E. SUPERINTENDENT’S REPORT – Dr. Rocco Tomazic

1. Calendar/Announcements

Dr. Tomazic informed the Board of two items that would be coming this year: the annual self-assessment on anti-bullying along with the State Special Education report. We will continue with active training and compliance on anti-bullying as well as timely and thorough investigations. The Special Education report shows two areas: passing rate for PARCC and improvement on least restrictive environment.

Enrollment – compared last three years data for this time period: 2018 – 1,711 in District and 22 out of District for 1,733 total student count 2017 – Total student count was 1,740 and 2016 – total student count was 1,739 Stable enrollment over three years

Currently we have the space to house 1,148 students. After all construction completed, the additions and renovations, our space will have the capacity for 1,589 students, which will leave us with approximately 122 unhoused students. We are working on facility plans on how we can handle the situation.

Construction Update: Park Avenue Complex: o Block B (Gymnasium/Classrooms) Waterproofing applied to exterior masonry walls,

exterior face CMU and brick installation has begun o Block B (Gymnasium/Classrooms) - Gymnasium and Girl's Locker Room concrete

floor slabs are poured o Block B (Classrooms/Media Center) - HVAC duct work is being installed o Block B (Classrooms/Media Center/Girl's Locker Room) - Roofing has been installed

over low roof areas o Block B and C (Existing Building) - second shift work continues for new electrical

feeds, fire alarm, and piping for new unit ventilators - demolition of pumps and expansion tanks is in progress in Boiler Room

o Block B and C (Existing Classrooms) - ceiling tile replacement has been completed in 21 classrooms during second shift last week

o Block D (Kitchen/Cafeteria) - roofing is being installed o Block D (Kitchen/Cafeteria) kitchen exhaust hoods are being installed Freehold Learning Center: o Block A (side classroom addition) -steel erection complete -masonry walls underway o Block B (rear classroom addition) - masonry walls approximately 90% complete o Block B (rear classroom addition) - roofing 90% complete o Block C (Cafeteria) - masonry walls in progress o New Access Drive and storm water basin are being installed o Duct bank to generator pad being installed o Underground conduit being installed for new site lighting

Under Funding Update: It was a big week last week with Senator Sweeney introducing

Bill S-2 to fully fund schools and redistribution; to date the Governor has not yet supported the Bill, the Senator noted that it is possible the bill will be on the Governor’s desk as soon as the end of this week.

Primary Day is this Tuesday, Dr. Tomazic noted that the schools are no longer polling places

On Tuesday the 6th and 7th Grades will have their Field Day at Camp Topanemus Tuesday is the FIS Art Show Wednesday the 8th Grade will have their Field Trip to Oak Tree Lodge Friday is the 8th Grade Dance

Next week on Monday through Wednesday the Education Foundation will host Bike week for the 4th Grade students

On Wednesday will be the 5th Grade Dance On Friday the 5th,6th, 7th and 8th Grades will enjoy the Latin Percussion Program who will

put on two shows for the students The following Friday the FIS PTO will host the Talent Show

The Superintendent recommends the following motion to the Freehold Borough Board of Education for approval:

F. INSTRUCTION

1. Use of Facilities for Co-Curricular/Extra Curricular Events SY2017-2018 Approve the following use of facilities for Curriculum/Extra Curricular Events as listed for the 2017-2018 School year.

2. Rutgers Institute for Improving Student Achievement

Authorize district enrollment in the Rutgers Institute for Improving Student Achievement (RIISA) Middle Grades Network for 2018-2019. Professional development events will be held at the Douglas Student Center on four full days during the 2018-2019 school year (9/27, 10/23, 12/4, 3/5) and will comprise a team of five staff members for each event, total cost not to exceed $2,950 ($147.50 per person per event), taken from account 11-000-223-580-00-00-03.

3. Collaboration with United Way of Monmouth and Ocean Counties (UWMOC) and YMCA of Western Monmouth County

Approve collaboration of Freehold Borough Schools with UWMOC and YMCA of Western Monmouth County during Summer 2018. The collaboration will support rising Grades 1-3 students who are most at-risk of sliding in their reading levels over the summer months and deemed to be reading at or below grade level. The collaboration involves sharing pre and post language arts assessments of matriculated students, recommending materials and resources, providing technical assistance and program design as needed, providing feedback, guidance and evaluation of program implementation. Scholarships will be provided for 30 students.

4. District Mentor Coordinator 2018-2019 School Year Approve Mentor Coordinator position for school year 2018-2019 to coordinate mentoring program and hold regular meetings to support district mentors and new teachers at the negotiated rate of $30 per hour, up to 70 hours: 60 hours from September to June, including attendance at and preparation for New Teacher Meetings, and 10 hours of summer work. Total appropriation will be $2,100 from Title IIA grant funds, GAAP account 20-270-200-100-00-03-03.

5. District Mentors 2018-2019 School Year Approve District Mentor positions for school year 2018-2019. District mentors will provide one-on-one mentoring to new teachers enrolled in the Provisional Program for one (1) full year. If assigned a mentee, mentors will be compensated pursuant to NJ Teacher Mentoring Regulations (N.J.A.C 6A9B-8). In addition, mentors will participate in New Teacher Meetings coordinated by Mentor Coordinator and will be compensated the hourly rate of $30 up to 12 hours: 10 hours for attending New Teacher Meetings, and 2 hours for attending Mentor Training and Information Session. Funds will be appropriated from Title IIA grant funds, GAAP account 20-270-200-100-00-02-03.

1. Suspensions In accordance with N.J.S.A. 18A:37-4, notification is provided to the Board of Education on all student suspensions from 5/18/18–5/31/18 (in hands of Board).

2. RESOLVED, the Board accepts the Superintendent’s report of all cases of Harassment, Intimidation and Bullying reported since the last Board meeting on May 21, 2018.

5. Continuation of Long Term Suspension Whereas on May 21, 2018 the Board voted to uphold the recommendation of the superintendent to suspend student # 1-17/18 subsequent to a formal disciplinary hearing, and Whereas pursuant to NJSA 18A:37-5 the Board has reviewed the continuation of said suspension and affirms the decision to continue the student's suspension from school, NOW THEREFORE BE IT RESOLVED that the Freehold Borough Board of Education directs the superintendent to continue the suspension of this student until it reviews it at the next regular board meeting.

6. One to One Aide Approve one to one aide for SID 10311890 who attends Children’s Center of Monmouth County for the remainder of the 2017-2018 school year at the prorated rate of $4,480.00 appropriated from GAAP Account 11-000-561-00-00-04.

7. DELTA T Group Nursing Service Recommend the Board approve Delta T Group to provide 8.5 hours per day of nursing services for SID 10211451 for the 2018-2019 school year, not to exceed $66,937.50 while attending out of district private school placement at Children’s Center appropriated from GAAP Account 11-000-217-320-00-01-04.

8. Home Instruction Approve Desiree Pena to provide 10 hours per week of home instruction for SID 10210816 effective 6/4/18 through the end of the school year at the rate of $35/hr payable from GAAP Account 11-219-100-101-00-00-04.

H. ADMINISTRATION

1. Approval of First Responder Training Exercise BE IT RESOLVED that the Freehold Borough Board of Education approve a first responder training exercise run by the Freehold Borough Police Department at the Park Avenue Complex on June 12 & June 13, 2018 starting at 6 pm for the purposes of training on responding to school emergencies. BE IT FURTHER RESOLVED that the Freehold Borough Board of Education will reimburse the Borough of Freehold for expenses related to this drill utilizing prior year unspent NJ School Insurance Group Safety Grants that are to be rededicated for this purpose and security general funding as needed.

and Freehold Learning Center Additions 1640-040-17-1000 which included a budget for furniture of two hundred and sixty five thousand dollars ($265,000), and Whereas the district solicited proposals from H&H Interiors, VIRCO furniture, and School Speciality, and Whereas H&H Interiors was the only company to provide a quotation as follows and holds a cooperative purchasing contract with the Educational Services of NJ of which the Board is a member (ESCNJ contract #17/18-16):

NOW THEREFORE BE IT RESOLVED that the School Business Administrator is authorized to purchase the necessary furniture as included in the NJ Department of Education plan specifications and approvals from H & H Interiors pursuant the Educational Services Commission of New Jersey Contract in the amount of seventy six thousand twenty nine dollars and thirty four cents ($76,029.34).
