Make continued efforts forbetter longevity of the people

Nowadays, tuberculosis and malaria arerearing their ugly heads again in the world,while HIV/AIDS is spreading in the worldcountries. Accordingly, each and everycountry is mobilizing their national forces totheir utmost in addressing their healthproblems and outbreak of some commondiseases.

Myanmar, like other countries, isengaged in the plans for prevention andcontrol of HIV/AIDS, as a national task. Inthe process, AIDS patients are given drugsthat can prevent the spread of HIV, andfamily members of the patients are providedwith health care and consolation. Moreover,medical tests are being done in various regions,especially in the regions where infection rateis high.

That is not all. The nation is workingtogether with WHO, and local and foreignsocial organizations to prevent and controlleprosy, polio, TB and malaria in it. As aresult, Myanmar is now free from some fataldiseases and those involving disabilities.

As part of the drive, the government isstriving for elimination of leprosy. The diseasecan be cured by administering MDT, however,some patients may be physically disfigured.Therefore, serious attention is given torehabilitation of the patients such asprevention against disabilities, rehabilitationof disabled persons, dissemination of healtheducation for taking self health care, andconducting suitable vocational trainingcourses.

Tasks for prevention against leprosyand rehabilitation of lepers were carried outin 20 towns of eight states and divisions in2007. Plans are under way to carry outrehabilitation work in 20 more townshipsyearly. The Ministry of Health is workinghard in collaboration with WHO, UN agenciesand social organizations inside and outsidethe nation for uplift of health and fitnessstandards of the entire nation. So, outbreakrates of various diseases will be on the decreaseand the people will enjoy better longevitysoon.

Eight civilians killed inPhilippine offensive

MANILA, 7 Feb—At least eight civilians, includingthree women and two children, were killed whenPhilippine troops raided a coastal village on a remotesouthern island, local officials said on Tuesday.

They said the civilians were killed during a pre-dawn mission on Monday by US-trained Navycommandos to rescue two hostages held by the AbuSayyaf, a small radical Islamic rebel group.

“We condemned this dastardly act,” said AbdusakurTan, governor of Jolo Island, where flags were beingflown at half mast in a mark of mourning.

Dutch journalist says hetook fake bomb on planeAMSTERDAM, 7 Feb — A Dutch journalist smuggled

a fake bomb and drugs into airliners at Amsterdam’sSchiphol Airport to demonstrate weaknesses at Europe’sfourth-busiest air travel hub, he said on Wednesday.

Alberto Stegeman, an investigative journalist whosereport of the security breach was to be broadcast onDutch television channel SBS 6 on Wednesday, said anassociate secured a job at Schiphol as a baggagehandler.

“When you work there, you can do anything,”Stegeman said.

Stegeman said he used his accomplice’s uniformand credentials to smuggle a fake bomb, complete witha digital timer and fake explosive blocks, onto a plane.

Over a three-month period, they were also able totake drugs into flight cabins and other areas of planesbecause gate personnel always let uniformed workersinto the cabins.

Despite difficulties due to geographical condi-tions of the state, the government has been makingefforts for improvement of the conditions of roadsand bridges in the state.

It is important to improve the transportationfacilities as well as to boost the economy of the statefor the regional development.

The Prime Minister called for making efforts forsufficiency of rice, extended cultivation of perennialcrops and livestock breeding in Chin State to boostthe economy of the state.

As Chin State is a hilly region, local peoplepractised the slash and burn cultivation method.

The state has experienced deforestation causedby the slash and burn cultivation which had beenpractised in the state for many years, and the highland cultivation could not produce sufficient rice forthe local people.

Therefore, it is needed to practise the terracecultivation method instead of the slash and burnmethod and to preserve the farmland for posterity.

Only then will the output of rice and other cropsbe increased. For local food sufficiency, local farm-ers are to grow high-yield strains of rice and to extendcultivation of crops as well as cash crops.

There-fore, he stressed the need to grow tea on a commercialscale with the concept that Chin State must be a teastate. The Prime Minister pointed out that emphasisis to be placed on cultivation of tea to fulfill thedemand of the market. Likewise, efforts are to bemade for achieving success in carrying out livestockbreeding tasks, he said.

The Prime Minister continued to say that all thehouseholds are to raise mythuns on a manageablescale. If mythun can be bred on a commercial scale,the opportunity can be created to export mythuns andits processed products, he said. The Prime Ministernoted that the economic growth of the state cancontribute to the uplift of living standard of thepeople of Chin State. Hence, he said, all are to strivefor gaining success in agriculture and livestock breed-ing tasks.

He said that the human resource development isessential to undertake regional development task. Headded that the education sector plays a pivotal role inturning out intellectuals and intelligentsia. The gov-ernment is opening basic education schools in theregion with a view to producing the human resourceswhile setting up universities and colleges in Kalayregion, north of Chin State, he said.

The General pointed out that education institu-tions in basic and higher education sectors are toproduce outstanding educated persons equipped withgood moral for the state. The schools are to place

emphasis on nurturing the students to become oneswho cherish the State, the region and the nationalraces, he said.

The Prime Minister stressed the need to equip thestudents with Union Spirit. It is necessary to come outfit and healthy educated persons, he added. There-fore, he said that the health staff are to effectivelyprovide health care services to the people. Only thenwill the fit and healthy educated persons contribute todevelopment of the region and the State, he added.The Prime Minister urged those present to strive forensuring economic growth in Chin State and forturning out the educated persons.

While giving priority to the promotion of educa-tion sector and effective providing of health careservices, he said that the government is makingutmost efforts for enhancement of transport facility.In addition, he added that the government is carry-ing out all-round development tasks while strivingto protect the people through safe administrativemechanism. The democratic nation that the peopleaspire is being built step by step in line with theseven-step Road Map, he said. At present, he contin-ued to say that the National Convention, the firststep of the Road Map and the most important toadopt fundamental principles and detailed basicprinciples for drafting the constitution, had beenconvened successfully.

The Prime Minister said that the task to draft theState Constitution based on the fundamental princi-ples and detailed basic principles adopted by theNational Convention has been completed to somedegree. It is not easy for a country to survive. The

country has encountered many battles and

hardships. It came into being after passing the

significant events. An existing country must be

an independent and sovereign one. It must be

strong in order to safeguard its perpetuation so

that a modern developed nation will stand tall

forever.

Myanmar is a big nation with long history.

The 40 million-year old anthropoid primate was

found near Bahin village in Pontaung region in

Myaing Township. Geologists of the world

accepted the fact that human beings originated in

Myanmar as the primates were the fossils of

creatures that would become human beings.

Establishment of Anyathian civilization in

Ayeyawady valley during the Stone Age and

The experiences of the Union

evidences of human beings of Stone Age in Padalin

Cave showed that human beings lived in Myanmar

before the pre-historic age.

Slow migration or movement of people to

different directions took place. According to the

excavation of ancient Tagaung and Srikeshtra and

evidences of ancient Hanlin and Nyaunglunt, Pyu

culture flourished in Myanmar as many as a

thousand or so.

Pyu people gradually disappeared after the

end of Pyu period and at the start of early Bagan

period Myanmar people emerged. Sudden

disappearance of Pyu people and sudden

appearance of Myanmar people did not take place

at the same time. The first Myanmar empire

founded by King Anawrahta who was on the

throne in 1044 AD was the foundation of present

day Myanmar. The king Anawrahta introduced

the common weights and measures, made sure of

the territory and boundaries, designated some

towns as places where specific number of soldiers

could be summoned to come to the king and

established defence system like strategy of people’s

militia. By doing so, he made the first Myanmar

empire strong.

In Innwa period there were many city states in

Myanmar. Hanthawady Hsinphyumyashin (a)

King Bayintnaung founded the country out of

much difficulty. The second Myanmar empire

was strong and wide. But Hanthawady collapsed

due to instigation of imperialist Portuguese and

disintegration of unity under Ngahsudayaka. King

Nyaungyan, one of the sons of King Bayintnaung

rebuilt the nation in the second Innwa period. The

country collapsed because of disunity after the

reign of ten monarchs of Nyaungyan dynasty.

King Alaungmintaya U Aung Zeya established

the third Myanmar empire again.

Myanmar founded by three kings three times

lost Assam, Manipur, Rakhine and Taninthayi in

the first Anglo-Myanmar War (1824-26) in the

time of King Bagyidaw. Far-flung regions of the

State were lost and it was the beginning of the

disintegration of the Union.

Under King Bagan the second Anglo-

Myanmar War (1852-53) broke out. Instead of

fighting against the British, the princes were

trying to grab power and there was confusion in

the palace. If Myanmar people had fought against

the British with great effort, they would have

won because the British troops were exhausted;

they were unable to fight with all might. In order

to suppress the rebelling Princes Mindon and

Kanaung, King Bagan ordered Myanmar troops

fighting against the British to withdraw. As a

result, the imperialists annexed the lower

Myanmar when King Mindon ascended the

throne. Myanmar thus became a landlocked

country without any exit to the sea under King

Thibaw, a son of King Mindon. Later, Myanmar

was held in servitude in the 1885 Third Anglo-

Myanmar War.

The imperialists took more than a hundred

years to occupy the Union of Myanmar and

waged wars with heavy casualties. Although the

Third Anglo-Myanmar War did not last even a

month, the imperialist troops faced Myanmar

anti-imperialist forces until the end of 1894.

After 1895, the imperialists managed to

administer Myanmar with divide and rule policy

designed to undermine unity of national races.

The divide and rule means administration of

the people with different systems. Some political

dictionaries say it is balancing of power according

to the situation of ethnic groups, but it means

breaking up the unity. Under the policy

encouragement was given to the minority and

assistance of military force was also provided.

The policy includes methods to weaken the

majority. The dictionaries say invaders practise

these methods in the colonies they had invaded.

The imperialists allowed hilly regions to rule

with the use of feudalist system. However, they

did not allow Mogok, Momeik, Wuntho, Kalay,

Mohnyin, and Mogaung regions as feudalist ones

because of the strong resistance. So direct rule

was practised in these regions and plains. In

Myanmar national solidarity was broken up due

to the divide and rule policy. The imperialists

encouraged wealthy persons and suppressed the

poor greatly. At that time class struggles occurred

because of Marxism. Myanmar people attempted

to regain independence from the rule of the

imperialists sacrificing lots of lives.

Regarding the independence some national

race leaders said they wanted to live under the

British Empire and some said they wanted to be

independent. All the national race leaders tried

hard to be united without discriminating hilly

regions and plains. On 12 February 1947, an

agreement to regain independence together was

signed in Panglong. That day was designated as

the Union Day. The Panglong Agreement was

the first step towards independence. Myanmar

regained her independence after signing of Aung

San-Attlee and Nu-Attlee Agreements.

After regaining her independence internal

insurgency occurred as an evil legacy of the

imperialists due to their instigation. Above-

ground political conflicts took place one after

another. The Tatmadaw government held the

National Convention with difficulty with the aim

of achieving national reconsolidation.

Preparations for drafting a new constitution are

now under way after successful completion of

the National Convention. Both the 1947

constitution drafted within three months under

the imperialist rule and the 1974 constitution

based on socialism are not relevant to the present

situation in Myanmar. No one can deny that a

new constitution is essential for Myanmar.

Now the Panglong Agreement has turned 61

years. It is important for every citizen of the

Union to safeguard Our Three Main National

Causes— non-disintegration of the Union, non-

disintegration of national solidarity and

perpetuation of sovereignty as the national policy.

Every citizen is responsible for the perpetuation

of the Union. Out of the seven-step Road Map,

For the development of the television and moviesector, Myanmar information delegations were sentto the international radio, movie and television show,Beijing Film Festival and 16th Chinese GoldenRooster Film Festival held in the People's Republic ofChina. Moreover, Myanmar delegations were sent toChina, Singapore and Hong Kong to learn the digitalcinema technology. They were also sent to India tostudy the TV broadcasting. The minister said hebelieved that through study on international filmtechnology, cooperation and experiences, those fromthe film world would strive their utmost to improvethe Myanmar film industry. Despite their efforts,MMPA as well as the artistes still need to do more toimprove the Myanmar film industry, he noted. Ex-pansion of market is important for improvement ofthe movie world. It is necessary for the Myanmarmovie industry to penetrate both the domestic andforeign markets and this calls for concerted efforts ofthe people of the film world.

Efforts are to be exerted in collaboration withforeign countries to improve the movie industry and to

show Myanmar movies in those countries. It is alsoneeded to transform into digital system from analoguesystem. Through international cooperation, Myanmarmovies can be put on domestic as well as foreignmarket gaining experience and making profits.

The minister said the nation requires studios ofinternational standards so as to make quality films.

Establishment of those studios needs efforts of indi-viduals or groups in cooperation with MMPA. TheInformation Ministry is also providing assistance withinthe framework of rules and regulations.

Measures are being taken for enhancing the qual-

ity of the motion pictures for improvement of the filmindustry. Film professionals are to work hard to trans-form the technique in film production from the ana-logue system to E-cinema system and D-cinema sys-tem. At the same time, it is required to work hard inharmony for improvement of the film projecting sys-tem. With the development of the film projecting

system, it is needed to modernize and upgrade thepresent cinemas, he said.

He said that the ministry has laid down the fiveobjectives for the Myanmar Motion Picture Asiayonand film professionals to follow for improvement of

the Myanmar film industry. Those five objectives are: (1) To make efforts for development and unity ofMyanmar film and video world to ensure soci-eco-nomic development of film professionals; (2) Tomake efforts for technical development in film andvideo industry; (3) To make efforts for improvement

Five killed, 35 injured in Nepalroad mishap

KATHMANDU, 6 Feb—Five people were killed and 35others injured when a passenger bus veered off the roadin south Nepal on Tuesday afternoon, the leading newswebsite eKantipur reported. The accident happened inSaptari District, some 190 kilometres south of Nepalicapital Kathmandu. Condition of some of the injuredis critical, according to police. The dead are yet to beidentified.

The passenger bus heading from neighbouring Sirahain the west to Biratnagar of Morang District, some 240kilometres southeast of Kathmandu, had skidded andfell 20 metres down the road at a stretch of the East-West Highway at Bhardaha Village in Saptari.

Study says happinesslowest at midlife

LOS ANGELES, 6 Feb — Happinessover the course of a lifetime follows aU-shaped curve and hits bottom atmidlife, according to a study publishedMonday on the Los Angeles Timesweb-site.

A team of US and Britishresearchers, who set out to find therelationship between age andhappiness, examined social surveydata on two million people in 80countries, and also took into accountfactors that affect happiness, such asdivorce, job loss and income, beforereleasing the report.

According to the report, happinessreaches its lowest point around age40 in women and age 50 in men inthe United States while in Britain,unhappiness was greatest in men andwomen at age 44.

Andrew Oswald, one researcherfrom the group, said there is still amystery around how happiness ebbsor rises, saying “there seems to besomething inside human beings thatis unexplained by life events”.

But other researchers questionedthe findings of the study.
