Education for approval:

1. Authorize the Establishment of the Future Problem Solver Coach Facilitator Position

Authorize the establishment of the Future Problem Solver Coach Facilitator position for

2013-2014. Position carries a stipend of $2,115 (half paid January 1, 2014, half after

March, 2014.) An additional stipend of $1,000 will be paid if students(s) advance to the

Future Problem Solver International Conference, appropriated from GAAP Account 11-

401-100-00-00-00-09.

2. Adoption of Family & Children’s Service Reading Buddies Program for 2013-2104

Adopt the Family & Children’s Service Reading Buddies Program for the 2013-2014

school year. No cost to the district.

1. RESOLVED, the board accepts the Superintendent’s report of all cases of Harassment,

Intimidation and Bullying reported since the last board meeting.

H. ADMINISTRATION

1. Modification to District Calendar 2013-2014

Authorize the modification to the district calendar approved March 25, 2013 to make

Tuesday, November 5, 2013 a full day staff professional development day (no students)

to align the district calendar with the negotiated agreement between the Freehold

Borough Board of Education and the Freehold Borough Education Association. Full

discussion and negotiation of impact has been completed.

1. Board Adoption of Budget Calendar

Approve the adoption of the Budget Calendar for 2014-2015 school year.

2. Board Adoption of Budget Goals

RESOLVED, that the Board approve the following Budget Goals for the 2014-2015

school year to provide guidance and objectives for the staff in preparing the 2014-2015

spending plan:

Goal 1: Design and enhance district educational programs so they address a

constitutionally-mandated thorough and efficient requirements and are consistent with

New Jersey Department of Education common core curriculum and associated statewide

assessment standards.

Goal 2: Work to ensure a viable funding stream to expand capital facilities, educational

programs and instructional support for increased student enrollment and educational

program requirements, including the funding of the Comprehensive Maintenance Plan,

the Long Range Facilities Plan and the district Strategic Plan.

Goal 3: Allocate fiscal and personnel resources to improve overall student achievement

and to expand the ability of Freehold Borough students to successfully compete with

similar students from other districts entering the Freehold Regional High School District

and the Monmouth County Vocational/Technical School District.

3. Approval of Travel Related Expenses

Approve travel and related expense reimbursement in accordance with N.J.A.C. 6A:23B

as per attached 2013-2014 Travel Authorization Logs.

4. Payment of Bills – 2013-2014 Budget Dated September 23, 2013

Approve the claims for goods received and services rendered and certified to be correct

by the Business Administrator/Board Secretary as of September 23, 2013 as follows:

It is recommended that the Board of Education, pursuant to N.J.A.C. 6A:20.10(e),

certify that as of August 31, 2013 after review of the Board Secretary’s monthly

financial reports (appropriations section) and Treasurer’s Report and upon

consultation with appropriate district officials, to the best of our knowledge no major

account or fund has been over-expended in violation of N.J.A.C.6A:23-2.12(b) and

that sufficient funds are available to meet the district’s financial obligations for the

remainder of the fiscal year.

teacher, Eric Gross, changing resignation date to September 10, 2013.

2. Modification to August 12, 2013 Agenda Item: Approval of Extra-curricular Stipend

Positions for the 2013-2014 School Year

Authorize a modification to August 12, 2013 agenda item J.21 changing Rachel Klott

from FIS Chorus to FIS Band at the same stipend of $2,365/year. Ms. Klott will no

longer be doing PAE Chorus as a stipend position.

3. Modification to September 9, 2013 Addendum Item: Appointment of Bilingual/ESL

Teacher

Authorize a modification to September 9, 2013 addenda item 1 changing Vegonia

Spallone’s starting date to October 15, 2013.

4. Appointment of Physical Therapist

Appoint Joanna Corso as Physical Therapist for the 2013-2014 school year, effective

September 24, 2013, at Step 18 – M.A. (.71%), $56,978, prorated, appropriated from

GAAP account 11-000-216-320-00-03-04. Mrs. Corso’s Criminal History approval is on

file in the Superintendent’s office. Mrs. Corso holds a B.S. in Physical Therapy from

University of Delaware and an M.S. in Applied Physiology from Columbia University.

Mrs. Corso holds School Physical Therapist certification and is a licensed Physical

Therapist in the State of NJ. (previously contracted services)

5. Appointment of PAE Teacher Assistant

Appoint Justin Stanislaus as PAE Teacher Assistant, for the 2013-2014 school year,

effective September 24, 2013, at Step 7 $21,599 prorated, of Teacher Assistant’s Salary

Guide, appropriated from GAAP account 11-204-100-106-00-00-04. Mr. Stanislaus’s

Criminal History approve is on file in the Superintendent’s office. Mr. Stanislaus holds a

B.A. from Seton Hall University in English. (replacement for Heather Woolford)

6. Appointment of PAE Teacher Assistant

Appoint Autilia DiPalma as PAE Teacher Assistant, for the 2013-2014 school year,

effective October 14, 2013, at Step 9 $23,599 prorated, of Teacher Assistant’s Salary

Guide, appropriated from GAAP account 11-209-100-106-00-00-04, pending Criminal

History approval. Ms. DiPalma holds an M.A. from Georgian Court University in

Applied Behavior Analysis and holds Elementary K-5 and Teacher of Students with

WHEREAS, the Sen. Byron M. Baer Open Public meetings Act, N.J.S.A. 10:4-6 et seq.,

(the “Act”) provides that the Freehold Borough Board of Education may hold an

“Executive Session” from which the public is excluded to discuss matters that are

confidential or are one of the nine (9) subject matters listed Section 12(b) of the Act; and

WHEREAS, it is recommended by the Business Administrator that the Freehold Borough

Board of Education go into Executive Session on September 23 at _________ to discuss

matters that are permissible for discussion in Executive Session; and

WHEREAS, the length of the Executive Session is estimated to be _________ minutes
