two ICTs.
WRPC noted.
29.3: Review of SPS in service:
NTPC representative stated that certain SPS such as backing down of NTPC station on
Bina-Gwalior flow conditions and high frequency trip, were installed and at that time it
was decided that periodic review of the same needs to be done. MS WRPC informed
that these regional SPS have so far not called to act. However as SPS supposed to act
rarely and must be in service for taken care of exigency situation.

29.4 Readiness of new site for SLDC at Goa:
PGCIL informed that the new SLDC at Goa has to be kept in readiness as the material
has been received by PGCIL and is expected in a month’s time. Goa SLDC is
requested to be ready with the same. It was decided that PGCIL shall take up with Goa
and also in OCC may monitor.

MS WRPC stated that the 28th WRPC meeting would be hosted by POWERGRID and
would be held in the month of February 2015. The exact date & venue detail will be
