Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) the estimated expenditure of the Government incurred on thewar against terror during last five years till date; and

(b) the year-wise total amount allocated therefor during the saidperiod alongwith the sources thereof?

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) the total value of investment made in different schemes ofNational Saving Centers at present; and

(b) the steps being taken by the Government for the increase ofinvestment therein?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) The total value of investment(stock) in different National Savings Schemes up to January 31, 2014 stood atRs.2560.601 Billion.

(b) Following steps are being taken by the Government to increaseinvestment in the National Savings Schemes:

i. Launching of Prize Bond of Rs.25,000/- denomination in February,2012.

ii. Launching of Short Term Savings Certificates (STSCs) w.e.f.01-07-2012 to provide short term investment opportunities to theinvestors.

iii. Issued “Student Welfare Prize Bond” of Rs.100/- denomination inNovember, 2012 to boost up the habit of saving in young generation.

iv. Establishment of Model Branches to facilitate senior citizens andfemale investors w.e.f. 01-01-2014 in Islamabad, Peshawar, Lahore,Karachi and Quetta.

v. Proposal of payment of profit to the investors of National Savingsthrough ATM is in process.

121. *Dr. Nafisa Shah:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state whether it is a fact that theAfghan Transit Trade has been shifted to Iran; if so, the loss sufferedby the Government during the year 2013-14??

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): Historical data of Afghan TransitTrade is placed at Annex.-I.

Analysis of the value of transited goods shows that there was an increasingtrend in value till 2009-10 which was followed by a sharp decrease that continueduntil the year 2011-12. However, it picked up again since then, mainly due to strictvaluation monitoring and also because of increased US Dollar-Pak rupees parity.

Analysis of the number of containerized cargo transited through Pakistanshows that after a steady increase till 2009-10, the volume sharply decreasedfrom 75,288 containers in year 2009-10 to 24,155 during the year 2012-13.During the six months period between July-December 2013 the quantum ofcontainerized cargo has again shown a slight increasing trend.

As regards loss suffered by the government, during the year 2013-14, it isinformed thatino duty and taxes are levied on the Afghan Transit Trade. However,other service providers such as terminal operators, transporters, freight forwardersand clearing agents have suffered loss due to reduction in transit trade.

Will the Minister for Interior and Narcotics Control be pleased tostate:

(a) whether there is any proposal under consideration of theGovernment to establish the Sareeh-ul-Harket Force in thecountry to control terrorism;

(b) if so, when it will be implemented?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan) :(a) Under the National Internal Security Policy (NISP-2014-18) a modern, well-equipped Federal Rapid Response Force (RRF) will be raised. It will have capabilityto interface and operate in close coordination with Police, CAFs and PakistanArmed Force.

(b) Time frame of implementation of this issue ranges from four to sixmonths, subject to availability of funds.

33. *Ms. Nighat Parveen Mir:

Will the Minister for Interior and Narcotics Control be pleased tostate whether it is a fact that the plan/project of plying CNG bussesin Islamabad is pending for the last several years; if so, the reasonsthereof?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan) :There is no plan / project of plying of CNG buses in Islamabad Capital Territory,pending / under consideration with ICT Administration.

34. *Ms. Nighat Parveen Mir:

Will the Minister Incharge of the Prime Minister’s Office be pleasedto state:

(a) the names of the development projects inspected by the PrimeMinister’s Inspection Commission during the year 2013-14; and

(b) the number of said projects declared as sub-standard alongwiththe action taken against the responsibles?

Minister Incharge of the Prime Minister’s Office: (a) NoDevelopment Project was inspected by the Prime Minister’s Inspection Commissionduring 2013-14. However the following two inquiries/inspections conducted bythe PMIC previously are currently under process to fix the responsibility.

(I) Establishment of Cardiac Surgery Centre at PIMS, Islamabad.

(II) Construction / Widening of Begum Shahnaz Road in PP-224Constituency Chichawatni District Sahiwal.

(b) As above.

35. *Ms. Khalida Mansoor:

Will the Minister for Interior and Narcotics Control be pleased tostate:

(a) whether it is a fact that the Machine Readable Passports arenot being issued to Pakistanis in China at present;

(b) if so, the time by which such facility will be provided to Pakistanispresently residing in China?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan) :(a) Yes. Directorate General of Immigration and Passports in, compliance of theInternational Civil Aviation Organization’s (ICAO) resolution to ensure that allmember countries will convert Manual travel documents into Machine Readabletravel. documents by November, 2015, has planned to install MRP system at 109Pakistan Missions in a phased manner. So far the MRP system has been installedat 32 foreign Missions including Beijing, China.

To Operationalize MRP system already installed at Pakistan MissionBeijing, staff has been nominated and they are due to travel to Beijing on23-03-2014 to join their duties (Annex- “A”).

However, the Embassy of Pakistan in Beijing has confirmed that Chineseauthorities continue to accept manual passports and renew visas.

(b) The staff will join their duties soon at Embassy of Pakistan in Beijing,China and MRP facility shall be provided to Pakistanis in China in the first weekof April, 2014.

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): The Boards of Directors andmanagement are responsible for improvement in the performance of commercialBanks. However, the State Bank of Pakistan(SBP), as a regulator, has establishedan effective supervisory framework which ensures that banks’ performance andfinancial position remain satisfactory and do not pose any threat to their financialstability, the economy and the interest of depositors. The specific steps taken inthis regard and which are in line with the internationally accepted best standardsare:

(a) On-site inspection, off-site surveillance, and corrective action regime,

(b) Prudential regulations which set minimum standards for risk takingand operations,

(c) Set of guidelines on key areas prescribing best standards foradoption,

(d) Capital adequacy regime based on Basel framework requiringminimum capital adequacy ratio of 10%,

(e) Bank licensing and Fit & Proper Test mechanism for key managementand board of directors to ensure that only competent and reputedpersons run the affairs of banks,

(f) Contingency and problem bank management framework, and

(g) Effective corporate governance and market discipline & financialdisclosure regime.

38. *Mr. Asad Umar:

Will the Minister for Interior and Narcotics Control be pleased tostate:

(a) the steps taken by the Government to combat threat perceptionin Islamabad so far;

(b) whether any coordination office has been established whereofficers from IB/ISI/Police will work under one roof for improvingsecurity of ICT; and

(c) whether there is any proposal under consideration of theGovernment to install scanners at the entry and exist points inIslamabad to detect explosives and inspect mobile vehicles; itso, when it will be installed?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan) :(a) The following steps have been taken:—

(1) Patrolling system within ICT have been revamped and 50 Bravo/Commando vehicles with 01 Upper Subordinates and 02 ATSqualified officials for each vehicle have been deployed round theclock.

(2) Besides, 28 Static Bravo/ Commando vehicles comprising of 01Upper Subordinate and 02 ATS qualified officials have also beendeployed in Islamabad round the clock.

(3) Moreover, 46 Mohafiz Motorbike squads, comprising of 02 officialsat each motorbike have been deployed.

(4) 08 Crises Response Teams (CRTs) comprising of ATS qualifiedofficials have been deployed at National Assembly Gate and FranceChowk.

(5) 15 Anti Riot Units (ARU) Reserves have also been deployed withinICT to meet any law & order situation as well as Re-Enforcement ofthe strength already deployed within Islamabad for performance ofsecurity duties as well as to control the law & order situation.

(6) 20 Night Halting Points have been established along with 20 vehicleswithin ICT from 2300 hrs to 0700 hrs.

(7) 58 Nakas / check points within 04 Zones i.e. City, Saddar, IndustrialArea & Rural Zones have been established on various key points ofICT functioning round the clock.

(8) Different kind of surveys i.e. Kachi Abadies, House Hold Servants,Property Dealers, Guest Houses Hotels/Motels/Hostels, Sarias etc.have been completed with the cooperation of NADRA.

(9) Ordinance, 1965 is fully operative and violators are being dealt within accordance with the law.

(10) Surveillance of previous convicts are also being checked frequentlyby the ICT Police through physical checking as well as throughinformers.

(b) The Chief Commissioner ICT vide order No. 2(27)-Home/2014-564 dated 12-02-2014 has constituted District Intelligence Committee to review/measure threat perception in ICT, comprising of following officers from DistrictAdministration, ICT Police and other Agencies:—

1 Deputy Commissioner ICT, Islamabad Convener

2 Senior Superintendent of Police, (Operations) MemberIslamabad

3 Representative of Special Branch (AIG/SB) Member

4 Representative of IB Member

5 Representative of ISI Member

Moreover, regular meetings with sister Law Enforcement Agencies areheld and information exchanged to improve law & order situation as well as securityof ICT.

(c) One scanner has been installed at Golra More.

Two more scanners are being imported from China under the pilotphase.

39. *Mr. Asad Umar:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) the stock/amount of the Government borrowing in billion ofrupees at the end of each Month during the period from May,2013 to February, 2014; and

(a) the year-wise details of budget deficit occurred during the lastthree years alongwith the reasons thereof; and

(b) the steps being taken to control the budget deficit for the currentfinancial year?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) Budget deficit for last threeyears was as under:

The reasons for high budget deficit in these years are as under:— Low FBR tax revenue and non tax revenue receipts.— Large subsidies to power and food sectors.

(b) For the year 2013-14 budget deficit is projected at Rs.1651 billioni.e. 6.3% against last year’s deficit of 8% GDP. Every effort is being made toachieve this level of deficit. The measures being taken to control the budget deficitthis year are as under:

i. 30% cut has been imposed on expenditure excluding debt servicing,defence, payment and allowances, subsidies and grants as announcedby Finance Minister in his Budget Speech.

ii. Revenue collection and expenditure are being monitored on monthlybasis.

iii. Efforts are being made to avoid un-budgeted expenditure.

iv. All releases for expenditure are being made in the light of flow ofrevenue receipts and other receipts through implementation of waysand means procedure.

41. *Ms. Belum Hasnain:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) the total amount of external and internal loans obtained by theGovernment during the first and second quarters of the financialyear 2013-14;

(b) the names of national/international financial institutions fromwhich the said loans have been obtained alongwith the detailsof terms and conditions thereof; and

(c) the steps being taken by the Government to repay the said loans?

The government obtained internal loans from State Bank of Pakistan (SBP),Scheduled Banks and National Savings Schemes. These loans are obtained ondifferent maturity periods having 3 months to 20 years maturity.

(c) The following steps are being taken by the Government to repay thesaid loans:

External Loans

After contracting of foreign loan, budget estimates are prepared forrepayment of the loans on the basis of amortization schedule attached with theloan agreement. The repayment of principal, interest and other obligations asenvisaged in the foreign loan agreement is made on the due dates. Sufficientbudgetary provision is ensured for the purpose of debt servicing during the budgetcycle.

The IMF loan will be utilized for balance of payment support and wouldbe repaid by the State Bank of Pakistan.

Internal Loans

(i) Measures have been adopted to raise tax revenue;(ii) By adopting austerity measures;(iii) Reduction in un-targeted subsidies

42. Admissibility is being re-considered.

43. *Rai Hasan Nawaz Khan:

Will the Minister for Finance, Revenue, Economics Affairs, Statisticsand Privatization be pleased to state:

(a) whether it is a fact that all branches of the National Bank ofPakistan were instructed by its Head Office on 7th December2013 to pay benevolent grant @ 40% of the salary of deceased/retired employees;

44. *Rai Hasan Nawaz Khan:

Will the Minister for Interior and Narcotics Control be pleased tostate:

(a) whether it is a fact that there is no governmental mechanismthat could systematically investigate and collect data of civiliandeaths, injured and property losses during the continuing waveof terrorism in order to compensate the losses of civilians inPakistan;

(b) whether it is also a fact that USA had provided millions of dollarsto compensate the civilian war victims in Pakistan since March,2008 till date; if so, the details thereof alongwith disbursementof the aforesaid aid amongst the said victims; and

(c) the details of aid which has been provided by the other countries?

Kolling, Passport No.445226448 USA national and Mr. Cameron JamesMacnish, Passport No.099155369, British national. Thereafter necessaryinstructions regarding cancellation of their visa and their deportation were issuedto DG, Immigration & Passport, Islamabad and Special Branch, Islamabad Policewith advice to ensure their exit within 15 days on 23-07-2013.

(b) The said foreigners were repatriated to their respective countries viaBenazir Bhutto International Airport, Islamabad. Therefore, the above said ordershave been implemented.

i. Persons identified as issuing fake and flying invoices were blocked,suspended or blacklisted as per law.

ii. Show cause notices were issued for recovery of the amounts involved.In many cases the proceedings were completed and orders werepassed against the persons who obtained illegal refunds.

iii. Recovery action under the law was initiated after completion ofadjudication proceedings. The imports/exports of such persons werestopped and known bank accounts were attached.

(b) No new sales tax or other taxes have been imposed by the presentGovernment on Petroleum products. However, in the budget sales tax on lubricatingoil was made chargeable on retail price, subsequently converted to 2% extra tax.Sales tax on goods is purely subject matter of the Federation. Petroleum specifictaxes are levied by Federal Government under Entry-51 in the Federal LegislativeList Part-I (Fourth Schedule).

(c) Recommendations and proposals from all quarters, including thosefrom provinces, are given careful consideration. However, the final decisions aremade by the Federal Government keeping in view the balance between interest ofrevenue, taxpayers’ facilitation, growth and inter-provincial harmony.

(b) No check post exists at Shelabagh and Nazar Ganji respectively.Check posts at Garang and Beleli were established in 2008 and are still functioning.

57. *Mr. Lal Chand:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state the total amount of taxexemptions given under SROs during current financial year 2013-14?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): The total amount of all duties andtaxes exempted under various SROs during current financial year i.e. (July-February, 2013-14) is Rs. 320.86 billion.

It is important to highlight that these exemptions are on account of allSROs issued from time to time which are operational till date and not only of thoseissued during the current financial year.

58. *Syed Waseem Hussain:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) whether it is a fact that the Tube-well Efficiency ImprovementProgramme (TWEIP) initiated and financed by the USAID inOctober, 2009 to save electricity by replacing old & inefficientpumping machinery of the agriculture sector with new 24% moreenergy efficient pumping sets has been stopped since 30th June,2012;

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) It is a fact that Tube-wellEfficiency Improvement Program (TWEIP) was a USAID funded project and itended in early June, 2012.The project was implemented by USAID throughInternational Resource Group (IRG), an implementing partner of USAID.

(b) 2,400 pumps were replaced under the said program resulting inimproving energy efficiency of Tubewells to the extent of 16.74 MW. Theprogramme duration was from 2009 to 2012. The original scope of the projectincluded replacement of 11000 pumps.

(c) USAID have informed that currently they have no plans to restartthe project.

Nisar Ali Khan) :(a) During the last three months, from 20-11-2013 to 20-02-2014, five (05)cases of kidnapping for ransom were registered in Islamabad. In these cases, 05persons were allegedly kidnapped by unknown culprits and ransom was demandedfor their release. Out of the 05 kidnapees, 02 were recovered by the local policeafter conducting raid at Mera Badian, Islamabad and 06 accused persons (04male & 02 female) involved in the crime were arrested. 01 kidnapee returned onhis own without payment of ransom and 02 cases were cancelled being false.

(b) In above mentioned 05 cases, Rs. 06 Crore 16 Lac were demandedby unknown accused persons for release of abductees but no payment was madeas per record of the police. (Case wise detail is attached at Annexure-A).

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan) :(a) Total population of about seven lac residing in 133 adjacent villages of IslamabadCapital Territory has access to clean and safe drinking water with following details:-

• Total number of Villages/Towns 61having Water SupplySchemes in Rural Area of ICT.

• Total number of Water Supply 65Schemes in Rural Area of ICT.

• Total villages where Water 49Supply Schemes are functional.

Out of the above mentioned 65 water supply schemes, 55 schemes arefunctional whereas 10 are non functional. Detail is at Annexure-A.

(b) During the last five years, 05 new water supply schemes have beenimplemented whereas 08 existing water supply schemes were up-graded /rehabilitated at the total cost of Rs.439.974 million. In addition to this, small watersupply projects i.e. installation of hand pumps and motorized pump boring, havealso been implemented during the said period, in scattered / isolated dhokes /villages of ICT. Detail of these schemes is attached as Annex -“B”.

Future Plans

During the current financial year 2013-14, it has been proposed to launch07 number of new water supply schemes and 03 number of existing schemes will

Alist of the schemes to be launched / upgraded is at Annexure-“C”.

The proposal for construction / completion of new water supply schemesas well as up-gradation / rehabilitation of the existing schemes in future has alsobeen prepared. The said proposal costs to Rs.1012.974 million. Detail of theseschemes is at Annexure-“D”.

The officer has also been placed under suspension.SCN issued to SI Shamas Gill has been kept pending till final out come of thecriminal case registered against him.

Action taken in case FIR No. 77/2013 PS Women:

A Show Cause Notice bearing No. 9066/E-1, dated 30-10-2013 wasissued to ASI Sadaf Basharat, SHO PS Women, Islamabad. The officer submittedher written reply to the SCN holding herself innocent in the matter. An inquiry inthe matter was conducted by AIG/Operations, Islamabad. The Inquiry Officer, inhis inquiry report dated 13-11-2013 held ASI Sadaf Basharat, SHO PS Womenguilty of misconduct/inefficiency on account of registration of false Police case in acivil matter. ASI Sadaf Basharat, the then SHO PS Women after availing 60 daysEx-Pakistan leave has not resumed her duty and absented herself. On resumingduty, the SCN issued to her will be decided on merit.

••••• Professional Standard Unit (PSU) has been established in ICTpolice to keep high professional standards in police to monitor all types of missconduct of police officers/officials including non-registration of cases.

••••• A complaint cell has also been established in the office of IG police& SSP/Islamabad where public can file complaints against non registration of FIRand illegal gratification regarding registration of FIR Strict action is taken againstdelinquent officers/officials.

••••• In order to ensure that the public complaints are properly deals ornot, a Digital Visitors Management system has been established by ICT policefor getting in touch with the citizens and for obtaining their feedback.

••••• Human Rights Officers have been posted in all police station tomonitor all Human Rights violations committed in police stations which also includenon-registration of FIRs.

••••• Moreover Citizens Police Committees have also been establishedto coordinate with the general public. (a) Pakistan Railways (PR)

Pakistan Railways (PR) is a corporate body having its own revenue/receipts. Rs.33.500 billion has been allocated to PR for the CFY 2013-14. Duringthe period July 2013-February, 2014, Rs. 21.626 billion has been released onaccount of subsidy on monthly basis for payment of Pay and Pension. Details ofbailout packages is placed at Annex-I.

(b) Pakistan Steel Mills (PSM)

In the wake of acute financial crisis since FY 2008-09, GoP consideringthe PSM as a national asset, has been extending due support to keep the

organization afloat. Since January, 2010 various bailout packages comprising bothbudgetary as well as non-budgetary support have been provided to PSM. Detaileddescription of said packages is placed at Annex-II.

(c) Pakistan International Airlines Corporation (PIAC)

Due to low revenue collection, high cost of fuel, competitive strategies ofGulf Airlines, PIAC has been facing continuous financial constraints. To supportthe national carrier GoP has been providing financial support to the airline. Detailsat Annex-III.

(b) (a) Pakistan Railways (PR)

Due to depleting revenue receipts of Pakistan Railways (PR) its relianceon financial assistance by the GoP has increased manifold. Main factors include,inter alia, poor business practices, loss-making operations including its over-aged infrastructure and flawed governance.

In the CFY revenues from July-December, 2013 have been communicatedat Rs.27,711.260 million and expected revenues for period January-June, 2014are equal to Rs.28,374.375 million which are over and above the targets.

(b) Pakistan Steel Mills (PSM)

With high level of GoP financial support in preceding three years, the financialhemorrhage persists and no tangible improvement in the operational and financialprofile of PSM has been noted, rather continuous deterioration in respect of capacityutilization (presently reported at 1.36%) has impaired the going concern assumption.Resultantly, GoP in the CFY allocated an amount of Rs. 3.62 billion attributableprimarily to employee related expenditure and certain urgent liabilities, which inthe present circumstances is likely to continue.

(c) Pakistan International Airlines Corporation (PIAC)

The GoP has been providing financial support to the PIA in order to keepthe airline afloat. Although the airline managed to avoid complete shutdown of itsoperations, no tangible improvements were witnessed in the performance of thecompany. However, the recent support of Rs.16 billion being provided by thepresent government is intended to turn around the company and achieve break

(b) There is slight increase in the crime and reason attributed are asfollows:

1. Theft and snatching of vehicle is a highly organized crime and theculprits use different modus operandi to achieve their nefarious goals.

2. Closer proximity to KPK and easy access to Punjab is also onesuch factor, inter provincial nature of boundaries benefit criminals tooperate freely from the clutches of law.

3. It takes hardly few minutes for culprits to move the stolen vehiclefrom the jurisdiction of Islamabad as the farthest end of city is fewminutes drive from the centre of the city.

(b) ICT police has taken the following steps to prevent this crime withinIslamabad:—

(1) General public has been requested to install safety alarm system andsafety gadgets in their vehicles.

(2) “Nakas” at all important entry and exit points have been establishedand the officers have been directed to keep an eye over suspiciousperson/vehicles to prevent car theft.

(3) Patrolling has been enhanced and the officers have been directed toconduct surprise checking at various “Nakas” as a preventivemeasure.

(4) People were asked to park their vehicles inside houses and at parkingplaces when they are out for duty or shopping purpose. They werealso advised not to park their vehicles at abandoned places or in thestreets particularly at night.

(5) At peculiar places, i.e FGS Hospital, CDA Hospital, Chairman CDAoffice etc, a chit system has been introduced within the parking areasto prevent car theft.

(6) Police personnel Civvies gave also been deployed in different sectorto keep watch over suspicious persons/vehicles and informers havealso been deployed for the same purpose.

(7) All SF-10s have been strictly directed to personally supervise all theinitiatives taken during the move against the car lifters and ensurethat no stone will be un-turned in this particular task.

(8) All SHOs were further directed to take preventive action against allthe vagabonds loitering in the areas under section 55/109 Cr.P.C.

(b) Long term plans have been made to control nuclear waste accordingto “National Policy on Control and Safe Management of Radioactive Waste”. Sofar three reactors have been commissioned in Pakistan for power generation.

These are:

KANUPP in Karachi – 100 MWC-1 at Chashma – 325 MWC-2 at Chashma – 325 MW

(c) Presently, ample storage exists at the power plant sites. Further,additional interim storage facilities are being built. However, work on developmentof a National Repository has already been initiated. Siting process is in progress.The financial implications will be spelt out when the detail design is completed.

(d) The tariff approved by NEPRA for the two plants at Chashma has adedicated component for radioactive waste management. This part of the tariff isbeing set aside to be used as waste disposal fund for development of additionalfacilities.

The case against Khanani &Kaalia, Owner of a Foreign Exchange Company has been finalized after completionof investigation by FIA and report u/s 173 of Cr. PC has been submitted to theSpecial Court (Offences in banks) Lahore, on 15-10-2009. The trial court hassummoned the accused on 17-03-2014 for appearance.

Ninety percent of the debt proceeds have been earmarked forthe Provinces and 10% for the Federal Government.The outlay of the project including the provincialshares is Rs. 6692.807 million, while the FederalShare is Rs. 669.556 million.

The major thrust of Canadian Department of ForeignAid and Trade Development (DFATD) — Debt ForEducation Conversion (DFEC) project is to improvethe quality of Elementary Education in Pakistan. Theproject’s major objectives are to strengthen TeacherTraining. Institutions, Award of Pre-ServiceScholarships and imparting In-Service training to theteaching and administrative staff of primar\ and middleschools as continuous professional development.

The specific objectives of project as given in thePC-1 prepared by the then Ministry of Education(Devolved) are:

• Organizing Professional DevelopmentPrograms for Elementary School Teachers,Head Teachers. Master Trainers, EducationalManagers and Faculty of Teacher TrainingInstitutions.

• Awarding Pre-Service Scholarships to theprospective teachers enrolled in B.Ed/BS.Edand Diploma in Education. Capacity Buildingof Teacher Training Institutions throughstrengthening of infrastructure and physicalfacilities.

• Construction/Repair, Maintenance andRenovation of Buildings of TTIs with specialfocus on hostels to provide accommodation tothe students.

• Provision of Furniture. Science lab Equipments,Sports items and learning/instructional materialto TTIs and elementary schools.

• Establishment of Computer Labs. TrainingResource Centre and library empowerment tostrengthen the TTIs.
