Minister for Science and Technology (Mr. Zahid Hamid): There are15 S&T organizations working under the administrative control of Ministry ofScience and Technology (MoST) in the areas of Scientific and Industrial Research,Water Resources, Renewable Energy Technology, Applied Molecular Biology,Oceanography, Standards and Quality Control, Electronics, Housing Researchand Popularization of Science in the society.

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) the present status of Lakhra Coal mines; and

(b) whether coal is being extracted from those mines; if so, theutilization thereof?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): Lakhra Coalfield (Sindh Province) is the major coal producing area ofthe country. Coal mines are operative in public and private sectors contributingmore than 1.100 million tons in the domestic coal production during the last financialyear (2012-13). Constitutionally, coal is a Provincial subject.

Coal extracted from Lakhra Coalfield is consumed in brick-kilns, powergeneration plant, cement factories and other industrial units.

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): In order to sharing profit, judiciously the government has kept a provisionin petroleum policy 2012 that—

(a) There shall be a working interest of 5% on full participation basisi.e., 2-1/2% each of GHPL and Provincial Government HoldingCompany shall have option to accept the participating workinginterest.

(b) In accordance with the provisions of the Constitution of IslamicRepublic of Pakistan giving joint ownership and equal control to theFederal Government and provinces over mineral oil and natural gasunder Article 172 read with Article 154, the benefit of Windfall levywill be shared over and above the base price of US$ 40 per barreland distributed among the Federal Government and the concernedprovince on 50:50 basis.

(c) Besides, committee under DGPC comprising one member from eachprovince is in offing to watch the interest of respective Province inrespect of extensions/renewals of existing Exploration Licences,Leases and grant of new petroleum rights as well.

(d) Provinces are also being paid 12-1/2% royalty on crude oil and gasafter deduction of 2% collection charges.

156. *Sajid Ahmed:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) the names of countries including Iran where from gas has beenpurchased during the last three years alongwith rates thereof;and

(b) the quantity alongwith the time by which it will further bepurchased?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) Pakistan has entered into a Gas Sales Purchase Agreement (GSPA)with Iran and Turkmenistan wherein both countries will supply pre-determined

quantum of Gas as per GSPA. Work for completion of these projects is underway.Mid country price of imported Gas under the above arrangements will be approx.70-80% of oil parity.

(b) As per current arrangement 750 MMCFD to 1 BCFD of Gas willbe supplied by Iran and 1.325 BCFD from Turkmenistan.

157. *Molana Ameer Zaman:

Will the Minister for Communications be pleased to state:

(a) whether it is a fact that certain sections of Indus Highway fromPeshawar to Karachi particularly from Kohat to Lakki Marawatare in a dilapidated condition at present; and

(b) if so, the steps being taken for repair and maintenance thereof?

Minister for Communications: (a) Indus Highway (N-55) having lengthof 1264 kms connects Karachi with Peshawar. Some stretches from Kohat toLakki Marwat are in condition, which require repair and maintenance. NHA iswell aware of the situation and taking all possible measures to maintain the stretches.The detailed existing condition of section between Kohat and Lakki Marwat is asunder:—————————————————————————————— Section of Indus Good Fair Poor Very Poor

(b) Various sections of Indus Highway were completely/partially damagedduring flood 2010. The immediate restoration works were carried out to open theroad for traffic. Rehabilitation and reconstruction works are being executed timeto time subject to finalization of procurement and availability of funds.

158. *Iqbal Muhammad Ali Khan:

Will the Minister for Petroleum and Natural Resources be pleased tostate whether it is a fact that the guidelines prescribed by the OGRA

for the installation of Compressed Natural Gas cylinders in vehiclesare not being implemented in letter and spirit; if so, the reasonsthereof?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): The Oil and Gas Regulatory Authority, regulates CNG sector under theprovisions of OGRA Ordinance 2002 and CNG Rules, 1992. The instant matterof guidelines is not covered in OGRA’s regulated activity. However, to ensuresafety at the station and in the CNG vehicles it has been made mandatory for theCNG consumer/ station owner to locate, construct and operate his pipeline andall works connected with CNG Refueling Station, and installation of CNGequipment in automobiles in accordance with the license granted by the ChiefInspector of Explosives (CIE) under the Mineral Gas Safety Rules, 1960, andstrictly comply with the provisions of the Petroleum Rules 1937 and the Gas CylinderRules, 1940, so as to avoid any danger to the public health or safety.

Therefore implementation of installation standards rests with CIW whichis under the administrative control of Ministry of Industries & Production.

159. *Iqbal Muhammad Ali Khan:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) whether it is a fact that Government/OGRA failed to regulatemeritorious supply of gas by SSGC and SNGPL to the newconsumers, if so, the reason thereof; and

(b) the step being taken to ensure gas supply to the consumers inthe country who fulfil their obligations?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) Not correct.

(b) In order to overcome the shortage of gas in the country and to ensureun-interrupted gas supply to the consumers, the GOP is already vigorously pursuingthe projects like the import of RLNG, Iran Pakistan gas pipeline and increase ofgas supply from indigenous sources.

(a) the composition and decisions of the meetings of the Task Forceon Cylinder Blast headed by Joint Secretary (Admn) Ministry ofPetroleum in 2012; and

(b) the progress made by the said Task Force so far?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) The Task Force on cylinder Blasts headed by Joint Secretary (Admn),Ministry of Petroleum was superseded by a higher level Task Force, That TaskForce was notified by the Ministry of Interior vide Notification dated26-12-2011 (Annex-A). It held a series of meetings and framed a number ofrecommendations (Annex-B).

(b) The Hydrocarbon Development Institute of Pakistan (HDIP), Ministryof Petroleum & Natural Resources has completed the task assigned by the TaskForce in collaboration with OGRA (Annex-C),

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) the total amount arranged for Pak-Iran Gas Pipeline Projectso far alongwith the terms and conditions thereof; and

(b) whether work has been started thereon; if so, the company whichis executing the said project?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) The Cabinet on 30th January 2013 approved the earmarking ofCess under Gas Infrastructure Development Cess Act 2011, for provision of balancefinancing for the project guaranteed by Pakistan side under the G to G agreement.,,Pursuant to the Cabinet approval, an assignment account has been opened forbudgetary allocation of the cess collected under the GIDC to meet with the fundingrequirements of the Project.

The imposition of GIDC was declared ultra-vires to the Constitution bythe Islamabad High Court, Islamabad and Peshawar High Court, Peshawar againstwhich Inter Court Appeal (ICA) and CPLAs have been filed in the High Courtand the Supreme Court of Pakistan. It is expected that the legal impediments willbe overcome soon and all the funding requirements of the Project shall be met.

The government has commitment to complete the Project as per scheduleand all necessary steps are being taken in this regard.

(b) Currently the project is in implementation phase and EPC negotiationsare in their final stages. The project is being executed by Inter State Gas Systems(Pvt) Limited (ISGSL).

Following major milestones for project development have been achieved;

• Bankable Feasibility Study

• Front End Engineering Design

• Route Reconnaissance and Detailed Route Survey

• Social Environmental impact Assessment

• Installation of Concrete Marker on ROW

• Land Acquisition (In process)

(b) Government has granted twenty one (21) Petroleum ExplorationLicences in districts Karak, Kohat, Dera Ghazi Khan and Dera Ismail Khan whereinvarious E&P activities are being under taken.

164. *Shaikh Rohale Asghar:

Will the Minister for Petroleum and Natural Resource be pleased tostate whether there is any proposal under consideration of theGovernment to end the loadshedding of gas in the country; if so, thesteps taken in this regard so far?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): At present, the country is facing huge gap between demand and supplyof natural gas which is bridged through curtailment in different sectors includingpower, Industrial, CNG, fertilizer and cement sectors. However, there is nocurtailment for domestic and commercial consumers. Gas curtailment(Loadshedding) may only be eliminated when more gas will be available leavingno gap between demand and supply of gas. Government is taking following stepsin this regard:

(i) Enhancement of indigenous gas production.

(ii) Import of gas from Iran.

(iii) Import of gas from Turkmenistan

(iv) Import of LNG.

(v) Promotion of LPG air mix.

165. *Shaikh Rohale Asghar:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) whether there is any proposal under consideration of theGovernment to import LNG;

(b) if so, the progress made in this regard so far?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) Yes. Government is pursuing import of Liquefied Natural Gas (LNG).

(b) A high level delegation visited Qatar during 1st week of July, 2013and called on the Amir of State of Qatar in connection with the import of LNG.Qatar Government has shown interest in supply of LNG to Pakistan on Governmentto Government basis on negotiated terms. In parallel, Federal Government ispursuing following projects;

(i) Fast Track LNG Terminal Project.

(ii) SSGC LPG Retrofit Project.

(iii) New LNG Terminal Project (s).

Tenders for Fast Track LNG Project have been issued and last date forsubmission of bids is 01-10-2013. Bids for supply of LNG were also re-initiatedthrough a competitive process.

166. *Dr. Nisar Ahmad Jatt:

(a) the quantity of Un-accounted For Gas (UFG) admissible atpresent alongwith criteria prescribed therefor; and

(b) the steps taken by the Government to control the UFG up toprescribed limit?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) The admissible quantity of UFG for SNGPL and SSGCL is4.5 % and 7 % respectively.

Unaccounted For Natural Gas means, in respect of a financial year, thedifference between the total volume of metered gas received by a licensee duringthat financial year and the volume of natural gas metered as having been deliveredby the licensee to its consumers excluding there from metered natural gas used forself consumption by the licensee for the purpose of its regulated activity; and suchother quantity as may be allowed by the authority for use by the licensee in theoperation and maintenance of its regulated activity.

(b) SNGPL is taking following steps to control the UFG;

(1) Leakage Rectification program.

(2) Vigilance of all categories of consumers.

(3) Rectification of measurement errors.

Recent step by GOP for constitution of Task Force on Gas Theft, to bringthe gas pilferers to task is very good. In this regard, teams of Local administration/ Punjab Government and FIA are providing full support to company forapprehending the gas pilferers. Results so far achieved are encouraging and a totalof 310 No FIRs have been registered and a number of culprits have been arrestedon account of gas theft since July 2013.

SSGC is taking following steps to control the UFG:

• Physical Activities:

(i) Replacement of leaking pipelines

(ii) Repair of leaking of pipelines

(iii) Overhead survey and repairs

(v) Replacement of Commercial / Industrial meters

(viii) Surveillance systems to control; Gas Theft

• Appliance Efficiency Project:

A pilot project initiated to introduce high efficiency domestic gasappliances such as cooking stoves and water heaters. It is estimatedthat these appliances have thermal efficiencies in the range of 30-35% in which at least 15% improvement is possible.

• Theft Control:

Recently, Federal Government has promulgated the Criminal Law(Amendment) Act 2011 to amend the Pakistan Penal Code, 1860(PPC) and the Code of Criminal Procedure, 1898 (CrPC) fordeclaring the theft of gas as a cognizable offence which would helpSSGC to launch effective anti-gas theft campaign including registrationof FIRs against theft culprits.

As per referred constitutional Article equal distribution ofgas is not possible.

• An autonomous National Accountability Commission which isadministratively, functionally and financially independent, withcomprehensive powers to carry out across-the-board accountabilityof all holders of public offices in a fair, impartial and transparentmanner.

• To promote a culture of accountability, integrity and transparency,whistle-blower protection law (public interest disclosure) will beenacted for providing safeguards to persons who expose corruption,wrongdoing and other illegalities.

• Procurement Laws and Rules will be strengthened, requiring all publicsector organizations to publish all tenders and related biddingdocument online, post their development/procurement budgets ontheir websites, along with details of expenditure over one millionrupees, enabling any person to ‘follow the money’ all tenders anddocuments required to participate in an auction will be made availableonline.

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): SSGC has informed that they are taking following steps for recovery ofoutstanding bills from big defaulters other than issuing letter disconnection notices,telephone calls and approaching Ministry of Production & Ministry of Finance forassisting in settlement of the overdue amount:

(a) SSGC is regularly updating concerned quarters in respect of debtor’sposition of big defaulters i.e. KESC (Rs. 46 billion) and PakistanSteel (Rs. 15.5 billion).

(b) High level meeting chaired by the Governor Sindh was also held inthis regard. SSGC has filed a recovery suit against KESC in Courtof Law which is.,under adjudication. KESC attributes circular debtas the principal reason for impairment in its capacity to pay andcontends that the Government should bail them out in this respect.Despite all out efforts, KESC is reluctant to sign Gas Sales Agreementwith SSGC due to the presence of “Interest” Clause on the unpaidamount. Disconnection is not possible because of obvious socioeconomic fallout.

Presently, SSGC is supplying reduced quantity of gasenough to support blast furnace operation to avoid furtheraccumulation of gas dues. Pakistan Steel has shown their inability topay outstanding dues until Government bails them out in this respect.SSGC is however unable to disconnect gas supply of Pak Steelbecause of being a Government entity of strategic importance.

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): SSGCL has informed that it is a fact that natural gas has not been providedto the-people of Zhob & Loralai as their transmission system is currently incapableof catering to the gas requirements of major towns/cities and District headquartersof Balochistan due to the large distances and heavy investments involved.

Will the Minister for Defence be pleased to state:

(a) whether it is a fact that medical allowance of retired employeesof Pakistan Army presently working as civilian in armyinstitutions has been withheld from their salary;

(b) whether it is also a fact that the recovery is being made fromthose employees under the said head;

(c) whether it is further a fact that said employees alongwith theirchildren are entitled for medical treatment in CMHs; and

(d) whether the above employees are also entitled to any othermonetary benefits; if not, the time by which medical allowancewill be given to those employees?

Minister for Defence: (a), (b), (c) & (d) Armed Forces pensioners arenot authorized medical allowance as they have facility of free indoor/outdoormedical treatment at the Armed Forces Hospitals like CMH/MH, Fauji Foundationand also in other Services Hospitals, If medical allowance is granted to the ArmedForces retirees then they will have to forego the free medical treatment facility.

As regards the question for authorization of medical facility to the ArmedForces Personnel on re-employment as civilian in any Defence organization, theyare authorized free medical facility as per the procedure in vogue.

Where as in the Subordinate Courts/Civil/Labour Courts, panel Lawyersare appointed at professional fee already fixed at Rs. 15000/-. However in Highprofile cases private lawyers are engaged to enhance the defence of the FederalGovernment, (list attached as Annex-I). However, regarding the reply with therequest to part (c) of the Question is concerned, the nominated Lawyers wererequested to provide the same vide at Annex-II which is still awaited.

via Khanpur road has not been started so far; if so, the reasons

thereof;

Minister for Communications: (a) Yes, it is fact that construction work

on Taxila to Haripur via Khanpur road has not been started so far due to inadequate

budgetary allocation and Asian Development Bank has not yet confirmed the Loan

for execution of project.

(b) Total amount of funds allocated for the said project during the year

2013-14 is Rs. 5 million.

(c) Presently hiring of Consultants is under process for Feasibility Study

and Detailed Design of the Project. ‘Request for Proposals’ has been advertised

on August 7, 2013 [Copy of advertisement is enclosed]. Last date for

submission of proposals is September 4, 2013. It will take about 10 months for

award of consultancy contract, Feasibility Study, Detailed Design of the project

and procurement of Contractor.

Expected start of the Project is July 2014 and the project would be

completed within two years i.e. July, 2016. Subject to availability of requisite

funding.

Minister for Law, Justice and Human Rights: The basic function ofHuman Rights Wing in Ministry of Law, Justice and Human Rights is to monitorHuman Rights situation/ violations in the country. There are four Regional Officesof Human Rights functioning under Ministry of Law, Justice and Human Rights atLahore, Karachi. Peshawar and Quetta, alongwith the Headquarter at Islamabad.These Offices coordinate with the relevant stakeholders to safeguard Human Rightsin their respective regions.

The total number of cases of Human Rights violations registered duringthe year 2011-12 till date is 12884. The nature of these cases includes Acid Burning,Burning, Domestic Violence, Karo Kari/ Honour Killing. Kidnapping, MinoritiesIssues, Missing Persons, Police/ Prison related issues, Rape/Gang Rape, SectarianViolence, Sexual Assault/ Harassment, Violence against Children & Women.
