In reviewing the situ-ation of trade and invest-ments among theACMECS countries andthe presentations ofACMECS business com-munities, Prime MinisterGeneral Thein Sein saidaccording to the presenta-tions of the private sectorin which efforts forsmooth flow of cross bor-der trade should be madein accord with the provi-sions included inASEAN-Mekong Sub-re-gion Frame Work andacross border trade agree-ment are found to be ap-propriate.

nomic Corridor and estab-lishment of special eco-nomic zones along Thai-Myanmar Highway fortrade, investment and tour-ism in border regions ofACMECS countries arefound to be appropriate. However, as it is the mat-ter of great investment, themember countries need tocoordinate with eachother.

For the developmentof human resources, an ef-ficiency enhancementplan is to be drawn to con-duct vocational trainingcourses for those from theState and private sectors. As the matter of establish-ing a central unit for ex-tending foodstuff produc-tion businesses in order tofulfill the requirements offoodstuff production busi-

taken with a view to serv-ing long-term bilateral in-terest in accord with theACMECS economic strat-egy. The Prime Ministeradded that there are lots ofopportunities for trade, investment and tourismamong the ACMECSmember countries.

In the efforts for de-velopment of trade and in-vestments in the region, member countries are totake remedial measures ona coordinated basis for im-plementing the provisionsof AFTA and AEC in ac-cord with their existinglaws, rules and proce-dures.

He spoke of the needto promote cooperation inother priority sectors in-cluding trade and invest-ment among ACMECSmember nations and toprevent those nations fromputting pressure and con-trol of some nations ofeconomic power with

of two countries each areto coordinate matters tosign a banking systemagreement necessary forthe development of crossborder trade in the tradeand investment sector. Thematter of improving basiccultural tourism and bilat-eral cross border tourismservices is also found tobe appropriate. The factthat the tourists of the thirdcountry need a visa onlyto travel to ACMECScountries is right in termsof principle but there stillneed time and coordinatedefforts to practically im-plement the task.

The Prime Ministerwent on to say that thepresentations regardingthe importance of build-ing infrastructures, espe-cially East-West Eco-

nesses of the ACMECSregion is a necessary is-sue, there needs coordina-tion between the membernations.

Signing agreementson building of sister citiesin ACMECS countrieswill contribute to eco-nomic cooperation andborder region develop-ment. Out of the commonprojects to be imple-mented according toACMECS economic co-operation strategy, somecan be implemented si-multaneously by membernations. But it is not yetready for some projects tobe implemented simulta-neously by member na-tions concerned. So theprivate sector needs toknow that there are stillsome projects that are tobe undertaken by a nationby taking time. Bilateralprojects are to be under-

awareness.He said food suffi-

ciency and stability of foodprices is now a priorityissue in the region. Ex-change of technology, technical cooperation andmutual assistance are tobe undertaken throughunderstanding among thenations under theACMECS.

The summit will pro-mote trade and increaseinvestment, he said. theprivate sector on its part isto learn the government'spolicies and future tasksand the government canprovide requirements andsolve the difficulties.

NEW YORK, 9 Nov—Cognitive behavioraltherapy (CBT) appears tohelp people who aredepressed after sufferinga heart attack to avoidsmoking cigarettes, butonly if they believe theyhave adequate socialsupport, new researchshows.

The findings suggestthat most smokers willneed more than CBT aloneto give up the habit after aheart attack, but they alsounderscore the value ofthis therapy in treatingdepression in people withheart disease, Dr MickeyTrockel of the StanfordUniversity School of

After a heart attack, smokers can substantiallyreduce their risk of dyingif they quit, the researchersnote in their study, published in the journalPsychosomatic Medicine. But people with heartdisease frequently suffer

from depression, whichcan make kicking the habitmore difficult.

Overall, the researchersfound, patients who hadCBT were no less likely toreport smoking than thosewho didnot receivetherapy.

But when they limitedtheir analysis to patientswho believed they hadadequate levels of socialsupport, therapy cut theirlikelihood of smoking by32 per cent.

Early exposure to peanutsmay prevent allergy

NEW YORK, 9 Nov — Contrary to widespread rec-ommendations, the consumption of peanuts in infancyis associated with a low prevalence of peanut allergy, the results of a new study suggest.

“Our study findings raise the question of whetherearly introduction rather than avoidance of peanut ininfancy is the better strategy for the prevention of pea-nut allergy,” write researchers in the Journal of Al-lergy and Clinical Immunology.

In the UK, Australia and, until recently, the UnitedStates, guidelines have recommended that womenavoid peanuts during pregnancy and breastfeeding, andshould not introduce peanuts into their children’s di-ets during infancy, note Dr George Du Toit of King’sCollege London and colleagues.

The researchers analyzed the prevalence of peanutallergy and diet histories for 5,171 Jewish childrenfrom the UK and 5,615 Jewish children from Israel.

They found that children from the UK had a preva-lence of peanut allergy that was 10-fold higher thanthat of children from Israel — 1.85 percent versus 0.17percent.

LONDON, 9 Nov — Theworld’s first commerciallyavailable bionic hand hasbeen recognised as one ofthe top inventions of 2008.

The hand, developed byLivingston companyTouch Bionics, wasnamed alongside theSuper Hadron Collider inTime magazine’s top 50innovations.

It came in at 14th place, beating competition fromthe latest Mars Rover, designed to explore the redplanet. The hand took 20years to develop and hasfive separately workingfingers.

This makes it moreversatile than previoushands, which have oftenbeen hook-like and limitedto simple opening andclosing movements.

The i-limb hand has amuch wider range ofcapabilities. It has a credit-card grip, for taking holdof narrow objects, and apower hold for largerobjects such as mugs.

It is made of high-strength plastics, and thefingers can easily beunscrewed from the hand, making it easy to service.

More than 400 patientshave now been fitted withthe i-limb hand since itslaunch.Touch Bionicschief executive StuartMead hailed the re-cognition as a “tremen-dous achieve-ment”.Hesaid: “We are delighted tohave been identified byTime as one of theinventions of the year, areal honour for anyinnovative company.”

Brain scans show bullies enjoy others’ pain Digital albums now offer liner notes, lyricsDENVER, 9 Nov — CDs

come with booklets filledwith liner notes, lyrics, photos and more. But adigital album or singlecomes with bupkis —an omission that startedat the dawn of down-loadable music.

Now technology hasbrought a solution:downloadable artist-branded applications for

cell phones and handheldmedia players. And thefirst of these work on —not surprisingly —Apple’s iPhone.Beforethe December 16 releaseof Fall Out Boy’s “Foliea Deux,” the band willrelease an iPhone app thatat first blush looks likeits Web site. It’s actuallymore than that — it’sbasically an interactiveCD booklet, one that’sfar more advanced thanthe PDF files that somelabels have included withalbums from iTunes.

The Fall Out Boy appwill contain track listings, photos and lyrics from theband’s entire discographythat can be accesseddirectly from the iPhone,as well as links to buy itssongs from iTunes.

Perhaps best of all, they can be updatedautomatically.Just likeiTunes and InternetExplorer can receiveupdates that addfunctionality, Fall OutBoy will improve its appin the weeks to come.

CHICAGO , 9 Nov —Bullies may actually enjoythe pain they cause others,a new study using brainscans suggests.

The part of the brainassociated with rewardlights up when anaggressive teen watchesa video of someonehurting another person, butnot when a non-aggres-sive youth watches thesame clip, according to theUniversity of Chicagostudy, published in thecurrent BiologicalPsychology.

“Aggressive ado-lescents showed a specificand very strong activationof the amygdala andventral striatum (an areathat responds to feelingrewarded) when watching

pain inflicted on others, which suggested that theyenjoyed watching pain,”researcher Jean Decety, aprofessor in psychologyand psychiatry at theUniversity of Chicago, said in a university newsrelease.

“Unlike the controlgroup, the youth withconduct disorder did notactivate the area of thebrain involved in self-regulation (the medialprefrontal cortex andthe temporoparietaljunction).”

The study comparedeight 16- to 18-year-oldboys with an aggressiveconduct disorder to agroup that didn’t showunusual signs ofaggression.

All participantsunderwent functionalmagnetic resonanceimaging (FMRI) whilewatching videos in whichpeople endured painaccidentally, such as whena heavy bowl was droppedon their hands, andintentionally, such aswhen a person stepped onanother’s foot.

Obama’s victory shows non-white voters’ growing power

LOS ANGELES, 9 Nov—President-elect BarackObama owed his success to tremendous support fromAfrican Americans, Latinos and Asian Americans, according to CNN’s latest exit polls. While Obamaattracted more support from white voters than didSenator John Kerry in 2004, he garnered just 43 percent of the white vote while drawing almost all blackvoters and two out of three Asian and Latino voters, said the polls, published on Saturday.

The data are still preliminary — and will remain sofor months — but early analysis suggests that theAfrican American share of the electorate grew from 11per cent in 2004 to 13 per cent this year. Over thatperiod, the Latino share grew to 9 per cent from 8 percent — and the number of Latino voters was up by asmuch as a third. Asian Americans’ share of the voteheld steady at just over 2 per cent, but their numberlikely also grew, the polls showed.
