The government is now building physicalinfrastructures nationwide for nationaldevelopment. In the meantime, it is puttingplans for development of such sector aseducation, health and social affairs intoaction. In doing so, education promotionprogrammes play an important role innational development.

As part of these programmes, specialrefresher courses for basic education teachersare being conducted. The special refreshercourse No. 67 was opened at Central Instituteof Civil Service (Phaunggyi) in HleguTownship the other day.

The majority of the national races areengaged in agriculture for their livelihood asMyanmar is an agro-based country. Withthe development of the agriculture andlivestock breeding sectors, the government ismaking endeavours for establishment of anindustrialized nation based on mechanizedfarming.

It is necessary to create opportunities fordevelopment of modern techniques onagriculture and livestock breeding, to utilizenatural fertilizer and modern equipment incultivation, harvesting, winnowing and storing.

Moreover, technology that contributestowards the progress of livestock breedingsector, one of the rural businesses, is to becreated through the education sector.

It is the duty of teachers to train theirpupils to become educated farmers or ruralyouths who are capable of utilizingagricultural and livestock breedingtechniques of international level.

It is heartening to learn that the educationsector is working hard to produce sufficientskilled younger generation needed in majorindustries.

Iraqi groups vow toresist security pactBAGHDAD, 12 Nov—

Ten Iraqi groups haveagreed to escalate attacksagainst US and Iraqiforces to derail the pro-posed US-Iraqi securityagreement, an Internetmonitoring service saidon Tuesday.

The declaration against“the agreement of dis-grace” was announced on4 Nov in an audio speechby Sheik Abu Wael, a topleader of the Sunni militantAnsar al-Sunnah, who in-vited other insurgentgroups to join, the SITEIntelligence Group said.

The security agreementwould keep US soldiers inIraq until 2012.

Crude oil settles below60 US dollars

NEW YORK, 12 Nov — Crude oil fell 5 percentto settle below 60 US dollars a barrel on Tuesdayas the global economic slowdown weighed on theenergy market.

Light, sweet crude for December deliverydropped 3.08 dollars to settle at 59.33 dollars a bar-rel on the New York Mercantile Exchange. It is thelowest settlement price since March 2007.

The tumbling US stocks weighed on the oil mar-ket as investors’ worries over economic conditionsworsened. Concerns about slumping energy de-mand has dragged the oil price about 60 percentdown from its record high of 147.27 dollars a bar-rel reached in July this year.

China to become DHL’s biggestexpress service market

BEIJING, 12 Nov — China is set to become DHL’slargest market in the world in terms of express serv-ice volume after the company moves out of the UnitedStates, Wu Dongming, managing director of DHL-Sinotrans, a joint venture of DHL and Sinotrans, saidon Tuesday.

This announcement came after DHL announced onMonday it was scheduled to end its services in USdomestic market.

The company occupies about 34 percent of Chi-nese’s express service market, ahead of rivals FedExand UPS.

“DHL will continue making investments in infra-structure, skills training and service upgrading, to con-solidate its leading position in China,” said Wu.

Since the Belgium-based logistics giant set up thejoint venture in China in 1986, it has invested 1.3 bil-lion US dollars in the mainland, Hong Kong and Tai-wan, accounting for 59 percent of its total investmentin Asia.

He said DHL had four service and logistics centersin China — Beijing, Shanghai, Guangzhou andShenzhen — and the company would design and dis-tribute new products in the second quarter of next year.

LOS ANGELES, 12 Nov — More than1.3 million college-educated legal im-migrants are unemployed or workingin unskilled jobs such as dishwashersor taxi drivers across the United States,according to a report published onTuesday.

Nearly one-fourth of them, or317,000, live in California, said thereport by the Migration Policy Insti-tute.

This is a massive “brain waste” ofhighly educated and skilled immigrantprofessionals who potentially could,with a little aid, help ease the nation’slooming labor shortages in healthcare,computer sciences and other skilled

jobs, the report said. Professionals from Latin America

and Africa fare worse than those fromAsia and Europe, the study found. Twoof the biggest barriers are lack of Eng-lish fluency and non-recognition offoreign academic and professional cri-teria.

GAZA CITY,12 Nov— Israel resumed fuel shipmentsto Gaza’s only power plant on Tuesday despite a tightborder closure, allowing the facility to restart opera-tions.

Israel sealed Gaza’s borders last week, cutting offfuel shipments which are paid for by Europe and de-livered through an Israeli-run crossing. After a requestby peace envoy Tony Blair, Israel decided late Mon-day to resume the shipments on Tuesday.

4,300-year-old pyramid discoveredin Egypt

Egypt’s chief archaeologist has announced the discoveryof a 4,300-year-old pyramid in Saqqara, the sprawlingnecropolis and burial site of the rulers of ancient Memphis.

The pyramid is said to belong to Queen Sesheshet, themother of King Teti who was the founder of the 6th Dynastyof Egypt’s Old Kingdom.

Egypt’s antiquities chief Zahi Hawass made theannouncement on Tuesday at the site in Saqqara, about 12miles south of Cairo.

Hawass’ team has been excavating the site for two years.He says the discovery was only made two months ago whenit became clear that the 16-foot-tall structure uncovered fromthe sand was a pyramid.

Unlike other hydropower projects with earthenor stone-filled dams, Yeywa Hydropower Projecthas a roller compacted concrete dam. It is the first-ever hydropower project of RCC Dam type. In addi-tion, the project is facilitated by a separation wall thatmeasures 568 x 50 x 121 feet with the aim ofpreventing the project site for construction of thepower station from being flooded when the riverrages in the rainy season, installing of large structuresto hold beltconveyors used for carrying roller com-pacted concrete from concrete mixers to the con-struction site, and preventing the water from thespillway near the hydropower station from flowing tothe station when the project is completed. The sepa-ration wall of Yeywa hydropower station is also thefirst-ever facility of its kind in the nation.

The catchment area of the Dokhtawady River (a)Myitnge River is about 10,890 square miles. Theregion gets an average annual rainfall of 33 inches,and about 12.1 million acre feet of water flows intothe river in a year. In order not to let the water flowaway in waste, a 2268 feet long and 433 feet highRCC dam will be built. On completion, the facilitywill be able to store 2.114 million acre feet water atthe highest water level and 1.304 million acre feetwater at the stagnant water level, and will have amaximum water surface area of 14,580 acres (23square miles). Required amount of water that flowsinto the Myitnge River can be stored in the rainyseason. The surplus water will be let flow through the448-foot-wide spillway consisting of eight 56-foot-wide and 39-foot-high outlets.

So far, the construction of the main dam of YeywaHydropower Project has been completed cent per cent,and the whole project, by more than 65 per cent. Whenthe project is over, the water will be pumped to fourFrancis type turbines through four 22-foot-diameterand 492-foot-long high-pressed steel pipelines of thepower intake. Each turbine can generate 197.5 mega-watts. So, the project will be able to produce 790megawatts or about 3550 kilowatt hours a year. Thegenerated electricity will be supplied through 230 KV

sub-power stations in Nay Pyi Taw Lewe, Meiktila andThazi, then through the national grid.

Now, the government is exerting all-out efforts tocomplete the long-term project, making a huge invest-ment and using a large number of staff, with the conceptthat electricity plays an important role in building amodern developed nation and is essential for the people.

I also learnt that the minister and the deputyminister of the Ministry of Electric Power No. 1 andofficials frequently inspected Yeywa HydropowerProject and fulfilled the requirements; and that closesupervisions provided by responsible persons areexpediting the construction tasks.

We were surprised to witness the large main dam,hydropower station and the approach tunnel to themain dam under construction at the project site.Throughout the way back, the facilities of the giantproject were on my mind.

Cyprus, Qatar tostrengthen cooperation

NICOSIA, 12 Nov — Cyprus and Qatar agreed hereon Tuesday to enhance economic and politicalcooperation between the two countries.

Seven agreements were signed during an officialvisit by Qatari Prime Minister Sheikh Hamad binJassim bin Jabr al-Thani, which was described by hishost as "cornerstone" for bilateral relations. �"Duringour talks, we have agreed to develop rapidly, theeconomic, tourist and political relations between theRepublic of Cyprus and the Qatar Emirate," CypriotPresident Demetris Christofias told reporters aftertheir meeting.

LONDON, 12 Nov — Business leaders around theworld back greater regulation in response to the globalfinancial crisis, a survey showed on Wednesday, withsupport strongest for curbs on credit rating firms,hedge funds and structured finance.

Responses from more than 700 chief executives,chairmen, partners and directors across Asia, Europeand the United States were received between November4th and 6th.

The survey, conducted by international law firmAllen & Overy, was timed ahead of this weekend'sWashington DC summit on the deepening crisisbetween the leaders of the Group of 20 leading worldeconomies. More than three-quarters of those polledagreed that more regulation of credit rating agencieswas necessary, while two thirds supported greaterregulation of hedge funds. Some 67 per cent said morecomplex instruments used in global finance -- such assecuritizations and other forms of structured credit --required better regulation, more restrictions and moredisclosure. Martinez did not specify the date of the cocaine seizureand the detention of the five people. The cocaine was in214 packs of with a total weight of 300 kilos, which hasa street value of 4.6 million dollars, Martinez said.

Bird flu outbreak occursin central Vietnam

HANOI, 12 Nov—A bird flu outbreak has been con-firmed in Nghe An, a central province of Vietnam, thelocal newspaper Liberty Saigon reported on Wednes-day, citing a statement from the provincial People’sCommittee.

The outbreak was spotted at the Dien Hong com-mune, causing the death of nearly 1,000 poultry. Speci-mens from the dead poultry have recently been testedpositive to the bird flu virus strain H5N1, accordingto the statement.

The local authority has established a zone cover-ing the outbreak to prevent the virus from spreading.Consumption and sale of birds and bird-related prod-ucts within the zone are banned.

Bird flu outbreaks in Vietnam, starting in Decem-ber 2003, have killed and led to the forced culling ofdozens of millions of fowls in the country.
