Chairman of Natural DisasterPreparedness Central Committee PrimeMinister General Thein Sein visted Patheinon 22 June and inspected the construction ofhouses, schools, hospitals, roads, bridges andcyclone shelters in the storm-hit areas inAyeyawady Division.

The Prime Minister also visited thenew housing project at the 3rd mile camp inLabutta and examined the progress ofconstruction of a police station and roadsand reclamation of plots. A 200-bed hospitaland a 180-million-gallon water tank arealso being built at the new housing projectsite.

During his inspection tour, the PrimeMinister also attended the ceremony to handover 60 basic education schools. Then, thePrime Minister explained the situation onreconstruction of buildings destroyed byCyclone Nargis, re-establishment ofbusinesses and construction of road networks,cyclone shelters and hillocks for protectionagainst natural disaster and fulfilled therequirements.

The Prime Minister also visited theglass factory in Pathein and inspected rawmaterials such as sand, dolomite, ceramics,limestone, soda ash and samples of soft cakeand the production line.

Reconstruction work started in storm-hit areas in Ayeyawady Division not longafter it was hit by Cyclone Nargis. It is nowgaining momentum and substantialimprovement has been made in the health,education, social and economic sectors due tothe active cooperation of the people. In thesame way, it is necessary for the entire nationalpeople to continue working together with thegovernment till a peaceful, modern anddeveloped nation emerges.

Land of mines and snakesBAGHDAD,24 June—When I went with Jack to Basra

Province in the south of Iraq to write the story aboutmines, of one of the big problems that people in thatarea face, I never expected to find a bigger problem,another battle with a different enemy that is more ca-pable than mines which at least can’t move. They havea battle with snakes. Over the years people there hadbecome experts in defusing mines that filled their farmsbut they could not deal with the snakes that killed themin their beds.

We spoke with two families. One man told me abouthis neighbour who was bitten by a snake and died af-ter treatment in a medical center who couldn’t do any-thing for her. And the other family lost the bread win-ner of the group of orphans leaving all twelve of themin the responsibility of a young woman who had lost alimb to a mine. He was also bitten by a snake.

In Thi Qar province, a little to the north of Basrasnakes are leaving their holes because of the drought inthe marshes. The families said that tens of snakes at-tack their farms and they are obliged to guard theirhomes and animals day and night to protect them fromthe onslaught of yet another enemy. The medical cen-ters in these areas also lack the simplest means to takecare of those besieged people. There was no anti-venom.No one asks after them. No one really cares.—Internet

Iraq to mark USpullback from cities

with holidayBAGHDAD, 24 June—The Iraqi government

on Tuesday declared a public holiday to marknext week’s withdrawal of US combat troopsfrom Baghdad and other cities.

American forces already have begun pull-ing back from outposts inside the cities aheadof a 30 June deadline, the first phase of a fullwithdrawal by the end of 2011.

Government spokesman Ali al-Dabbaghsaid on Tuesday that ceremonies will be heldon Monday and the deadline itself will be apublic holiday, although students will stillhave to take their final exams as scheduled.

The announcement comes days after PrimeMinister Nouri al-Maliki called the US with-drawal from the cities a “great victory,” de-spite fears that violence will increase after theAmericans become less visible.

The stakes are high for al-Maliki’s Shiite-led government to prove it is capable of tak-ing care of its people ahead of parliamentaryelections scheduled for 30 Jan.

A series of recent high-profile bombingshave raised concerns about the readiness ofIraqi forces to provide security around thecountry without the immediate help of the UStroops remaining in Iraq.

Everyone in Iraqknows about the bad con-ditions in most Iraqischools. They have beenhere since Saddam’stime. For me, school wasalways a house of ghosts;it was dark even in the

day, small classroomswith narrow widows anddirty. Its walls were ru-ined by humidity withvery long dark corridorsand its bathroom (theworst place in the school)had no water and it wasplace for bad actions likebeating the weak studentby the strong ones. Thatis the old image of schoolin my mind and I still havenightmares of my oldschool. My school wasn’tthe only one like this in Iraqespecially in poorneighbourhoods.

WASHINGTON, 24 June—Investigators lookinginto the deadly crash oftwo Metro transit trainsfocused Tuesday on whya computerized systemfailed to halt an oncom-ing train, even thoughthere is evidence that theoperator tried to slow itdown.

At the time of thecrash, the train was alsooperating in automaticmode, meaning it wascontrolled primarily bycomputer.

TOKYO, 24 June—A Japanese oil refiner said that itwas considering operating solar-power plants in SaudiArabia, the world’s top oil exporter, in cooperationwith state-owned energy giant Saudi Aramco.

Showa Shell Sekiyu said it had agreed with SaudiAramco, the world’s biggest state-owned oil company,to “explore the possibility of engaging in a small-scaleelectricity generation business using solar power”.

After initial studies, small pilot plants will be builtby 2010 to test technologies, the Tokyo-based com-pany said.

The firms will set up a joint venture to expand thebusiness, possibly beyond the Middle East, if the plantsprove commercially viable, it said.

Saudi Arabia has the world’s largest proved reservesof crude oil but has also been looking to invest in so-lar power.

SALT LAKE CITY, 24June— A US Air Forcepilot was killed when hisF-16 crashed on a train-ing mission in westernUtah, his family con-firmed Tuesday.

KATHMANDU, 24 June— Scientists in Nepal haveembarked on the first field study of Himalayan glaciallakes, some of which are swelling dangerously due toglobal warming, reported nepalnews.com.

According to the website, in May, the scientistscompleted the field visit of a lake in Mt Qomolangmaregion and plan to conduct similar surveys of two otherglacial lakes in the central and western part ofHimalayas later this year.

Scientists begin Himalayan glaciallake studies in Nepal

MANILA, 24 June—The Philippines closed downthe Lower House of Congress for five days on Tuesdayand sent about 3,000 workers home after cases ofinfluenza A (H1N1) were reported in the offices,officials said.

A 49-year-old woman who died last week fromsymptoms exacerbated by the flu was a staff memberon a congressional committee, said Ramon Roque, adoctor and deputy secretary-general of the House ofRepresentatives.

The legislature is not currently in session. Roquesaid the House was taking steps to clean and sanitisethe offices to prevent the spread of the virus as well asprepare the facility for the resumption of sessions andthe President’s state of the nation speech next month.

The health department said 28 more positiveinfluenza A (H1N1) virus cases were reported onTuesday, bringing the total number of new flu viruscases in the country to 473 and one reported death.

Unemployment to reach 10%in 2010 in OECD countries

PARIS, 24 June—The rate of unem-ployment in the industrial world couldreach 10 percent in 2010, the highest levelsince 1970s, Organization for EconomicCooperation and Development (OECD)warned on Tuesday. The Paris based or-ganization estimated that 57 millionpeople could lose their job in its 30 mem-ber countries by the end of 2010, while itwas 37.2 million jobless at the end of2008.

“Unemployment will continue toweigh on national economies for a longtime to come,” OECD Secretary Gen-eral Angel Guria said in a statement.“Previous downturns have taught us that

the jobs recovery will lag a long waybehind the pickup in the economicgrowth.”

The OECD said it was working closelywith its member countries “to adapt theirpolicies to help the unemployed and avoidhigh unemployment levels becoming per-sistent.” The organization suggested gov-ernments to ensure financial safety netsfor low income families and the unem-ployed. It also urged countries to makegreater efforts to provide training oppor-tunities to the unemployed.

In April, the OECD expected the rateof unemployment came to 7.8 percent.

China’s high-speed railwaysto be rolled out in 2012

BEIJING, 24 June—Thirty-five high-speed rail lines,measuring 11,000 km, are being rolled out throughoutChina, a railway ministry official said yesterday.

With China’s railways among the main beneficia-ries of the government’s 4-trillion-yuan stimulus pack-age, around 13,000 km of high-speed railways capableof handling trains traveling at more than 200 kph couldbe completed and put into service by 2012, said ZhengJian, chief planner with the Ministry of Railways.

The construction of an additional 5,000-km of high-speed railways will begin soon, he said.

At least five railway routes will be able to accom-modate trains traveling at speeds of 350 kph, Zhengsaid.

The five lines include three north-south routes:Beijing-Shanghai; Beijing-Guangzhou (Hong Kong);and Beijing-Harbin (Dalian).

The two east-west high-speed lines are Xuzhou-Lanzhou and Shanghai-Kunming.—Xinhua

Volkswagen to idle parts ofplant in central Mexico

MEXICO CITY, 24 June—German automakerVolkswagen started on Tuesday to idle parts of its plantin central Mexico, local media reported.

Some 3,000 workers at the plant in the city of Pueblawould be off work for at most 14 days. They will re-ceive 50 percent of their pay during the first four daysand 10 percent during the following 10 days.

The measure, which will run till the end of July, willaffect production of Beetle, Jetta and Bora cars, butwill not affect Bora Sport Wagen.

The Puebla plant is Volkswagen’s only factory inNorth America and most of the cars it produces areshipped to the United States, Canada and Europe.

Japan’s trade surplusshrinks 12.1% in May

TOKYO, 24 June—Japan’s trade surplus stood at299.8 billion yen (3.2 billion dollars) in May, down12.1 percent from a year earlier, the Finance Ministrysaid Wednesday.

The year-on-year contraction percentage was lessthan expected, signs to show the economy has bot-tomed out. In April it saw a plunge of 85.2 percentfrom the same period last year.

It also marks Japan’s fourth straight monthly sur-plus, following a record deficit in January when thedeepening impact of the global economic crisis hadsapped demand for its exports.

Exports fell 40.9 percent from a year earlier to4,020.93 billion yen, while imports dropped 42.4 per-cent to 3,721.09 billion yen as domestic demand forforeign goods remained sluggish, the ministry said ina preliminary report.—Xinhua

MEXICO CITY, 24 June—Petroleos Mexicanos(Pemex), the only firm allowed to explore hydrocar-bons fields in Mexico, on Tuesday invited bids forcontracts on upgrading natural gas production at theBurgos basin in northern Mexico.

The contracts seek to improve automatic produc-tion systems, build transport lines and production plat-forms, expand gas collection centers and set up newgas centers. Only domestic companies are allowed toparticipate in the biding for gas collection centers andnew gas centers. Khin Khin Win and Ma Win Ma Ma filed an appeal caseNo 333 (b)/2009 to Supreme Court (Yangon) indissatisfaction with Yangon Division Court’s decree ofconfirming Yangon North District Court’s decree ofdeclining the nomination of defence witnesses U WinTin and U Tin Oo in Criminal Case 47/2009 filed againstUS citizen Mr John William Yettaw, Daw Aung SanSuu Kyi, Daw Khin Khin Win and Ma Win Ma Ma.After hearing the statements of U Kyi Win, the lawyer ofthe defendants, Supreme Court (Yangon) accepted thecase on 17 June.

Final statements of both sides in the appeal casewere heard at Supreme Court (Yangon) at 10 am today.

Supreme Court Advocate U Nyan Win, defendingthe applicants, said that at the district level, a decree wasdelivered to summon only lawyer U Kyi Win fromLabutta (whose licence was revoked), one of the fourwitnesses nominated by the defendants, as a law expert,without recording any specific reason of why the threeother witnesses were denied; that the decree was wrongbecause it failed, disregarding the law, to give a reasonof why the three other witnesses should not be summoned;that an appeal case was thus filed to Yangon DivisionCourt to amend the decree; that it is wrong that “the judgeof Yangon Division Court in his judgment dated 9 Junesaid that it could not be assumed that the initial court’sfailure to state the reason according to Section 257 (1)was against the law, and it was carried out in accordancewith paragraph 1115 of the book Manual to Courts”; thatthe judge of the Division Court in his judgment said thatU Win Tin and U Tin Oo were nominated as witnesses

regarding character, and there was no need to argue as tothe character of Daw Aung San Suu Kyi; that he wouldlike to point out that the nomination of U Win Tin and UTin Oo was referred not only to the character the learnedjudges were taking into consideration, but also to politicalcharacter; that English-Myanmar dictionary by Judsonsays that the term ‘character’ also means ‘publiccharacter’; that therefore that should not be assumed ina narrow-minded way; and that U Win Tin and U Tin Ooshould be examined in connection with the politicalcharacter of Daw Aung San Suu Kyi.

Director Daw Khin Cho Ohn from the Attorney-General’s Office, on the side of the plaintiffs, said thatthe case was filed under Section (22) of the Law toSafeguard the State Against the Dangers of ThoseDesiring to Cause Subversive Acts; that action is takenagainst the accused for their violation of the section;that Daw Aung San Suu Kyi just has to produceevidence that she did not oppose or violate the restrictionorder (or) prohibition order, under which action is takenagainst her; that it is stated in the application that thepurpose of the nomination of U Win Tin and U Tin Oois to refer to political character; that according to thestatement, the application is designed to have U WinTin and U Tin Oo examined as defence witnesses inrelation to political character of Daw Aung San SuuKyi; that the explanation of Section (55) of EvidenceLaw says that the term ‘character’ enumerated inSections 52, 53, 54 and 55 covers reputation anddisposition; that according to the sections, the term‘character’ does not include the term ‘political character’;that Evidence Law does not prescribe any provision

that the accused has the right to give evidence regardingpolitical character; that it can be deduced that theappeal case applied to examine U Win Tin and U TinOo as defence witnesses regarding political characterof Daw Aung San Suu Kyi is intended to disturb anddelay the trial at the court; that Section 257 (1) of Codeof Criminal Procedure says if the accused, after he hasentered upon his defence, applies to the Magistrate toissue any process for compelling the attendance of anywitness for the purpose of examination or cross-examination, or the production of any document orother thing, the Magistrate shall issue such processunless he considers that such application should berefused on the ground that it is made for the purposeof vexation or delay or for defeating the ends ofjustice; that the court is not responsible for summoningall the witnesses nominated by the accused; that theapplication for examination of U Win Tin and U TinOo as defence witnesses should be declined accordingto Section 257 (1) of Code of Criminal Procedure; andthat therefore the application for an appeal case shouldbe refused.

In hearing the final statements at Supreme Court(Yangon), Supreme Court Advocates U Nyan Win, UHla Myo Myint and Daw Khin Htay Kywe werepresent on the side of the applicants, and Daw Khin ChoOhn (Director, Attorney-General’s Office), U San HlaKyaw (Deputy Director, Attorney-General’s Office),and U Ohn Myint (Assistant Director, Attorney-General’s Office) on the side of the plaintiffs.

Under the bill, the posts of Forensic DNA chief,deputy chief and officers and the management of theDNA Data Bank would be tasked with the members ofthe public who were qualified and experience in DNAscience. In the past, police officers were responsiblefor these jobs in the country.

BOSTON, 24 June—Harvard University announced 275 job cuts on Tuesday,the latest cost-cutting measure at the world’s richest university after the financialcrisis triggered big losses in its multibillion-dollar endowment.

The Ivy League school took the action to meet budget constraints caused byan estimated 30 per cent fall in its endowment for its 2009 fiscal year, ending June30.

The cuts mostly affect administrative, clerical and technical jobs and will takeplace this week and next, Marilyn Hausammann, vice president for humanresources, said in an e-mail to staff and faculty.Another 40 staff were offeredreduced work hours.

The data from thisproject could help scien-tists figure out where therisk of earthquake activ-ity is highest, though thedata will never be so spe-cific as to predict a day,location and magnitude ofa quake, she said.

Inter Milan’s Chilean internationalstriker Luis Jimenez was snapped up onloan by English Premier League sideWest Ham on Tuesday.

The 25-year-old - known as theWizard and capped 20 times - is the firstsigning for the Hammers Italian managerGianfranco Zola this summer.

Jimenez - who hasn’t representedChile for over a year - joins on a season-long loan with a view to a possiblepermanent move.

“I can’t promise anything but I amgoing to do everything possible to do agood job for the club,” Jimenez told WestHam’s website.

OTTAWA, 24 June—China and Canada attach greatimportance to developing bilateral relationship andare committed to further promoting this relationship toits full potential, Canadian Prime Minister StephenHarper and visiting Chinese Foreign Minister YangJiechi said here on Tuesday.

At a meeting on Ottawa’s Parliament Hill, Harperwelcomed Yang’s visit to Canada. Yang conveyed toHarper the regards from Chinese President Hu Jintaoand Premier Wen Jiabao. Harper expressed hisappreciation for this and asked Yang to convey hisregards to the Chinese President and Premier.
